Résumé :
Abstract The current study presents some aspects of syphilis in the Balkan Peninsula from the 19th century until the Interwar. Ever since the birth of modern Balkan States (Greece, Bulgaria, Turkey and Serbia), urbanization, poverty and the frequent wars have been considered the major factors conducive to the spread of syphilis. The measures against sex work and sexually transmitted diseases (STDs) were taken in two aspects, one medical and the other legislative. In this period, numerous hospitals for venereal diseases were established in the Balkan countries. In line with the international diagnostic approach and therapeutic standards, laboratory examinations in these Balkan hospitals included spirochete examination, Wassermann reaction, precipitation reaction and cerebrospinal fluid examination. Despite the strict legislation and the adoption of relevant laws against illegal sex work, public health services were unable to curb the spread of syphilis. Medical and social factors such as poverty, citizen’s ignorance of STDs, misguided medical perceptions, lack of sanitary control of prostitution and epidemiological studies, are highlighted in this study. These factors were the major causes that helped syphilis spread in the Balkan countries during the 19th and early 20th century. The value of these aspects as a historic paradigm is diachronic. Failure to comply with the laws and the dysfunction of public services during periods of war or socioeconomic crises are both factors facilitating the spread of STDs.

Résumé :
Today almost everyone is using the internet, because from the internet we can get all the information easily and quickly. but not everyone knows the dangers of using the internet. because it is not uncommon also someone to commit crimes through the internet (cyber crime). cyber crime is the negative side of technological advances for all areas of modern life that exist today. one of the crimes that can occur through internet access is online prostitution. The online prostitution activity is a negative impact of social media abuse. One effort that can be used to cope with online prostitution activity that occurs is with the approach of criminal law policy through criminal sanctions as a concrete form of criminal responsibility to perpetrators of online prostitution. The disclosure of online prostitution cases proves that social media is a powerful tool for the promotion of prostitution. Such prostitution activity is the effect of unlimited use of online social media. In the absence of a national regulation that regulates this matter, online prostitution users will feel secure and liberal in purchasing services for their own satisfaction, while in fact it is contrary to legal norms in society.

The aim of the article is to establish a strategic orientation of the legislative initiatives towards the factors of prostitution. These criteria are accepted as a basis for assessing prostitution and its role in ensuring the citizens security in the country. This implies a complex nature of a policy that should include both social, educational, economic, retributive and administrative measures that create an incentive for alternative prostitution and discourage prostitution consumption. Résumé :
The article presents a socio-historical analysis of the formation of prostitution as a social institution. The considered concepts about the origin of prostitution, regardless of the root causes — a relic of archaic-primitive instincts, building a social structure through exchange, where a woman was a medium of exchange or the decline of orgiastic cults, allowed the author to conclude that there was a regulation of sexual relations and the construction of gender discriminatory structure of society. Based on the works of various authors, the main stages of the process of institutionalization of prostitution are identified — “state-regional”, “socio-regional”, transnational-global”. The article analyzes the interaction with other social institutions. The state of the system of prostitutional relations at the present “transnational-global” stage is described, where prostitution has become one of the elements of the sex industry. The intensification of criminalization and discrimination in the field of prostitution relations is noted.

Résumé :
The main legal ways to the socio-political regulation of sexual services (prostitution) in different countries are considered. The main problems facing the society of each state in the field of regulation of prostitutes activity, their so-called curatores and clients. The participation of the state in identifying and solving the problems of the sex industry are defined. It is determined that an important role in the legalization of prostitution is played not only by the legal but also by the moral and ethical aspects, which have a lot of limits in every society. Four models of prostitution regulation that exist in different countries of the world are analyzed. It is substantiated that not every model in itself is effective and is optimal for implementation. It depends of the legal system, level of consolidation of society and position of the government on this issue. Criminal liability for pimping, which exists in Ukraine, is only a small positive step in the fight against illegal profits related to the exploitation (voluntary or forced) of another person's body. The negative point in this area is the lack of social, medical and legal protection of prostitutes, as their clients are also at risk. So, the legalization on of the sexual services is necessary for our state, but it must be preceded by a series of successive authoritys steps: public dialogue on different public platforms, changes in legislation and government administrative decisions.

Résumé :
Nowadays prostitution tends to be regarded as a moral problem. This claim, in fact, oppresses women in prostitution. Women in prostitution then are regarded as sinners, dirty, and damned. This stigmatization in fact cannot solve the real problem of prostitution, and has made it difficult for women in prostitution to return to society. Based on historical, social and cultural research on prostitution, it can be found that prostitution is a structural problem. Structurally, women in prostitution are victims of poverty, discrimination against women, and domination by patriarchal culture. Stigmatizing women in prostitution nowadays cannot be separated from religion as source of morality. The false interpretation of religion often happens because theology is constructed from a dogmatic-textual orientation. Based on this theology, women in prostitution, of course, are blamed and claimed to be sinners. This perception makes women in prostitution who are oppressed become more oppressed. Based on this problem, then, theology needs to be reconstructed. By considering social and cultural analysis, theology need not become in the future so alienated from actual problems. To support the literary data, field research will be conducted, that is in Pasarkembang, a centre of prostitution in Jogjakarta. To collect data from this field, I will use convenience samples for interviews of women in prostitution. The interview questionnaire is included in the appendix. The interview questions will be based on existing research with the intention of connecting the local situation to theory in liberation theology. Interview questions will be quoted in text to illustrate structural aspects of prostitution. This field study proposes to learn about the presence of structural aspects of prostitution in Islamic society in Indonesia. In investigating Islamic theology, some points can be addressed. The main point is that the situation of many women in prostitution nowadays is analogous with slavery in Muhammad’s day. If we look at al-Qur’an wholly, we will understand that Islam actually wanted to eradicate slavery gradually. Some verses even explicitly forbid people to enslave women. The last step of liberation theology is praxis. In considering the steps within praxis, the insights of Islamic theology, can do best praxis for liberating women in prostitution. But, women in prostitution have also to be included in this praxis. The role of women in prostitution as subjects is very important if they are to liberate themselves.

Résumé :
Prostitution or prostitution is a phenomenon in people's lives and is considered a "social problem". The general view states that the emergence of prostitution is based on a sense of women's helplessness in aspects of life when compared to men. This perception is not only found in social reality. The condition of women as objects also appears in literary works, as a reflection of people's perceptions. Therefore, it takes a study in the perspective of feminism, especially radical feminists to explore the issue of prostitution that occurs in women. The feminist literary criticism approach was carried out in this study with the type of qualitative research. Data was taken from the collection of Genduk Dukuh Seti short stories written by Rohana Handaningrum. The study was conducted aimed at describing the elements of radical feminism found in texts. The results of this study indicate that there are elements of radical feminism in the cepen group. The power relations of men and women are shown in the doctrine of marriage and the traditional ties that bound women. Whereas the removal of virginity and prostitution is a form of women's power over their bodies.

Résumé :
The growth of social exclusion may be affected many aspects of social life such as alcoholism, prostitution and drug addiction. Particularly worrying is the growth of alcoholism among young people in Poland. A 2009 study conducted in Poland by WHO states that 11–15-year-old students in Poland are attempting to drink alcohol. Prostitution is another social phenomenon affecting the development of social exclusion. The most common cause of prostitution in Poland is difficult financial situation and inability to obtain work. Another negative phenomenon, which may affect the growth of social exclusion is drug addiction. The reasons for importance of drug abuse among social problems are not only quantitative parameters, but also the dynamics of the phenomena and changes in the structure of the population affected by the problem. Synthetic studies of the spread of drug addiction emphasize that the increasing rate of the phenomenon goes beyond its reach and environmental groups traditionally associated with drug addiction. This is the reason why it is so hard to help the drug addicts.

Résumé :
The authors examine the specific features of criminal law assessment of involvement in prostitution and the organization of this activity through the use or the threat of violence. At the beginning, they stress the urgency of counteracting the social phenomenon of prostitution, analyze the very concept of «prostitution», its debatable and problematic aspects, because it is impossible to offer a correct qualification of criminal actions connected with prostitution (crimes under Art. 240 and 241 of the Criminal Code of the Russian Federation) without determining the boundaries of providing sexual services specifically referring to the term «prostitution». It is concluded that the key problem for determining the scope of sexual actions described by the term «prostitution» is the lack of an official definition of this term in Russian legislation as well as a wide variety of services in the modern sex industry. The authors state that the understanding of prostitution as a historical social phenomenon as a situation when a woman provides sexual services to different men by performing sexual acts with them for previously discussed material compensation is outdated and does not reflect the multiple dimensions of modern prostitution. While researching the issues of qualifying criminal acts connected with prostitution and involving the use or the threat of violence within the framework of this article, the authors have analyzed the work of both Russian and foreign scholars and studied examples of investigation and court practice. They examine the problems of legal assessment of criminal law categories «violence» and «the threat of using violence» regarding publically dangerous actions connected with the involvement in prostitution and the organization of this activity. The authors present the criteria of differentiating between corpus delicti where such actions are criminally punishable and other corpus delicti, as well as the cases that require qualification for multiple crimes. The results of this research allowed the authors to work out and present recommendations on qualifying criminal actions connected with prostitution and involving the use of the threat of violence.

Résumé :
This research deals with a repertoire of collective practices in a community of transfeminine sex workers in urban Turkey. Some of the practices discussed in this thesis refer to building a community, communal spaces, social codes, and relationships which enable trans sex workers to support and protect one another. Other practices can be read as commitments and expressions that challenge violence and marginalization. The research has been carried out within the context of the broader debate on urban marginality. While some studies on this topic have focused solely on its constraining effects, others have overemphasized the enabling potential of margins, romanticizing the solidarity and political agency that emerges in these spaces. Building on a middle position between these two perspectives, my research primarily focuses on the possibilities created at the urban margins, together with specific structural factors. Based on participant observation, semi-structured interviews, and online sources, I begin by explaining the socio-political, legal, economic, and spatial context of trans sex workers in contemporary Turkey. I argue that the ambiguous nature of marginality with respect to these aspects facilitates their alignments and informal ways of organizing. I then investigate the shared spaces, relationships, collective subjectivities, social codes, and labor organization of a specific community of trans sex workers. These structures form the basis of their exchanges of support and community mobilization, and help the community to address its common challenges. I go on to analyze how this population generates a range of struggles, namely, collective protests and individual confrontations, to counter violence and marginalization. Finally, I explore the defying and community-building roles of the shared humor, joy, and laughter that permeate everyday social interactions among sex workers. This thesis makes three original contributions. It shows that urban marginality, albeit less focused, is a critical component in the lives of trans feminine sex workers in Turkey. Secondly, it proposes that gender and sexuality, which are largely overlooked in urban studies, are relevant and significant analytical categories for both urban subordination and politics. Finally, the thesis suggests that urban margins which facilitate alignments and informal means of organizing among people, also constitute the spaces where tensions and ruptures can emerge, and expressions of solidarity and struggle can become fragile. Thus, my research offers a nuanced understanding of urban agency by explaining the material, relational, and discursive opportunities it creates and the complexities and ambivalence that can occur at the margins. Despite their limitations, the collective practices described here support the material and social persistence of sex workers. This is done by establishing communities and friendships, mutual care, claiming visibility, earning a living, and creating joy in the face of the persistent violence, discrimination, and stigma that encircle their lives.

Résumé :
This dissertation examines the relationship between social structural factors and violent crime rates in Turkey. The relationship between social structural characteristics and violent crime is worth exploring in areas that have attracted little academic attention, such as violent crime in Turkey. In order to understand and prevent the occurrence of crime, researchers have long investigated possible factors related to crime. Examining how crime varies across different regions can help us to understand underlying reasons for violent crime, which is considered one of the enduring problems in society. The findings of this research, to some extent, support the assumptions of social disorganization theory regarding the distribution of violent crime. Both the findings of multivariate and bivariate analysis indicated that poverty, unemployment, and family disruptions may have a positive effect on the distribution of violent crime in the cities of Turkey. The analysis of the effects of the social structure variables through the mediating variables, such as religious institutions, libraries and voluntary associations on the number of violent crimes and violent criminals, to some extent, support the tenets of social disorganization theory. However, all mediating variables cannot mediate all the indirect effects of social structural covariates. In brief, none of their indirect impacts on the social structural variables on the outcome variable was significant via mediating variables.

Résumé :
This thesis is concerned with the latest education reform, called 4+4+4 (4+), and overall educational changes in the basic education system (K12) since 2002 by the governing Justice and Development Party (AKP). The study investigates the role that education plays in state formation processes as well as looking at how dominant groups’ ideologies influence education policies. The research problem is the extent to which the state uses education policies to create a new public ideology. There are three key research questions that this thesis addresses. The data for this research was obtained from fifteen semi-structured interviews conducted with teacher trade unions, journalists and policy makers, focusing on their experiences and views not only about the 4+4+4 education system but also about the policymaking process in Turkey. The interviews present the pressing issues within the education system and indicate how education works a state apparatus for the government to gain and secure society’s consent. Located in a critical tradition, the research draws its theoretical framework from the Italian theorist Antonio Gramsci, especially focusing on his concepts of hegemony, civil society and consent. Using a Gramscian theoretical framework allows this study to place the 4+ reform in a bigger picture. The thesis analyses the reform not only from a local perspective but also from an international education policy perspective, focusing on the relationship between power, ideology and schooling. The findings suggest that the state and its private associations (i.e. media, and political parties) are actively encouraging Islamisation along with neoliberalism in order to consolidate their hegemonic dominance.

Résumé :
This thesis uses an advocacy/participatory framework and moral conflict theory to examine the opposing ideas: and interests of parties involved in the issue of prostitution on 82nd Avenue in Portland, Oregon. It locates areas of contention within the larger dominant feminist discourse, which views sex work as either a form of violence and exploitation or as a form of legitimate free-contract labor. The thesis shows how the intractable moral conflict between these differing feminist theories and values can be mediated using participatory data collection techniques. Ethnographic data was collected and analyzed from 11 women working in the sex industry in Portland, highlighting voices commonly left out of the conflict. Participants were given cameras and invited to photo-document their individual and community's needs and aspirations through the qualitative, arts-based research method, photovoice. An exhibit of these photographs was displayed as an art exhibit at several locations throughout the Portland area. Data collection methods also included a review of local media sources collected between September 2007 and April 2009, and field notes gathered from participatory and non-participatory observations at public town hall forums. Close analytic attention is given to the perspectives of those marginalized populations of sex workers excluded from the dialogue on issues that directly affect them. This thesis demonstrates ways in which community-based, participatory research, such as the use of photovoice method, can empower marginalized individuals to affect change within their community. The exhibit of photovoice data was used to enhance communication among individuals and groups involved in an intractable moral conflict about sex work in Portland. This thesis argues that photovoice method has potential for increasing the quality of public discourse to manage moral conflicts or to discover resolutions suitable to the needs and desires of multiple stakeholders.

Résumé :
This dissertation studies different social aspects of terrorists and terrorist organizations in an effort to better deal with terrorism, especially in the long run. The researcher, who also worked as a Police Captain at Turkish National Police Anti-Terrorism Department, seeks solutions to today's global problem by studying both literature and a Delphi examination of a survey of 1070 imprisoned terrorists. The research questions include questions such as "What are the reasons behind terrorism?", "Why does terrorism occur?", "What ideologies provide the framework for terrorist violence?, "Why do some individuals become terrorists and others do not?" and "Under what conditions will terrorists end their violence?" The results of the study presents the complexity of the terrorism problem as a social experience and impossibility of a single solution or remedy for the global problem of terrorism. The researcher through his examination of the findings of the data, presented that terrorism is a social phenomenon with criminal consequences that needs to be dealt by means of two dimensional approaches. The first is the social dimension of terrorism and the second is the criminal dimension of terrorism. Based on this, the researcher constructed a conceptual model which addresses both of these dimensions under the titles of long-term solutions and short-term solutions. The long-term solutions deal with the social aspects of terrorism under the title of Proactive Approach to Terrorism and the short-term solutions deal with the criminal aspects of terrorism under the title of The Immediate Fight against Terrorism. The researcher constructed this model because there seems to be a tendency of not asking the question of "Why does terrorism occur?" Instead, the focus is usually on dealing with the consequences of terrorism and future terrorist threats. While it is essential that the governments need to provide the finest security measures for their societies, at the same time they need to address the reasons behind terrorism. This research, from stated perspective, offered a conceptual model to address both aspects of terrorism for a more complete fight against today's most painful problem.

Résumé :
This research is focused on understanding the ways in which the community orientation of the Kazak ethnic community in Istanbul, Turkey have contributed to their economic success which in turn encourages strong community, and the nature of their community-based support networks for providing material and cultural support. It examines the role of social capital and cohesion in maintaining the community with its positive implications for the continued building of wealth or sourcing of funding on a community level. The theoretical concepts relevant to this project are based on the ideas that the shared values of a community are a positive force that allow communities to achieve common goals and is particularly important in the context of an economy that favors cheap labor and a highly mobile workforce, both factors that negatively affect the asset building and place-based rootedness that communities require for their stability. Key community entrepreneurs and leaders were the main sources of information for this research. The findings of this thesis suggest that it is a combination of factors such as the failure of the community to maintain its stable economic position through unfortunate business practices and choices coupled with external market forces that slowed this community economic development and disabled its continued growth.

This study verifies and analyzes how to care for women in the situation of prostitution from the perspective of popular education, aiming at social transformation. It is, therefore, important to investigate what are the mechanisms of exploitation, the causes and challenges experienced by the women involved in prostitution, in addition to examining the possibility of an education process which highlights popular education and liberation and finally, to suggest lines of action for the development of work from this perspective. The theoretical study becomes concrete on topics such as: prostitution and the context of the women who are involved in it, popular education, pedagogy and the processes triggered from the perspective of social transformation, and spirituality from the perspective of care. To accomplish such a study, in addition to the literature search, field research is used undertaking data collection and gathering, by active listening, the life histories of the women. Through the results obtained in the research, proposals are presented for action with women in the situation of prostitution.

Résumé :
AbstractThe concept of change includes a variety of topics, situations, disciplines, dimensions, and aspects. Its diversity and impact on individuals and organizations has led to an array of definitions, models, and theories. Thus, changes constitute a response to values, transformations that are interpreted as opportunities to improve an organization’s resilience and increase its achievements. This chapter will further discuss the concept of change, leading to a deep analysis of teachers’ moral and ethical role in one of the most impactful changes in schools: the technological revolution. If teachers believe that change is necessary, they will make great efforts to implement it effectively both in class and at school. International examples will be shown (e.g., Israel, USA, UK, and Turkey), and conclusions will be drawn regarding the need to specifically train teachers to raise their ICT awareness and understand the drawbacks and risks of technology in the twenty-first century. Schools’ transformation in information and communication is not just a technological revolution but also a social and ethical change that involves teachers in a complex weave of technologies, its creators and users, their interactions, and the social context.

Résumé :
Turkey has a rapidly ageing population, the issues of which are new to the country. To date, there is no National Dementia Strategy. The strong tradition of family caregiving in Turkey has perhaps influenced the demand for access to formal care services. Informal care provided by families, which includes living together with the elders and providing the most comfort, is one of the strongest aspects of dementia care in Turkey. Another positive aspect is new legal regulation of the social security system for the elderly. Moreover, there is an increasing awareness of dementia and dementia care, which will hopefully give new impetus to further advancements in dementia care. The future of dementia care in Turkey should ideally include: (1) the development of a National Dementia Strategy, (2) improvement of informal care, including support for caregivers, and (3) an increase in the number, as well as improved quality, of in-hospital geriatric services.

Résumé :
The present study was designed to determine the relationship between loneliness and Internet addiction, based on a sample of young generation from Turkey. Participants in this study were students of the Hacettepe University in Ankara, Turkey (n = 440). Findings show that there is a statistically significant relationship (p <0.05) between students' Internet addiction and only the grade they are studying. According to the correlation analysis, it was found that there is a negative relationship between the loneliness of students and the time they spend on the internet, and a positive relationship between internet addiction and age of students. Moreover, it was found that the age, time spent on the Internet and loneliness of university students were important determinants of Internet addiction.

Résumé :
This chapter presents a review of Internet addiction on the basis of different countries between the years of 2007 and 2017. For this purpose, the term “addiction” is explained, some addiction types are examined, the differences between Internet addiction and the other ones are given and the Internet addiction status of different countries are presented. In today's world, Internet addiction is a privileged problem in almost all of the countries but especially a few countries have important number of studies about the subject. The most studies are completed in China, Turkey, Taiwan, Hong Kong and Korea. In this chapter, studies about these countries and some other ones are investigated. These studies show that the “Far East” is suffering from the problem a bit more than the others.

Résumé :
This chapter examines the degree of income and institutional convergence between Turkey and European Union (EU) as well as trends in inequality and poverty by taking a long-term perspective as changes in polices an institutions impact on economic and social outcomes, often with considerable lags. The authors’ findings reveal that Turkey has successfully transformed its inward-looking and largely agricultural economy in the past 35 years into an export-oriented and urban-based economy. The transformation has been achieved mostly in periods of dramatic reform embedded in business and political cycles. Nevertheless, in the most recent era, there have been significant setbacks for certain groups in terms of regulatory environment, equality of opportunity, and access to markets and resources. Although there has been progress in the overall distribution of income and other aspects of social inclusion, convergence to EU standards is not easy to observe in these indicators.

Résumé :
Truly, while some countries are still grappling with policy issues to do with acceptance of the refugees in their respective countries, Turkey has become a safe haven to many, a refugee. This has not only featured the ordinary aspects of food, shelter, drinking water, clothing but also services like education, health, social services and transport assistance. Even more crucially, Turkey has offered other aspects bordering on integration, rights and freedoms, representation, mainstreaming and identity which are critical to the asylum seekers. This makes them feel at home especially given that they may end up staying for a long time or even never return to their homes. Such a process requires multi-dimensional legal and administrative regulation but Turkey has always come up with its own localized version of legal settings to accommodate spontaneous issues. This is what has distinguished Turkey from all other countries in the world given its immeasurable, priceless and invaluable handling of asylum seekers.

Résumé :
In this study, social housing policies developed for the housing needs of the poor citizens in Turkey and the Netherlands were examined. In this context, the aim of the study is to compare the extent of social housing policies implemented in Turkey and the Netherlands by presenting both countries policies on this subject. Another goal of this study is to develop suggestions based on research results. Most important roles in determining the social housing policies in Turkey belong to central administration. In the Netherlands, the central administration has transferred its authorization to local municipalities and housing associations. The data obtained were analyzed with the Maxqda data analysis program. At the end of the analysis, similar and different aspects of social housing policies have been presented. As a result, although there are similarities found in housing finance, it has been observed that there are different policies in terms of housing supply. In this context, policy transfer is a recommended approach that will contribute to the solution.

Résumé :
Immigration is an important issue for almost any country with respect to economic and social aspects. However, this situation amounts to a specific importance for Turkey in relation to its geographical and strategic position and current economic opportunities. Because, due to the heavy economic and political instability in the region in which Turkey exists, Turkey has not only become a transit country for irregular migration but also it has turned into a target country. Such situation has brought many economic, social, cultural, legal etc. problems and especially security issues. We, limited to the scope and size of our study, shall focus on one of the most important aspects of mentioned issues, which is “residence of foreigners in Turkey”. Within this context, we shall mention mainly the procedure and the conditions, timeline, restrictions, obligations, work permits, permit annulments etc. briefly and shall offer solution to problematic issues.

Résumé :
Extensive developments and changes in the economic, political, social, cultural and scientific fields have undoubtedly brought problems and disturbing phenomena in many parts of the world, such as the trafficking and exploitation of human beings. Every year many women, girls and children are illegally transported across the borders of their countries of origin, sold or bought, bringing to mind all the primitive ways of human slavery, seen in stark contrast to the galloping development that society has taken today, as well as aspirations for a worldwide civilization and citizenship. Regarding Albania, the beginning of trafficking in human beings dates in 1995 (Annual Analysis of 2003 of the State Social Service, Tirana), where the country found itself in a situation of instability of political, economic, social and cultural changes, as well as in a transitional geographical position to was used by traffickers, mostly Albanians, as an “open door” for the recruitment, transportation and sale of women, girls and children from Moldova, Russia, Romania, Turkey, Albania, China, etc. Albania is identified as a source and transit country for trafficked women and children. In addition, many NGOs and international organizations report significant increase cases in the trafficking of human beings. In 1999, official sources reported that young women and girls had been lured or abducted from refugee camps in Albania during the Kosovo crisis and then sold for prostitution in Italy and the United Kingdom. Reports from Italy, Germany, Belgium and the UK suggest that Albanian women and girls, which are trafficked for prostitution mostly are from rural areas (Organization for Security and Co-operation in Europe Review Conference, September 1999). It is almost common to talk about the phenomenon of trafficking in human beings, about the motivating and attractive factors, the consequences associated with this phenomenon of Albanian society. Given the extent of the trafficking phenomenon during the last 30 years transition period in Albania, the Government has made different legislative and institutional efforts, through a strategic approach to combat and mitigate this phenomenon. However, the elements of identification, protection, reintegration and long-term rehabilitation for victims of trafficking remain issues of concern and still not properly addressed, in the context of the institutional fight against trafficking in persons, which should have as its primary goal the protection of the human rights for victims of trafficking and not their further violation or re-victimization (Annual Report of the European Commission, 2007).

Résumé :
In the next decade, trafficking in human beings is expected to be the largest part of the illegal markets such as drug and arms trafficking. Trafficking in human beings can be done in many different purposes which includes the sexual exploitation, the practices similar to slavery or servitude. The problem is becoming visible both for the Eurasian countries and for Turkey. Despite being an inhuman trade, all parties of the trafficking in human beings are rational economic agents and they are acting according to the rules of supply and demand. Therefore in this paper, this economic structure that nourish the illegal market is primarily be discussed. It is focused on the push and pull factors to this market members and this is tried to shown in a quantitative dimension of the market. Secondly, in order to combat trafficking in human beings, legal and social measures are being taken. These regulations generally aim to find and punish perpetrators, and /or protect victims of trafficking. But these regulations always cause a change of the benefits and the costs of the parties involved in trafficking in human beings. Thus the economic perspective are convenient to analyze these results. Finally, with this paper it is aimed to produce a common ground for people who want to work in this academic field.

Résumé :
The comparative analysis of birth rate and life expectancy will provide information about the position of Macedonia in relation to Turkey and the EU and also about the factors that have the greatest impact on the population’s movement and vitality. This information should help the policy creators in the process of defining and implementing measures for increasing the birth rate and life expectancy of the population, which is aim of every country. In this paper will be put out some theoretical aspects about the economic, social, psychological, technological, cultural and political factors that have impact on the birth rate and life expectancy of the population. Also, the tabular and graphical displays will show the movement of these two demographic features in the period from 1980 to 2011. Changes in birth rate and life expectancy in Macedonia, Turkey and the European Union have been leading to demographic aging of the population in the last three decades. The birth rate in these countries shows a trend of continuous decline, despite the gradual increase in life expectancy of the population. Although the declined birth rate and increased life expectancy of the population have been a common features of these countries in the last decades, the percentage of this changes is different for each country.

Résumé :
Healthcare interventions are concern of government policies, health service providers, civil society organizations and public. These interventions are mainly criticized with respect to their cost effectiveness. However, economic, social and health benefits of drug addiction rehabilitation services are not well understood and they remain relatively subsidized in comparison to other aspects of healthcare interventions. But, notwithstanding this, drug addiction rehabilitation services are generally financed with public funds in Turkey as like many other countries and this situation become subject to questioning when fiscal policies and cost effectiveness of these services are considered. Based on this circumstances there is a great need for scientifically sound and practical financial and economic evaluation of substance abuse treatment services. In Turkey, recent legislative developments on substance abuse treatment services provide a baseline for structural evaluation of financial and economic feasibility of these services. In spite of ongoing methodological and empirical developments in economic evaluation of the primary health services, similar studies regarding addiction treatments are very rare in the literature. Correspondingly, methodological guidelines in this area are also very limited. This study addresses these gaps by presenting a financial and economic evaluation of drug addiction rehabilitation services in Turkey considering urgent need of intervention in this area. Evaluation of these services is based on the basic requirements of a drug addiction rehabilitation center, which is determined by the related legislation in Turkey, and the evaluation was conducted according to the methodological principles presented by EMCDDA, European Monitoring Centre for Drugs and Drug Addictions.

Résumé :
Immigration has presented itself in every chapter of the history with regards to its social, economic, political and legal aspects. However, with special regards to the global and regional instability which has come into focus and become chronic, it has gained vital importance for almost all developed and developing countries. Mentioned issue has transformed into a specific and extraordinary situation for Turkey which is situated at the intersection of the continents, Asia and Europe. Because Turkey has not only become a transit country for irregular migration but also it has turned into – if we may say so- the focus point of this vicious circle. The legislator who is aware of this situation, has brought upon essential amendments and innovations and also has concluded international, regional and bilateral agreements. We, within the scope and size of our study, shall examine certain issues which we deem important within the context of Foreigners and International Protection Law No. 6458 dated 04.04.2013 within the light of Constitution, European Convention on Human Rights and the jurisprudence of European Court of Human Rights and shall discuss some existing and potential problems in addition to suggestions for solution.

Résumé :
The concept of clustering is a concept that has many dimensions with its social and economic aspects. The theoretical background of this concept has developed within the disciplines of regional economics, which examines the regional development process with economic geography and regional development differences, which are aimed at explaining the regional distribution of economic activities and place of production factors. In general, regional de-velopment is the whole of the activities carried out in order to improve the existing standards on the economic and social basis of a certain geographical area within the borders of the country. If development activities are successful in different regions, it will be possible to achieve the development of the country. This study, it was aimed to examine the effect of the shotgun industry cluster in Beyşehir on regional development, and three-star analysis was used for this. The three-star analysis was developed by the “European Cluster Observatory” and allowed it to be a model used in the creation of potential cluster maps in the European Union. As of 2019, it has been determined that there are 165 companies engaged in production in the shotgun industry in Turkey, and 139 of these companies are clustered in the Beyşehir district of Konya. While it has been revealed that it has a very strong competitive power in exports with this cluster, it has been observed that it has a value well above Turkey’s average especially in terms of added value, employ-ment, size, and specialization.

Résumé :
This paper looks at the importance of ‘crisis events’ used by leaders employing populist civilisational populism in Muslim democracies. While populism is widely acknowledged and studied as part of early twentieth century political developments, various aspects remain unexplored. One feature is how populists make use of a crisis. While populists do benefit from social and political rifts, this paper goes a step further and argues that civilisationalist populists create imaginary and exaggerated ‘crises’ to sustain and prolong their relevance/position in power as well as justify their undemocratic actions. Using the case studies of Turkey (Recep Tayyip Erdogan) and Pakistan (Imran Khan) allows for a comparison to be drawn between two different leaders seeking to maintain power by using their position to either create civilizationalist crises or to frame ordinary crises as civilisational. The findings highlight that despite different political scenarios and outcomes, both these populist leaders gained political support by creating crises. We find that in most cases, populists exaggerate pre-existing insecurities and events to their benefit. The overblown claims and conspiratorial scenarios aid populists in creating a niche for their narratives by reaffirming their populist categorisation of societies. At the same time, the findings bring forth the troubling issues of the social-political cost of these Islamist civilisationalist populists.
