The second part, chapters 3-4-5, is a sort of downscaling to the European and Italian territory of the first two chapters’ analysis. The same methodology is detailed and implemented for the analysis of a particular event’s type: flood risk (in Europe and Italy). Third section is about the methodological contribution of the study: a new approach to civil protection planning at local level is suggested, with a particular focus on flood risk scenarios. This new civil protection planning methodology has been applied to a real context and the relative case study is presented.

This phenomenon depends on the fact that the Italian legal system reacts to the failure of Civil protection duties essentially by using criminal law. This kind of reaction, as it has already been demonstrated in other cases, such as medical malpractice, has some contraindications, because it leads to defensive behaviours. The first part of the thesis is thus dedicated to the recognition of the judicial focus on civil protection activities and the relevant consequences. Then are studied the factors, both sociological and juridical, which have led to this recent exaggerated judicial control over Civil protection. The third chapter concerns the roles and duties of Italian Civil protection and then are examined some leading cases in this matter. In the last part it is conducted a recognition of the crucial problems that still affects Civil protection and that lead to defensive behaviours. It follows an analysis of the reform project of Civil protection and at last some personal proposal to solve the problem of “defensive civil protection” are given.

Texte intégralThis research project has been developed in collaboration with the no-profit organization “Fondazione Caritas Senigallia-Onlus”. Its main aim is to examine the phenomenon of spontaneous volunteerism in emergency, by analysing it within reform processes of the response systems to natural and man-disasters. The research combines a wide review of the existing literature and manuals, with real data from Italian case studies. Research’s results related to Italian emergency response system are in line with current international trends that underline the need and the inevitability of a deeper involvement of the civil society into emergency response operations, from prevention to recovery phases. Currently, in Italy, the role of the spontaneous volunteer is scarcely considered by both the Academia and professional responders, in opposition to the high value given to the Civil Protection affiliated volunteerism. The first level of analysis focuses on a single case study, the management of spontaneous volunteers during the flood emergency of Senigallia, in 2014, aiming at identifying strengths and weakness to build a first theoretical model to be adapted and adopted to other similar contexts. IDEF0 is the modelling language used for this objective. The obtained model is evaluated by a comparison process with main and most prominent manuals and handbooks of this sector. The results underline the big potential of the spontaneous volunteer and, at the same time, the need of an effective and efficient management, not necessarily performed by an organization officially part of the emergency response system. This first case-study has opened to new research opportunities to improve the obtained model and to validate the results. Considering that an emergency system is affected by numerous factors, the next research level only focuses on Italian context, by a multiple case studies analysis. 5 recent Italian emergencies – 3 floods and 2 earthquakes – have been deeply studied, in addition to a deep analysis of the Italian Civil Protection system, from its foundation to the current reform process. A survey carried out involving those organizations that managed spontaneous volunteers during above mentioned emergencies, has allowed to identify operational guidelines for potential spontaneous volunteers’ coordinators and managers; to validate previous research results; to propose policy inputs to the ongoing Italian civil protection reform process addressed to a recognition and to an involvement of the spontaneous volunteerism within the institutional emergency response system. Finally, in order to represent the benefit of a dual volunteerism emergency system – both affiliated and spontaneous – two models of the management of spontaneous volunteers are presented by applying the IStar modelling language. At the same time, the analysis of these models shows operational steps for an efficient and effective spontaneous volunteers involvement and its effects at system level.

Texte intégralThis research started by the texts Our Common Future and Yokohama Strategy (1994), Hyogo Framework for Action - Building the Resilience of Nations and Communities to Disasters (HFA-2005) e Sendai Framework for Disaster Risk Reduction (SFDRR-2015). In particular faces the SFDRR priorities: 1) Understanding disaster risk; 2) Strengthening disaster risk governance to manage disaster risk: 3) Investing in disaster risk reduction for resilience; 4) Enhancing disaster preparedness for effective response and to “Build Back Better” in recovery, rehabilitation and reconstruction. This text answers to following questions: What is it the resilience? Is it a product or a tool of DRR? Is it possible to realize a resilient model of a system (community-territorial-environment)? Is it possible to measure the resilience with specific indexes? Could be possible to obtain a Unit of Measure for territorial resilience, to understanding of an emergency context? Starting from the questions it was developed a main hypothesis: “Indexing the keys characteristics of a territorial system: the capacity to reduce a disaster impact, to preserve the integrity, and to adapt to new conditions, helps to identify the emergency threshold of the system” The hypothesis as led to compared the concept of Energy of Event and Resources of a System (actions, activities, resources) to contrast an extreme event. The field of study was result complex, with qualitative/quantitative data. Thus, it was chosen a Multi Criteria Decision Analysis (MCDA) approach, specially an Analytics Hierarchy Process (AHP). Thanks to AHP method it was introduced, in this work, the Disaster Resilience Threshold Index (DRTi), an evolution of the risk formula (Varnes, 1984). The DRTi is composed by the Territorial Critics Index (TCi) to measure the "dimension" of an Event, and Territorial Coping Capacity Index (TCCi) to measure the resources of a system. Some different composition of TCi and TCCi permit to quantify: the Territorial Emergency Index (TEi), the Territorial Disaster Index (TDi) and the Territorial Index of Catastrophe (TIC). Every of these measure the distance of the system from the equilibrium threshold, beyond which we will have a specific scenario. In this study, the formula and processes were tested a local level in a hydro-geological scenario. As results, we obtained: 1) thresholds to understand the territory; 2)knowledge about the breaks points of the system; 3) weighted indexes to understand where is better to invest resources; 4) a methodology to realize a list of priority actions.

Texte intégralNegli ultimi 50 anni, le alluvioni si sono confermate come il disastro naturale più frequente e diffuso a livello globale. Tra gli impatti degli eventi meteorologici estremi, conseguenti ai cambiamenti climatici, rientrano le alterazioni del regime idrogeologico con conseguente incremento del rischio alluvionale. Il monitoraggio delle precipitazioni in tempo quasi reale su scala locale è essenziale per la mitigazione del rischio di alluvione in ambito urbano e periurbano, aree connotate da un'elevata vulnerabilità. Attualmente, la maggior parte dei dati sulle precipitazioni è ottenuta da misurazioni a terra o telerilevamento che forniscono informazioni limitate in termini di risoluzione temporale o spaziale. Ulteriori problemi possono derivare dagli elevati costi. Inoltre i pluviometri sono distribuiti in modo non uniforme e spesso posizionati piuttosto lontano dai centri urbani, comportando criticità e discontinuità nel monitoraggio. In questo contesto, un grande potenziale è rappresentato dall'utilizzo di tecniche innovative per sviluppare sistemi inediti di monitoraggio a basso costo. Nonostante la diversità di scopi, metodi e campi epistemologici, la letteratura sugli effetti visivi della pioggia supporta l'idea di sensori di pioggia basati su telecamera, ma tende ad essere specifica per dispositivo scelto. La presente tesi punta a indagare l'uso di dispositivi fotografici facilmente reperibili come rilevatori-misuratori di pioggia, per sviluppare una fitta rete di sensori a basso costo a supporto dei metodi tradizionali con una soluzione rapida incorporabile in dispositivi intelligenti. A differenza dei lavori esistenti, lo studio si concentra sulla massimizzazione del numero di fonti di immagini (smartphone, telecamere di sorveglianza generiche, telecamere da cruscotto, webcam, telecamere digitali, ecc.). Ciò comprende casi in cui non sia possibile regolare i parametri fotografici o ottenere scatti in timeline o video. Utilizzando un approccio di Deep Learning, la caratterizzazione delle precipitazioni può essere ottenuta attraverso l'analisi degli aspetti percettivi che determinano se e come una fotografia rappresenti una condizione di pioggia. Il primo scenario di interesse per l'apprendimento supervisionato è una classificazione binaria; l'output binario (presenza o assenza di pioggia) consente la rilevazione della presenza di precipitazione: gli apparecchi fotografici fungono da rivelatori di pioggia. Analogamente, il secondo scenario di interesse è una classificazione multi-classe; l'output multi-classe descrive un intervallo di intensità delle precipitazioni quasi istantanee: le fotocamere fungono da misuratori di pioggia. Utilizzando tecniche di Transfer Learning con reti neurali convoluzionali, i modelli sviluppati sono stati compilati, addestrati, convalidati e testati. La preparazione dei classificatori ha incluso la preparazione di un set di dati adeguato con impostazioni verosimili e non vincolate: dati aperti, diversi dati di proprietà del National Research Institute for Earth Science and Disaster Prevention - NIED (telecamere dashboard in Giappone accoppiate con dati radar multiparametrici ad alta precisione) e attività sperimentali condotte nel simulatore di pioggia su larga scala del NIED. I risultati sono stati applicati a uno scenario reale, con la sperimentazione attraverso una telecamera di sorveglianza preesistente che utilizza la connettività 5G fornita da Telecom Italia S.p.A. nella città di Matera (Italia). L'analisi si è svolta su più livelli, fornendo una panoramica sulle questioni relative al paradigma del rischio di alluvione in ambito urbano e questioni territoriali specifiche inerenti al caso di studio. Queste ultime includono diversi aspetti del contesto, l'importante ruolo delle piogge dal guidare l'evoluzione millenaria della morfologia urbana alla determinazione delle criticità attuali, oltre ad alcune componenti di un prototipo Web per la comunicazione del rischio alluvionale su scala locale. I risultati ottenuti e l'implementazione del modello corroborano la possibilità che le tecnologie a basso costo e le capacità locali possano aiutare a caratterizzare la forzante pluviometrica a supporto dei sistemi di allerta precoce basati sull'identificazione di uno stato meteorologico significativo. Il modello binario ha raggiunto un'accuratezza e un F1-score di 85,28% e 0,86 per il set di test e di 83,35% e 0,82 per l'implementazione nel caso di studio. Il modello multi-classe ha raggiunto un'accuratezza media e F1-score medio (macro-average) di 77,71% e 0,73 per il classificatore a 6 vie e 78,05% e 0,81 per quello a 5 classi. Le prestazioni migliori sono state ottenute nelle classi relative a forti precipitazioni e assenza di pioggia, mentre le previsioni errate sono legate a precipitazioni meno estreme. Il metodo proposto richiede requisiti operativi limitati, può essere implementato facilmente e rapidamente in casi d'uso reali, sfruttando dispositivi preesistenti con un uso parsimonioso di risorse economiche e computazionali. La classificazione può essere eseguita su singole fotografie scattate in condizioni disparate da dispositivi di acquisizione di uso comune, ovvero da telecamere statiche o in movimento senza regolazione dei parametri. Questo approccio potrebbe essere particolarmente utile nelle aree urbane in cui i metodi di misurazione come i pluviometri incontrano difficoltà di installazione o limitazioni operative o in contesti in cui non sono disponibili dati di telerilevamento o radar. Il sistema non si adatta a scene che sono fuorvianti anche per la percezione visiva umana. I limiti attuali risiedono nelle approssimazioni intrinseche negli output. Per colmare le lacune evidenti e migliorare l'accuratezza della previsione dell'intensità di precipitazione, sarebbe possibile un'ulteriore raccolta di dati. Sviluppi futuri potrebbero riguardare l'integrazione con ulteriori esperimenti in campo e dati da crowdsourcing, per promuovere comunicazione, partecipazione e dialogo aumentando la resilienza attraverso consapevolezza pubblica e impegno civico in una concezione di comunità smart.

Texte intégralLE SEMENTI DEI NUOVI MOVIMENTI AGRARI LE RETI PER LA GESTIONE DELL’AGROBIODIVERSITÀ IN FRANCIA E IN ITALIA Questo lavoro di tesi prende in oggetto le pratiche di resistenza e le rivendicazioni dei nuovi movimenti agrari sorti negli ultimi trent’anni su scala globale per difendere la gestione e i diritti degli agricoltori sulle sementi. Il lavoro di ricerca ha condotto uno studio comparato tra due rilevanti esperienze nate in Europa alle porte del XXI secolo: la Réseau Semences Paysannes (Francia) e la Rete Semi Rurali (Italia). Si tratta di due organizzazioni nazioni dedicate alla diffusione dell’agrobiodiversita’ e alla promozione dei diritti degli agricoltori, che abbiamo ritenuto essere comparabili in ragione dei loro comuni scopi statutari, periodo storico di formazione e analoga composizione della loro base sociale. Nonostante riteniamo che le differenze emerse dalla comparazione dei casi studio siano determinate da cause multifattoriali e congiunturali, il nostro studio ha dimostrato che le recenti evoluzioni che interessano le due organizzazioni siano legate a differenti approcci e strategie proposte intorno alla difesa dei diritti degli agricoltori sulla gestione delle loro sementi.
