International regimes are often described as regularized patterns of cooperative interaction or behavior among international actors such as nation-states. They also provide the most concrete instances of international cooperation. One example is the telecommunications regime, which grapples with issues such as satellites, radio and television broadcasting, surveillance, and sending of voice or data messages. Until the late 1970s or early 1980s, the international communications regime was dominated by state- or privately-owned monopolies in the communication industries. Recently, this cartel has unraveled and communication markets worldwide have moved toward privatization and liberalization, which led to changes in the International Telecommunication Union (ITU) and Intelsat. The ITU was initially seen as strongly resistant to liberalization, but the current view is that it eventually came around to supporting it. The ITU still remains the premier authority arbitrating interconnection protocols, frequency distribution and arbitrations, and weighs in on prices and standards. Intelsat, meanwhile, has become a much weaker organization as a result of the regime change toward liberalization. As competitive private and regional satellite systems have developed, Intelsat is now one among many telecommunication satellite carriers in the world, although it remains the largest provider of fixed satellite services. Various forms of Internet governance have also emerged, reflecting a mix of private and public authorities at national and international levels. In electronic commerce, the emerging regime reflects the overall rubric of the principles and norms of global liberalization.

This chapter examines the characterization of Eastern Europe in the American media, concentrating on the role of East European émigrés in shaping American perceptions of their homeland. It focuses on the role of American-sponsored radio stations, such as the Voice of America and Radio Free Europe These radio stations broadcast an anticommunist perspective to Eastern Europe and played key roles in creating American knowledge about the region. The annual Crusade for Freedom, designed to raise money for RFE, sought to mobilize Americans against totalitarian regimes in Eastern Europe. In the American media, East Europeans were often referred to as “the captive peoples.” This chapter tells the history of this discourse of East European captivity and examines how it circulated back and forth across the Iron Curtain, moving from émigré publications into the American media and back into Eastern Europe.

This chapter examines music censorship in post-revolutionary Iran, from the 1979–1989 revolutionary period to the reconstruction period (1989–1997), the period of political development (1997–2005), and up to the Ahmadinejād era (2005–2013). After providing a brief background on music censorship in Iran prior to the revolution of 1978–1979, the chapter chronicles developments in music censorship in the country, from Ayatollah Khomeini’s ban on all concerts, and especially the radio and television broadcasts of foreign and Iranian classical and popular music, to the relaxation of strict policies on music under President Hāshemi Rafsanjāni. It also discusses Iran’s cultural policy under President Mohammad Khātami and the emergence of a new regime of censorship under President Mahmud Ahmadinejād.

This chapter asserts the need to reinscribe radio’s prenetwork period within broader histories of modern sound culture and advances a production-based approach that explores the practices of sonic labor behind broadcasting’s surface-level textual forms. Recognizing this period’s importance for defining radio’s own identity, it also stresses the need to place emerging forms of radiomaking within the context of broader shifts in early twentieth-century sound entertainment. To this end, the chapter elaborates radio workers’ contributions not only to the rapidly expanding field of broadcasting, but also to much larger shifts in dominant production methods and performance styles that would ultimately span combined regimes of modern radio, film, and phonography.

This chapter analyzes interviews that the radio stations Radio Free Europe and the Voice of America conducted with refugees from Eastern Europe. It examines how these interviews were used to create knowledge about the region and how refugee stories reflected the paradigms of East European and Western (primarily American) propaganda. This chapter concentrates on the fears refugees had about the Communist security services and their networks of informers. Refugees often made claims about Communist security services that wildly overstated their numbers. These claims then resurfaced in RFE radio broadcasts, further supporting beliefs in Eastern Europe about the omniscience of police informers. This chapter also speculates on the reluctance of Western analysts to consider information that contradicted claims about the ubiquity of police terror in Eastern Europe, even when it came directly from the same refugees.

Focusing on dohori’s place in state constructions of nationalism, this chapter traces the genealogies of musical tropes in dohori and the umbrella genre of lok gīt, or folk song, through a history of musical nationalism and associated musical and language ideologies. It looks at song genres chosen to represent the nation after the founding of Radio Nepal in 1951, and tells how men in charge of the folk song department at the radio shaped Nepali national folk music. It also tells the story of national dohori competitions and how they, along with the radio and national cultural policy, helped consolidate dohori into its current generic parameters. It examines the power dynamics of region, caste, and ethnicity, showing how the attempt to unite Nepal’s musical diversity into an all-inclusive national genre ended in the overrepresentation of particular regional styles, and, most important, how the music chosen became symbolic of cultural intimacy.

In the twentieth century, hundreds of thousands of migrants seeking economic opportunities relocated from the Appalachian region to southwestern Ohio. They brought mountain and gospel music with them, as well as an openness to new sounds that were emerging in mid-century. Without access to capital, formal instruction, or mainstream media attention, a core of devoted musicians and entrepreneurs built an unrivaled radio, recording, and performance infrastructure for bluegrass music. Between 1947 and 1989, important careers were launched and the distinct artistry of bluegrass made during those years in Cincinnati, Dayton, Middletown, Hamilton, Springfield and environs—an area of approximately 250 square miles—had a permanent influence on American roots music. This work explores the history of southwestern Ohio’s Appalachian migration and the subsequent proliferation of bluegrass musicians, radio broadcasters, recording studios, record labels, bars, festivals, and sacred music. It also explores how following generations built upon that base, how bluegrass reached non-Appalachian participants, how bluegrass was used in public education and community development, and how distinctive musical qualities of bluegrass that flourished in the southwestern Ohio region influenced the worldwide development of the genre. First-person narratives of key figures are included as well as analytical essays by academic and independent scholars, along with suggestions for further reading and listening.

This chapter explores how various languages pervaded industrial centers, which led to New England undergoing an ethnic transformation from a mostly white, Anglo-Saxon, Protestant (WASP) population to a mostly Irish, Franco, Italian, and Roman Catholic one. Emerging technologies such as the phonograph, motion pictures, and radio accelerated the spread into New England of African American jazz, which was heartily embraced by many in a region where blackface minstrelsy was enormously popular. There was a palpable tension throughout the region as newcomers and old Yankees alike struggled to retain traditional customs and languages. During this same period of pandemic crisis, New England was wracked by the stresses of interethnic and political conflict, as represented in the trial of anarchists Nicola Sacco and Bartolomeo Vanzetti in 1921.

Initially conceived as a form of music and dance with vulgar connotations, tango emerged in the large cities located in the River Plate region in Argentina and Uruguay in the late 19th century. Brought to the public’s attention via early forms of the media (records, the radio and film), tango established itself in Europe before finding a mass audience in the region in which it originated from the 1930s to the 1950s. Tango’s revival in Europe in the 1980s also reignited its popularity in the River Plate region. Tango is a media product that pervades all social strata and transcends both regional and national borders. It’s not only the music and the dance itself that have turned tango into a pop-cultural phenomenon, but its music’s lyrics, the visual imagery it creates and its specific character. This book examines tango’s historical, social and media dimensions in 13 contributions.

Focusing on language and media in Asian Russia, particularly in Buryat territories, this book engages debates about the role of minority media in society, alternative visions of modernity, and the impact of media on everyday language use. The book demonstrates that language and the production, circulation, and consumption of media are practices by which residents of the region perform and negotiate competing possible identities. What languages should be used in newspapers, magazines, or radio and television broadcasts? Who should produce them? What kinds of publics are and are not possible through media? How exactly do discourses move into, out of, and through the media to affect everyday social practices? The book addresses these questions through a rich ethnography of the Russian Federation's Buryat territories, a multilingual and multiethnic region on the Mongolian border with a complex relationship to both Europe and Asia. The book shows that belonging in Asian Russia is a dynamic process that one cannot capture analytically by using straightforward categories of ethnolinguistic identity.

Prefácio - O Atlas dos assentamentos da região norte do estado do Mato Grosso é o resultado de estudos e ações conjuntas realizados por meio da parceria estabelecida entre o Instituto Nacional de Colonização e Reforma Agrária (Incra) e a Universidade de Brasília (UnB) – Faculdade UnB Planaltina (FUP), no âmbito do Projeto Regularização Ambiental e Diagnóstico dos Sistemas Agrários dos Assentamentos da Região Norte do Estado do Mato Grosso (Radis-MT). O Projeto Radis-MT, nasceu da necessidade da regularização ambiental das propriedades rurais, prevista na Lei nº 12.651, de 25 de maio de 2012, que dispõe sobre a proteção da vegetação nativa. Desde sua concepção, o projeto propõe uma abordagem participativa e busca inovar, associando o uso de tecnologias que permitem uma visão ampla do território, a fim de promover a regularização ambiental a partir do olhar sobre os sistemas produtivos. Neste contexto, o Radis integra a pesquisa acadêmica aplicada e a assistência técnica para alcançar os melhores resultados no atendimento às famílias assentadas. O Radis atua em 41 municípios do norte do estado do Mato Grosso, contemplando 111 assentamentos, onde residem 27.573 famílias, em uma área total de aproximadamente 1.09 milhões de hectares. Destes, 97 assentamentos estão localizados nas bacias dos rios Juruena e Teles Pires e 14 assentamentos na bacia do rio Xingu. Nesta publicação, são apresentados os resultados da primeira fase do projeto, na qual foram analisados 32 assentamentos, localizados em sete municípios do Mato Grosso. Esses assentamentos abrigam 7.579 famílias beneficiárias da reforma agrária em uma área de 491.851,6 ha. Este atlas aponta aspectos relevantes para o entendimento das questões ambientais e de uso da terra da região. O leitor encontrará, além dos mapas dos municípios, informações demográficas, econômicas, sociais, dados dos sistemas agrários e dados temporais sobre a cobertura de vegetação nativa dos assentamentos. Essa caracterização serve para o Incra e para os beneficiários avançarem no processo de regularização ambiental das famílias atendidas pela reforma agrária. Esperamos que esta publicação seja útil não só para pesquisadores, mas para técnicos, agricultores, tomadores de decisão, como fonte de consulta e base de informações para auxiliar nos processos de planejamento, gestão e uso do território, de forma a contribuir com a agenda de desenvolvimento dos assentamentos, integrando a produção de alimentos, o bem-estar das famílias, a geração de trabalho e de renda e a manutenção das funções ecossistêmicas do ambiente. This chapter deals with the life and career of Zainab Herawi. She began her singing career as a child apprentice in the Herat region of Afghanistan in the 1940s, within the context of a class-based society, where singing by women was considered to be morally questionable. Zainab's is a story of unfulfilled fame because, although she was invited to sing for Kabul Radio when twenty-seven, family and background pressures and constraints led to her returning home, where she continued to sing for wedding celebrations. As a series of choices and struggles involving the interfacing domains of family, location, religion, and vocality, her life as a local singer with a large family was one of frequent anguish and frustration; yet her songs live on in the narratives and performances of musician and scholar Veronica Doubleday.

This chapter shows how country music provided emotional bearing for an entire region gripped by processes of change. It presents country song as a dynamic phenomenon of space and time, one that provides an affective link between home and away as well as past and present. In the commercial ballads of the late 1920s and early 1930s, the chapter shows how the ground slips away and time moves forward, and the listener is propelled backward and forward on a current of uneasy but thrilling affect that comes to stand in for regional experience itself. The chapter develops this argument through four different moments in the early history of country music: the popularity of Fiddlin' John Carson; the underexplored influence of the Vagabonds and the Delmores; the Carter Family, the “First Family of Country Music;” and country radio.

Most cheetah studies have been confined to mesic savannahs, yet much of its distribution range covers arid systems. The prime objective in this study was to examine the species’ adaptations to an arid region, to compare the results with those from other cheetah studies, especially from the Serengeti, and to analyse the data within the framework of carnivore population and behavioural ecology. The study was conducted in the Kgalagadi Transfrontier Park South Africa/Botswana, an area receiving 180–250 mm rainfall per year. Tracking spoor with the help of Bushmen trackers and continuous follows of 21 VHF radio-collared cheetahs were the main study methods used. These were supported by photographic records for individual identification, DNA studies for genetic aspects including paternity, and the use of doubly labelled water and the fitting of miniature data loggers for energetic studies. The statistical tests used to analyse the data are described.

Curtain of Lies examines the role of truth in the political culture of the Cold War by looking at Eastern Europe during the period from 1948–1956. It examines how actors on both sides of the Iron Curtain tried to delineate the “truth” of Eastern Europe and how this worked to set the parameters of knowledge about the region. Eastern Europe’s Communist governments, under the guidance of the Soviet Union, tried to convince their citizens that the West was the land of imperialist warmongers and that Communism would bring a glorious future to the region. Their propaganda efforts were challenged by competing discourses emanating from the West, which claimed that Eastern Europe was a totalitarian land of captive slaves, powerless in the face of Soviet aggression. Curtain of Lies investigates the ways that ordinary East Europeans were affected by and contributed to these two ways of thinking about their homelands, concentrating on the interactions between refugees who illegally fled Eastern Europe in the early 1950s and American-sponsored radio stations that broadcast across the Iron Curtain. These broadcasters interviewed refugees as sources of knowledge about life under Communist rule. Careful analysis of these interviews shows, however, that the meanings East European émigrés gave to their own experiences could be influenced by what they had heard on Western broadcasts. Broadcasters and their listeners (who also served as their sources) mutually reinforced their own assumptions about the meaning of Communism, helping to create the evidentiary foundation for totalitarian interpretations of Communist rule in Eastern Europe.

Bipolar disorder (BD) is a chronic and disabling illness, with lifetime prevalence of 2.4% worldwide. Predominant polarity (PP), ie, depressive versus manic, may influence illness characteristics, treatment selection, and outcomes in BD. PP has been proposed as a course specifier for BD, although not included in the Diagnostic and Statistical Manual of Mental Disorders (5th edn) (DSM-5). The polarity index (PI), a metric algorithm that reflects antimanic versus antidepressant maintenance efficacy of available treatments for BD, is calculated as the ratio of number needed to treat (NNT) for prevention of depression and NNT for prevention of mania. Evidence indicates that the net PI of ongoing maintenance-treatment regimens for BD is related to the patient’s PP. Additionatlly, PP and PI may aid in treatment selection and outcome prediction in BD. Therefore, this chapter provides an overview of putative roles of PP and PI in the course and treatment selection for BD.

Desert Channels is a book that combines art, science and history to explore the ‘impulse to conserve’ in the distinctive Desert Channels country of south-western Queensland. The region is the source of Australia’s major inland-flowing desert rivers. Some of Australia’s most interesting new conservation initiatives are in this region, including partnerships between private landholders, non-government conservation organisations that buy and manage land (including Bush Heritage Australia and the Australian Wildlife Conservancy) and community-based natural resource management groups such as Desert Channels Queensland. Conservation biology in this place has a distinguished scientific history, and includes two decades of ecological work by scientific editor Chris Dickman. Chris is one of Australia’s leading terrestrial ecologists and mammalogists. He is an outstanding writer and is passionate about communicating the scientific basis for concern about biodiversity in this region to the broadest possible audience. Libby Robin, historian and award-winning writer, has co-ordinated the writings of the 46 contributors whose voices collectively portray the Desert Channels in all its facets. The emphasis of the book is on partnerships that conserve landscapes and communities together. Short textboxes add local and technical commentary where relevant. Art and science combine with history and local knowledge to richly inform the writing and visual understanding of the country. Conservation here is portrayed in four dimensions: place, landscape, biodiversity and livelihood. These four parts each carry four chapters. The ‘4x4’ structure was conceived by acclaimed artist, Mandy Martin, who has produced suites of artworks over three seasons in this format with commentaries, which make the interludes between parts. Martin’s work offers an aesthetic framework of place, which shapes how we see the region. Desert Channels explores the impulse to protect the varied biodiversity of the region, and its Aboriginal, pastoral and prehistoric heritage, including some of Australia’s most important dinosaur sites. The work of Alice Duncan-Kemp, the region’s most significant literary figure, is highlighted. Even the sounds of the landscape are not forgotten: the book's webpage has an audio interview by Alaskan radio journalist Richard Nelson talking to ecologist Steve Morton at Ocean Bore in the Simpson Desert country. The twitter of zebra finches accompanies the interview. Conservation can be accomplished in various ways and Desert Channels combines many distinguished voices. The impulse to conserve is shared by local landholders, conservation enthusiasts (from the community and from national and international organisations), Indigenous owners, professional biologists, artists and historians.
