Texte intégralEcological connectivity is a concept of growing importance in the law of conservation of nature. It strengthens the ecological networks in their mission to protect ecosystems and is also a sign of their completion. This thesis analyzes the concept of ecological connectivity in international law, european law and brazilian law. The comparative study of the European ecological network Natura 2000 and the Brazilian System of Conservation Units (SNUC) allows us indeed to conduct a detailed inventory of the different ecological connections, their issues and their legal weaknesses. This is also an opportunity to examine key conditions essential in strengthening ecological connectivity, namely, essentialy, the social and environmental function of property rights, the protection of connectivity in urban areas by planning law, the protection of ecosystems in marine areas and the importance of participation in the management of ecological connections

Texte intégralIn 1992, European natural habitats became items to be conserved in the same way as species were, thanks to the Habitats Directive. This enlarged the scope of action of nature protection public policies to a new level of biodiversity organisation. But the late recognition of the conservation value of habitats and the gaps in their definitions partly explain the absence of time series data at the national scale. This limits our capacity to monitor and assess their conservation status and to adapt conservation measures at the national and local levels. The present thesis work first investigates rapid, formalised approaches for identifying forest habitats. Then, these approaches are used to study the recent dynamics of forest habitats in relation to two substantial changes that occurred in the past decades, i.e., climate warming and the creation of the Natura 2000 network.We first studied the uncertainties linked to the identification of forest habitats when assigning floristic surveys to habitat types by comparing five expert’s judgements with three automatic classification programs. We highlighted high variability among expert judgements, and comparable efficiency between automatic classification programs and expert judgements. We also demonstrated that a limited number of species was sufficient to identify forest habitats, and that surveys carried out in winter could be used too. We thus created time series of standardised data on forest habitats based on different floristic survey sources, whether assigned to a habitat type or not.Secondly, we created 5,701 pairs of historical (before 1987) and recent (after 1997) floristic surveys, and highlighted that 11% of the pairs located in highlands had shifted towards forest habitats characteristic of warmer climate conditions. The increased dominance of these habitats led us to conclude that thermophilisation was underway in highlands. However, no significant shift was observed in lowlands, hence a substantial difference between the thermal requirements of plant communities and current temperatures: a climatic debt is developing. In the face of these different impacts, we proposed that nature protection public policies could be more efficient if they were implemented and prioritised differently in highlands vs. lowlands.Finally, we studied 155 Natura 2000 sites distributed across mainland temperate and mountainous France, and showed that the number of very large trees in the plots where they were observed had increased significantly more inside the network than outside it since its implementation. We thus evidenced that the conservation measures implemented in Natura 2000 forests, which are managed and exploited, have already had positive effects on very large trees – considered as a characteristic of old-growth forests and also used as biodiversity and conservation status indicators of forest habitats.This thesis work was necessary to complement the numerous studies already available at the species and plant community scales, for it is indispensable to aim for the simultaneous conservation of all the levels of organisation of biodiversity to be efficient. Knowing the scope of validity of the tools used to identify forest habitats, but also understanding the recent dynamics of forest habitats and its influencing factors provide useful data to implement surveillance and adapt public policies and management actions, and thereby reach greater efficiency

Texte intégralThe design of appropriate ligands (tectons) and the generation of networks in the presence of transition metal have been successful by using the principles of supramolecular chemistry and molecular tectonics. The self-assembly of the designed ligands with various metal salts made it possible to obtain a range of crystalline materials having finite or infinite dimensionality. These architectures were characterized by X-ray diffraction studies. In the first part, ligands bearing pyridine coordinating group and based on polyethylenethioglycol backbone, were found generate in discrete entities. The differences with previous results leading to made infinite networks with similar ligands are discussed. Using ligands based on rigid spacers and bearing pyridine as coordinated group, we showed that it is possible to control the dimensionality of self-assembled architectures by judicious choice of the metal-ligand couple. The opportunity to predict the networks topology by using rigid tecton is discussed. Finally, we synthesized a last family of tris-monodentates semi-rigid tectons which allowed to obtain many networks with silver salts. We have demonstrated that the relative flexibility of tectons allowed a great topology's diversity influenced by the counter-ion. We have synthesized twenty new tectons and we showed that the combinaison metal-counter-ion has a heavy impact on topology

Texte intégralThis thesis is about natural gas in Russia. Energy studies are common amongst studies about Russia.However, they often focus on the relationships between Russia and European countries. This study tries to shift from this approach to chiefly analyze the domestic market and Russian territory and to emphasize the contrasts at the scale of Russian Federation. The Siberian and Far Eastern territories are considered as peripheries. From an energy point of view, they are not linked with Gazprom transportation and distribution network. However, the “gasification program of the regions of Russian Federation”, presented as a social program, has been implemented in the eastern territories. In this thesis, its elaboration and its implementation are studied. Preference is given to regional scale, the program being jointly realized by regional administrations and Gazprom at the instigation of the federal government. The analysis of four Siberian and Far Eastern regions show that the results of the program and its social character need to be qualified. The gas networks development in Eastern Russia is modest and conditioned by perspectives of export. Furthermore, Gazprom controls the process and its aims may differ from the other protagonists’ aims, which generates some tensions. Center/peripheries logics dynamics are at work and can be seen in the relations between actors and in spatial differentiation. Territories are characterized by diverse degrees of integration in the energy space, organized by the natural gas sector
