Résumé :
As a prerequisite for pollution control, monitoring air pollutants is crucial. In recent years, all walks of life are developing toward intelligence, and the concept of intelligent ports is also the development direction of current port planning. A lot of work such as loading and unloading of port cargo and planning has now achieved intellectual development, and the monitoring of air pollutants in ports also needs to be developed towards intelligence. However, at present, there are not many air pollutant monitoring systems for ports. In order to find monitoring equipment and models that are better suited to the port environment, this paper focuses on the main components of air pollutants in ports (SO2, NOX, PM, etc.) and their sources and describes the monitoring methods and principles for these pollutants in ports and on ships, respectively. Regarding monitoring methods, the current application of DOAS (Differential Optical Absorption Spectroscopy) equipment and the monitoring system based on various gas sensors have great development prospects and advantages, based on the monitoring system being more intelligent. At the same time, the use of the same monitoring principle for a variety of pollutants monitoring equipment to a certain extent can save the cost and efficiency of monitoring. In terms of monitoring mode, the combination of manual analysis and automatic analysis will be perfect for the port’s air pollutant monitoring system. This mode can alleviate the embarrassment of the low life of the sensor-based monitoring system to a certain extent, and the data monitored by this mode will be more accurate.

Résumé :
While promoting the global economy and trade, ports impose serious pollution on the global ocean and atmosphere. Therefore, the development of ports is restrained by the policies and measures of governments and international organizations used to cope with climate change and environmental protection. With the development of information technology, the operation and expansion of ports is facing forms of green and intelligent reform. This research aims to link the development of green intelligent ports, government policies, and third-party organizations to find the most suitable evolutionary path for the development of green intelligent ports. This paper assumes that governments will push ports to transform into green intelligent ports from the perspective of benefiting long-term interests, that the goal of ports is to maximize their profits, and that third-party organizations will actively promote the development of green intelligent ports. Based on these assumptions, this paper has established an evolutionary game theory model of “government–port–third-party organization” regarding the development of green intelligent ports. The Jacobian matrix of the game theory system was constructed by using the replicator dynamic equation, and local stability analysis was performed to obtain the equilibrium stability point of the entire system. This research reveals the limitations of the development of green intelligent ports without government involvement and explores the ability of third-party organizations to promote the implementation of policies, confirming the role of government regulation and control in promoting the development of green intelligent ports. This paper may be helpful for the development of green intelligent ports in the future. The results show that: (1) The main factors affecting the choice of port strategy are the benefits of building a green intelligent port, the intensity of government regulation, and the quantitative influence of third-party evaluation results on the port strategy selection. (2) Government decision-making plays an important role in port transformation. If the relevant government chooses the wrong strategy, then the transformation of the port will be delayed. (3) Government regulation and control need to change with the change of the evolution stage. (4) Compared with the macro-control policies of the government, the influence of the third-party organization on the port is significantly smaller.

Résumé :
Smart ports represent the current trend of port development. Intelligent operations reduce the daily production cost of ports, facilitate efficient production, strengthen the risk mitigation ability and comply with the requirements for long-term development. However, a systematic and scientific smart port evaluation method is missing to nail down the evaluation indicators of a smart port and enable accurate evaluation of a port’s degree of intelligence. This paper analyzes the concept of the smart port, establishes a set of smart port evaluation indicator systems, and applies a single-valued neutrosophic exponential similarity measure to port evaluation to enable quantitative evaluation of port integrity. This evaluation method is capable of decision-making in the event of incomplete, uncertain, and inconsistent information during general evaluation, opening up a new method for smart port evaluation, and acting as a helpful tool for ports to carry out improvements during actual application.

Résumé :
AbstractThis paper investigates the history of a discursive figure that one could call the intelligent whaler. I argue that this figure's success was made possible by the construal and public distribution of whaling intelligence in an important currency of science – facts – in the preparatory phase for the United States Exploring Expedition (1838–1842). The strongest case for the necessity of the enterprise was New England whalers who were said to cruise uncharted parts of the oceans and whose discoveries of uncharted islands were reported in the local press. The document that stood at the core of the lobbying for an expedition was a table that newspaperman and public lecturer Jeremiah Reynolds had compiled after interviewing whaling captains in the country's principal whaling ports. Presenting whalers’ experience in tabular and synoptic form, Reynolds's table helped forge the figure of the ‘intelligent whaler’, a mariner who had better geographical knowledge than other seafarers. By investigating the paper technologies that produced the ‘intelligent whaler’, this paper shows how Reynolds's translation of ‘whaling intelligence’ from news into facts marks the beginning of the intelligent whaler's long career in US-American debates about expansionism, exploration and science.

Résumé :
The paper investigates trends in the development of intelligent logistics technologies in the infrastructure complex of maritime transport. The features of the development of the maritime industry in the context of the digitalization of the economy and the inclusion of world port operators in the processes of Industry 4.0 are analyzed. In particular, the current macroeconomic trends and prospects for the development of sea transport in Ukraine have been identified. The research methodology is based on theoretical and methodological analysis of scientific literature, statistical methods, as well as observation, comparative method, description, measurement. The use of scientific research methods made it possible to identify the challenges facing the domestic transport system in the context of the development of global digital logistics. The results of the study indicate that external priorities for the development of maritime transport and the direction of digitalization can increase transport efficiency and improve customer service. It has been proven that these areas of intellectualization of ports provide for the combination of a wide range of advanced technologies: artificial intelligence, cloud computing services, block chain technology. Sharing the latest tools allows transport participants (operators, ports, ship owners, customers) to optimize logistics operations and manage in real time. The analysis made it possible to identify the reasons for the underutilization of the Ukrainian ports and assess the factors hindering the development of the Ukrainian maritime industry. Financial and economic, legal, organizational, and technical problems are identified among the main problems. At the same time, the adopted rules for servicing clients within the ports and the imperfection of the regulatory framework for the unification of documents and information exchange procedures have a significant impact. Most ports are not ready to operate in the new competitive environment. In general, it is recommended to make management decisions on the implementation of intelligent information and telecommunication systems in the maritime industry of Ukraine. It is recommended to intensify the involvement of port infrastructure in logistics processes, taking into account digitalization trends: to introduce systems of automated control centers, subsystems for intelligent analysis, display of data and information, networks of port sensors and actuators, wireless access networks with infrastructure elements of the backbone intelligent multimodal transport system. The implementation of the proposed measures becomes possible in the context of the integrated implementation of information technologies based on joint teamwork to create an electronic model at the level of the USPA and other transport operators.

Résumé :
Shortest path algorithms are frequently used in important sectoral areas such as maritime, aeronautical and land transport, and are still highly popular. The different side of our work is that it is on the ports of Greece and Turkey on the Aegean Sea and that the nodes are prepared on the actual map based on the actual coordinates and depths. Our study differs from previous studies in that it focuses on Greek and Turkish ports on the Aegean Sea and the nodes are prepared on an actual map based on actual coordinates and depths. The study is part of an intelligent system capable of actually planning the route of a sailing vessel. It is designed to evaluate the methods that an intelligent system can use. The intelligent system will be a system that can dynamically change and optimize the route depending on changing conditions such as weather, current and navigational information. This is the reason why the node map is obtained using real and detailed information. The Breadth-First, Bellman-Ford and Dijkstra’s algorithms were used to calculate the shortest routes between ports and the results were evaluated in terms of the route, distance and calculation time used.

Résumé :
Integrated technology management in building smart ports or intelligent ports is a crucial concern for global sustainable development, especially when human societies are facing increasing risks from climate change, sea-levels rising, and supply chain disruptions. By mapping the knowledge base of 103 papers on intelligent ports, retrieved in late December 2022 from the Web of Science, this study conducted a roadmapping exercise using knowledge mapping findings, assisted by Bibliometrix, VoSviewer, and customized Python scripts. The three structural (intellectual, social, and conceptual) aspects of knowledge structure reveal the significance of the internet of things (IoT), the fourth industrial revolution (Industry 4.0), digitalization and supply chains, and the need for digital transformation alignment across various stakeholders with Industry 4.0 practices. Furthermore, an even geographical distribution and institutional representation was observed across major continents. The results of the analysis of the conceptual structure demonstrated the existence of several established and emerging clusters of research, namely (1) industry data, IoT, and ICT, (2) industry 4.0, (3) smart airports, (4) automation; and (5) protocol and security. The overall empirical findings revealed the underlying technology and innovation management issues of digital transformation alignment across stakeholders in IoT, Industry 4.0, 5G, Big Data, and AI integrated solutions. In relation to roadmapping, this study proposed a socio-technical transition framework for prototyping ecosystem innovations surrounding smart sustainable ports, focusing on contributing to valuable carbon or greenhouse gas emission data governance, management, and services in global value chains.

Résumé :
The aim of this article is to discuss the role of the blue economy, also known as “blue growth”, as related to the traditional maritime economy in Pomorskie Region. The potential of the latter is comprised by transport infrastructure centres consisting mainly of two ports – in Gdańsk and Gdynia – with a fundamental role for the national economy. These ports in recent years have seen intensified growth as evidenced by their increased throughput – mainly in terms of containerized cargo volumes. The modern approach to the maritime economy is based not only on heavy, large-scale investment in the infrastructure and cargo handling capacities, but also on sustainable development related to sophisticated technology and energy saving. The importance of the latter has been highlighted by Pomorskie Region’s four Intelligent Specializations aimed at ensuring sustainable growth in the region. Although the maritime economy is the focus mainly of Intelligent Specialization No. 1 “Offshore, port and logistics technologies,” there is in fact a synergy effect which has led to establishing mutual relations between all intelligent specializations. This approach combines the shipbuilding industry with energy production and biotechnology through innovative solutions. Meanwhile, IT supports logistics and marine tourist helps modernize and revamp sea ports as well as stimulates Pomeranian shipyards to manufacture specialist ferries and passenger ships.

Résumé :
The purpose of this article is to propose a solution for the transport problem in sea freight using machine learning algorithms. An important aspect of sea transport is the organization of freight. In particular, the maritime freight network is a large complex system whose complexity of route maps and the variety of ship traffic render it difficult to model. When investigating the characteristics of the sea freight system, it is generally advisable to use rough models in which only significant approximations are introduced and a number of details are not taken into account. At the same time, an exact model is used in a detailed study of isolated areas of the network wherein it is the area which is explored in detail and not the connections between the said areas. By so doing, one should be careful not to overlook the deviations of the model from the real network in the first case and the connections between areas in the second.Building a model that accurately takes into account and describes all the details results in excessive complications in the design process, so, in practice, a number of assumptions are always used in the simulation which are basically approximations of the real characteristics related to ship movement, depending on the specific task. Four models are used in order to build an optimal cargo transportation system: Transnational cargo model; model of cargo transportation with a dedicated initial port of cargo departure; model of cargo transportation with dedicated initial ports of departure and final port of cargo distribution; model of cargo transportation on a circular chain of ports. The route conditions are given by the traveling wave equation and on the basis of these calculations the optimal route of cargo ship movement is put forth whereby conditions affecting freight traffic include: Number of ports, fuel quantity, port of cargo destination, as well as distances between ports and intermediate ports of call. The scientific contribution lies in the fact that the human role is reduced only to that of the system observer, which, in turn, simplifies the freight calculations, as well as helps reduce the cost of fuel and human resources.

Résumé :
There is great concern on the electromagnetic compatibility problem of electronic equipments in an intelligent substation, due to the compact structure resulted from high degree of integration between the primary electrical equipments and secondary electronic equipments. The very fast transient electromagnetic disturbance (VFTED) resulted from the gas insulated substation (GIS) switching operation has potential impact on the electronic equipments by the electromagnetic coupling between the VFTED and the circuit of “sensor-cable-intelligent electronic device (IED)”. This paper presents both experimental and theoretical results of the disturbance voltage induced on the ports in control cabinets during the disconnectors operating in a 500kV GIS substation. The considered ports are connected to a current transformer (CT) equipped nearby GIS switcher via a KVVP cable. The results show that the peak value, the duration time and the frequency range of the transient waveform are about 400V, 2 μs, and below 40 MHz.

Résumé :
Ports, as pivotal hubs for global resource consumption and pollution emissions, have garnered considerable attention in the pursuit of sustainability. Despite the Chinese government’s efforts in promoting the green construction of ports and a growing public awareness of environmental protection, progress remains sluggish, with pollution and energy consumption issues still rampant. This paper introduces an evolutionary game model that leverages advanced computing techniques, including big data analytics and simulation, to optimize green port construction strategies, supervision, and enforcement under the lens of social accountability. By applying the Jacobi matrix for analyzing equilibrium paths at diverse initial settings and conducting simulations under various scenarios of punishment intensity and social accountability probabilities, this study unveils that high social accountability likelihoods naturally incentivize ports towards green practices. Conversely, in low accountability scenarios, differentiated outcomes emerge from imposing penalties on ports and local governments. Notably, increasing penalties on ports substantially elevates green construction standards, whereas local government penalties exhibit only transient efficacy. Furthermore, leveraging artificial intelligence for predictive analysis and simulation demonstrates the critical role of technological advancements in enhancing green port construction. The study proposes augmenting penalties on ports, amplifying social oversight, and diminishing green construction costs via port consortia as strategic measures to expedite China’s transition to green ports.

Résumé :
The fourth industrial revolution is characterized by a high level of digitalization of systems and processes. This revolution has reached the Spanish ports. They have been investing for years in the implementation of new technologies, aimed at promoting sustainability and environmental quality, as well as seeking a more efficient and orderly logistics. Ports are moving towards their digital transformation, which is materialized in the well-known Ports 4.0. These intelligent ports, or Smart Ports, cover a multitude of aspects and variables. Automation, digitalization, technologies that allow interoperability, transparency, decentralization, and customer experience define the context of the application of the concept 'Ports 4.0' to the Spanish logistics-port sector. How to achieve a satisfactory digitization process that allows progress towards Port 4.0 in the Spanish port system is one of the questions being raised recently. The Spanish port world could be represented by a red ocean, since in a very generalist way it can be said that it is a marked described by a fierce competition lacking in differentiation. Therefore, with this proposal, the aim is to take the Spanish port system to a blue ocean, where a suitable strategy and innovation generate leaps in value that make competitors irrelevant because customers compare different products and services. To be able to respond to this, the Blue Ocean Strategy is planted, leaving aside the competition between ports and generating new demand. From the study carried out, it is concluded that Spanish ports still have a long way to go in terms of sustainability. It also concludes that a new management model would mean the innovation in value that is necessary for the process towards ports 4.0.

Résumé :
Abstract China is a leader in the global transportation industry, with an especially significant position in ocean ports. A mapping of every ocean port outside of China reveals that Chinese firms own or operate terminal assets in ninety-six ports in fifty-three countries. An original dataset of Chinese firms' overseas port holdings documents the geographic distribution, ownership, and operational characteristics of these ports. What are the international security implications of China's global port expansion? An investigation of Chinese firms' ties to the Party-state reveals multiple mechanisms by which the Chinese leadership may direct the use of commercial port assets for strategic purposes. International port terminals that Chinese firms own and operate already provide dual-use capabilities to the People's Liberation Army during peacetime, establishing logistics and intelligence networks that materially enable China to project power into critical regions worldwide. But this form of networked state power is limited in wartime because it depends on commercial facilities in non-allied states. By providing evidence that overseas bases are not the sole index of global power projection capabilities, findings advance research on the identification and measurement of sources of national power. China's leveraging of PRC firms' transnational commercial port network constitutes an underappreciated but consequential form of state power projection.

Résumé :
Abstract Artificial intelligence (AI) can do many things that were not thought of some years ago and that are unimaginable for non-AI experts even today. In contrast, it is relatively easy to understand that AI can be used to compare contents and structures of laws and legal documents. In fact, the comparative abilities of AI are the reason why AI is now playing an increasing role—for example, in due diligence exercises where contracts, documents as well as other materials and legal data of target companies are benchmarked against standard patterns. If the ‘ability to compare’ is one of the core features of AI it is only natural to assume that AI is an ideal tool to conduct comparative law work. This article explores if this assumption is correct. This article first highlights key features of the comparative law work process, which, for some strange reason, is hardly ever discussed in the legal literature. This article describes and analyses the different stages and investigates which parts can (or cannot) be conducted by AI. It also asks if AI will—within the scope of its comparative abilities—in fact, ‘take over’ from human comparatists. On the basis of the findings, this article concludes that it is more likely than not that comparative law work will, in the future, be AI based.

Résumé :
Nowadays, the denomination of “smart” is associated with several production and management devices and to logistics and distribution, too. Thus, this qualification is used in different application fields. All of them are different and diverse, but the most important common characteristics of these devices or Smart Systems are based on their novel and more efficient way of working. The smart trend is consolidated in the port environment, too. The ports’ need to become more intelligent is modifying their own operations. Therefore, this paper includes an analysis of Spanish Port System, in order to evaluate its ports, considering the new concept called “Smart Port”. Some indicators and measure variables are defined, to allow for quantifying technical items. These items—both quantitative and qualitative ones—which reflect, in the most objective and complete way possible, the adaptation and achievement of characteristics and objectives associated with the Smart Port concept in all ports were studied, in order to obtain an index of Smart Ports that allows us to calculate the ranking of the Spanish Smart Ports. Considering the analysis of the Smart Port concept and its current and future trends, it has been determined that the development of a port must be based on the digitalization, on use of ICT and on automation of port processes.

Résumé :
Whereas international trade was previously the preserve of organised business, the digital revolution and the increased popularity of online purchases on the internet has meant that international trade is now easily accessible at an individual level. At both a domestic and international level, the Covid-19 crisis amplified the pressure placed on businesses and consumers to adopt digital technologies, and this has been catalytic in moving the public towards greater reliance on online transactions and a movement away from traditional purchasing practices. Increased global trade at an individual level has put greater pressure on global supply chains, with every link in the supply chain being called upon to perform more effectively and efficiently. Ports, as gates of entry into domestic markets and transshipment routes, have been under increased pressure to conform to the needs of the international trading community. Greater trading volumes have put ports at risk of higher levels of crime by international and domestic criminal syndicates. The changing environmental landscape has meant that ships are being transformed for compliance purposes. Increased concern about water quality and impacts on sensitive habitats has put additional pressure on port authorities. These pressures have led to the creation of smart ports, which are fully automated, taking advantage of the latest technologies, blockchain and artificial intelligence (AI), and state of the art monitoring software and processes, while adhering to and promoting compliance with both the latest environmental protocols and the United Nations (UN) 2030 Sustainable Development Goals (SDGs). In this contribution to the conference, the discussion centres on the challenges facing ports in the Southern African Development Community (SADC) region, in the light of the latest global developments. Smart ports and the drivers towards greater changes are discussed and analysed. Finally, the state of ports in the SADC region are evaluated in the light of the latest global developments in order to determine whether our ports are prepared to transition and changes that can be made to facilitate the process.

Résumé :
Large container ships can only be berthed in hub ports with deep water, which requires a feeder ship service to transit and transport containers from the hub ports. This paper presents a feeder routing optimisation method for container ships through an intelligent Electronic Chart Display and Information System (ECDIS). ECDIS has been adopted to design routes and calculate the estimated time of arrival in two ports, and a mixed integer programming model is established for container vessel regional transportation where the shortest ship sailing time is designated as the objective function. In this paper, through using heuristic tour-route coding, the solution of the model based on genetic algorithms is presented to select ship capacities and routes simultaneously. Taking the Pearl River in China as an example, for different types of vessel capacity, vessel costs and fuel costs, 100 TEU and 150 TEU ship capacities with six optimal routes are selected to minimise sailing time and operating costs.
