The monograph summarizes new relevant materials and topics. The study of the sources (forms) of environmental and natural resource law, legislation on environmental assessment and environmental control (supervision), provisions of land and other codes as forms of law, mechanisms for regulating environmental management, as well as the evolution of sources of law in the field of agriculture. The complex nature of environmental law is demonstrated, the constitutional, legislative, and political foundations of environmental development, the unified state environmental policy of the Russian Federation and a number of foreign states are outlined. The genesis and systematization of forms of atmospheric air protection, specially protected natural territories of Russia, Belarus and Kazakhstan, legal regulation of waste management, international and national measures of adaptation to climate change are reflected. The legislation on land reclamation, land management, subsoil use, forest management, water use, fishing and conservation of aquatic biological resources in the system of sources of environmental law is analyzed; the issues of intersectoral communication of environmental, urban planning, information, energy, civil legislation and law are considered. Examples from the field of law enforcement are given. The idea of ecologization of sources (forms), institutions, categories, norms of branches of Russian law is being developed. For lawyers — scientists and practitioners, teachers, postgraduates, masters, law students, and other specialists interested in the theory and practice of lawmaking and the application of environmental law.

In 1722, an anonymous author published Thoughts of a Project for Draining the Irish Channel. This neglected work is a satire on both the South Sea Bubble and Anglo-Irish politics, capitalizing on the craze for speculation, scientific advances in hydraulics, resource management, political arithmetic, and improvement. This chapter accordingly argues that land reclamation was an effective metaphor for Anglo-Irish policy and British imperialism, which in turn raised questions of national identity, regional connectivity, and environmental management. It introduces new evidence to historicize coastal work by blending textual criticism, political and legal analysis, regional folklore studies, and counterfactual history. The chapter provides a history of the Irish Sea and an account of maritime trade and property rights, as well as an analysis of the pamphlet itself (including its connections to the work of Jonathan Swift). It ends with a thought experiment imagining the impact had the channel actually been drained.

This chapter discusses the arable field systems of the later medieval period and the demographic and social changes that lay behind their expansion, contraction, and enclosure. Field systems across the country are contrasted, the north of England and Scotland being less well understood. This was not a period of stasis, as has sometimes been implied. Instead, there was regional variation and change over time. The period before the Black Death contrasts provides evidence for the expansion and intensification of farming in the form of assarting, the sub-division of holdings, agricultural improvement, and the creation of new fields, including the reclamation of wetland landscapes for which there is significant evidence from landscape archaeology. After the Black Death agriculture contracted, arable was put down to grass, and direct demesne farming reduced. By the close of the period, a complex variety of field systems and land tenures existed across Britain.

On Arid Ground focuses on the relationships between empire and environment in Central Asia, using environmental history to examine the practice of Russian imperialism in Turkestan at the end of empire, from the 1860s until 1916. It reveals for the first time a comprehensive assessment of the environmental imprint of Russian colonization, and shows how local ecologies fitted into broader repertoires of imperial rule, accommodation and resistance. Ranging widely above and below the surface in Turkestan, from the deserts of Transcaspia to the highlands and lowlands of rural Fergana and Semirech’e, the book explores infrastructure development, migrant settlement, land reclamation and dispossession, the commodification of nature, and environmental violence to reveal the ways in which ecological change was central to the building and breaking of empire. Attentive to connections, synchronicities, and scale, On Arid Ground makes the case for looking beyond cotton and water in a Central Asian context, for the powerful material role played by animals and plants, sand, silt, and salt in human histories, and for the less visible relationships between far-flung people and things within and beyond Turkestan’s borders.
