Background Web portals providing health information online have the potential to reach large numbers of people. Yet few studies have assessed usage and costs of health portals, especially over an extended period of time. Objectives First, to assess the usage of a web portal on prevention and health promotion that was initiated by the German states of Berlin and Brandenburg. Second, to estimate average cost per pageview over the full web portal life-cycle. Methods Usage data were gathered through Google Analytics. The main usage metric assessed was pageviews originating from an IP address in Berlin or Brandenburg. Project cost data were reported by the local government and from own records. Descriptive and regression analyses were used to determine time trends in pageviews. Results The redesigned web portal Praeventionsatlas.de launched August 2011 and was discontinued March 2018. Analyzing the full calendar years only, the annual pageview number increased from 2012 (8492) to its peak in 2014 (11,876) and steadily decreased to its minimum in 2017 (7232). Pages of the web portal were most often viewed around lunchtime (12 to 1 p.m.), in the middle of the week (Wed to Thu), and at the beginning of the year (Jan to Feb). Adjusting for year, month, and weekday, the number of daily pageviews dropped on major public holidays (Easter −9, Pentecost −12, Christmas −12 and New Year’s Eve and Day −20; p < .001) and increased during the fasting period before Easter (+6; p < .001). Average cost per page viewed from relaunch until the web portal went offline was estimated to be €0.38 (€0.33 to €1.67) per pageview. Conclusion Usage of the web portal showed temporal variation and peaked before the middle of its 6.5 year life-cycle. Development and need for updates may require substantial investment in a web portal, such that a pageview can come at a considerable expense, even in small-scale projects. Assessing and discussing the cost-effectiveness of a web portal is therefore desirable.

Electronic government implies the use of information and communication technology (ICT) for improving the way public services are provided to all citizens. In order to create an interface, through which citizens can use these services, web portals are developed. The web portal that represents the interface for the use of services intended for citizens in the Republic of Croatia, as key users, was developed in the frame of e-citizens project, initiated by the Croatian government in year 2013. Since its inception, the portal has been continuously upgraded and complemented by new electronic services. The usage of the e-citizens portal however, despite the availability of services, does not follow the developing trends according to researches by the local Ministry of Administration and the Eurostat data. Citizens access the portal, but mostly to collect information and do not use its advanced additional functionalities. This paper analyses Croatian government web portal, its functionalities, attitudes toward it and its use by citizens. Finally, based on data analysis improvement of the accessibility/usage of Croatian government portal will be proposed.

Abstract Using maps is inevitable in many human activities as well as in mountaineering. Until recently, most of the spatial and attribute data of the mountaineer’s interest could have been found only in analog form. With the development of information technology, global navigation satellite systems (GNSS), easily accessible measuring sensors and digital cameras, it is easier to collect, store, visualize, share, and update spatial data. The web GIS with its associated applications assumes dominance in browsing and dissemination of spatial data, and is applied in areas where there is a need for processing, analysis and visualization of various data that contain a spatial component, including mountaineering. When planning hiking, mountaineers need both spatial and attribute information on mountaineering facilities, checkpoints, and hiking trails in the form of GNSS traces. Through the interactive web application interface, it is possible to connect all these data, enabling easy viewing, browsing and analysis, or performing various spatial queries, which greatly facilitates the planning of hiking excursions. This paper presents a review and comparison of four most visited Croatian mountaineering portals: HPS’s Interactive Mountaineering Map of Croatia, Mountaineering portal and Geodetic mountaineering portal developed at the Faculty of Geodesy of the University of Zagreb and planinarenje.hr portal developed by the group of mountain enthusiasts. Numerous data on Croatian mountains and peaks, mountain facilities, huts and hiking trails are now accessible through portals to anyone with Internet connection, either with the computers, tablets or smartphones. All users can browse, filter and download data from the portal, and there are additional options for authorized users such as commenting on portal content. Several thematic portals of neighboring countries were also analyzed (portal of the Slovenian Mountaineering Association, Slovak mountaineering portal and one Swiss mountaineering portal) and compared with Croatian portals. Finally, the importance of the web GIS portals for the development of mountaineering tourism was emphasized, as well as the ecological culture and the sustainability of the mountaineering environment (preservation of mountain trails and facilities, protection of endemic plants, karst and geological features, etc.). Highlights for public administration, management and planning: • The presented web GIS represent an effective and efficient tool for planning and conducting trips in mountain areas as it allows better organization and management of mountain content for the tourists and other hikers. • Registered users can participate in the portal update (e.g. peak or hill endonyms) and this can be used by State Geodetic Administration for their register of geographical names (http://rgi.dgu.hr/pretrazivanje) • The Web GIS can also be used as a support in the tourism development of local mountain areas with respect to the ecological culture and sustainability of the mountain environment.

Abstract A modern urban lifestyle can be a risk factor for developing non-communicable diseases and mental health problems (Eckert S, Kohler S. Urbanization and health in developing countries: A systematic review. World Health Popul. 2014;15:7–20; Penkalla AM, Kohler S. Urbanicity and mental health in Europe: a systematic review. Eur J Ment Health 2014;9:163–77). Two non-commercial, state-funded web portals in the German states of Berlin and Brandenburg are attempting to support the residents in realizing a healthier lifestyle. The initial portal is named Präventionsatlas [Atlas of Prevention] and has existed since 2008. The second portal, called Stadtplan Gesundheitsförderung [Health Promotion Map], went online in 2014 and has become the successor to the former. Both web portals provide health information as well as searchable databases with locally available health promotion courses and projects. Since internet portals and knowledge management through Internet portals have become more and more frequently used as public health tools (see, e.g. Quinn E, Huckel-Schneider C, Campbell D, Seale H, Milat AJ. How can knowledge exchange portals assist in knowledge management for evidence-informed decision making in public health? BMC Public Health 2014;14:443), we share our lessons learned during the development and revision of the health portal www.praeventionsatlas.de in this article.

The Visualising Victoria's Groundwater (VVG) web portal federates groundwater data for the State of Victoria, Australia, thus making legacy data, government datasets, research data and community-sourced data and observations visible to the public. The portal is innovative because it was developed outside of the government and offers real-time access to remote authoritative databases by integrating the interoperable web services they each provide. It includes tools for data querying and 3D visualisations that were designed to meet end-user needs and educate the broader community about a normally invisible resource. The social impact of the web portal was measured using multidisciplinary research that employed survey instruments, expert reference groups, and internet analytics to explore the extent to which the web portal has supported decision making by governments, industry, researchers and the community. The research found that single access, multiple data set web portals enhance capacity by providing timely, informed and accurate responses to answer queries and increase productivity by saving time. The provision of multiple datasets from disparate sources within a single portal has changed practices in the Victorian groundwater industry.

The paper challenges the theoretical assumptions of deliberative communication in online contexts of two empirical case studies in the Slovenian Web sphere: a governmental portal Predlagamvladi.si (I proposetothegovernment.si) and a citizen portal Danesjenovdan.si (Todayisanewday.si). A common denominator of both portals, which were developed for online gathering of public proposals directly from the citizens, is in the combination of public dialogue and polling, the former preceding the latter, the whole process resulting in a final decision regarding the proposal. However, a more detailed analysis and comparison of both portals help to explain also the crucial differences between the institutional or strong public sphere on the one hand and the civic or weak public spheres on the other, which consequently limit the deliberation potentials in the digital context.

Modern web applications and servers like Portal require adequate support for integration of search services due to user focused information delivery and user interaction, as well as new technologies used to render such information, which is exemplified by two fundamental problems that have long plagued web crawlers: dynamic content and Javascript generated content. Today, the solution is simple: ignore such web pages. To enable “search” in Portals, a different “crawling” paradigm is required to search engines to gather and consume information. WebSphere Portal provides a framework that propagates content and information through “Seedlists”—comparable to HTML based sitemaps but richer in terms of features. This mandates that information and content delivering applications must be “search engine aware”, requiring them to enable services and seedlists for fast, efficient and complete delivery of content and information. This is the main integration point for search engines into the portal for Portal site search services for a rich and user focused search experience. This article discusses how such technologies can allow for more efficient crawling of public Portal sites by prominent Internet search engines as well as myths surrounding search engine optimization.

Purpose The purpose of this paper is to report on the level of government web portal resource development, impediments to progress in electronic government practices, and areas that require improvement in 19 Latin American countries. Design/methodology/approach A comparative study was carried out between March and May of 2012, based on a method combining heuristic usability analysis with an automatic web portal accessibility test. Findings The results suggest that Latin American government web portals do not fully meet international accessibility guidelines and that multidirectional communication and participation mechanisms lack diversity. Only functionalities related to usability presented positive scores, but with shortcomings in terms of security. Originality/value Extensive literature is available on the development of electronic government policies in Latin America. This study falls within that tradition but, in addition, offers a new perspective by examining the features of web portals, which ultimately aids the calibration of the results of policy implementation. The data obtained are useful for web developers, ICT policy designers and the entire community of actors involved in developing electronic government programs.

Genomics data are currently being produced at unprecedented rates, resulting in increased knowledge discovery and submission to public data repositories. Despite these advances, genomic information on African-ancestry populations remains significantly low compared with European- and Asian-ancestry populations. This information is typically segmented across several different biomedical data repositories, which often lack sufficient fine-grained structure and annotation to account for the diversity of African populations, leading to many challenges related to the retrieval, representation and findability of such information. To overcome these challenges, we developed the African Genomic Medicine Portal (AGMP), a database that contains metadata on genomic medicine studies conducted on African-ancestry populations. The metadata is curated from two public databases related to genomic medicine, PharmGKB and DisGeNET. The metadata retrieved from these source databases were limited to genomic variants that were associated with disease aetiology or treatment in the context of African-ancestry populations. Over 2000 variants relevant to populations of African ancestry were retrieved. Subsequently, domain experts curated and annotated additional information associated with the studies that reported the variants, including geographical origin, ethnolinguistic group, level of association significance and other relevant study information, such as study design and sample size, where available. The AGMP functions as a dedicated resource through which to access African-specific information on genomics as applied to health research, through querying variants, genes, diseases and drugs. The portal and its corresponding technical documentation, implementation code and content are publicly available.

Wireless sensor networks (WSNs) are aiding water quality monitoring with support for real-time and remote quality measurements in terrain. Environmental monitoring portals receiving data from sensors have been a practice since a while among researchers. However, the Web portal introduced here is essentially an integrated portal since it supports modeling and management of both, the observational stream data on water quality coming from wireless sensors – dynamic data, as well as of the data describing the WSN itself, its devices and the corresponding site allocation data – static data. Access is given to a wide range of individuals, from water experts to WSN engineers, to general public. Experts' module infers statistics about water parameters given the experts' data and rules. The portal is further distinguished for its level of scalability: it allows adding with ease new components, like add certain new regulatory documents for water quality, and directly compare data measured by sensors with corresponding quality standards. The aim is to enrich the portal with semantics in future.

Subject. This article focuses on the investment web portal as a necessary communication tool and a way to govern the investment attractiveness of the region. Objectives. The article aims to conduct a comprehensive study of the problem of promoting regional investment web portals in the information environment. Methods. For the study, I used the methods of logical and statistical analyses, induction and deduction, comparison, and generalization. Results. The article describes the advantages of Internet portals of investment projects and the peculiarities of using Social Media Marketing (SMM) within public structures. It highlights the function of social networks in the process of interacting with the audience. Conclusions. Social Media Marketing is an integral tool for engaging with the investment community and one of the most effective ways to promote a regional investment web portal. The presented original methodology can be used by regional investment portals to analyze interaction with the audience and design a development strategy.

In order to support the empowerment of the Waste Bank, Bakrie University collaborates with the Wangi Bumi Nusantara Foundation as a partner in charge of 11 District Waste Bank Coordinators in Depok. Partners have played a role as a forum for the Waste Bank network, environmental activists, research and development programs, empowering human resources, and innovating environmentally friendly products. Currently, partners face communication problems to support routine activities and community development, such as recording waste bank transactions, coordination, providing recycled product storefronts, data analysis, branding, and product marketing. Therefore, we need a tool that can overcome those problems. The purpose of this activity is to design, create and fill out content on a prototype web portal. The portal is a combination of a website and a web portal. The website serves to convey information about waste banks for community members. This portal also functions as a showcase for waste bank products. The methodology is carried out through preparation stages, surveys of potential development activities, Focus Group Discussions, technology transfer, website prototyping, ecoprint training with ponding techniques, training on using web portals, evaluation, monitoring, and mentoring. Currently, the web portal is active and can be accessed by partner, waste bank managers, and the general public via https://wangibuminusantara.org which is hosting for the next 3 years. Technology transfer and website management assistance have also been carried out to partner and Coordinators of Sub-District Waste Banks. Partners say this web application is very helpful in introducing profiles, program information and product marketing.

Abstract. Products and outputs for water quality monitoring are made available in the IM4ManilaBay MapABLE Web Portal, a web-based GIS platform that serves as a repository of processed maps for Manila Bay and linked systems. The Portal is also linked with the MASDAN mobile application that has been developed to allow the public to report different environmental issues. The web development involved the utilization of geospatial content management system, spatial database system, operating systems, programming, and style language. Services included frontend and backend development. The Web Portal serves as a repository for all outputs derived for water quality monitoring. It contains processed results, technical overview on the developed models and tools, historical data viewing and use of basic geoprocessing tools, and viewing of reported incidents from the MASDAN app. It is expected that the Web Portal will contribute significantly in the efforts of communities and environmental agencies to implement policies for sustainable development and management of Manila Bay and its watershed.

Dividing the web site page content or web portal page into logical chunks is one of the prominent methods for better management of web site content and for improving web site's performance. While this works well for public web page scenarios, personalized pages have challenges with dynamic data, data caching, privacy and security concerns which pose challenges in creating and caching content chunks. Web portals has huge dependence on personalized data. In this paper the authors have introduced a novel concept called “personalized content chunk” and “personalized content spot” that can be used for segregating and efficiently managing the personalized web scenarios. The authors' experiments show that performance can be improved by 30% due to the personalized content chunk framework.

The convenience and accessibility of e-government services largely determines the success in building/making/creating trusting online relationships with the population and reduces the inequality between different categories of citizens in terms of using online communications with public authorities. The purpose of the research is to identify the main flaws and problems in ensuring convenient and accessible use of public service portals by citizens on the basis of scientific and practical literature and to find approaches to their elimination. The article examines the foreign experience of creating comfortable conditions for electronic interaction of citizens with the government and lists the main errors in the development of interfaces and functionality of government websites and portals. In accordance with the international standards WCAG 2.1, the authors define the key criteria for the convenience and accessibility of web resources. Then they evaluate the compliance of the Gosuslugi web-portal with the formulated requirements and give recommendations on possible ways to improve Russian e-government web resources.

The article is devoted to analysis of definitions of such concepts as “administrative service”, “public service” and “electronic service”, which are available in scientific sources. It was determined that the digitalization of electronic services provides significant advantages both for users of these services and for their providers. Among such advantages are: simplification of procedures for interaction of citizens and organizations with bodies that provide administrative and public services, increasing the efficiency of the work of public administration bodies, reducing corruption risks, increasing the efficiency of budget expenditures, obtaining documents from state registers online. The consolidation of these concepts at the legislative level has been studied. The main legal acts that regulate relations in the field of administrative services have been determined. The article describes the advantages of electronic administrative services. An overview of the Unified state web portal of electronic services “Portal Diya” was carried out and an analysis of the main services available on the web portal and in the Diya mobile application was carried out. It was determined that the following services are currently available in the Diya mobile application: driver’s license, vehicle registration certificate, information on car insurance policy, foreign passport, passport of a citizen of Ukraine in the form of a card, tax payer’s card, child’s birth certificate, student card, there is also available payment of fines for violations of the Traffic Rules and payment of debts due to executive proceedings and many others. The article provides examples of citizens’ appeals to state administration bodies through web portals. It was determined that the issues of efficiency of information exchange between state administration bodies and local self-government bodies, integration of their information systems and electronic document management systems, modernization of the information infrastructure of public administration bodies require today significant attention.

The developed under INTAS grant web portal ATMOS (http://atmos.iao.ru and http://atmos.scert.ru) makes available to the international research community, environmental managers, and the interested public, a bilingual information source for the domain of Atmospheric Physics and Chemistry, and the related application domain of air quality assessment and management. It offers access to integrated thematic information, experimental data, analytical tools and models, case studies, and related information and educational resources compiled, structured, and edited by the partners into a coherent and consistent thematic information resource. While offering the usual components of a thematic site such as link collections, user group registration, discussion forum, news section etc., the site is distinguished by its scientific information services and tools: on-line models and analytical tools, and data collections and case studies together with tutorial material. The portal is organized as a set of interrelated scientific sites, which addressed basic branches of Atmospheric Sciences and Climate Modeling as well as the applied domains of Air Quality Assessment and Management, Modeling, and Environmental Impact Assessment. Each scientific site is open for external access information-computational system realized by means of Internet technologies. The main basic science topics are devoted to Atmospheric Chemistry, Atmospheric Spectroscopy and Radiation, Atmospheric Aerosols, Atmospheric Dynamics and Atmospheric Models, including climate models. The portal ATMOS reflects current tendency of Environmental Sciences transformation into exact (quantitative) sciences and is quite effective example of modern Information Technologies and Environmental Sciences integration. It makes the portal both an auxiliary instrument to support interdisciplinary projects of regional environment and extensive educational resource in this important domain.

Objectives: We examined 17 health information portals to determine the status of web-based health information services in the United States (USA), South Korea, the United Kingdom (UK), and Australia. Methods: We analyzed longitudinal trends in 35 items of online health information over four years among representative health information portals (eight based in the USA, seven in South Korea, one in the UK, and one in Australia), focusing on external portal structure, content scope, service characteristic, and service function with four stakeholder groups of six stakeholders. Results: The most notable change was in the service items, and overall, in 44.1% of total items: 17.6% in service characteristic, 41.2% in external portal structure, 58.8% in service function, and 58.8% in content scope change. More specifically, these changes included increases in the “mobile application utility” (service function), “use of personal health records” on public health portals (content scope change), “Charts and videos” (service characteristic), and “renewal date” (external portal structure). Conclusions: This review of existing health portals will be a footnote for enabling health care providers to confirm whether the needs of consumers are reflected on their website with high reliability. Furthermore, these findings will help to enhance the quality of portals by delivering relevant information to stakeholders and to the consumers of online health information.

E-Government emerges from web sites that offer static information, documents and forms for employees and citizens, enquiries, and process automations to many types of stakeholders. Increasingly, different layers of government services are being consolidated into a knowledge portal, providing on time and online services. Such knowledge portals not only provide a platform for integrating applications and information from all government sources, but also provide platforms for knowledge sharing and learning to the public with the objective to improve the efficiency and the quality of E-Government processes and services. However, due to the heterogeneity of applications and information across different levels of government agencies, a significant amount of work is needed to re-configure such applications and services into a new platform. However, semantics are often deficient, which results in problems establishing effective knowledge sharing and learning in E-Government. This paper confers how knowledge intensive portals can be used for enhancing sharing and learning in E-Government. The authors discuss innovative information on how the Semantic Web and Web 2.0 technologies can be applied in providing interoperability to leverage knowledge sharing and learning activities.

This article presents the semantic portal and Linked Open Data service WarVictimSampo 1914–1922 about the war victims, battles, and prisoner camps in the Finnish Civil and other wars in 1914–1922. The system is based on a database of the National Archives of Finland and additional related data created, compiled, and linked during the project. The system contains detailed information about some 40,000 deaths extracted from several data sources and data about over 1,000 battles of the Civil War. A key novelty of WarVictimSampo 1914–1922 is the integration of ready-to-use Digital Humanities visualizations and data analysis tooling with semantic faceted search and data exploration, which allows, e.g., studying data about wider prosopographical groups in addition to individual war victims. The article focuses on demonstrating how the tools of the portal, as well as the underlying SPARQL endpoint openly available on the Web, can be used to explore and analyze war history in flexible and visual ways. WarVictimSampo 1914–1922 is a new member in the series of “Sampo” model-based semantic portals. The portal is in use and has had 23,000 users, including both war historians and the general public seeking information about their deceased relatives.

Drawing upon Health Belief Model, the study investigated the psychological predictors that determine the usage intention of the Malaysian web-based health information service, MyHEALTH Portal. The results of the measurement model show the evidences of outcome expectations and internal cues as the predictors to the portal usage, while external cues was found to be insignificant. The findings would help the Malaysia Ministry of Health in identifying significant psychological factors that influence the portal usage. This would allow them to re-strategize the portal’s marketing and promotional works effectively thus to be maximally used by the public while achieving its long-term goal.

<span>Open data are available from various private and public institutions in different resource formats. There are already great number of open data that are published using open data portals, where datasets and resources are mainly presented in tabular or sheet formats. However, such formats have some barriers with application developments and web standards. One of the web recommenced standards for semantic web application is RDF. There are various research efforts have been focused on presenting open data in RDF formats. However, no framework has transformed tabular open data into RDFs considering the HTML tags and properties of the resources and datasets. Therefore, a methodology is required to generate RDF resources from this type of open data resources. This methodology applies data transformations of open data from a tabular format to RDF files for the Saudi Open Data Portal. The methodology successfully transforms open data resources in sheet format into RDF resources. Recommendations and future work are given to enhance the development of building open data.</span>

The main objective of this research was to develop a web-based geographic information system (GIS) based on a detailed analysis of user preferences from the perspective of forest research, management and education. An anonymous questionnaire was used to elicit user preferences for a hardware platform and evaluations of web-mapping applications, geographic data, and GIS tools. Mobile GIS was used slightly more often than desktop GIS. Web-mapping applications that provide information to the public and the present research results were rated higher than the forest management application. Orthophotos for general purposes and thematic layers such as forest stand maps, soils, protected areas, cadastre, and forest roads were preferred over highly specialized layers. Tools for data searching, map printing, measuring, and drawing on digital maps were rated higher than tools for online map editing and geographic analysis. The analysis of user preferences was used to design a new multipurpose GIS portal for the University Forest Enterprise. The GIS portal was designed with a three-tier architecture on top of the software library for managing user access, working interactively with digital maps, and managing web map applications. The web map applications focus on tools and geographic information not available elsewhere, specifically timber harvest and logistics, research plots, and hunting game management.

Based on the web content analysis of existing services for processing calls from the public on the Internet, the models of electronic monitoring of citizens’ appeals are systematized: a special service for receiving and initial processing of citizens’ appeals, created as a subdomain of the main site, a web portal as an independent Internet reception site and an auxiliary electronic resource reception of citizens’ appeals, implemented on community sites in social networks.

The implementation of e-government in Indonesia, one of which is supported by Indonesia's involvement in the Open Government Partnership (OGP) in supporting the disclosure of public information. Satu Data Pandeglang web portal system is a manifestation of the implementation of e-government at the presence stage, where technology plays a role in providing basic information that is easily accessible to the public. This study aims to implement the user-centered design process by conducting an initial evaluation of the Satu Data Pandeglang web portal system based on two priority aspects of UX Honeycomb, namely the desirable and usefulness aspects. Based on the research results, the overall mean value of the eight variables from both desirable and usefulness aspects is 3.63 which is still below the value of 4. These results indicate that these two aspects of UX Honeycomb still need to be improved and redesigned at the next development stage

When carrying out long-term environmental monitoring programs, a whole series of problems arise related to storage, processing, visualization of data obtained, their presentation in a form suitable for making managerial decisions and / or public perception. The received volume of primary information requires structured storage, a special multivariate analysis to identify long-term trends and assess dangers of possible negative phenomena, a different level of accessibility and generalization of results for various information consumers. At the same time, copyrights of the information owners must be respected. As a solution to these problems, it is proposed to use GIS-oriented information systems for storing and processing the accumulated information. The paper considers the main aspects of creating a GIS portal for publishing results of hydrochemical studies of water objects in the Murmansk region. A review of existing developments and approaches to solving this problem is given. A technique for creating a GIS portal based on open source software is proposed. Issue of implementing copyright protection mechanisms for owners of hydrochemical information considered partially. Currently, a pilot version of the GIS portal has been developed, which stores the web version of the map «Hydrochemical characteristics of the lakes of the Murmansk region». In the future, it is planned to supplement the resource with the blocks «Hydrology», «Bottom sediments of Murmansk region lakes», «Hydrobionts of Murmansk region lakes» and visualization tools for primary data. This work is carried out as part of a project to increase availability of environmental information for both the public and decision-makers. Introduction: Public health programmes work to improve the health and well-being of communities by identifying the risks affecting people at different stages of life and finding best ways to minimize them. This article attempts to map the public health jobs available in India and contribute towards providing new insights in recruitment strategies for public health professionals (PHPs). Methods: A total of 427 public health jobs advertised in recruitment portals, newspapers and websites of organizations during 2012–2015 were analysed for title, qualification, location and job disciplines. Results: Higher qualification in public health and/or social sciences is much preferred followed by MBBS and management. The largest group of vacancies consisted of programme management responsibilities followed by profiles in RMNCH. Delhi, Orissa, Madhya Pradesh and Bihar had the highest number of jobs. Recommendations: A dedicated public health jobs web portal can be a rich resource for employers for easy access to profiles of PHPs. It will also give due emphasis to public health as a profession. Building a public health cadre in state health services shall be a desirable step to ensure creation of enough job opportunities. Conclusion: Research should be undertaken to understand the changing trends in public health employment. Such studies can be beneficial for public health workforce planning and monitoring.

Abstract The immune repertoire is an important resource for immunology research and for various clinical purposes. Technological advances over the past several years have led to an explosion of new techniques to capture the wealth of information contained in individuals’ Immunoglobulin and T-Cell Receptor repertoires, and large public datasets using these sequencing techniques have been made available in the last few years. However, a major challenge to understanding immune repertoire data is the high-level knowledge of computational infrastructure required to analyze these datasets, often requiring computationally-focused individuals to be recruited ad-hoc rather than simply being performed by the immunologists gathering the data. Herein, we have developed a simple, accessible web portal to aid in the analysis of these datasets. Our system allows users to bring their own raw datasets (in the form of FASTQ data), and utilize various popular, well-developed tools to derive VDJ-recombination annotations as well as to summarize statistical profiles of the full repertoire. This system provides an important, utilized resource that is employed by our lab for immunorepertoire analysis and is also available to the public in order to facilitate research in this area.

Abstract Project ‘RAMESIS’, solved by SURO+UTEF+NUVIA, is aimed at the improvement of population safety through supporting Citizen Monitoring in Czechia. Radiation monitoring system at the level of institutions, schools and citizens will be developed and implemented, covering equipment for both fixed-site and mobile monitoring using simple-designed and easy-to-operate detectors, enabling their usage by public and mass-production at acceptable price. The instrumentation includes central application for reception, storage, administration and publication of monitoring results analyzed and presented on web-portal, tools for user’s local online and offline data visualization on a map background, and web portal providing training and informational materials for understanding radiation problems. The system will be implemented in selected institutions and schools, initial sets of detectors are distributed free of charge among schools, institutions and the public. This article describes the technical part of the project, solved in the framework of Ministry of Interior-founded security research ID VI20152019028.

Background Electronic patient portals are websites that provide individuals access to their personal health records and allow them to engage through a secure Web-based platform. These portals are becoming increasingly popular in contemporary health care systems. Patient portal use has been found to be beneficial in multiple specialties, especially in the management of chronic disease. However, disparities have been identified in portal use in which racial and ethnic minorities and individuals with lower socioeconomic status have been shown to be less likely to enroll and use patient portals than non-Hispanic white persons and individuals with higher socioeconomic status. Electronic patient portal use by childbearing women has not been well studied, and data on portal use during pregnancy are limited. Objective This study aimed to quantify the use of an electronic patient portal during pregnancy and examine whether disparities related to patients’ demographics or clinical characteristics exist. Methods This was a retrospective cohort study of women who received prenatal care at an academic medical center from 2014 to 2016. Clinical records were reviewed for portal use and patient data. Patients were considered enrolled in the portal if they had an account at the time of delivery, and enrollees were compared with nonenrollees. Enrollees were further categorized based on the number of secure messages sent during pregnancy as active (≥1) or inactive (0) users. Bivariable chi-square and multivariable Poisson regression models were used to calculate the incidence rate ratio of portal enrollment and, if enrolled, of active use based on patients’ characteristics. Results Of the 3450 women eligible for inclusion, 2530 (73.33%) enrolled in the portal. Of these enrollees, 72.09% (1824/2530) were active users. There was no difference in portal enrollment by maternal race and ethnicity on multivariable models. Women with public insurance (adjusted incidence rate ratio; aIRR 0.60, 95% CI 0.49-0.84), late enrollment in prenatal care (aIRR 0.78, 95% CI 0.69-0.89 for second trimester and aIRR 0.50, 95% CI 0.39-0.64 for third trimester), and high-risk pregnancies (aIRR 0.82, 95% CI 0.75-0.89) were significantly less likely to enroll. Conversely, nulliparity (aIRR 1.10, 95% CI 1.02-1.20) and having more than 8 prescription medications at prenatal care initiation (aIRR 1.19, 95% CI 1.06-1.32) were associated with greater likelihood of enrollment. Among portal enrollees, the only factor significantly associated with active portal use (ie, secure messaging) was nulliparity (aIRR 1.11, 95% CI 1.01-1.23). Conclusions Among an obstetric population, multiple clinical and socioeconomic factors were associated with electronic portal enrollment, but not subsequent active use. As portals become more integrated as tools to promote health, efforts should be made to ensure that already vulnerable populations are not further disadvantaged with regard to electronic-based care.

Purpose/Thesis: This paper examines the position of public libraries in smart city strategies. To that end, I verify two hypotheses, H1: Cities analyzed employ strategic plans to define their path to “smartness”, and H2: Public libraries are a part of these strategies. Approach/Methods: Top 30 cities from the ranking of IESE Cities in Motion Index 2019 were se­lected. The hypotheses were tested through the analysis of strategy documents and web portals. In most cases, the analysis relied on English versions of said documents/portals, occasionally compared with the national language version . Results and conclusions: The process of verifying the first hypothesis led to identifying four groups: G1, comprising cities with a general strategy, presumed to include smart initiatives (3 cities), G2: cities with a separate “smart city” strategy, published on their own portal, or a related website (15 cities); G3: cities with subsites/portals briefly summarizing their activities in the area of ‘smart’ development (10 cities), and G4: cities with many sectoral strategies, presumed to include smart initiatives (2 ci­ties). The analysis allowed the identification of a number of areas in which public libraries already contribute to smart development: smart building, smart infrastructure, smart services, digital skills and life-long learning, sustainability, creativity, digital citizenship and smart business Originality/Value: Although many library and information science scholars study smart cities, no similar study has been conducted, and therefore, this paper, with its unique approach, offers a new perspective on the discussion on smart libraries.

Background Advance care planning is the process of discussing health care treatment preferences based on patients’ personal values, and it often involves the completion of advance directives. In the first months of 2020, a novel coronavirus, severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), began circulating widely in the American state of Colorado, leading to widespread diagnosis of coronavirus disease (COVID-19), hospitalizations, and deaths. In this context, the importance of technology-based, non–face-to-face methods to conduct advance care planning via patient portals has increased. Objective The aim of this study was to determine the rates of use of a web-based advance care planning tool through a health system–based electronic patient portal both before and in the early months of the COVID-19 pandemic. Methods In 2017, we implemented web-based tools through the patient portal of UCHealth’s electronic health record (EHR) for patients to learn about advance care planning and complete an electronically signed medical durable power of attorney (MDPOA) to legally appoint a medical decision maker. Patients accessing the portal can complete and submit a legally valid MDPOA, which becomes part of their medical record. We collected data on the patients’ date of MDPOA completion, use of advance care planning messaging, age, sex, and geographic location during the early phase of the COVID-19 pandemic (December 29, 2019, to May 30, 2020). Results Over a 5-month period that includes the early phase of the COVID-19 pandemic in Colorado, total monthly use of the advance care planning portal tool increased from 418 users in January to 1037 users in April and then decreased slightly to 815 users in May. The number of MDPOA forms submitted per week increased 2.4-fold after the stay-at-home order was issued in Colorado on March 26, 2020 (P<.001). The mean age of the advance care planning portal users was 47.7 years (SD 16.1), and 2206/3292 (67.0%) were female. Women were more likely than men to complete an MDPOA, particularly in younger age groups (P<.001). The primary use of the advance care planning portal tools was the completion of an MDPOA (3138/3292, 95.3%), compared to sending an electronic message (148/3292, 4.5%). Over 50% of patients who completed an MDPOA did not have a prior agent in the EHR. Conclusions Use of a web-based patient portal to complete an MDPOA increased substantially during the first months of the COVID-19 pandemic in Colorado. There was an increase in advance care planning that corresponded with state government shelter-in-place orders as well as public health reports of increased numbers of COVID-19 cases and deaths. Patient portals are an important tool for providing advance care planning resources and documenting medical decision makers during the pandemic to ensure that medical treatment aligns with patient goals and values.

Abstract The Encyclopedia of DNA Elements (ENCODE) is an ongoing collaborative research project aimed at identifying all the functional elements in the human and mouse genomes. Data generated by the ENCODE consortium are freely accessible at the ENCODE portal (https://www.encodeproject.org/), which is developed and maintained by the ENCODE Data Coordinating Center (DCC). Since the initial portal release in 2013, the ENCODE DCC has updated the portal to make ENCODE data more findable, accessible, interoperable and reusable. Here, we report on recent updates, including new ENCODE data and assays, ENCODE uniform data processing pipelines, new visualization tools, a dataset cart feature, unrestricted public access to ENCODE data on the cloud (Amazon Web Services open data registry, https://registry.opendata.aws/encode-project/) and more comprehensive tutorials and documentation.

Web geoservices is the obvious graduation of Geographic Information System in a distributed environment through a simple browser. It enables organizations to share domain-specific rich and dynamic spatial information over the web. The present study attempted to design and develop a web enabled GIS application for the School of Environmental Sciences, Mahatma Gandhi University, Kottayam, Kerala, India to publish various geographical databases to the public through its website. The development of this project is based upon the open source tools and techniques. The output portal site is platform independent. The premier webgis frame work ‘Geomoose’ is utilized. Apache server is used as the Web Server and the UMN Map Server is used as the map server for this project. It provides various customised tools to query the geographical database in different ways and search for various facilities in the geographical area like banks, attractive places, hospitals, hotels etc. The portal site was tested with the output geographical database of 2 projects of the School such as 1) the Tourism Information System for the Malabar region of Kerala State consisting of 5 northern districts 2) the geoenvironmental appraisal of the Athirappilly Hydroelectric Project covering the entire Chalakkudy river basin.

ABSTRACTObjective: to characterize the national and international scientific production, about violence and public health, published from 2005 to July 2009, as the year, type of approach, study type, language, country, thematic, coverage and related production. Method: literature review, held from May to July 2009 through a structured form in databases VHL/BIREME (LILACS, MEDLINE, SciELO, BDENF, PAHO, DESASTRES, REPIDISCA, ADOLEC) PubMed, Evidence Portal of the Virtual Health Library and ISI Web of Knowledge, during the period 2005 to July 2009. Were found 34 full articles, being 5 in LILACS, 1 in the DESASTRES, 1 in REPIDISCA, 27 in ISI Web of Knowledge. Results: Of these, 11 (32.4%) in 2008, 15 (44.1%) used a qualitative approach, 16 (47.1%) descriptive, 30 (88.2%) in English, 16 (47.1%) in the USA, and with international range (94.1%). About the issue, we highlighted the violence against women with 7 (20.6%), the national newspaper that published more was Ciência & Saúde Coletiva with 5 publications (14.7%) while the international prevailed Social Science & Medicine with 3 (8.8%) production. Conclusion: The scientific literature on the impact of violence on public health is still scarce, but, within the period surveyed, there has been a gradual growth of publications that touch on this subject. Background and Objectives: The opioid epidemic has permeated all strata of society over the last two decades, especially within the adolescent student athletic environment, a group particularly at risk and presenting their own challenges for science and practice. This paper (a) describes the development of a web-based intervention called the Student Athlete Wellness Portal that models effective opioid misuse resistance strategies and (b) details the findings of a single-group design to test its effectiveness. Materials and Methods: Formative research included 35 student athletes residing in the United States, ages 14 to 21, who had been injured in their school-based sport. They participated in in-depth qualitative interviews to explore narratives relating to their injuries and pain management plans. Inductive analyses of interview transcripts revealed themes of the challenges of being a student athlete, manageable vs. unmanageable pain, and ways to stay healthy. These themes were translated into prevention messages for the portal, which was then tested in a single-group design. Results: Users of the portal (n = 102) showed significant decreases in their willingness to misuse opioids and increases in their perceptions of opioid risks. Conclusions: This manuscript illuminates the processes involved in translating basic research knowledge into intervention scripts and reveals the promising effects of a technology-based wellness portal.

The emergence of e-government changed the world of the Public Administration (PA) and the discipline of Public Management dramatically. Through the presentation of a case- study of the municipality of Palermo, this article attempts to discuss the renewed need for assessing performance of e-government services in a local government and to disclose the main critical issues in accomplishing this evaluation. Palermo is experiencing the implementation of a second- generation e-government project that is embodied in the realization of a web portal. The conceptualization of a framework to assess the performance of the digital services appears to be crucial in order to improve the system and to avoid the errors of the first project. This work relies on a survey to the citizens and semi-structured interviews to managers in charge of the development of the project. System Dynamics, a particular kind of dynamic simulation, is used to provide the necessary feedback structure for identifying the determinants of the success of the portal.
