ABSTRACT A close partnership among key stakeholders along with the advent of user-friendly computer tools enabled a subcommittee of the Salisbury to Plymouth Massachusetts Area Committee to identify, prioritize and map sensitive coastal resources. Participation from both resource managers and response contractors ensured practical limitations were appropriately considered and difficult trade-offs were proactively addressed to enable first responders to immediately begin protecting priority resources should the need arise. Simple chartlets and matrices were developed to provide key response information both in contingency plans and via the Internet.

We consider the MAP, M/G1,G2/1 queue with preemptive resume priority, where low priority customers arrive to the system according to a Markovian arrival process (MAP) and high priority customers according to a Poisson process. The service time density function of low (respectively: high) priority customers is g1(x) (respectively: g2(x)). We use the supplementary variable method with Extended Laplace Transforms to obtain the joint transform of the number of customers in each priority queue, as well as the remaining service time for the customer in service in the steady state. We also derive the probability generating function for the number of customers of low (respectively, high) priority in the system just after the service completion epochs for customers of low (respectively, high) priority.

We consider a multiserver queueing system with an infinite buffer and two types of customers. The flow of customers is described by two Markovian arrival processes (MAPs). Type 1 customers have absolute priority over type 2 customers. If the arriving type 1 customer encounters all servers busy, but some of them provide service to type 2 customers, service of one type 2 customer is terminated and type 1 customer occupies the released server. To avoid too frequent termination of service of type 2 customers, we suggest reservation of some number of servers for type 1 customers. Type 2 customers, who do not succeed to get a server upon arrival or are knocked out from a server, join the buffer or leave the system forever. During a waiting period in the buffer, type 2 customers can be impatient and may leave the system forever. The ergodicity condition of the system is derived in an analytically tractable form. The stationary distribution of the system states and the main performance measures are calculated. The Laplace-Stieltjes transform of the waiting time distribution of an arbitrary type 2 customer is derived. Numerical examples are presented. The problem of the optimal channel reservation is numerically solved.

The goal of this study was to stratify priority areas for malaria control in the State of Mato Grosso, Brazil, based on spatial analysis. The variables used were: Annual Parasite Index (API), Plasmodium falciparum/Plasmodium vivax ratio, population variation, number of families settled, and percent of deforested area. The Moran's I and Local Moran Test were applied, visualized with the Box Map and Moran Map, for 1986- 1991, 1992-1997, and 1998-2003. Box Map identified areas with high, low, and intermediate priority for control, and Moran Map identified municipalities with significant autocorrelation. In the high priority area, located in the North of Mato Grosso, malaria incidence decreased drastically despite the increase in the number of municipalities from the first to the last period. Other municipalities were added to the lower priority area, from the Southeast, Southwest, and Central-South of the State. The intermediate priority area was located along the border with neighboring States and municipalities classified as high and low priority. Spatial analysis showed the importance of the neighboring phenomenon between municipalities in defining priority areas, thus highlighting the technique's advantages for use in malaria control and surveillance.

From incoming sensory information, our brains make selections according to current behavioral goals. This process, selective attention, is controlled by parietal and frontal areas. Here, we show that another brain area, posterior inferotemporal cortex (PITd), also exhibits the defining properties of attentional control. We discovered this area with functional magnetic resonance imaging (fMRI) during an attentive motion discrimination task. Single-cell recordings from PITd revealed strong attentional modulation across 3 attention tasks yet no tuning to task-relevant stimulus features, like motion direction or color. Instead, PITd neurons closely tracked the subject’s attention state and predicted upcoming errors of attentional selection. Furthermore, artificial electrical PITd stimulation controlled the location of attentional selection without altering feature discrimination. These are the defining properties of a feature-blind priority map encoding the locus of attention. Together, these results suggest area PITd, located strategically to gather information about object properties, as an attentional priority map.

Purpose – The purpose of this paper is to provide a model for Ferdowsi University of Mashhad (FUM) to prioritize its objectives. This will be achieved by providing strategy map using balanced score card (BSC) method. Design/methodology/approach – This research result is based on 21 managers’ opinion about relation among university objectives, gathered by questionnaire. DEMATHEL method which is a structural decision-making model is used to process data in questionnaires and discover casual relationship between university objectives. Findings – According to this research result “Having productive competent human resource that are committed to Islamic values and professional ethic” has the highest priority among FUM objectives while “Achieving educating excellence especially in graduate programs and research” has the lowest. Practical implications – FUM managers need to focus on their human resources and enhance their competency in order to achieve academic excellence. Originality/value – Achieving superiority in university competitive position based on its education and research activities is FUM vision. As a non-profit organization due to resource restriction and environmental circumstances it has to fulfill this goal with higher productivity. BSC as a performance management system will help it to achieve this goal by translating vision into objectives and defining casual relationship between them. This method is rarely studied in the context of universities especially in Iranian universities. This research applied strategy map, one of BSC implementation stages, in a public university in Iran to illustrate series of objectives that leads to mission accomplishment.

Abstract A growing number of studies seek to identify global priority areas for conservation and restoration. These studies often produce maps that highlight the benefits of concentrating such activity in the tropics. However, the potential equity implications of using these prioritization exercises to guide global policy are less often explored and articulated. We highlight those equity issues by examining a widely publicized restoration priority map as an illustrative case. This map is based on a prioritization analysis that sought to identify places where restoration of agricultural land might provide the greatest biodiversity and carbon sequestration benefits at the lowest cost. First, we calculate the proportion of agricultural land in countries around the world that the map classifies as a top 15% restoration priority. A regression analysis shows that this map prioritizes restoration in countries where displacing agriculture may be most detrimental to livelihoods: countries that are poorer, more populated, more economically unequal, less food secure, and that employ more people in agriculture. Second, we show through another regression analysis that a similar pattern appears sub-nationally within the tropics: 5 km × 5 km parcels of land in the tropics that are less economically developed or more populated are more likely to be top 15% restoration priorities. In other words, equity concerns persist at a subnational scale even after putting aside comparisons between the tropics and the Global North. Restorative activity may be beneficial or harmful to local livelihoods depending on its conceptualization, implementation, and management. Our findings underline a need for prioritization exercises to better attend to the risks of concentrating potentially negative livelihood impacts in vulnerable regions. We join other scholars calling for greater integration of social data into restoration science.

Autonomous forklift handling systems is one of the most interesting research in the last decades. While research fields such as path planning and map building are taking the most significant work for other type of autonomous vehicles, detecting objects that need to move and picking it up becomes one of the most important research fields in autonomous forklifts field. We in this research had provided an algorithm for detecting paper reels accurate position in paper reels warehouses giving a map of the warehouse itself. Another algorithm is provided for giving the priority of papers that want to be picked up. Finally two algorithms for choosing the most appropriate direction for picking the target reel and for choosing the safest path to reach the target reel without damage it are provided. While working on the last two algorithms shows very nice results, building map for unknown stake of papers by accumulating maps over time still tricky. In the following pages we will go in detail by the steps that we followed to provide these algorithms started from giving an over view to the problem background and moving through the method that we used or we developed and ending by result and the conclusion that we got from this work.

The requirements for a seismic telemetry-network are even more stringent than the well known problems of sensor networks. Existing medium access control (MAC) protocols suggest reducing energy consuming network activity by reducing costly transmissions and idle listening. Furthermore, it is required to set up communication patterns in different priority levels as well as ensuring fast handling of critical events. A protocol is proposed that operates with two parallel sets of time schedules in a time-division-multiple-access (TDMA) sense of periodic activity for listening and for transmitting. Synchronization packets sent from a central base station ensure optimal response times.

Switch Optimization in a Converged Network thesis discusses the role of the Ethernet switch in the network. It describes differences between the switch and the hub in the network and the impacts on the collision domain size. In the converged network, priority data switching according to their origin and thus the qualitative point of view is also addressed - e-mails, voice services and multimedia will each behave differently. A real element, switch L3 - a switch with services quality support - is mentioned. The tool Matlab - Simulink is briefly described and a functional simplified model of the ethernet switch was created. Furthermore, the topic was used as a theme for a laboratory task in the subject Services of Telecommunication Networks. A model for Simulink and an example of the laboratory protocol for the created task are attached to the thesis.

Les véhicules autonomes, qualifiés aussi de véhicules sans conducteur, deviennent dans certains contextes une réalité tangible et partageront très bientôt nos routes avec d’autres véhicules classiques. Pour qu’un véhicule autonome se déplace de manière sécurisée, il doit savoir où il se trouve et ce qui l’entoure dans l’environnement. Pour la première tâche, pour déterminer sa position dans l’environnement, il doit se localiser selon six degrés de liberté (position et angles de rotation). Alors que pour la deuxième tâche, une bonne connaissance de cet environnement « proche » est nécessaire, ce qui donne lieu à une solution sous forme de cartographie. Par conséquent, pour atteindre le niveau de sécurité souhaité des véhicules autonomes, une localisation précise est primordiale. Cette localisation précise permet au véhicule non seulement de se positionner avec précision, mais également de trouver sa trajectoire optimale et d’éviter efficacement les collisions avec des objets statiques et dynamiques sur son trajet. Actuellement, la solution la plus répandue est le système de positionnement (GPS). Ce système ne permet qu’une précision limitée (de l’ordre de plusieurs mètres) et bien que les systèmes RTK (RealTime Kinematic) et DGPS (Differential GPS) aient atteint une précision bien plus satisfaisante, ces systèmes restent sensibles au masquage des signaux, et aux réflexions multiples, en particulier dans les zones urbaines denses. Toutes ces déficiences rendent ces systèmes inadaptés pour traiter des tâches critiques telles que l’évitement des collisions. Une alternative qui a récemment attiré l’attention des experts (chercheurs et industriels), consiste à utiliser une carte à priori pour localiser la voiture de l’intérieur de celui-ci. En effet, les cartes facilitent le processus de navigation et ajoutent une couche supplémentaire de sécurité et de compréhension. Le véhicule utilise ses capteurs embarqués pour comparer ce qu’il perçoit à un moment donné avec ce qui est stocké dans sa mémoire. Les cartes à priori permettent donc au véhicule de mieux se localiser dans son environnement en lui permettant de focaliser ses capteurs et la puissance de calcul uniquement sur les objets en mouvement. De cette façon, le véhicule peut prédire ce qui devrait arriver et voir ensuite ce qui se passe réellement en temps réel, et donc peut prendre une décision sur ce qu’il faut faire.Cette thèse vise donc à développer des outils permettant une localisation précise d’un véhicule autonome dans un environnement connu à priori. Cette localisation est déterminée par appariement (Map-matching) entre une carte de l’environnement disponible a priori et les données collectées au fur et à mesure que le véhicule se déplace. Pour ce faire, deux phases distinctes sont déployées. La première permet la construction de la carte, avec une précision centimétrique en utilisant des techniques de construction de cartes statiques ou dynamiques. La seconde correspond à la capacité de localiser le véhicule dans cette carte 3D en l’absence d’infrastructures dédiées comprenant le système GPS, les mesures inertielles (IMU) ou des balises.Au cours de ce travail, différentes techniques sont développées pour permettre la réalisation des deux phases mentionnées ci-dessus. Ainsi, la phase de construction de cartes, qui consiste à recaler des nuages de points capturés pour construire une représentation unique et unifiée de l’environnement, correspond au problème de la localisation et de la cartographie simultanée (SLAM). Afin de faire face à ce problème, nous avons testé et comparé différentes méthodes de recalage. Cependant, l’obtention de cartes précises nécessite des nuages de points très denses, ce qui les rend inefficaces pour une utilisation en temps réel. The concept of self-driving vehicles is becoming a happening reality and will soon share our roads with other vehicles –autonomous or not-. For a self-driving car to move around in its environment in a securely, it needs to sense to its immediate environment and most importantly localize itself to be able to plan a safe trajectory to follow. Therefore, to perform tasks suchas trajectory planning and navigation, a precise localization is of upmost importance. This would further allow the vehicle toconstantly plan and predict an optimal path in order to weave through cluttered spaces by avoiding collisions with other agentssharing the same space as the latter. For years, the Global Positioning System (GPS) has been a widespread complementary solution for navigation. The latter allows only a limited precision (range of several meters). Although the Differential GPSand the Real Time Kinematic (RTK) systems have reached considerable accuracy, these systems remain sensitive to signal masking and multiple reflections, offering poor reliability in dense urban areas. All these deficiencies make these systems simply unsuitable to handle hard real time constraints such as collision avoidance. A prevailing alternative that has attracted interest recently, is to use upload a prior map in the system so that the agent can have a reliable support to lean on. Indeed,maps facilitate the navigation process and add an extra layer of security and other dimensions of semantic understanding. The vehicle uses its onboard sensors to compare what it perceives at a given instant to what is stored in the backend memory ofthe system. In this way, the autonomous vehicle can actually anticipate and predict its actions accordingly.The purpose of this thesis is to develop tools allowing an accurate localization task in order to deal with some complex navigation tasks outlined above. Localization is mainly performed by matching a 3D prior map with incoming point cloudstructures as the vehicle moves. Three main objectives are set out leading with two distinct phases deployed (the map building and the localization). The first allows the construction of the map, with centimeter accuracy using static or dynamic laser surveying technique. Explicit details about the experimental setup and data acquisition campaigns thoroughly carried outduring the course of this work are given. The idea is to construct efficient maps liable to be updated in the long run so thatthe environment representation contained in the 3D models are compact and robust. Moreover, map-building invariant on any dedicated infrastructure is of the paramount importance of this work in order to rhyme with the concept of flexible mapping and localization. In order to build maps incrementally, we rely on a self-implementation of state of the art iterative closest point (ICP) algorithm, which is then upgraded with new variants and compared to other implemented versions available inthe literature. However, obtaining accurate maps requires very dense point clouds, which make them inefficient for real-time use. Inthis context, the second objective deals with points cloud reduction. The proposed approach is based on the use of both colorinformation and the geometry of the scene. It aims to find sets of 3D points with the same color in a very small region and replacing each set with one point. As a result, the volume of the map will be significantly reduced, while the proprieties of this map such as the shape and color of scanned objects remain preserved.The third objective resort to efficient, precise and reliable localization once the maps are built and treated. For this purpose, the online data should be accurate, fast with low computational effort whilst maintaining a coherent model of the explored space. To this end, the Velodyne HDL-32 comes into play. Les systèmes de communications sans fil à antennes multiples à l'émission et à la réception permettent d'offrir des services nécessitant des débits très élevés sur des canaux à évanouissements. La majorité des schémas proposés qui permettent d'atteindre ces débits élevés supposent une connaissance parfaite du canal au niveau du récepteur. En pratique, la connaissance du canal est obtenue via des séquences d'apprentissage, ce qui induit une baisse significative de l'efficacité spectrale du système. Nous proposons un algorithme, bloc par bloc, d'estimation au sens du maximum a posteriori qui permet d'effectuer une estimation itérative semi-aveugle du canal. Le schéma de codage considéré à l'émission est le schéma de codage spatio-temporel d'Alamouti. Néanmoins, il est parfois impossible ou non avantageux d'estimer le canal. Ce schéma est désigné par non cohérent. Dans ce sens, nous nous sommes proposés de concevoir de nouvelles techniques de codage/décodage adaptées au cas non cohérent. Nous avons commencé par montrer que le problème de conception des mots de code peut être remplacé par un problème d'empilement de sous-espaces dans la variété de Grassmann avec une distance déduite de l'étude de la probabilité d'erreur asymptotique par paire. En étudiant les paramétrisations existantes de la variété de Grassmann, nous avons conclu qu'il faut définir une nouvelle paramétrisation plus générale. Ainsi, nous avons proposé une paramétrisation exponentielle de cette variété. Nous avons proposé une méthode pour simplifier le critère de conception des mots de code dans la variété de Grassmann. Ceci nous a permis de définir une nouvelle famille de codes pour le cas non cohérent. Les avantages de ces codes sont multiples. Le nombre de symboles d'information est maximisé. Un ordre maximal de diversité est atteint en utilisant des moyens similaires au cas cohérent. Ils permettent d'atteindre une efficacité spectrale plus importante que les codes non cohérents existants pour des performances similaires ou meilleures. Nous avons proposé également une procédure de décodage simplifiée de la métrique GLRT (Generalized Likelihood Ratio Test) qui nous permet de nous affranchir d'une recherche exhaustive
Wireless communications multiple input multiple output systems promise very high data rates on scattering-rich wireless channels. Most of the proposed schemes that achieve these high rates require the channel to be known to the receiver. In practice, knowledge of the channel is often obtained via training, which can decrease significantly the spectral efficiency. We propose an EM-based maximum a posteriori semi-blind receiver which. This iterative receiver uses pilots as well as unknown data symbols in order to improve the channel estimation quality. The space-time scheme considered for the transmission is the Alamouti's two-branch scheme. However, it is not always feasible or advantageous to use training-based schemes. Hence, we propose to use a space-time transmission scheme that do not require channel state information either at the transmitter or at the receiver end. This scheme is referenced as non coherent one. In this context, we proposed to design new schemes that lead to efficient encoding/decoding for the noncoherent MIMO communication. First, we proved that the design of a good non coherent code is equivalent to the design of codes on the Grassmann manifold with a distance criterion deduced from the expression of the pairwise error probability. By the study of the existant parameterizations of the Grassmann manifold, we concluded that a new one must be introduced. Hence, we proposed an exponential parameterization of this manifold. We proposed a simplification of the code conception criterion in the Grassmann manifold. We have introduced a new family of space-time codes suited for non coherent MIMO systems. These codes have a lot of advantages. The number of conveyed information symbols is maximized, maximum order of diversity is reached by using similar tools as in the coherent case. They permit a larger spectral efficiency than existing non coherent codes for similar or better performance. We also proposed how to simplify the GLRT (Generalized Likelihood Ratio Test) decoding process

Wireless sensor networks (WSNs) consist of a large number of sensor nodes, characterized by low power constraint, limited transmission range and limited computational capabilities [1][2].The cost of these devices is constantly decreasing, making it possible to use a large number of sensor devices in a wide array of commercial, environmental, military, and healthcare fields. Some of these applications involve placing the sensors evenly spaced on a straight line for example in roads, bridges, tunnels, water catchments and water pipelines, city drainages, oil and gas pipelines etc., making a special class of these networks which we define as a Linear Wireless Network (LWN). In LWNs, data transmission happens hop by hop from the source to the destination, through a route composed of multiple relays. The peculiarity of the topology of LWNs, motivates the design of specialized protocols, taking advantage of the linearity of such networks, in order to increase reliability, communication efficiency, energy savings, network lifetime and to minimize the end-to-end delay [3]. In this thesis a novel contention based Medium Access Control (MAC) protocol called L-CSMA, specifically devised for LWNs is presented. The basic idea of L-CSMA is to assign different priorities to nodes based on their position along the line. The priority is assigned in terms of sensing duration, whereby nodes closer to the destination are assigned shorter sensing time compared to the rest of the nodes and hence higher priority. This mechanism speeds up the transmission of packets which are already in the path, making transmission flow more efficient. Using NS-3 simulator, the performance of L-CSMA in terms of packets success rate, that is, the percentage of packets that reach destination, and throughput are compared with that of IEEE 802.15.4 MAC protocol, de-facto standard for wireless sensor networks. In general, L-CSMA outperforms the IEEE 802.15.4 MAC protocol.

The IEEE 802.11 wireless local area network presents a MAC anomaly when stations with different bit rates are connected in the same Access Point. Stations with high SNR have worst performance than stations with low SNR. This condition is worse in PWLANs (Public Wireless Local Area Network) with users connecting with different bit rates. This paper proposes a policy that uses the SNR and the condition of propagation to control users Contention Window. With this policy it is possible to control the Bit Rate, which is not possible in the 802.11 networks.

La problématique de cette thèse concerne la reconstruction statistique itérative 3D de l'arbre coronaire, à partir d'un nombre très réduit d'angiogrammes coronariens (5 images). Pendant un examen rotationnel d'angiographie RX, seules les projections correspondant à la même phase cardiaque sont sélectionnées afin de vérifier la condition de non variabilité spatio-temporelle de l'objet à reconstruire (reconstruction statique). Le nombre restreint de projections complique cette reconstruction, considérée alors comme un problème inverse mal posé. La résolution d'un tel problème nécessite une procédure de régularisation. Pour ce faire, nous avons opté pour le formalisme bayésien en considérant la reconstruction comme le champ aléatoire maximisant la probabilité a posteriori (MAP), composée d'un terme quadratique de vraisemblance (attache aux données) et un a priori de Gibbs (à priori markovien basé sur une interprétation partielle de l'objet à reconstruire). La maximisation MAP adoptant un algorithme d'optimisation numérique nous a permis d'introduire une contrainte de lissage avec préservation de contours des reconstructions en choisissant adéquatement les fonctions de potentiel associées à l'énergie à priori. Dans ce manuscrit, nous avons discuté en détail des trois principales composantes d'une reconstruction statistique MAP performante, à savoir (1) l'élaboration d'un modèle physique précis du processus d'acquisition, (2) l'adoption d'un modèle à priori approprié et (3) la définition d'un algorithme d'optimisation itératif efficace. Cette discussion nous a conduit à proposer deux algorithmes itératifs MAP, MAP-MNR et MAP-ARTUR-GC, que nous avons testés et évalués sur des données simulées réalistes (données patient issues d'une acquisition CT- 64 multi-barrettes)
The problematic of this thesis concerns the statistical iterative 3D reconstruction of coronary tree from a very few number of coronary angiograms (5 images). During RX rotational angiographic exam, only projections corresponding to the same cardiac phase are selected in order to check the condition of space and time non-variability of the object to reconstruct (static reconstruction). The limited number of projections complicates the reconstruction, considered then as an illness inverse problem. The answer to a similar problem needs a regularization process. To do so, we choose baysian formalism considering the reconstruction as a random field maximizing the posterior probability (MAP), composed by quadratic likelihood terms (attached to data) and Gibbs prior (prior markovian based on a partial interpretation of the object to reconstruct). The MAP maximizing allowed us using a numerical optimization algorithm, to introduce a smoothing constraint and preserve the edges on the reconstruction while choosing wisely the potential functions associated to prior energy. In this paper, we have discussed in details the three components of efficient statistical reconstruction MAP, which are : 1- the construction of precise physical model of acquisition process; 2- the selection of an appropriate prior model; and 3- the definition of an efficient iterative optimization algorithm. This discussion lead us to propose two iterative algorithms MAP, MAP-MNR and MAP-ARTUR-GC, which we have tested and evaluated on realistic simulated data (Patient data from 64-slice CT)

The monograph is devoted to the legal mechanism of implementation and the social consequences of the application of amnesty. The conducted research makes it possible to really assess the effectiveness of the amnesty, as well as to determine the directions of its improvement. The author's classification of amnesties has been developed, which may predetermine the conduct of separate studies for each of the types. The concept of "relapse of amnestied persons" is formulated, the signs of the amnesty act are established, the priority of the penological (penal) component in the characterization of the personality of a potentially amnestied person is justified. Separate ways of improving the mechanism of amnesty implementation in the Russian Federation are highlighted, taking into account the experience of foreign countries and modern achievements of criminal law, criminology and penal enforcement law. AbstractThis study aims to examine the importance and performance analysis using a diagonal regression approach. Scale measurement used semantic differential. The diagonal of the regression coefficient was used to map the coordinates of the balance of the importance and performance analysis assessments with an estimation of the data spread of the standard error of estimation at an error rate of 5%. Abstract Drill sequence optimization is a common challenge faced in the oil and gas industry and yet it cannot be solved efficiently by existing optimization methods due to its unique features and constraints. For many fields, the drill queue is currently designed manually based on engineering heuristics. In this paper, a heuristic priority function is combined with traditional optimizers to boost the optimization efficiency at a lower computational cost to speed up the decision-making process. The heuristic priority function is constructed to map the individual well properties such as well index and inter-well distance to the well priority values. As the name indicates, wells with higher priority values will be drilled earlier in the queue. The heuristic priority function is a comprehensive metric of inter-well communication & displacement efficiency. For example, injectors with fast support to producers or producers with a better chance to drain the unswept region tend to have high scores. It contains components that weigh the different properties of a well. These components are then optimized during the optimization process to generate the beneficial drill sequences. Embedded with reservoir engineering heuristics, the priority function helps the optimizer focus on exploring scenarios with promising outcomes. The proposed heuristic priority function, combined with the Genetic Algorithm (GA), has been tested through drill sequence optimization problems for the Brugge field and Olympus field. Optimizations that are directly performed on the drill sequence are employed as reference cases. Different continu- ous/categorical parameterization schemes and various forms of heuristic priority functions are also investigated. Our exploration reveals that the heuristic priority function including well type, constraints, well index, distance to existing wells, and adjacent oil in place yields the best outcome. The proposed approach was able to achieve a better optimization starting point (∼5-18% improvement due to more reasonable drill sequence rather than random guess), a faster convergence rate (results stabilized at 12 vs. 30 iterations), and a lower computational cost (150-250 vs. 1,300 runs to achieve the same NPV) over the reference methods. Similar performance improvement was also observed in another application to a North Sea type reservoir. This demonstrated the general applicability of the proposed method. The employment of the heuristic priority function improves the efficiency and reliability of drill sequence optimization compared to the traditional methods that directly optimize the sequence. It can be easily embedded in either commercial or research simulators as an independent module. In addition, it is also an automatic process that fits well with iterative optimization algorithms.

Invasive exotic plant (IEP) species are a significant threat to natural ecosystem integrity and biodiversity, and controlling them is a high priority for the National Park Service. The North-ern Colorado Plateau Network (NCPN) selected the early detection of IEPs as one of 11 monitoring protocols to be implemented as part of its long-term monitoring program. From May 30 to June 1, 2019, network staff conducted surveys for priority IEP species along the Scenic Drive and Cathedral Valley Road monitoring routes at Capitol Reef National Park. We detected 119 patches of six priority IEP species along 34 kilometers of the two monitor-ing routes. There were more patches of IEPs, and a higher percentage of large patches, than in previous years. This indicates that previously identified infestations have expanded and grown. The most common (47.1%) patch size among priority species was 1,000–2,000 m2 (0.25–0.5 acre). The vast majority (93.2%) of priority patches ranked either low (58.8%) or very low (34.4%) on the patch management index scale. Tamarisk (Tamarix sp., 72 patches) was the most prevalent priority IEP species. African mustard (Malcolmia africana, 32 patch-es), field bindweed (Convolvulus arvensis, 9 patches), and Russian olive (Elaeagnus angusti-folia, 3 patches) occurred less commonly. Together, these four species represented 97.5% of all patches recorded in 2019. Four IEP species were found on the monitored routes for the first time: Russian olive (Elaeagnus angustifolia), quackgrass (Elymus repens), Siberian elm (Ulmus pumila), and African mustard (Malcolmia africana, not on the priority species list before 2019). Cathedral Valley Road had higher IEP priority patches per kilometer (5.68) than the Scenic Drive (2.05). IEP species were found on 37.9% (25 of 66) of monitored transects. Almost all these detections were Russian thistle (Salsola sp.). Russian thistle was widespread, present in 33.3% of transects, with an estimated cover of 0.2% across all transects sampled. Across routes monitored in all three rotations (2012, 2015, and 2019), Russian thistle has increased in frequency. However, its frequency remained about the same from 2015 to 2019, and percent cover remains low. Tamarisk and field bindweed have both increased in preva-lence since monitoring began, with tamarisk showing a dramatic increase in the number and size of patches. Immediate control of tamarisk and these other species is recommended to reduce their numbers on these routes. The NCPN plans to Capitol Reef in 2020 to monitor Oak and Pleasant creeks, completing the third rotation of invasive plant monitoring.

Managers are challenged with the impact of problematic plants, including exotic, invasive, and pest plant species. Information on the cover and frequency of these plants is essential for developing risk-based approaches to managing these species. Based on surveys conducted in 2008, 2011, 2015, and 2019, Heartland Network staff and contractors identified a cumulative total of 51 potentially problematic plant species in Hopewell Culture National Historical Park. Of the 37 species found in 2019, we characterized 7 as very low frequency, 9 as low frequency, 17 as medium frequency, and 4 as high frequency. Of these, midpoint cover estimates of 2 medium frequency and 2 high frequency species exceeded the 10-acre threshold. Because of the number, extent, and cover of problematic plants in the park and the small park size, control efforts should focus on treating high priority species across the entire park. High priority species may include plant species capable of rapid spread, species at low population levels, and species which can effectively be controlled.

Based on surveys conducted in 2006, 2011, 2015, and 2019, Heartland Network staff and contractors identified a cumulative total of 45 potentially problematic plant taxa in Lincoln Boyhood National Memorial. Of the 34 species found in 2019, we characterized 4 as very low frequency, 14 as low frequency, 9 as medium frequency, and 7 as high frequency. A single species exceeded a 10-acre threshold based on a mid-point estimate. Because of the number of problematic plant taxa, as well as the extent and cover of problematic plants in the park and the small park size, control efforts should focus on treating high priority species across the entire park. High priority species may include plant species capable of rapid spread, species at low population levels, and species which can effectively be controlled.

Invasive exotic plant (IEP) species are a significant threat to natural ecosystem integrity and biodiversity. Controlling them is a high priority for the National Park Service. The Northern Colorado Plateau Network (NCPN) selected the early detection of IEPs as one of 11 moni-toring protocols to be implemented as part of its long-term monitoring program. From June 5 to July 29, 2020, and May 30 to June 2, 2021, network staff conducted surveys for priority IEP species along the Oak Creek, Pleasant Creek, and State Route 24 monitoring routes at Capitol Reef National Park. We detected 834 patches of 11 priority IEP species along 67.9 kilometers (42.2 miles) of three monitoring routes. There were more patches of tamarisk along State Route 24, and a higher percentage of large patches, than in previous years. This indicates that previously identified IEP patches have expanded and grown. Field bindweed (Convolvulus arvensis) and Russian olive (Elaeagnus angustifolia) along State Route 24 have both increased in prevalence since monitoring began. Tamarisk (Tamarix sp.) was the most prevalent prior-ity IEP species on all three routes. On Oak and Pleasant creeks, there were fewer than three patches of all other IEPs. On State Route 24, there were 30 or more patches of Russian olive, quackgrass (Elymus repens), field bindweed, and blue mustard (Chorispora tenella). IEP prior-ity species were found on 71%, 47%, and 62% of transects along Oak Creek, Pleasant Creek, and State Route 24, respectively. Yellow sweet-clover (Melilotus officinalis) was the most fre-quently observed IEP on Oak Creek and Pleasant Creek. Percent cover was highest for yellow sweet-clover, Russian thistle (Salsola sp.), and tamarisk on Oak Creek, Pleasant Creek, and State Route 24, respectively. The NCPN plans to return to Capitol Reef in 2023 to continue the fourth rotation of invasive plant monitoring.

Reducing adolescent pregnancy is a global public health priority and enabling contraceptive use is one way to achieve this. Broader determinants of contraceptive use, such as poverty, education and social norms, can affect knowledge, attitudes, motivation and ability to access and use contraception. Structural interventions aim to address these broader determinants and include cash transfer interventions, interventions to encourage participation in school, empowerment interventions and interventions aiming to change social norms. We conducted an evidence synthesis to explore a) what structural interventions have been evaluated for their effect on adolescent contraceptive use in low- and middle-income countries and b) how such interventions may work.

Of the 35 species found in 2021, we characterized 13 as very low frequency, 9 as low frequency, 9 as medium frequency, and 4 as high frequency. Of these 35 species, midpoint cover estimates of 4 medium frequency and all 4 high frequency species exceeded the 10-acre threshold. The 10-acre threshold represents a limit beyond which eradication of a problematic plant species is likely not possible. Clearing of eastern redcedar (Juniperus virginiana) continues to be evident in our observations, and sericea lespedeza (Lespedeza cuneata) appears to have increased as clearing progressed. The rapid increase in Japanese stiltgrass (Microstegium vimineum) appears to be parkwide. Because of the number, extent, and cover of problematic plants in the park, control efforts should focus on early detection treatments and strategic treatment of high priority, widespread species to protect features of the park’s natural and cultural landscapes. High priority species may include plant species capable of rapid spread, species at low population levels, and species that can be effectively controlled.

The durability of in-place concrete is a high priority issue for concrete pavements and bridges. Several studies have been conducted by INDOT to use electrical resistivity as a measure of fluid transport properties. Resistivity is dependent on the chemistry of the cement and supplementary cementitious system used, as such it has been recommended that rather than specifying resistivity it may be more general to specify the formation factor. Samples were tested to establish the current levels of performance for concrete pavements in the state of Indiana. Temperature and moisture corrections are presented and acceptable accelerated aging procedure is presented. A standardized testing procedure was developed (AASHTO TP 119–Option A) resulting in part from this study that provides specific sample conditioning approaches to address pore solution composition, moisture conditioning, and testing procedures. An accelerated aging procedure is discussed to obtain later age properties (91 days) after only 28 days.

Phenological differences between invading plants and members of recipient communities may increase the success of invaders because of priority effects. Thus, the application of management when the invader has a phenological advantage (for example, early in the year) can benefit other species by increasing resource availability. This technical note summarizes results from a combination of field observations and a mesocosm experiment to explore whether phenological differences between the invasive wetland plant, alligatorweed (Alternanthera philoxeroides [Mart.] Grseb.), and resident species contribute to alligatorweed success. We documented over two years the early-season growth of alligatorweed and other species at 12 sites in Louisiana, USA. We then conducted a subsequent mesocosm competition experiment between alligatorweed and a common wetland emergent species, spotted lady’s thumb (Persicaria maculosa [L.] Small), over a full year to detect differences in timing of growth and competitive interactions under two fertilizer levels.
