People with disabilities have the same rights and obligations as citizens, but in everyday life, people with disabilities still experience discrimination. This is evidenced in statistical data on the education of children with disabilities, as many as 13.5 percent of people with disabilities have never been to school and 9.58 percent have stopped going to school. One of the factors that cause children to drop out of school is discriminatory behavior from their friends and online education which affects the mental health of the child. Therefore, researchers conducted a study on the mental health of children with disabilities at Al-Kaustar School, East Jakarta. This research with a qualitative approach aims to describe the efforts of teachers in maintaining the mental health of children with disabilities in order to increase their interest in learning, especially during a pandemic like today. The research methods that will be used include literature studies and interviews with teachers at the Al-Kaustar School. The results of the study implement that although there are special schools for people with disabilities and teachers who have high knowledge, it is still the mental health of children with disabilities that is the main key to their interest in learning. Penyandang disabilitas memiliki hak dan kewajiban yang sama dengan warga negara, tetapi dalam kehidupan sehari-hari, penyandang disabilitas masih mengalami diskriminasi. Hal ini dibuktikan dalam data statistik pendidikan anak penyandang disabilitas, sebanyak 13,5 persen penyandang disabilitas belum pernah sekolah dan 9,58 persen berhenti sekolah. Salah satu faktor yang menyebabkan anak-anak putus sekolah adalah perilaku diskriminasi dari teman-teman sekitarnya dan pendidikan secara online yang memengaruhi kesehatan mental anak tersebut. Oleh karena itu, peneliti melakukan penelitian mengenai penanganan kesehatan mental anak penyandang disabilitas di Sekolah Al-Kaustar, Jakarta Timur. Penelitian dengan pendekatan kualitatif ini bertujuan untuk mendeskripsikan upaya guru dalam menjaga kesehatan mental anak penyandang disabilitas guna meningkatkan minat belajar mereka, terutama di saat pandemi seperti saat ini. Metode penelitian yang akan digunakan meliputi studi literatur dan wawancara terhadap guru di Sekolah Al-Kaustar. Hasil kajian mengimplementasikan bahwa meskipun sudah ada sekolah khusus untuk penyandang disabilitas dan guru yang memiliki ilmu yang tinggi, tetap saja kesehatan mental anak penyandang disabilitas yang menjadi kunci utama minat mereka untuk belajar.

Orang dengan disabilitas adalah orang yang memiliki kemampuan berbeda baik fisik, mental, intelektual atau sensorik dalam jangka waktu lama. Orang dengan disabilitas secara sosial seringkali mengalami keterbatasan dalam memenuhi kebutuhan hidupnya sebagai akibat dari persepsi dan sikap lingkungan sosial yang tidak tepat dalam berinteraksi dengan mereka. Sehingga peran serta orang dengan disabilitas seringkali diabaikan. Jumlah orang dengan disabilitas pada 9 provinsi di Indonesia sebanyak 299.203 jiwa, dan sekitar 67,33% disabilitas dewasa tidak memiliki keterampilan dan pekerjaan. Perusahaan melalui program corporate social responsibility dapat berperan dalam membantu meningkatkan aksesibilitas orang dengan disabilitas melalui peningkatan keterampilan kerja dan akses terhadap sumber-sumber penghidupan mereka. Lembaga Sinergi Foundation merupakan salah satu organisasi yang berupaya membantu memberdayakan orang dengan disabilitas (ODD). Tujuan dari program CSR dari Sinergi Foundation adalah agar ODD mampu memenuhid kebutuhan hidup secara mandiri, sehigga taraf hidup mereka meningkat secara sosial dan ekonomi. People with disabilities are people who have different abilities whether physical, mental, intellectual or sensory in the long term. People with social disabilities often experience limitations in meeting their needs as a result of perceptions and attitudes of social environment that are not appropriate in interacting with them. So the participation of people with disabilities is often ignored. The number of people with disabilities in 9 provinces in Indonesia is 299,203 people, and about 67.33% of adults with disabilities do not have skills and jobs. Companies through corporate social responsibility programs can play a role in helping to increase the accessibility of people with disabilities through improving work skills and access to their livelihoods. The Sinergi Foundation is an organization that seeks to help empower people with disabilities (ODD). The aim of the CSR program of the Sinergi Foundation is that ODD are able to fulfill their needs independently, so that their standard of living increases socially and economically.

本研究從精神障礙者(以下簡稱精障者)的個人經驗與主體立場出發, 探討精障者個人日常生活遭遇的各項社會融合經驗,及其對於社區精神 復健服務的主觀評價,並藉此描述精障者的主體性如何受到精神復健機 構的形塑。透過深度訪談八位使用社區精神復健服務的精障者,本研究 歸納發現:(一)精障者對社會融合的想法乃是回歸社區自立生活,並 期待透過工作所得賺取獨立生活費用,精障者願意為生活增添其他可能 性而努力,也藉由信仰產生自然的人際交流;(二)精障者的主體性源 自於對生活步調的掌控、對生活安排的自主權,並獲得他人的尊重與平 等對待;反之,當精障者被迫接受機構的權威管理與過度生活規範,其主體性將受到傷害;(三)對精障者而言,機構安排豐富多元的日常活 動與工作訓練,以及提供社會融合的橋樑等,都是符合其需求的精神復 健服務,而長期留置復健機構從事一成不變且低薪的勞力工作,則是精 障者最期待有所改善的服務層面。基於上述研究發現,本研究最後提出 相關政策與服務建議。Research purpose Empirical studies on the social inclusion of people with mental disabilities in Taiwan are limited. This study aims to fill this gap. As social inclusion emphasizes the subjective feelings, willingness, and motivation levels of people with mental disabilities, this study explores the issue of social inclusion faced by people with mental disabilities from their individual perspectives and experiences. It also examines how psychiatric rehabilitation services shape the subjectivity of people with mental disabilities, reviewing the pros and cons of psychiatric rehabilitation services in fulfilling the needs of service users. There are three research questions to be answered in this study. First, what are the viewpoints and subjective experiences regarding social inclusion of people with mental disabilities? Second, how is the subjectivity of people with mental disabilities shaped by psychiatric rehabilitation services? Third, what services meet these needs, and what improvements in services need to be made for people with mental disabilities in psychiatric rehabilitation institutions? Method This study follows a qualitative research approach to delineate the social inclusion of people with mental disabilities in Taiwan. Since psychiatric rehabilitation institutions are set up to help people with mental disabilities recover, the research participants in this study were people with mental disabilities in these institutions. Considering the various degrees of autonomy and opportunities for social interaction among people with mental disabilities, the interviewees recruited in this study included residents of halfway houses, members of community rehabilitation centers, clubhouse members, and residents of community houses. Ethical approval was obtained before conducting the research interviews in 2022. Six participants recorded face-to-face semi-structured qualitative interviews and two participated in online interviews because of the pandemic breakout. In total, eight interviews were conducted. After transcribing the interview recordings, thematic analysis was used to analyze the interview transcripts, and thematic findings were derived in accordance with the repetitive analytical procedures of &ldquo;whole-part-whole.&rdquo;Results The findings are summarized as follows. People with mental disabilities think social inclusion is to live independently in the community. They hope to work and earn a living, and strive for other possibilities. They may also engage in interpersonal interactions through religious affiliations. In addition, rights of choice and autonomy, equal interaction and treatment, and respect for individual needs in psychiatric rehabilitation units are supportive factors of the subjectivity of people with mental disabilities. However, some adverse conditions such as class differences, inappropriate authoritarian management, and incomplete autonomy jeopardize the subjectivity of people with mental disabilities. Rehabilitation services that meet the needs of people with mental disabilities include various daily activities, multiple job training programs, and bridges for social inclusion. In contrast, rehabilitation services that need to be improved are mainly concerned with low wages, a limited variety of job opportunities, and reverse service effects. Conclusion Based on the research findings, some implications for government policy reform and service improvement in community mental health and social care are proposed. First, it emphasizes the subjectivity of people with mental disabilities. Training courses for rehabilitation institutions&rsquo; staff should emphasize the subjectivity of people with mental disabilities, help them achieve social inclusion and avoid the negative effects of institutionalization. Meanwhile, staff in rehabilitation institutions should return the choice and autonomy to people with mental disabilities and play the role of assistants with the belief that people with mental disabilities can be experts on their own lives. Second, they should provide employment opportunities for people with mental disabilities. Owing to the stigma of mental illness, poor educational backgrounds, aging problems, and other physical illnesses, people with mental disabilities are susceptible to social exclusion. Consequently, it is necessary to ensure that people with mental disabilities acquire various employment opportunities and job redesigning in response to functional impairment. To increase employment opportunities and income for people with mental disabilities, government sectors should work with rehabilitation institutions to expand employment resources, subsidize social enterprises, and establish shelter shops. Third, community support resources should be increased for individuals with mental disabilities. In the opinion of people with mental disabilities, financial problems are the most challenging for independent living. If government subsidies or residential services such as community houses are offered to people with mental disabilities to maintain a minimum quality of life, more people can return to community life. Additionally, people with mental disabilities require supportive community services to help them adjust to independent living and organize their daily lives. It is believed that by providing the abovementioned services, not only can the independent living and social inclusion advocated by the CRPD be fulfilled, but family caregivers&rsquo; stress and burden can also be reduced.

Services for people with learning disabilities have been transformed since the late 1960s by the move from institutional to community care. (Learning disabilities is the term currently used in the UK in preference to mental retardation, developmental disabilities and mental handicap.) Important changes include the progress towards integration, participation, inclusion and choice for people with learning disabilities, which have occurred in the context of the broader civil and human rights movements. It is time to examine the services delivered to people with learning disabilities and comorbid psychiatric disorders (mental illness, personality disorders, behavioural problems with aggression) and the evidence for their effectiveness.

The main objective of this study was to examine people’s attitudes towards the integration of young people with disabilities in the army. Another objective was to examine the direct and indirect relationship between attitudes towards empathic ability and early acquaintance with a soldier with a disability. The sample included 649 participants, mean age = 27.64 (SD = 11.18). Attitudes were measured using three subscales: (1) the importance and contribution of integration, (2) labeling perception, and (3) the right to equality. Empathic ability was measured with a distinction between the cognitive and emotional aspects. The findings showed that most of the participants supported the integration of young people with disabilities in the army and reported more positive attitudes towards the integration of young people with physical disabilities than towards people with mental and cognitive disabilities. Empathic ability was found to make a direct and indirect positive contribution to attitudes through early acquaintance with soldiers with disabilities. The theoretical and applied implications of the present study are discussed.

Abstract: The problem of disability is now a global health problem. As a result of disability, problems affect the productivity and quality of health of individuals and the community. Persons with disabilities are not just people who have physical disabilities. People with mental disorders (ODGJ) are included in a group of people with disabilities. The stigma of Indonesian society that is still very strong regarding ODGJ is not as strong as that of other people with disabilities. This should not be allowed because it will result in a violation of dignity and value. The purpose of this activity is to establish and optimize the role of Mental Health Cadres (KKJ) in the community who are trained in the early detection of mental disorders in the community. This activity was carried out in the Magelang village in the Central Magelang subdistrict, Magelang city. With a population of 6,441 people, most of the community work in the Magelang village is working in the field of community services, government & individuals. In the 2019 Magelang sub-district has 18 patients with mental disorders. The results of the activities of the formation of mental health cadres (KKJ) in the community trained as many as 15 active cadres and are able to conduct early detection of mental disorders in the community so that the number of ODGJ of Magelang village is known to be 34 people and there are 2 people at risk of mental disorders. After knowing the number of ODGJ cadres implementing to the community one of them by providing psychological knowledge for families and communities.Keywords: disability; mental health cadres; mental disorders Abstrak: Masalah disabilitas saat ini menjadi masalah kesehatan global. Akibat adanya masalah disabilitas mempengaruhi produktivitas dan kualitas kesehatan perseorangan maupun masyarakat. Penyandang disabilitas bukan hanya orang yang mengalami kecacatan fisik saja. Orang dengan gangguan jiwa (ODGJ) termasuk dalam golongan penyandang disabilitas. Stigma masyarakat Indonesia yang masih sangat kuat mengenai ODGJ tidak sekuat pada penyandang disabilitas lainnya. Hal ini tidak boleh dibiarkan karena akan mengakibatkan pelanggaran martabat dan nilai. Tujuan dari kegiatan ini untuk membentuk dan mengoptimalkan peran Kader Kesehatan Jiwa (KKJ) di masyarakat yang terlatih dalam melakukan deteksi dini kasus gangguan jiwa di masyarakat. kegiatan ini dilakukan dengan metode pendampingan kepada kader serta membantu para kader yang telah melakukan pelatihan tentang kesehatan jiwa. Dalam melakukan deteksi dini gangguan jiwa dimasyarakat dan pemetaan rumah penyandang disabilitas. Hasil kegiatan terbentuknya Kader Kesehatan Jiwa (KKJ) di masyarakat yang terlatih sebanyak 15 kader aktif dan mampu melakukan deteksi dini gangguan jiwa dimasyarakat sehingga diketahui jumlah ODGJ kelurahan magelang sebanyak 34 orang dan resiko gangguan jiwa ada 2 orang. Setelah diketahuinya jumlah ODGJ kader melakukan implementasi ke masyarakat salah satunya dengan cara memberikan pengetahuan psikologis bagi keluarga dan masyarakat.Kata Kunci: disabilitas; gangguan jiwa; kader kesehatan jiwa

Purpose – The purpose of this paper is threefold: to document the relationship between intellectual disability (ID) and psychopathology; to raise awareness of the ongoing lag in professional training for psychologists in the area of mental health treatment for people with intellectual disabilities; and, to provide recommendations for advancing professional education and, ultimately, adequate mental health treatment availability for people with intellectual disabilities. Design/methodology/approach – The paper reviews the literature on prevalence of mental health problems in people with intellectual disabilities. At the same time, the paper reviews the training of psychologists relative to the burgeoning growth in awareness of the mental health needs of people with intellectual disabilities. Findings – The paper concludes that ID is a significant risk factor for psychopathology. In addition, the paper concludes that the education of psychologists regarding the mental health needs of people with intellectual disabilities is insufficient. The authors document the need for incorporating research and treatment advances related to intellectual disabilities and mental health into to the professional training of psychologists. The paper also describe the potential this training holds for improving both the lives of people with intellectual disabilities and the overall competence of psychologists. Practical implications – This paper provides a literature-based rationale for the need to include education in the mental health needs of people with intellectual disabilities into the general training of mental health professionals. In addition, it provides specific recommendations for how such training can be incorporated into graduate psychology programs. Originality/value – This paper provides mental health professionals with a review of the growth in understanding of the enormous, unmet mental health needs of people intellectual disabilities, and of the critical role of ID in development of mental health problems. Moreover, this paper builds the case for an important revision in the training of psychologists to include competence in understanding and treating mental health problems across the full spectrum of intellectual functioning.

This study aims to determine the punishment of persons with mental disabilities who commit criminal acts and the criminal responsibility of persons with mental disabilities as perpetrators of criminal acts of obscenity in Decision Number: 16/Pid.Sus/2019/Pn.Wsb at the Wonosobo District Court. This research is a type of normative legal research that is prescriptive. This legal writing uses a law approach and a case approach. The legal materials used in writing this law are primary legal materials in the form of the 1945 Constitution, the Criminal Code (KUHP). Wonosobo District Court Decision NUMBER 16/Pid.Sus/2019/Pn.Wsb, RI Law Number 35 of 2014 concerning Amendments to Indonesian Law Number 23 of 2002 concerning Child Protection, Law Number 8 of 2016 concerning Persons with Disabilities and secondary legal materials in the form of books, journals, reports, and dictionaries relating to the punishment of mental disabilities as perpetrators of sexual abuse. The technique of collecting legal materials used is literature study. Based on the results of research and discussion, people with mental disabilities cannot be held responsible for their actions so that in the Wonosobo District Court Decision Number: 16/Pid.Sus/2019/Pn.Wsb against people with mental disabilities as perpetrators of criminal acts of sexual abuse, the judge acquitted the defendant from all lawsuits. Penelitian ini bertujuan untuk mengetahui Pemidanaan terhadap Penyandang disabilitas mental yang melakukan tindak pidana serta pertanggungjawaban pidana penyandang disabilitas mental sebagai pelaku tindak pidana pencabulan dalamPutusan Nomor: 16/Pid.Sus/2019/Pn.Wsb di Pengadilan Negeri Wonosobo. Penelitian ini termasuk jenis penelitian hukum normatif yang bersifat preskriptif. Penulisan hukum ini menggunakan pendekatan undang-undang dan pendekatan kasus. Bahan hukum yang digunakan dalam penulisan hukum ini adalah bahan hukum primer yang berupaUUD 1945, KUHP.Putusan Pengadilan Negeri Wonosobo NOMOR 16/Pid.Sus/2019/Pn.Wsb, Undang - Undang RI Nomor 35 Tahun 2014 tentang Perubahan atas Undang-undang RI Nomor 23 Tahun 2002 tentang Perlindungan Anak,Undang-undang Nomor 8 Tahun 2016 tentang Penyandang Disabilitas dan bahan hukum sekunder yang berupa buku, jurnal, laporan, dan kamus yang berkaitan dengan pemidanaan disabilitas mental sebagai pelaku tindak pidana pencabulan. Teknik pengumpulan bahan hukum yang dilakukan adalah dengan studi kepustakaan. Women with disabilities are at increased risk of interpersonal violence compared to women without disabilities. Little is known, however, about women with disabilities’ experience accessing and participating in counseling and other mental health services during and following their victimization, particularly when living in a rural setting. This study involved qualitative interviews with 33 women with diverse disabilities who experienced interpersonal violence in rural communities. Researchers used thematic content analysis to identify three key themes from the findings: (a) experiences learning about mental health service options, (b) challenges to finding an appropriate “fit” and therapy approach, and (c) access barriers to mental health services. Participants emphasized the need for provider training specific to disability, the inclusion of people with disabilities more prominently in the mental health workforce, and the importance of advancements in accessible telemental health. We discuss implications for improving mental health services.

With this assumption, a negative assessment emerges which causes some people with disabilities to feel inferior and lack self-confidence. When in fact they have skills that if developed will have a positive impact on them, for example to meet their needs. One of the efforts to improve the economic welfare of persons with disabilities is empowerment through community development of Batik Percik KSM. With this KSM, it will help people with disabilities to meet their daily needs. Persons with disabilities at this KSM will be given special training to create a product, namely batik percik. In the batik training, people with disabilities will be guided by the assistants at the Harapan Makmur KSM. Abstrak Keberadaan Penyandang Disabilitas dengan Ragam Tuna Rungu dan Keterbatasan mental ini masih sering dianggap sebagai kaum yang lemah, tidak berdaya, tidak bisa bekerja bahkan bisa hanya dikatakan menyusahkan orang lain. Dengan adanya anggapan tersebut muncul penilaian negatif yang mengakibatkan sebagian penyandang disabilitas ini merasa minder dan kurang percaya diri. Padahal sebenarnya mereka mempunyai keterampilan yang jika dikembangkan akan memberikan dampak yang positif bagi mereka misalnya untuk memenuhi kebutuhan hidupnya. Salah satu upaya untuk meningkatkan kesejahteraan ekonomi penyandang disabilitas ini adalah pemberdayaan melalui community development KSM batik percik. Dengan adanya KSM ini akan sedikit membantu penyandang disabilitas tersebut untuk memenuhi kebutuhan hidupnya. Penyandang disabilitas pada KSM ini akan diberikan pelatihan secara khusus untuk menciptakan sebuah produk yakni batik percik. Dalam pelatihan membatik penyandang disabilitas akan dibimbing oleh para pendamping di KSM Harapan Makmur tersebut.

Para disabilitas menghadapi berbagai problematika dalam kehidupan sehari-hari. Penyandang disabilitas seringkali di tolak dengan alasan keterbatasan mereka, bahkan ada beberapa yang menjadikan sehat jasmani dan rohani sebagai syarat utama untuk bisa mangakses bidang-bidang tertentu. Bahkan pelanggaran Hak Asasi Manusia (HAM) terhadap penyandang disabilitas masih dijumpai di lokasi sekitar. Kesenjangan yang diterima oleh penyandang disabilitas menjadi tekanan tersendiri bagi para difabel untuk memenuhi segala aspek kebutuhannya. Pemenuhan hak-hak disabilitas masih kurang diperhatikan, baik dalam sarana bangunan atau infastruktur, maupun fasilitas-fasilitas di tempat umum. Ketidaksetaraan juga terjadi dalam sektor pendidikan, lapangan pekerjaan, politik, dan aksesibilitas terhadap transportasi. Hal tersebut menunjukkan adanya perlakuan yang berbeda yang diterima oleh penyandang disabilitas terhadap layanan publik yang ramah bagi penyandang disabilitas.Disability has become a serious problem topic in recent times, this is because people with disabilities are prone to various acts of discrimination physically and mentally, even people with disabilities are vulnerable to being victims of sexual harassment within the family or non-disabled spheres. People with disabilities face various problems in their daily life. Persons with disabilities are often rejected on the grounds of their limitations, there are even some who make physically and mentally healthy as the main requirement to be able to access certain fields. Even human rights violations against persons with disabilities are still found in nearby locations. The gap that is accepted by people with disabilities is a separate pressure for people with disabilities to meet all aspects of their needs. Fulfillment of disability rights is still lacking in attention, both in building facilities or infrastructure, as well as facilities in public places. Inequality also exists in the sectors of education, employment, politics, and accessibility to transportation. This shows that there is a different treatment received by persons with disabilities towards public services that are friendly to persons with disabilities.

People with disabilities have become a critical, international phenomenon. People with disabilities are those who have a physical or mental condition which limits their movements, senses, or activities. This article is a discussion of the factors which influence the empowerment of Qatari people with disabilities. The Qatari government has gone a long way towards making people with disabilities valued and appreciated by providing opportunities for education and work. Qataris are also keen to apply the literal teachings of Islam, although Qatar’s tribal culture has an effective influence in dealing with people with disabilities. The analysis of the findings from the interviews with charitable organisations’ staff members showed that Qatari people with disabilities still lack the empowerment to achieve their aims of being productive members of society. People with disabilities in Qatar desire a decent life which meets their basic needs such as healthcare, education, and job opportunities.

The article discusses the idea that children with movement disorders have great potential for motor and mental development. The experiment consists of two stages. In the first stage of the experiment, the characteristics of disability in children and adolescents (between age 12 and 16) with Infantile Cerebral Palsy are determined. During this stage, two diagnostic methods, bodily “Me” and “The Color-A-Person Body Dissatisfaction Test,” are used.In the second phase of the research program, social pedagogical aids for people with disabilities have been developed. On the basis of the experimental work, the obtained social pedagogical insights have been successfully implemented in the social adaption of disabled children.It is determined that this method is promising to help adults and children with mobility impairment to enhance their mental well-being, attain a positive body image, express their feelings freely, interact socially using a motor component, and above all—enjoy the movements. This method can ensure the effectiveness of social adaptation of persons with disabilities.

Stigma against persons with psychosocial disabilities in the mass media causes people to be afraid to seek help and open up in public spaces. Stigmanisai in the mass media occurs through the designation ODGJ or People with Mental Disorders which should since the Law on Persons with Disabilities be referred to as persons with psychosocial mental disabilities. The study used the CADS method or Corpus Assisted Discourse Studies with the keywords mention of OGDJ and the relationship between word frequencies that appeared in the mass media whose results showed that the word ODGJ was dominated by news related to law enforcement through the institution of police power at various levels as bourgeois actions in the public sphere. The news also shows more about actions that in theory stigma as behavior that is strongly disapproved of by the social normal that is full of normal. This is a form of mass media framing of psychosocial mental people by serving the value of society as an interesting news article for readers and viewers to enjoy rather than advocating for people and disability issues as social justice issues that require broad access to appropriate treatment.

<p style="text-align: justify;">Identifying, assessing and overcoming informational barriers that arise among people with mental disabilities, in&shy;cluding autism spectrum disorders (ASD), during communication, attract attention of all participants of the reha&shy;bilitation process. Approaches to create a unified communication space, considering the use of easy language and alternative ways of communication for people with mental disabilities, are based on the principles of the Conven&shy;tion on the Rights of Persons with Disabilities and the categories of the International Classification of Function&shy;ing, Disability and Health (ICF). Statistical data on increased number of people recognized as disabled for the first time due to mental disorders and autism in the Russian Federation were systematized by the staff of the St. Petersburg Institute of Advanced Medical Experts. These data substantiate the need to revise accessibility of ICF based information at two levels &mdash; individual and social ones. Authors propose to develop a unified methodol&shy;ogy of information accessibility, considering ICF provisions, including the legal ones. Given proposals are aimed at increasing informational accessibility for people with mental disabilities, including ASD. Authors emphasize that creating a unified national standard for the use of easy language for people with mental disabilities is one of the factors guaranteeing their civil rights.</p>

Objectives: To assess mental health status among people with and without disabilities during the COVID-19 pandemic in Vietnam. Methods: We conducted online quantitative research on 410 people with disabilities (PWD) and 358 people without disabilities in Vietnam. The mental health status was assessed by The Depression Anxiety and Stress Scales (DASS-21). The Chi-square test was used to detect the differences between PWD and people without disabilities. Multivariate logistic regression modeling was performed to evaluate the association between the COVID-19 impacts and stress, anxiety, and depression among PWD, compared to people without disabilities. Results: In our study, the majority of PWD lived in the countryside (57.3%), were female (53.9%), had not completed high school (56.1%), had no religion (74.4%), and were married (53.4%). PWD had a higher median score for stress (8 vs. 2), anxiety (4 vs. 0), and depression (4 vs. 0), compared to people without disabilities. After adjusting for demographic factors and government support during the COVID-19 pandemic in the multivariable logistic regression model, the odds of having stress, anxiety, and depression among PWD were 4.40 times (CI 95%: 2.46,7.88), 3.84 times (CI 95%: 2.31,6.38), and 5.80 times (CI 95%: 2.97,11.31) higher than those without disabilities, respectively. Conclusions: During the COVID-19 pandemic, PWD have a higher level of poor mental health than those without disabilities. AbstractSocial Institution Bina Grahita Harapan Ibu (PSBGHI) is the only social institution in West Sumatra Province who provide social services and rehabilitation for people with mental disabilities. Persons with disabilities who are in the shelter are from various districts / cities in West Sumatra which amounted to 100 people. This orphanage is located in Kalumbuk, Padang City with an area of 5,007 m2. Since the implementation of regional autonomy, PSBGHI employees totaling 44 people either civil servants and honorarium received minimally training, seminars, even a refresher material. Partners in this IbM classified into 2 groups: 1) group of civil power as many as 24 people, with educational background is not a disability, and 2) a group of honorary staff of 20 people. Problems formulated partners namely the lack of knowledge about reproduction and sexuality in the development of persons with disabilities, reproductive problems / sexuality of persons with disabilities, and to tackle the problem. Results showed an increase understanding of sexuality and handling of sexuality problems encountered in children with disabilities. Semenjak pemberlakuan otonomi daerah, pegawai PSBGHI yang berjumlah 44 orang baik PNs maupun honor sangat minim sekali memperoleh pelatihan, seminar, bahkan penyegaran materi. Mitra pada IbM ini diklasifikasikan atas 2 kelompok yaitu 1) kelompok tenaga PNS sebanyak 24 orang, dengan latar pendidikan bukan disabilitas, dan 2) kelompok tenaga honorer sebanyak 20 orang. Permasalahan mitra yang dirumuskan yaitu minimnya wawasan tentang perkembangan reproduksi dan seksualitas pada penyandang disabilitas, permasalahan reproduksi/seksualitas penyandang disabilitas, dan penanganan permasalahannya. Hasil menunjukkan terjadi peningkatan pemahaman tentang perkembangan seksualitas dan upaya penanganan permasalahan yang ditemui pada anak penyandang disabilitas. People with disabilities are often seen as class two in everyday life. They are often hampered from accessing public buildings due to inadequate accessibility of space and supporting facilities. They are also often discriminated against and negatively stigmatized because of their physical limitations, which in turn causes them to not get the same rights and life opportunities as other normal human beings. This ultimately causes stress and mental disorders in persons with disabilities, especially physical impairment. To overcome this, people with disabilities need to take medication or therapy to maintain and improve their mental health. One of many other therapy methods that can be done to overcome these problems is art therapy. Using art as a healing medium, it is hoped that it can reduce stress and become a place for people with disabilities to express and develop their abilities. The research method used is a descriptive qualitative method that begins with observing the phenomena of persons with disabilities such as their daily lives, conditions, and needs in-depth based on standards and space requirements. And then equipped with supporting theory and related precedent studies. This research will later produce a design parameter for disability-friendly art galleries, especially for the physically disabled with an art therapy program to address their mental health problems. Mereka juga sering kali mendapat diskriminasi dan stigma negatif karena keterbatasan fisik mereka, yang akhirnya menyebabkan mereka tidak mendapatkan hak dan kesempatan hidup yang sama seperti manusia normal lainnya. Hal ini akhirnya menyebabkan stress dan ganguan mental pada penyandang disabilitas, khususnya tunadaksa. Untuk mengatasi hal ini, penyandang disabilitas tunadaksa perlu melakukan pengobatan atau terapi untuk menjaga dan meningkatkan kesehatan mental mereka. Salah satu bentuk terapi yang bisa digunakan untuk mengatasi masalah tersebut adalah terapi seni. Dengan menggunakan seni sebagai sarana penyembuhan, tujuannya adalah untuk mengurangi tingkat stres dan memberikan wadah bagi penyandang disabilitas tunadaksa untuk berekspresi dan mengembangkan potensi mereka. Penelitian ini menggunakan metode kualitatif deskriptif yang dimulai dengan pengamatan menyeluruh terhadap fenomena penyandang disabilitas, termasuk kehidupan sehari-hari, kondisi mereka, dan kebutuhan yang mendalam. Penelitian ini didasarkan pada standar dan kebutuhan ruang gerak serta dilengkapi dengan teori pendukung dan studi sebelumnya yang relevan. Normatively, the right to vote for persons with mental disabilities in elections was not fully recognized in Article 57 paragraph (3) of Law no. 8 of 2015. This law stipulates that one of the conditions for voters in elections is "not having mental/memory problems". This phrase interpreted broadly that all persons with mental disabilities are not entitled to the right to vote. This phrase was then tested by the Constitutional Court, whereupon the Constitutional Court issued Decision No. 135/PUU-VIII-2015 which substantially invalidates the phraselet's talkand granting the right to vote in general elections for persons with mental disabilities. This decision is considered a progressive leap taken by the Constitutional Court to ensure fair elections, because people with mental disabilities are not the same as people with schizophrenia, with a more humane approach and adequate medicine, people with mental disabilities are the same as people without mental disabilities. Therefore, the author is interested in seeing more deeply how this Constitutional Court Decision can fulfill the right to vote for persons with disabilities. This research is a type of non-doctrinal research that uses both primary and secondary data. The areas that are used as research objects are the provinces of Bali and DIY. The results of the study show that from a quantitative aspect there has been an increase in the participation of voters with mental disabilities. However, the implementation of the Constitutional Court's decision by the election organizers is also still encountering various obstacles, both administration, infrastructure, and services

The purpose of this paper is to look at and reflect back on how religion, government, institutions, and society should view people with disabilities. The Bangun Aceh Forum is a facilitator for the sustainability of the livelihoods of people with disabilities so that they can continue to be productive and hone their abilities. This study applying a qualitative method, the study show that as a social institution and has a focus on developing marginalized communities towards a more secure direction, the provision of infrastructure is provided with the needs and conditions of disability. So far, the mention of disability describes disability in a broad context, even though people who experience mental problems can also be categorized as disabilities. There are no different ways of handling physical and non-physical disabilities. In the study of theology, persons with disabilities are a group of people who must be accepted in social life without labels and differences physically or mentally. However, in fact, the disabled until now continue to receive labels that are not good and have not changed from time to time where people think that people with disabilities are very dependent on humans with normal physical conditions and are not independent, and the talents they have are often neglected because they do not have the space and resources. place in people's lives. it is not uncommon to find people with disabilities who desperately choose to become beggars. Both physical and non-physical disabilities from time to time will continue to receive discriminatory treatment from the community, whether consciously or unconsciously. The provision, attention and understanding of disability self still needs to be improved in the socialization of social communities in order to understand the real concept and meaning of disability. Tujuan tulisan ini adalah untuk melihat dan merefleksikan kembali bagaimana seharusnya agama, pemerintah, lembaga, dan masyarakat dalam memandang kaum disabilitas. Forum Bangun Aceh menjadi fasilitaor bagi keberlangsungan livelihood penyandang disabilitas agar terus produktif dan mengasah kemampuan yang dimilikinya. Penelitian ini menggunakan metode kualitatif, hasil menunjukkan bahwa sebagai lembaga sosial yang memiliki fokus untuk pengembangan masyarakat marjinal ke arah yang lebih menjamin, penyediaan sarana-prasarana yang diberikan dengan kebutuhan dan kondisi disabilitas. Di tengah kerancuan penyebutan disabilitas, orang dengan gangguan jiwa juga dapat dikategorikan sebagai disabilitas. Terlebih lagi cara penanganan penanganan yang dilakukan terhadap disabilitas fisik dan non-fisik tidak dibedakan. Pada kajian ilmu teologi, penyandang disabilitas adalah kelompok masyarakat yang harus diterima dalam kehidupan sosial tanpa label dan perbedaan secara fisik maupun secara mental. Namun nyatanya para difabel samapi saat ini terus mendapatkan labelling yang tidak baik dan tidak berubah darai masa kemasa di mana masyarakat menganggap kelompok diabilitas hidupnya sangat tergantung pada manusia dengan kondisi fisik yang normal dan tidak mandiri, dan bakat yang mereka miliki seringkali terabaikan karena tidak memiliki ruang dan tempat dalam kehidupan masyarakat. tak jarang menemukan para disabilitas yang putus asa memilih menjadi pengemis. Baik disabilitas fisik maupun non-fisik dari masa-kemasa akan terus mendapatkan perlakuan diskriminasi dari masyarakat baik dilakuan secara sadar maupun secara tidak sadar. Pembekalan, perhatian dan pemahaman akan diri disabilitas masih sangat perlu di tinggkatkan lagi bagi masyarakat sosial agar memahami konsep dan arti diri disabilitas yang sesungguhnya.

The socialization of persons with mental disabilities and the creation of an inclusive living space through their acceptance into society is an urgent topic in the modern socio-economic, political, cultural development plan of the country. Most often, due to ignorance of the characteristics of people with mental disorders, an erroneous public opinion is formed about the lack of an opportunity for this category of people to lead a normal full life. In fact, people with mental disorders, if they wish, can not only manage their own household, solve household issues, but also help other people. This article discusses the implementation at the Ryazan State Medical University of the adapted additional general development program “Care in the provision of social services to the elderly, including those with disabilities” for young people with mental disabilities, and also describes the methods, stages and results of the program. After completing the training, persons with mental disabilities became more independent, responsible, acquired social and household skills in the field of caring for citizens in need (relatives), including those with disabilities, and constructive interaction skills. Ten students who successfully mastered the additional general education program received certificates of mastering the program.

This is especially true of people who are institutionalized. These intrusions are in violation of fundamental international human rights principles. People with mental disabilities are often stripped of many of their basic rights, including the right to determine what is done to their bodies. This article compares the prevailing law on the right to refuse treatment for people with mental disabilities in an institutional setting in three different nations on three continents, specifically in the United States, Kenya, and Brazil.

This research analyzes the fulfillment of voting rights for people with disabilities in elections and the efforts of affirmative action to achieve justice. People with disabilities have equal opportunities in elections according to the Constitutional Court's decision and the Election Law. Although the number of people with disabilities is approximately 1% of the population, it is important for the General Election Commission (KPU) to accurately register them. The fulfillment of voting rights for people with disabilities is in accordance with the 1945 Constitution and the Human Rights Law. People with disabilities are vulnerable groups with special rights guaranteed by the Disability Law. However, their political rights are often neglected due to stigma and discrimination. Through normative legal research, affirmative action becomes important as a temporary policy to provide equal opportunities. Active participation of people with disabilities is key in elections. The government categorizes voters as normal and those with mental disorders, but the difference between mental disabilities and insanity must be understood. Mental disorders and memory impairment are not the only requirements for elections. This research emphasizes the importance of fulfilling the voting rights of people with disabilities and the efforts of affirmative action for justice. Improvements in registration systems, elimination of stigma, and better understanding of political rights are expected to increase participation in the political process.

This article reveals the problems of professional orientation of young people with severe mental development disorders. The specialists of the Center for Social Adaptation and Professional Training of Young People with Autism Spectrum Disorders with Mental Disabilities at Technological College No. 21 in Moscow for a long time deal with professional orientation and education of people with severe mental disorders. The Center for Social Adaptation and Professional Training for Young People with Autism Spectrum Disorders with Pronounced Mental Disabilities Technological College No. 21 in Moscow is working on vocational guidance and training. The work demonstrates the importance of the process of vocational guidance for people with severe developmental disorders, Also article reveals certain difficulties in solving this problem. Two large groups of problems are distinguished - external and internal: social problems that impede the ability of young people with severe mental disabilities to choose a profession, and problems associated with the organization of career guidance activities themselves. It is noted that new opportunities for career guidance are currently opening up, as specialists shift the focus from the limitations of young people to their advantages and opportunities.

SOME ASPECTS OF QUALITY OF LIFE OF PEOPLE WITH MENTAL DISABILITIES – PERSPECTIVE OF CASE MANAGEMENT USERS AND PEOPLE IN MENTAL HEALTH FACILITIES ABSTRACT This paper presents two perspectives of people with mental disabilities on their perception of quality of life. Main aim of this paper was to develop a deeper knowledge about certain aspects of quality of life of people with mental health disabilities from the perspective of case management users and people in mental health facilities in the geographical area of Zagreb. Aspects of quality of life that we were interested in were: general health (physical and mental), social and environmental aspects (focusing on social transfers mostly). For this purpose, qualitative research approach was selected and data was collected through semi-structured interviews on the total sample of 8 users. Participants of this study were persons in direct contact with mental health facility »Dom za odrasle – Zagreb«. The mentioned mental health facility is providing case management program for their users, and therefore we had four participants from a case management group and four participants that were accommodated in the mental health facility. The results showed significant differences in social functioning, perception of mental health, as well as in environmental domain on behalf of case management users. Life skills education is carried out with the aim of providing skills to a person so that life becomes more productive and efficient. This study aims to describe the concept of learning life skills for people with mental disabilities at BRSPDM Dharma Guna Bengkulu which is packaged in a life therapy program. This study uses qualitative methods with data collection techniques used are interviews, observations, and documentation studies. Sources of information in this study are centered on social workers who serve people with mental disabilities. This is done to obtain information about life skills education programs for people with mental disabilities. The result of this research is a model of providing life skills to persons with disabilities by providing programs that are of interest to participants such as agriculture, fisheries, carpentry, local crafts, handicrafts, and hydroponic gardening. The learning process is carried out through identifying learning needs through interview techniques for each person with mental disability. Social workers have the task of formulating and identifying the required programs. So that, the life skills program is not only carried out within the Dharma Guna BRSPDM environment. Not only that, learning activities supported by partners can provide practical experience to learning participants with mental disabilities. The conclusion of this study is that livelihood therapy activities are a form of therapy-based learning that is able to provide provisions for people with mental disabilities. The identification process becomes the basis for providing navigation to learning participants both from directions to outcomes that can later be obtained by learning participants. Activities carried out individually on identifying learning needs are a way of receiving information about problems and future skill needs of people with mental disabilities.
