Abstract. The article deals with the peculiarities of public administration in the field of intellectual property and the conceptual foundations of its procedures in the countries of the European Union. The conceptual foundations of the formation and development of public administration procedures in the field of intellectual property in the countries of the European Union are revealed. The pluralism of approaches to determining public administration procedures in the field of intellectual property in the European Union countries is analyzed. The legal framework of public administration procedures in the field of intellectual property in the countries of the European Union is presented. A modern analysis of the legislation of the European Union for the Protection of Intellectual Property Rights, including: copyright and related rights; protection of rights to inventions; utility models; industrial designs; brands; geographical indications; branded names; plant varieties; layout of semiconductor products; commercial secrecy; as well as legislation on civil law and customs ways to protect intellectual property rights in the European Union, the practice of application. It is established that in the national legal systems of European countries the regulation of public relations in the field of intellectual property is given considerable attention. At the same time, neither universal international treaties nor national legal regulation in the field of intellectual property can ensure the effectiveness of legal protection of the results of intellectual creative activity. The acts of the European Communities on Public Administration in the field of intellectual property are analyzed. The process of improving public administration procedures in the field of intellectual property in the countries of the European Union is analyzed and the legal framework of this process is presented. The conclusion was made on the relevance of the study of problems of public administration in the field of intellectual property in the countries of the European Union. Of the Sixth Republic's many policies, the northern policy is most successful. The term, "northern policy" includes all the diplomatic activities and policies to improve relations with the communist countries-the Soviet Union, China, and other East European countries. There are some backgrounds in implementing this policy. In domestic dimension, weak legitimacy of the Sixth Republic and nationalistic desire for reunification of divided nation became a significant background. Economic difficulty-especially the stagnation of exports can not be overlooked as well. From international perspective, Gorbachev's new thinking and change of American Foreign policies are a significant background. As everyone knows, northern policy gives rise to noteworthy achievement in many fields. But there are also various obstacles to implementation of northern policy. South Korea has legal obstacles, such as a security law and various political obstacles. Political and economic situation in socialist countries raises serious problems. International political situation is more or less helpful to implementing northern policy. Drawing upon the above-mentioned obstacles, I would like to suggest how South Korea should approach socialist countries. First, the existing alliance system in Northeast Asia should be taken into account. Second, due attention should be paid to the national interest of all countries concerned. Third, South Korea should not seek isolation of North Korea by pushing nothern policy. There are other ways to approach socialist countries, but I emphasize non-governmental contacts.

The purpose of this article is to characterize the current trends in public administration research in European countries. Methodologically, the article is based on the content analysis of the leading journals in the field of research of the theory and practice of public administration in European countries. The journals, which form the basis for the analysis of the subject area of the European science of public administration, are a theoretical and methodological platform in the field of public administration, which serves as a unifying framework for scientists and practitioners interested in the public sector and public sector management. Analysis of current trends and research provides a factual basis for decision-making, presents an accessible format, and encourages discussion. Journals on public administration in European countries are an institutional whole, not the least role in the stable significance of which is played by the «hypothesis — method» bundle, which does not allow writing and further publishing articles of a proveless nature. A total of 410 articles from six top journals (1–39 place (Q1) Scimago Journal & Country Rank) for 2017–2020 were analyzed. The analysis of articles shows that most of the journals are aimed at publishing articles of an analytical, methodological, and theoretical nature on five main topics: theoretical and methodological approaches to the study of public policy and public administration; national public political events and processes; the European Union as an actor in regional and international affairs; institutions, politics, and political processes in the European Union and other countries of the world; state policy of interaction between the European Union and other states, as well as comparative studies related to multidimensional issues of public administration. The practical result of the article is the formation of a pool of hypotheses for the study of public administration in conjunction with specific methods that allow these hypotheses to be tested. The reviewed articles reflect a steady interest among scientists and practitioners in understanding projects, the effectiveness of public policy instruments, and the organizational level factors that make it possible to implement them. They reveal how public policy embodies broader trends in society in terms of new regulatory approaches, initiatives, and mechanisms.

The financial crisis has been ongoing from beginning of year 2008 and we still have not reached a point of recovery throughout the European Union. Many European countries, such as Greece, Portugal, Ireland, Spain and Cyprus, received the financial help of international organisations (notably the International Monetary Fund, the European Central bank and the European Commission). Taking into account the public interest as the ultimate goal and objective of the system-wide reforms arising from the start from the financial institutions, namely banks and other financial institutions, it is important to analyse whether the wide economic and social reforms which are still reshaping the democratic setup of these countries really met the public interest objectives. Thus, this article deals with first and foremost the definition of public interest in financial services.

Over the past 40 years, the service sector has become the dominant area of market economies. The public sector and services financed from public financing represent a specific group within the services sector. This paper aims to evaluate the efficiency of EU countries and find the extent to which the volume of public services (and the respective financial allocations) can have an impact on selected economic indicators. To this end, the efficiency of public expenditure in five areas of public services (general public services; health; education; social protection; and recreation, culture, and religion) in 2009 and 2016 was evaluated in relation to selected economic indicators (GDP per capita and employment in services). In addition, the efficiency of public expenditure in EU countries was evaluated in relation to the size of the public sector and traditions of public administration. For cross-country analyses within the 27 European countries, data envelopment analysis and the input-oriented variable returns to scale (VRS) model were applied. The results demonstrated that in 2009, 13 out of 27 countries were efficient as opposed to 2016, where only seven countries were efficient. In countries with bigger size of public sector, the efficiency of public expenditure on services was not established. However, there was a similarity in the efficiency of public expenditure on services between groups of EU countries regarding the tradition of public administration.

Abstract The Digital Agenda for Europe 2020 has more objectives from increasing the participation of its citizens and consumers in the digital society to creating a fully interconnected society. These objectives can be supported through a high degree of digitization achieved at public administration level and an increased performance in delivering public services. Cloud computing is one of the ICT areas with a fast growth in the last years that presents a big promise for achieving the objectives of the Digital Agenda for Europe 2020. This paper aims to present what cloud computing is and how it can help the public administration to increase its performance. From Infrastructure as a Service continuing with Platform as a Service and moving up to Software as a Service each level of cloud computing is presented in here with its strong and weak points and how it is suitable for a given use case in public administration. The challenges and the risks of moving to cloud and the differences between public, private and hybrid cloud are also presented in the paper. The research done by the author is both theoretical and literature review and combines knowledge from different areas. An analysis and examples of cloud computing approach and implementation in several European Union countries are presented in this paper to facilitate the understanding of the subject. Cloud computing can help public administration to decrease costs, standardize services in different locations, integrate public resources and provide a higher transparency in the government act.

There is no housing policy at the level of the European Union. Therefore, it is the domain of national options. There are also big differences between individual Member States. Despite that, the basic feature of the housing policies has been privatisation in most European countries over the last twenty years. It means transferring the responsibility for housing provision from the state to the market and formation of financial networks within which an individual can provide his or her housing. In nearly all EU Member States, including Slovenia, a major volume of selective allocation of housing construction for the market and a higher level of housing quality are noticeable. The purpose of this paper is to present the housing policies and the housing market conditions in Slovenia, Great Britain, Germany, Sweden and Spain. On the basis of the comparative analysis of the selected countries, we tried to present characteristics, differences or similarities in the housing standard. They are reflected in the quality, availability and accessibility of the housing stock. The democratization of the countries in Central and Eastern Europe (CEE) has also included the reform of inefficient public administration. At the same time, these reforms have been accompanied by the aspiration for a membership in the European Union. The administration has been transformed according to a number of principles that make up the framework of the European administrative area. Along with these processes, there were established public agencies, a body taken over from the developed countries, and created during the reform of the New Public Management. The countries in transition have gone through an extensive and rapid process of agency. Due to a high level of autonomy after the formation of agencies, i.e., after certain tasks have been transferred to their competence, it is difficult to effectively control their work. The public interest is threatened by the non -transparency of these bodies. Their existence also affects the basic principles of the European administrative space and turns the reform against itself. It is certain that the mass establishment of a new body in the system of public administration brings uncertainty in terms of effects. It has turned out that foreign experts, without knowledge of the administrative tradition of the socialist countries, as well as domestic politicians who wanted accelerated reform, also contributed to that.

This article provides an overview of European minorities’ language rights in the administration of justice, public administration, and public services in 2019. Relevant legal developments are presented in the activities of the major international organizations, i.e. the United Nations, the Organization for Security and Cooperation in Europe, the European Union, and the Council of Europe. Since the most relevant treaties on the language rights of minorities in Europe are the European Charter for Regional or Minority Languages and the Framework Convention for the Protection of National Minorities, special attention is paid to the implementation thereof. Whereas international monitoring mechanisms devoted to the effective protection of minorities are abundant, language rights of national minorities receive less attention, especially in the fields of official language use, that is, in public administration and justice. The regulation of these areas has been traditionally considered as almost exclusively belonging to the states’ competence, and international organizations are consequently reluctant to interfere. As a result, the official use of minority languages differs in the various countries of Europe, with both good practices (e.g. the Netherlands, Spain, Finland) and unbalanced situations (e.g. Estonia, Ukraine, Azerbaijan).

The article examines the formation of the statehood in independent Georgia. The authors study the history of the formation of the Georgian state over the past 30 years, noting both objective factors that hinder rapid economic development and recovery, as well as the obvious mistakes of the country’s authorities. One of the most crucial Georgia’s problems is still the demographic problem, the economic recession after the collapse of the Soviet Union was one of the deepest, the geographical conditions of the country force the government to invest much to infrastructure, and in the field of foreign trade, Georgia has a significant negative balance. Despite the listed difficulties, after the 2008–2009 crisis, the country showed positive economic dynamics and recovery rates. The authors emphasize that the quality of public administration in Georgia is much better than in many other post-Soviet countries; they associate this with the ongoing reforms and close cooperation with the European Union. After 2012, a special work was carried out to create a system of professional and politically neutral civil service together with a reform to reorganize local self-government, which allowed the citizens of the country to have greater influence over local government policies. The authors conclude that the progress in the field of state institutions, against the background of unfavorable economic conditions, deserves a particular study.

The article aims to analyse the local autonomy in three groups of Member States of the European Union in transitional perspective. The examples of the Member States with experience and administrative tradition could inspire for concrete measures in strengthening local autonomy. At the same time, the states from the ex-socialist space represent a model in overcoming communist regimes and building the local layer and free organisation of the local public administration. In the same context, the particular development path of the Baltic countries become relevant. The experience of different categories of European countries highlights concrete lessons learned or valuable experience that can be treated as good examples for other countries in the region. The local autonomy development process in each country is influenced by certain factors, both internally and externally. For a comprehensive view in research elaboration were applied several scientific methods. The juridicallegal perspective of the topic was ensured due to exploring of legislative, normative and methodological materials regulating local autonomy and local public administration in the analysed countries. Comparative method was useful in terms of analysing the same countries of a certain European groups, but also between different groups. The bibliographic analysis supposed studying foreign scientific literature and the domestic sources. The actuality of the research topic relates to the importance of the local autonomy in the context of local development and the increasing significance of the local public administration. The European models and the lessons learned from their experience are absolutely relevant in the context of the transition systems in the region such as Eastern Partnership countries. In conclusion, the simplicity of the local administrative system in terms of one layer of local administration, allows for a transparent and direct implementation of functional autonomy, as is the case of the Baltic countries. For ex-socialist states concrete reforms and fast measures had worked efficiently. The European countries with administrative tradition apply a hybrid style of local autonomy, regionalisation becoming an increasingly widespread practice.

Good governance promotes the fundamental grounds of participation and democracy in contemporary public administration, whilst institution building and the (in)effectiveness of public administration is linked to economic growth. This synergy brings forth sheer implications on the sustainable economic development. On this composite setting, the paper examines several fundamental credentials of public administration in the European Union (EU) countries, in relation to economic development, but also poverty, research, and development support, as representative socio-economic credentials. The empirical analysis is based on data covering the 1995–2017 lapse of time, processed through three econometric procedures, namely robust regression, structural equation modeling, and Gaussian graphical models. The main results emphasize that there are significant joint implications of public administration on the considered socio-economic dimensions. General government spending and, particularly, the environmental support, have positive implications on the European Union economies, leading to significant increases in the Gross Domestic Product (GDP) per capita and downsize in poverty risk (more emphasized in regard to the government expenditures than the environmental protection). Overall, the quality of governance in EU countries requires an additional effort dedicated to leverage good public governance in order to support the long-term economic development.

Public procurements are accounted for nearly one fifth of Gross Domestic Product in the European Union. Accordingly, the efficiency of public procurements has received immense attention of scholars and practitioners in the last few decades, particularly in the field of measuring a cross-country efficiency among the EU Member States. Nevertheless, the extant matrix is based solely on the outputs, thus capturing only a portion of determinants affecting the efficiency. Up to date, very little has been done in comparing the input-output efficiency. This paper aims to develop a set of input and output determinants of public procurement efficiency and compare the efficiency of public procurements of EU Member States. The results indicate that the efficiency based on input-output analysis significantly differs from any current analysis of procurement efficiency.

The article studies the issues of state formation of the Republic of Latvia after gaining independence. The authors note that Latvia has retained the features of the normative legal regulation of the period of its independence as it was in 1918 and until the country became a part of the USSR. Today, as a member of the European Union, Latvia is oriented towards modern European standards of state-building. The ongoing administrative reforms are aimed at observing the rights and freedoms of citizens, achieving openness and sustainable development, and introducing digital technologies into state and municipal administration. The authors also note the low involvement of citizens in the processes of state and municipal administration, while municipal authorities maintain a fairly high level of trust among citizens. Analysis and optimization of processes, elimination of duplication of actions among state institutions, as well as reduction of the administrative burden have become an important part of the work of public administration. Also, according to the plan for reforming public administration, the quality and availability of public services for the population are constantly improving.

Abstract Good Governance presents the contemporary trend of managing public affairs worldwide. This concept is promoting the basic elements of subsidiarity, participation, and democracy in modern public administration. Presented article is focused on the evaluation of Good Governance development in the European Union countries in the long-term, in the period 2007–2017. The evaluation is based on the application of multiple criteria decision-making methods, concrete The Technique for Order Preference by Similarity to Ideal Solution. The original data used in the research were the values of Worldwide Governance Indicators monitored and processed by the World Bank. The article presents a complete assessment of European Union countries according to the level of Good Governance. There are identified countries that have been successful in this area in the long-term, in particular the Nordic countries - Finland, Sweden and Denmark. On the contrary, there are countries that show greater shortcomings in terms of Good Governance as Romania, Bulgaria or Greece. The European Union countries were also grouped into clusters and the overview of rankings of individual countries for the period 2007–2017 was completed.

European integration and the identification of obstacles to full membership in the European Union. Design/methodology/approach: The methodological and theoretical basis of the article is the fundamental provisions of economic theory, the works of scientists and economists in the field of international economic relations and integration. Findings: The article explores the problems of Ukraine’s integration into the EU. The study analyzed the attitude of Ukrainians towards European integration, identified the main arguments for and against accession to the EU countries, as well as the main internal and external threats of the integration process. It has been determined that in recent years the proportion of the population that has supported Ukraine’s accession to the EU has significantly increased. From the integration into the EU, Ukrainians primarily expect to expand the space of their own capabilities and the country's internal development in accordance with modern world trends. It is concluded that the population considers a high level of corruption in the country, problems in the Donbass and the inefficiency of public administration as the main obstacles to this process. Most residents of Ukraine consider it necessary to implement European reforms, but the consequence of their implementation has identified significant problems in terms of their real social effect. It is determined that Ukraine in some macroeconomic indicators lags significantly behind the EU countries, continues to lose its position in the global ranking of countries in terms of economic competitiveness, and remains one of the poorest countries in Europe. A significant problem for the development of Ukraine is the labor migration of the population and, in particular, the increase in the number of illegal migrants - Ukrainians in Europe. The main achievements in the implementation of the Association Agreement between Ukraine and the EU are analyzed and the main threats to the further European integration are identified. It is concluded that Ukraine needs to develop its own “action plan” for the possibility of realizing national interests, taking into account the interests of the parties involved in the integration process. Originality/value: The mood of Ukrainian society, the current position of the state, the main obstacles and priorities that Ukraine faces on the way to the EU have been analysed in detail.

We live times where modernization and electronic communication is the unique key to simplifying our daily lives. The electronization of public administration is important for all states and should be one of the priorities. It turned out mainly in the time of COVID-19 pandemic. This article will therefore focus on defining the development digitalization of public administration in the Czech Republic and describing its possible development in the future, especially of digitalization of tax administration in the Czech Republic. This article also aims to summarize state of public administration in selected member states of European Union. Based on that a comparison, the authors will evaluate how the Czech Republic is doing in comparison with the selected countries.

Support of social entrepreneurship is a promising area of economic and social development of Ukraine, while the domestic regulatory framework does not define the concept of social entrepreneurship, and therefore the formation of the necessary mechanisms of public administration to support it is problematic. This study analysed the understanding of the concept of “social entrepreneurship” in regulations and official documents of the European Union and EU member states, such as Belgium, the Czech Republic, Denmark, Romania, Slovenia, Finland, and the former UK member states; the common elements of this concept are established and the author's definition of social entrepreneurship is formulated as a proposal for use in the Ukrainian system of public administration and relevant regulations; the legal basis for the regulation of social entrepreneurship in the above countries is outlined for use in further research to determine the necessary mechanisms of public administration in the field of social entrepreneurship in the reintegration of servicemen, veterans of ATO / JFO and their families.

It should meet contemporary European standards and principles of appropriate administration where management is considered to be the assemblage of contemporary principles, methods, methodologies and technologies as well as the means and forms of administration, aimed at raising activity effectiveness of institutions, organizations, enterprises, etc. Being focused on maximum effectiveness, modern administration reacts adequately at social, political and economic challenges using a wide range of means for pragmatic adaptation to social practice. Marked by a global crisis, the recent years of the world development have determined the total reconsideration of many aspects of public reality leading to reaffiliation and even to development of new paradigms in the administration decision making. The new consideration have focused on several problems -gender problem being one of the most important and essential not only for the countries of the former Soviet Union but for the countries of western democracy as well. The targets of sustainable development adopted at UN Summit for the period from 2015 to 2030 are the key directions of countries development. The goal of reaching the gender equity is the fifth of them. It was found that today Ukraine is not ready to introduce a decentralized system due to shortcomings in budget planning and non-transparency of public financial management. In case of its introduction in the management system of EU funds of Ukraine, it is advisable to develop a preparatory stage for a decentralized management system of EU assistance resources, which will ensure an independent audit of Ukraine's external assistance management system. Based on the results of the audit, it is necessary to determine the responsible state institution that will carry out the overall coordination of the decentralized system in the subsequent stages of its implementation. An urgent challenge for modern Ukraine is the ability to develop a national research and innovation strategy in line with the best EU models. To date, Ukraine lacks a comprehensive systemic vision for the development of science, technology and innovation, and dialogue with civil society and the expert community is somewhat of a formality. The plans and proposals submitted by the Ministry of Education and Science and the Ministry of Economic Development, Trade and Agriculture need to be properly coordinated. After all, such inconsistency of actions of government structures is also reflected in the quality and effectiveness of the legislation of Ukraine, increases the time of adoption of laws in the Verkhovna Rada. In this regard, cooperation between the three committees in particular needs to be significantly improved, namely: the Committee on Education and Science, the Committee on Informatization and Communications and the Committee on Industrial Policy and Entrepreneurship. Promoting cooperation and integration with the European Union will allow the citizens of the respective partner countries to adapt European values faster, increase people's awareness of the experience and prospects of EU countries, and significantly strengthen their self-identification as Europeans. The importance of the role of the Eastern Partnership in security issues for both the EU and the countries participating in the Eastern Partnership should be emphasized. The problem of research is very current for several reasons. Namely, the dominant approach on the basis of which are based all have developed and established theories of European integration, developing modern theories of international relations is a realistic basis. Neo-functionalism, inter-guvernmentalism , neo-liberalism, institutionalism (in most of its variants) as the most developed branches of the theory of European integration, despite differences in their settings to keep the basic premise that states are rational, unitary actors, whose interest stems from the assessment of their position in the system of states. For our study caused a special interest model of constructivism using Habermas theory of communicative action according to which entities in mutual interaction is open to other arguments and their validity appreciate having regard to the outgoing reasons and norms on which they are based, thereby seeking consensus as a common goal. Apply to the European Union, this approach allows European institutions were perceived as a place of discussion to reach consensus on solving common problems, rather than just the arena for bargaining. Functional adaptation to the numerous petitions which sets the European Union , requires thorough and integrated activities in the economic, institutional, administrative and legislative spheres. This process should be understood as a continuous, painstaking and long process, not a single radical surgery. Republic of Macedonia, as countries aspiring for membership in the European family must meet the political and economic criteria and to adapt political institutions in the country with those of the European Union and their needs and requirements. The aim of this paper is to perceive the key features and trends in the politics of enlargement and to make a comparison between the policy of expansion applied in the process of accession Central and Eastern Europe and the policy of expansion in the process of stabilization and association, with special emphasis on the Republic of Macedonia. Of course, previously been necessary to develop theoretical and practical approach to the concept of policy integration, development and its major elements and modalities.

The example of Croatia will show the potential of the former socialist state for such reforms and how important reforms are on the road to the European Union in the XXI century. Through the analysis of relevant literature and a comparative method, there are presented the reforms of public agencies being implemented in selected countries since their first appearance till nowadays. This paper focuses on the process of creation and development of public agencies in Sweden and Croatia, as members of the European Union, whose development of a public administration differs significantly, all in order to answer the questions: How much do public agencies contribute to decentralization? Are these bodies necessary for the approach and accession to the EU?

Recently many European countries have incurred crises in public finance despite the fact that EU institutions have pushed the national governments toward the sustainability of public finance with compulsory and voluntary rules regarding fiscal governance. This paper investigates the relations between the quality of fiscal governance and the financial virtuosity of national fiscal policy. We proposed a general framework for analyzing the fiscal governance issue and we empirically tested the correlation between the dimensions of fiscal governance and the budgetary performance of EU countries. The results showed a positive correlation between the quality of fiscal governance in the EU countries and financial surplus in the period concerned. However further investigations are needed and an effort should be made to collect uniform data on fiscal governance in the European Union.

The increased final consumption exacerbates the problem of the scarcity of natural resources and leads to environmental pollution. The concept of circular economy, which implies the formation of closed-loop chains of production and consumption with maximum regeneration and recycling of materials, is considered as an alternative to the firmly established “linear economy” (take-make-dispose). As a part of sustainable development strategy, the European Union adopted a general policy on the transition to a circular economy. However, for objective reasons, such transition is quite uneven at the level of member countries, which adversely affects the total progress. Therefore, the need arises to assess the positions of individual countries and identify major reasons for the uneven transition to support the countries that are lagging.The goal of the study is to identify the factors of uneven progress of the EU countries towards a circular economy. For that reason, a set of empirical data (20 indicators) has been compiled; cluster, classification, and parametric analyses have been conducted. As a result, three clusters of the EU countries have been obtained and six indicators, included into combinations that make all clusters different, have been identified. These indicators can be interpreted as the key factors contributing to the uneven progress of the EU countries towards a circular economy. The difference in harmonic means by clusters allowed quantitatively estimating a “circular gap”. It is of practical value for the EU policy aimed at bridging the gaps between member countries during the transition to a circular economy.

The purpose of the article is to study the essence and stages of strategic analysis in ensuring economic security. Research methods: the use of system-structural method and the method of generalization allowed to analyze the general trends in the use of methods of strategic analysis. Using the dialectical method of scientific knowledge, as well as methods of analysis, synthesis and abstraction, the content and purpose of the research problem are clarified, its main features and structure, as well as the relationship with systems analysis are determined. Results: these methods of strategic analysis significantly increase the efficiency of forecasting the development of situations in the field of economic security due to the possibility of compiling a SWOT-analysis, PEST-analysis, etc. Discussion: in order to improve the system of strategic analysis, it is necessary to involve certain independent think tanks. Such think tanks should work closely with the authorities and be partially funded by the Government of Ukraine to obtain any necessary analytical information from them. Thus, the key issues of economic security are: the system of forecasting management activities; the process of research and analytical examinations; development of information and analytical products and their distribution; professional activity of specialists, professionals, analysts. Given the above, we conclude that the strategic analysis of public administration in the field of economic security is aimed at providing quality information to public authorities, and its improvement is impossible without studying the methodological principles of its formation. Analytical centers provide a link between government and civil society; represent and protect public interests; evaluate power and its decisions and formulate alternative policy proposals. Analytical centers are involved in the formation of European policy, promote better public understanding of EU regulations and decisions. The establishment of a domestic network of think tanks according to EU standards, which will be actively integrated into Euro-Atlantic networks of think tanks, will help find additional reserves to improve the mechanisms of strategic analysis in the field of economic security and state policy on effective forecasting and analytical support.

Profit shifting is more significant for developing countries since their tax revenue relies heavily on corporate income tax. The introduction of CbCR of the OECD/G20 BEPS Project is perceived to enhance transparency for tax administration, expected to help developing countries overcome this problem. However, using CbCR and its information is subject to various conditions and constraints. Calling for the implementation of public CbCR has been persistent further by non-government organizations (NGOs). Public disclosure is hoped to increase transparency and keep aggressive tax planning behind. Several initiatives have applied public disclosure of CbCR. This paper aims to review the current regime of CbCR in Indonesia. It then studies the existing implementation of public CbCR in the European Union as examples of public CbCR in practice. Further, this study discusses the potential benefits, challenges, and risks of public disclosure of the CbCR from the perspectives of developing countries.

Evaluation cultures and evaluation capacity building vary greatly across the European Union. Western European countries, such as Austria, Germany, Denmark and Sweden, have been termed as leading countries in the evaluation as they have built up well-established evaluation cultures and carry out systematic evaluations of programmes and institutions. In contrast, in Central and Eastern European (CEE) countries, efforts continue to establish evaluation practices and further develop the current evaluation culture. In Hungary, for example, an established research and innovation evaluation practice does not exist, not one specifically considering gender equality in research and innovation evaluations with the exception of research and innovation programmes financed by the EU Structural Funds. Based on the results of a Horizon 2020 project, we apply a context-sensitive evaluation concept in Hungary that enables program owners and evaluators to develop a tailor-made design and impact model for their planned or ongoing gender equality interventions. The development of this evaluation was based on a thorough analysis of the literature and 19 case studies, building on documentary analysis and semi-structured interviews. The article shows that this evaluation approach is applicable also in countries with a certain catch-up demand of the existing overall evaluation culture. The special feature of the presented evaluation approach is, on the one hand, that the evaluation is context-sensitive. On the other hand, this approach makes it possible not only to depict effects on gender equality itself, but also to anticipate effects on research and innovation. Such effects can, for example, be a stronger orientation of research towards societal needs, which makes it particularly interesting for private companies.

IT WAS ASSUMED BY AMERY THAT THE BRITISH CONSTITUTION WAS AN important topic for study and something which might require further reform, because with the rest of his generation he took it for granted that the Constitution was itself wholly under the control of the British people through their indigenous institutions. Parliamentary sovereignty could only be understood in the light of sovereignty in the sense of political independence. At the time he was writing the importance of this basic concept had been reinforced by recent experience. Many European countries had lost their sovereignty through the imposition of German rule and had only had it restored to them by a massive military effort in which Britain had played no mean part. In their turn, the victorious allies had deprived Germany of its sovereignty and were through the occupation regimes starting on a path which it was hoped would lead, as indeed it did, to a Germany purged of the Nazi virus.

ABSTRACTThis paper discusses the prospects of Greece, Portugal and Spain completing stage 1 of the Delors plan. Much of the academic literature on the removal of capital controls seeks to extend the experience of the ERM countries in the 1980s. We argue that its applicability for southern Europe is not straightforward, because these countries have not had the same experience of operating the ‘old’ ERM with capital controls, and examine the implications for these countries of removing capital controls for macroeconomic, and especially, fiscal policy. Intermediate institutional arrangements may be necessary and we consider how EC-wide measures may help these countries in this transitional phase. For the next phase of European integration, the focus of the EC should be on developing appropriate public institutions at the European level to promote positive integration.

Smart specialisation is now a major idea behind the European Commission’s cohesion policy reforms in the field of innovation, and it must be applied by European Union member countries in order to secure funding under the 2014–2020 European Union budget, even though the concept itself has only recently emerged. The success of translating this policy into practice depends on a thorough analysis of regions’ and countries’ potential for innovation based on empirical evidence. Currently, countries use a wide array of methods to define priority areas, but these have, for the most part, failed to address the challenges of this process. This article explores the data that can be used in the prioritisation process of developing a smart specialisation strategy. The approach follows the main recommendations for profiling regions and countries, uses data already available at the national statistical offices, and is based on indicators that can be grasped intuitively by policymakers. It includes data on each relevant aspect of smart specialisation, that is, economic, scientific and technological specialisation, as well as the entrepreneurial discovery process. This article demonstrates the approach using a case with Slovenian data; the results suggest that it can be an effective tool for narrowing down a list of industries to be considered for a smart specialisation strategy. Points for practitioners A smart specialisation strategy will be a precondition for using European Union regional and investment funds during 2014–2020 in order to support research and innovation investments. The success of translating this policy into practice depends on a thorough analysis of regions’ and countries’ potential for innovation based on empirical evidence. A ready-to-use methodology for narrowing down a list of industries to be considered for a smart specialisation strategy is proposed, and is demonstrated using the example of Slovenia.

The article reveals the characteristics of think tanks as actors of the interest group politics in the European Union (EU). In this policy, they inspire public debate, conduct research, encourage new legislation and more effective public administration. A large number of European think tanks is engaged in interest group politics both at the national and supranational level of the EU governance, encouraging integration processes among the EU countries and Europeanization, which is the subject of analysis of this study. The strengthening of the role and importance of interest groups in EU policy is largely due to the increased power of the Unions institutions, since the introduction of new legislation and regulation common to all EU countries leads to the feedback from various groups that represent both public and private interests. Obviously, these groups, when interacting with the power institutions of the EU, strive for the most effective protection of their interests. For this purpose their representatives hold meetings with officials of the European Commission and the European Parliament, as well as other structures of the Union. This interaction, aiming at promoting their interests by means of lobbying and advocacy, has been regulated since 2011 by the Transparency Register, jointly created by the European Commission and the European Parliament. The purpose of this study is to analyze the quantitative performance of think tanks in the EU and to develop on its basis the Ranking of EU countries, according to the level of Europeanization of the think tanks representing them. From the research methods perspective, the study is based on the matching of statistical data from the Transparency Register and the Global Go To Think Tank Index, which serves the basis for this Ranking. The study of the ranking makes it possible to identify groups of countries with a high, medium and low level of Europeanization of think tanks in all EU countries as of January 31, 2019. The results revealed on the basis of the analysis demonstrate the heterogeneous nature of the Europeanization process of think tanks in different EU countries.

Contemporary activities of both private and public sector enacts new methods and principles in terms of adapting to everyday market changes. Public sector organizations, including local self-government institutions, are challenged with new demands that are not always easily achieved. At such a time, the application of contemporary managerial concepts, such as New Public Management and Good Governance, are crucial for the efficiency and effectiveness of the public sector organizations. In transitional countries, and especially those that are candidates for accession to the European Union, such as Bosnia and Herzegovina, the most demanding criterion is public administration reform. That reform includes improvement of organizational and functional efficiency and effectiveness, reorganizing public administration from the state level to local self-government level, and improvement of public services. In this regard, the paper focuses on research of the efficiency of the public sector in Bosnia and Herzegovina and the countries of the Western Balkans, with focus on citizen satisfaction with certain public sector services. Citizen satisfaction with public services and public institutions can be considered as a direct outcome of government’s policy and activities. Also, citizen satisfaction survey results can reveal a lot on the issues of how governments function, both in terms of citizen actual experiences and their expectations. The paper presents the results of Western Balkans countries compared with the results of European Union countries in terms of health services, education, ease of doing business and e-government. Western Balkans countries do not have a sufficiently developed system for monitoring the satisfaction of public service users and harmonizing reform measures, and also they have not developed well a system of functional cooperation with private and civil sectors in order to improve the quality of public services and citizen satisfaction.

The establishment of capitalist democracies in East-Central Europe raises the question of whether existing accounts of varieties of capitalist democracy need to be revised. This article provides a systematic quantitative comparison of varieties of capitalist democracy in the Czech Republic, Hungary and Poland with 19 other OECD countries. It finds that the East-Central European cases constitute a distinctive cluster; that they have much in common with Greece, Iberia and Ireland and that they are closer to the continental European than the liberal variety of capitalist democracy. These results have important implications for the internal politics of the European Union, prospects of an East-Central European repeat of the relative success of Ireland and the Mediterranean in the European Union, and debates about the influence of neo-liberalism on public policy.

Purpose The purpose of this paper is to present an exploratory study whose aim was to investigate the role of public libraries in the provision of European Union (EU) information in an EU acceding country (Croatia). Design/methodology/approach Study was conducted via online questionnaire in public libraries across country. Findings The findings revealed that majority of respondents (83.7 percent) think it is an important task of public libraries to provide citizens with materials about the EU, and that almost all responding libraries (98 percent) have EU materials. In general, respondents think that provision of EU materials in their library does not compromise its role of politically neutral institution. The results also indicate that libraries quite rarely (10 percent) maintain links to relevant EU online sources on their websites. EU collections in responding libraries are promoted actively most frequently in the library itself and on its website, and very rarely in the local media. Practical implications Findings are expected to be of interest to European administration in charge of the development of effective communication policies, national authorities in EU candidate and acceding countries, and information professionals in general. Originality/value This is the first study to investigate the role of public libraries in EU information provision in an EU acceding country.

The information society, which was born along with the development of information and communication technologies, is a commonly used term in everyday life, both personally and professionally. The aim of the article is to evaluate the level of development of e-government services in the European Union countries, with particular emphasis on Poland. For the purpose of the research, the Perkal and Ward methods were used and the following indicators: DESI and EGDI. The available data from Eurostat and the Central Statistical Office in the area of public e-government services for citizens were analyzed. The article also refers to the development priorities of Poland and the European Union in terms of e-administration development. E-administration is one of the most important areas determining the essence of the information society. Rapid progress is observed in the development of e-government in Europe. However, it is not even, and there are significant inequalities in the access and use of ICT in individual Member States. Societies strive for quick and convenient handling of civil matters via the Internet. Electronic public administration in EU countries is undergoing a digital transformation, from traditional handling of citizens’ affairs to modern, i.e. electronic implementation of public services. As the research shows, the level of development of e-government services in Poland differs from the average in the EU, despite a significant improvement in such areas as open data, pre-filled forms and the availability of e-administration services for enterprises.

The article also provides data processed in recent years (2003-2009) for the European Union states, providing relevant empirical evidence on the relationship between human capital, relational capital, technological capital and innovation. In the econometric and statistical modelling, the countries of the Europe of the Fifteen (EU-15) will be considered.

AbstractIn focusing on the relationships between asylum recognition rates and the different institutional arrangements through which European states share or preserve their sovereignty, this article seeks to show how sovereignty-sharing affects the right to political asylum in practice. After a qualitative overview of variations in sovereignty-sharing forms, the article presents the results from a multiple regression analysis of the relationship between legal and institutional frames of asylum decision-making in 17 West European countries (EU-15, Norway and Switzerland) and the asylum recognition rates in these countries. The article ends with a brief assessment of the significance of the results for a potential policy change in the European Union.

The pandemic caused by the spread of the novel coronavirus has presented challenges to the international community that it has never faced before. The high rate of spread of the infection and the economic, social and political challenges associated with it have pushed individual states and international organisations to the limit in proposing the most effective methods to combat the pandemic. The article examines various examples of government support for vaccine development programs in the United States, the European Union, the United Kingdom, China and Russia, as well as the specifics of using COVID-19 vaccination programs in these countries. Based on the data presented in the article, it is concluded that government support for these programs become one of the most effective ways to increase the availability of vaccines for large-scale vaccination of citizens. Particular attention is paid to aspects of the regulatory environment for vaccine approval in a time of pandemic, the financing of vaccination programs, and international cooperation at WHO and UN level to counter the novel coronavirus pandemic. Additionally, the article analyzes contracts for the supply of vaccines in the United States, the European Union and the United Kingdom. Based on the data presented in the article, a conclusion is drawn about the possible reasons for the delays in the supply of vaccines under contracts concluded by the countries of the European Union. The results of this study can be used in the future to plan other vaccine development programs and strengthen government policy in the field of combating infectious diseases, strengthening public and private partnerships in the health sector.

For Ukraine strategic partnership with NATO is an integral part of the European integration course as complementary to the process of internal reforms in the context of the implementation of the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Ukraine, of the other part. The significant part of the thesis is devoted to classifications of indicators that measure the European integration progress. In addition to the existing classifications, the author suggests using a new one that analyzes all indicators according to two parameters: (1) as markers of how public administration values (legality, integrity/honesty, transparency, accountability, effectiveness) are adjusted and level of trust for public institution was changed over time; (2) as measurements of ability to integrate into different fields (policies, economy, law approximation, social field etc). The analysis of these indicators helped to generate their taxonomy to measure a progress. The author has specified that the lack of deep relations within regional trade agreements with democratic countries results in poor quality of regulation and ineffective governmental performance in Ukraine.

An understanding of the intracommunity trade is essential for the agents involved in the fresh tomato market (farmers, entrepreneurs, public administrations, and consumers). The purpose of this paper is to analyze the interdependent relationships between exporting and importing countries within the European Union for a specific product such as fresh tomatoes and thus understand which have been the key countries in three specific years (2002–2007–2017). The methodology used to study the interrelationships of trade flows in the countries of the European Union (EU) is that of triangulation by means of the Leontief input-output model. Artificial intelligence techniques are used to process and triangulate the data based on pathfinding techniques using a cost function. The triangulation results have created a hierarchy of countries (suppliers and customers). This type of methodology has not been applied to the field of foreign trade. The results show that Netherlands and Spain are key countries in intracommunity trade as they have a strong impact both with regard to their exports and their imports and are fundamental when analyzing the growth of specific sectors and how they are able to stimulate the economies of other countries.

Focusing on the content of local autonomy, congruent trends could be identified in European countries. Fundamental values of local self-governance prevailing in Europe are included in the European Charter of Local Self-Government. Having regard to the constitutional principle of separation of powers, Charter takes into consideration local self-governments as part of the executive power. Even though the basic principles specify the political and institutional framework of territorial and local administration, the intergovernmental relations also show changing nature. The public administration systems of the Member States of the European Union do not fall within the scope of the EU law, nevertheless, should be analyzed to what extent these processes are in#uenced by Europeanization progress and what other factors may occur. Remarkable territorial and competence-theory changes were implemented in some States recently, like the Big Society concept in the United Kingdom and the territorial reforms in France.

The scope of state activities, particularly of the public administration is increasing and becoming more demanding. State administration has always served to some higher interest, which slightly changed during the history, but regardless, their activities covers numerous areas of everyday life and often complex and formalized procedures that require specific knowledge and skills.Contemporary approach of state administration needs to be rationalized and inclusive, due to global context, availability of information, higher level of citizen rights and increased needs and other factors. State is adopting new patterns, and one of them that enables the state to follow the social dynamic and rationalize its activities and resources is Public Private Partnership. In this paper the concept of Public Private Partnership has been presented with fundamental motives for its implementation, as well as the benefits and negative aspects, throughout the prism of three countries from Central and Eastern Europe, but practically the same geographical region and with similar political, economic and legal background: Bulgaria, Hungary and Bosnia and Herzegovina. The paper presents the legislative, political and administrative perspective of Public Private Partnership, having in mind that first two countries recently became European Union members, and are just completing the transition that the third country, Bosnia and Herzegovina is starting at the moment.
