This paper is a qualitative descriptive study, which aims to analyze how the academic education concerning hand hygiene contributes to the pediatric patient safety. This research was developed in an university hospital in Southern Brazil, in the pediatric unit, during the period of August to December, 2012. Sixteen healthcare professionals participated (doctors, nurses and physical therapists). A semi-structured interview was used to gather information. Data was organized by the software QSR Nvivo and analyzed using the content analysis technique. The results allowed us to list two thematic categories: "Hand hygiene and healthcare professionals' academic education"; and "Hand hygiene and professional life". The first thematic category will be presented in this paper. It was identified that the academic education contributes in an ineffective way to the creation of a patient safety culture. According to the professionals, there are gaps during the educational process regarding hand hygiene. The topic is treated in an ineffective and not very significant way to the learning and adhesion of hand hygiene in the professional life. It is recommended that, for the internalization of the practice by future professionals, a transversal, continuous and systematical approach is adopted during the professional's training, evaluations concerning the hand hygiene are done throughout the academic life as well as healthcare professors bethink the topic.

New standards like checklists are introduced to establish so-called “connective professionalism,” but it is difficult to work with checklists in daily circumstances. Professionals might comply with standards, but they might also neglect or resist them. By linking the sociology of professions to routine theory, we develop a relational perspective on working with standards, which is sensitive to the actual usage of standards, not so much “by” but “in-between” professionals. We analysed whether and how checklists are part of daily professional routines. Our ethnographic data show that medical professionals pragmatically cope with checklists. They “tick boxes,” but also use standards to improve case treatment, depending on the nature of cases, time pressure, and team composition. Connections between professionals not so much result from standards, but are a prerequisite for using standards. Professionals themselves rather than checklists establish collaboration, but checklists might be important devices for using “connective potential.”Various exogenous developments force professions to organize collaboration. New standards, like checklists, are introduced to reconfigure work and organize so-called ‘connective professionalism’. Despite serious efforts, it has proven difficult to incorporate these standards in daily practice. Different perspectives on the reconfiguration of professional work explain noncompliance. While implementation science employs a solely instrumental perspective, Sociology of Professions literature employs a broader social perspective mostly focusing on maintaining professional power. By combining Sociology of Professions and Routine Theory, this paper provides an analytical perspective that embraces possibilities for change of routines. A critical case in surgical care is used to empirically show how a checklist (re)creates professional routines. Our ethnographic data show that rather than the result of active professional resistance, differences between checklists and routines emerge from pragmatic coping with checklists amidst high-paced circumstances. Though deviating from the formal rule, these might be meaningful action patterns.

ABSTRACT Objective: to understand the professional practice challenges in reaching the goals and objectives of the National Patient Safety Program (Programa Nacional de Segurança do Paciente). Method: qualitative case study, based on the Comprehensive Sociology, carried out with 31 professionals from the Patient Safety Center (Núcleo de Segurança do Paciente) and the nursing team, working in a teaching hospital. Data collection took place between May and December 2015 through interviews, observation and documentary analysis. The analysis proceeded according to the prerogatives of the Content Analysis. Results: three categories emerged: the prescribed reality; material resources and their impact on care; and human resources related to the reality. Final considerations: challenges to safe professional practice are caused by inadequate physical structure, insufficient physical and human resources, but mainly invade the transition from the prescriptive reality scope.

The offshore engineering industry plays a critical role in global energy production and infrastructure development. Ensuring quality, safety, and efficiency in offshore operations is paramount to the success and sustainability of these projects. This paper explores the significant impact of professional engineering certifications on offshore industry standards and practices, specifically focusing on how certifications contribute to enhancing quality, safety, and efficiency. Professional engineering certifications validate the skills and expertise of individuals working in the offshore sector, providing assurance to stakeholders that industry standards are being met. Through a comprehensive review of existing literature and case studies, this paper examines the role of certifications in maintaining quality assurance, ensuring safety protocols, and enhancing operational efficiency. Certified professionals play a crucial role in implementing and adhering to stringent quality standards throughout offshore projects, ultimately reducing the risk of costly errors and project delays. Moreover, certifications equip professionals with the necessary knowledge and training to identify and mitigate safety hazards, thereby minimizing the likelihood of accidents and environmental disasters. In addition to quality and safety considerations, certifications also contribute to improving efficiency in offshore operations. Certified professionals are equipped with the latest industry best practices and technologies, enabling them to streamline processes, optimize resource utilization, and deliver projects on time and within budget. While professional certifications are instrumental in raising industry standards and practices, challenges such as access to training, certification maintenance, and evolving regulatory requirements remain. Addressing these challenges and promoting the adoption of certification programs are essential steps towards further enhancing the quality, safety, and efficiency of offshore engineering operations. Overall, this paper underscores the critical role of professional engineering certifications in shaping the future of the offshore industry, providing a roadmap for stakeholders to leverage certifications effectively to achieve their operational objectives. Objective Globally, the degree of patient harm occurring in healthcare was first publicised in the 1990s. Although many factors affect patient safety, in the US the Institute of Medicine identified hospital organisational culture as one factor contributing to a reduction in errors. This led to the development of many tools for measuring the safety culture of hospital staff. The aim of the present study was to review the literature on patient safety culture in acute hospitals to identify: (1) how patient safety is viewed by health professionals; (2) whether patient safety culture is perceived differently at the hospital versus ward level; and (3) whether clinicians and managers place the same importance on patient safety. Methods Following a search of electronic databases using OneSearch and a manual search of grey literature, an integrative review method identified 11 articles as being suitable to meet the review’s aims. The search terms of patient safety culture, patient safety and safety climate were used. To ensure relevancy to current practice, the search was restricted to the period 2010–15. Results Hospital patient safety culture is not a shared vision, because health professional groups have different views. In the present study, 67% of articles examined found doctors to have a poorer perception of the patient safety culture than nurses and allied health professionals. All health professional groups reported a more positive view of their ward safety culture than that of the hospital safety culture. Furthermore, managers of the health professionals reported more positively on patient safety culture than bedside clinicians. Conclusion This review provides an international understanding of health professionals’ views of patient safety. From an Australian context, the review highlights the need for further investigation, because there is a lack of recent Australian literature in the acute hospital setting relating to patient safety culture. What is known about the topic? Globally, many research papers have reported upon the correlation between a positive patient safety culture and a reduction in healthcare errors. What does this paper add? The present integrative review highlights that regardless of the country of origin, there are differences in the way that a hospital patient safety culture is perceived among different health professional groups, particularly between managers and bedside clinicians. What are the implications for practitioners? Individual health professional groups, and managers and clinicians, have different views on the patient safety culture; therefore, training needs to involve everyone to create a shared vision for patient safety.

Objectives As a potentially preventable severe event, venous thromboembolism can lead to malpractice claims. We aim to identify characteristics of claimed events and to assess possible association between guidelines compliance and professional liability. Methods We analyzed every claim of alleged medical negligence following venous thromboembolism registered at the Catalan Council of Medical Colleges from 1986 to 2014. Results A total of 100 claims related to venous thromboembolism were identified. In 24 cases, out of 95 closed-claims, medical professional liability was the outcome. The specialty with more complaints was Orthopaedic Surgery. In 43 cases, venous thromboembolism occurred in low-risk patients with no prophylaxis prescribed. Professionals’ conduct followed the official guidelines in 73 cases but still 11 of them ended up in professional liability. Nevertheless, liability outcome was significantly associated with non-compliance of guidelines, as well as the absence of a prophylaxis ( p < 0.001). Conclusions Guidelines should be considered not only a patient safety measure but also a relevant issue towards determining the standard of care required in law. However, guidelines compliance does not qualify automatically as an affirmative defense in claims. It is individualized prophylaxis and protocols compliance that makes clinical practice safe and at the same time avoids medical professional liability.

The role of a safety professional is central to the way organisations understand and manage safety since it is these expert roles that provide their organisations with their safety narrative. Yet despite the importance of this role, we understand very little about safety professional identity and safety professional practice – who are they and what do they do? This thesis asks the fundamental question for the existence of the safety profession – What is the role of a safety professional? The primary research design involved a 6-month longitudinal ethnographic case-study of professional identity and safety professional practice within a large Australian energy company. 12 mid-level and senior-level safety professionals were interviewed monthly regarding their work, and this data was supplemented by continuous work observations by an embedded researcher throughout the study period. Through the research design, the results of this study provide a deeper and broader perspective of safety professional practice, than the existing descriptive research into the role of safety professionals. Safety Professional identify is rife with tensions and contradictions that reveal the complex social and organisational challenges associated with the role. Safety Professionals are both friend and enemy of line management and the frontline workforce. Safety professionals through the practice of their role: align themselves and their work with management objectives, develop safety specific processes and practices, satisfy organisational needs at the expense of worker safety risk reduction, and lack a working connection between safety science knowledge and their safety professional work, decisions and advice. Contemporary safety theory describes new ways for achieving safety in organisations that are largely at odds with current organisational safety approaches and existing safety professional practice. This thesis provides the first practical description of the role of a safety professional thorough a resilience engineering, safety-II, and safety differently theoretical lens. The conclusion from this research, is that organisations expect safety professionals to perform their existing role, and that the contemporary safety science literature demands them to work vastly differently. This thesis makes a significant scientific contribution to the understanding of safety professional identity, safety professional practice, and the future design of the role of a safety professional which will narrow the gap between safety professional work and the safety of work.

This thesis provides a critical evaluation of a real world project involving the researcher as leader of a review and subsequent development of a new Code of Conduct for the world’s largest health and safety body, the Institution of Occupational Safety Health (IOSH, 2011). The health and safety profession in the UK has seen many changes over the last 10-years, in particular a stronger focus on degree education, continual professional development (CPD) and Chartered Practitioner status. In addition to these progressive changes the profession has also seen a rise in the negative media coverage regarding reported risk aversion in decision-making processes. In response to the negative media and at the request of the conservative party, then in opposition, Lord Young led a complete review of health and safety in Great Britain(Young, 2010). More recently, the Government requested a further independent review into health and safety legislation (Löfstedt, 2011). Since the publication of these reports there have been calls for more rigorous competence standards for consultants and a move towards more industry led self-regulation. This has seen IOSH placed in a strong influencing position, albeit with added scrutiny of its own regulation of members. The researcher led a critical review of the existing Code as part of an IOSH standing Committee, the Profession Committee (PC) that has the responsibility among other things for examining allegations of misconduct. The project was conducted as action research and was divided into 4 cycles or stages. Stage 1 involved the critical review and benchmarking of the existing Code against other Codes using an adaptation of the PARN criteria. Stage 2 involved the consultation process for the development of a new Code. This included the researcher’s role as leader of the project and an evaluation of misconduct cases reviewed by the PC. Stage 3 involved semi-structured interviews of practitioners to explore experiential accounts of ethical issues from practice to inform the guidance on the Code. Finally, Stage 4 involved the concluding consultation and consolidation of all the stages for presentation of the revised Code to IOSH Council for approval. The project reinforced the benefits of applying a systematic approach for the development of professional body documentation. It also revealed the value of applying a flexible iterative methodology in the real world environment to prevent the project from diverging from its real world objectives. The outcome of the project has been positively received by IOSH. A new Code was produced with guidance and a revised disciplinary procedure that is fit for purpose and adaptable to change through the use of robust development and broad consultation processes. It is anticipated that these changes will make a significant contribution to the wider profession and practice. An ethical decision making model was developed from the findings and includes a dissemination strategy for the profession.

Magnetic resonance imaging is a major advancement in the diagnostic imaging field. Most patients can tolerate an MRI however, there are some who are unable to complete a lengthy scan while lying completely still without sedatives or anesthesia. Non-MRI healthcare providers are trained to use equipment that is “unsafe” in the MRI suite due to the strong magnetic field. Staff who are not fully knowledgeable and trained in MRI safety measures can endanger staff and patients. The purpose of this study was to determine the knowledge level of non-MRI healthcare providers regarding safety risks associated with MRI and to determine their level of satisfaction regarding the MRI safety training they received. This study concluded that non-MRI healthcare providers are knowledgeable about most of the safety hazards. They are satisfied with annual training but would like more in-depth material added to their current learning modules.

Portrayals of those who work in ‘safety’ increasingly conjure images of danger-avoiding crusaders on a quest to prevent exposure to even the most trivial of risks. “Bureaucratic”, “petty”, and “fun police” are just a few of the labels that have been applied to the modern-day safety practitioner, perpetuating a mostly unflattering stereotype. But just how accurate is this characterisation? How do safety practitioners view themselves? These questions were explored via investigating the behaviours and discourses of safety practitioners in the context of their participation in recreational activities that are commonly deemed ‘risky’. Firstly, the proportion of persons who have participated in risky activities is compared for a sample of Australian safety practitioners against a sample of non-safety practitioners. The way in which risky activity participants explain and rationalise the risks of their pursuits to others is then examined in order to identify points of similarity and difference between the groups studied. By means of original quantitative (survey) and qualitative (interview) research, evidence is presented that poses a direct challenge to the safety practitioner stereotype – at least outside of the workplace. It is concluded, with caution, that safety practitioners are more likely to have participated in one or more of a defined set of risky recreational activities than members of the broader population. Clear differences are also established between safety practitioners and others in how they tend to describe the risks related to their activities. These differences are observed across two related dimensions, termed and defined in this thesis as ‘Risk Management/Control Focus’ and ‘Otherness’. The project raises interesting questions about the self-identity of safety practitioners and the influence this may have on how they think about risk and engage with risk in their recreational lives. Further research is necessary, however, to validate the findings of this study, to understand the underlying reasons why a relationship may exist between work as a safety practitioner and recreational activity, and to better appreciate the practical implications of improved knowledge in this area.

Highway Authorities in the United Kingdom have jurisdiction to control, maintain and improve the local highway network, and the Road Traffic Act 1988 places a duty on such authorities to take preventative measures to reduce road casualties. As such, engineers working for the Highway Authority are on the ‘front-line,’ and are required to deal directly with lay concerns relating to road safety. This study investigates the nature and characteristics of how local road safety issues are raised and how engineers respond to such issues in a local authority setting. A grounded theory methodology was applied in the collection and analysis of this data, and in the generation of subsequent emergent themes. Datasets were established containing textual data from correspondence between the lay public and the authority, and from local press reporting. This was augmented by 47 semi-structured interviews with engineers. The analysis demonstrates that road safety issues and their construction, form a distinct genre. There are certain characteristic structural elements and argumentative approaches, which are oft repeated, in lay formulations of road safety. Road safety issues are played out in a contested field, although engineers may have, in theory, the ‘expertise’ that grants them authority to assess, diagnose and implement mitigation measures; in practice they have little autonomy or control. Regulatory restrictions, political interference, resource impoverishment and a volatile public, severely limit engineers’ independence and discretion. In dealing with the exigencies and pressures of day-to-day front-line public service, engineers deploy certain strategies for ‘managing’ the public. These pragmatic strategies are examined in order to establish how engineers can best effect practical action, in the face of competing and often conflicting demands. In examining the rhetorical organisation of lay argumentative strategies, a ‘popular epidemiology’ of road safety is recreated. This term, borrowed from Brown (1992), encapsulates a folk philosophy with respect to accident causation and the measures that are considered necessary or appropriate to ameliorate/eliminate identified issues. It is suggested that in vivo formulations of road safety issues, such as the ‘accident waiting to happen’ are founded on vague premises, and constitute a category mistake. Projections from phenomenally troubling, yet largely unsubstantiable events, to those with profound material consequences, are neither necessary nor certain. In making decisions on substantial capital investments, engineers, by necessity, are required to assess competing sites on a more epistemically secure metric, namely the police road casualty record.

The aviation industry is one of many industries which is known to be a high-risk industry. Although it is a high risk industry, little research has been conducted within the industry especially with regards to safety culture. Safety culture is pivotal within the aviation industry as it reduces the potential to large scale disasters. While airlines are deemed to be highly reliable, when an accident occurs the cause usually tends to be human error. The aim of this study was to assess safety culture of professional pilots within selected South African based aviation organisations. This study utilized a safety culture quantitative survey instrument in order to collect data from pilots at selected South African based aviation organisations. The survey consisted of five themes (organisational commitment, management involvement, accountability systems, reporting systems and pilot empowerment). The pilots were required to respond to 49-item statements on a 5 point-likert scale, by only choosing one answer per statement. The results indicated that a majority of the participants had responded positively towards the items which represented a healthy safety culture within the selected South African based aviation organisations. Furthermore, a highly positive correlation exists between the themes of organisational commitment and management involvement. Multiple regression analysis showed there is an association between the five themes of safety culture with organisational commitment being a dependent variable. No significant difference was found between biographical information (such as rank, years of experience and flying hours), along with either the themes of organisational commitment or pilot empowerment.

UK health and safety legislation aims to protect employees from injury at work; professional footballers as employees are therefore covered by this legislation. A risk assessment approach to health and safety issues, as required by the Management of Health and Safety at Work Regulations 1992, has been undertaken to establish the epidemiological and aetiological factors related to injuries in professional football and to identify management and training procedures to reduce the incidence and severity of injuries. Issues of injury frequency and causation during the period 1994 to 1997 were addressed through two routes. First, during the 1994 World Cup Finals, 1996 European Championships, and 1994 to 1997 English league seasons via match analysis. Second, player injuries at four professional football league clubs were recorded by the club physiotherapist. This research reports an emerging Community of Practice (CoP), informing how knowledge, understanding and learning were shared through professional leaders using stories to influence change and improve the safety and quality of services. The research focused on generating knowledge and dramatising leadership experiences in integrated community health and social care services. A case study design and multiple qualitative data collection methods were used. The analysis of all data sources revealed rich descriptions with several emerging features including: a) Constructing and sharing a meaning for professional leadership through partnership working to foster cross organisational learning. b) Creating an entrepreneurial identity through contextualising new knowledge and skills c) Developing skills and confidence to be instrumental in progressing the safety and quality agenda d) Using storytelling, sharing anecdotes to dramatise experiences and encourage debate creating shared meanings within the Community of Practice e) The Community of Practice created a forum for learning through generating professional capital by sharing experiential knowledge. The theory practice gap has been closed through professional practice and leadership discourse, developing new knowledge to lead and empower practitioners. In doing so it has widened the debate regarding the professional leadership structure in operation and questioned the need to reshape the context in which professional leaders act and are able to influence the safety and quality of services. Professional leaders should have continual investment as a resource to impact on safety and quality improvements, service developments and managing change. Communities of Practice should be acknowledged and established as an opportunity to generate collective knowledge and influence organisational development and change. Storytelling and narrative can be used as a recognised methodology for sharing specific experiences in order to reflect, contextualise and provide the language required to influence the wider organisational strategic direction. A recognised programme of further research should be considered.

Abstract Safety and security have similar goals, to provide social wellness through risk control. Such similarity has led to views of professional convergence; however, the professions of safety and security are distinct. Distinction arises from variances in concept definition, risk drivers, body of knowledge, and professional practice. This chapter explored the professional synergies and tensions between safety and security professionals, using task-related bodies of knowledge. Findings suggest that safety and security only have commonalities at the overarching abstract level. Common knowledge does exist with categories of risk management and control; however, differences are explicit. In safety, risk management focuses on hazards management, whereas security focuses on threat mitigation. Safety theories consider health impacts and accidents, whereas security crime and crime prevention. Therefore, safety and security are diverging as distinct professions.

The problem of the study is that it is not sufficiently studied what psychological barriers people face at the initial stage of professional activity as self-employed. The aim of the study is to study the features of psychological barriers at the initial stage of professional activity of self-employed people. Research hypothesis: at the initial stage of professional activity as self-employed people face psychological barriers in the organizational and creative areas of entrepreneurial activity. The problem of psychological barriers was considered in their works by S. Rubinstein, N. Podymov, I. Pavlov, R. Shakurov and others. The article formulates particular definitions of the main concepts. Methodology: analysis of an individual case using interviews with processing in the framework of interpretive phenomenology. Respondent: female, 34 years old, self-employed as a psychologist for 1 year. Results: psychological barrier of accepting financial responsibility, barrier of adherence to a certain professional culture, barrier of competence in the profession. Certain psychological barriers can arise in connection with certain underlying medical conditions. The conclusions are that psychological barriers are a complex mental education, can be overcome in stages, and motivation of the subject is important for overcoming barriers.

The article has a theoretical approach in research. Relations between the terms «hardiness»; and «psychological safety», «subject of activity» and «professional’s personality» will be considered. The components of hardiness are analyzed. The issues that contradict the basic theoretical position on hardiness as the underlying psychological safety of the individual are analyzed. At a theoretical level, a connection between the hardiness and psychological safety of a professional’s personality is revealed. In theoretical terms the conceptions of a person as a personality (professional) and as a subject of professional activity are considered. The attitude of professional’s personality towards activities in the «new» conditions is revealed. Based on results of experts’ survey, a preliminary conclusion is made that a person involved in professional activity, is passionate about his/her work, professionally ready for it, quickly overcomes negative emotions connected with an emergency, the person is reorganized to work in the «new» mode, providing high performance (if the specificity of the work allows it). The issues arising in a stressful, emergency situation are being considered for the subject of professional activity. An attempt is made to describe the emergency, as well as the necessity to introduce conceptual «slogan»: «the situation of global emergency uncertainty». This situation is considered as the environment that the one created «for his/her self-preservation», to ensure the safety of mankind.

The article provides a theoretical analysis of the problem of psychological safety in the flight operation of highly automated aircraft based on interdisciplinary research. Scientific and technological advances in high-risk occupations aim to improve the reliability of the functioning of ergative systems, of which the human operator is the most important element. However, the problem of occupational safety for professionals in extreme situations cannot be regarded as solved. The article covers findings regarding the application of modern digital solutions such as virtual reality and augmented reality, providing an example of a formal investigation into an aircraft accident due to human error. An urgent task of aviation psychology consists of studying psychological aspects of the positive and negative influences of augmented reality on flight activity, since besides obvious options of increasing the professional reliability of a pilot, there is a risk of emergence of a psychological dependence on such a technology, and the consequent occurrence of blunders in piloting and navigation strategies. The authors conclude that the issue of safety in the flying profession shall be solved through the joint effort of all sciences of human factors. Modern digital solutions are only an essential prerequisite for ensuring the occupational safety of pilots. All stages of professionalisation of flight staff, starting with the professional selection of applicants, should be accompanied by predictive methods aimed at diagnosing and developing the individual’s ability to use the possibilities of the real and virtual world productively and synchronously in their work.

Training and professional development of nuclear power plant personnel are essential components of the atomic energy industry’s successful performance. The rapid growth of virtual reality (VR) and augmented reality (AR) technologies allowed to expand their scope and caused the need for various studies and experiments in terms of their application and effectiveness. Therefore, this publication studies the peculiarities of the application of VR and AR technologies for the training and professional development of personnel of nuclear power plants. The research and experiments on various aspects of VR and AR applications for specialists’ training in multiple fields have recently started. The analysis of international experience regarding the technologies application has shown that powerful companies and large companies have long used VR and AR in the industries they function. The paper analyzes the examples and trends of the application of VR technologies for nuclear power plants. It is determined that VR and AR’s economic efficiency for atomic power plants is achieved by eliminating design errors before starting the construction phase; reducing the cost and time expenditures for staff travel and staff training; increasing industrial safety, and increasing management efficiency. VR and AR technologies for nuclear power plants are successfully used in the following areas: modeling various atomic energy processes; construction of nuclear power plants; staff training and development; operation, repair, and maintenance of nuclear power plant equipment; presentation of activities and equipment. Peculiarities of application of VR and AR technologies for training of future specialists and advanced training of nuclear power plant personnel are analyzed. Staff training and professional development using VR and AR technologies take place in close to real-world conditions that are safe for participants and equipment. Applying VR and AR at nuclear power plants can increase efficiency: to work out the order of actions in the emergency mode; to optimize the temporary cost of urgent repairs; to test of dismantling/installation of elements of the equipment; to identify weaknesses in the work of individual pieces of equipment and the working complex as a whole. The trends in the application of VR and AR technologies for the popularization of professions in nuclear energy among children and youth are outlined. Due to VR and AR technologies, the issues of “nuclear energy safety” have gained new importance both for the personnel of nuclear power plants and for the training of future specialists in the energy sector. Using VR and AR to acquaint children and young people with atomic energy in a playful way, it becomes possible to inform about the peculiarities of the nuclear industry’s functioning and increase industry professions’ prestige.

The paper discusses information and communication technology use for studying reasons of aviation accidents because of the aviation operator errors as result of internal and external influence. The model and technique are proposed and include integrated ICT united previously developed (initial professional selection and day-to-day pre-shift check), open access cloud-based (NASA and ICAO) and real-time operative (air traffic controllers and pilots control) ICTs, which data are stored in one database. Proposed ICT has been checked to study effect of the solar wind parameters (speed and density) on appearance of aviation incidents and accidents during one year observation. Results of that study were compared with corresponding results of another period of solar activity, as well as with data obtained in laboratory conditions to study cognitive tests performance under effect of the solar wind.

In post-accident investigations, the judicial authority must assess the degree of culpability (in criminal trials) or liability (in civil trials) associated with the actions or decisions of professionals that are causally linked to damages. These actions or decisions may pertain to different phases of the lifecycle of high-risk systems: their operation, maintenance, design, manufacturing, safety audits by accredited third parties, and inspections by a safety authority. This analysis often relies on the opinions of court-appointed experts, who evaluate the level of compliance of actions or decisions with prescribed standards (laws and regulations, operating procedures, and professional best practices, which are more or less documented depending on the sector). Generally, the judiciary tends to view culpability as greater when the deviation from the prescribed standards is more significant, treating the standards as an algorithm to be followed strictly rather than as a source of guidance, which professionals may follow to a greater or lesser extent depending on local circumstances. This document, a transcript of discussions from an online workshop organized (in French) by FonCSI in September 2024, examines the extent to which the judicial system can move away from the principle of “deviation → culpability”, a principle that is largely incompatible with the way in which professionals work in a number of industry sectors. It also explores the implications of the criminalization of deviations and errors for frontline workers (notably, the defensive reactions it provokes, such as defensive medical practices), as well as the consequences for businesses and authorities, including regulatory and procedural inflation.

In a world exposed to uncertainty and upsets, the development of organizational resilience is often proposed to improve performance. Intended as a complement – but also sometimes as a counterpoint – to management approaches based on anticipation and preparedness, resilience-based approaches aim to improve the ability of professionals to react in an opportune manner to extraordinary and unexpected situations. Despite increasing interest for this change in paradigm, few concrete case studies have been documented. The work presented in this document explores the possibilities offered by new training modalities, for and using resilience, which aim to improve the ability of professionals to produce safety in work situations. The work is part of a research project called FOResilience, led by Simon Flandin and Germain Poizat at the University of Geneva, which was partially funded by the FonCSI. Three characteristics of the authors’ approach are worth emphasizing: - They adopt a broad definition of “training”, which includes professional development activities and organizational interventions, with a particular interest for methods that differ from classical classroom-based training, such as crisis exercises, discussion forums, coaching, and collective analysis of work situations. - They are more interested in activities and methods that develop professionals’ ability to interpret ambiguous situations and to act and cooperate in unexpected or critical situations, than in activities that promote a quasi-mechanical execution of a procedure or deployment of a pre-established plan. - They see safety as resulting as much from the daily work activities that develop professionals’ ability to act in appropriate ways in a constantly evolving context, as from the initial safe system design and careful implementation of operating procedures that cover all possible situations. Two families of training/intervention methods are analyzed: - Methods that develop proactivity in routine situations, the daily activities that create conditions which are favourable to safe operations. These include different forms of discussion between professionals that aim to improve the shared understanding of goal conflicts, of the decisions and compromises made, the difficulties encountered (such as procedures that are inappropriate in certain situations) and improvement opportunities. - Methods that encourage reactivity in extraordinary or critical situations and the ability to bounce back after a critical organizational upset. These include various simulation-based methods, such as crisis exercises, though designed to improve the ability of professionals to make sense of and react in appropriate ways to unexpected events, rather than the classical objective of exercises to check correct execution of a predefined plan.

The 3L-Person 2022 workshop was held in Kryvyi Rih, Ukraine, on October 25, 2022. The workshop aimed to provide a platform for researchers and practitioners from different domains and regions, who are interested in exploring the opportunities and challenges of information and communication technologies (ICT) for lifelong learning and professional development. The workshop addressed various topics related to the design, development, evaluation, and application of ICT for education and training, such as personal learning environment design, advanced ICT for professional retraining and training in the workplace, blended and remote learning/teaching with emerging ICT, educational robots, databases and language technologies for open learning and research, ICT in education of a person with special needs, ICT in education safety and security, ICT-support of STEM education and professional career, and synthetic learning environment. The workshop featured 13 papers selected by a diverse and qualified program committee. The workshop also facilitated the discussion and networking among the participants,who shared their experiences and insights on the emerging trends and issues in this interdisciplinary field. This paper presents the theme, aims, topics of interest, program committee, accepted papers, and outcomes of the workshop.

This document provides a short literature review on the complementarity (and antagonisms) between liability rules, safety regulation and insurance and their effect on safety management. It draws on a range of disciplines, with a focus on economic analysis of law and regulation theory. Some of the issues discussed are rather complex; this document attempts to provide simple explanations together with references to the professional literature for the interested reader. Some issues are the subject of ongoing debate between scholars; in such situations, we have attempted to present the various points of view. The document provides background information concerning the topics discussed during the NeTWork’2012 workshop, and draws on some of the contributions of workshop participants and the rich discussion which took place during the three days. The first chapter presents issues related to regulation, starting with the classical economic justifications for state intervention (presence of externalities, information failures and moral hazard). A number of obstacles to the effectiveness of safety regulation are presented. Finally, some alternatives or complements to regulation, including self-regulation, are briefly discussed. Chapter 2 presents an overview of liability law, starting with some introductory definitions. Factors which weaken the effectiveness of liability as an incentive to invest in prevention are discussed, as are negative effects of liability regimes on safety management. A number of case studies illustrating the liability of regulators are briefly presented. Chapter 3 discusses the impact of insurance and reinsurance on firms’ and individuals’ safety management. The last chapter briefly analyzes firms’ and individuals’ sources of motivation to take care.

The purpose of the study is to find ways to solve the current problem of improving the military education system. The needs in the formation and development of digital competencies of military management officers in different competence areas were studied: information and data literacy, communication and collaboration, digital content creation, safety and problem solving are studied. Possession of a high level of competence in these areas, according to the authors, significantly affects the professional development of officers during their military careers. The attention is focused on the possibility of implementing transdisciplinary integration in the system of advanced training of officers of the Armed Forces of Ukraine. The subject of the study, among other things, was the formation of readiness to use STEM-technologies in professional activities. The study reviewed modern STEM-approaches in the educational process and analyzed the experience of countries such as the United States, Australia, China, Britain, Israel, Korea, Singapore. The results of the survey among the students of advanced training courses at The National Defence University of Ukraine named after Ivan Cherniakhovskyi are highlighted. In particular, the attitude and needs of military management officers to training and professional development were clarified; identified their educational interests. In particular, the need for effective ownership of tools for planning and organizing project work, analysis and evaluation of achieved results is identified.

An application was submitted to the Food Standards Agency (FSA) and Food Standards Scotland (FSS) in January 2021 from Chanelle McCoy CBD Ltd (“the applicant”) for the authorisation of synthetic cannabidiol (CBD) as a novel food. The novel food is a synthetic >98% pure form CBD which is intended to be used as food supplements for adults. For CBD a provisional Acceptable Daily Intake (ADI) of 10 mg/day has been published by the FSA and was considered in assessing this novel food. The provisional ADI (section 2.7) was recommended, subject to the existing advice to consumers that pregnant and breastfeeding women and people taking any prescription medication should avoid the consumption of CBD. Consumers on regular medications should seek advice from a medical professional before using any type of CBD food product. In addition, children and prospective parents trying for a baby are advised against consumption of CBD, as are those who are immunosuppressed, due to remaining data gaps and residual uncertainties concerning the safety of CBD for these groups of consumers. These contraindications would also apply to this novel food. To support the FSA and FSS in their evaluations of the application, the Advisory Committee on Novel Foods and Processes (ACNFP) were asked to review the dossier and supplementary information provided by the applicant. Please note the Committee did not consider any potential health benefits or claims arising from consuming the food, as the focus of the novel food assessment is to ensure the food is safe, and not putting consumers at a nutritional disadvantage. The FSA and FSS concluded based on the advice of the ACNFP, that the applicant had provided sufficient information to assure the novel food, synthetic CBD, was safe under the proposed conditions of use. The anticipated intake levels and the proposed use in foods and food supplements was not considered to be nutritionally disadvantageous. The views of the ACNFP have been taken into account in the regulatory assessment which represents the opinions of the FSA and FSS.

This bulletin aims to provide general information on European elder (Sambucus nigra, syn. S. nigra subsp. nigra) berry (often spelled “elderberry”) and berries from other Sambucus species in commerce, such as American elder (S. canadensis, syn. S. nigra subsp. canadensis), blue elder (S. cerulea, syn. S. nigra subsp. cerulea), and dwarf elder (S. ebulus), and berry extracts as ingredients in dietary supplements and food products and summarize the available information on adulteration, mislabeling, counterfeiting, and fraud of elder berry extract and its products (e.g. capsules, syrups, et al.). It also provides information on trade and market dynamics, laboratory methods for detecting adulteration, and economic and safety implications for the consumer, health professional, and industry. It may be used as guidance for quality control personnel, members of the international phytomedicine and botanical supplement industries, and the extended natural products community in general.
