- The article analyses the most recent reforms of Italian regionalism using the theory of competitive federalism as opposed to cooperative federalism. Although new competitive dynamics are developing with main reference to asymmetrical regionalism and fiscal federalism, the article shows the coexistence of competitive and cooperative institutional arrangements. Taking a comparative perspective the case of Italy portrays similarities to those of Germany and Spain: German cooperative federalism is more and more challenged by the developing of competitive dynamics between the Western and Eastern Länder as well as Spanish competitive regionalism is opening up to intergovernmental cooperation to assure policy coordination. As a whole the article provides an analytical framework to guide future empirical research.

- As a comment (on "The Forth Freedom", 2007) and anticipation (of "Democratic Federalism", 2009), this article, drawing from those monographies by the Author, carves its hypothesis out of a comparison between the European and the "New World" administrative traditions. Italy was largely imbued by the franco-prussian étatisme of the 18th and 19th centuries; and even developed a peculiar variety of it, based on "assistenzialismo" and the "theft and police" game. Since the end of the 19th century, however, and, more recently, since the second world war, Italy experienced a strong and rising tendency toward "autonomism" and regionalism, which eventually brought to a constitutional reform in 2001. According to it, Local Institutions and the central State should be considered on the same footing: a central proposition that may open the way to the development of "democratic federalism". The article addresses numerous policy issues (on cultural, pedagogic, administrative, outcome, working, benchmarking etc grounds) that rapidly may induce that desirable transformation.Key words: Public Innovation; Freedom; Federalism; Administrative Tradition; Western Autonomy; Local Government. After the accession of Poland to the European Union our country started to be defined as a decentralized state with a regional structure. The aim of this paper is to compare Polish legal solutions to the Italian and Spanish solutions regarded as classic models of regionalism. The effect of the analysis is the conclusion that the biggest obstacle for the development of regionalism in Poland is the lack of proper legal regulations including constitutional regulations. It is responsible for the fact that Polish voivodships do not have guarantees of territorial integrity. Theoretically there is even a possibility to replace them with other units of territorial division. Other restrictions for regional development are: insufficient level of financing and the lack of formed social ties in newly formed voivodships. Due to these factors voivodships do not play their own political role. The situation could be changed as a result of an enlargement of regional competences and granting voivodships limited autonomy similarly to the situation in Italy and Spain.

“The task of critical regionalism is to rethink architecture through the concept of region.” (Tzonis & Lefaivre, 2003) The term critical regionalism, in its sense, raises several arguments in the architectural field. Critical regionalism could debate the essence of the utopian idea of international design, that every building can be placed anywhere and function with high compatibility. Critical regionalism questions the approaches used in international design; it opens up the idea that each region could have a specific characteristic that could serve function, form, and efficiency. This could also mean that each region will be distinct in the means of materials and treatments. “Critical regionalism self- consciously seeks to deconstruct universal modernism in terms of values and images which are locally cultivated, while at the same time adulterating these autochthonous elements with paradigms drawn from alien sources.” (Frarmpton, 1983) Critical Regionalism does not intend to revisit history or dwell in the past, but to find a middle ground between two extremes. The universal design that the modernists strive to achieve by spearing Louis Sullivan’s saying “Form follows function” wherever the building might exist, and the post modernists who celebrated ornamentation for its own sake. Globalization is definitely a benefit for designers as it expands the visual cultures; yet designers need to use this design exposure in a way that could benefit the environment and maximize the built environment's efficiency.This paper questions the possibility to use critical regionalism in promoting a region’s identity but at the same time adheres to the international developments. The aim is to explore the idea of critical regionalism applications, and whether it could relate to both international design and regional identity. Its being applied to four different interior design Master’s degree student projects in Florence, Italy. The students were given a specific building in the center of Florence to redesign but there were several fixed factors. First, the building should be a hotel that relates to the identity of the city of Florence, second, the design should be minimal, third the use of literal images or direct analogies were not allowed. The data is analyzed through a comparative study between the four projects in terms of concept, analogy, color scheme, materials and level of ornamentation.The paper represents results of this focus group of interior design students who are from different demographics with only fixed education levels’ postgraduates in either interior design or architecture, and project description.

This article analyzes the political transformation polysyllabic societies in the era of modernism in the Second example of institutional reforms in Italy and Spain. The territorial structure of Italy in its present form was constituted in 1970 (special status regions, including Sardinia, Sicily, South Tyrol, were identified earlier). Each region has a population of regional assembly, which in turn elects the executive (government) headed by the president of the region. Regionalization of the Italian political and social life in general took place. This that the «region» replaced «province» of the political hierarchy of the country. The process of reaching a consensus at the regional level was much softer and adjusted, aimed at a compromise. Concern «radical social renewal» changed worry about administrative efficiency and professional level – a change institutional priorities. In general, population and community leaders satisfied with the availability and much greater openness regional administrations versus national. Regional governments have become laboratories of policy innovation, largely determined the «new way of doing politics». Also analyzes the Spanish experience of institutional reforms. New model of territorial organization of Spain called State autonomy. The article notes that the Spanish Constitution does not specify either the number or the name of the autonomous communities, but merely indicates ways to individual provinces or their associations can create such communities (this right was implemented by all provinces and is now in Spain composed of 17 autonomous communities). In Spain, always in one way or another existing political and cultural regionalism, there is always special historical area. The history of the country is in this respect the history of vibrations, movements between centralism and regionalism.

This thesis takes as its point of departure the debate on federalism that emerged in Italy in the years preceding the unification of 1861 and that resumed in the early 1990s, a debate mainly revolving around the profound socio-economic differences between the North and the South of the country. Torn between continuous centripetal and centrifugal forces, but not characterized by ethnic connotations, the Italian regional model implemented with the 1948 constitution and strengthened in 2001 elicits questions that intersect with topical debates engaging scholars across the globe, and displays features that have the potential to stimulate fruitful discussions both inside and outside Italian borders. While the present state of Italian regionalism remains ambiguous, the Italian regional model distils lessons coming from different theoretical experiences, including federalism, sub-state nationalism, and the European unification process. Therefore, it can be seen as an innovative experiment crafted by those who were looking for a compromise between unitary and federal schemes. Adopting a theoretical framework combining literature on federalism, regionalism and sub-state national theory, this thesis addresses a number of questions that help fill a gap in scholarship. The thesis discusses the relationship between federalism and regionalism, arguing that regionalism is an overarching term that incorporates diverse experiences; consequently, the regional state paradigm to which Italy is usually associated is just one of the many shapes that regionalism can take. The research also identifies the elements enabling us to differentiate between a federal and a regional model, as well as the advantages of opting for a regional scheme (as opposed to a federal one). The socio-economic tensions between the North and the South of Italy offer the ideal basis to discuss non-national differences, an expression used to indicate political and socio-economic communities located within a geographical territory displaying some de facto asymmetries compared to the state-wide community, seeking some form of acknowledgement of their specificity. The thesis argues that national differences (e.g. differences based on linguistic, religious or other cultural issues) are not the only ones requiring attention, and it identifies a number of legal and constitutional stratagems that could be used to address non-national difference. Also, the recognition of non-national difference may also help find a solution to issues regarding sub-state national recognition. Finally, the thesis tries to find a point of reconciliation between federalism and solidarity, particularly in the context of non-national difference. The Italian regional experience serves once again as the point of departure to discuss whether federalism and solidarity are conflicting ideas, and to open a discussion regarding the exact contours of solidarity, especially in its horizontal understanding.

Dès 1919, la France et l’Italie se tournent vers l’espace balkanique et danubien, issu de l’effondrement des empires multinationaux, pour assurer leur sécurité et leur puissance. Alors que la question adriatique éloigne les deux pays, ils trouvent un consensus provisoire sur l’Europe danubienne : ni Anschluss, ni confédération danubienne. Ce modus vivendi va cependant voler en éclats à partir de 1924, lorsque la volonté française de mieux organiser son système d’alliances rencontre le révisionnisme fasciste. L’une et l’autre puissance tentent de surmonter les difficultés internationales créées par le mouvement pour l’Anschluss, l’opposition de la Petite Entente et de la Hongrie, le statut de la Yougoslavie, mais la divergence de leurs représentations sur ce que devait être un concert européen rénové empêcha toute collaboration. Leur confrontation favorisa la déstabilisation de l’Europe balkanique et danubienne : le lien entre les deux phénomènes éclata au grand jour lors des négociations économiques pour la reconstruction de l’Europe entre 1931 et 1933. By 1919, France and Italy look to the Balkan and Danubian Region, shaped by the collapse of multinational empires, to ensure their safety and power. While the Adriatic question drives away the two countries, they find a temporary consensus on Danubian Europe: neither Anschluss, nor Danubian confederation. This modus vivendi is however shattered in 1924 when the French desire to better organize its system of alliances meets fascist revisionism. Both powers try to overcome the difficulties created by the international movement for the Anschluss, the opposition of the Little Entente and Hungary, the status of Yugoslavia, but their divergent representations of what should be a renovated European concert prevent any collaboration. Their confrontation promotes the destabilization of the Balkans and the Danubian Region : the link between the two phenomenons breaks out in the open during the negotiations for the economic reconstruction of Europe between 1931 and 1933. In the wake of these, the Four Power Pact was designed by French diplomacy as an opportunity to tie Italy to the French vision of the organization of the continent, while Mussolini figures it as the first step in the disruption of the order created by the peace treaties: the Balkans and Danube was the great unspoken issue of the Four Power Pact

The thesis Party Change of the Northern League in Italy, deals with the transformation of the Italian Northern League (LN) from regional to national political party. The study aims to be a contribution to a larger scholarly discussion about changes of the Italian political system. Under the criteria that define a regional political party this thesis evaluate whether the contemporary LN truly transformed from regional to national party. The study than connects with the previous findings and follows with analysis of the five factors - the most recent party performance, political system change, institutionalization, leadership change and socio-economic changes in the country which could have affected party's agenda. Different variables are derived from the Kenneth Janda's theory of change in political parties. The research uses the data from the 2013 national parliamentary elections, when LN lost large part of its electorate, and the 2015 regional elections in order to evaluate which of the above mentioned factors influenced the process of transformation of the LN.

Il mio lavoro di ricerca rappresenta un contributo allo studio dell'esperienza umana dello “spazio alimentare” come costruzione sociale che comprende sia i modelli del comportamento umano, e la loro relazione sensoriale con uno specifico luogo, sia l'imprenditoria etnica. Il nucleo di questo progetto di ricerca è rappresentato da un’indagine multi-generazionale del multiforme processo della migrazione italiana in America, laddove la cultura alimentare viene utilizzata come veicolo per esaminare come gli immigrati abbiano prima perso e poi negoziato una nuova identità in terra straniera. Lo scopo generale della tesi è quello di esaminare come il cibo rappresenti un collegamento nostalgico con la patria per la prima generazione, un compromesso culturale per la seconda e un modo per rinegoziare un'etnia ibrida per le generazioni successive. La lente del cibo è anche utilizzata per esplorare lo sviluppo dei ristoranti italiani durante il Proibizionismo e il loro ruolo nel processo di omogeneizzazione culinaria e di invenzione della tradizione nel mondo contemporaneo. Per spiegare come la cucina regionale in America sia diventata un simbolo collettivo di etnia e abbia potuto creare un'identità Italo-Americana nazionale distinta da quella italiana, ho adottato il modello creato da Werner Sollors e Kathleen Neils Cozen e sintetizzato con l'espressione di “invenzione dell'etnia”. Il capitolo di apertura esplora la migrazione su larga scala che ha colpito l'Italia e la storia economica italiana per oltre un secolo e prosegue con un’analisi storica sullo sviluppo dei prodotti alimentari nel tempo. La prima sezione evidenzia il significato culturale dell'alimento e il suo ruolo nella costruzione di un'identità nazionale oltre i confini italiani e prosegue con un’analisi sulla successiva variazione delle abitudini alimentari durante l'immigrazione di massa. Il capitolo conclude illustrando il quadro teorico utilizzato per teorizzare le diverse dimensioni dell'etnia. Partendo dall'ipotesi che l'identità sia un elemento socialmente costruito e in continua evoluzione, il secondo capitolo è dedicato all'analisi della natura mutevole del cibo, esplorata attraverso tre distinti ma spesso sovrapposti tipi di spazio: spazio della "memoria individuale"; spazio della "memoria collettiva"; spazio della "tradizione inventata". Lo spazio della “memoria individuale” esplora come i primi immigrati italiani tendevano a conservare le loro tradizioni regionali. Al contrario lo spazio della memoria collettiva osserva il conflitto ideologico emerso tra la prima e la seconda generazione di immigrati italiani, in risposta alle pressioni sociali del paese ospitante. L'analisi termina con la rappresentazione di generazioni successive impegnate a ricreare una cultura separata di cibo come simbolo dell'identità creolata. Il capitolo tre, il primo capitolo empirico della dissertazione, attraverso l'analisi della letteratura migrante mostra l'importanza del cibo italiano nella formazione dell'identità italo- americana. Questa letteratura ibrida esamina il ruolo degli alimenti nelle opere letterarie italo-americane di seconda, terza e della generazione contemporanea di scrittori. Il quarto capitolo completa la discussione seguendo la saga del cibo italiano dai primi ristoranti etnici a buon mercato, frutto della tradizione casalinga italiana, fino allo sviluppo di un riconoscibile stile di cucina italo-americano. A questo proposito, i ristoranti rappresentano una "narrazione" etnica significativa che riunisce aspetti economici, sociali e culturali della diaspora italiana in America e fa luce sull'invenzione del concetto di tradizione culinaria italiana dietro le cucine americane. La sezione termina con un'esplorazione del problema moderno relativo al fenomeno dell’Italian "Sounding" negli Stati Uniti, basato sulla creazione di immagini, colori e nomi di prodotti molto simili agli equivalenti italiani, ma senza collegamenti diretti con le tradizioni e la cultura italiana. Il capitolo finale fornisce una visione etnografica su ciò che significa essere italo-americani oggi e come i ristoranti italiani negli Stati Uniti soddisfano la tradizione culinaria Italiana nel mondo contemporaneo americano. Per concludere, considerando le teorie dell'invenzione della tradizione, due casi di studio esplorativi a Naples, in Florida, vengono presentati sia per analizzare come gli italo-americani contemporanei manifestano la loro etnia attraverso il cibo etnico sia per esaminare come il cibo italiano viene commercializzato nei ristoranti etnici degli Stati Uniti, alla luce della del processo di globalizzazione.

AbstractThe crisis that started in Greece in 2010 gradually spread to other Eurozone member states. Things were worse for the crisis-hit countries of the Eurozone periphery, some of which implemented harsh adjustment programmes in the context of financial assistance agreements, while others adopted similar policies even though they had not officially entered a bailout agreement (e.g. Spain and to a lesser degree Italy). In this environment of deteriorating material conditions, Euroscepticism reached new heights. This chapter examines the impact of the crisis, and the way it was handled, on regionalism in Europe, through its effects on Euroscepticism. The authors compare Eurobarometer data from European Union (EU) member states, in order to develop a comparative outlook on attitudes towards European integration during the crisis. The analysis employs data at discreet time intervals, in order to capture the evolution of attitudes from the pre-crisis environment in 2008, to the peak of the crisis in 2012, its gradual resolution in 2016 and its official ending (with the exit of Greece from its third bailout programme) in 2018. This analysis is complemented by an overview of the political developments in crisis-hit countries with the objective of documenting and analysing the emergence and, in some cases, dominance of Eurosceptic parties. The objective is to present a comprehensive overview of political developments and the public attitudes that shaped them, vis a vis the EU, during the crisis and offer a tentative conclusion on their impact on the European integration process.
