Recent empirical work has demonstrated the importance of a number of elements of scientific infrastructure that seem to be crucial particularly in fields such as molecular and cellular biology in which the materiality of research renders the process of replication and validation more complex. Scientific infrastructure has many interconnecting elements such as the ability to exchange material used in experiments, the ability to share ideas and information and the ability to share, exchange and promote the mobility of researchers. We focus our investigation on stem cell research in the United States (US). Research in human developmental biology has led to the discovery of human stem cells. The science of stem cell therapies is about to enter a phase of research and development that could lead to unprecedented cures and palliative treatments. However, it is a highly regulated field of research and it raises an important amount of moral, religious and ethical concerns. We seek to examine the boundaries that have emerged in the US in this particular field and we try to understand their impact on the US market of fertilized eggs, embryos and human embryonic stem cells.

George Ellsworth Johnson, a modest, well-educated man, was an educator and recreation administrator whose professional and intellectual life spanned the nineteenth and twentieth centuries. He was the first faculty member in the Play and Recreation program at Harvard University's Graduate School of Education. His ideas about play and education have never before been fully discussed in published literature addressing the history of play, play theory, and recreation. Johnson believed that play has an important role in the education of children. He believed in equal rights and opportunities for girls and women in sports and play. He visited America's southwest to study the recreational practices of Native Americans. Johnson was critical of popular play theories, yet never produced a coherent, scientifically-based theory of his own. His beliefs and ideas reflect the teachings of Plato, William James, and John Dewey. What is important about Johnson is not his just his critique of play theory, but his dedication to promoting play opportunities as a public trust consistent with democratic ideals. Johnson argued that of what children need to be taught, democratic ideals and civic virtue are better learned through play. The playground is no less important than the classroom as the place for moral training. In Johnson's view, play is immensely important to all human life; it is essential to the physical and mental development of children. The play values cherished by Johnson might well prompt those entrusted with play and recreation today to rethink the fundamental values of their work. Why there has been so little attention to Johnson in the written histories of play in America, given his contributions, is hard to explain. Although he was exposed to the racist political and philosophical thought commonly accepted by the NeoDarwinists, he never accepted the racist theories of his day. This study concerns the contributions of one of the pioneers of the American playground movement.

Texte intégralThe use of aviation in wildfire management is essential to combating a growing hazard across the United States, but the modern organizational framework employed by the federal government is faulty. Chief among the problems is the contract-based approach; with rampant inefficiencies, unsafe practices, and stagnant culture that resists innovation, the contracted structure has wasted billions of dollars and cost firefighters their lives. This study looks at three options to take over the aviation wildfire responsibilities—the active duty military, the National Guard, and a new DHS agency—in terms of the legal, societal, fiscal, and organizational implications of each alternative. The active duty option would sacrifice traditional military readiness for a wildfire mission; the new DHS agency would require far too great an expense in political capital and funding to get started, in the absence of a focusing event. The National Guard option offers the most practical and acceptable solution for politicians and the public to provide an improved aviation service. With unique flexibility to operate under state or federal control, the National Guard would bring professional military capabilities to their existing role in wildfire management.

It is increasingly difficult to maintain a technological edge within the United States Coast Guard. Technology continues to advance faster than it can be integrated into the organization. Unfortunately, Federal acquisition requirements and budgetary constraints also contribute to the lack of progress in technology adoption. This thesis explores the current state of innovation within the United States Department of Defense and the United States Coast Guard. In seeking to understand how to improve the culture of innovation within an organization, a review of literature was conducted and applicable key concepts presented. Principles of successful innovation were drawn from a sample of innovation centers within the DoD and Department of Homeland Security, and case studies used to scope innovation within the context of the Coast Guard. Finally, the author includes recommendations to increase innovation within the Coast Guard. This analysis provides a starting point to explore and map the ever-expanding innovation centers within the federal government, specifically in the Department of Defense and the Department of Homeland Security.

Texte intégralThe traditional paradigm of baseflow generation assumes a uniform water table contributes baseflow evenly across a watershed. This thesis considers an alternate paradigm in which baseflow originates from a mix of localized sources that drain at different rates. Four forested headwater catchments across the United States were examined for spatial variability in baseflow sources by analyzing fractional baseflow contribution from each subcatchment relative to the catchment outlet. This revealed that subcatchment flow contributions changed dynamically through time, supporting the idea of different drainage rates in different places. A parallel linear reservoir model, which is predicated on heterogeneity in flow sources and not groundwater hydraulics, was used to simulate results consistent with observations in some of the study catchments. These results support the idea that in some locations baseflow recession may be better explained by landscape spatial heterogeneity than by aquifer hydraulics.
