Résumé :
ABSTRACT We present a new, multimission catalogue of ultraluminous X-ray source (ULX) candidates, based on recent data releases from each of the XMM–Newton, Swift, and Chandra observatories (the 4XMM-DR10, 2SXPS, and CSC2 catalogues, respectively). This has been compiled by cross-correlating each of these X-ray archives with a large sample of galaxies primarily drawn from the HyperLEDA archive. Significant efforts have been made to clean the sample of known non-ULX contaminants (e.g. foreground stars, background active galactic nuclei, supernovae), and also to identify ULX candidates that are common to the different X-ray catalogues utilized, allowing us to produce a combined ‘master’ list of unique sources. Our sample contains 1843 ULX candidates associated with 951 different host galaxies, making it the largest ULX catalogue compiled to date. Of these, 689 sources are catalogued as ULX candidates for the first time. Our primary motivation is to identify new sources of interest for detailed follow-up studies, and within our catalogue we have already found one new extreme ULX candidate that has high S/N data in the archive: NGC 3044 ULX1. This source has a peak luminosity of LX,peak ∼ 1040 erg s−1, and the XMM–Newton spectrum of the source while at this peak flux is very similar to other, better-studied extreme ULXs that are now understood to be local examples of super-Eddington accretion. This likely indicates that NGC 3044 ULX1 is another source accreting at super-Eddington rates. We expect that this catalogue will be a valuable resource for planning future observations of ULXs – both with our current and future X-ray facilities – to further improve our understanding of this enigmatic population.

Résumé :
ABSTRACT This paper presents a catalogue of optimized pointings for differential photometry of 23 779 quasars extracted from the Sloan Digital Sky Survey (SDSS) Catalogue and a Score for each indicating the quality of the Field of View (FoV) associated with that pointing. Observation of millimagnitude variability on a time-scale of minutes typically requires differential observations with reference to an ensemble of reference stars. For optimal performance, these reference stars should have similar colour and magnitude to the target quasar. In addition, the greatest quantity and quality of suitable reference stars may be found by using a telescope pointing which offsets the target object from the centre of the FoV. By comparing each quasar with the stars which appear close to it on the sky in the SDSS Catalogue, an optimum pointing can be calculated, and a figure of merit, referred to as the ‘Score’ is calculated for that pointing. Highly flexible software has been developed to enable this process to be automated and implemented in a distributed computing paradigm, which enables the creation of catalogues of pointings given a set of input targets. Applying this technique to a sample of 40 000 targets from the fourth SDSS quasar catalogue resulted in the production of pointings and Scores for 23 779 quasars based on their magnitudes in the SDSS r-band. This catalogue is a useful resource for observers planning differential photometry studies and surveys of quasars to select those which have many suitable celestial neighbours for differential photometry.

Résumé :
The constant scientific production in the universities and in the research centers makes these organizations produce and acquire a great amount of data in a short period of time. Due to the big quantity of data, the research organizations become potentially vulnerable to the impacts on information booms that may cause a chaos as far as information management is concerned. In this context, the development of data catalogues comes up as one possible solution to the problems such as (I) the organization and (II) the data management. In the scientific scope, the data catalogues are implemented with the standard for digital and geospatial metadata and are broadly utilized in the process of producing a catalogue of scientific information. The aim of this work is to present the characteristics of access and storage of metadata in databank systems in order to improve the description and dissemination of scientific data. Relevant aspects will be considered and they should be analyzed during the stage of planning, once they can determine the success of implementation. The use of data catalogues by research organizations may be a way to promote and facilitate the dissemination of scientific data, avoid the repetition of efforts while being executed, as well as incentivate the use of collected, processed an also stored.

Résumé :
Abstract. Probabilistic earthquake forecasts estimate the likelihood of future earthquakes within a specified time-space-magnitude window and are important because they inform planning of hazard mitigation activities on different time scales. The spatial component of such forecasts, expressed as seismicity models, generally relies upon some combination of past event locations and underlying factors which might affect spatial intensity, such as strain rate, fault location and slip rate or past seismicity. For the first time, we extend previously reported spatial seismicity models, generated using the open source inlabru package, to time-independent earthquake forecasts using California as a case study. The inlabru approach allows the rapid evaluation of point process models which integrate different spatial datasets. We explore how well various candidate forecasts perform compared to observed activity over three contiguous 5-year time periods using the same training window for the input seismicity data. In each case we compare models constructed from both full and declustered earthquake catalogues. In doing this, we compare the use of synthetic catalogue forecasts to the more widely used grid-based approach of previous forecast testing experiments. The simulated catalogue approach uses the full model posteriors to create Bayesian earthquake forecasts, not just the mean. We show that simulated catalogue based forecasts perform better than the grid-based equivalents due to (a) their ability to capture more uncertainty in the model components and (b) the associated relaxation of the Poisson assumption in testing. We demonstrate that the inlabru models perform well overall over various time periods: The full catalogue models perform favourably in the first testing period (2006–2011) while the declustered catalogue models perform better in the 2011–2016 testing period, with both sets of models performing less well in the most recent (2016–2021) testing period. Together, these findings demonstrate a significant improvement in earthquake forecasting is possible although this has yet to be tested and proven in true prospective mode.

Résumé :
Although data management and its careful planning are no new topics, there is only little literature on risk mitigation in data management plans (DMPs). We consider it a problem that DMPs do not include a structured approach for the identification or mitigation of risks, because it would instil confidence and trust in the data and its stewards, and foster the successful conduction of data-generating projects, which often are funded research projects. In this paper, we present a lightweight approach for identifying general risks in DMPs. We introduce an initial version of a generic risk catalogue for funded research and similar projects. By analysing a selection of 13 DMPs for projects from multiple disciplines published by the Research Ideas and Outcomes (RIO) journal, we demonstrate that our approach is applicable to DMPs and transferable to multiple institutional constellations. As a result, the effort for integrating risk management in data management planning can be reduced.

For more than twenty years, France and Spain have undergone various processes of territorial reshaping, among which the creation of new intermediate authorities at the local scale (inter-city structures, Pays in France, comarcas in Spain). Halfway between commune/municipio and département/provincia, these government units are intended to favor the reform of the territorial organization as well as the design of better integrated and more horizontal territorial management policies. Based on the case studies of pioneer regions Rhône-Alpes and Catalunya, among the first to develop these new local spaces, this work questions the level of intermediateness that characterizes these local units under construction. It shows that the failure of their potential intermediate functions is due to their intermediate nature which itself makes them very fragile. They are subject to both internal and external neutralization and struggle to assert their legitimacy vis à vis existing government levels and other new local territories. The dramatic increase of the latter shows that it is the way the intermediate local units under study are built rather than their mere intermediate scale that explains their failure. Based on a large corpus of legislative material, on field studies (Pays Roannais, comarques of Bages and Osona) and on a multi-level cross-analysis in both space and time, this work aims to systematise the geographical approach of local government systems, a methodology particularly relevant in the perspective of converging local policies at the European level

Résumé :
The diploma thesis deals with the topic of contemporary countryside. The result of the thesis - illustrative Manual originated from searching for the basic principles in the area of land-use planning. It focuses especially on urban issues and tries to answer some of them in a comprehensible form. Manual consists mostly of schematics, sketches, visualizations, etc. The issue of new construction and the so-called satellites become one of the key issues. The Manual offers an alternative for this land-grabbing style and it motivates to create a better environment. The basic principles are applied to a specific municipality. Consultation with nine village mayors could be considered as the added value of the work. Mayors shared their experience in building and planning and gave feedback on some chapters. Interesting mayor's remarks are are incorporated in the Manual. The appendix to the manual – Good Practice Examples brings inspiration for creation of regional architecture. The intention is to offer this Manual to all of those who are involved in the management of smaller municipalities.

FOSSI, ELISABETTA. « FAR : Flexibility in Airport ARchitectural design ». Doctoral thesis, 2017. http://hdl.handle.net/2158/1087280.

Texte intégral
Résumé :
The research deals with project design management and sustainability; it refers to the discipline of Technology of Architecture. Airport terminals are characterized by technical requirements of a building; whereas they also are an infrastructure. The very first requirement in airport terminal design is to respond to demand for passenger air transport. Thus, they must accommodate passenger traffic, by ensuring an adequate capacity. But the real progression trend of future traffic demand is not certain; it is only possible to issue a forecast while bearing in mind that the future will possibly differ from projections of it. Consequently an airport passenger terminal has to respond to change, in order to accommodate passengers in the number and with the level of service required. It has to accommodate such changing travel demand. But how to face uncertainty? How does an airport terminal effectively respond to the main requirement - which is to accommodate and process passengers - through a proper, correct and effective design over its lifecycle? Recent research developments suggest answers to uncertainty by adopting design procedures for flexibility in building lifecycles. Embracing change means to face uncertainty and giving the right inputs to design processes. In particular operative flexibility is required as an input to design, enable and make possible product and environmental flexibilities, as a result. Interesting approach and solution enabling flexibility as a design input are suggested by the recent research developments in life cycle costing, going beyond its usual use as a purely economic tool. The experimental methodology of the Design Catalogue 1has been set up by an American research team in this framework applied to a parking garage. The evaluation method supports the designer with forecasting possible future scenarios for the development of the building and with using this information as input to the design process. The research aimes at adapting this method as a tool for the planning phase of an airport terminal, focusing on the core aspects concerning the tailoring. Indeed at first, the general Catalogue methodology has been embedded within the general layout of a design process of an airport terminal. Then, the model for the evaluation of economic performance in the lifecycle, core of the methodology, has been tailored to one specific airport terminal. In the end, through a data collection on field and one iteration of the model, the algorithms were embedded in an automatized spreadsheet, as a tool for the pre-briefing (planning) phase. At the end of the research, strengths, weaknesses, opportunities and threats have been identified and highlighted. The discussion of possible future developments of the work involves e.g.: the portability to other terminal cases; more tests for the validation of the model tailored; guidelines for the application of the results to other cases; exploration of the full decision support level for the methodology; tool upgrading concerning above all sheet C1; guidelines for the use of the tool. Scientific dissemination of the partial results was managed while the research work was ongoing.

The main purpose of this research is to achieve a better understanding of the basis and the socio-political issues in a language planning process, as well as define the function of the linguistic element in the development of a national system and in which way the application of a language politic is efficient. To do so, we will make a comparative study of the concrete cases of Quebec and Catalonia. The selection of these two regions is based in the fact that they both portray “sub-state” nations in which the own language (French and Catalan respectively) is a key element to the representation of the collective identity which also plays a symbolic and participative role in it. However, the nature of the language dynamics generated by the contact between the own language and the state language (French-English/ Catalan-Spanish) is visibly perceived and treated differently in the two regions. Therefore, the socio-political and linguistic backgrounds of Quebec and Catalonia offer, simultaneously, similarities and differences that highlight essential characteristics to the understanding of the development mechanisms in a language policy. The research work is divided into three parts: after the exposition of the evolution of the language planning theory, we will deal with the decisive historic moments and episodes, interwoven with the development of the nationalist belonging, which will lead us to explore the relationships between the “sub-state” and State entities: Quebec/Canada and Catalonia/Spain. Afterwards, we will review the legal and juridical texts and their fields of action. That is to say, we will see in particular the concrete application of the language policy in the sectors of education, immigration and the media. Lastly, in relation with the most recent socio-linguistic census, we will try to establish the connection between the statistical results of the language uses in the two regions and the means that were displayed as part of the language planning.

Increasingly, brick and mortar retailers compete with their counterparts by enriching the point of sale through technological innovations that make use of customer-owned mobile devices. So, for example, IKEA, the world's largest furniture retailer, has introduced an interactive mobile app that provides the customer with additional insights in a personalized and convenient way: by scanning quick response codes in the printed catalogue, 3D objects, pictures, text, or videos are provided on the customer's smartphone or tablet. They inform about a furniture's interior or its potential usage, give planning aids, or visualize the furniture in alternative surroundings. In this chapter, the perceived usefulness, ease of use, and attitude towards such new technology-based innovations are discussed. Customers' perceptions are measured by applying a modified technology acceptance model. Traditional customer surveys as well as online customer reviews are analyzed. The results are encouraging: the mobile app is seen as an enrichment of the shopping experience but can be improved. Both data collection formats lead to similar results.

Résumé :
This chapter aims to provide guidelines to design, create, and develop a Community of Practice (CoP) on university library planning and project management courses, based on description of real experience within the framework of an educational innovation project on the Master course in “Documentation, Library, and Archive Management” (Complutense University). A combination of qualitative and quantitative methodology (document analysis, brainstorming, case studies, group discussion sessions, and creation of a Master Catalogue of Values) was used by different members of the CoP: professors, researchers, university librarians, and students. This case study was found to advance means of establishing alliances and mergers between such players in the field of Library and Information Science and also a manner to encourage an enterprising culture among students in our expertise field. Furthermore, CoP has improved quality of University Libraries at Complutense University with a teaching dynamic that can be implemented in additional university courses related to Management.

Résumé :
This chapter turns to consider the effects of the conflict on the urban and rural landscape. Despite the almost twenty-year duration of the civil war, its impacts on landscape and townscape had very significant geographical biases. There was a greater effect upon urban rather than rural life, as urban castles, fortified towns and their hinterlands were the foci of sieges and counter-sieges. Behind the image of a slowdown in urban growth, lords were investing in new town plantations, invariably alongside fortifications and often as components within more comprehensive schemes of aggrandisement. Tracing the impact of the Anarchy on the rural landscape archaeology of England is a more difficult proposition, although we have strong evidence for landscape planning and the creation of fortified settlements by newly emboldened lords. Documentary sources catalogue widespread landscape devastation by armies, although on the ground the effects of the war had a strong regional dimension, with some areas, most notably the West Country and Thames Valley, the focus of especially regular and damaging upheaval. Elsewhere, urban and rural populations are likely to have been affected little by the ebb and flow of the conflict, where the political and military fortunes of the social elite did not impinge on everyday life.

Résumé :
The sixth chapter analyzes the technological revolutions that influenced representations of black people during the Civil War. Illustrated periodicals visually cataloged the war and depicted the trauma and uncertainties experienced by African Americans. At the same time, black photographers advanced their own views and ideas about the possibilities of emancipation, citizenship, and African American military service. Their images ran counter to racial stereotypes that dominated the visual landscape at the start of the Civil War. The production of these views coincided with numerous black leaders planning a national exhibition of African American art and industry. They proposed an unprecedented display of black artistic and mechanical production to convince people of all races of black intellect and to improve race relations. The exigencies and opportunities seized by fugitive slaves and enlisting black men created by the Civil War appeared in the visual production of African American activists.

Résumé :
Feature interaction tends to have a wide range of consequences and effects on a feature model and its applications. While these may often be intended, it is also true that feature validity can be violated, one way or another, by feature interactions (Shah & Mäntylä, 1995, Gao & Shah, 1998, Lee & Kim, 1998). They may affect the semantics of a feature, ranging from slight changes in actual parameter values, to some substantial alterations to both geometry and topology or even complete suppression of its contribution to the model shape. To certain extent, successful applications of feature recognition and feature-based techniques have been hindered by interactions among the features. Feature interaction was first studied in relation to feature recognition systems. As an alternative to feature recognition, feature-based design methodology has also become prevalent in recent years. Although a number of successful and commercially available feature-based design systems have been reported, current CAD technology is still unable to provide an effective solution for fully handling the complexity of feature interactions. Very often in a feature-based design system, the interaction between two features gives rise to an unintended feature, nullifying the one-to-one mapping from design features to manufacturing features. The resulting manufacturing feature is usually of a form that the system cannot handle or represent. Thus feature interaction resolution is equally essential for a feature-based design system (Dereli & Baykasoglu, 2004). As discussed in Chapter IV, features can be represented either as a set of faces or as a volume. The interactions between surface features are different from those occurring between volumetric features. This chapter discusses different types of interactions that arise from these two feature representation schemes and uses the interacting entities to classify them. There are two types of surface feature interactions, basic feature interaction and complex feature interaction. Three types of basic feature interactions are discussed. They are nested, overlapping, and intersecting types. Interacting patches are used to classify volumetric feature interactions. These interacting patches can be of a containing, contained, or overlapping type. The significance of feature interactions lies in their effect on the machining sequence of the features involved. This is also discussed in this chapter. When features are close to each other but do not share any geometric entities, interactions may also happen for structural reasons. This type of feature interaction can be called interaction by vicinity. The main aim of this chapter is to take a holistic approach toward feature interaction solutions. The example parts used are from the “Catalogue of the NIST (National Institute of Standards and Technology) Design, Planning and Assembly Repository” (Regli & Gaines, 1996). A case study is provided in the end of the chapter.

The consideration of the aspects that deserve special protection by the public administration has been changing over time. Progressively it has change from an ancient and monumental idea to a much broader view. This change has arrived to the urban legislation in recent years. The text presented reflects on this fact by analysing the academic work done for the development of the "Catalogue of constructions in undeveloped land in the municipality of Lleida". This document will be part of the review of the Urban Plan of the city. The paper describes the study conducted for the proposed Catalogue. We will start by a presentation of the general elements that set the planning regulations of Catalonia. Then we present the criteria set for the buildings that should be preserved. Finally, we present the main features of the approximately 150 buildings for which conservation is proposed as significant elements of a space that preserves more than 800 years of human presence.

Résumé :
Michalatos and Kaijima underline in their paper ‘Structural Information as Material for Design’ (2007) the importance to approach an informed design consistency and respect the “criteria of efficiency, architectural intentions as well as intrinsic properties of the geometry” rather than simple structural optimization of a certain design. Our paper investigates this consistency between architecture and structure within the framework of parametric modeling, which requires architects, engineers and constructors to re-evaluate the feedback loop between how things are designed and constructed. As Mario Carpo (2008) points out CAD and CAM technologies have overthrown the “Albertian Paradigm” which claims that architects should not make things, but should just design and annotate them. As digital tools can be used to design and fabricate at the same time, CAD-CAM technologies have already started to bridge the gap between designers and makers. One of the most influential form related factors on the lighting situation inside the building is – due to its shading behaviour – the dimension and position of the supporting structure of the façade. It is important to investigate these positions at the beginning in-depth, since they serve as hypothesis for the entire planning process. In order to compare a catalogue of various design approaches and different designs in a timely manner, a parametric model has been built defining the rough form of the design.

Résumé :
Manufacturing taxonomies and accompanying metadata of manufacturing processes have been catalogued in both reference books and databases on-line. However, such information remains in a form that is uninformative to the various stages of the product life cycle, including the design phase and manufacturing-related activities. This challenge lies in the varying nature in how the data is captured and represented. In this paper, we explore measures for comparing manufacturing data with the goal of developing a capability-based similarity metric for manufacturing processes. To judge the effectiveness of these metrics, we apply permutations of them to 26 manufacturing process models, such as blow molding, die casting, and milling, that were created based on the ASTM E3012-16 standard. Furthermore, we provide directions towards the development of an aggregate similarity metric considering multiple capability features. In the future, this work will contribute to a broad vision of a manufacturing process model repository by helping ease decision-making for engineering design and planning.

Résumé :
Background. Timely discharge of hospitalized patients can prevent patient harm, improve patient satisfaction and quality of life, and reduce costs. Numerous strategies have been tested to improve the efficiency and safety of patient recovery and discharge, but hospitals continue to face challenges. Purpose. This Technical Brief aimed to identify and synthesize current knowledge and emerging concepts regarding systematic strategies that hospitals and health systems can implement to reduce length of stay (LOS), with emphasis on medically complex or vulnerable patients at high risk for prolonged LOS due to clinical, social, or economic barriers to timely discharge. Methods. We conducted a structured search for published and unpublished studies and conducted interviews with Key Informants representing vulnerable patients, hospitals, health systems, and clinicians. The interviews provided guidance on our research protocol, search strategy, and analysis. Due to the large and diverse evidence base, we limited our evaluation to systematic reviews of interventions to decrease hospital LOS for patients at potentially higher risk for delayed discharge; primary research studies were not included, and searches were restricted to reviews published since 2010. We cataloged the characteristics of relevant interventions and assessed evidence of their effectiveness. Findings. Our searches yielded 4,364 potential studies. After screening, we included 19 systematic reviews reported in 20 articles. The reviews described eight strategies for reducing LOS: discharge planning; geriatric assessment or consultation; medication management; clinical pathways; inter- or multidisciplinary care; case management; hospitalist services; and telehealth. All reviews included adult patients, and two reviews also included children. Interventions were frequently designed for older (often frail) patients or patients with chronic illness. One review included pregnant women at high risk for premature delivery. No reviews focused on factors linking patient vulnerability with social determinants of health. The reviews reported few details about hospital setting, context, or resources associated with the interventions studied. Evidence for effectiveness of interventions was generally not robust and often inconsistent—for example, we identified six reviews of discharge planning; three found no effect on LOS, two found LOS decreased, and one reported an increase. Many reviews also reported patient readmission rates and mortality but with similarly inconsistent results. Conclusions. A broad range of strategies have been employed to reduce LOS, but rigorous systematic reviews have not consistently demonstrated effectiveness within medically complex, high-risk, and vulnerable populations. Health system leaders, researchers, and policymakers must collaborate to address these needs.
