After years of fragmented and unsuccessful attempts to put culture at the top of the EU agenda for external relations, on the 8th of June 2016 something changed. That day the HR/VR Federica Mogherini addressed the European Parliament and the Council with the 2016 Joint Communication ‘Towards an EU strategy for international cultural relations’. With this document the European Union aimed at providing culture with a new and more important role as a soft power instrument in its external relations. However, its approval came in times of identity crisis and political insecurity for the Union. The Brexit vote and the rise of Euroscepticism highlighted the fragile foundations of the policy and the still divided European scenario. This thesis analyses the historical context that led to the approval of the 2016 strategy and provides the reader with a critical analysis of the structural and practical outcomes and challenges of its implementation. Through this research it was highlighted how the Union is still missing a unified and shared cultural identity due to the lack of agreement concerning the so-called ‘European values’. Moreover, due to its objective of promoting the European culture and identity abroad, the strategy risks being seen as an attempt to export and force ‘Europeanness’ on third and partner countries. In addition, this analysis highlighted that also European politicians and relevant personalities still manifest divided opinions concerning the purpose and objectives of the EU international cultural relations and are missing out on the potential of culture for the implementation of larger projects. Finally, the work underlines how current global priorities such as health, sustainability, digitalisation and migration should be considered and included in future attempts to foster international cultural cooperation. The theoretical focus of this analysis includes resources retrieved from EU documents including treaties, communications, agreements and conclusion and from the latest reports concerning data and results of the EU projects implemented under the 2016 Joint Communication.

In recent years, U.S. colleges and universities have begun to extend their international presence through different models of cross-border higher education. This research explores three models of U.S. higher education in Panama City, Panama: a branch campus, a franchise model and merger/acquisition models. Using a qualitative approach, this study included a year of document analysis, classroom observations, interviews, and focus groups. Using the lens of academic capitalism, the findings place the different models along a continuum of neoliberalism and the public good.

Cross Border Training North (CBT North) är ett samarbete mellan Sverige, Norge och Finland där stridsflygdivisioner från Luleå, Bodö och Rovaniemi regelbundet övar tillsammans. CBT North har varit en framgång på många sätt där förbanden ökat sin interoperabilitet på ett kostnadseffektivt vis samtidigt som diplomatiska rutiner för förenklat luftrumstillträde har utarbetats. Författaren till denna uppsats har genom sitt deltagande i CBT North kunnat ob-servera hur väl tränade piloterna är att genomföra uppdrag tillsammans. Skulle samarbetet mellan länderna gå att utveckla till att även gälla insatsverksamhet, exempelvis genom att förverkliga det förslag om samnordisk luftrumsövervakning som Stoltenberg presenterade i sin rapport 2009? Med stöd i tre teorier om försvarssamarbete analyserar denna uppsats vilka försvars- och säkerhetspolitiska framgångsfaktorer som föreligger samarbetet inom CBT North. Studien visar att länderna har flera framgångsfaktorer gemensamt men att det även finns avgörande skillnader. Framförallt har Norge en avvikande strategisk kultur som grundar sig på landets medlemskap i Nato och geografiska fokus på det arktiska området. Denna diskrepans be-döms försvåra ett trilateralt luftförsvarssamarbete. Förutsättningarna är däremot mer gynn-samma för ett utvecklat bilateralt samarbete mellan Sverige och Finland.

This study looks at the effects of different elements of economic well-being on populist voting in nine European countries, primarily comparing the effect of past and current economic well-being to the effect of economic well-being regarding the future. With an hypothesis that economic well-being regarding the future will have a larger effect on populist voting than past and current economic well-being, the results are inconclusive and suggest the opposite, although statistically significant effects can be found for both having an influence on populist voting; primarily regarding household income, individual economic fairness, wealth distribution fairness and actively improving knowledge/skills for work.

In many urban areas, there are multiple and overlapping layers of governments, which can be problematic for purposes of emergency operations planning for a multiple jurisdiction disaster response. The purpose of this single case study of the National Capital Region was to understand (a) the emergency operations planning collaboration process and (b) how cross-sector collaboration results in synchronized regional disaster responses. Theories of competitive federalism and cross-sector collaboration served as the basis of this study. Research questions explored how organizations collaborate; their organizational structures, processes, and practices; and how relationships between them affect collaboration. Data were collected through reviews of the National Capital Region Homeland Security Strategic Plan and the Regional Emergency Coordination Plan and interviews with 5 network members. A coding map was created to correlate interview responses to research questions and then cross-checked to provide the basis for a thick description of the evidence. The documents provided a basis for understanding how the network operated. Comparing these 2 data sources with coded transcripts and field notes substantiated the evidence. Results indicated that planning network guidance provided the structure for network participants' collaboration to facilitate planning and disaster responses. This research may contribute to positive social change by expanding emergency management network understanding of a cross-sector collaboration planning model that addresses disaster support requirements, enabling better protection of people, property, and the environment.

Why do small states contribute to great power led wars even though they lack the capabilities to determine the success of the war and there are no clear interests to gain? The peaceable states of the Nordic countries could have opted for a free-riding strategy instead of being active participants. Still, the Nordic countries were in relation to their size, some of the top military contributors in Afghanistan. In recent small state literature, it has been suggested that small states use military contributions as means to increase their international status position. There are however two competing and sometimes overlapping arguments of whether status is a means for increasing political influence or securing protection. This thesis contributes to this literature by differentiating the concept of status in two categories - influence and security. This distinction enabled a cross case comparative congruence test which reveals that the Nordic states had different status motivations in their decision to contribute to the Afghanistan war. Denmark and Sweden had a clear preference of seeking status seeking as means for influence while Norway used status mainly as means for enhancing security. This thesis shows that small states are not only dependent security consumers. It suggests that the decision-making processes in the small states were guided by independent preferences of enhancing status, which ultimately transformed into military contributions. However, rather than considering status as the main objective, the potential gains of enhancing the status position were the central ambition. The Nordic states’ preferences of status gains differed more than what previous research has suggested.

Abstract In the heart of Paris, you will find Sweden‟s only cultural center abroad. Since the early 70‟s a wealth of cultural activities has been offered, and every year the center receives more than 100,000 visitors. The center is a branch of the Swedish Institute (Si), a public authority which promotes mutual relationships between Sweden and other countries through culture, education, science and business. The overall mission of Si is to increase the interest and trust in Sweden, and to manage and evaluate the public image of Sweden abroad. This study aims to reveal to what extent the Swedish Institute in Paris influences Sweden‟s public image among its visitors. Thus, the study analyses if activities within the field of cultural diplomacy can be seen as a means, in the purpose of reinforcing a nation‟s brand. During a two week period, about 140 visitors to the exhibition "Tio fotografer" at the Swedish Institute in Paris responded to a statistical survey, which examined whether their visit had in anyway influenced their images and perceptions of Sweden. The design of the questionnaire was partly inspired by Simon Anholt‟s „Nation Brands Index‟ analysis method, which is used to evaluate a country‟s image abroad. The results from the survey show that the image of Sweden, by a majority of these visitors, has become more positive thanks to the Swedish Institute.

The aim of this thesis is to investigate the definition of the phenomenon corruption, and also if corruption can be measured. There are many definition of the concept, the most common and simplest definition being the one by the World Bank “the abuse of public power for private benefit” (Tanzi, 1998: 564). Various organizations measure corruption and each organization uses different methods to collect information. Many organizations present their results by ranking countries according to a scale, making a cross-country comparison. Using their own specific scaling gives a general view of how corrupted a country is. In this thesis, five international organizations are chosen. What they all have in common is that they are connected to corruption in some way. Most of the five organizations do not devote their time only on investigating corruption. Out of the five it is only Transparency International who focuses exclusively corruption. The other four organizations investigate corruption as a part of a more extensive research. The information from defining corruption and information based on international organizations are applied to four countries chosen for this study. The four countries are: Denmark, Greece, Italy and Sweden. The countries are chosen due to that they are all members of the European Union. Denmark and Sweden are generally placed on a high ranking when organizations measure corruption, indicating that there is little corruption in the country. Greece and Italy are not ranked as high as the two Nordic countries. This thesis is based on various literature and information from organizations, especially when investigating how corruption can be measured among countries.

In May 2017 Sweden’s first cultural heritage bill was approved by Sveriges riksdag, Sweden’s national legislature. Before being approved of, the bill had received a great amount of attention in the public debate from different parties like the media, the civil society and the political parties. The cultural heritage bill is unique since it is the first time in Swedish history that cultural heritage policy has been presented through a separate bill by the government, instead of being part of a bigger cultural bill. This study will examine the bill closer with the help of the British philosopher Roger Scruton’s concept oikophobia. Examination is relevant because of the public debate surrounding the bill and because of the fact that oikophobia concerns inheritance and home. The aim of this study is more precisely to examine Sweden’s first cultural heritage bill through a qualitative text analysis in order to see if the bill is to be considered oikophobic. To accomplish the study, oikophobia as a concept is operationalized to be used as an analysis tool when analysing the empirical material in form of the cultural heritage bill. The results of the study show that the cultural heritage bill is to be considered oikophobic. It is considered oikophobic mainly because of its relativizing attitude towards the own cultural heritage and the own nation.

This study investigates the diversification of contemporary diplomacy in a deeper manner by choosing the concept of dance, which has never been chosen before. Theoretical andhistorical analysis of dance diplomacy helps us to answer the main research question of thestudy how does dance diplomacy contribute to the diversification of contemporary diplomacy. This research paper utilizes a qualitative methodology with the interpretative, historical, descriptive and cultural approaches and uses qualitative methods of literature review, content analysis, comparative analysis and theory triangulation. In this study we seethat dancers and choreographers complement today's diplomats, we find that the implications of cultural diversity expand an understanding of contemporary diplomacy, and that new emerging practices of dance diplomacy contribute to “new diplomacy” findings. Furthermore, practices of dance diplomacy could be described as parts of cultural diplomacy, public diplomacy, instruments of soft power or forms of nonverbal communication. This illustrates that contemporary diplomacy is somehow shaped by culture, public, power and communication, and therefore it could be understood from all these perspectives. Besides this, a chosen historical perspective and a background of the dance diplomacy help us to see that dance diplomacy is a natural consequence of the evolution of diplomacy. At last, it is relevant for the academic society to ground it on a scientific theoretical basis, which could expand our understanding of contemporary diplomacy.

Same, Same, but Different

-a Minor Field Study of the Future Red Cross Women’s Project,

Malindi Branch, Kenya.

In May 2005, we received a scholarship from the Swedish International Development Agency, SIDA, to conduct a Minor Field Study about the future women’s project at the Malindi Red Cross branch, Kenya. The branch has since May 2002 been involved in a Twinning cooperation with the Swedish Red Cross Southeast Region.

The aim of this thesis is by using the Logical Framework Approach and the Intersectional perspective, to examine the situation for women in Malindi and the work of the Red Cross branch, in order to propose guidelines for the future Red Cross women’s project. The questions asked were: How can the guidelines for the women’s project be formulated in order for the vision of the Red Cross to be reached? What changes within the individual, societal and political sphere have to be accomplished in order to meet the needs and interests of different women in Malindi?

The work of the Red Cross is in a political science perspective interesting as it through its role of a humanitarian organisation and NGO, plays an important role in the Kenyan civil society, performing activities and providing services that originally should be supplied by the government.

We have found that it is not possible to talk about the woman in Malindi, due to the fact that women’s backgrounds, problems, needs and interests are different. Therefore it is of great importance that the Red Cross in order to accomplish its vision, i.e. to reach the most vulnerable, includes a gender and an intersectional approach into its activities and outreaches. There is a desire in Kenya to politicize the gender issue, however the future will show the will to actually implement these laws and reforms needed for the empowerment of the women. Moreover, different gender structures can only be achieved through the questioning of the traditional gender roles from both men and women and in this process we have recognised the Red Cross as an important moulder of public opinion. Finally we also want to suggest an inclusion of the gender- and the intersectional perspective into the method of LFA, since the traditional model is not sufficient in considering the different needs of different people.

Advocates of restorative and transitional justice practice have long drawn from practices of indigenous peoples to form the basis for more sustainable, relational, participatory, community-based approaches to conflict resolution. With the resurgence in Kazakh nationalism since the Republic of Kazakhstan independence, repatriated diasporic Kazakhs, who through cultural survival in diaspora retain more of their ethno-cultural characteristics, influence a revival of Kazakh language and culture. The purpose of this study was to understand the indigenous informal restorative conflict resolution practices of the Kazakh people. The questions that drove this study were: What indigenous informal forms of dispute resolution have been in use among Kazakhs, as reflected in their folklore and proverbs; which have continued in use among diasporic semi-nomadic Kazakh populations; and, which, if any, are restorative in nature? This ethnographic multi-case study incorporates participant observation and semi-structured interviews of participants selected through snowball sampling from among diasporic Kazakhs in, or repatriated from, China. Kazakh folklore and proverb collections were examined for conflict resolution practices and values at the family and kinship levels. Key theories used to explore the topic include Post-Colonial Theory of Sub-Altern Agency, Essentialism Theory, Soviet Ethnos Theory, and Restoration of Trust Theory. This study expands the knowledge base regarding indigenous systems of conflict resolution and contributes to the ethnography of the Kazakh people. The existence of indigenous informal restorative Kazakh systems of conflict resolution can inform reassessment and reform of public policy as to alternatives to punitive criminal justice practices.

This is a study of the Turkish discussion on minority rights. The minority issue in Turkey was placed on the Turkish agenda in connection with intensified negotiations with the European Union on Turkish membership. The unusual and complex circumstances regarding the minority issue in Turkey makes it interesting and relevant to study this topic. The particular focus of this study is on the Kurdish minority and on the alternative discussion regarding the minority issue pursued within civil society groups and the academic sphere. The aim is to contribute to the understanding of the debate on minority rights within these groups. Interviews and collection of literature were made during a field study in Turkey in 2006. A result of this field study was the observation that there are forces working for a change in the notion of Turkish citizenship, and that the minority concept is controversial in Turkey for a number of reasons. Another observation was that the tension between assimilation and cultural identity is an important aspect of the discussion on minorities in Turkey. The Turkish debate has been contrasted to the debate on multiculturalism within political theory. This debate on multiculturalism is about how to deal with culturally diverse societies. There is one main position in favour of multiculturalism and one against. The ideas put forward in the Turkish discussion have been compared with this debate and it has been found that the Turkish discussion differs from this debate in some respects.

This study is about trust for public institutions and what the foundation is that builds this confidence. For this study I have used three dependent variables to define different aspects of public institutions. These are trust in the legal system, trust in political parties and state of health services nowadays.  The method that is used in the study is based on a comparative study between two countries, Sweden and Portugal.  The actual result is made up by comparing means and regressions by using 13 independent variables. Many of the independent variables that has been used is deriving from institutional theories of Putnam and Rothstein These theories points out the importance of strong traditions of civic engagement and that the success of the trust of the institutions depends in large part on the horizontal bonds that make up social capital. Other theories describe the malicious venom that is the outcome of corruption and the importance of happiness. The cultural dimensions by Hofstede are also included in the list of theories, especially those dealing with the freedom and free from collectivism and caring for others well-being. With help from these theories thirteen independent variables were emerged. The result that comes from the study is that the trust is first of all the obvious Sweden has a higher level of trust in all the different aspects than Portugal. Although the regressions shows that only 4,8 -11,2% can be explained, there is still possible to make clear conclusions. The clearest conclusion we can draw is that state of happiness makes a difference regarding trust for the institutions. Other things that influence the trust are civic engagement by working in another organization and believing in equality seems to correlate with higher trust. Caring for others seems to have a slightly negative effect on the trust. With this we can conclude that altruists do not have a higher trust on public institutions than others. A clearer tendency is that the sense of feeling free is negative on the trust for the public institutions.

Meritocracy is a much-debated concept in both academia and society in general. Previous studies mostly defined meritocracy in terms of talent and effort. However, even if there exists an academic acceptance of the complexity and the multitude of dimensions of meritocracy in general, little has been said about the cultural prerequisites of meritocracy. This shows a need to be explicit about exactly what is meant by the term ‘meritocracy’. This paper aims to share new light on prerequisites of meritocracy with the help of Pierre Bourdieu’s sociological studies of symbolic capital, with the backdrop understanding of Adam Smith’s theory on necessities. Furthermore, the study aims by adopting a reflexive approach of Bourdieu’s theories, to construct a new theoretical framework, set out to define the phenomena of meritocracy and its cultural prerequisites.

The Swedish regions are new phenomena, from the start from the new regionalism which started in the 1980´s. The purpose of the thesis is to analyze Region Skåne and Västra Götalandsregionen to come to a conclusion which model of region they are and want to be by using theories of regional identity and identity of politics and see similarities and differences. My research question is: Which of cultural, administrative and functional region are Region Skåne and Västra Götaland striving to construct?    The methods I have used are qualitative text- and content analysis to analyze the regions, by using theories about regional identity and identity of politics. Furthermore, I am using some statistic from SOM-institutet to analyze the regional identity in the regions.    The result show that Region Skåne is constructing a cultural region, because of their strong regional identity and that the politicians are using identity of politics to combine the citizens. The citizens feel a strong fellowship and share a common history and culture.    However Västra Götalandsregionen is an administrative region, there their regional identity is low and do not have a common history and culture. There the politicians’ focus is on administrative things, as research and communication.

The aim of this study is to analyse the Swedish state´s ambition in achieving equality among its citizens. By studying the new urban policy introduced by the government in 1998 from a theoretical perspective the purpose of this essay is to understand the ideational dimensions in this policy project, in regard to established understandings about equality.

The theoretical framework on which this study is based consists of two different parts. The first presents dominating models on welfare states, mainly focusing on the socialdemocratic welfare state. The second introduces influential theoretical views on equality, primarily discussing universalism and a differentiated equality view. It also presents theoretical views on how to understand the relationship between the state an its citizens. This essay is taking its departure from a perspective based on constructionism, by asking how the problem was constructed and what the policy tells us. It is a case study using a discoursive approach in analysing the policy from an understanding of policies as arguments shaped by normative assumptions made by actors whose assumptions are limited by the discourse in which they exist.

The main result of the study is that since the policy was created while the socialdemocratic party was in government, the normative assumptions, on which the party base its analysis on society, therefore had a main influence on the policy. Even though the analysis of the policy shows a tendency in Swedish welfare politics moving away from universalism towards a differentiated view on equality, with the state still marked by communitarian ideals, there appears to be a resistance towards including the perspective of cultural recognition next to the traditional view on economic redistribution based on a class theory.

To effectively prevent and mitigate the outbreak of natural disasters is a more pressing issue in the twenty-first century than ever before. The frequency and cost of natural disasters is rising globally, most especially in developing countries where the most severe effects of climate change are felt. However, while climate change is indeed a strong force impacting the severity of contemporary catastrophes, it is not directly responsible for the exorbitant cost of the damage and suffering incurred from natural disasters -- both financially and in terms of human life. Rather, the true root causes of natural disasters lie within the power systems at play in any given society when these regions come into contact with a hazard event. Historic processes of isolation, oppression, and exploitation, combined with contemporary international power systems, interact in complex ways to affect different socioeconomic classes distinctly. The result is to create vulnerability and scarcity among the most defenseless communities. These processes affect a society’s ideological orientation and their cultural norms, empowering some while isolating others. When the resulting dynamic socio-political pressures and root causes come into contact with a natural hazard, a disaster is likely to follow due to the high vulnerability of certain groups and their inability to adapt as conditions change. In this light, the following discussion exposes the anthropogenic roots of natural disasters by conducting a detailed case analysis of natural disasters in Haiti, Ethiopia, and Nepal.

The effects of expertise, such as better recognition of own-race than other-race faces, have been attributed either to poor encoding of configural information (the dual-mode theory) or to representation of faces on dimensions attuned to own-race faces and, hence, inappropriate for coding of other-race faces (the ABC model). Neither framework alone has been able to account for the variety of past results. It is proposed that a composite account derived from the dual-mode theory and the ABC model may offer a more complete explanation of the effects of race. To evaluate the composite account, six experiments using perceptual paradigms were carried out. The structure of face space and the effects of expertise on configural processing were assessed in a dissimilarity perception task (Experiment 1). Caucasian and Chinese participants judged dissimilarity of own-race and other-race faces with various configural distortions relative to their unaltered versions. As predicted by the composite account, face spaces derived from the dissimilarity ratings for own-race and other-race faces were comparable. Consistent with the premise that expertise affects configural coding, Caucasian participants exhibited greater sensitivity to configural changes of own-race than other-race faces. The effects of expertise on configural encoding were further examined in a bizarreness perception paradigm (Experiments 2-4). Caucasian participants rated bizarreness of unaltered and distorted faces rotated from upright to inverted in 15� increments. The distortions involved either simple component alterations (i.e., whitened pupils and blackened teeth), global configural changes (i.e., inverted eyes and mouth), or more local configural transformations (e.g., moving the eyes closer together and upwards, and shifting the mouth down). Similar bizarreness ratings for all faces with component distortions confirmed that expertise does not affect processing of simple component information. Differences in the perceived bizarreness of own-race and other-race faces in the unaltered and global configural distortion conditions corroborated the hypothesis that expertise influences holistic configural encoding. Variations in the perceived bizarreness of faces with more local configural changes, however, indicated that expertise might also affect local configural coding. The effects of expertise on local configural processing were further examined in a discrimination paradigm (Experiments 5 and 6). Participants made same-different decisions with upright and inverted face pairs comprising either two identical faces (same trials) or unaltered and distorted versions of the same face (different trials). To distinguish between holistic and local processing of configural information, partial faces were created in addition to whole faces. Higher accuracy for own-race than other-race faces at both upright and inverted orientations in both whole and partial face conditions substantiated the argument that expertise modulates local configural encoding. Altogether, the present investigation offers direct evidence for the composite account of the effects of race. As ventured by the composite account, the own-race face bias in face perception was shown to be due to variations in configural processing. In addition, the reported experiments support the argument that configural information can be encoded both locally and holistically.

This study investigates behaviour in seeking and giving advice in Australian English and Indonesian. It seeks to determine the crosscultural similarities and differences in seeking and giving advice in both languages in the areas of (i) the use of language routines and strategies (ii) the influences of cultural and social aspects. Data were collected from two preliminary questionnaires and a Discourse Completion Test (DCT). The DCT was completed by Australian and Indonesian native speakers in their first language. Analysis focussed on both qualitative and quantitative aspects. Findings reveal that speakers of both languages use similar strategies in terms of politeness, directness or indirectness and Speaker-or-Hearer Oriented utterances. The realization of the language routines of advice seeking and giving in both languages is, however, different. The influence of socio-cultural features is noticeable in both languages in terms of formality, relationship of interlocutors, age and gender. The results are not always consistent with the hypotheses posed in the study. Chapter 1 provides an introduction to the Study and Chapter 2 presents the theoretical background and discusses the concept of advice. In Chapter 3 the methodology of the Study is described and the hypotheses are stated. Chapter 4 presents the results of the analysis of data and Chapter 5 sets out conclusions and recommendations.

Mastering a new language does not only consist of the ability to master its system of form but also the ability to use its linguistic units appropriately. This is because languages differ from one another not only in their systems of phonology, syntax and lexicon but also in their speakers' manners of patterning their discourse and realizing speech acts. Greeting and addressing people are, to varying extents, formulaic, culture-specific and routinized in different languages, including Vietnamese and English. The factors that govern the way one person greets and addresses another varies across languages and speech communities. The selection of one linguistic form over another in greeting and addressing someone largely depends on Speaker-Hearer relative power paradigm, the context of interaction and other social factors. Greetings and address terms by themselves do not carry much referential meaning but accomplish pragmatic functions. Failure to use them appropriately may result in communication breakdown or unwanted hostility, particularly in cross-cultural interactions. Since communication is meaning-based, conventional, appropriate, interactional and structured (Richards,1983: 242 ff), speakers of a foreign language must take into account these elements if they wish to communicate successfully in the target language. This study investigates the patterning of greeting and address terms in Vietnamese and in English, identifying similarities and differences between them. The factors that govern the way speakers choose to greet and address are examined.

The purpose of the study is to conduct research and bring awareness to war related events experienced by female refugees. Refugees from war torn countries arrive to the United States with various forms of trauma—some war related and others not. Trauma experienced by refugees can significantly impact their mental health and overall quality of life. Reliable and valid screenings/interventions, that use quantitative and qualitative methods, have proven to be beneficial. Currently there is limited information regarding the range of war related trauma and health outcomes experienced by female refugees of Middle Eastern (Kurdish) and Asian (Vietnamese) descent. This study examines the difference in migration, employment, education, health insurance, mental health, and personal problems experienced by 60 Vietnamese and 44 Iraqi women. An exploratory, qualitative and quantitative, research design was employed to detect war related, traumatic events. The ultimate aim of the study was to focus on the cross-cultural impact of war related trauma and its mental health and overall effects on female refugees.

This thesis examines the correlation between economic growth and the prevalence of a number of institutions that according to a theory elaborated by economists Christer Gunnarsson and Mauricio Rojas are growth promoting. The economic development and the institutional quality of four African countries, namely Botswana, Zambia, Mozambique and Guinea-Bissau, is examined by comparing index scores for relevant institutional factors. The results show that some correlation between economic growth and the prevalence of the institutions examined can be confirmed, why the theory only gains moderate support. A minor attempt is also made to trace potential correlations between the level of economic equality and the institutions in question, but no correlation is found in this respect.

The first research objective of this dissertation is to extend existing conceptualizations of intercultural communication competence to create a new theoretically grounded construct, the Rainbow Model of Intercultural Communication Competence. The second research objective of this dissertation is to utilize this foundation and assemble a new instrument, the 127-item Intercultural Communication Competence Inventory (ICCI). The ICCI consists of sub-scales to measure foreign language competence, non-verbal communication competence, perceptions of cultural distance, intercultural self-awareness, intercultural communication knowledge, intercultural communication skills, intercultural communication motivation, intercultural communication appropriateness, intercultural communication effectiveness, intercultural contextual relationships, and intercultural affinity. This tool is designed assist strategic international human resource management practitioners to find, select, and/or train the best possible candidates for international assignments in an efficient manner. To accomplish these goals, a quantitative research design has been adopted. In a pilot study and three subsequent studies data was collected between 2005 and 2006 when the ICCI was administered to students in 19 courses with clear intercultural education elements at eleven universities in four countries (New Zealand, Germany, United Arab Emirates, USA) to build four samples of students: self tests (N = 1014) and retests (N = 587), peer tests (N = 613) and retests (N = 529). The ICCI was used as a paper-pencil and an online questionnaire. Using this method is appropriate as it provides intercultural communication trainers with quantifiable results to differentiate candidates and to measure training effectiveness. This dissertation has produced several research findings. Each of the ICCI sub-scales is psychometrically scrutinized and results described in detail. In exploratory factor analyses most scales have supported their theoretical framework as described in the Rainbow Model of ICC. Most sub-scales show independence from a variety of biases, and demonstrate sensitivity to competence changes over time and differences between evaluators. Various hypothesized links between the scales could be verified. The entire ICCI demonstrated that, despite currently still insufficient sample sizes, its conceptual roots, the Rainbow Model of Intercultural Communication Competence, is recognizable in self and peer tests and retests. The implications of the findings of this dissertation are threefold: First, the Rainbow Model of Intercultural Communication Competence has received preliminary confirmation. Second, the ICCI has initially shown a tendency to be a practical and reliable tool for recruiting, selecting of, and conducting training needs assessments that facilitate intercultural communication training effectiveness evaluations for suitable candidates for international assignments. Third, ICCI sub-scales have demonstrated the potential to enhance selection and training efforts in a speedy and specific way to support resource-cognizant intercultural training. The reader, however, is cautioned that a variety of limitations of this study need to be acknowledged. Finally, numerous areas of future research are identified.

A fast-growing number of international students is entering the U.S. higher education system, making our college campuses more multicultural and multinational in recent years. This phenomenon represents a new mission for American colleges and universities—to promote global citizenship and a new 21st-century worldview.

The increase of Chinese international students not only brings in revenue for the American higher education system but also enhances the diversity of the student body. Many institutions assert that, by having more international students on campus, they can bring awareness of global competitiveness and promote a 21st-century worldview to their students.

To achieve the educational goal of bringing multicultural diversity and global awareness to U.S. campuses, interaction among domestic and international students is a fundamental factor in making this globalization phenomenon beneficial for all students. However, it is commonly observed that Chinese international students and U.S. domestic students often encounter difficulty in cross-group interaction.

This study investigates the interaction patterns among U.S. domestic students and Chinese international students at two four-year universities with large numbers of Chinese international students. These two institutions, one public and one private, each hosts more than 4,500 international students, with more than 10% of their total student population from overseas and more than 40% of them from China. The objective of this research is to highlight the importance of cross-cultural and cross-national friendship by understanding students’ interaction patterns and identifying both friendship initiators as well as barriers.

The research uncovers the social distance and stereotypes between the two groups as the common barriers to friendship. Conversely, the initiators of friendship are the shared experience and equal status between the Chinese international students and domestic students. Institutions should prepare the way for global interconnectedness by promoting inclusive, world-ready classrooms; implementing a campus climate that explicitly welcomes international participants; and advocating the concept of cross-national global friendship as a part of 21st-century education.

People throughout history have judged Public Relations critically. So, today, it is essential for PR professionals to know how the field is perceived. This research examines how college students in America and China perceive public relations. Four research questions were proposed to understand perception differences between the two countries, existing misconceptions against public relations, media influences and PR education. This study employed the survey method to find college students' perceptions of public relations in the U.S. and China. The study finds that college students believe that public relations practice is related to a broad range of specialized areas. Most of students view public relations as an important, ethical profession. However, some negative terms are still associated with public relations, such as "spin," that affect students' PR perceptions. In China, fewer students now relate public relations to the previously perceived escort service; and the Chinese cultural norm "guanxi" is considered to be an important element in PR practice. Comparative analyses show that American college students view public relations as a more positive, ethical, and well-developed profession than their Chinese counterparts do. Public relations, in Chinese students' mind, is far away from the well-developed stage. College students believe media, PR courses and internships influence their perceptions to a great extent. More Chinese students recognize the media impact, while more U.S. students value he education impact. This study affirms the importance and professionalism of public relations. At the same time, it provides crucial insights into the challenges that this field is facing in the two countries. No matter whether it is as a profession, or an academic discipline and a social contributor, public relations still needs to keep educating the public in the new decade ofthe 21st century.

The ONE Exhibition explores an era in American history marked by intense government sponsored anti-gay persecution and the genesis of the LGBT equality movement. The study begins during World War II, continues through the McCarthy era and the founding of the nation’s first gay magazine, and ends in 1958 with the first gay Supreme Court case in U.S. history. Central to the story is ONE The Homosexual Magazine, and its founders, as they embarked on a quest for LGBT equality by establishing the first ongoing nationwide forum for gay people in the U.S., and challenged the government’s right to engage in and encourage hateful and discriminatory practices against the LGBT community. Then, when the magazine was banned by the Post Office, the editors and staff took the federal government to court. As such, ONE, Incorporated v. Olesen became the first Supreme Court case in U.S. history that featured the taboo subject of homosexuality, and secured the 1st Amendment right to freedom of speech for the gay press. Thus, ONE magazine and its founders were an integral part of a small group of activists who established the foundations of the modern LGBT equality movement.

Samspelet mellan Försvarsmakten och FMV har förändrats. Före 2019 ansvarade FMV för de tekniska system de anskaffat på uppdrag av Försvarsmakten över hela dess livscykel. 2019 flyttades det tekniska designansvaret över till Försvarsmakten för system i användningfasen. Det innebar att Försvarsmakten och dess försvarsgrenar övertog ett ansvar för sina system de tidigare inte innehaft.  Syftet med denna uppsats är att utreda vad det inneburit för armén att få det tekniska designansvaret för sina system och hur arbetet för att omhänderta detta ansvar kan utföras.  Studien genomfördes som en kvalitativ intervjustudie med representanter från Försvarsmakten. Studien genomfördes med en induktiv ansats.  Vi analyserade empirin som vi fick från intervjuerna med en anpassad grundad teori som analysmetod. Resultatet av analysen har granskats och jämförts med forskning av implementering och tvärfunktionellt arbete. Våra slutsatser är att vi har studerat en pågående implementering med mycket kvarstående arbete samt att en tvärfunktionell ansats har visats sig vara ett bra sätt för armén att hantera sina nya uppgifter.
The interaction between the Swedish Armed Forces and The Swedish Defence Materiel Administration has changed. Before 2019, The Swedish Defence Materiel Administration was responsible for the technical systems they acquired on behalf of the Swedish Armed Forces throughout its life cycle. In 2019, the responsibility for the technical design was transferred to the Swedish Armed Forces for systems in the user phase. This meant that the Swedish Armed Forces and its branches assumed a responsibility for their systems they had not previously held.  The purpose of this study is to investigate what it has meant for the Swedish Army to have the responsibility for the technical design of their systems and how to manage this responsibility. The thesis was conducted as a qualitative interview study with representatives from the Swedish Armed Forces. The study was conducted with an inductive approach.  We analyzed the empirical data received from the interviews using a custom grounded theory as an analytical method. The results of the analysis have been reviewed and compared with research of implementation and cross-functional work. Our conclusions are that we have studied an ongoing implementation with a lot of remaining work, a cross-functional approach has been shown to be an appropriate way for the Army to handle its new tasks.

Practitioners of Forecast-based Action (FbA) argue that a humanitarian response able to utilize forecasts to accurately predict disaster, secure funding, and take action before the onset of a crisis will benefit donors and beneficiaries alike. In search of effective and efficient early-action regimes, a number of major humanitarian actors are developing FbA projects of various designs, predominantly in response to natural disaster and famine. While numerous organizations and institutions have expressed interest in developing FbA mechanisms, the tool has only been applied in a limited capacity to the humanitarian needs generated by armed conflict. This research seeks to understand whether a scalable FbA approach can be developed to stage principled, anticipatory humanitarian action in response to situations in which rigorous evaluations predict the likelihood of imminent armed conflict. The hypothesis is that the application of FbA to armed conflict is possible, but due to the complex political nature of conflict, implementing organizations should try to focus on creating mechanisms managed by humanitarian actors and, in so far as possible, be insulated from outside influence. This research is the first academic work to specifically investigate the application of FbA to armed conflict. Following an extensive review of current FbA mechanisms and conflict early warning practices, this research concludes that a conflict-centered FbA system akin to the automated FbA systems in use today to respond to natural disaster and famine is possible, but that the endeavor presents many practical and conceptual barriers to implementation. In particular, diffuse models such as the Start Fund offer a hopeful glimpse at a type of horizontal, member-driven FbA mechanism that is both highly context-sensitive and relatively insulated from outside influence. Such a design, however, features notable and inherent limitations in its ability to reliably and accurately predict the outbreak of conflict and respond in a manner that minimizes regretful actions.

This study examines experiences of utilizing government assistance in the United States. It focuses on the ways in which persons participating in the Supplemental Nutrition Assistance Program (SNAP) communicatively managed their lives in relation to their role in the program. Specifically, the research reveals that SNAP recipients are master managers. After synthesizing the pre-existing body of research concerning social assistance in the U.S. and its effects on those who utilize it, the author argues that sharing the stories of marginalized groups can serve to reduce stigma surrounding government assistance participation. Employing a Feminist Standpoint Theory sensibility to elicit such stories, the author drew out narratives gathered through qualitative interviews with current SNAP participants. Findings indicate that communicative management of SNAP participation was experienced as multi-layered and complex. Positioned to navigate the carceral environment of the SNAP program, participants adopted various disciplined communicative actions as they managed program membership, stigmatized identity, and behavioral surveillance.

Relying on framing theory, this study used The New York Times to explore how Chinese news was depicted before, during and after the Beijing Summer Olympics. The research regarding how the Chinese government tried to leverage the Olympics to enhance its image is often deliberated. However, there have only been a 3 few studies on the evaluation of the effects the 2008 Beijing Summer Olympic Games had on the image of China, as depicted by The New York Times. This study generated an understanding of the impact the presentations of The New York Times had on the soft power used by China through the Beijing Summer Olympic Games. The study examined how the 2008 Beijing Summer Olympics were associated with the depiction of Chinese news in The New York Times during the pre-, mid-, and post-Olympics years. Specifically, world and business sections within The New York Times were mainly influenced by the effects of the 2008 Beijing Summer Olympics. In addition, there were no direct associations found between the 2008 Beijing Summer Olympics and how China was depicted photographically in The New York Times. In terms of the above factors; this study showed that China's national image did not improve in the New York Times after the 2008 Bejing Summer Olympic Games.

The Internet is a ubiquitous feature in everyday life, but its application to social movements has yet to be completely understood. This phenomenological study examines the lived experiences of bloggers who focused on the gay, lesbian, bisexual, and transgender (LGBT) movement in the United States to understand the impact bloggers and their work as online activists have on existing LGBT social movement organization and operation. Data collection is gathered from semi-structured and open-ended interviews with four social movement bloggers using web-conference software over the course of three months. The results of this study indicated that internet has empowered individual activists, allowing them to gather a following and share their views to a large audience over the web, independent from existing social movement organizations. Consequently, bloggers and online activists maintain a relationship with existing social movement structure that is both collaborative and antagonistic. The results of this study contribute to the current understanding of social movement organizations as well as the impact of technological innovations on social movement advocacy.

The Florida Department of Transportation (FDOT) formed public-private partnerships (PPPs) with local and international private companies during the construction of the Port of Miami Tunnel (POMT) project. These PPPs had employees from different cultural backgrounds who brought new cultures, ideas, innovation, and experiences to their PPPs. The limited PPP literature did indicate that different cultures should be properly integrated to avoid challenges and conflicts in the new organization. If not properly managed and integrated, cultural conflict can create communication problems, increased employee dissatisfaction, higher turnover, and poor employee performance. Using Risberg's communication theoretical foundation, the purpose of this phenomenological study was to explore the lived experiences of PPP employees to see how their intercultural communication facilitated cultural integration. Data were generated through semi-structured, open-ended interviews with 11 employees of the PPPs formed with FDOT during the POMT project. Data were coded and analyzed using a thematic analaysis procedure. Findings were that cultural aspects like social interaction, comfort in interacting with people from different cultures, empathy, respect for others, knowledge about other cultures, open-mindedness, and managerial support helped in facilitating cultural integration in the respective PPPs. Positive social change implications may include the improvement of PPP efficiency and efficacy with: greater leadership awareness of the challenges and opportunities of diversity; new policies and management strategies that take advantage of different cultural contributions; and, policies that encourage cultural competency and sensitivity.

The purpose of this study was to investigate and compare the perceptions of urban parents of two countries concerning standards of selected criteria of high quality standards of early childhood programs developed by the National Academy of Early Childhood Programs (NAECP).Two hundred and forty nine parents ( U. S. = 129, Taiwan = 120) participated in the study. The effects of country, sex, and educational background were examined.The study was conducted by using the questionnaire survey. The instrument was constructed by the researcher based on the Accreditation Criteria and Procedures of the National Academy of Early Childhood Programs.A three-way.MANOVA on 10 dependent variables with independent factors of country, sex, and educational background was used to test Hypothesis I at the .05 level of significance. The Hypothesis I was rejected.To test Hypothesis II, a Spearman's Rho rank order correlation coefficient was computed using the mean ranks of the 10 criteria. Significance was examined at the .05 level. The Hypothesis II was accepted.These findings leading to the following conclusions:1. American and Taiwanese parents shared the similar perceptions that supported the quality standards developed by the NAECP. Most of the statistically differences that existed between American and Taiwanese parents were the differences of the degree of acceptance of the quality standards.2. The only criterion that caused parents' selections to lean toward negative responses was the staffing standards.3. Whenever there was a statistically significant difference between American and Taiwanese parents, the Taiwanese parents were always agreed more than the American parents.4. Regardless of factors of sex and educational background, both American and Taiwanese parents shared similar values in that they ranked health-and-safety and teacher-child interactions as the first or second important factors.5. Regardless of the factors of sex and educational background, both American and Taiwanese parents shared the same values in that they ranked administration and evaluations as the two least important factors when selecting an early childhood program for their children.

This research focuses on one of the least studied cultural dimension, “indulgence versus restraint” (IVR) and how it affects consumer behavior, international marketing, and global business operations in the U.S. and Mongolia. This project is the first research on IVR in Mongolia since the country is rarely studied and there is no available data for this cultural dimension. Samples of undergraduate business students (as consumers) from both countries were studied through surveys. The findings support that Mongolians and Americans are different regarding the “indulgence” cultural dimension. This paper has a significant contribution to the cross-cultural literature regarding the indulgence cultural dimension and its applications in global business and marketing and advertising strategies.

Short-term missions participants encounter difference in purportedly captivating ways. Current research, however, indicates the practice does not lead to long-lasting, positive change. Brian M. Howell (2012) argues the short-term missions experience is confined to the limitations of the short-term missions narrative. People who engage in short-term missions build assumptions, seek experiences, understand difference, and convey meaning, as a result of this narrative. The process of telling and retelling travel stories is integral to the short-term missions experience. Drawing upon literature on tourism, narrative, development, and photography, this study intends to evaluate the inefficacy of short-term missions through the stories which produce and are produced by photography. Through storytelling and photography from 21 short-term missions participants who have served in Ouanaminthe, Haiti, this project deconstructs the short-term missions narrative to understand, what is the relationship between the use of photography and the short-term missions experience? The results indicate a unique relationship between people, photography, and experiences within the framework of short-term missions.

During the past few years, Deaf culture has emerged as an important philosophy that could lead to a radical restructuring of Deaf education methods. The purpose of this study was to determine attitudes concerning Deaf culture from teachers of residential based schools for the Deaf who are Deaf and Hearing.Prior to initiating direct contact with the teachers, the superintendents or principals of the selected residential schools were contacted via mail, and their permission secured. In the United States, 279 teachers (69 teachers who are Deaf, 210 teachers who are Hearing) from seven midwest residential based schools for the Deaf and in South Korea 310 teachers (26 teachers who are Deaf, 284 teachers who are Hearing) from all eleven residential based schools for the Deaf participated.Two-factor ANOVA procedures with repeated measures on one factor were utilized to analyze the teachers' attitudes toward Deaf culture in America and South Korea from a 30-question survey using a five-point Likert scale.This study concluded that: (a) Deaf culture was a subculture in mainstream society whether it was a multi- or singular cultural society--although attitudes toward Deaf culture were accepted more negatively in a singular society than those in a multi-cultural society; (b) Deaf culture was accepted by teachers of schools for the Deaf who are Deaf more readily than those who are Hearing in both multi- or singular cultural societies; and (c) there was no significant correlation between attitudes of teachers who were employed at different levels of instruction, such as elementary and middle or secondary school.
