From an international perspective, the inter-war car industry was a British success story. Britain ranked only second to the United States as the world’s leading producer of, and market for, automobiles, owing to a relatively strong domestic market by European standards. However, while consumers’ expenditure was high, it was not deep—car ownership per capita in 1938 being around a third of US levels. This chapter examines why the British automobile sector failed to take off into mass market diffusion. A number of important factors are highlighted, including lower British wages relative to the United States; punitive vehicle and petrol taxation; and the high unit production costs incurred in serving a market too small to justify Fordist mass production. However, a more fundamental reason was the low priority given to car ownership in a relatively small, densely populated, and highly urbanized island nation with well-developed public transport networks.

Chapter 8 describes and evaluates the Supplemental Nutrition Assistance Program, or SNAP (food stamps). It demonstrates its serious shortcomings and interprets the program as an expression of mass values. The food stamp program in the United States remains as it always was: convoluted, inadequate, and frequently unfair, even after more than half a century of priority concern from a number of presidents, as well as congressional attention recorded in thousands of pages of panels, investigations, hearings, and reports. For all its wealth, it is not clear that the United States has ensured access for its citizens to “a nutritionally adequate low-cost diet.” Yet its design embodies the assumptions of policy romanticism unreasonably insisting on self-reliance.

The allocation of selective visual attention to a particular region of visual space has been attention’s most-studied variant. But attention can also be allocated to features, such as a particular colour or direction of motion. Studies from the visual cortex of rhesus monkeys have revealed a gain modulation across visual space that enhances the response of neurons that show a preference for the attended feature and a reduced responsiveness of those neurons tuned to the opposite feature. Such studies have also provided evidence for object-based attention, where the attentional enhancement of a neural representation affects the complex amalgamation of features that make up an object. All these forms of visual attention together create an integrated saliency map or priority map, that is, an integrated representation of relative stimulus strength and behavioural relevance across visual space that underlies our perception of the environment.

This article examines sport in the Soviet Union, East Germany, and China. Despite the early Soviet emphasis on mass physical culture, high-performance sport was the priority of these regimes and all three notionally used ‘amateurism’ to enhance national prestige. Having started out as opponents of Olympism, all three at different times came to prioritize winning medals at the Olympic Games. Despite similarities in the organization of sport—the state played a significant role and ties to the military and police were strong in all three countries—there were significant differences between them: China rejected competitive sport for much of the Mao era, whereas sport was one arena in which the GDR outshone West Germany. The article shows that during the Cold War sport was as much an arena of competition between socialist states as it was between the capitalist and communist worlds.

Visibilizar a invisibilidade da pobreza em um país como o nosso não deveria ser uma tarefa tão difícil, visto que a cada passo que damos, seja no campo, seja nas cidades, nos deparamos com suas múltiplas expressões. Mas o é... Adentrar nessa cegueira social é entender que somos, enquanto sociedade, forçados a não enxergar, a não reconhecer e a não enfrentar a pobreza, porque somos um país cruelmente colonizado em seu modo de pensar. Para Dussel (2000) o sistema colonial oprimiu, para além de corpos e povos, o conhecimento, o modo como compreendemos o mundo e suas relações. Somando a isso nossa avassaladora escravidão, temos as matrizes fundantes de nossa sociedade, cega diante da pobreza e da injustiça social. Para Gonçalves Filho, “o que vemos e o que deixamos de ver, a priori, não são decididos por nós, mas sim pelo modo como fomos colocados em companhia dos outros e como os outros são colocados diante de nós” (2004, p. 08). A cultura brasileira nasceu do convívio entre muitas instituições. Entretanto, família, escola, Estado, justiça, mercado, não foram tão fundantes para nós como o foi a instituição da escravidão (SOUZA, 2017). Foi essa sociabilidade que legitimou culturalmente explorar seres humanos às raias da morte e também invisibilizar pobreza e desigualdade social. Nesse sentido, enxergar a pobreza significa aprender a desaprender, aprender a desnaturalizar esse fenômeno contundente, espólio da escravidão, que nos corrompe enquanto sociedade – essa sim, a escravidão, a nossa maior e mais profunda corrupção, que precisa ser enfrentada.

The Action Plan for Australian Mammals 2012 is the first review to assess the conservation status of all Australian mammals. It complements The Action Plan for Australian Birds 2010 (Garnett et al. 2011, CSIRO Publishing), and although the number of Australian mammal taxa is marginally fewer than for birds, the proportion of endemic, extinct and threatened mammal taxa is far greater. These authoritative reviews represent an important foundation for understanding the current status, fate and future of the nature of Australia.
This book considers all species and subspecies of Australian mammals, including those of external territories and territorial seas. For all the mammal taxa (about 300 species and subspecies) considered Extinct, Threatened, Near Threatened or Data Deficient, the size and trend of their population is presented along with information on geographic range and trend, and relevant biological and ecological data. The book also presents the current conservation status of each taxon under Australian legislation, what additional information is needed for managers, and the required management actions. Recovery plans, where they exist, are evaluated.
The voluntary participation of more than 200 mammal experts has ensured that the conservation status and information are as accurate as possible, and allowed considerable unpublished data to be included. All accounts include maps based on the latest data from Australian state and territory agencies, from published scientific literature and other sources.
The Action Plan concludes that 29 Australian mammal species have become extinct and 63 species are threatened and require urgent conservation action. However, it also shows that, where guided by sound knowledge, management capability and resourcing, and longer-term commitment, there have been some notable conservation success stories, and the conservation status of some species has greatly improved over the past few decades.
The Action Plan for Australian Mammals 2012 makes a major contribution to the conservation of a wonderful legacy that is a significant part of Australia’s heritage. For such a legacy to endure, our society must be more aware of and empathetic with our distinctively Australian environment, and particularly its marvellous mammal fauna; relevant information must be readily accessible; environmental policy and law must be based on sound evidence; those with responsibility for environmental management must be aware of what priority actions they should take; the urgency for action (and consequences of inaction) must be clear; and the opportunity for hope and success must be recognised. It is in this spirit that this account is offered.

Este produto educacional foi construído a partir de uma dissertação de mestrado desenvolvida no âmbito do Programa de Pós-graduação em Ensino de Matemática (PPGEM) da Universidade do Estado do Pará (UEPA). Com este trabalho almejamos atender a professores de matemática do Ensino Fundamental da educação básica, apresentando uma sequência de atividades para o ensino de problemas aditivos, com o objetivo de tornar-se uma alternativa para a melhoria da aprendizagem dos estudantes neste tema. Para a construção da sequência didática que será aqui exposta utilizamos como aporte teórico a Teoria do Campo Conceitual apoiada nos estudos de Vergnaud, onde o autor discorre que o conhecimento deve ser desenvolvido a partir de situaçõesproblema e seu aprendizado depende de diversos fatores. O campo conceitual aditivo apresenta-se como um conjunto das situações que exigem uma adição, uma subtração ou uma combinação destas duas operações. Como aporte metodológico utilizamos o Ensino por Atividades com base nos trabalhos de Sá, que utiliza-se de atividades de conceituação e redescoberta, bem como atividades de aprofundamento. Esta metodologia prioriza a organização das aulas em momentos específicos que levam ao desenvolvimento da autonomia do estudante na aquisição do próprio conhecimento, onde o professor assume uma postura de mediador. Cada atividade foi criada a partir de análises prévias que envolveram revisão de estudos teóricos e experimentais, análise de aspectos históricos e conceituais acerca dos problemas aditivos, além de pesquisa diagnóstica com discentes. Todo esse processo fez-se mister para que pudéssemos identificar as dificuldades de aprendizagem no ensino de problemas aditivos e quais metodologias podem suprir tais lacunas. Com esta pesquisa tornou-se muito claro a importância dos docentes tomarem conhecimento das diversas classificações dos problemas aditivos, pois somente deste modo poderão compreender tais dificuldades e conseguir adotar a melhor estratégia de ensino. A partir de uma revisão bibliográfica, destacamos que os problemas aditivos além de envolverem as ideias de composição, transformação e comparação, podem ser aritméticos ou algébricos. Diagnosticamos diversos fatores que geram obstáculos e dificuldades para os discentes na resolução de problemas aditivos: fatores 8 relacionados à compreensão do enunciado dos problemas; aos procedimentos dos algoritmos de adição e subtração; ao tipo de problema, aritmético ou algébrico; à posição da incógnita na sentença da modelação do problema; à congruência ou incongruência semântica do problema; e ao trabalho docente centrado em situaçõesproblema menos complexas cognitivamente. Nossa sequência didática é composta por 12 atividades, dividida em dois momentos, trabalhamos inicialmente com problemas que envolvem apenas uma operação para em seguida aplicar atividades que proporcionam a aprendizagem de problemas que apresentam duas operações. Além do ensino por atividades, complementamos esta sequência com atividades envolvendo jogo de cartas, elaboradas exclusivamente para esta sequência. Nosso objetivo com este trabalho é que cada professor possa ampliar seus horizontes para o ensino de problemas aditivos, e que a partir de então busquem sempre alternativas metodológicas diferenciadas e tornem suas aulas baseadas em estudos científicos.

This book examines one hundred years of the history of the British Broadcasting Corporation (BBC), from 1922 to 2022. It looks at that history in terms of people and programmes, and also explores the BBC as an institution. It examines the role of politicians and civil servants in shaping and guiding the work of the BBC, and the impact of successive technological innovations, from radio, to television, to the new digital age. It shows how the BBC has changed over the last century, adapting to dramatic shifts in its political, social, and cultural environment. The BBC was initially constituted as a monopoly, controlling all broadcasting in Britain, including an Empire Service for white listeners in Britain’s colonies. It went on to provide services for audiences at home and overseas throughout the Second World War and into the Cold War, seeking to ‘inform, educate, and entertain’, roughly in that order of priority. From the 1950s, it faced domestic commercial competition, as politicians overturned the idea of a public service monopoly. It has since faced multiple challenges from those who question whether the public sector has a legitimate role to play in the mass media, and from governments seeking to control and influence what gets broadcast. Today it can be regarded as a vast machine for commissioning programmes, patronizing the arts, doing journalism, promoting the Union, and projecting British cultural influence to a global audience.

This chapter explores several of the most common and useful approaches to atmospheric data fitting as well as the process of using air mass factors to produce vertical atmospheric column abundances from line-of-sight slant columns determined by data fitting. An atmospheric spectrum or other type of atmospheric sounding is usually fitted to a parameterized physical model by minimizing a cost function, usually chi-squared. Linear fitting, when the model of the measurements is linear in the model parameters is described, followed by the more common nonlinear fitting case. For nonlinear fitting, the standard Levenberg-Marquardt method is described, followed by the use of optimal estimation, one of several retrieval methods that make use of a priori information to providing regularization for the solution. In the context of optimal estimation, weighting functions, contribution functions, and averaging kernels are described. The Twomey-Tikhonov regularization procedure is presented. Correlated parameters, with the important example of Earth’s atmospheric ozone, are discussed.

Going public is the preeminent governing strategy of modern presidents. When presidents go public, they attempt to influence the decisions, actions, and opinions of others through speechmaking and other public engagement. Although some scholars of the rhetorical presidency show how presidents have used speeches to govern since the dawn of American democracy, the bulk of scholarship centers on the modern presidency, as both advances in communications technologies and changes in federal policymaking institutions spurred presidents to go public.Going public as a leadership strategy involves a variety of presidential speeches designed to reach a range of institutions and actors. Strategies include going local, speaking on national television, or saturating news coverage by sustaining attention to a top priority. The president’s target audience can be Congress, the public, news media, or bureaucracy. Presidents have had some success going public, although the ways in which presidents have been successful vary by strategy and target audience.Going public is more than just presidential leadership of others. It is also about what incentivizes the president’s efforts to use speeches to govern in the first place. Thus, a second focus of research on going public is what explains speechmaking and the tendency of presidents to respond to those institutions and actors that they also attempt to lead. The majority of existing research centers on presidential leadership of, and responsiveness to, mass public opinion, but the emergence of a more polarized public may influence why presidents go public and may change what political scientists conclude concerning going public and presidential leadership in a more polarized political age.

The superior colliculus (SC) plays an important role in both overt and covert attention. In primates, the SC is well known to be a central component of the motor pathways that orient the eyes and head to important objects in the environment. Accordingly, neurons in the SC show enhanced responses that will be the target of orienting movements, compared to stimuli that will be ignored. Single-neuron recordings in the SC have revealed a variety of attention-related effects, including changes in activity related to bottom-up and top-down attention, attention capture, and inhibition of return. These findings support the view of the SC as a priority map that represents the location of important objects in the visual environment. Manipulation of SC activity by electrical microstimulation and chemical inactivation shows that the SC is not simply a recipient of attention-related effects, but plays a causal role in these processes. In particular, activity in the SC plays a major role in the selection of targets for saccades, and also for pursuit eye movements and movements of the hand. Moreover, activity in the SC is important not only for the control of overt attention, but also plays a crucial role in covert attention—the processing of visual signals for perceptual judgements even in the absence of orienting movements. The mechanisms mediating the role of the SC in the control of covert attention are not yet known, but current models emphasize interactions between the SC and areas of the cerebral cortex.

Por um lado, a obra aborda um conjunto de estudos regionais e características geoambientais, com base em dinâmicas e transformações territoriais, eventos extremos do ambiente urbano, fragilidade ambiental e vulnerabilidade ambiental. Por outro, o livro enfatiza o ensino da Geografia na medida em que prioriza o papel da escola e das práticas geográficas docentes. Parabéns aos organizadoras e autores que merecem elogios por aceitarem esse desafio e alcançarem admiravelmente seus objetivos.

Les Lumières n’ont-elles pas vigoureusement remis en question l’autorité de l’Église catholique ? Le clergé n’a-t-il pas été l’un des principaux pourfendeurs de la « philosophie du siècle » ? Entre philosophes anticléricaux et théologiens intransigeants, des hommes de Dieu se sont engagés dans une voie médiane entre deux positions a priori irréconciliables. Conformer l’Église et les sociétés catholiques à « l’esprit du temps », tel était le leitmotiv de ces prêtres qui lisaient tour à tour Kant et l’Évangile, et qui se verront plus tardivement qualifiés de Lumières catholiques. Ce courant culturel des XVIIIe et XIXe siècles a marqué l’histoire du monde germanique auquel se rattachait la cité-État de Fribourg en Suisse. Il s’est répandu jusqu’à elle par l’action décisive de deux prêtres qui se sont nourris des idées du catholicisme éclairé dès le temps de leurs études en Allemagne. Le chanoine Charles-Aloyse Fontaine et le Père Grégoire Girard se sont faits les relais de ce mouvement dans leur patrie, en travaillant à une vaste réforme de l’éducation populaire mais aussi en proposant plusieurs innovations dans les domaines théologique, liturgique, scientifique… et parfois même politique. Cet ouvrage examine le parcours, les idées et les actions de ces deux hommes d’Église sous le prisme des transferts culturels. Il montre en particulier comment les Lumières catholiques se sont transformées en territoire fribourgeois, où elles ont pris la forme d’un mouvement multiculturel original.

Le Plan stratégique de l’Organisation panaméricaine de la Santé (OPS) (« le plan ») définit l’orientation stratégique de l’Organisation, fondée sur les priorités collectives de ses États Membres, et précise les résultats de santé publique à atteindre au cours de la période 2020-2025. Le plan définit l’engagement conjoint des États Membres de l’OPS et du Bureau sanitaire panaméricain (BSP ou « le Bureau ») pour les six prochaines années. Les États Membres de l’OPS ont clairement indiqué que le Plan stratégique est un instrument fondamental pour la mise en œuvre du Programme d’action sanitaire durable pour les Amériques 2018-2030 (PASDA2030) et donc pour la réalisation des objectifs de développement durable (ODD) liés à la santé dans la Région des Amériques. Les 11 objectifs du PASDA2030 constituent les objectifs au niveau des impacts du présent plan. Sous le thème L’équité au cœur de la santé, ce plan vise à catalyser les efforts déployés dans les États Membres pour réduire les iniquités en matière de santé au sein des pays et territoires et entre eux, afin d’améliorer les résultats en matière de santé. Le plan définit des mesures spécifiques pour lutter contre l’inégalité dans le domaine de la santé, notamment celles recommandées par la Commission sur l’équité et les inégalités en matière de santé dans les Amériques, en tenant compte des orientations de la Commission de haut niveau pour la santé universelle. Quatre thématiques transversales (CCT) sont au cœur de l’approche de ce plan pour traiter des déterminants de la santé : l’équité, le genre, l’origine ethnique et les droits de l’homme. Ce plan met l’accent sur une approche multisectorielle intégrée, mais applique en outre des stratégies de santé publique fondées sur des données probantes, comme la promotion de la santé, l’approche des soins de santé primaires et la protection sociale dans la santé, pour tenir compte des déterminants sociaux.

Escrever um livro científico não é algo simples. Os desafios colocados são diversos, pois não envolvem apenas a necessidade do rigor conceitual e o cuidado com as normas gramaticais e editoriais. O exercício da escrita é ainda mais complexo na medida em que acontece a partir dos contextos sociais, políticos e afetivos do escritor. Em relação a este livro — Múltiplos diálogos, reflexões e práticas na Educação —, é possível dizer que os desafios foram enfrentados de modo ainda mais enriquecedor, pois os artigos que o compõem, ao se constituírem como versões revisadas de alguns trabalhos de conclusão de curso, resultaram de debates realizados por professores e alunos da primeira turma da Especialização em Práticas Interdisciplinares no Contexto Escolar, curso oferecido pelo IFPR - Campus Paranavaí. Logo, agradecimentos precisam ser feitos àqueles que, em conjunto, percorreram um caminho no qual novas possibilidades educacionais puderam ser construídas. Considerando as inúmeras demandas de trabalho que se apresentam aos professores do Ensino Básico, Técnico e Tecnológico da Rede Federal, iniciamos agradecendo aos docentes que, sem poupar esforços, comprometeram-se com a oferta da especialização.
