Résumé :
The objective of this paper is to analyze the link between geographic location and the level of human development in Cameroon. To achieve that objective, we use Exploratory Spatial Data Analysis (ESDA) techniques on regional human development indices (HDI) in Cameroon from 2001 to 2014. The Moran test confirms the presence of a positive and significant global spatial autocorrelation of the regional human development indices. Thus, the values of the regional human development index in Cameroon are not randomly distributed. There is thus spatial clustering of regions with similar HDI levels. The spatial dependence of the regional HDI in Cameroon suggests cooperation and synergy of action by the regions within the framework of their competences resulting from decentralization, in order to take advantage of the spatial diffusion effects of human development. The Cameroonian government could pursue geo-targeting policies in the implementation of development programs, focusing on regions where spatial externalities would have a greater impact.

From the present course of solution of the project “Creation of diagnostic methods set for monitoring efficiency of support from the EU funds” knowledge, it resulted that the regional development potential, if you like the potential of regional development, is necessary to be perceived as a dynamic social-economic category, on which many influencing factors have an effect and is which in the region connected with space, in which many quantitative and qualitative processes take place. In the solved project, it is dealt with a complex conception of all factors influencing natural potential and processes connected with it, demographic, economic and social potential, and processes which work upon the change of this potential. On the base of the hitherto selected criteria, it has been possible to compare the social-economic development and economic efficiency of particular districts, resp. regions, and their following aggregation in the frame of regions of cohesion.

This article addresses regional development in a con tested society, examining the extent to which the main region al strategies in Northern Ireland form an integrated approach to resolving not only the structural weaknesses in the economy, but also the outcomes of the socio-spatial segregation attendant upon the ethno-nationalist conflict. From this analysis, it proposes a model of regional development that transcends the traditional ‘auction’ approach, whereby sub-regions view themselves as rivals in bids for development opportunities. The argument is advanced that the twinning of the processes of regeneration and reconciliation is essential to long-term progress.

В статье уточнена роль транспорта в социально-экономическом развитии региона. Определены основные региональные факторы повышения эффективности транспортной системы. Приведены некоторые результаты сравнительного анализа опыта стратегического планирования развития транспорта в разных регионах РФ. Предложена схема разработки стратегии развития транспорта в регионе. Определены ключевые факторы, обеспечивающие необходимое качество разработки стратегии развития регионального транспорта, и факторы, обеспечивающие результативность реализации стратегии. Выявлены основные резервы совершенствования процесса стратегического планирования по отношению к развитию транспорта в регионе. We clarify the role of transport in regional socio-economic development. The key regional factors for improving the efficiency of the transport system are identified. Certain results of comparative analysis of strategic planning of transport development in various regions of the Russian Federation are presented. We introduce a scheme of regional transport development strategy, the key factors ensuring necessary quality of regional transport development strategy and factors contributing to effective strategy implementation are identified. We distinguish the main reserves for improving the strategic planning concerning regional transport development.

The aim of this paper is to explore what endogenous factors dominate in the regional development of Latvia. To achieve the aim, the following tasks were established: to examine the theoretical background of regional development; to analyze the endogenous factors of regional development in Latvia; to evaluate the significance of the endogenous development factors of regions by using expert evaluation method. The following research methodology was used: literature review, graphical method, expert evaluation method and logically constructive approach – for data evaluation and result analysis; synthesis method – to combine the elements in a unified system; social research methods – to obtain the primary information and to carry out its verification. For expert evaluation data processing the statistical and data analysis methods were used, including the data parametric grouping and correlation calculations, and the average calculations of the factors corresponding to each group. The analysis of the statistical data and the independent expert evaluation results allow concluding that the most important factors influencing regional development are the government decisions and the existing infrastructure, as well as the influence of migration, the distance from the centre and the availability of investment. These findings on regional development apply particularly to a small country where geographically and historically has formed a single highly-developed economic and political centre – the capital, and where does not exist a secondary centre. The research findings confirm the thesis that the endogenous development factors are the primary in the regional development

Abstract The unbalanced regional development is one of the biggest socioeconomic challenges in Serbia. It is a multidimensional and multi-level regional imbalance that, according to almost all socioeconomic indicators, shows a growing trend in the first decades of the 21st century. This paper presents an analysis of the selected demographic, social, and economic indicators by using DEA methodology. The dynamic component of the studied imbalance was taken into account by calculating the Malmquist Productivity Index. The calculated index undoubtedly shows that there are differences between regions (not only between the northern and southern regions, but also within the regions themselves). The results also point out that the changes of the input usage efficiency have strongly influenced the ranks of the districts within the national territories.

Abstract Entrepreneurial initiatives and actions are considered main triggers of economic and social development as well as important factors in order to achieve more cohesion among various countries and regions within the European Union. The main goal of the present paper consists in analyzing the scientific literature on entrepreneurship and its influences on regional development. In the first section of the paper the concepts of entrepreneurship and regional development are broken down from the perspective of various researchers. Next the link between entrepreneurship and regional development is established and it is analyzed how the two terms are interconnected: entrepreneurship might have a positive contribution to the development of a region and in the same time some regions are more attractive for entrepreneurs than others. In the last section of the paper a bibliometric analysis is conducted, which aims at establishing the interest existing in the scientific literature for this research topic based on different criteria such as: number of publications, language of publication, journals where articles have been published, areas of knowledge in which authors have published research on entrepreneurship and regional development etc. The analysis was conducted based on scientific literature published between 2001 and 2017 and indexed in the Web of Science - Core Collection. It is highlighted that most of the publications on entrepreneurship and regional development are articles, published in English in the field of Business economics. Overall, the positive trend regarding the number of publications on this topic reveals a growing interest for this research area.

The quality of life is affected by many factors, which can be combined according to the similar attributes into some dimensions. A major impact on quality of life has a feeling of security. The quality of life is directly related to the development of regions that can be examined through subjective and objective indicators as well as the security situation. The paper is going to deal with selected socio-economic indicators of regional development that directly affect the safety of citizens, and therefore their quality of life. There will be evaluated primary socio-economic indicators of regional development such as regional gross domestic product, the level of economic activity, the rate of regional employment and unemployment, the average regional wages. Trough comparison of the above indicators can be seen if the qualities of life in Slovak regions have been positive and what is the position of regions in terms of development. At present, China’s economic growth model has gradually shifted from high-speed growth to high-quality development. Under the era of digital economy, a steady and sustainable economic development has become the main goal of the country’s development. The practice of modern economic development has shown that human resource is not only the premise of regional economic development, but also one of the important sources of regional economic growth. The coordinated development of human resource and economy is not only an inevitable requirement for high-quality development, but also the first task to assume to solve the imbalance in regional economic development. Based on the interaction mechanism of human resource development and management and regional economic development, this paper selects data from the 2021 China Statistical Yearbook, takes the 2011–2020 national population census data as samples, analyzes the current status and existing problems of human resource development and management in China’s regional economic development from three dimensions (human resource quantity, quality, and structure), as well as explores the path of human resource development and management in regional economic development, such as increasing investment and improving the quality of human resource, allocating human resource in a reasonable manner and improving the human resource structure, allocating talents in different regions in a balanced manner, coordinating the shortage and saturation of talents, etc., so as to promote a balanced development between regional economic development and human resource development and management.

This research was conducted to find a complete picture as well as to study comprehensively on the facts and factors causing the failure of development using the regional budget in Sumenep regency, East Java. During this time, national development which is supported by the efforts of regional governments in maximizing the potential of the regional budget is an important foundation in achieving public welfare. This research implemented an explanative qualitative method, with a single case study in Sumenep Regency that has an area consisting of mainland and islands, so it required large development funding. Data collection was done by in-depth interviews, direct observation, and online document search. This study also uses a quantitative method that measures the effect of the regional budget on development. From the research, it was found that with a large number of development funds from the regional budget there were still a lot of stagnant, abandoned physical developments that were not utilized. The aftermath was that the realized development fund could not overcome poverty, unemployment, and could not increase the income and welfare of residents in Sumenep Regency. Several factors were causing the failure of development in Sumenep Regency which was described comprehensively throughout the study.

The key to China's regional high-quality development lies in county-level coordination and promotion. Therefore, based on 2847 county-level administrative units in China, this paper uses empirical analysis methods such as dynamic spatial panel Dobbin model and intermediary effect model to study.Then we test the relationship between the industrial structure of county innovation capacity and regional development of high quality. The results showed that (1) the regional development of high quality at the county level in China was generally distributed in clusters, and the agglomeration had a further trend of strengthening. (2) The innovation ability and industrial structure also had a positive effect on the regional development of high quality at the county level, and the result was significant. (3) Innovation had both direct and indirect effects on regional development of high quality. Industrial structure and regional development of high quality had strong spatial and temporal dependence effects.

Introduction. The development of the tourist potential of Russian territories is one of the priority state tasks in modern conditions. The purpose of the article is to study the regional specifics of the development of tourism potential in the Russian Federation, a sociological analysis of its key elements in the assessments of municipal leaders. Materials and Methods. The key research method was a questionnaire survey of heads of local self-government bodies of the Russian Federation (n = 306). At the first stage, questionnaires were sent out by e-mail with representation from all federal districts of the Russian Federation. At the second stage, the analysis of linear distributions and correlation analysis of empirically significant variables (grouping of answers by regions and federal districts of the Russian Federation) were carried out. The use of a set of analytical procedures has made it possible to identify the regional specifics of the development of the tourism potential of the territories. The results were processed using SPSS. Results. The results of the study have made it possible to identify problems in the development of the tourist potential of Russian territories, both in terms of basic and additional resources. The hypothesis about the predominance of tourist resources aimed at satisfying the “average” consumer demands of the tourist is confirmed. The results of the study have shown a decrease in ratings for economy class catering facilities (average rating 3.02 out of 5), the presence of hostels (1.87 out of 5), as well as the lack of conditions to meet the interests of high-income tourists (in terms of “luxury class restaurants” the average score is 2.21 out of 5). The study revealed an insufficient level of development of additional tourist resources that ensure the realization of the differentiated needs of various social groups. Discussion and Conclusion. It is concluded that it is expedient to support entrepreneurial initiatives aimed at creating tourism products and services, both in the “economy” and “luxury” segments, the formation of a recognizable image of the territories as part of the promotion of their social resources. The results obtained can be used in the activities of the authorities in the development of strategies for the development of regional tourism.

The presented study examines methods for analyzing and managing sustainable economic development of Russian regions and possible criteria for assessing and improving sustainability.Aim. The study aims to provide a theoretical and empirical justification for the use of regional competitive attractiveness assessment to manage economic development and improve its sustainability.Tasks. Based on the measurement and analysis of economic competitive attractiveness indicators and their mathematical treatment, the authors assess the sustainability of development of Russian regions in 2013–2017 and the causes of deviations from progressive growth.Methods. This study proposes a mathematical tool for measuring the sustainability of Russian regions by assessing their competitive attractiveness and develops a typology of sustainability in the mathematical space of two variables.Results. Methods for analyzing and managing the sustainability of economic development of Russian regions under the influence of political and economic challenges and risks are proposed. The level and dynamics of regional competitive attractiveness are taken as a criterion of sustainability of economic development. The authors provide methods and indicators for assessing economic competitive attractiveness and criteria for measuring the sustainability of development, which allow them to draw conclusions about the reaction of different regions to the challenges and risks of development in 2013–2017. The study proposes a management scheme for sustainable regional development with a focus on the comprehensive improvement of regional economic competitive attractiveness and potential ways to improve it, including training of municipal and regional managers in crisis management associated with economic and political challenges and risks.Conclusions. Based on the proposed criterion of economic development sustainability and assessment of the competitive attractiveness of regions and their rankings, it is shown that in 2013–2017 45 out of 83 regions were developing sustainably; by 2017, 19 regions out of the 32 that suffered losses in the competitive attractiveness level and rankings in 2015–2016 have managed to restore the sustainability of economic development and their rankings. This study proves that regions with a high level of economic competitive attractiveness show increased sustainability of development.

Abstract Mitigation of CO2 emissions has become a top-question in international and national arenas, likewise on the city level. Existing CO2 mitigation measures are primarily oriented towards wider deployment of low-carbon technologies of renewable energy sources and energy efficiency measures, focusing on energy production, distribution and energy use sectors, as well as the transport sector. Due to higher CO2 reduction efficiency and the cost aspect, the direct CO2 mitigation options currently applied are mostly oriented on large scale CO2 generators. Meanwhile the rural, sparsely populated regions already suffer from a lack of innovative industrial economic activities, inhabitant’s migration to urban areas and mostly involved in agriculture, land use and forestry activities. They are also “saved” by the public authorities from targeted CO2 emissions mitigation actions, therefore, the understanding of processes within rural CO2 economy sectors, factors, interconnections and effects to the environment and nature quality and finally guidelines to future actions are crucial. To analyse CO2 valorisation options for regional development, a multi-modelling approach combining literature review, an indicator analysis method and a multi-criteria decision-making analysis were used. As a result, CO2 valorisation options and key performance indicators were defined and multi-criteria analysis for regional decarbonization scenarios were performed.

The purpose of the article is to reveal the directions of regional strategic development methodical bases’ formation on the basis of benchmarking.The article reveals the peculiarities of benchmarking methodology application in modern regional strategy. The study of regional development was conducted on the basis of a systematic approach and using situational analysis. The application of a systematic approach allows us to consider the region as a system with established goals and organized as a whole set of interacting elements. The situational approach most fully reflects the problems that arise in management activities and allows you to identify situational factors that affect the development of regions. It is proven that it is expedient to use the method of spatial benchmarking as a tool of situational analysis. The study of the methodological principles of benchmarking made it possible to formalize the stages of the benchmarking study of regional development.Studies of the strategies of different regions of Ukraine revealed the need and importance of applying a situational approach to management. This made it possible to formulate criteria for selecting a standardregion and to identify three groups of indicators of the study of specific regions, which allowed to form possible clusters using the method of hierarchical cluster analysis.As a result of research there are carried out calculations of the competitive analysis of regions of Ukraine and revealed strategic prospects concerning development of certain regions.According to the results of the study, it is concluded that the formation of regional development strategy requires detailed research, which is methodologically based on the principles of benchmarking analysis, there are opportunities to vary the list of indicators and criteria that determine the standard-region. The application of benchmarking in the management system allows you to systematically find and evaluate all the benefits of the best experience of the standard-region and create opportunities for their use in your own region. The obstacles faced by the Regional Government both the Village Government and the District Government are the lack of control over the management of funds originating from Village Fund Allocation. So, the purpose of this study is to analyze themanagement funds and the use of village funds on regional development in Katingan Kuala District, Katingan Regency. The type of research used was qualitative and quantitative research and used casual research methods with characteristics of causal relationship problems. The results of the research showed The results of statistical analysis proved that village fund had no effect on regional development in Katingan. In other words the increase or decrease in village fund would not have an impact on the ups and downs in the progress of regional development. However, the descriptive percentage result indicated that there was an influence of village fund on regional development in Katingan.

This paper explores some of the key regional characteristics of the formation of market relationships that influence the overall economic situation in the country. The author examines regional units characterized by there being latent sources of cumulative growth within a multilevel stratified unit that incorporates a group of business entities engaged in a homogeneous type of economic activity which may initiate a multiplicative effect based on the capacity for systemic or developmental innovations, as well as a group of business entities associated with a propulsive sector through the “input/output” relationship, which ensures the translation of a multiplicative effect in the direction from higher territorial establishments to lower ones. The paper discusses the activity of key organizations within a recipient region with a view to identifying potential growth areas that could become the basis for the development of import substitution at the mesolevel, which are engaged in activity within the framework of traditional spheres of economic activity.

The development of information technology such as the continuous improvement of mobile Internet infrastructure and the performance of computers has made it easy to process and share information. The huge market demand for location-based information services provides huge impetus to the generation and development of mobile terminal positioning technology. Generally speaking, the main causes of climate change can be summarized into two categories: natural climate fluctuations and the impact of human activities which is a major measure taken by China to actively respond to climate change. This is a successful approach to actively explore the rapid development of China’s industrialization and urbanization, which not only develops the economy and improves people’s livelihood but also responds to climate change and reduces carbon intensity. Firstly, this paper mainly is aimed at the connotation of regional low-carbon economic development mode, studying the basic mode of regional low-carbon economic development, and analyzing the characteristics and applicable conditions of each mode. Secondly, based on the machine learning algorithm of data mining, the main mode selection of regional low-carbon economic development is discussed. Thirdly and finally, when choosing the regional low-carbon economic development mode, comprehensive consideration should be given to the economic development basis, energy structure, resource characteristics, industrial status, development mode, geographic location, and other factors. This paper studies the basic conditions and applicable conditions of regional economic development models. The conclusion shows that from the perspective of regional economic evolution, low-carbon economy can be regarded as the decarbonization process of economic development. It is an economic form combining its own characteristics and an inevitable requirement for the transformation of regional economy from other economic models to low-carbon economic models. And other factors of Selection of regional economic development foundation, energy structure, resource characteristics, industrial status, development mode, geographical location, were also discussed.

Purposeful and reasonable state vision of the long-term tourism development strategy determines the success of a country in the world market of tourist services. Many countries have officially approved program documents that clearly outline the main goals and objectives of the state policy in the sphere of tourism, highlighting the resource potential, recreational infrastructure and preferred consumer markets, but there may be no idea of respecting the interests of domestic consumers. The maintenance of local tourism infrastructure is becoming an increasingly important prerequisite for the country’s competitiveness, as mass tourism is now replaced by individual travels. The article is aimed at studying the dependencies between the main macroeconomic indicators of the tourism industry, assessing the efficiency of foreign trade. The correlation-regression and cluster analysis has been used in order to confirm or refute the hypothesis if the effectiveness of the state support of the national tourism industry is dependent on the stable functioning of the domestic tourism market, e.g. stimulation of travels by residents. Based on the main macroeconomic indicators of the tourism industry for 136 countries of the world and overview of some national tourism development program, the analysis output has rejected the direct correlation between the support of the domestic market and export potential of the national tourism industry, but has proved the significance of the inner consumer power during the periods of downturns in the global economy for strengthening the country’s export potential.

The network scenario was developed and the accessibility analysis provided the best road network development plan for the regional development of PALI District.

- By means of different econometric techniques, this paper estimates the relationship between the knowledge capabilities (i.e. the extent of R&D activities and higher education) and the GDP per capita growth of European developed regions. Along with structural features and initial income levels, our estimations account for the presence of spatial dependence. We find that regional growth is positively affected by the intensity of R&D and the share of adults with tertiary education. These findings are robust to alternative estimation procedures, as they arise from both OLS regressions with country demeaned variables and ML estimations of different spatial models. Purpose: the purpose of the article is to study the features of regional development in terms of the need to take them into account in the formation of development strategies. The revealed features are the level of development, potential, geographical location, etc. These features are displayed in the strategy of formation of development projects in the region.Methods: the methodological basis for the formation of prospects for the development of the region is the methodology of program-target management to solve the problems of development of complex hierarchical systems. The main elements of this methodology are the basis for programming development processes in the space "forecast-strategy-program-project".Results: the results of the study are to determine the stages of programming the sequence of regional development, finding ways and conditions for the transition between the stages and intermediate goals of development, the formation and selection of development projects. To overcome the contradictions in the formation of the composition of the objectives of the development of projects in a hierarchical system: “macro level – the level of regions – the level of municipalities”, the top priority rule is used over the following. There is also the possibility of adding a lower level of own goals and projects, in accordance with the interests of a particular region and municipality. The task of project selection is one of the most important. Its importance lies not only in the required and available financial resources, but also in shaping the structure of the objective function of each region, adequate to the development goals. Fragments of the scheme of programming of development of the Astrakhan region are given.Conclusions and Relevance: the current external conditions for the development of the domestic economy dictate the need for the full use of domestic resources and the capabilities of the scientific and technological potential to ensure the competitiveness of Russia. This implies a critical attitude towards the development prospects, which are formed without taking into account the national interests of our country. The complexity of strategy formation is due to the hierarchical structure of the country's economy and the difference in interests in the system “macro level – meso level – micro level”. The basis of the proposed approach to development programming is the formation of strategic forecasts. The authors proposed a sequence of actions for programming the formation and selection of development projects at the regional level, as well as a possible list of promising development goals for the region. The analysis of the peculiarities of the development of the regions showed their considerable heterogeneity, which is important to take into account when forming promising strategies. The proposed scheme for the formation of regional development strategies and the mathematical model of project selection are illustrated by the example of one of the municipalities of the Astrakhan region.

With the announcement of open information policy by the Chinese government, there has been lots of development in government statistics, Census data, and GIS data. That information provides rich reference for regional analysis in China. The primary challenges under rapid data growth include how to efficiently integrate those space-time data, provide methodology for different research targets, and promote their applications in different fields. This report will present some recent developments of spatial intelligence technologies for spatial data integration, data analysis, as well as their applications. The report will introduce the newly developed spatial explorer (China Geo-Explorer) as a joint effort by the University of Michigan China Data Center and Wuhan University. It will demonstrate how space-time data of different formats and sources can be integrated, visualized, analyzed and reported in a web based system. Some applications in disaster assessment, environment and health, cultural and religious studies will be discussed for China and global studies.

The article examines the actual scientific and practical problem of budgetary regional policy, the formation and use of a consolidated budget as an effective mechanism for allocating the budget to the municipal territories of the region. The effectiveness of the regional budget policy is influenced by the monetary policy of the central bank, which performs an important function of managing the monetary sphere, using tools and methods that affect socio-economic development with the use of complex processes of influencing the processes of reproduction, which determines the relevance of this study. The aim of the study is to develop tools, use them in budgetary policy in the formation of a consolidated budget, ensure economic development and social standards of the population. The novelty of the research is the application of a synthesis of systemic and institutional approaches based on the specifics of budget policy and the mechanisms of their formation. As a result of the study, an analysis of the formation of a consolidated budget and its use was carried out, using tools and mechanisms of influence, through which adjustments are made to maintain macroeconomic equilibrium and effective development based on their own laws that arise within the economic system. Reproduction processes occur within the economic system and form a complex system of economic development, which is subordinated to the influence of methods and tools, acquiring a new architecture in the management system. Through the provision of development processes, new approaches are being built and created, strengthening competitive advantages in the economic system of regional development. The region is strengthening its position and is able to compete in the market, meet consumer demand, influence the development of the domestic market, ensuring the socio-economic development of the region. Dominant use of budget methods of direct and indirect incentives comprehensively ensures the socio-economic development of the region. The research was carried out on the basis of indicators of the Republic of Crimea, which are in the public domain.
