This thesis focuses on the practice of cultural diplomacy in post-imperial contexts through the study of the Spanish-Latin American case (Hispano-Americanism) during the 1920s. It advances the concept of ‘spiritual empire’ to make sense of the weight of imperial legacies in multilateral international relations. It highlights the intangible and imagined nature of these legacies, and examines their use in foreign policy. It thus offers broader definitions of what is usually called ‘soft power’, with a specific emphasis on its European roots and on its intertwinement with empire and multilateralism during the interwar period, especially in the context of the League of Nations. The specific object of this inquiry is the set of practices of Hispano-Americanism developed under General Miguel Primo de Rivera’s authoritarian regime (1923-1930). Calls for closer relations between Spain and the Spanish-speaking American countries dated back to the late nineteenth century, in the form of intellectual pleas and some political projects. Only in the 1920s, however, was Hispano-Americanism built up as a relatively coherent set of diplomatic practices. Asking why these practices emerged in the 1920s in particular, the thesis explores this decade as a key moment for both empire and diplomacy. Building mostly on archival material from the Spanish administration, the League of Nations, and US public and private institutions, this research inserts Spanish diplomacy at the heart of the narrative of power politics in Europe and the Americas. The aim is not to prove that Spain actually mattered, but to use this specific case study to pose alternative questions about power in world politics. Rather than asking where power is, this thesis seeks to understand what power is and how it is fabricated. The notion of spiritual empire illustrates how the imperial logics of power resist the formal end of empires and are reused in the shape of diplomatic and administrative practices. It explains how Spanish diplomats and foreign-policy makers tried to hang on to a status of power granted by Spain’s imperial past. It also opens the way to diachronic comparisons between Spain’s Hispano-Americanism, Portugal’s politics of Lusophony, France’s politics of Francophony, or the British Commonwealth, among others.

Texte intégralENGLISH ABSTRACT: This thesis is a postcolonial analysis of Third World foreign policy, looking at an atypical case of state relations with national liberation movements. It is also an empirical contribution to an area of recent South African history through interrogating Cuba’s foreign policy towards South Africa’s liberation movements from 1959 until 1994. My starting point has been that meagre scholarship exists within the field of International Relations on this important area of South African history and on Cuban foreign policy. Mainstream scholars have largely overlooked relations between the Cuban state and civil society and liberation movements such as the African National Congress, the South African Communist Party, the Congress of South African Trade Unions and Umkhonto we Sizwe. By interrogating an ignored area of Third World foreign policy, this thesis furthermore aims to probe into the field of International Relations and analyses of foreign policy. Applying the methodology of a postcolonial theoretical critique, I highlight the ontological assumptions within the field that make theorising foreign policy from states and societies in the Third World peripheral within IR, as well as render states and civil society in the Third World as objects rather than subjects of the theoretical endeavour. The conceptualisation of the Cold War as a mere Superpower affair, with states in the Third World as mere sites of conflict between the Superpowers and divorced from the causal dynamics of the conflict, exemplifies the ontological assumptions that exist within the field of International Relations theory. I use the case study of Cuba’s foreign policy towards South African liberation movements in carrying out a qualitative analysis of the available literature and well as conducting interviews with senior participants of South Africa’s various liberation movements. A broad reconstruction of relations between 1959 and 1994, as well as post-1994, reveals extensive relations between Cuba and South African liberation movements involving the Cuban state and civil society. The findings of my research include an overview of relations between Cuba and various liberation movements at the political and military level, as well as the role of Cuban civil society in areas such as education and strengthening the role of women in the liberation struggle. Respondents reveal that relations between the two spheres are not uni-directional, but in fact reveal a complex interaction in which the agency of South Africa’s liberation movements in determining the content of relations is central. In conceptualising foreign policy using a postcolonial theoretical framework, I look not only at the Cuban state but also at the role of civil society in Cuba in constructing and carrying out foreign policy towards South African liberation movements. This theoretical framework rejects a strict dichotomy between the foreign and the domestic by looking at social forces within the state as well as the role of ideology in the making foreign policy domestically. Lastly, the extensive relations between Cuba and South African liberation movements that my research reveals points to possibilities for further theoretical investigations within the field of International Relations from a postcolonial theoretical critique.
AFRIKAANSE OPSOMMING: Hierdie tesis is ‘n post-koloniale analise van Derde Wêreld buitelandse beleid, dit kyk na die atipiese geval van staats verhoudinge met nasionale vryheidsbewegings. Dit is ook ‘n empiriese bydrae tot ‘n area in onlangse Suid-Afrikaanse geskiedenis deurdat dit Kuba se buitelandse beleid teenoor Suid- Afrikaanse vryheidsbewegings tussen 1959 tot 1994 ondervra. My beginpunt is dat daar skamele vakkundigheid tans bestaan binne die studieveld Internasionale Betrekkinge met betrekking tot hierdie belangrike area van Suid-Afrikaanse geskiedenis en Kubaanse buitelandse beleid. Hoofstroom deskundiges hanteer tot ‘n groot mate die verhoudinge tussen staat en burgerlike samelewing van Kuba met vryheidsbewegings soos die African National Congress, die Suid-Afrikaanse Kommunistiese Party, die Congress of South African Trade Unions en Umkhonto we Sizwe met min aandag. Deur hierdie geïgnoreerde area binne Derde Wêreld buitelandse beleid te ondervra, is dit ook ‘n verdere oogmerk van hierdie tesis om die vakgebied van Internasionale Betrekkinge en die gepaardgaande analises van buitelandse beleid te ondersoek. Texte intégralENGLISH ABSTRACT: Soft power is more relevant now than ever before. In fact, in the current world system it has become an important element in exercising state power and mapping out leadership strategies. This assignment attempts to analyse the use of soft power as a post-Cold War foreign policy strategy on the part of China. Chinese relations with the African continent are assessed to prove the increasing rate at which China has expended trade and diplomatic relations in the past two decades, and to determine the degree to which soft power is contributing to China’s prospects of a harmonious rise to a position of global power. China’s foreign policy is ideologically underpinned by nationalism and confucianism. This stance is based on the need to protect and promote the economic and social stability of the state, as well as to secure a sound diplomatic identity in the international arena. For this reason, China has expanded economic interests abroad, particularly, looking upon Africa as a source of mutual development and investement, economic cooperation and an enhanced network for trade. This has lead to the growth of ‘soft’ ties between the Chinese nation and many African states, through the provision of aid, diplomatic cooperation on policy issues and the sharing of cultural values and institutional norms. In this way, China has been able to promote the perception of a peaceful rise to power and make a valuable contribution to the Chinese goal of constructing a harmonious world. Concluding a thorough analysis of China’s foreign policy behaviour it is determined that China-Africa relations are based, at least in part, on soft power, as a means to gain increased international influence. This is contended by the likeness between the behaviour advocated by soft power theory and that of Chinese interaction with African states. Furthermore, this partnership can be understood as a potential global shift towards multilateralism and the belief in an emerging international order that organised by regionalised powers that cooperate with each other on international platforms. The theory of constructivism, particularly its emaphasis on the roles of ideas, identities and institutions, is a valuable perspective to consider in approaching this discussion of China as a peacefully emerging global power.

Texte intégralENGLISH ABSTRACT: This study is an historical analysis of the American policy of Constructive Engagement and serves as a comprehensive review of that policy, its ideological foundation, formulation, aims, and strategies. This study also serves as a detailed assessment of the policy’s ties to the South African Total National Strategy. Constructive Engagement, according to the Reagan Administration, was designed to lend American support to a controlled process of change within the Republic of South Africa. This change would be accomplished by encouraging a “process of reform” that would be accompanied by American “confidence building” with the apartheid regime. Before this process could begin, however, the region had to be stabilized, and the conflicts within southern Africa resolved. With the assistance of American diplomacy, peace could be brought to the region, and South Africa could proceed to political reform within the Republic. In reality, the most important aims of Constructive Engagement were to minimize Soviet influence within the Frontline States of southern Africa and remove the Cuban combat forces from Angola. These goals would be largely achieved by supporting and encouraging the South African policy of destabilizing its neighbours, called the Total National Strategy. This alignment inexorably led to a situation in which global policy issues eclipsed regional concerns, thereby making the United States a collaborator with the apartheid regime. Consequently, South Africa was allowed to continue its program of apartheid while enjoying American encouragement of its policy of regional destabilization, particularly its cross-border attacks into Angola and Mozambique. The U.S. support for the apartheid government offered through Constructive Engagement made the policy vulnerable to criticism that the apartheid regime’s “experiment with reform” was not a move toward liberalizing the Republic’s political system but that it was tailored to deny citizenship through the establishment of Bantustans, a point that provided ammunition to domestic opponents of Constructive Engagement. For a time, U.S.-South African cooperation was effective; the Frontline States were grudgingly forced to accept Pretoria’s regional hegemony. However, dominance of the Frontline States did not improve the security of the South African state. The African National Congress had not been defeated and was determined to make the Republic ungovernable. Furthermore, by the late-1980s, Pretoria could not dominate southern Africa and Angola, Mozambique, and Zimbabwe, which, although crippled from years of war, appeared poised to reassert themselves in the region. For South Africa, the Total National Strategy had failed, and coexistence with its neighbours would be a necessity. Without a powerful apartheid regime with which to reduce communist influence in southern Africa, the Reagan Administration abandoned Constructive Engagement.
AFRIKAANSE OPSOMMING: Hierdie studie is ’n historiese analise van die Amerikaanse beleid van Konstruktiewe Betrokkenheid en dien as ’n omvattende oorsig van dié beleid, sy ideologiese grondslag, formulering, oogmerke en strategieë. Dit dien ook as ’n gedetailleerde beoordeling van die beleid se bande met Suid-Afrika se Totale Nasionale Strategie. Hierdie ooreenstemming van belange het noodwendig gelei tot ’n situasie waar globale beleidskwessies streeksaangeleenthede oorskadu, en sodoende die Verenigde State van Amerika ’n kollaborateur van die apartheidregime gemaak. Gevolglik is Suid-Afrika toegelaat om sy apartheidprogram voort te sit terwyl hy Amerikaanse aanmoediging van sy beleid van streeksdestabilisering geniet, veral sy oorgrensaanvalle in Angola en Mosambiek. Die Amerikaanse steun vir die apartheidregering wat deur Konstruktiewe Betrokkenheid gebied is, het die beleid vatbaar gemaak vir kritiek dat die apartheidregering se ‘eksperiment met hervorming’ nie ’n stap in die rigting van die liberalisering van die Republiek se politieke stelsel is nie, maar eerder toegespits is op die ontsegging van burgerskap deur die vestiging van Bantoestans, ’n punt wat ammunisie verskaf het aan teenstanders van Konstruktiewe Betrokkenheid binne die VSA. Die VSA-RSA-samewerking was vir ’n tyd lank doeltreffend; die Frontliniestate moes skoorvoetend Pretoria se streekshegemonie aanvaar. Oorheersing van die Frontliniestate het egter nie die veiligheid van die Suid-Afrikaanse staat verbeter nie. Die African National Congress was nie verslaan nie en was vasbeslote om die Republiek onregeerbaar te maak. Boonop kon Pretoria teen die laat-1980s nie Suider-Afrika domineer nie en Angola, Mosambiek en Zimbabwe, hoewel verswak weens jare se oorlogvoering, het gereed gelyk om hulle weer in die streek te laat geld. Vir Suid-Afrika het die Totale Nasionale Strategie misluk, en naasbestaan met sy buurstate sou ’n noodsaaklikheid wees. Sonder ’n magtige apartheidregime waarmee kommunistiese invloed in Suider-Afrika verminder kon word, het die Reagan-administrasie Konstruktiewe Betrokkenheid laat vaar.

ENGLISH ABSTRACT: The Japanese-African aid relationship has evolved since World War Two. The majority of studies on Japan’s role in Africa have focused on the economic aspect, while Japan’s aid relationship with Africa remains a relatively underexplored area of enquiry. This thesis aims to contribute to the study of Japanese-African relations by focusing on the role of aid in Japan’s involvement with the continent. The research question focuses on the evolution of Japan’s aid relationship with sub-Saharan Africa and the factors that have shaped this relationship. The study is qualitative and exploratory in nature and makes use mostly of secondary sources. Theoretically, the study analyses the aid relationship with reference to three sources of motivation for the provision of aid, namely economic, political and moral rationales. The findings of this study highlight the fact that, before 1990, Japan’s aid relationship with Africa was motivated by all three rationales. From an economic perspective, aid served as security for resources from Africa especially after the oil crisis of 1973. From a political perspective, Japan’s aid relationship served a number of objectives that changed over time. The study highlights these changes, suggesting that, from a political perspective, Japan’s aid in respect of Africa initially served to play a critical role in the Western camp in its anti-communist struggle on the continent. It was also used to curb criticism directed at Japan by African countries for its pro-Pretoria policy. After 1990, Japan’s aid relationship with Africa from political perspective served Japan’s ambition to be recognised as a political power, most importantly to receive the support from Africa that would allow Japan to secure a permanent seat on the United Nations (UN) Security Council. From an economic perspective, it served to secure strategic natural resources for Japan that would sustain its growing economy and help to achieve its ambition of attaining global economic supremacy. From a moral perspective, the aid relationship served to promote a development path for Africa similar to that experienced in Japan’s Asian neighbourhood. Japan’s aid relationship with sub-Saharan Africa can be explained from a realist perspective, since the country’s national interests played a key role in the distribution of aid in this region. It has been important for Japan to maintain its momentum regarding global economic prominence and influence and for it to try to secure a permanent seat on the UN Security Council. By distributing aid to Africa, it has hoped to improve its chances of achieving its economic ambition and importantly its elevation to the Security Council. The study thus suggests that political ambitions have been the primary motivating factor in the distribution of aid in sub-Saharan Africa. The areas for further investigation, as highlighted by the findings of this study, are as follows: Japan’s aid relationship with Africa remains a relatively new area of inquiry and more research could therefore be done given the available data. The study also highlights the political perspective as the primary motivating factor for Japan’s aid relationship with Africa. This served Japan’s ambitions of being recognised as a global political player that would find its greatest expression in securing a permanent seat on the UN Security Council with the assistance of African nations. Future studies could investigate whether Japan has managed to achieve its global political ambition and whether African countries played a significant role in this process. Finally, future studies could study the effectiveness of the TICAD process and whether Japan’s non-Western approach to development remains a popular model.
AFRIKAANSE OPSOMMING: Die hulpverhouding tussen Japan en Afrika het sedert die Tweede Wêreldoorlog ontvou. Die studie van Japan se rol in Afrika het tot dusver grootliks op die ekonomiese aspek gekonsentreer, terwyl Japan se hulpverlening aan Afrika’n betreklik onderontginde studieveld bly. Hierdie tesis wil tot die studie van Japan-Afrika-betrekkinge bydra deur op Japan se hulpverlening aan die vasteland te konsentreer. Die navorsingsvraag handel oor die ontwikkeling van Japan se hulpverhouding met Afrika suid van die Sahara, en die faktore wat hierdie verhouding gevorm het. Die studiemetodologie is kwalitatief en verkennend, en maak hoofsaaklik van sekondêre bronne gebruik. Wat teorie betref, ontleed die studie die hulpverhouding aan die hand van drie motiverings vir hulpverlening, naamlik ekonomiese, politieke en morele beweegredes. Die studieresultate toon dat Japan se hulpverhouding met Afrika voor 1990 deur ál drie bogenoemde beweegredes aangevuur is. Deur hulp aan Afrika te verleen, het Japan gehoop om sy kanse op sukses in sy ekonomiese strewes en veral ook sy verheffing tot die Veiligheidsraad te verbeter. Die studie gee dus te kenne dat politieke ambisies die hoofbeweegrede was vir hulpverlening aan Afrika suid van die Sahara. Gebiede vir verdere navorsing wat uit die bevindinge van hierdie studie spruit, is soos volg: Japan se hulpverhouding met Afrika bly ’n betreklik nuwe studieveld met min beskikbare data, dus is verdere navorsing daaroor nodig. Meer bepaald beklemtoon die studie die politieke perspektief as hoofbeweegrede vir Japan se hulpverhouding met Afrika: Dit het Japan as internasionale politieke speler help vestig, en Afrikalande sou Japan uiteindelik help om die gesogte permanente setel in die Veiligheidsraad te bekom. Toekomstige studies kan verken of Japan in sy internasionale politieke strewe geslaag het en watter rol Afrikalande daarin gespeel het. (Summary)
The central aim of this thesis is to improve our understanding of the EU’s power, in particular in its external trade relations/negotiations. Our hypothesis is that the EU is a distinctive kind of linkage power, defined as an actor relying on linkage as a crucial modus operandi in its external relations. We explored how, to what extent and in which distinctive ways the EU is such a linkage power.
Our analysis was based on three logically interrelated concepts – power resources, linkage and linkage power. Linkage refers to a leveraging strategy, with an aim of packaging relevant power resources, so as to increase leverage in bargaining, or more generally attain a policy objective. I identified seven types of linkages that the EU used: political-economic issue linkage, economic-economic issue linkage, conditionality, contextual linkage, linkage with a third party, cognitive linkage and synergistic linkage. Linkage can hardly work without proper power resources. The latter, as Dahl (1970) defined, refers to all the resources-opportunities, acts, objects etc – that an actor can exploit in order to affect the behaviour of another. So, linkage is a bridge between power resources and impacts – meaning affecting or changing the behaviour of another party. By putting linkage and power together, we created a new term – “linkage power”, referring to a power based on linkages. The EU, the US, China or any other power can all be such labelled, though these actors may diverge in power resources, linkage strategies and the variables affecting linkage effectiveness. When applying such an analytical framework to the EU, we gave particular attention to the implications of the EU’s sui generis nature on its linkage power.
Our case study is the EU’s trade relations with China (1975-2008), which were punctuated by two critical historical junctures – the Tian’anmen Square Incident in 1989 and the EU-China Textile Crisis in 2005. In 1975, The EEC’s successful strategy by linking political issues (Europe-China balancing the Soviet Union and recognising China’s sovereignty over Taiwan) with economic issues (signing the EEC-China Trade Agreement) played a crucial role in securing the establishment of diplomatic relations between the EEC and China. Different types of linkages were then applied to the EEC’s negotiations with Beijing on the 1978 Trade Agreement and the 1979 textile agreement, which effectively prompted the Chinese side to agree to the EU’s terms.
Immediately after the 1989 Tian’anmen Square Incident, the EC imposed economic sanctions with an aim of coercing China to accept Western world’s human rights conditions. This linkage did not last long or pay off due to divergent political and economic interests among the Member States and the EC’s institutional handicaps (foreign policy competence was largely in the hands of Member States, collective foreign policy action was non-binding), and soon de-linked.
Having realised that confrontational approach did not work well, the EC/EU and its Member States started to change their China policies in 1993-95. The period of 1993-2004 witnessed the EC/EU’s power through partnership. The strategic partnership was seen as a complex of different pairs of issue linkages, ranging from political-strategic issues to economic and human rights issues. The partnership, once established, had fostered new linkages and consolidated old ones. China’s WTO accession was seen as a once-in-a-century opportunity for the EU to exercise linkage through conditionality, so as to extract market access concessions from the Chinese side. Moreover, by linking with China could the European Commission garnered international support for advancing the Galileo project within the Union and ward off some of the US pressure in 2003.
The Year 2005 was singled out since an unprecedented trade row on textiles broke out, confronting the EU against China’s export prowess resulting from globalisation and China’s WTO accession. Linkages were used as a predominant strategy to help the EU to persuade and press the Chinese side firstly accept voluntary export restrictions and then share the burden of allowing the blocked textiles in European ports to be released. In 2006-08, the trade deficit problem emerged, coupled with a series political spats between Europe (France and Germany) and Beijing on the Tibet issue. As the EU-China honeymoon was over, the Commission toughened its approach towards China. Although linkage was again used to redress the trade deficit, its effects were not satisfactory, as the EU power resources were eroded.
Our conclusions are (1) linkage is a crucial modus operandi in the EU’s internal bargain and its external relations with China; (2) Linkage was generally effective vis-à-vis China, but with variations, either over time or across different linkage types; (3) The EU is a sui generis linkage power, resulting from its institutional characteristics and heterogeneity of interests among the Commission and Member States. We find that the EU’s increased institutionalisation (both regional and bilateral) and competences generally facilitated its use of linkage strategies. The EU’s sui generis structure and its internal interest divergences have mixed implications on its linkage effectiveness. On one hand, the EU’s linkage power was weakened accordingly. But on the other, the Commission could tactically make use of some Member State government’s row with Beijing and advance its own economic agenda (such as the EU-China High-level Economic and Trade Dialogue, HED). Moreover, our research also confirmed Andrew Moravcsik’s argument that issue linkage is more easily made within an issue-area than across issue-areas. But we differ from him on the reason behind that. We find that this was largely attributable to the EU’s pillar structure and competence divisions.
The theoretical contributions include: (1) Linkage power provides a distinctive prism to look into the EU’s concrete strategies in internal bargains, and external commercial negotiations. Linkage serves as a crucial strategy for the EU to handle its relations with a far-abroad country like China, including establishing diplomatic relations, negotiating trade deals, forging strategic partnerships and holding high-level dialogue. (2) Giving some insights to the EU’s actorness. We find that the EU, though institutionally not a unitary actor, was somehow able to present its power to the extent like a sovereign state on some occasions using linkage strategies. (3) Contributing to the understanding of the EU’s means to spread its governance model. We find that the EU’s norm-setting goals have often been achieved through non-normative ways – such as interest exchange and trade-off, and other deliberate ways of persuasion and even coercion, mainly based on linkage. (4) Shedding light on the interactions between the Commission and the Member State governments and on the Commission’s autonomy in external trade relations.
Two future directions of research have been identified: (1) comparative studies: the EU’s linkage practices vis-à-vis the US, Russia and middle powers, or other actors’ linkage strategies vis-à-vis China; (2) post-Lisbon linkage strategies used by the EU.

Texte intégralCette thèse insiste sur les éléments de mise en place et les fondements de la politique étrangère de la Belgique en Afrique centrale. Elle analyse sa présence depuis la colonisation du Congo, du Ruanda-Urundi et développe le processus de mutation de la Belgique dans la sous-région à la faveur des indépendances. Cette accession à la souveraineté des territoires leur attribuait le statut d’acteur de la communauté internationale. L’adaptation de la Belgique à cette nouvelle donne l’oblige à étendre son espace de captation d’intérêts par l’établissement des relations diplomatiques avec de nombreux pays de la région parmi lesquels le Cameroun. Le choix du Cameroun comme pays d'appui à la politique belge dans la région en dehors de ses colonies est le fait de nombreuses justifications que cette thèse démontre.
Ce travail insiste sur les rapports politiques entre le Cameroun et la Belgique notamment les éléments expliquant la coopération diplomatique et politique entre le Cameroun et la Belgique. Celle-ci était basée sur un soutien mutuel dans la lutte contre les mouvements rebelles procommunistes au Cameroun et au Congo dans les années 60. Cet ouvrage développe l'organisation de l’action conjointe de la Belgique et du Cameroun dans la lutte contre le communisme en Afrique centrale principalement au Congo en période de guerre froide, les éléments prouvant le soutien de la Belgique au Cameroun dans sa lutte contre les activistes nationalistes de l’UPC et réciproquement, les actions montrant la collaboration et la compréhension du Cameroun envers la Belgique dans la gestion des conflits d’après indépendance au Congo, au Rwanda et au Burundi.
De plus, cette thèse évoque la dynamique de la politique étrangère de la Belgique à partir de 1965 dans la région. Dans cette section marquée par l’arrivée de Mobutu au pouvoir et le coup d’Etat de Micombero au Burundi, ce travail détaille les éléments qui justifient le renforcement des relations politiques entre le Cameroun et la Belgique après 1965 par l’analyse du contexte national et international de mise en place de cette politique après 1967. Un contexte marqué par la réélection d’Ahmadou Ahidjo et le renforcement de son pouvoir et le départ du socialiste Paul-Henri Spaak, remplacé par le démocrate-chrétien Pierre Harmel. Ce dernier instaure une nouvelle politique dite de diversification et de distanciation envers le régime de Mobutu. Le constat est que cette diversification a profité au Cameroun, devenu progressivement un partenaire privilégié de la Belgique dans la région après la visite officielle d’Ahidjo de 1967 à Bruxelles.
Ce travail analyse les rapports qu’entretenaient la Belgique et le Cameroun dans les organisations internationales en rapport avec la situation interne de son pré-carré d’Afrique centrale, notamment les circonstances du soutien de la candidature du Zaïre à l’entrée dans l’Union Douanière et Economique d’Afrique Centrale (UDEAC) et plus tard dans la création de l’Union Economique d’Afrique Centrale (UEAC) en 1969. Le soutien mutuel des candidatures belges et camerounaises dans les instances internationales à partir des années septante, les incidences de l’entrée du Royaume-Uni de Grande Bretagne et l’Irlande du Nord au sein de la Communauté Economique Européenne (la convention de Lomé I) sur la politique étrangère belge menée par Renaat Van Elslande, les implications de la zaïrianisation sur les relations belgo-zaïroises, l’arrivée au pouvoir de Juvénal Habyarimana au Rwanda et la renégociation des accords d’indépendance entre le Cameroun et la France. La Belgique et ces pays souhaitaient une approche plus consensuelle des grandes questions internationales, notamment le nouvel ordre économique international, le conflit du proche orient, la question de la décolonisation des territoires portugais d’Afrique centrale, la généralisation des conflits armés et des assassinats politiques.
La présence militaire belge en Afrique centrale est un fait colonial. Un rappel nécessaire de cette présence militaire depuis la période coloniale nous a permis de nous interroger sur la gestion difficile du devenir de ces soldats après les indépendances du Congo, du Rwanda et du Burundi, notamment pendant la crise Katangaise. Ces difficultés rencontrées au Congo poussent la Belgique à trouver des dérivatifs pour se désengager militairement au Ruanda-Urundi après l’indépendance en 1962. La visite officielle de juin 1967 d’Ahmadou Ahidjo en Belgique marque le début d’une intense coopération militaire entre la Belgique et le Cameroun. Les deux pays coopèrent pour la livraison du matériel de guerre par la Fabrique d’Herstal à Liège, et dans la formation les officiers camerounais en Belgique. Plusieurs facteurs justifiant cette coopération avec le Cameroun sont énumérés dans cette thèse. De plus, ce travail retrace l’implication de la Belgique dans les guerres du Shaba et ses initiatives en faveur d’une paix globale dans la région autour les années 80.
Le troisième grand axe de cette thèse développe la présence de la Belgique en Afrique centrale dans le cadre de la Communauté Economique Européenne. Après avoir expliqué l'historique et l'évolution du FED, nous avons exploré le poids de la présence belge au sein du Fond Européen de Développement par rapport à la France et les autres Etats de la CEE pour constater sa faiblesse dans cette institution contrôlée par la France l’Allemagne. Ce qui justifie son choix de renforcer la coopération bilatérale dans la région. Enfin, ce thèse insiste sur ces relations économiques bilatérales de la Belgique en Afrique centrale, principalement au Cameroun en comparaison avec les anciennes colonies pour voir l'influence de la Belgique au Cameroun, au Congo, au Rwanda et au Burundi depuis les indépendances jusqu'aux années nonante.

Texte intégralENGLISH ABSTRACT: The purpose of this study is to determine how the role and identity of the Nonaligned Movement (NAM) changed during and after the Cold War. The demise of the Movement in the post-Cold War era, predicted by some scholars, is discussed. This study examines whether the Movement merely offered an alternative grouping during the Cold War. The issue that becomes evident with respect to the Cold War is to show the terror it brought about and how the Third World became the battleground of the Superpowers. The question as to what extent the role played by the Movement defused the Cold War is investigated. It is shown that the Movement sent emissaries to Washington and Moscow to resolve the German Crisis in 1961 and to reduce the arms race. A historical overview of the Movement is offered, which determines the role of Afro- Asianism in the birth of the Nonaligned Movement. It is explained that the 1955 Bandung conference gathered leaders from independent African and Asian states - with different foreign policies - which created energies that in the following years greatly affected Third World politics and the shaping of nonalignment. This study traces also the role of different gatherings of the Movement up to the Durban Summit of 1998. At issue are also participating countries in the 1961 Belgrade Summit, which are described, as well as the growth of the Movement's membership. Different goals of the Movement are examined. Some, like nuclear disarmament, the right to self-determination, peaceful coexistence, and the right for the Palestinians to a homeland, were adopted during the Cold War and still remain valid. Others, like protection of the environment, and the struggle for human rights, were implemented during the post-Cold War era. The détente allowed the Movement to launch a New International Economic Order. An attempt is made to show the failure and success of the Movement in this respect.
AFRIKAANSE OPSOMMING: Die doel van hierdie studie is om te bepaal hoe die rol en identiteit van die Onverbonde Beweging (NAM) tydens en na die Koue Oorlog verander het. Die ondergang van die Beweging in die na-Koue Oorlogse era soos deur sommige kenners voorspel is, word ook ondersoek. Die studie het probeer vasstelof die Beweging 'n alternatiewe groepering tydens die Koue Oorlog teweeg gebring het. Die kwessie met betrekking tot respect tot die Koue Oorlog bewys dat terreur meegebring word en hoe die Derde Wêreld die slagveld van die Supermoondhede gemaak het. Daar word ook gepoog om vas te stel tot watter mate die Beweging 'n rol gespeel het in die ontlonting van die Koue Oorlog. In die verband word onder andere verwys na die Beweging se pogings om die Duitse Krisis (1961) te ontlont en die wapenwedloop te beëindig deur die stuur van afgevaardigdes na Washington en Moskou. In 'n historiese oorsig van die Beweging word die rol wat 'n Afro-Asiatiese gevoel/gees in die stigting van die Onverbonde Beweging gespeel het, ondersoek. Die studie toon aan hoe die Bandung Konferensie van 1955 leiers van onafhanklike state van Afrika en Asië, wat uiteenlopende buitelandse beleidsrigtings gehad het, bymekaar gebring het. Hierdie uiteenlopendheid het 'n dinamika geskep wat Derde Wêreldse politiek en die aard van onverbondenheid wesenlik beinvloed het in die jare na die Konferensie. Verskeie byeenkomste van die Onverbonde Beweging tot en met die Durbanse spitsberaad (1998) word ontleed. Die samestelling en verloop van die spitsberaad in Belgrado in 1961 en die groei in die lidmaatskap van die Beweging kom onder andere onder die loep. Verskeie van die Beweging se doelwitte wat tydens die Koue Oorlog beslag gekry het en steeds geldig is, word onder die soeklig geplaas. Kernkrag ontwapening, die reg op selfbeskikking, vreedsame naasbestaan en die Palestyne se reg op 'n eie staat/tuisland is voorbeelde in die verband. Ander doelwitte van die beweging wat veral in die na-Koue Oorlogse era geimplementeer is, soos die bewaring en beskerming van die omgewing en die stryd om menseregte, word ook ondersoek. Die loodsing van 'n Nuwe Internasionale Ekonomiese Orde deur die Beweging wat deur die détente van die na-Koue Oorlogse era moontlik gemaak is, word ook bespreek en die sukses en mislukking daarvan geëvalueer.
