Regional Historic Preservation Officers are of the opinion that monument protection system in Poland needs to be modified. According to them, however, these changes need to be preceded by in-depth analysis of the existing situation, e.g. the condition in which historic monuments and sites are preserved in Poland, the sources of financing works carried out to monuments and sites, the role that historic preservation offices play in administration combined with regional governors, and the current financial and HR situation in specific government bodies.Changes made to the monument protection system should result in improving the conservational state of historic monuments and sites as well as improving functioning of historic preservation service in competence-, organisation-, and finance-related aspects. Furthermore, as a consequence, local government bodies and the society should become more aware of their responsibilities pertaining to historic monuments and sites. The role of local government historic preservation service should be also taken into consideration.According to Regional Historic Preservation Officers, the changes should be aimed at the following: strengthening the office of General Historic Preservation Officer who will shape historic preservation policy in Poland and coordinate actions taken by state and local historic preservation service; subordinating Regional Historic Preservation Officers directly to the General Historic Preservation Officer (within structures of the Ministry of Culture and National Heritage); improve the organisational and financial situation in Regional Historic Preservation Offices and adapt it to their needs; developing a model of local government historic preservation service in terms of their competences, organisational structure, and subordinance (control- and merit-related) to Regional Historic Preservation Officers. It is necessary to make legislative changes to the monument protection law not only by issuing clear, uniform, and adoptable regulations but also by correlating regulations pertaining to protection of historic monuments and sites with other existing acts of law. It is also essential to perform comprehensive analysis of the list of Polish monuments and sites (register and record of historic monuments and sites) as well as develop and implement a financial support system for taking care of historic monuments and sites and include properties owned by the state treasury into this system. It must be also emphasised that there is a strong need for increasing social importance of guardianship of monuments and sites and making the society aware of limitations and benefits pertaining to monument protection.

Since 1989, the system of monument protection in Poland has been adapting to the changes occurring in the Polish political system. Defining the scope of power and duties of historic preservation services is not only a tremendously important element of these changes. It is also a key factor in how the monument protection system functions.The nature of the changes results in stakeholders playing increasingly significant role in protection of monuments and sites – they become major partners to historic preservation services. Moreover, these services may find regional government bodies having broad scope of duties pertaining to monument protection particularly useful.Increasing significance of the role that local government bodies have been playing results in the scope of power and duties of regional historic preservation offices being broadened. Local government bodies are therefore going to participate more actively in the protection of historic monuments and sites. At the same time, their actions should be inspired, planned, and coordinated by regional historic preservation services. Support and supervision, on the other hand, should be provided by state historic preservation service being independent of local government bodies. The state and local government services cannot be therefore considered an alternative – they should fully and closely cooperate with each other. For this reason, cooperation among these services should be promoted and encouraged.

Under the Act of 23 July, 2003 on the Protection and Guardianship of Monuments, employees of historic preservation offices supervise works carried out to historic monuments and sites as well as determine their scope. The scope of works depends on the form of legal protection and it is conditional on the decision pertaining to legal protection, i.e. listing a property or site in the register or municipal/communal record of historic monuments and sites; providing area-wide protection: defining historic preservation area in a local zoning plan. Members of staff of historic preservation offices are responsible for assessing documents pertaining to renovation, restoration, and conservation works carried out to monuments and sites as well as make administrative decisions on all actions, regardless of the level on which they are taken: issuing conservation guidelines, permits for conducting research on historic monuments and sites, making decisions on commencing conservation works, supervising the works until their completion. Quality of works carried out to historic monuments and sites depends on individual experience and skills that the members of staff of historic preservation offices demonstrate. The higher the rank of a monument or site, the heavier responsibility historic preservation offices shoulder.

None of the legal acts applied in the Polish monument protection system, ranging from the Regency Council Decree of 1918 to the Act of 2003, allows for transforming historic monuments and sites. This provision applies, paradoxically, unless a competent historic preservation officer approves such transformations. In other words, under the aforementioned acts, it is possible to make any modification to the existing historic monument or site, provided that a historic preservation officer issues an appropriate permit.Each of these legal acts provides framework for classifying historic monuments and sites, e.g. by introducing various forms of protection, classifying monuments and sites under various categories – immovable, movable, archaeological, etc. Therefore, classification is real.There are so many different historic monuments and sites falling under a great number of categories that it is impossible to provide them with real, even diversified protection. It is therefore necessary to implement sucha classification of historic monuments and sites that would allow state and regional historic preservation officers and representatives of local government administration to carry out actions aimed at protecting properties and places of great historical significance.The recommended classification is a starting point for discussing methods, criteria, and rules governing classification of historic monuments and sites. Additionally, it will ensure appropriate protection.

In his paper Peter Odermatt takes the local inhabitants and their right to (re)presentation and appropriation of the monumental heritage under protection against the hegemonistic pretension of the Authority – scientific, institutional, economical – that they are solely entitled to this right. The author rightly argues that, in the appropriation of cultural heritage, the Authority does not hold any greater rights than those who live in the vicinity of monuments or those who come from abroad to visit them. The examples he outlines are derived from a Sardinian context and illustrate how the ‘colonial’ pretensions of the heritage industry alienate the local residents from their monumental past and, as a consequence, how indifference led into oblivion.

The Act of 23 July 2003 on the Protection and Guardianship of Monuments has never been flawless and the historic preservation milieu has been aware of the consequently deteriorating monument protection system. This article explores the following problems existing in the area of cultural heritage: description and evaluation of cultural heritage, document production rules, sources of financing works carried out to heritage, effectiveness of legal processes, professional development of members of staff, organisational structure of historic preservation offices, and cooperation opportunities on different levels of state and local government administration bodies dealing with protection of monuments and sites. While reading questions provided in this article, one may be willing to ponder on directions of expected changes and ways of introducing them in Poland.

The article reconstructs the struggle of the inhabitants of two Ural cities - Sverdlovsk and Polevskoy - for the preservation of a unique monument of industrial heritage - the Severskaya blast furnace - in the 1960s-1980s. The sources for the study were unpublished archival materials, as well as information from the periodical press. The author analyzes the reasons that served as an impetus for this activity, which included a number of stages. The main actors of blast furnace museumification are considered. The author comes to the conclusion that the activities for the preservation of monuments of industrial heritage in the 1960s-1980s. was non-systematic, representing a network of inconsistent actions of different actors. Among the latter, the following should be singled out: representatives of the scientific community, educational institutions, members of the public organization «All-Russian Society for the Protection of Historical and Cultural Monuments», local authorities, representatives of party cells, workers and veterans of the Seversky Pipe Plant. During the specified chronological period, the unique monument of the Sverdlovsk region was museumified twice, with a break for a fierce struggle for its preservation in the 1980s. By the beginning of the 1990s. it became only the second industrial site to undergo serious conservation work within the largest old industrial region of our country.

The paper analyses traditional and modern methods and technologies for preservation and restoration of wall paintings found through archaeological excavations in the Republic of Tajikistan. Medieval monuments such as the ancient Panjekent, Bundzhikat, Adzhina-Tepa and others gave a variety of works of pictorial art, including unique monumental paintings, the preservation of which presents a priority task for scientists, restorers and art experts. These artefacts are exposed in the State Hermitage Museum (St. Petersburg), the National Museum of Antiquities of Tajikistan, the Republican Museum of History and Local Lore of Rudaki in Penjikent and the National Museum of Tajikistan. The paintings portray diverse and interrelated household, mythological, religious and epic plots, battle scenes, scenes of feasts and hunting, as well as geometrical, vegetable, and zoomorphic motives. The study of these paintings helps scientists to study in detail the medieval history of Tajik people. Therefore, their preservation is the primary task of the corresponding experts. The paper is based on personal experience of the author in preservation and restoration of monumental paintings within international projects on preservation of cultural heritage of Tajik people.

Introduction. The Sverdlovsk region has historically always been distinguished by the presence of a large number of industrial enterprises on its territory, as well as monuments that can be attributed to the industrial heritage. The preservation of these monuments is a task not only of the state, but also of a local scale, dictating the need to attract the capabilities and resources of industrial enterprises to this. The purpose of the article is to analyze the degree of participation of industrial enterprises, on the territory of which the monuments were located, in the activities for their preservation and museumification. The chronological framework is the 1970s – 1980s, when the need to intensify monument protection activities began to be realized at the state level, which was reflected in the legal documents. Materials and Methods. The study was based on unpublished archival materials stored in the Documentation Center of the Sverdlovsk Region. As well as published sources: legal acts, office documentation, periodicals. As part of the research, the author applied general scientific and special-historical methods. Results and Discussion. The responsibility of industrial enterprises regarding industrial heritage monuments began to be fixed in the legal documents of all-Union and regional significance, starting from the 1970s. This was due to the intensification of state control over the protection of monuments in general. Gradually, the financial obligation of enterprises to ensure the preservation and carry out work on the museumification of monuments located on their territory is also prescribed. In the Sverdlovsk region, two industrial enterprises took an active part in this activity: the Nevyansk Mechanical Plant and the Seversky Pipe Plant. Conclusion. By the beginning of the 1990s on the territory of the Sverdlovsk region there were 34 monuments that can be attributed to the industrial heritage. 20 of them were on the balance sheet and under the responsibility of industrial enterprises, which was reflected in the legal documents only in the second half of the 1980s. In the 1970s – 1980s two objects underwent restoration and museumification – the Nevyansk leaning tower and the Severskaya blast furnace. An important role in this was played by the vigorous activity of the factories on the territory of which they were located. However, there were also mistakes made by the management of one of the factories, which led to the partial destruction of one of the monuments.

The first half of this research considers the origins of the prevailing approach to the conservation and presentation of ancient monuments, particularly those in the guardianship of the state. Beginning with the definition of preservation principles in the nineteenth century, the research examines the creation of a government preservation office and the introduction of preservation legislation. The second half of the research examines the changes taking place in the theoretical approaches to Cultural Heritage Management, much of which derives from experience in Australia and America, and considers this work alongside a new agenda for 'the heritage' in England where it is overtly stated that the heritage industry and conservation can be used to address social issues such as urban and rural regeneration and social exclusion. The implications of the current Government and peer reviews of conservation practice and primary legislation have also been considered in order to determine their impact on the status of the familiar preserved ruin, ideas of 'monumentality', the role of the heritage manager and the politicization of heritage. It is argued in this thesis that the preservation and presentation approach of the Office of Works and its successors has conditioned our understanding of the past, making the introduction of a new paradigm unnecessarily confrontational. This research contributes to a number of areas of knowledge. The origins and development of conservation practice in England have received relatively little analysis and the expansion of the Office of Works in the first quarter of the twentieth century has yet to be analysed in detail. Similarly British conservation practice in an Imperial context - particularly that in the Levant - has received very little critical consideration and it is believed that this research presents the first assessment of the career of George H. Jeffery, Curator of Ancient Monuments, Cyprus.

The AHRC-funded Curious Travellers project (www.visualisingheritage.org) is a data-mining and crowd sourced infrastructure to help record, manage and interpret archaeological sites, monuments and heritage at risk. It provides a priority response to the globally important challenge of sites that have been destroyed or are under immediate threat from natural disasters, neglect, conflict and cultural vandalism. The project uses two workflows to scrape web-based imagery and crowd-source imagery to recreate 3D models of sites and monuments at risk. Many threats to heritage are linked to issues of access – impacting conservation and site management as well as the safety of individuals. The project offers sustainable solutions – working with extant imagery that does not place individuals at additional safety risk, whilst helping to contextualise visible archaeology by linking to relevant site and landscape data and integrating this into local historic environment record frameworks that make this data freely accessible to all.

In shape modeling applications, \emph{deformation} is the process of applying a continuous, non-affine transformation to a shape. The definition of the deformation should be independent of the representation of the shape. In practice, the shape is often represented by its boundary, which is defined by a set of vertices and by connectivity information. The transformation is often applied to these points. A deformation algorithm takes the orginal shape and designer's choices as inputs, and outputs the deformed shape. This dissertation dedicates to introducing \emph{spine-based deformation}: Any distortion to the shape is controlled by a low dimensional proxy, which is a spine curve or surface. Considering a sometimes important constraint to preserve the shape's volume during deformation, this thesis addresses a suite of problems in spine-based deformation with local volume preservation, meaning that the volume of any subset of the shape is preserved. Although our deformation model may be applied to the control points or vertices of a surface model that is not a water tight boundary of a solid, in this thesis, the term shape will refer to a solid model which has a clearly defined interior and volume. Previously proposed local or global volume compensation techniques are typically based on iterations that introduce a complexity bilinear in the numbers of vertices and iterations. we present a family of closed-form solutions for shape deformation with mathematically exact local volume preservation, and demonstrate their power in the context of interactive bending, rotating, sliding or stretching a 2D or 3D shape. The overall complexity is linear in the number of vertices. Proposed spine-based deformation framework adopts the following assumptions in geometric modeling: -- When the spine is a curve, a plane normal to the spine curve remains normal to the spine curve after deformation. The parameter associated with the point at which the plane intersects the curve is unchanged. -- When the spine is a surface, a line normal to the spine surface remains normal to the spine surface after deformation. The parameters associated with the point at which the line intersecting the plane remain unchanged. With these assumptions, we compute the closed-form formulation for the deformation that guarantees local volume preservation and is expressed using real roots of low degree polynomials and simple point and vector expressions. Due to its simplicity, our solution may be used to deform complex models in realtime during interactive manipulation or during animation, where the behavior of the spine has been designed or is computed in realtime through simulation.

The term local knowledge is still not very popular in the world of academia. Yet this is a primary knowledge that individuals acquire from parents/guardians and society. Local knowledge is embedded in mother tongue languages; and each community has a sense of ownership towards it. Accessibility as well as transmittance of local knowledge requires acquaintance with mother tongue languages plus their environments. Unfortunately current studies show that many world languages are getting extinct. This means vast amounts of local knowledge would not be available for future posterity. Language revitalization projects have so far failed due to lack of communities’ involvement coupled with lack of understanding communities’ languages and cultures. This inquiry has proposed a framework called Community Specific Pedagogical Framework (CSPF) to help capture local knowledge traditionally and technologically. CSPF serves to highlight the pedagogical ways that are suitable for a community in terms of its knowledge preservation and transmittance. The study has investigated and developed the framework CSPF with the participatory role of Acoli community members. The first phase of the investigation involved collection and analysis of data to ascertain the community’s ways of knowledge preservation and transmittance. The second phase involved the development of the framework CSPF. The third phase involved a demonstration of the framework’s configuration into Computer Assisted Language Learning technology (CSPF-CALL). Grounded Theory methodology was employed in phases one and two due to its inductive principles. Case Study methodology was employed in the last phase for its deductive purpose. The analysis of empirical data showed that a community’s ways of knowledge preservation and transmittance are multifaceted. However, despite the multiplicity of ways, the study demonstrated that it is still possible for a researcher to identify the main strategies of knowledge preservation and transmittance within a community. Thereafter, use such strategies as itineraries for the framework CSPF. The outcome of this investigation shows that the framework CSPF is a useful model for local knowledge preservation and transmittance both traditionally and technologically. It is a framework that can be employed to study pedagogical ways of any community.

Do citizen volunteers, sitting on legislatively created local historic architectural review boards, represent a part of the American governance tradition? This study examines the relationships between public board members, citizen interests, career public administrators and the elected appointing authorities. This research involved a national survey of over 1200 members of boards of historic architectural review. In addition, four town or county case studies are presented in detail. These case studies are Jonesborough, Tennessee; Lynchburg, Virginia; Cobb County, Georgia; and Gettysburg, Pennsylvania. These case studies are examined through an ecological perspective. Within the context of this study, boards of historic architectural review are very much a part of the urban/town/county governance model. They are highly professional in their composition, highly egalitarian, and deeply committed to furthering highly individualistic notions of community. Although some national community studies suggest a malaise in communitarian ideals, this research suggests just the contrary. The failure of citizenship falls more upon the legitimacy accorded to citizens as public administrators rather than an apathy toward manifesting that citizenship. Historic preservation itself is in a national state of disarray. Its ethos is poorly defined, and the national wellspring for preservation impetus to the local community is strained. Most communities find themselves struggling to fit a nostalgic, sentimental vision of the preserved environment into a well articulated economic model. This research suggests that local historic architectural review boards need to draw upon themselves to create better opportunities through self-study and formal certification programs. By enhancing their natural reserves of professionalism and commitment, they will advertise what they already do very well: administer in the public interest. By joining with like-minded community-based public boards this new coalition promises a energy and direction for municipal governments. The key is to foster an open environment of dialogue and debate centered on furthering good, responsive government.

This report asks the question how to balance thepreservation of cultural built heritage against other publicand private interests in local planning. The aim of the studyis to contribute to knowledge about how different actors valuethe built heritage and how they interact in planning. The studydiscusses how this knowledge can be taken into account inplanning practice. As society develops further into a knowledgesociety, the valuation of local environmental qualities seemsto be more complex than during previous decades. For thatreason the maintenance of cultural built heritage is moredifficult to handle than before. The planning process has bytradition been characterised by a strong public sectorinvolvement and by strict procedural links to the regulationsystem. However, private initiatives have come to play anincreasingly important role in the planning process. Thesechanges have led to a situation where decision-making becomesinformal. The question is if planning functions in such waythat all values represented by different interests areconsidered carefully when decisions are made for preservation,renewal or change of the builtenvironment. There are reasonsto question the notion of citizen representation by localpoliticians and experts of various kinds. The theoreticalfoundation for the study is economic valuation theory, andespecially environmental economics, in combination withnegotiation theory and planning theory. These theories are usedas a starting point for an analysis of different actors’understanding of the cultural built heritage, their incentivesfor participating in planning, and, hence, for understandingthe interaction which determines preservation practice.Empirical findings are based on a case study of planning andheritage management in the municipality of Umeå. Itincludes studies of five recently completed planning processesconcerning specific real estate properties, as well as, aquestionnaire directed to a random selection of 1000inhabitants in the municipality. The study concludes that theoutcome of planning to a substantial part is depending of theinteraction and relations between the stakeholders, and, hence,structured by what has developed as the intellectual traditionand context of the city. The study shows that the builtenvironment seen as a public good in general is not fullyacknowledged and understood. Consequently, the private goodcharacteristic of the built environment is stressed inplanning, not only by private actors, but also by the publicsector. Furthermore, the study concludes that one importantissue in the management of the cultural built heritage is todraw on the actors’incentives for preservation, hence,paying more attention to the question of future direct andindirect use of the built heritage. An actor who primarilyfocuses on existence value runs the risk of being situated inthe margin of planning, with no real influence on decisionsconcerning heritage management.

Aksum is the capital of ancient Aksumite Kingdom and one of the most important archaeological site in Ethiopia. It has been registered on World Heritage List in 1980. Its archaeological and cultural heritage continues to be a victim of urbanization, development, erosion and deposition. Despite increased awareness and issues within the field of archaeology, the destruction of archaeological and cultural heritage sites of Aksum has been staggering. Although considered as an outstanding universal heritage site, very little focused cultural heritage management has been undertaken in Aksum. All archaeological excavations conducted thus far in Aksum focused on unearthing elite tombs and palaces. Both acts of destruction are relevant to current research on the cultural heritage management aspect in Aksum in general. This research provides an analysis of the destruction of the archaeological and heritage sites and monuments in Aksum based on ancient documents, archaeological excavations and field observation. It examines the extent the sites have been excavated, documented and preserved. Three sites have been selected for case study for the present research. The research revealed that the archaeological and heritage sites in Aksum have been deeply affected by urbanization in general. Evidently, the absence of integrated development planning by the municipality, lack of professionals in the field of archaeology and lack of public education have contributed significantly to the loss of the archaeological record. This thesis attempts to evaluate the current state of documentation and preservation of the cultural heritage resource in Aksum

AbstractThe monumental olive groves of the Ionian Islands constitute invaluable ecosystems with rich natural and cultural heritage, intertwined perennially with the region’s history. This research highlights the potential to contribute to the sustainable development and tourism of the Ionian Islands, by showcasing unique biodiversity and cultural traditions. Moreover, significant importance has the involvement of local communities in the promotion of sustainable development. The research integrates scientific research and practical applications, and proposes new prospects through the creation of innovative and sustainable initiatives, with immediate feedback to local communities. The proposals, challenges and applications are following the institutional framework and international practices for the preservation of natural and cultural wealth, particularly in NATURA 2000 areas. Design and digital mapping of ecotourism network trails have been conducted within the monumental olive groves of the Ionian Islands. These trails highlight the unique natural monuments that continue to produce olive oil of valuable nutrition. The visit to these natural open sculpture “eco-museums” offer the opportunity to interpret the unique dynamic of nature which connects the history, traditions, customs, and local communities and contributes to a sustainable rural tourism model. The interconnection of the trails of different islands in one holistic approach offers the possibility to enhance a common narrative which could be independent for each island or multiparametric for different islands. Island hopping promotes and interprets different characteristics of each island, in a common base, the monumental olive groves.

AbstractThe world cultural heritage sites face new challenges for an effective protection and management because of destruction and damage initiated by both natural and anthropogenic causes. Fresh rock and sandstone surfaces of buildings are quickly colonized and covered by a layer of microorganisms, including phototrophs, lithotrophs, and heterotrophs to form a biofilm that alters the local conditions of the stone surfaces, especially under the favorable tropical climate conditions for autotrophic microorganisms and plants. Biofilms had been studied with indigenous or pure cultures of isolated microorganisms, but the selective ones that contribute to deterioration of the cultural heritage cannot be confirmed easily. Currently, high-throughput sequencing and metegenomics analyses are capable of obtaining microbial community and composition in great depth, but they also suffer from similar weakness unable to identify the culprits in the community. With these as background, this article presents a different approach by focusing on the biochemical processes and the responsible microorganisms involved to reveal the destruction processes for management and protection. Among these different functional groups of microorganisms, lichens are known as pioneering rock-decomposing microorganisms, and both sulfur-oxidizing bacteria and fungi participate in the decomposition of sandstone via sulfur cycling and initiation of salt attack of the stone afterward, resulting in defoliation and cracking of stone. Other microorganisms including ammonia-oxidizing bacteria and archaea, especially the latter, have been recently detected on sandstone monuments providing evidence on the new organisms involved in the deterioration of cultural heritage and buildings. In addition, fungi can colonize the surfaces of the matured biofilms and play a new role in the removal of them, which has a potential biotechnological application in conservation of cultural heritage. The new proposed approach by focusing the microorganisms with identified biochemical function is more productive than a description of the community composition and assembly when assessing cultural heritage biodeterioration, and this provides basic and useful information for effective protection strategies and management.

Digitalization is actively used by religious organizations. They use it both to coordinate their activities and to spread their beliefs, and even to construct sacred spaces in a virtual environment in which they can perform any ritual actions (pray, light a candle, etc.). Thanks to the Internet, it has become possible for representatives of various religious subcultures to promote their ideas about "tradition". These are not only numerous sites where you can keep track of the calendar of religious holidays, but also about what should be done on this day according to tradition, what should be eaten. There are a lot of sites dedicated to the traditions of religious piety. Their authors are engaged not only in preserving the tradition of piety known to them (there are many traditions of piety, these are local traditions), but also in constructing a new one. In many ways, the focus of such sites is related to the market of religious services. This is a profane level of preservation and construction of tradition. There are also a number of projects whose task is to preserve cultural monuments. These are primarily sites where digitized books and documents that can be attributed to church Tradition (works of theologians, manuscripts of religious content, documents) are posted. There are also sites dedicated to disappeared and preserved church buildings. And of course, websites, telegram channels, contact groups dedicated to icons. These resources are part of the "big tent of the humanities", and play not only an informational, but also a missionary role.

Beyond being a form of community expression, the traditional Bukharian houses and mahallas – neighborhoods - illustrate a close relationship with the environment as the use of earthen materials and the design of its urban fabric respond to the harsh desert climate. This World Heritage listed vernacular architecture and mahallas in Uzbekistan are a vulnerable and rapidly changing heritage. Traditional techniques and know-how are getting lost and replaced by new construction techniques that most of the time are causing irreversible changes. In addition, their special attributes that make them unique are also disappearing due to changes of ownership, alterations, and adaptive reuse. In this context, a fragment of this heritage, the Traditional Bukharian Jewish Houses, was identified and included on the 2020 World Monuments Watch program to advocate for their preservation while maintaining the diversity and livelihood of the communities. Since the Watch inclusion, the World Monuments Fund (WMF) and International Institute for Central Asian Studies (IICAS), in partnership with the Bukhara State University and other local partners, have been working on the Documentation and Conservation project. The team assembled for this project is carrying out an updated inventory of the three Jewish mahallas using digital technologies and documenting and assessing the physical conditions of the houses. Ultimately, the project seeks to create best practice conservation guidelines not only for the Jewish houses, but also for all the traditional Bukharian houses that will foster community awareness of traditional construction techniques. This paper presents the process, challenges, and preliminary results of the project contributing to the protection of this outstanding Bukharian vernacular and shared heritage.

Quoting from the inscription into the Intangible Cultural Heritage List (2018), the art of dry-stone walling concerns “the know-how” related to making stone constructions that explains the interest towards the product process as well as the product itself. The protection of the ability in stones selection and their placement, without mortar or dry soil at most, has moved the attention from walls to walling too. As a result, the idea of authenticity should be rediscussed to preserve not only some existing monuments and amazing landscape, but a living heritage and a sustainable land use. A risk occurs in some coastal areas, both maritime or front lake, and in the valleys, of the Alps or the Apennines. These places are the most sensitive to residential and receptive exploitation; as a result, an aesthetic landscape perception is taking advantage against its structural conception and the authentic art construction for dwelling (buildings), farming (terraced arrangements) or husbandry (cow-walls). The awareness of the role of dry building for the consolidation of the slopes, the protection of the mountain and the harmonious relationship between environments and species the inscription would preserve, is misunderstood. In Italy some evident ambiguities are occurring into practice and local behaviours. Although the inscription has invited preservation program, the governance of the art of terraced arrangement seems often reduced to a picturesque disposal; misunderstood if not betrayed in its authenticity both as a product and as a process. Some case studies are proposed to point out this slipped issue, considering the Lake of Como as an elective observation area. By the presentation of some real examples, both virtuous and critical, a discussion and comparison with other contexts, both national and international, should eventually be favoured.

<p>Since the 1830s, the railway network has grown rapidly, connecting all regions of the German country. In order to overcome topographical obstacles such as valleys, rivers etc., many railway bridges were built in different construction periods. The individual structures are understood as elements of the dynamic development of the complex "railway" network. Railway bridges are constantly changing structures, as their functionality and preservation value must be secured through maintenance, repair and replacement due to increased requirements. During the beginning of railway expansion, especially in Saxony, a dense network was developed. The topography of a low mountain region led to a high number of arch bridges. This type of construction still makes up a high proportion of the existing bridges in Saxony today. The history of selected railway arch bridges from representative parts of the railway network in Saxony is shown and analysed.</p>

Este estudio evalúa la sustentabilidad económica y social del Sitio Patrimonial de Valparaíso, el cual registra un proceso de transformación bastante dinámico que se caracteriza por una pérdida de población, lo que ha significado una disminución de la función residencial y un cambio de uso de suelo de un tercio de las propiedades. Los autores examinan el Plan Director de Gestión Patrimonial, que unifique la normativa vigente a fin de orientar en mejor forma las intervenciones públicas y las iniciativas privadas. Los autores concluyen que la sustentabilidad del Sitio Patrimonial requeriría de una acción pública clara y decidida, abierta a acciones asociativas con el sector privado, especialmente con la comunidad local.

The authors explored the activity of mass media and cultural organizations aimed at clarification of the current problematic issue – preservation of Ukrainian cultural heritage under the conditions of the full-scale invasion of Russia into Ukraine. The authors emphasize that occupants not only destroy historic buildings, i.e. material objects, but also steal art values, destroy library and archive funds; their actions are aimed at destruction of our spirituality, identity and history. It is pointed out that there are the main streams in the work of journalists, experts, and culture figures, namely: fixation of losses, propaganda of the Ukrainian culture in the world, expert evaluation of the restitution possibilities, and filling of the culture material with patriotic sense. The full-scale invasion of Russia into Ukraine on the 24th of February 2022 led to the numerous loss of life, ruination of the military, civil and infrastructure objects. But the state-aggressor destroys and robs our culture in this war. Since the beginning of the war mass media have been actively informing about the situation in the regions, which happened to be at the line of the Russian troops attack. The information was in particular about the fact that different educational establishments, libraries and their funds, museums with valuable collections, theatres, religious buildings and historic buildings had been ruined. To tell the truth the information was incomplete due to the limited opportunities to monitor the situation. However, later it has been systematized. The work of journalists and experts contributed to this since they stated the criminal acts of Russia, informing about the ruination facts of historic, sacral, cultural monuments, devastation of many museum collections, destruction of library and archive funds. Digitalization of the Russian war crimes against Ukrainian culture became one more important work aimed at preservation of the Ukrainian cultural heritage. It was done by means of interactive maps of the Ukrainian cultural losses and it enables documenting crimes of the occupant army and spreading this information at the international level. This manual presents best practices on project selection, mix design, and construction to ensure a superior product when constructing thin asphalt overlays. Experience shows these treatments provide excellent performance when placed on pavements in fair to good condition using proper construction techniques. Though sometime referred to by other names, thin asphalt overlays have been widely used for pavement preservation throughout the world for over 50 years. Limited infrastructure funding at the local, state, and federal levels has resulted in greater emphasis on the use of pavement preservation techniques to extend pavement life and reduce maintenance costs. Thin asphalt overlays are one of many preventative maintenance treatments. Thin asphalt overlays are placed directly on existing pavement and can range from 1/2 inch to 1 1/2 inches in thickness. Thin asphalt overlays have proven to be an economical means for maintaining and improving the functional condition of an existing pavement since the 1960s. Specifically, this manual provides guidance for engineers regarding where and when to use thin asphalt overlays including: (1) Types and variations of thin overlays; (2) Materials and the design process; (3) Construction; (4) Quality Assurance; and (5) Troubleshooting. This chapter by chapter guidance enables an Agency’s engineers to design and construct a successful thin asphalt overlay project to completion. This manual is one of four new manuals prepared by the California Pavement Preservation Center (CP2Center) using funding from California Senate Bill 1 (SB-1), passed in April 2017. The other three manuals provide detailed design and construction information for (1) chip seals, (2) slurry surfacing, and (3) Cape seals. The creation of these manuals was a task funded entirely from SB-1 monies for the purpose of disseminating training and technical information on highway pavement preservation to local agencies throughout California.

Water tariffs are used as a tool to balance objectives such as efficiency, accessibility, cost recovery, and environmental preservation. These competing objectives imply that water tariff structures must be adapted to local contexts and priorities to be effective, a reality that is especially relevant for Latin America and the Caribbean (LAC) due to its great geographical and temporal variability in water availability and demand. There are multiple factors that influence tariff structures in the water sector, but they can be categorized into four main groups: (1) environmental factors, (2) urban factors, (3) political and ideological factors, and (4) institutional and management. This fact sheet provides an analysis of the current status of these factors in LAC.

This is a practical workbook to guide local communities and heritage gatherers through the process of capturing and storing their heritage for future generations. Through initiatives with the British Academy and the Coalition for Religious Equality and Inclusive Development (CREID), the Institute of Development Studies (IDS) has been working with young people in Egypt, Iraq and Syria to capture their oral heritage, so that it may be preserved for future generations. Alongside life history interviews and topic interviews - which cover particular aspects of communities’ heritage - a key component of this heritage preservation is how these records will be stored. Thinking about the language and accessibility of digital archiving practices, this workbook is a practical guide to capturing and storing “heritage harvests”, including community interviews, photographs, and short films.

The border area of Mali, Niger, and Burkina Faso is a site of endemic violence. The area is punctuated by anti-state attacks, the targeted killing of traditional chiefs, and attacks on markets and other socioeconomic convening locales that otherwise serve as central mechanisms for the preservation of normalized intercommunal interactions. In addition, foreign military interventions and asymmetric insurgent warfare pit multiple state and non-state actors equipped with heavy weaponry against one another, adding another level of insecurity and threat to local communities. Community-based armed groups (CBAGs) of Fulani and Tuareg ethnicity have aligned themselves with outside actors carrying out operations in the region out of choice, coercion, or in some cases both. Building on other research reports in RESOLVE’s Community-Based Armed Groups Series, this report explores local perceptions regarding the nature and impact of the violence in southwestern Niger. The report provides a summary of understanding of ongoing conflict dynamics from the most impacted communities and an insight on the knowledge and attitudes around actors participating in the violence. It hopes to inform efforts to bring an end to the violence and increase understanding of participating actors.

The Ballarat Technology Park, located some way out of the heart of the city at the Mount Helen campus of Federation University, is an attempt to expand and diversify the technology and innovation sector in the region. This university also has a high profile presence in the city occupying part of a historically endowed precinct in the city centre. Because of the wise preservation and maintenance of its heritage listed buildings by the local council, Ballarat has been used as the location for a significant set of feature films, documentaries and television series bringing work to local crews and suppliers. With numerous festivals playing to the cities strengths many creative embeddeds and performing artists take advantage of employment in facilities such as the Museum of Australian Democracy at Eureka. The city has its share of start-ups, as well as advertising, design and architectural firms. The city is noted for its museums, its many theatres and art galleries. All major national networks service the TV and radio sector here while community radio is strong and growing.

Coastal topography was ranked as one of the most important variables for monitoring following a review of potential vital signs in the coastal parks of the Northeast Coastal and Barrier Network (NCBN). Changes in coastal topography, whether caused by erosion or accretion, vary both spatially and temporally. Understanding these variations is key to early recognition of potential problems affecting natural and cultural resources in coastal parks. For managers, understanding spatial and temporal patterns of geomorphologic change is basic to optimal management of any coastal park because the interface of marine and land systems 1) is highly dynamic and driven by multiple forcing mechanisms, 2) results in alterations to resource patterns and dynamics at habitat and ecosystem levels, and 3) can eventually result in the loss of static resources. The establishment of local, long-term monitoring programs help us to understand the processes that are driving coastal change of beaches, dunes, and bluffs within the parks. This Coastal Topography Monitoring Protocol has been developed for use in the Northeast Coastal and Barrier Network parks. Monitoring is accomplished with survey-grade Global Positioning System (GPS)/Global Navigation Satellite Systems (GNSS) equipment that collects topographic data along pre-established transects spaced at regular intervals, augmented by more intense data-collection in areas of special concern to the parks. A network of high-quality survey control monuments (often referred to as benchmarks), used as accuracy assessment reference is located within each of the NCBN parks, providing a robust basis for long-term monitoring. Spring and/or fall surveys conducted in accordance with standard operating procedures generate coastal topography datasets that are organized and assembled by the NCBN data manager into a database for analysis and archival purposes. Dimensional parameters are measured to describe the beach-dune-bluff system, and attributes are compared and analyzed in a cross-shore and alongshore perspective, providing information about the temporal and spatial changes on beach-dune-bluff morphologies in the parks. The overall goal is to create a replicable means of data gathering that is efficient, adheres to scientific principles, and meets the management needs of the coastal parks.
