This is a paper in mathematics, specifically in set theory. On the example of the measure recognition problem (MRP), the paper highlights the phenomenon of the utility of a multidisciplinary mathematical approach to a single mathematical problem, in particular, the value of a set-theoretic analysis. MRP asks if for a given Boolean algebra, , and a property, Φ , of measures, one can recognize by purely combinatorial means if supports a strictly positive measure with property Φ . The most famous instance of this problem is MRP (countable additivity), and in the first part of the paper, we survey the known results on this and some other problems. We show how these results naturally lead to asking about two other specific instances of the problem MRP, namely MRP (non-atomic) and MRP (separable). Then, we show how our recent work gives an easy solution to the former of these problems and some partial information about the latter. The long-term goal of this line of research is to obtain a structure theory of Boolean algebras that support a finitely additive strictly positive measure, along the lines of Maharam theorem, which gives such a structure theorem for measure algebras.

The problem of developing the ways of recognition of the qualified silence of the legislator has been studied. It has been stated that the “qualified silence of the legislator” is underdeveloped category of law, especially regarding the ways of recognizing such specific legislative silence within the norms of law. This problem has become more urgent due to the revival of case law in Ukraine on the application of the analogy of law and the analogy of legislation. While applying these techniques, overcoming the gaps of civil law, the courts often identify the relevant gaps of the legislation with the qualified silence of the legislator, which is a major shortcoming. Solution of this problem will allow the courts to better identify the qualified silence of the legislator in the law norms. One of the methodological approaches in solving the problem of recognition of the legislator’s qualified silence and the gaps of the legislation is the extension of the relevant research tools. In contrast to the legal position existing in the legal doctrine, the author of the article has critically assessed the ability of systematic interpretation of the law norms to be a self-sufficient method of revealing the legislator’s qualified silence. In order to recognize the true qualified silence of the legislator, the author has offered to concentrate on explaining the legal policy that may be manifested in one or other cases of the legislator’s silent expression of will. At the same time, systematic, historical or doctrinal interpretation of legislation is of relative importance to the need for clarifying legal policy. From the point of view of determining the degree of scientific novelty, the suggested approach has the nature of further development of doctrinal provisions. The author has noted on the necessity of further elaboration of the studied problems, in particular, in determining the location of each of the ways of recognizing the qualified silence of the legislator within the system of methods of interpretation of legal norms.

This thesis reports on the process of implementing pattern recognition systems using classification models such as artificial neural networks (ANNs) and algorithms whose theoretical foundations come from statistics. The issues involved in implementing several classification models and pre-processing operators - that are applied to patterns before classification takes place - are discussed and a methodology that is commonly used in developing pattern recognition systems is described. In addition, a number of pattern recognition systems for two image recognition problems that occur in the field of image matching have been developed. These image recognition problems and the issues involved in solving them are described in detail. Numerous experiments were carried out to test the accuracy and speed of the systems developed to solve these problems. These experiments and their results are also discussed.

El reconocimiento de los derechos indígenas en la Constitución de 1999 de Venezuela supone una tensión conceptual en la forma de concebir la ciudadanía: significa el tránsito de una ciudadanía homogénea a otra de carácter multicultural. Sin embargo, la realización de esos derechos ha encontrado dificultades prácticas relativas a la titulación de tierras, carencia de respaldo político a los intereses indígenas, conflictos con las fuerzas armadas, entre otros, que hacen perder de vista los problemas conceptuales que subyacen al reconocimiento y la construcción de ciudadanía. El objetivo de este ensayo, basado en una metodología hermenéutica y apoyada en el análisis del discurso de fuentes documentales, será exponer algunas reflexiones sobre las tensiones conceptuales que subyacen a los problemas de realización de los derechos indígenas en Venezuela en la última década, en especial aquellos relacionados con la construcción de una ciudadanía multicultural. Entre los principales hallazgos destacan la asimilación solapada y el falso reconocimiento en que ha incurrido el actual régimen institucional, y se concluye apuntando la necesidad de avanzar en una concepción intercultural para superar la mera condición multicultural de los derechos indígenas, aunado al necesario impulso de un marco democrático representativo para un genuino reconocimiento y ciudadanía plena.
The recognition of indigenous rights in the Constitution of Venezuela 1999 represents a conceptual tension in the way of conceiving the citizenship: means transit of a homogeneous citizenship to other multicultural character. However, the realization of those rights has found practical difficulties relating to land titling, lack of political backing for indigenous interests, conflicts with the armed forces, among others, that do lose sight of the conceptual problems underlying the recognition and the construction of citizenship. The aim of this trial, based on a hermeneutic methodology and supported in discourse analysis of documentary sources, will be present some reflections on conceptual tensions that underlie problems of realization of indigenous rights in Venezuela in the last decade, in particular those related to the construction of a multicultural citizenship.The main findings include overlapping assimilation and false recognition that has incurred the current institutional regime and we conclude pointing the need to move forward in an intercultural concept to surpass mere multicultural condition of indigenous rights coupled with the necessary impulse of a representative democratic framework for a genuine recognition and full citizenship.

The problem of self-consciousness and recognition is one of the most crucial and central issues in Hegel&rsquo
s Phenomenology of Spirit. The purpose of this study is to expose and investigate this problem in accordance with the unity of Phenomenology through which Hegel examines the experience of consciousness in terms of its own criterion. The emergence of self-consciousness as an explicit issue becomes the truth of movement of consciousness, and self-consciousness essentially takes the form of desire. In this process, self-consciousness evolves from the natural desire to desire for recognition, and recognition by the other arises as the condition of self-consciousness. Besides, the only form of recognition that makes the satisfaction of self-consciousness or desire possible is the reciprocal recognition. Hegel exposes consciousness&rsquo
experience of recognition as the struggle for recognition and the dialectic of master and slave. On the other hand, the process of recognition in the Phenomenology does not culminate in the master-slave dialectic or in the liberation of slave. Rather, the servile consciousness takes another shape that emerges from its contradictory nature and it changes into the freedom of thought. That is, Hegel&rsquo
s concept of recognition cannot be reduced to the master-slave dialectic
the process of recognition persists in the subsequent movement of consciousness and it evolves into certain recognitive relations in the &lsquo
Spirit&rsquo
. For this reason, the problem of self-consciousness and recognition has a determining or constitutive role through the whole movement of consciousness in the Phenomenology.

A significant number of youth experience mental health disorders for which they suffer negative consequences. Although there are evidence-based therapies available to help children and their families, most youth do not receive treatment. Parental problem recognition is likely a primary barrier in this process. This study begins to address why parents may have difficulty recognizing mental health problems by extending existing models and integrating evidence about parental perceptions. Specifically, the study aimed to investigate the relationship between parental attributions and parents’ problem determination, and to examine the influence that parental characteristics have on this judgment process. Participants included 164 parents of youth ages 6-11 years. Purposive sampling was used to recruit mothers and fathers from both lower and higher SES communities. Parents completed self-report measures of parental characteristics, including: parental psychopathology, parenting stress, parental tolerance, and parental self-efficacy. Parents read ten brief child behavior vignettes and completed a version of the Written Analogue Questionnaire to rate the cause of each behavior (assuming it was their own child in the vignette) along four dimensions. Parents also rated the extent to which the behavior was seen as a problem. Results indicated that parents’ causal attributions were highly associated with parents’ problem ratings, and the attributions of stability and controllability were particularly robust predictors of problem determination. Hypotheses regarding parental characteristics as moderators of the relationship between attributions and problem determination were not supported. Findings are discussed in light of clinical and public health implications; results suggest that recognizing the influence of parental beliefs and attributions may help to increase the efficacy of outreach efforts for early intervention and help seeking for parental concerns.

Hidden Markov Models (HMMs) are one of the most powerful speech recognition tools available today. Even so, the inadequacies of HMMs as a "correct" modeling framework for speech are well known. In that context, we argue that the maximum mutual information estimation (MMIE) formulation for training is more appropriate vis-a-vis maximum likelihood estimation (MLE) for reducing the error rate. We also show how MMIE paves the way for new training possibilities.
We introduce Corrective MMIE training, a very efficient new training algorithm which uses a modified version of a discrete reestimation formula recently proposed by Gopalakrishnan et al. We propose reestimation formulas for the case of diagonal Gaussian densities, experimentally demonstrate their convergence properties, and integrate them into our training algorithm. In a connected digit recognition task, MMIE consistently improves the recognition performance of our recognizer.

This paper shows the theoretical basis for the creation of convolutional neural networks for image classification and their application in practice. To achieve the goal, the main types of neural networks were considered, starting from the structure of a simple neuron to the convolutional multilayer network necessary for the solution of this problem. It shows the stages of the structure of training data, the training cycle of the network, as well as calculations of errors in recognition at the stage of training and verification. At the end of the work the results of network training, calculation of recognition error and training accuracy are presented.

Recently, a lot of research has combined description logics (DLs) of the DL-Lite family with temporal formalisms. Such logics are proposed to be used for situation recognition and temporalized ontology-based data access. In this report, we consider DL-Lite-LTL, in which axioms formulated in a member of the DL-Lite family are combined using the operators of propositional linear-time temporal logic (LTL). We consider the satisfiability problem of this logic in the presence of so-called rigid symbols whose interpretation does not change over time. In contrast to more expressive temporalized DLs, the computational complexity of this problem is the same as for LTL, even w.r.t. rigid symbols.

The paper traces the development from the medieval, traditional union, through the modern disunion, toward a possible post-modern reunion of the sacred and the profane. It concentrates on the modern disunion and conflict between the religious and the secular, revelation and enlightenment, faith and autonomous reason in the Western world and beyond. It deals specifically with Christianity and the modern age, particularly liberalism, socialism and fascism of the 2Oth and the 21st centuries. The problematic inclination of Western Catholicism toward fascism, motivated by the fear of and hate against socialism and communism in the 20th century, and toward exclusive, authoritarian, and totalitarian populism and identitarianism in the 21st. century, is analyzed, compared and critiqued. Solutions to the problem are suggested on the basis of the Critical Theory of Religion and Society, derived from the Critical Theory of Society of the Frankfurt School. The critical theory and praxis should help to reconcile the culture wars which are continually produced by the modern antagonism between the religious and the secular, and to prepare the way toward post-modern, alternative Future III - the freedom of All on the basis of the collective appropriation of collective surplus value. Distribution and recognition problems are equally taken seriously.

Despite the recognition of affordability as one of the pillars of the sustainable energy transition, according to recent reports from the European Commission, approximately 34 million Europeans were considered as energy poor. In the current spiralling prices of gas and electricity coupled with the impact of COVID-19 on economic activity, unemployment, and households’ disposable income, this social policy issue is likely to gain more prominence in the near future. In this new paper, we propose a new approach to the analysis of energy poverty. Our results show that countries with higher economic development and more egalitarian economies have a lower incidence of energy poverty, while higher energy prices exacerbate the problem. Moreover, social protection aids to households and individuals (in the form of benefits to those affected by issues such as disability, sickness/healthcare or social exclusion) have had a significant effect on reducing energy poverty.

Especially in the field of stream reasoning, there is an increased interest in reasoning about temporal data in order to detect situations of interest or complex events. Ontologies have been proved a useful way to infer missing information from incomplete data, or simply to allow for a higher order vocabulary to be used in the event descriptions. Motivated by this, ontology-based temporal query answering has been proposed as a means for the recognition of situations and complex events. But often, the data to be processed do not only contain temporal information, but also probabilistic information, for example because of uncertain sensor measurements. While there has been a plethora of research on ontologybased temporal query answering, only little is known so far about querying temporal probabilistic data using ontologies. This work addresses this problem by introducing a temporal query language that extends a well-investigated temporal query language with probability operators, and investigating the complexity of answering queries using this query language together with ontologies formulated in the description logic EL.

While much has been learned in the last 25 years of the mechanism and controlling parameters in the stress corrosion cracking of pipelines, remaining gaps in knowledge of the problem are indicated. The very early years of investigations followingthe recognition of the problem were concentrated on gathering field data and that was followed by about 20 years of research, largely carried out in laboratories, aimed at obtaining an understanding of the causes of pipelines stress corrosion cracking. While there remain matters that could be studied by laboratory-based research, there appears to be a stronger case for returning to field-based studies, with help in defining such from the increased understanding that has been developed since the early field studies. This work gives an overview on the past 25 years of research concerned with the phenomenon of stress corrosion cracking (SCC) in high-pressure gas pipelines. But rather than review the various research programs in chronological order, the author proceeds with his review, after a brief historical introduction, in terms of the parameters that sequentially control SCC; the parameters being chemical environment, electro-potential, stress state (especially the influence of stress cycle) and pipeline steel susceptibility. Each parameter is treated as a \chapter\" and then the current state of knowledge for that parameter is summarized at the end of the chapter. The impact that some parameters could have on the ability to accurately model SCC in pipelines is explored and approaches to control of SCC are given in the final summary and recommendations.

Conflict-related sexual violence (CRSV) is a major problem, which has significant negative impacts on victims/survivors, wider society and peace prospects. There is growing international recognition of the need to combat it. CRSV monitoring and early warning are vital in this regard, enabling effective responses and preventive measures. Various factors, notably social stigma, mean that CRSV is vastly under-reported. Best practices to promote CRSV monitoring and early warning include: having appropriate staff (including specialist personnel); engaging with local communities to promote reporting of cases and of warning signals; following principles such as ensuring confidentiality, informed consent and respect for victims/survivors; using standardised data collection templates to facilitate information sharing and analysis; assessing CRSV risks in context against a prepared matrix of early warning indicators; carrying out awareness-raising and advocacy on CRSV; and, where risks are identified, raising the alarm in affected communities. This review looks at best practices in monitoring conflict-related sexual violence (CRSV), and in CRSV early warning. It draws largely on grey literature, in particular reports of development organisations such as the United Nations. Much of the literature focuses on peacekeeping missions: far less was found with regard to the role of other actors (e.g. NGOs) in CRSV monitoring and early warning. [Note: there is substantial academic literature on the problem of CRSV rather than on best practices to combat it.] In addition, the review found no in-depth evidence (e.g. evaluations) on the experience of applying CRSV monitoring and early warning practices in specific contexts. Given the subject, the available literature does refer to women and girls, but was largely disability-blind. URI
