In the years since unification, the phenomenon of xenophobia ( Ausländerfeindlichkeit) in Germany has been largely understood as an "east German problem." The recent discovery of a series of murders by an underground cell of eastern German neo-Nazis – who killed eight Turkish immigrants and one Greek immigrant between 2000 and 2006 – has again directed Germany's attention to the problem of Ausländerfeindlichkeit and right-wing extremism in eastern Germany. Scholars, politicians, and members of the media base their treatment of the subject on the assumption that eastern Germans are more xenophobic than western Germans, despite the fact that very few foreigners actually live in eastern Germany. This thesis employs historical analysis, population data, and public opinion survey data to determine whether or not this assumption holds true.

Ausländerfeindlichkeit, meaning "hostility toward foreigners," is a type of prejudice in which native Germans view non-German immigrants to be inferior based on characteristics such as culture, religion, and ethnicity. In both East and West Germany, as well as in united Germany, Ausländerfeindlichkeit has led to social and institutional discrimination and even violence against foreigners. Since the terrorist attacks against the United States on September 11, 2001, and the subsequent revelation that part of the attacks were planned by immigrants in the northern German city of Hamburg, the primary target of Ausländerfeindlichkeit in Germany has been the country's Muslim population, which is comprised primarily of Turkish immigrants and their German-born offspring. Though many countries around the world experience prejudice within their societies, this problem is of particular importance and interest in the German case because of the country's Nazi past.

German population data shows that only about 5% of the 7.4 million foreigners in Germany live in the eastern part of the country. Foreigners comprise less than 3% of the total population in eastern Germany. Turkish immigrants in particular are highly concentrated in the west and only 1% of the Turkish population lives in eastern Germany. Despite the smaller number of foreigners living in eastern Germany in comparison to western Germany, a majority of the public opinion surveys consulted show that eastern Germans have more negative attitudes towards foreigners than western Germans. Other survey data, on the other hand, finds no statistically significant difference between eastern and western German attitudes towards foreigners, making it unclear if eastern Germans really are more Ausländerfeindlich. The public opinion survey studies consulted also found that Ausländerfeindlich attitudes vary within the eastern and western regions themselves and that in several western German states, anti-foreigner sentiment is just as high as in the east, facts which are obscured when Ausländerfeindlichkeit is only looked at in terms of east and west. Survey data makes it clear that significant portions of both eastern and western German society hold negative attitudes towards foreigners.

In light of these findings, this thesis advocates a shift away from this east-west paradigm in the study of Ausländerfeindlichkeit in Germany. Instead, the issue must be dealt with on the national level, with the recognition that the potentially higher levels of xenophobia in the east do not absolve western Germans of a need to deal with prejudice in their own region.

In 1950, the leader of the German Democratic Republic (East Germany), Walter Ulbricht, began a policy of connecting foreign threats with domestic policy failures as if the two were the same, and as if he was not responsible for either. This absolved him of blame for those failures and allowed Ulbricht to define his internal enemies as agents of the western powers. He used the state's secret police force, known as the Stasi, to provide the information that supported his claims of western obstructionism and to intimidate his adversaries. This resulted in a politicization of intelligence whereby Stasi officers slanted information so that it conformed to Ulbricht's doctrine of western interference. Comparisons made of eyewitness' statements to the morale reports filed by Stasi agents show that there was a difference between how the East German worker felt and the way the Stasi portrayed their attitudes to the politburo. Consequently, prior to June 17, 1953, when labor strikes inspired a million East German citizens to rise up against Ulbricht's oppressive government, the politicization of Stasi intelligence caused information over labor unrest to be unreliable at a time of increasing risk to the regime. This study shows the extent of Ulbricht's politicization of Stasi intelligence and its effect on the June 1953 uprising in the German Democratic Republic.

Die Beiträge des vorliegenden Sammelbandes gehen auf die wissenschaftliche Fachtagung „Grenzen der Toleranz. Rechtsextremes Milieu und demokratische Gesellschaft in Brandenburg - Bilanz und Perspektiven" zurück, die im Mai 2009 in Potsdam stattfand. Auf der Tagung hielten verschiedene Wissenschaftler Vorträge, die ihrerseits durch Praktiker/innen mittels „Kommentaren aus der Praxis“ gespiegelt wurden. Die meisten Vorträge der Tagung finden sich in diesem Band nun in überarbeiteter, in der Regel erweiterter und aktualisierter Form wieder. In einem Fall wurde ein Text aufgenommen, der aus einem längeren „Kommentar aus der Praxis“ entstanden ist. Die Beiträge kreisen um das Problem des Rechtsextremismus, seinen Erscheinungsformen und Praktiken in Brandenburg und darüber hinaus, und beleuchten die staatlichen und zivilgesellschaftlichen Gegenmaßnahmen und –strategien. Dabei wird deutlich: Brandenburg hat zwar noch ein Rechtsextremismusproblem - aber auch vielfältige Strategien und Erfahrungen in der erfolgreichen Auseinandersetzung mit diesem Phänomen.
This volume combines contributions to a conference Grenzen der Toleranz. Rechtsextremes Milieu und demokratische Gesellschaft in Brandenburg – Bilanz und Perspektiven („The Limits of Tolerance. Far Right Milieus and Democratic Society in Brandenburg – Results and Perspectives“) held in Potsdam in May 2009. At this conference, several scholars held lectures and were commented by practitioners. The contributions to the book discuss different aspects of the far right movements and its praxis in Brandenburg and beyond, and they introduce and analyze the reactions and counter-activities of the state as well as the civil society. Thus, it becomes obvious: Right wing extremism is still a challenge for democratic society in Brandenburg, but this society has also developed multiple and effective strategies to react.

This thesis explores how the Institut für Literatur ‘Johannes R. Becher’, an East German institution for the training of writers, negotiated tensions that arose from the conflicting demands between literary and political values. The Institute had the objective to foster emerging literary talents according to the socialist ideal of a working writer, but often found students and staff drawn towards more autonomous literary values that were incompatible with the views of the East German Socialist Unity Party. As a result, the Institute’s practices fluctuated between toeing the party line and pursuing literary ambitions. An overview of the existing scholarship shows that the Institute and its function have been highly politicised and hardly subjected to analyses that allow for a more nuanced appraisal of its practices. As a result, the study of the Institut has not been able to transcend the binary differentiation between assent and dissent and the Institute is either presented as a liberal haven or an orthodox academy with little artistic value. This thesis addresses this issue by applying Bourdieu’s’ theory of cultural production, more specifically his notion of field, capital and habitus, to the study of the Becher Institute. Three case studies that form the core of this dissertation investigate how cultural capital in its institutionalised, embodied, and objectified form was accumulated, converted and exchanged by the Institute, how it tried to reconcile the tensions between cultural policy and creative aspirations and how these tensions affected the Institute’s common habitus. The first case study will show how the Institute’s founding shaped the institutionalised capital it represented and question the importance that has been attributed to prominent political figures during the founding process. The second case study examines the role of the lecturer and the influence their embodied capital had on the Institute. Two lecturers, working writer Werner Bräunig and poet Georg Maurer, and their representation of the Institute’s multiple habitus will be the focus of the analysis. The third and final case study is dedicated to objectified cultural capital in the form of the Institute’s publications during the 1970s. The Institute’s orthodox publications have so far been overlooked by scholars in favour of its more controversial literary output, which gives a misleading impression of the Institute’s literary output that I aim to amend. By developing a sociological framework for the study of the Institute, this thesis is able to investigate the Institute and its practices as a social and literary space under the watchful eye of the Socialist Unity Party, without denying its pedagogical and cultural dimensions. The findings will reveal a deeply conflicted institution that struggled throughout its existence to resolve the tensions between literary ambitions and political restraints as well as the contradictions within the literary field itself.

Vicissitudes in the British-German relationship since the Second World War have been reflected in the social and political cartoons produced and published in Britain and Germany referring to the other and the European and international context of their relationship. This survey focuses primarily on press cartoons, analysing and interpreting their content along imagological lines. National stereotypes, symbols, and other imagery are identified and their origins, uses, and possible meanings investigated. The research shows that British cartoonists have often had easy recourse to imagery drawn from and connected with twentieth-century military conflicts and the experience of National Socialism, which they have been loathe to set aside even after fifty years of peace. Such imagery has come particularly to the fore during periods of tension between the two countries. On the other hand, German cartoonists have generally relied upon an older and less provocative palette of imagery. Towards the end of the twentieth century and after reunification, the German caricatural depiction of Britain and the British became less circumspect, with evidence of a sharper and more critical approach. Significant themes and topics in the depiction of the ´other´ are also identfied, such as each country´s position within the European Community, and their treatment is charted.
