Hong Kong has recently witnessed heightened public awareness of the issues of rights, civil society and citizenship. Contested relations with the Beijing government and slower economic growth in mainland China have seen more Hong Kong citizens become involved in civic engagement and identity politics. Youth service providers thus find themselves forced to respond to a rapidly changing society and changing youth needs while being situated in institutions with their own structural constraints and work culture. The result is that occupational stress is increasingly common amongst Hong Kong secondary school teachers and social workers. This paper presents the findings of a qualitative ethnographic study involving 16 in-depth interviews with community leaders, teachers and school-based social workers. How does a changing society affect youth work in general? How does greater discussion of democracy and human rights in the public sphere affect the way that youth service providers perform youth work? What are the changing roles and responsibilities of these providers in offering support to Hong Kong youth? The research themes that emerged include changing demographics and youth scene, a democratising public sphere in relation to Chinese youth and professionalism as a youth service provider.

The Bureaucratic System of the Immigration Department of Hong Kong SAR is one of the legacies from British Colonial Government seen from legal and also immigration bureaucratic perspectives reflect the executive power domination over immigration policymaking. This is understandable since Hong Kong SAR adopts “Administrative State Model” which means Immigration Officer as a bureaucrat holds significant roles at both stages of policymaking and also its implementation. This research looks at transition period of the Immigration Department and its policies since the period of handover of Hong Kong SAR from the British Government to the Government of China especially throughout the concern from the public including academics about the future of immigration policies made by the Department that arguably from colonial to current being used as political and control tools to safeguard the interest of the Ruler. This situation ultimately will question the existence of Hong Kong SAR as one of the International Hub in the Era of Millennium.

AbstractThis article looks at how globalization in the nineteenth century was inextricably entangled with localization in the Canton–Hong Kong–Macau nexus on the southern fringe of China by tracing the growth of its unique medical culture. It explains the ‘glocalizing’ process by tracing the development of this medical culture, which consists of knowledge construction and institution building, in the context of highly volatile epidemiological conditions aggravated by increasingly heavy inter-regional trade and migration. It traces the dynamic circulation of people, materials, ideas, and practices in this southern edge of China, which was traditionally connected to southeast Asia and shared ecological backdrops that produced similar epidemiological experiences. The Canton nexus in the nineteenth century saw the growth of native medical knowledge that focused less on theoretical innovation than on the efficacy of therapeutic strategies. These ideas were likely to have been informed or reinforced by new anatomical knowledge disseminated by Western medical missionaries on the ground early in the century. The medical culture in the region was also marked by the formation of a series of local institutions that were fusions of Western-style hospitals and native merchant-run charity halls where diseases were studied and treated, and new public health management negotiated and implemented by experts from different traditions.

Widely known by the public, the Chief Executive of Hong Kong is selected not by universal suffrage but by a 1,200-member Election Committee (EC). While candidates Carrie Lam, John Tsang, and Kwok-hing Woo all ran in the Chief Executive Election of 2017, only Lam received the blessing of authorities in the Mainland. Though Tsang had led the polls throughout the entire campaign and was popular on several social media platforms, a majority of EC members still cast their vote for Lam as Chief Executive. This was the first time that EC members voted against popular opinion in the Chief Executive Election. This paper analyzes the limited power of social media under elections that are under the influence of Mainland China. It also examines the problem of legitimacy in such electoral settings and the way in which authorities in the Mainland have influenced electoral outcomes through defects in the institutional systems of Hong Kong. The 2017 Chief Executive Election affirmed the tightened control of Mainland authorities over the affairs of Hong Kong.

Drawn towards Hong Kong because of what appears to be a thriving art market, many artists from the People’s Republic of China are now looking towards Shenzhen, the Special Economic Zone created nearby in the 1980s, for conducting their practices. Launched as an economic testing ground by Deng Xiaping, Shenzhen is now experiencing new and profound changes. The development of new art institutions has been the reason for the emergence of an art scene that is fostering the creation of original art practices, especially in the field of painting. This article takes as example three practitioners and explains the reasons why they have chosen to live there and how they are negotiating their position from this city within the local art ecology as well as the art market of Hong Kong. The first of these artists, Liang Quan (), has lived in Shenzhen since the 1990s and is a representative of contemporary forms of literati painting, while the other two, Zhou Li () and Xue Feng (), are more recent arrivals who are both abstract painters engaging sometimes in the creation of installations and public art projects. To better understand the position of these artists towards the demands of an art market, this article will also explain how the idea of commoditization, which was so repellent to the practitioners of institutional critique in the Euro-American context of the 1960s and 1970s, has not been experienced in Mainland China in quite the same way.

AbstractPrevious studies of East Asian welfare regimes focus on similarities between social security schemes. In contrast, this paper explores cross-national variations in public–private pension mixes in six welfare states: China, Hong Kong, Japan, Singapore, South Korea and Taiwan. Our research echoes the pension policy analysis of international organisations but takes a step forward with emphasis on the historical and institutional characteristics of the respective pension systems. The analysis identifies three institutional patterns. First, the statist pension system (Taiwan and China) primarily relies on public pensions to provide old-age security, with private pensions playing a rather minor role. Second, in the dualist pension system (Japan and Korea) both public and private pensions work in parallel to ensure retirement income, though a clear security gap exists between workers in the formal and informal economies. Finally, the individualist pension system (Hong Kong and Singapore) is characterised by genuine fully funded individual accounts, emphasising citizens’ own responsibilities for ensuring old-age security. These three types of pension systems demonstrate distinct institutional characteristics and policy outcomes, illustrated by the juxtaposition of their institutional structures as well as by the comparison of key indicators collected from government reports and Organisation for Economic Co-operation and Development statistics. The paper concludes with a theoretical reflection of East Asian pension policies and a diagnosis of the distinct challenges confronted by each of the various pension patterns.

The protest by over half a million people on July 1, 2003, unleashed the most serious crisis of governance in Hong Kong since its retrocession to China in 1997. Triggered by the government's attempt to legislate new national security legislation, it exposed more fundamental institutional defects of an increasingly weakened government. This article puts forward two arguments. First, the political logic of the pre-1997 period was not compatible with the post-1997 political environment and public sentiment, resulting in a widening cognitive gap between government and people. Second, the former colonial administration, despite its non-democratic nature, was able to secure sufficient public acquiescence and acceptance through economic performance and service delivery. The new government was constrained by both economic and fiscal difficulties and unexpected social crises. A declining capacity to perform effectively had further eroded public support. Attempted reforms of the bureaucracy and the introduction of a new ministerial system had caused greater political-administrative disjunction and actually compounded the crisis of governance.

<p style="text-align: justify;">There has been a clear shift in higher education to prepare and empower the current students for a future quite different and more complex than that faced by previous generations. In particular, it is expected that they will possess comprehensive abilities to deal with challenges arising from new employment demands and beyond. While liberal arts education has a long history in the West, it has been increasingly implemented more recently in East Asia as one response to the need for educational reform. The research reported here is an empirical study of how liberal arts education has affected individuals from two institutions with distinctive interpretations of “liberal arts education” - University N, the first Sino-foreign joint university in mainland China, and University L, the only public liberal arts university in Hong Kong. Drawing on Bourdieu’s Theory of Practice, this study illustrates the interplay and balance among students’ practical concerns, their sense of social obligation fostered through liberal arts education elements and the wider social structure. Semi-structured interviews with senior students, fresh graduates, and educators were conducted to gather in-depth primary data. These reveal that, by providing interdisciplinary knowledge and transferable skill sets, a liberal arts education experience does enhance individuals’ personal agency and intellectual competencies in a professional context - they are trained to become independent thinkers and learners. Moreover, the “humanistic” aspect of liberal arts is also relevant: having engaged in various activities and programs, students in both universities are encouraged to care, cooperate, and make positive differences in their increasingly interconnected communities.</p>

This large-sample study of three Chinese societies—Mainland China, Taiwan, and Hong Kong—demonstrates the importance of media exposure for people’s vaccination intentions during the COVID-19 pandemic. By employing two constructs (i.e., perceived susceptibility and severity) in the health belief model (HBM), the study identifies significant indirect effects of media exposure on individuals’ vaccination intention in all three Chinese societies. That said, media trust negatively moderated the path from perceived severity to vaccination intention in Mainland China and Taiwan. In these two societies, the higher an individual’s trust in media, the less influence of perceived severity on his/her vaccination intention. It suggests that the level of trust in media is a contextual factor in explaining individuals’ decision-making on health issues. Generally, the combination of the HBM and media trust has been proven to be useful for understanding individuals’ vaccination intentions. These findings provide practical considerations for governmental agencies, public institutions, and health campaign designers to promote vaccination in the pandemic.

The rise of Chinese economy has favoured the growth of several financial centres in China. This phenomenon has drawn much attention to several scholars who focus on the relationship between Hong Kong and Shanghai. With a few exceptions, the relationship among Beijing, Hong Kong, Shanghai and Shenzhen have not been satisfactorily revealed, while financial competition and cooperation among them are also far from clear. This thesis examines the financial systems of Hong Kong, Beijing, Shanghai and Shenzhen to show their strengths and weaknesses. Financial markets, such as the stock market, bond market, funds market, insurance market, futures and derivatives market as well as the foreign exchange market are all included in this study. In addition, other important players (banking industry and multinational corporations) in the financial system are covered. This study shows that Hong Kong’s strengths lie in its stock, fund, insurance, financial futures and options, foreign exchange and its related derivatives markets, banking industry as well as the attractions of multinational corporations; whereas it is weak in parts of the stock market, the GEM, bond, PE/VC funds and commodity futures markets. Beijing is an important player in the banking industry, stock, bond, private equity fund, VC fund and insurance markets. However, it is not so developed in regard to foreign currency bond, fund (excluding PE and VC funds), financial futures and options, foreign exchange and related derivatives markets, foreign banking and the attractions of multinational corporations. Shanghai is considered to be at a similar level of ranking as Beijing. It is the capital centre of China and has the no.1 fund market in the Mainland although weaker than that of Hong Kong. Shanghai is also strong in foreign banking industry and the attraction of multinational corporations. Whereas Shanghai is weak in its banking industry (excluding foreign banking), bond market, PE/VC funds, financial futures and options as well as foreign exchange markets. Shenzhen is the weakest financial centre, with its advantages in the SME board, ChiNext and VC funds. Another finding of this study reveals that, except for the previous studies on financial centre competition and cooperation in China, there are still some potential areas such as the financial cooperation between the HKEx and SSE, the GEM and ChiNext as well as the financial competition of the private equity fund industry between Hong Kong and Beijing for the financial competition and cooperation of Beijing, Shanghai, Shenzhen and Hong Kong. The research findings of this thesis have both theoretical and political implications. Theoretically, the study reflects the significance of an information hinterland as well as law and finance theory in the Chinese financial market and also proves the importance of Beijing as a financial centre in China. Empirically, this thesis offers some implications for policy marking to enhance the better development of these financial centres. Specifically, Mainland China should further promote its regulatory and legal quality in order to provide better regulation and supervision on the financial system. In addition, it should put more effort to promote the development of industries that perform well in Hong Kong, Beijing, Shanghai and Shenzhen.

Résumé :
This dissertation examines changes in Hong Kong’s food safety institutions using an historical institutional approach. Hong Kong has faced enormous challenges in food safety over the last two decades. The avian flu crisis in 1997 and the malachite green crisis in 2005 were the two most notable examples. Both crises were recipes for institutional change. There was drastic reform in 2000 to form a unified food safety authority, the Food and Environmental Hygiene Department, to replace the old legacy of municipal councils and municipal service departments. The established municipal councils failed to sustain themselves and the government replaced them with new institutions. Moreover, in 2005, the government proposed a new Food Safety, Inspection and Quarantine Department to overcome failings in food safety. These changes and reforms developed in variance from what could have been expected using theories of punctuated equilibrium and critical juncture (which emphasize exogenous shocks). My investigation suggests that we should not just focus on critical junctures and exogenous shocks but also study the processes and events outside these events. We cannot take it for granted that a significant exogenous shock will automatically result in institutional change without exploring the role they play and the mechanisms involved. Other endogenous processes or gradual changes may disrupt the mechanisms of institutional reproduction. My research also suggests that the form of institutional change cannot be predicted based on critical junctures and exogenous events. Focusing on the features of political context and institutional properties, we can understand how it is possible to switch between different modes to fit the prevailing institutional and political context. Political appointees and senior civil servants, as change agents, need to focus on political barriers in the legislature before any institutional change in government can eventually succeed. Without major change in Hong Kong’s political system and landscape, there is less likelihood of introducing controversial policy changes, including institutional change. Change agents are more likely to make use of different modes of institutional change, such as layering and conversion, in order to circumvent political barriers and the stickiness of old institutions.

AbstractDuring the 2019 Anti-Extradition Law Amendment Bill Movement, Hong Kong protesters faced severe police violence, followed by the imposition of the Hong Kong National Security Law by China, which eradicated political freedom. Many sought asylum in Taiwan. Despite the absence of a formalised legal framework for asylum, Taiwan has demonstrated commitment to assisting protesters with a humanitarian approach. This chapter explores Taiwan’s policy measures and their limitations.The authors, participants in Taiwan’s assistance policies, draw on first-hand experience and interviews. The study finds that while national security is paramount for Taiwan, the lack of consensus among government departments hinders the development of a clear approach to legislation. The chapter reviews how civil society organisations played a crucial role in establishing a support system, enabling the government to create a Scheme-based assistance mechanism. Although Hong Kong protesters are not officially recognised through legal means, cooperation between the public and the third sector has led to a quasi-asylum mechanism. This research offers an in-depth analysis, benefiting from field experience, while acknowledging limitations due to its advocacy viewpoint.

Increasing attention has been drawn recently to the arbitration community after the long-waited call for reform in arbitration regime back in 1996, the new Macao Arbitration Law has finally come into force on 4 May 2020. Still a phenomenon today, Macao SAR is not regarded as a popular destination for ar-bitration given the very strong competitions of “international” arbitral institutions surrounded in the South-East Asia Region, like Singapore, Hong Kong SAR, and Mainland China, but also probably due to its “imperfect” arbitration system that Macao SAR that was deeply-rooted in the past. In response to the growth of international commercial arbitration cases worldwide, Macao SAR has tried hard to ameliorate in a number of ways without giving up its share in the arbitration market. In-deed, one good example is the reform of the latest Macao Arbitration Law in 2019. However, this may not serve as a “panacea” to bring any instant changes in arbitration, and promotion of Macao SAR as a “user-friendly” seat for arbitration may require time and joint effort from every stakeholder to make that happen. This paper will revisit the evolution of the Macao’s arbitration system and its latest development, the potential challenges that pose to Macao SAR, a brief introduction of local arbit-ral institutions, as well as the likely concerns that the arbitral institutions and arbitration users may face when it comes to the choice for the place of arbitration.

Immersive Virtual Reality (IVR) systems based on multiple stereoscopic projectors are very popular in many applications, such as training operators for nuclear power plants and surgeons for surgical operations. Due to the increasing number of nuclear reactors in Guangdong province of China, Hong Kong residents are concerned about the nuclear safety and impact on Hong Kong society. There is clearly a strong demand for nuclear literacy education in order to make the public aware of and accept nuclear energy. Thus, City University of Hong Kong has built an IVR system with a 9-meter diameter, 4-meter-height, 235° curved screen for nuclear literacy education. The actual CAD drawings of the Daya Bay nuclear power plant were used to recreate the virtual Daya Bay plant in our IVR system, emphasizing the reactor pressure vessel and steam generators inside the containment building. Visitors can enter the virtual containment building, and experience the actual operation environment in order to understand the basic knowledge of nuclear reactors. At present, the system is not only capable of illustrating the basic knowledge of nuclear reactor physics but also shows the normal and abnormal operations including reactor scram and emergency containment spray. In order to provide visitors with a full understanding of the role of nuclear power in Hong Kong’s fuel mix, a Low Carbon Energy Education Center (LCEEC) was set up in which the IVR system was the main attraction. Other low carbon energy sources are also introduced in LCEEC. The Centre was visited by thousands of visitors since its opening in April 2017. Surveys have been conducted to collect their comments and suggestions. The results showed that the IVR system is very helpful in raising public understanding of nuclear power.

This article describes the real estate and commercial development strategies practiced by MTR Corporation Limited and the boundary conditions that constitute its success factors. MTR is the leading public transportation operator in Hong Kong, China and is internationally recognized for its expertise in implementing and managing real estate businesses associated with the operation of metro systems. It leverages the synergy between its diverse activities to generate significant financial results, which are used to finance the growth of the MTR network, allowing the implementation of new lines without significant government investments. Based on research confirmed by various authors, it is possible to affirm that the implementation of metro networks causes significant real estate appreciation around the stations. The hypothesis supporting this research is that MTR's strategies, properly adjusted to local conditions, can be replicated in other cities, contributing to accelerate the expansion of their transport networks. Este artigo descreve as estratégias de desenvolvimento imobiliário e comercial em prática pela MTR Corporation Limited e as condições de contorno que constituem seus fatores de sucesso. A MTR, principal operadora de transporte coletivo de Hong Kong, destaca-se internacionalmente por sua competência na implantação e gestão de negócios associados à operação dos sistemas de metrô. Aproveita-se da sinergia entre as diversas atividades para gerar resultados financeiros expressivos, que são utilizados para financiar o crescimento da sua rede, permitindo que a implantação das novas linhas seja feita sem aportes governamentais significativos. Baseado em investigações confirmadas por diversos autores, é possível afirmar que a implantação das redes de metrô provoca significativa valorização imobiliária em torno das estações. A hipótese que suporta esta investigação é que as estratégias da MTR, devidamente ajustadas às condições locais, podem ser replicadas em outras cidades, contribuindo para acelerar a ampliação de suas redes de transporte. The most challenging aspect of the CKR-KTW Contract is the construction of maximum 35m deep Underwater Tunnel (UWT) submerged in Kowloon Bay which is a typhoon shelter with marine constraints from several stakeholders such as Hong Kong China Gas requiring 60m wide navigation channel for refueling tankers, Kowloon City Ferry Pier (AMO Grade 2 Historic Structure) operations for public ferry service and the marine traffic impact to Kowloon Bay. To overcome the substantial adverse impact to the environment and marine traffic of Kowloon Bay area from the conforming scheme of full temporary reclamation, an optimized scheme was employed for the marine cut & cover ELS cofferdam using only partial temporary reclamation. The use of this advanced design and construction method not only provided robust structural design with water-tight cofferdam, it also resulted in substantially less cost, construction risks / time and reduced disturbance to marine environment and traffic at Kowloon Bay due to substantially less temporary reclamation required.

Singapore is an innovation-intensive nation. In 2020 Prime Minister Lee Hsien Loong pledged to inject ‘up to S$150million’ in the country’s startup ecosystem (Channel News Asia). This paper discusses the distribution of public funds amongst startups in Singapore. It raises questions about the effectiveness of early-stage pre-seed funding and discusses medium and long-term impact of distributed funds on business performance. The paper defines startups as growth-oriented independent SMEs in pursuit Series A investments. It distinguishes between bootstrap initiatives and funding-intensive initiatives. The paper argues that there is currently a problematic emphasis on funding-intensive startups, and a potentially compromising neglect of bootstrap ventures who do typically not have equal access to smart funds, mentoring schemes and support frameworks. Equally importantly, bootstrap initiatives often escape the radar of government authorities, thus compromising the authorities’ capabilities of monitoring innovation performance across the entire spectrum.This paper uses a mixed-method approach. It draws on a series of exchanges with experts — entrepreneurs, incubator managers, investors, VC firms, as well as representatives of government funding bodies — and secondary research findings. The primary research data has been collected over a period of nine years. The preliminary hypothesis is that the support mechanisms in the context of contemporary startup ecosystems tend to be ill-directed and may compromise overall innovation performance. Various studies carried out in different parts of the world raise questions about the effectiveness of government funding for innovations that are pursued by startups and suggest that the distribution of public funds does often not benefit innovation performance generally: Following an investigation of public fund distribution in China, Hong et al. (2015) claim that ‘government grants negatively impact the overall innovation efficiency in the high-tech sector.’ Other studies (Liu and Rammer, 2016) point towards the possibility that government grants are often used as substitute for private innovation investment by established businesses who, in the absence of public funding, would be able to afford R&D financing internally, whilst early-stage startups that are in greater need of funding, often miss out on support due to requirements related to match funding or trading history. This means that early-stage startups are often disadvantaged, in particular bootstrap initiatives, whilst established SMEs and large businesses do not enhance their innovation performance through subsidies. It is also thought that there is a prioritisation of incremental innovations and a lack in funding for potentially disruptive innovations because the latter are at higher risk of economic failure. As a result, firms tend to prioritise incremental innovation, in conjunction with which it is easier to predict viability.This paper, which primarily focuses on the distribution processes used by Enterprise Singapore (ESG) and other public institutions in Singapore, raises questions about the effectiveness of public spending in relation to innovation. Bootstrap ventures that might benefit from smart-fund injections, are not captured by the Singapore authorities, and there is currently no reliable progress tracking to objectively monitor startup performance. Instead, various funding organisations including universities, VC firms, as well as the ESG, rely on each other’s recommendations in their decision-making. There is a likelihood that the selection process is subject to bias which may have compromising macro-economic implications in the long term.To summarise the above, the proposed paper raises questions about the tracking of government funded startups, and it explores the consequences of startup funding from an economic and a sociopolitical point of view. The paper discusses possibilities of reversing this trend by empowering independent startups through accessible support frameworks that operate autonomously and independent from profit-oriented incubators, VC firms and angel investment networks.Sample Sources:Hong, J. et al.
