AbstractSince 9/11 Jürgen Habermas has paid considerable attention to religion in the public sphere. He has described contemporary Western societies as ‘post-secular’, arguing that believers and non-believers should show a mutually cooperative attitude and engage in complementary learning processes. Although public theologians have urged for policies that would encourage such collaboration, public administration scholars and practitioners seem to have completely neglected this call. In this article we inquire into the possibility of a ‘post-secular public administration’, which grants a more significant place to beneficial forms of religion in modern societies. By presenting a case study on Street Pastors in the British night-time economy we offer an example of both a post-secular religious contribution to the public sphere, as envisaged by Habermas, and a piece of post-secular empirical social science research. Finally, we critically assess Habermas’ post-secular turn within the context of a cross-narrative between public theology and public administration.

PurposeThe objective of this study is to advance the understanding of the connection between cultural distance and the cross-border diffusion of innovations by conducting a systematic review and analysis of previous literature.Design/methodology/approachThis study involved a literature review. A total of 35 articles published in ABS journals were identified from key management, international business and marketing journals. The articles were analyzed by the methodologies and findings presented.FindingsThe literature review shows that the adoption and diffusion of innovation and new products are bound to be deeply influenced by cultural distance. Specifically, national cultures influence the willingness of consumers to buy new products at both the individual and organizational levels; organizational culture plays a key role in the process of launching new products and diffusing innovations to the market. However, existing studies and their findings are fragmented and inconsistent. Controversial views remain regarding the impact of national cultural dimensions on the diffusion of innovation at the individual and organizational levels.Originality/valueThis is the first systematic review of the literature specifically focusing on the impact of cultural distance on the cross-border diffusion of innovation. In identifying the research gaps and limitations of extant studies, the authors point to avenues for future research to develop a more integrated research agenda for marketing, management and international business research.

For social scientists interested in the problems of cross-border cooperation, the Swedish - Finnish border may seem unattractive and uneventful. But in spite of being located at the periphery of Europe, this area offers one of the most interesting case studies in the field of cross-boundary regionalization and city twinning, that of Haparanda - Tornio. Through the establishment of Provincia Bothniensis they were able to create one of the most integrated Euroregions and an archetype of the United City of the future, constituting a unique example of city twinning beyond ethnic, cultural and political divisions.

The growth of new communication technologies has presented new challenges to traditional cross-cultural adaptation (CCA) research. Guided by uses and gratifications (U&G) theory, we proposed a model of Internet use in CCA, investigating how individual differences, Internet use motives, and Internet use influenced Chinese students’ CCA. Eight Internet use motives were identified in the CCA context, including social involvement, acculturation, pass time, information, entertainment, convenience, companionship, and ethnic maintenance. The results showed that loneliness, English competence, separation attitude, and convenience motivation predicted socio-cultural adaptation; Loneliness, English competence, information motivation, entertainment motivation, pass time motivation, and American Internet use predicted psychological adaptation. The findings partially supported the proposed model. Implications for CCA and U&G research were discussed.

This paper reports on a new venture for the study of public sector performance and on its implementation in Israel. The Israeli study is part of the “European Assessment Project of Public Administration” (EAPPA) that is aimed at a cross-cultural and cross-sectional examination of public administration agencies in various European countries using attitudinal-behavioral methods and tools. A sample of 345 citizens was used to assess the performance of the Israeli public administration and to draw conclusions about the levels of satisfaction with, trust in, and general attitudes towards public policies and personnel. The main findings of the study indicate that Israeli citizens are deeply critical of public institutions and governmental agencies. A correlation analysis further shows a strong and stable relationship between satisfaction and three separate constructs of citizens' trust: (1) trust in administrative and governmental institutions, (2) trust in civil servants, and (3) faith in citizenship involvement. Significant relationships were also found between citizens' satisfaction and most of the other indicators of performance. Finally, the paper presents a socio-economic and demographic analysis of the data. The paper ends with a discussion about the centrality of public opinion studies in the field of public sector performance. It is our expectation that this initiative will lead to more extensive studies throughout other European states that are struggling for improvement in their public service systems.

Cultural districts are an increasing form of single-purpose government. Rhode Island passed the first statewide legislation outlining the structure for state cultural districts (SCDs) in 1998. Since then, 17 additional states have passed similar legislation leading to more than 343 districts across the United States, with regular announcements of additional designations. Even though these SCDs have been in existence for nearly 25 years, there has been limited research undertaken to explore them as a population. Studies using a public administration framework are even more rare. One area especially deficient is the evaluation of cultural districts, a practice that is common for most public programs. This article opens this conversation in public administration by providing comprehensive descriptive data on cultural districts. It also examines the current reporting methods of cultural districts. From this research, cultural district administrators can improve their reporting and accountability to the public. They can also make better decisions informed by the data they are collecting.

Purpose – The purpose of this paper is to identify and discuss structure, essence, and quality of a current organizational frameworks for the arts and culture, institutions, NGO’s and enterprises that are core playgrounds for flexible individualization of taste, cultural literacy, individuals’ expressions and their cultural identity. Design/methodology/approach – Paper design initiates with an analysis of the organizational landscape of cultural sector, including special focus on cultural education. This subject will be studied with a use of a case of cultural education organization leaders. The paper epilogue brings to the discussion inspirations from aesthetics and marketing studies. Findings – In cultural education organizations, there is: an urgency: for more hybrid and flexible organizational forms; cross-sectorial synergy; for more focused leaders competencies fitting into expected categories of: managerial, communicative, sensemaking, and entrepreneurial. Research limitations/implications – The paper is a stimulus for further research within cooperating disciplines of organization studies, cultural policy studies, marketing, and aesthetics. Practical implications – The text has practical implication for public administration, cultural policy makers and is an insight for cultural organizations leaders from public, private, and civil parts of cultural sector. Originality/value – The topic of flexible individuation of taste in relations to cultural education institution practices, is reflected in a complementary approach, from triadic perspective of cultural policy, marketing and aesthetics, bringing new insights for organization change research and practice.

he most recent extant studies on Korean communication were carried out in the 1990’s. Thus, the purpose of this study is to test and thereby update research on Korean in contrast to American communication practices. Students in Korea and the US filled out questionnaires testing their direct, indirect, immediate, verbally aggressive and communicatively apprehensive communication. This study quantitatively tested the impact of culture on direct, indirect communication as well as verbal aggressiveness and communication apprehensiveness. Results showed that Koreans use less direct and more indirect communication than US Americans and that Koreans were also more communicatively apprehensive and less nonverbally immediate than their US American counterparts. Tests on culture and verbal aggressiveness were not significant.

This study examines the effects of cultural communication styles on cross-cultural perceptual accuracy. In Experiment 1, the communication accuracy of British and Japanese participants was assessed within their own cultures and compared across five interpersonal contexts: age, competition, intimacy, kinship and status. The results showed that the British were significantly more accurate on intimacy scenes while the Japanese were significantly better on age, competition and status scenes. In Experiment 2, accuracy between cultures was compared. When British and Japanese participants viewed both British and Japanese scenes, the British were more accurate in the perception of kinship and status scenes while the Japanese were more accurate on intimacy scenes. The significance of the results is discussed in light of expressivity, perceptual sensitivity and social rules.

In this article an analytical frame model is presented, by means of which one can describe and understand the contents of important elements in an intercultural situation. The model accepts as fact that all individuals are affected by more than one culture at a time, even if by varying amounts, and introduces - for the purpose of being able to cope with this - the concepts of 'Cultural Categories' and 'Cultural Hierarchies'. In order to be able to describe and understand each of the involved cultures in a specific intercultural situation, three dimensions of culture are worked with: 'The Horizontal Cultural Dimension'; 'The Vertical Cultural Dimension' and 'The Cultural Dimension of Time'. These concepts, as well as the relations between them, are synthesized and illustrated in an analytical Model. Keywords. Recent years have seen a wealth of studies on Cultural Economics, in line with the importance of the economic performance of the public sector. In this context, the two-stage double bootstrap procedure of Simar and Wilson (2007) has been used to estimate the efficiency determinants of Spanish local entities in the management of culture oriented public infrastructures, given the limited financial resources available to these entities. The final sample comprises 1,159 municipalities. In the first stage, technical efficiency is estimated by Data Envelopment Analysis (DEA) and, based on a truncated-regression, the resulting efficiency estimates are regressed on a group of 10 selected environmental variables in a second stage. We have also considered the influence of a dummy categorical variable –the political sign of the governing party– on the efficient provision of the facilities under study. The results show the existence of a significant relation between efficiency and all the variables except two: unemployment rate and political strength. Our results also show that municipalities governed by conservatives parties are more efficient.

Historical ideas often appear to show a striking resemblance to modern ones. Yet when one studies them in detail the superficial insight one appears to have in such ideas is destroyed, because then it becomes clear that ordinary looking ideas have existed in entirely different 'orderings of reality'. That is why the more one studies a 17th theorist on public administration; the stranger he gets to the present-day student. The article ends by posing the question whether a similar thing also goes for the cross-cultural study of PA.

Due to the availability of international and longitudinal data and sophisticated statistical applications, it has been possible to examine cross-country inequality changes from many different angles. In most studies, however, the variability of inequality across countries and years has been taken into account in a limited sense. This paper re-examines the findings of Galbraith and Kum(2005) and makes clear the implications of the assumptions on which the statistical models depend. As a general conclusion, inequality appears closely related to the sectoral share of employment in the overall state of economic development, and this finding appears robust even with various assumptions on cross-country variability in intercept and coefficients of covariates.

One way of studying group involvement is through the paradigm of communities of practice (CofP) (Lave 1988, Lave & Wenger 1991). Students on university campuses are simultaneously members of various CofPs. This article investigates the CofPs Japanese students were involved in while studying in the United States. It found that the whole notion of CofP involvement is framed (Bateson 1972; Tannen & Wallet 1993) differently by Japanese. Specifically, the Japanese frame for attendance obligations and appropriate behavior is tighter (Goffman 1963) than that of their American counterparts. The results of this study suggest that what constitutes good demeanor is different in both societies and highlights the cultural relativity of frames regarding community of practice involvement. This article outlines the history of the administration in charge of the regulation and control of public opinion during the French Empire. The context of this regulation is delineated by examining how Napoleon intended, as early as the Consulate, to merge the Ancien Regime traditions with the new values of the Revolution. This project acknowledges innovative developments in public opinion management, in the shaping of political legitimacy after 1789. I will examine three unpublished manuscripts produced by this administration in order to illustrate the administrative and political implications of the imperial control of public opinion. In addition, I will analyze the historical issues at stake determined by different figures who played a role in this administration.

Purpose The purpose of this paper is to provide insights from the upper echelon, agency, and organizational identification literatures to help explain cross-cultural differences in top management team pay. Design/methodology/approach This is a theoretical paper building upon the executive compensation literature examining US and Japanese pay schemes. Findings The paper presents three propositions relating to the influence of organizational constitution and organizational identification on the level of pay, as well as the allocation of pay in top management team compensation schemes. Originality/value There is relatively little research focusing on why there are cross-cultural pay differences. This paper uses US and Japanese studies to highlight mechanisms that can foster principal-agent goal alignment in different contexts.

This article examines cross-cultural web radio use of university students coming from strictly distinguishable countries (Turkey and the Netherlands) with respect to both cultural characteristics and the development of the radio cultures. Our research builds on a conceptual framework combining two interrelated variable sets: Cultural value orientations and the factors determining the formation of radio culture in these countries. The proposed conceptual framework is used to interpret the data derived from qualitative analysis that employs a multi-method approach based on a three-step procedure: pre-experience, experience and post-experience. As a result, this study concludes that despite some evident distinctive practices found at user experience level, the use and understanding of the web radio seems to be pressing towards a standardized listening practice characterized by customizable music box.

The present study is an attempt to examine how Iranian international students in Malaysia and Malay university students express gratitude. To this end, the data were collected from Iranian and Malay university students in Malaysia through an open-ended questionnaire in the form of a Discourse Completion Task (DCT) and a follow-up semi-structured interview. Data were then analyzed based on a modified version of Cheng’s (2005) classification of expressions of gratitude. The findings showed that the two groups used thanking as the most frequent strategy. However, there were differences in the use of strategies such as positive feelings, apology, and alertersbetween Malay and Iranian respondents. Finally, the present study emphasizes the importance of understanding of the communicative needs of the learner and teaching the cultural aspects of language.

The objective of the study is to comprehensively analyze the methods of intercultural mapping of communities as a tool for the municipal management of a multiethnic urban community and, thus, determine their effectiveness for the active construction of intercultural practices and reformatting of the urban culture space. The Intercultural Mapping Methodology, developed by the Council of Europe’s Intercultural Cities Programme, includes tools such as the Intercultural Cities Index and the Intercultural Citizenship Test, as well as sociological and focus group studies, which further involve a wide range of active residents that identify tangible cultural and intangible values in cities. The use of this technique by the intercultural community of the Ukrainian city of Melitopol has proven its effectiveness as a mechanism to involve representatives of ethnic groups in cooperation with the municipal authorities for the joint development of the city’s cultural policy. It is concluded that a comprehensive analysis of the results of the study allowed to determine the priorities and strategies of its development, cultural and creative resources of the territorial community, creating conditions and new opportunities for a dynamic, inclusive and democratic intercultural society.

This paper describes an online cross-cultural communication experience of a group of Taiwanese college students. Overall, students reported having more confidence in communication and gaining cross-cultural communication skills after participating in this project. The acquisition of cross-cultural communication skills was positively related to the motivation to succeed in the project and the sense of community developed within the online collaborative environment. Other positive correlations were found between (1) motivation to succeed and the development of a sense of community; (2) confidence in communication and a development of a sense of community; (3) confidence in communication and the acquisition of cross-cultural communication skills. Students’ confidence in communication was found to be positively related to students’ self-perceived English proficiency. Finally, the acquisition of cross-cultural communication skills was highly related to the acquisition of interpersonal communication skills through participating in the final project. Future strategies will be employed to motivate students in online collaboration and foster a sense of community within the online environment while taking their language barrier into consideration.

The presented study aims to analyze the features of information support and use of digital technologies for creating an electronic format of public procurement logistics in the Russian FederationTasks. The authors investigate the theoretical aspects of the functioning of the public procurement system and assess its efficiency in the Russian economy at the current stage; determine the reasons and objectives for creating an electronic logistics format for procurement activities to meet public needs; analyze potential efficiency following the development of digital logistics in the contract system of public procurement in the Russian Federation.Methods. This study uses general scientific methods of cognition to analyze the digital development of the public procurement system and determine directions for further development.Results. Improving the functioning of the contract system for procurement activities in the Russian Federation requires information support and practical application of digital technologies to create an electronic format of public procurement logistics. Reasons for the rapid creation and development of the electronic format of public procurement logistics include such factors as the spread of the COVID-19 coronavirus pandemic and digital transformation of the public administration system and the national economy, including the logistics industry. The economic efficiency of the electronic format of public procurement logistics consists in automating logistics processes, increasing integration with other structural authorities that ensure the functioning of the contract system, reducing time costs, preventing corruption and most violations during procurement activities.Conclusion. The digitalization of the national economy and the public procurement system is the result of a necessary process associated not so much with the transition to the post-industrial era or with the beginning of the fourth industrial revolution, but rather with the logical continuation of the large-scale public administration reform program that started in the 1980s in Western countries.

The issues of building effective marketing communications systems at the level of public administration are discussed in the article. Most marketing communications research focuses on the private sector. Marketing communications in the public sector are comprehensive and multi-functional. So, marketing communications in public administration are considered not only as a complex of information and communication mechanisms. They also include political, social, economic and cultural aspects. The marketing communications system should be formed both on the domestic market (provision of administrative services to the population and formation of a positive image of state power) and external (establishment of cooperation with international partners and conduct of international policy). According to statistics, the system of information support of public administration is considered relevant by more than 60% of the population of Ukraine. Therefore, given the relevance of this issue, it is useful to determine its practical significance. The establishment of a marketing communications system in public administration should provide the population with mobile provision of administrative services of high quality, the creation of systems of democratic civil society through the development of electronic petitions, the formation of a favorable image of the state to ensure high support for the processes of state creation among the population and at the international level to attract additional investments and ensure tourist attractiveness. Among the current directions of development of marketing communications of public administration are advertising, PR-technologies, image and brand construction, fight against “negative” and fake information, provision of electronic management and provision of administrative services online. However, providing the population with access to the Internet also remains an important issue, as it is this resource that is the main one for the introduction of digitization and digitalization processes in the country.

This article provides an overview of European minorities’ language rights in the administration of justice, public administration, and public services in 2019. Relevant legal developments are presented in the activities of the major international organizations, i.e. the United Nations, the Organization for Security and Cooperation in Europe, the European Union, and the Council of Europe. Since the most relevant treaties on the language rights of minorities in Europe are the European Charter for Regional or Minority Languages and the Framework Convention for the Protection of National Minorities, special attention is paid to the implementation thereof. Whereas international monitoring mechanisms devoted to the effective protection of minorities are abundant, language rights of national minorities receive less attention, especially in the fields of official language use, that is, in public administration and justice. The regulation of these areas has been traditionally considered as almost exclusively belonging to the states’ competence, and international organizations are consequently reluctant to interfere. As a result, the official use of minority languages differs in the various countries of Europe, with both good practices (e.g. the Netherlands, Spain, Finland) and unbalanced situations (e.g. Estonia, Ukraine, Azerbaijan).

In this research studies were carried out in two merging Public Administration institutions, one with a public labor regime and the other a private one, which aimed to analyze culture and intermediary leadership. Study conducted based on the action-research methodology, with (i) quantitative approach to analyze the organizational climate and motivation with 79 leaders of institutions A and B using SPSS Statistic software, (ii) content analysis of 62 interviews with leaders from different hierarchical levels about the merger process and the perception of middle managers, and (iii) narrative analysis of the main aspects of the merger process. In the first, quantitative study, the organizational climate is analyzed, highlighting the role of middle management as facilitators of change. The second, qualitative section interprets the results obtained in the interviews with the leaders, showing that the process, from the start, did not have any convinced objectors, and that if there were any divisions, it would be due to the conduct of the process and not to an option at the start. The third chapter recounts the most significant episodes of the merger and reveals that the project gradually lost its meaning and became a mere change by decree. A descriptive analysis is made of the diagnosis presented by a consulting company, whose results seem to point to the "groupthink" phenomenon, reinforcing the Administration's expectations.

This article proposes the concept of ‘cultures of accountability’ as a way to think about the intersection between media, accountability and popular reality. Noting concerns regarding the emergence of accountability as a cultural keyword, I identify schisms in the deliberation of accountability between an ‘administrative’ and ‘redactive’ formation and explore their interaction and coexistence. Building a bridge between the public administration, journalism studies, media studies and cultural studies literatures, the article posits a more complicated picture of the operation of the ‘media’ in accountability debates and invites analysis and discussion of the communicative and discursive conditions of accountability. Journalistic discourse and practice forms not only a site of encounter between different cultures of accountability but also a forum for discussion of cultural expectations surrounding accountability. Critically revisiting the ‘watchdog’ conception of the news media, the article argues for approaches to journalism open to the yoking of public administration, media accountability and cultural studies approaches and greater awareness of different cultures of accountability.

The paper relates the experience gathered in the area of intercultural awareness raising with respect to methods and approaches used in the classroom and in terms of students’ response. The developments related were an integral part of an EU - Leonardo da Vinci Programme sponsored project in which learning of Business English has been carried out through an integrated skills approach in a series of virtual workshops. Within the CCBC project the teacher had to assume the role of a facilitator helping students to deal with cross-cultural issues while carrying out a simulated transaction in English. Virtual environment formed the backdrop for an international network of simulated companies, thus motivating the exchange of business messages and intercultural encounters. In the academic year 2003/04 almost 500 students, 18 teachers, 16 institutions from 10 different countries participated in the CCBC network.In the first part, the article provides information on our approaches to intercultural issues, how the topic was tackled at earlier stages of the project and what lessons have been drawn from those attempts to teach ICC (Intercultural Communication Competence). The second part gives an account of improvements introduced at later stages of the project, listing specific tasks, approaches and teaching materials developed to facilitate certain aspects of ICC in an era of the Internet. The third part is concerned mainly with results of students’ work and their perception of own identity. Students benefit from the project since it gives them the opportunity to establish contacts with a number of peer groups from different countries and learn about different cultural communication patterns and possible misunderstandings.

The main purpose of this study is to take the first step in raising foreign language learners’ cultural awareness through comparing ECONOMY conceptual metaphors in Persian and English economic articles. It is hoped that in this way we can pave the way for the development in language learners’ intercultural awareness. In this paper, the authors explored English and Persian economic articles for the source domains of ECONOMY AS A LIVING ORGANISM. The results revealed that linguistic realizations of ECONOMY IS A LIVING ORGANISM metaphor are largely shared by English and Persian, the difference being mainly in terms of frequency. This paper has also made an effort to demonstrate that focusing on conceptual metaphors may have a useful function in raising learners' linguistic and intercultural awareness.
