Abstract The COVID-19 pandemic has all features of a wicked problem. It is not only a crisis of intensive care but also a more complex health, social, economic, and humanitarian crisis. Moreover, its risks will continue until mass vaccination is undertaken, hence, the control of contagiousness relies on citizens’ responsible behavior. Strategies to fight COVID-19 in Lombardy, Veneto (Italy) and in Ticino (Switzerland) have shown that a more balanced approach focusing not exclusively on hospitals but also on a territorial basis, pays off. Therefore, a more integrated approach is beneficial from a clinical, social, and economic point of view providing procedures for future emergencies.

Purpose – The purpose of this paper is to propose a business process reengineering (BPR) approach to a public administration of Italy, to first assess the efficiency of the administration, then to redesign its internal processes, to improve the current performance. Design/methodology/approach – A detailed mapping of the AS IS processes of the public administration was initially carried out, together with the collection of the relevant data. Then, a simulation model was designed to support the BPR approach. In particular, the model was exploited to assess the performance of the AS IS scenario of the organization, then to investigate numerous TO BE process configurations and evaluate the achievable performance improvements. Findings – From the study, it emerged that the current efficiency level of the public administration examined has potentials to be significantly improved. For instance, by maintaining its current workforce, the public administration could consider the opportunity of providing additional services to the citizens or to serve citizens from the neighbouring municipalities. Otherwise, the organization could consider a reorganization and reduction of its current workforce, at the same time keeping the service level to its citizens almost unchanged. Research limitations/implications – Results of this study cannot be fully generalized, since the whole analysis is grounded on specific public administration. Moreover, although the simulation outcomes of the TO BE processes show interesting improvements compared to the AS IS scenario, the TO BE configurations were not (yet) implemented in practice. Therefore, the results provided should be confirmed in future research activities. Practical implications – The case study allowed deriving some useful guidelines to improve the efficiency of the public administration examined, as well as to identify some TO BE configurations that could be implemented in practice. Originality/value – Scientific literature includes a limited number of studies that evaluate the efficiency of public organizations in real contexts. Moreover, no studies target public administrations in Italy. Therefore, this case study represents an interesting addition to the literature.

Companies and governments have embraced digital transformation as the elixir of the 21st century. But what impedes digital transformation? This case study article is based on data gathered from field research with the Italian Parliament and the Digital Transformation High Commissioner’s Office in the Ministry of the Interior. The case surfaces the context, challenges, and solutions for large-scale public administration digital transformation. The case study highlights how public administration digital transformation in a large democracy is never a technical but a sociotechnical solution. Successful digital transformation needs to understand, address, and change sociopolitical and sociotechnical mores that often define the culture. Underscoring this research is an analysis of digital transformation within the Italian public administration. Public administration encompasses all governmental and public services, including services provided by federal, regional (e.g. states and provinces), municipalities, and local agencies. The Italian public administration, with 60 million people, 8000 municipalities, and 22,000 local administrations, highlights how a digital renaissance is a preface for innovative disruption challenges. The Digital Transformation case uses Italy as the backdrop and Team Digitale, a team of talented individuals embarked on building public administration efficiencies and rebooting Italy’s digital innovation footprint, as the protagonist. For granularity, the case focuses on two digital transformation projects: ANPR, a unified public registry for all Italian residents, and PagoPA, a universal digital payment platform for public administration. This case surfaces the best practices and challenges faced when trying to tackle a mega-project across an entire economy. The case offers digital transformation recommendations, generalizable across any global democracy. The case analysis and recommendations bring to light how, contrary to private organizations, institutionalizing a disruptive innovation in a democratic country at a time of fiscal austerity highlights interesting decision-making issues and facets.

IT IS NOT EASY TO EXPLAIN THE REASONS THAT LED TO THE appointment of Bettino Craxi as Prime Minister. First of all, there was certainly the political fatigue of the Christian Democratic Party which had held the premiership for 35 years. AIdo Moro, a great man and leader, had tried to mediate between the various currents within the party, as well as between the party and other allied parties (the Republicans, the Social Democrats, the Socialists). But what Moro really dreamt of was a possible alliance with the Communist Party to solve at least the most serious issues, such as terrorism and economic decline. He thought of repeating with the Communists the experience the DC had had in the early 1960s with the Socialists: widening the democratic area with the view of transforming the PCI into a social democratic trend. In order to obtain this he even considered letting the PCI take part in the majority at least if not in the government itself. His disappearance had serious repercussions, especially in the Christian Democratic Party where internal friction grew even stronger than in the past. This resulted in a great drop in the party's power and ability to manage the country politically even if, at least in part, it regained in the 1979 and 1983 elections the votes lost in the 1976 elections.

E-Government consists of a strategic instrument for re-formulating the organization and the operation of Public Administrations, acting as a catalyst of trends and changes. It not only represents a resource that allows economic and operational advantages to be obtained, but is also an instrument that is capable of modifying the pre-existing operational mechanisms of the organization, guaranteeing a fast adaptation to continuous changes in the external environment. The use of e-Government not only facilitates the internal activities of the Public Administration, but also has the advantage of facilitating the relationship between different administrations, as well as the interaction with citizens and with businesses. The impact that e-Government can have is that of a better Public Administration, in that it allows public policies to be optimized, the quality of services to be raised, the involvement of the citizens to be widened, and other specific fundamental activities to be improved.The present work intends to illustrate the comprehensive framework of the public administration system in Italy and of the main tendencies in progress, paying particular attention to the development of new management logic, considering e-Government not only as a merely technological phenomenon, but also analyzing it in its full meaning with regards to the process of change and modernization of the public administration.

The commitment to improve energy and environmental performance in public administration is essential for the development models geared towards lasting sustainability. The Public Administration (PA) in Italy, in particular, plays a key role to affirm models oriented towards energy and environmental sustainability, thanks to a wider and more innovative approach. The PA has a dual consumer/user role, public heritage, and decision maker/planner, in promoting energy efficiency at the local level, in the light of specific problems and peculiarities. For several decades, initiatives have been launched at various levels to improve energy and environmental performance in the public administration. The aim of this study is to outline, from a critical perspective, the state of the art policy makers in Italy about energy efficiency measures in public administration. There are, however, many cultural, value-related, financial, technological, institutional, and operational issues in the PA sector that limit investments in energy efficiency. It should be noted that if, on the one hand, the PA shows a lack of knowledge and is unwilling to adopt practices and systemic tools for monitoring and control, and on the other, in terms of bureaucracy, the system appears to be far too complicated and costly. The multiple benefits linked to improved energy performance would therefore require that the PA rethink their organizational and functional models, put in place more flexible and less bureaucratic forms of management and a more dynamic, pervasive, and proactive approach towards initiatives that promote energy efficiency. The research is a contribution towards identifying the driving forces behind potential systems and tools for energy efficiency in the PA, highlighting both critical elements and opportunities, and in particular, the limits deriving from the technological, managerial, and organizational options available for energy efficiency enhancement in the sector of the Italian PA.

The COVID-19 pandemic has demonstrated that a new and unforeseen threat easily outmatched political-administrative systems currently in place. Our commentary on the Italian case contributes to the call for public administration scholars to incorporate crisis management into the main research agendas of the field. We focus on regulatory capacity that is needed to tackle the effects of COVID-19. Under crisis conditions of radical urgency and uncertainty, the Italian regulatory policy has been based on temporary, fast-track procedures. The latter have been regularly applied when Italian governments confront with natural disasters and prompt action is ensured by a repertoire of extraordinary measures running in parallel to burdensome ordinary procedures. We discuss the implications of this “two-track” approach for governance capacity and legitimacy. We also extrapolate existing trends and engage with projection of future developments.

Adequate accounting information is the foundation of an efficient public sector. As of 2010, the accounting aspect of business relationships between public enterprises and municipalities in Slovenia had to be redefined due to the abandonment of ‘assets under management’ reporting. The regulation recommending municipalities to hand over infrastructure to public enterprises in the form of an operating lease has resulted in the need for different accounting information on the part of the municipalities. Regarding the water sector of municipalities in Austria and Italy, the need for more comprehensive accounting information exists as well. Due to the application of New Public Management concepts, many countries have adopted or committed to adopt some variant of accrual accounting also for the public sector. The large-scale adoption of the International Public Sector Accounting Standards (the IPSASs) would significantly enhance the international public sector comparability. In the last two decades, there has been a shift in the fundamental paradigm of Public Administration, from New Public Management, characterized by a managerial, microeconomic and sectorial approach, to Multilevel Public Governance, characterized by an integrated, strategic and holistic approach. The current Multilevel Public Governance paradigm is particularly useful to study and to approach to the Italian local government sector, due to its extreme fragmentation that needs cooperation to overcome its limits. It is in this theoretical framework that we present the ELISA program and its efforts in modernizing the local administration with ICT… from below.ELISA program (Enti Locali – Innovazione di SistemA, Local Government – System Innovation) is a national government project for the innovation in the Public Administration, guided by the Department for Regional and Local Affairs. The project promotes innovative instruments to develop software and technological public platform in three different main fields: taxation and cadastre; info-mobility; quality of services. The ultimate goal is to increase the efficiency of the administrative structure and provide better and technologically advanced solutions to respond to the needs of the citizens.Considering the success of the ELISA program, the Department for Regional and Local Affairs, in cooperation with Politecnico di Milano and Invitalia s.p.a., activates the eGovernment Laboratory with the aim in guaranteeing the replicability and the uniform dissemination of the best solutions all along the country. One of its action lines is to develop and implement the Innovation Communities raised in connection with the best practises of the ELISA program. For this purpose, it encourages sustainable and innovative management models, which are able to spread significant benefits by passing on administrative skills and knowledge to other Public Administrations and, furthermore, promoting the implementation mechanism and the deployment of the experiences.For that to happen, system-oriented measures are needed in order to redefine the relationship between the Local Authorities and the Central Administration: the first ones have the task to identifying both problems and needs of their territories and design proper solutions accordingly; the second one has to guarantee constant and consistent funds, coordinate the actions and oversee the whole process. One example of system-oriented measure is ItaliAE project, a complex and technological program, financed by European structural funds and born to follow the implementation of the local authority reform provided for by the law n. 56/2014 and to support the transformation of the Italian administrative geography and to improving its efficiency.

Abstract The paper addresses the issue of complexity in the administrative processes of public institutions: in particular, accounting routines and processes are examined. Back-office activities, although having a mere supporting role in the delivery of public services, absorb a relevant part of the resources of public institutions. The aim of the paper is to analyse the factors that contribute to the enhancement of complexity of these activities. The paper is based on an in-depth analysis of two Italian public organisations: a university and an ASP (agency for services to persons). Italy is an interesting context since simplification policies have been adopted in the country at central government level and in specific sectors of public administration, however, at the institutional level, simplification initiatives depend on the initiative of the single organisation. The cases described in this paper show that complexity stems from the need for inspectory controls (which is typical of the law) as well as from the volume of information requested (which is typical of management studies) for different stakeholders and at different, yet correlated, levels. The paper suggests that public management scholars have the opportunity and the burden of a contribution in this field.

Abstract This article seeks to assess and explain territorial policy dynamics in five European countries—Italy, Spain, Germany, France and the United Kingdom—from the start of the COVID-19 pandemic up to early 2021. The crisis has clearly highlighted well-known differences between centralized and decentralized systems. Yet focusing on this dichotomy is not sufficient. It is suggested that, while the distribution of authority between central and regional governments matters, policy dynamics—that is, how different territorial levels interact in policy-making processes—are even more important in driving multi-level responses to the emergency. Whether these dynamics are hierarchical (France), competitive (Italy and Spain), cooperative (Germany) or mixed (the United Kingdom) depends on how pre-crisis institutional, sectoral and political “causal forces” moderate the impact of an exogenous shock.

The paper deals with the historical reconstruction of the relation between the Austrian economist Emil Sax and the Italian economists of his generation. It is focused on three episodes. The first concerns the introduction of marginal analysis in public finance, seeing the works of Maffeo Pantaleoni (1883) and Sax (1887) as of primary significance. The second is about the reception accorded to the 1887 Sax's work in Italy by Giuseppe Ricca-Salerno (1887), and by Augusto Graziani (1887). The third relates to the development of a pure theory of public finance, and concerns the works of Sax (1887) and Antonio De Viti De Marco (1888). This analysis indicates that school rivalries were responsible for the different reactions of Italian economists to Sax's work.

Abstract The idea for this special issue was to contribute to the international literature on public sector accounting from a Latin-American perspective, exploring which forces influence Public Sector Accounting and Finance (PSA&F) artifacts and concepts in Latin America, and how they occur. There is evidence that later influences from countries such as Italy, the United Kingdom, the United States, and New Zealand played a role in PSA&F developments in Latin-America. However, the roots and the associated effects (e.g., recent innovations, resistances, decoupling) of PSA&F are still unanswered questions. Such ‘recent innovations’ on public financial management processes include but are not limited to accrual accounting, convergence towards IPSAS, risk assessment, auditing, and budgeting. This special issue contains four articles capturing different perspectives of influences and mechanisms of PSA&F in the region.

Nuanced explanations of the factors underpinning the mafia’s movements across territories have recently been proposed. However, more light must be shed on the mechanisms through which mafiosi try to infiltrate the legal economy in non-traditional territories. Accordingly, this study aims to micro-found interactions and exchanges that mainly involve mafiosi, politicians and economic actors in expansion areas. Focusing on the local level, we will show how the misuse of several administrative tools generates a profitable opportunity structure for mafiosi. To this end, we present an in-depth comparative case study of three events involving the construction industry that took place in Northern Italy. The main findings show that: (i) mafiosi are skilled at smoothing social relations, enlarging and consolidating opaque networks predating their arrival; (ii) they give rise to different types of mutual exchanges and network structures.

Purpose This paper aims to examine the trajectory of public management reforms in Italy. This experience indicates the complexity of managerialism in countries with a legalistic system and where public administration cultures have been, and continue to be, embedded in politics. Design/methodology/approach The analysis of managerial reforms in Italy was carried out with a documentary analysis. In addition to official reports and acts of parliament, the analysis was based on monitoring the government websites and innovative channels (e.g. Facebook) which communicated the progress of the later reforms. Findings The paper shows how modernization of public services has been a continuous priority in the agenda of the Italian Government across four phases: an early attempt in the late 1970s; a lively, phase for Italian managerial reforms in the 1990s; a later advocacy in the 2000s of a specific new public management (NPM) element – performance management; an after-crises reform aimed at reducing public expenditure. Originality/value The paper takes a historical and long-term perspective to analyse the success and failure of NPM reforms implementation in Italy. Differently from previous studies, this papers analyses NPM reforms in a longitudinal perspective, to show how the legalistic culture of Italy continues to affect the implementation of NPM reforms.

Purpose The aim of this case study is to review the in-depth (and successful) investigation carried out in 2016 by the Italian Competition Authority [Autorità Garante della Concorrenza e del Mercato (AGCM)] on a nation-wide (multi-lot) framework agreement for consulting services. We also critically assess the tender design and emphasize which dimensions may have facilitated the uncovered anticompetitive agreement. Design/methodology/approach The case study borrows from the official Antitrust Authorities’ findings and from the tender documents to paint a comprehensive picture of the cartel’s strategy. Findings The case study emphasizes that AGCM’s the “conjectured logic” of the cartel’s behaviour (endogenous evidence) did coincide with those pieces of evidence seized by police forces for criminal crimes at the cartel members’ premises (exogeneous evidence). This infrequent feature of bidding rings investigations underlines the importance of theoretical as well as practical analyses of cartels’ behaviour in public procurement markets. Social implications As the antitrust investigation was triggered by a confidential report sent by the awarding authority (Consip, the Italian national central purchasing body), the case study also emphasizes the importance of informal as well as formal co-operation between awarding authorities, especially central purchasing bodies, and competition authorities. Originality/value The case study belongs to a small set of applied research papers attempting at building a bridge between public procurement design, particularly of sizeable framework agreements, and the mechanisms devised by cartels to “game” procurement procedures. All this is accomplished by looking at all design dimensions that were exploited by cartel’s members.

The article considers the issue of the implementation of the project approach in the public service system of the Republic of Kazakhstan. The main legal acts, methodological norms regulating project activity are studied. The authors analyzed the main stages of project activity and international experience in the use of project management in such countries as Germany, Japan, USA, Italy and others.The methods of scientific analysis used, such as content analysis, “SWOT” analysis and others, allowed to identify the main unaccounted risks and factors that have a negative impact on the effectiveness of the decision to use the project approach in the activities of state bodies of the Republic of Kazakhstan. The paper proposes measures to neutralize threats and weaknesses in the implementation of project management, and also identifies opportunities and strengths that give impetus to the development of the project approach. Within the framework of the research, scientific works devoted to project management, evaluation of the effectiveness of project activities, practical application of the activity organization tool, as well as the conditions for the success of the project approach in public service were studied. A large base of scientific research in domestic and foreign science confirms the relevance of the research topic, and the widespread use of this method in almost all areas indicates the effectiveness and effectiveness of the project approach. The purpose of the article is to analyze and identify the risks of the process of implementing the project approach in the public service system of the Republic of Kazakhstan. The research hypothesis: the proposed risk reduction measures will accelerate and complete the process of implementing project management in the public service system of Kazakhstan.

The debate on public real estate enhancement is prominent and requires innovative strategies to assure economic and social sustainability. This article aims at systematizing the currently available methods and tools of public property enhancement in Italy, proposing a system of criteria to support the public administration (PA) in the decision-making process when managing public real estate enhancement oriented towards public utility. Namely, this article considers and assesses consolidated and innovative public real estate enhancement methods and tools currently available to the Italian PA according to the “endogenous criteria” of the real estate tools and “criteria of purpose” of the public administration promoting the enhancement process. The final aim is to support the decision-making process of PAs and help both public and private actors in grasping and managing the complexity of public real estate enhancement. An overview of the literature and of reference laws on public property enhancement builds the research framework, together with a path of research, dialogues, and fieldworks with the Italian State Property Agency (Agenzia del Demanio). The decision-making process of PAs for selecting a suitable enhancement strategy or tool should rest on endogenous criteria and criteria of purpose. Specifically: (i) the distinct technical features of each public asset; (ii) the public utility aim that the public entity intends to pursue; (iii) the needs of the community (i.e., the demand); (iv) the skills available within the PA that promotes the strategy.

Abstract This article seeks to understand the reasons for the persistence of corruption in the Brazilian federal government, despite strong public accounting and financial control systems in the country. More than two-thirds of the states in the world, including Brazil, face the challenge of plundering public finances by political, economic, and bureaucratic elites. In this context, the exclusive use of the dominant approach of economic theories for the structuring of public control systems is limited. It is more appropriate to consider corruption as a problem of collective action. Hence, the theoretical reference chosen includes Bourdieu’s theory of practice and Tocqueville’s and Ostrom’s collective action theories, as they have been understood respectively by Mungiu-Pippidi and Rothstein. The methodological strategy adopted is an exploratory analysis of the cases of contemporary day Brazil, based on the lessons learned from nineteenth-century Sweden, and Italy in the 1990s. The results indicated that overcoming systemic corruption requires more than control systems. It demands, at least, a trigger to disrupt the perverse social imbalance, institutional capacity to offer normative effectiveness and a cohesive and active civil society.

In the Roman world, slavery played a crucial role. Besides private slaves, owned by individual masters, and—from the beginning of the Principate—imperial slaves, who were the property of the emperors, there were also the so-called public slaves: non-free individuals who were owned by a community, such as the Roman people as a whole in Rome (serui publici populi Romani), or the citizen body of a colony or a municipium in Italy or in the provinces (serui ciuitatum). Public slaves in Rome were employed for numerous public services and acted under the authority of the Senate as assistants to public magistrates, officers or priests. Similarly, in Italian and in provincial cities, they juridically depended on the decisions of local councils and performed various activities within the civic administration, beholden to the magistrates.

Purpose Public Administration complexity derives from the dual character of the public sector, that is to be a means of delivery and an element of societal self-governance. The bureaucratic framework is a way to address this tension, while simultaneously public administration needs to focus on a more processual view of the organization to improve service quality. Training could be a key point to sustain such a transition, by focusing on customer orientation. The purpose of the study is to explore whether a training device focused on customer orientation could develop employees’ theory on organization as being process-oriented, i.e. “organizing”. Design/methodology/approach The longitudinal study is on a training case study in Italy. Participating in the training course were 34 employees belonging to 16 Public Administrations. Data on participants’ organization representations were collected at the beginning and at the end of the course through the SWOT matrix. Data analysis used a quali-quantitative approach. Findings Findings show a shift to viewing the service organization as a process implicated in uncertainties and unpredictable events rather than the realization of an ideal model. Originality/value The study contributes to highlight the need for a practical focus on the conceptualization of organization in training, as the term “organization” is often under described or treated as an end in itself.

Abstract The idea for this special issue was to contribute to the international literature on public sector accounting from a Latin-American perspective, exploring which forces influence Public Sector Accounting and Finance (PSA&F) artifacts and concepts in Latin America, and how they occur. There is evidence that later influences from countries such as Italy, the United Kingdom, the United States, and New Zealand played a role in PSA&F developments in Latin-America. However, the roots and the associated effects (e.g., recent innovations, resistances, decoupling) of PSA&F are still unanswered questions. Such ‘recent innovations’ on public financial management processes include but are not limited to accrual accounting, convergence towards IPSAS, risk assessment, auditing, and budgeting. This special issue contains four articles capturing different perspectives of influences and mechanisms of PSA&F in the region.

Historians have studied the intellectual relationships between Walrasian eco-nomic thought and the Italian tradition with a primary focus on nineteenth-century economic thought. Nevertheless, in the 1960s heated controversy over Walras's capitalization theory, prompted by Sraffa (1960) and, even more, by Garegnani (1960), developed in Italy. This paper aims to reconstruct that debate to illustrate that, even during such a period of critical reappraisal, a number of Ital-ian economists held a fundamentally sceptical attitude towards a criticism of Walras's scheme.

To induce innovation in the public sector, Directive 2014/24/EU encourages internal and external consultation during the procurement process. However, little is known regarding the prominence of these practices. Determining the extent of knowledge sourcing in innovation procurement across 28 European countries, this paper presents an institutional cluster analysis, examining heterogeneity across knowledge sourcing activities, procurement areas, and tender innovation outcomes for 1,505 public procurers from 2008-2010. Building upon existing taxonomies, three types of procuring agencies are identified: Large collaborative agencies practicing public procurement of innovation (31%); supplier-focused pre-commercial procurers (20%); and direct procurers at the municipal level (49%). Validation supports this heterogeneity, using innovation outcomes and policy drivers. At the country level, Spain, the United Kingdom, Italy, Germany and Poland are most represented in respective clusters. Findings enable predictions regarding impacts on agencies and innovation from the new public procurement directive's translation into national law by Member States.

The Eurozone crisis has worked as a forceful external factor for activating a series of fiscal and structural adjustments in the countries of the EU periphery. Public administration was a key reform area and has undergone notable transformations under the fiscal consolidation programmes. This paper aims at identifying the impact of the crisis on public administration with a focus on southern Europe. It reviews and compares the goals and the outcomes of the administrative reform programmes that were implemented in Greece, Italy, Portugal and Spain during the crisis. This cluster forms a distinct administrative paradigm emanating from the Napoleonic state tradition. The relationship between administrative tradition and administrative change or persistence is explored in a historical institutionalist perspective. The findings identify similarities, divergences and variations across and within the Southern countries, also suggesting that while certain changes occurred, the Napoleonic features of the southern administrations remained largely untouched by the reform programmes.

The administration of Justice in Italy has raised difficult problems, due to the high number of judicial proceedings pending before judges. Usually it takes three years for the first degree, other three years for the appeal, two years for the Cassation. Among other devices, the Minister of Justice has improved any kind of ADR. Arbitration is the most important because is a (private) proceeding equaled to a judicial one (see Order of Cassation, October 25,2013,n. 24153). The Minister has created a Commission for studying and proposing means of expansion of ADR in order to reduce the charge of judges. Mediation, conciliation, settlement agreements (particularly in family matters) are already very frequent, but the situation should be improved. The proposals suggested to the Minister (and to the Parliament) by the Commission concerning arbitration were: introducing arbitration in labor litigation; possibility of immediate appeal before the Court of Cassation on the grounds of invalidity of the award; including into the Code of Civil Procedure the rules concerning arbitration for disputes between shareholders; extending arbitration for settlement of disputes between private subjects and public Administration are only some of the devices for reaching a speed and technically reliable solution of the conflicts.

Competing Value Framework (CVF) is a framework used to assess organizational culture in public administration and it is widely used in health services research to assess organizational culture as a predictor of quality improvement, employee and patient satisfaction, and team functioning. At present the CVF framework has never been tested in contexts where reforming action is vague and is characterized by changes and continuous reflections on the changes introduced. The present study try to fill this gap analysing how CVF works in a context characterized by continued uneven homogeneous reforms. The paper has theoretical and practical implication depicting also suggestions for politicians.
