AbstractPresidents of the International Committee of the Red Cross (ICRC) occupy a special position: they are not only direct witnesses to the march of history, but they also participate in it given their prominent role in the humanitarian sphere. This dual status becomes particularly salient when they write about the organization they run. By reviewing the published writings of ICRC presidents, this article analyzes how these individuals combine their personal experience with the organization's history, and the role this history plays in their writing.

Although the United States granted the Philippines formal independence in 1946, American influence in the former colony did not disappear overnight. In the decades following independence, American policymakers continued to play key roles in Philippine politics; American businessmen, presidents, legislators, and bureaucrats and US-based international money lending agencies continued to have a considerable impact on the Philippine economy; and American popular culture continued to penetrate Philippine society and culture (as it did elsewhere). But perhaps no sector of Philippine society was as profoundly influenced by Americans as the academic one, and no subdivision of the Philippine academy bore the American imprint as visibly as Philippine social science. This paper examines the academic career, writings, institution-building efforts, and scholarly agenda of the US-born scholar who arguably had the greatest impact on post-war Philip- pine social science: Father Frank Lynch, a Jesuit professor of anthropology and sociology at Ateneo de Manila University.

This article compares reflections from four sources on the state of the American democracy in the international community (The Rise and Fall of the Great Powers: Economic Change and Military Conflict from 1500 to 2000, by Paul Kennedy; 1999: Victory Without War, by Richard Nixon; “Communism at Bay,”The Economist; Long Cycles in World Politics, by George Modelski) within the framework of the 1980s, which was portrayed by leaders as “an era of good feelings.” Yet drastically different positions on American rise or decline are propounded by historians and officeholders, former presidents and scholars, journalists and aspiring candidates for political office. These four writings reveal the complexity of the analysis of the American decline. Yet, it is crucial for leaders to maintain public devotion to their nation, not through passion, but rather, in the words of Abraham Lincoln, through “the solid quarry of sober reason,”. America's capacity to preserve a strong and healthy resilience, the author concludes, is the exceptional value it continues to offer the world.

“Politeness” appears to be connected to a quite disparate set of related concepts, including but not limited to, “manners,” “etiquette,” “agreeableness,” “respect” and even “piety.” While in the East politeness considered as an important social virtue is present (and even central) in the theoretical and practical expressions of the Confucian, Taoist and Buddhist traditions, (indeed politeness has been viewed in these traditions as central to proper education) it has not featured prominently in philosophical discussion in the West. American presidents Thomas Jefferson, Benjamin Franklin and George Washington all devoted discussion to politeness within the broader ambit of manners and etiquette, as too did Erasmus, Edmund Burke and Ralph Waldo Emerson but on the whole sustained philosophical engagement with the topic has been lacking in the West. The richest source for philosophical investigation is perhaps afforded by the centrality of the concept of respect in Immanuel Kant.However in this paper we will instead draw on the writings of Aristotle and Thomas Aquinas to defend the centrality of “politeness” as an important and valuable moral virtue. Starting with an analysis of the broader Aristotelian arguments on the virtues associated with “agreeableness,” namely, friendliness, truthfulness and wit I will argue that “politeness” should be thought of as an important moral virtue attached to social intercourse (and by extension the vice of impoliteness). I then move to identify an even broader and more important account of politeness, drawing on the work of Aquinas, as intimately connected to the notion of pietas (piety) as a fundamental part of the virtue of justice.

The idea of impeachment (pemakzulan) towards the incumbent president of Indonesia surfaces recently. This could be the cause of two main grounds. First, regarding the ongoing investigation process of the Century Bank case. In the beginning, the presumption charges merely towards the monetary policy officials and the concerning president’s assistants, but during the further investigations, a number of political parties, in not so vigorously manner pointed the charges to the incumbent presidents because of the indication of responsibility toward the bailout process of Century Bank. Second, the idea of presidential impeachment got its nudge when the Constitutional Court also declaring that its components are ready in processing the impeachment petition, after it has surfaced the Constitutional Court Rule (Peraturan Mahkamah Konstitusi) No. 21/PMK/2009 on the Guidelines in Judicial Procedures in Hearing the Parliamentary Petition in Violation Charges Towards President of the Republic and/or Vice President of the Republic. Third, Presidential and / or Vice Presidential Impeachments has already been occurred in the history of Indonesian nation, namely towards past Indonesian Presidents such as Sukarno, Suharto and KH. Abdurrahman Wahid.This writing attempts to discuss issues regarding presidential impeachment in Indonesia, such as the power of the Constitutional Court in impeachment process, the legal grounds of impeachments, reasons for impeachments and the procedural mechanism of impeachment. Constitutionally, the procedures and mechanism of presidential and / or vice presidential impeachment has been regulated comprehensively in the Constitution of the Republic of Indonesia, specifically in Article 7 B, Article 24 (2), and Article 24 C of the 1945 Constitution after the Third Amendment. Based on these regulations, impeachment is not a simple process, but requires a long process and involving a number of high state institutions, namely People’s Representative Council (DPR), The Constitutional Court, and People Consultative Assembly (MPR). The involvement of the Constitutional Court in the impeachment process can be related toward historical experiences and as a logical consequence of the constitutional transformation of Indonesia. Beside that, the idea of presidential and / or vice presidential impeachment should not be based merely on political motivation, but should also have the reasonable legal grounds and rationale.

There is voluminous survey evidence identifying which, when, and how individuals contact elected officials, but there is less evidence by way of external validation. The goal in this exploratory article is to investigate and extend the empirical trends in letter writing to the chief executive to validate the causes of political letter writing. Using a longitudinal series of heretofore unutilized data spanning 1953 to 1984 collected at individual presidential archives from President Eisenhower to President Reagan, the author tests competing theories about the causes of political letter writing during the modern presidential era. The findings reveal that exogenous events have the strongest effect, followed by presidential mobilization through speeches. Public approval has mixed effects but is strongest when those individuals most likely to participate approve of the president. These findings can help inform us about trends in participation and the evolving role of the public presidency.

Abstract The two Emoluments Clauses in the U.S. Constitution forbid federal officials from accepting “any present, Emolument, Office, or Title, of any kind whatsoever” from foreign or domestic governments. President Donald Trump’s business interests generate numerous opportunities to use public office for his personal benefit. This article examines the history of the Emoluments Clauses and the Framers’ conception of corruption. The conflicts of interest alleged in pending emoluments lawsuits against President Trump would not be allowable in the private sector, and various plaintiffs argue that the Emoluments Clauses apply to all public officials, including the President. The President’s lawyers have claimed he is exempt from the application of these clauses and have raised numerous procedural objections, such as challenging who might have” standing” to bring a lawsuit to compel his compliance with the clauses. Out of three cases filed in 2017, one has been dismissed, while two judges have recognized that the plaintiffs have standing. In each lawsuit, the President’s lawyers insist on a conception of corruption that is quid pro quo, where only bargained for exchanges count as corruption. While the Emoluments Clauses require public officials to get Congressional permission before receiving such benefits, the President’s position is that Congress must first demand an accounting of any personal benefits, rather than the burden being on the President to ask permission. Thus far, two courts have rejected that approach, and as of this writing, further appeals can be expected.

The establishment of the Act must be approved by the President as stated in Article 20 of the 1945 Constitution paragraph (2). Interesting when Indonesia uses a presidential system with the separation of powers. However, in the formation of the Act involving the President. Article 20 paragraph (2) of the 1945 Constitution confirms the necessity of mutual agreement in the discussion and ratification of the Law. However, there are other assertions, namely that in Article 20 paragraph (5) of the 1945 Constitution, even without the President's signature, the Act can still be promulgated within 30 days of the Draft Law being discussed. Things like that can't just happen without a reason. Therefore, the writing of this study will look for the meaning of the agreement between the DPR and the President in the formation of the Law and how the legal politics of Article 20 paragraph (5) of the 1945 Constitution. The writing of this study is focused on researching and searching for the meaning of mutual agreement and focusing on legal politics from Article 20 paragraph 5 of the 1945 Constitution. The research method in this writing is normative juridical. The results of the research can be concluded that the meaning of the joint agreement between the DPR and the President in the establishment of the Law is an agreement in determining the policy in the form of a Law which is a reflection of the principle of checks and balances. Legal politics Article 20 paragraph (5) of the 1945 Constitution is an affirmation of Article 20 paragraph (2) of the 1945 Constitution or can be called an affirmation of collective agreement. AbstractThe Ajaokuta Steel Project has been a widely visible symbol of Nigerian industrialization through steel production for 50 years. At the writing of this book, at least $5 billion have been spent, and a workforce of 3000 people live and work on site to maintain it, but not one ton of steel has been produced.The project started as an ambitious industrialization project in 1971, awarded to a Soviet contractor. After delays from limited financial and manpower capacity, it was stopped by a new government in 1983 under corruption charges and lay fallow for 17 years. In 2000, civilian President Obasanjo restarted the project that he had initiated in 1971 as military president, now in a public–private partnership (PPP) scheme. But this again fell apart because of corruption charges and then lawsuits from the firm that had purchased the licence and did not want to be pushed out. Today, the government is looking for a new private partner. The case also discusses the fundamental question of whether the idea of industrialization through steel (rather than other technologies) is still sufficiently relevant to justify the reviving of equipment that was designed 40 years ago.

Between 1842 and his death in 1848, elderly former president and sitting congressman John Quincy Adams sat for upward of fifty daguerreotypes. This chapter examines Adams’s diary entries in which he wrote about his experiences with the new medium. Adams’s writings reveal a thoughtful, anxious public figure grappling with the question of what photography’s capacity to produce images “too true to the original” might mean for the era’s visual politics. While Adams recognized photography’s unique representational power, he had serious concerns about whether the daguerreotype, with its twin investments in fidelity and wonder, was the best art for producing portraits, in his words, “worthy of being preserved” as images of and for the nation.

Fethullah Gülen is one of the most influential scholars and thinkers in the contemporary Islamic world, particularly in Turkey. Although recent studies have put forward Gülen’s ideas on various topics, Gülen’s approach to peace building is one of the less studied. Given the contemporary reality of wars and ethnic/religious strife, this is a neglect that needs to be corrected. Fethullah Gülen stands up for peace and for the prevention of any clash of civilisa- tions, not only through his speeches and writing, but through his actions as well. This paper examines the concept of peace building through Gülen’s writings and activities with refer- ence to the main sources of Islam and Gülen’s commentary on them. In focusing on Gülen’s activities, the paper emphasises certain American institutions, notably the Washington D.C. based Rumi Forum for Interfaith Dialogue (of which Gülen is the honorary president), and its contribution to peace-building through interfaith activities.

Abstract Software is embedded in most electromechanical systems and complex facilities and has changed our lives in the same way that electricity and the internal combustion engine once did. These changes are overwhelmingly beneficial, but recent events, such as the 737 MAX crashes and problems with autonomous vehicles, demonstrate the serious consequences of software failures. The challenges are greater than isolated incidents, however. Three quarters of software projects fail. There has been a 742% average annual increase in SCC attacks over the past three years for open-source software (OSS), in many cases costing millions per incident. There have been significant increases in cyber-attacks and ransomware incidents. Human threats are adaptive, pernicious, and persistent and two US presidents have issued Executive Orders regarding software-related threats to the nation. In response to these events, a task force within the National Society of Professional Engineers proposes the creation of a certified System Software Integrator (SSI) role — a person designated to take responsibility for a system in a manner similar to other professionals with “responsible in-charge” duties. This proposal has been championed by a multi-discipline team from diverse industries, including power generation, software development, and Artificial Intelligence development. The challenge of building critical embedded software systems is not a “software problem, “ but an “engineering problem” that goes well beyond writing lines of code. This is an engineering solution.

Aim/Purpose: The proliferation of fake news through social media threatens to undercut the possibility of ascertaining facts and truth. This paper explores the use of ancient rhetorical tools to identify fake news generally and to see through the misinformation juggernaut of President Donald Trump. Background: The ancient rhetorical appeals described in Aristotle’s Rhetoric—ethos (character of the speaker), pathos (nature of the audience) and logos (message itself)—might be a simple, yet profound fix for the era of fake news. Also known as the rhetorical triangle and used as an aid for effective public speaking by the ancient Greeks, the three appeals can also be utilized for analyzing the main components of discourse. Methodology: Discourse analysis utilizes insights from rhetoric, linguistics, philosophy and anthropology in in order to interpret written and spoken texts. Contribution This paper analyzes Donald Trump’s effective use of Twitter and campaign rallies to create and sustain fake news. Findings: At the point of the writing of this paper, the Washington Post Trump Fact Checker has identified over 10,000 untruths uttered by the president in his first two years of office, for an average of eight untruths per day. In addition, analysis demonstrates that Trump leans heavily on ethos and pathos, almost to the exclusion of logos in his tweets and campaign rallies, making spectacular claims, which seem calculated to arouse emotions and move his base to action. Further, Trump relies heavily on epideictic rhetoric (praising and blaming), excluding forensic (legal) and deliberative rhetoric, which the ancients used for sustained arguments about the past or deliberations about the future of the state. In short, the analysis uncovers how and ostensibly why Trump creates and sustains fake news while claiming that other traditional news outlets, except for FOX news, are the actual purveyors of fake news. Recommendations for Practitioners: Information systems and communication practitioners need to be aware of the ways in which the systems they create and monitor are vulnerable to targeted attacks of the purveyors of fake news. Recommendation for Researchers: Further research on the identification and proliferation of fake news from a variety of disciplines is needed, in order to stem the flow of misinformation and untruths through social media. Impact on Society: The impact of fake news is largely unknown and needs to be better understood, especially during election cycles. Some researchers believe that social media constitute a fifth estate in the United States, challenging the authority of the three branches of government and the traditional press. Future Research: As noted above, further research on the identification and proliferation of fake news from a variety of disciplines is needed, in order to stem the flow of misinformation and untruths through social media.

Writing the experience allows you to reorganize your ideas and helps you reflect. Affective development occurs in parallel with cognitive development, so affection with colleagues, teachers and content is important for cognition in the classroom. Therefore, the present work aims to report the experience of using the affective diary as an assessment tool in physical education classes. In the year 2023, at the Federal Institute of Education of Maranhão, Presidente Dutra campus, in the 2nd year class of the technical course in the environment integrated into high school, it was proposed that the students write an emotional diary. The class is made up of 34 students, of which 67.7% (n=23) presented their emotional diary at the end of the school year. The purpose was to record and self-evaluate experiences in each class and/or content proposed in physical education classes. The contents covered were: games workshops (electronic, indigenous, motor, cognitive and sensory), dance (collective construction of choreography, June festivals) gymnastics (elements, types, presentations) and sporting events. In addition to recording, students were asked to report their emotions during each practice. The affective diary allows you to create possibilities for building knowledge collectively and can strengthen interpersonal relationships in the school environment. In this way, it was possible to observe, with the production of affective diaries, positive reports regarding the scope of knowledge and strengthening of bonds. Furthermore, there was a learning gain in situations such as defeats in games, lack of structure, equipment and problem solving. The affective diary contributes to critical education, sharing knowledge and reflecting the autonomy of teaching-learning. Thus, the experience with using the affective diary as an assessment tool in physical education classes was satisfactory and it is expected that this work will contribute to new experiences or related studies.

Indonesia marked a new era, known as the Reformation Era, in 1998 after the downfall of Suharto, the main face of the regime called the New Order (Orde Baru) and ran the government from 1966 to 1998. This long-run government creates certain structures in many sectors, including the museum sector in Indonesia. Suharto leads the government in a totalitarian manner, his power control over many layers, including the use of museums as regime propaganda tools. The propaganda in the museums such as a standardized storyline, the use of historical versions that are approved by the government, and the representation of violence through the military tale with the nation’s great enemy is made for the majority of museums from the west to east Indonesia at that time. Thus, after almost two-decade after the downfall of the New Order regime how Indonesian museum transform into this new era? In the new democratic era, museum management is brought back to the regional government. The museums are encouraged to writing the local history and deconstruct the storyline from the previous regime. Not only just stop there, but there are alsomany new museums open to the public with new concepts or storylines to revive the audience. Even, the new museum was also erected by the late president’s family to rewrite the narration of the hero story of Suharto in Yogyakarta. This article aims to look up the change in the Indonesian museum post-New Order regime. How they adjust curatorial narration to present the storyline, is there any change to re-write the new narrative, or they actually still represent the New-Order idea along with the violence symbolic that never will deconstruct. Indonesia menandai masa baru yang dikenal sebagai masa reformasi pada tahun 1998 dengan tumbangnya Soeharto yang menjadi wajah utama rezim yang dikenal dengan sebutan Orde Baru ini. Pemerintahan Orde Baru telah berlangsung sejak tahun 1966 hingga 1998 yang mengubah banyak tatanan kehidupan, termasuk sektor permuseum di Indonesia. Corak pemerintahan Orde Baru yang condong pada kontrol dan totalitarian mengantarkan museum sebagai kendaraan propaganda rezim Soeharto. Dimulai dari narasi storyline yang seragam di seluruh museum negeri di Indonesia hingga kekerasan simbolik lewat narasi militer dan musuh besar bangsa. Lalu setelah hampir dua dekade era reformasi di Indonesia bagaimana perubahan museum di Indonesia? Pada era demokrasi yang lebih terbuka, pengelolaan museum dikembalikan kepada pemerintah daerah dan diharapkan untuk dapat menulis kembali sejarah lokal yang baru. Tak berhenti disitu, banyak museum-museum baru yang tumbuh berdiri memberikan kesegaran baru namun juga muncul museum yang berbau rezim Orde Baru turut didirikan sebagai upaya menuliskan narasi.

In August 2013, the Purdue University President and Board of Trustees designated the transformation of the College of Technology into the Purdue Polytechnic Institute as one of Purdue’s “Big Moves”. This transformation requires changes of enormous breadth and depth for everyone in the college. Now, almost half-way through the transformation, milestones and expectations continue to be met. However, much work is still to be done to fully execute a successful transformation. The transformation continues to allow faculty extraordinary opportunities to revise many parts of the college, including curricula, instruction methods, learning spaces, etc. A key characteristic of the transformation is creating learning environments that are student-centered with innovative instruction techniques. TECH 120 – “Design Thinking in Technology”, is a freshman level survey course designed to develop a student’s perspective and enhance their skills in living and working in a technological society while introducing them to the College of Technology — now Purdue Polytechnic. Prior to the fall 2015 semester, Purdue Polytechnic New Albany decided to redesign portions of their TECH 120 course. The aim was to improve team project-based learning opportunities while incorporating modernized teaching methods. With a fresh set of eyes and collaboration between new and tenured faculty the projects, lectures, and assessments were all analyzed looking for areas for higher level of innovation and creativity. The aim for the overall effort was to increase student success rate (i.e. successful completion of assigned project tasks) while improving the alignment with elements of the transformation. In past semesters, the course consisted of a mixture of traditional instructor-led lectures and a series of team projects. Each individual project part was intended to build upon each other while promoting the successful completion of a much larger final task. At the core of each project was LEGO® MINDSTORMS® NXT. The second generation set in the MINDSTORMS series is a programmable robotics kit that is based on robotics technology similar to that used in industry today. Each group (3–4 students) were given their own kit at the beginning of the semester. The final project statement was to design and build an autonomous robot which could identify and follow a light source attached to an instructor’s robot, which would be driven around a room. This task proved to be difficult and had a low success rate. The new project is to design and build a robot that autonomously draws the initials (first and last name) of each team member within an assigned writing zone on a poster. The constant and open collaboration between the two TECH 120 instructors and the incorporation of student input proved to be important during the redesign. The success rate at the end of the semester increased. From course surveys, data also shows that students’ enjoyment and interest in the final project increased. This short paper will describe the introduction to a team project-based activity in a polytechnic setting which uses modernized teaching methods. Preliminary findings and observations will be presented.

The Semiconductor Industry Association (SIA) is promoting the Creating Helpful Incentives to Produce Semiconductors (CHIPS) for America Act, introduced in Congress in June 2020. An SIA press release describes the bill as “bipartisan legislation that would invest tens of billions of dollars in semiconductor manufacturing incentives and research initiatives over the next 5-10 years to strengthen and sustain American leadership in chip technology, which is essential to our country’s economy and national security.” On June 8, 2021, the Senate approved $52 billion for the CHIPS for America Act, dedicated to supporting the U.S. semiconductor industry over the next decade. As of this writing, the Act awaits approval in the House of Representatives. This paper highlights a curious paradox: Most of the SIA corporate members now lobbying for the CHIPS for America Act have squandered past support that the U.S. semiconductor industry has received from the U.S. government for decades by using their corporate cash to do buybacks to boost their own companies’ stock prices. Among the SIA corporate signatories of the letter to President Biden, the five largest stock repurchasers—Intel, IBM, Qualcomm, Texas Instruments, and Broadcom—did a combined $249 billion in buybacks over the decade 2011-2020, equal to 71 percent of their profits and almost five times the subsidies over the next decade for which the SIA is lobbying. In addition, among the members of the Semiconductors in America Coalition (SIAC), formed specifically in May 2021 to lobby Congress for the passage of the CHIPS for America Act, are Apple, Microsoft, Cisco, and Google. These firms spent a combined $633 billion on buybacks during 2011-2020. That is about 12 times the government subsidies provided under the CHIPS for America Act to support semiconductor fabrication in the United States in the upcoming decade. If the Congress wants to achieve the legislation’s stated purpose of promoting major new investments in semiconductors, it needs to deal with this paradox. It could, for example, require the SIA and SIAC to extract pledges from its member corporations that they will cease doing stock buybacks as open-market repurchases over the next ten years. Such regulation could be a first step in rescinding Securities and Exchange Commission Rule 10b-18, which has since 1982 been a major cause of extreme income inequality and loss of global industrial competitiveness in the United States.
