The phenomenon of corruption is global and extends in many areas of the public sector. However, in Greece it appears to be socially acceptable since in the case of illegal benefits and pensions, the corruption of the public officials takes place with the collaboration of the citizens who receive such pensions and allowances. It should be noted that in Greece the phenomenon has not been fully recorded since the only information available can be derived from the Press due to the publicity that such cases take and because of the large sums of money involved and the great damage they cause to the public sector. The fact is that this phenomenon is an important proof for the social fostering of corruption and that it is motivated by the pursuit of illicit enrichment both by the public officials and the citizens.

The paper examines the relationship between the severe economic crisis facing Greece and the country’s social protection system, arguing that this relationship is ambivalent. On one level, the welfare state itself has contributed in a far from trivial way to the fiscal crisis of the state, with its various failures including huge deficits in key programmes such as pensions and health. On a second level, the crisis and the measures to counter it deprive the welfare state of resources, while at the same time setting in motion sweeping changes. On a third level, social protection can help cope with the consequences of the crisis, but enhancing its capacity to do so will require considerable reconfiguration and proper funding of social safety nets. The paper concludes by discussing the prospects for a revival of welfare state building in Greece in the current harsh climate.

Familistic welfare capitalism is a model of national political economy prevalent in many regions in the world (Southern Europe, Latin America, and Asia), where the family plays a double role as the key provider of welfare and a key agent in the model's socio-economic and political reproduction. The article offers a new approach to the study this model by adopting an expanded concept of social reproduction to capture its historical evolution, using Greece as a case study. Our empirical analysis of austerity measures on employment and pensions demonstrates, how, in the Greek case, a crisis of social reproduction of the traditional form of familistic welfare capitalism was already underway prior to the well-known sovereign-debt crisis. And further we show how the adoption of austerity measures and pro-market reforms is deepening this crisis by severely undermining the key pillars of familial welfare security while rapidly transforming the model into a political economy of generalised insecurity.

This research focuses on the phenomenon of homelessness in Greece, especially during the deep economic crisis that has lasted from 2009 until this day. Unfortunately, in large part, homelessness also affects welfare policy, as well as social cohesion and healthcare. The significance of the study lies in the fact that there are no official data from governmental institutions concerning the number of homeless people across the country. For this reason, this study attempts to collect all available data in order to present the evolution of the phenomenon of homelessness from 2009 to present. Homelessness is examined in relation to poverty and other factors of deprivation. In addition, countermeasures addressing homelessness, adopted by both public and private organizations, are also examined. Public institutions usually provide small pensions, only for seniors over sixty-seven years old, meal cards, free soup kitchens and several shelters. At the same time, a large number of private organizations, such as NGOs, provide free accommodation, meals, and showers. Unfortunately, the rising number of homeless people during the ongoing socioeconomic crisis and the lack of communication among institutions deteriorate the problem. On these grounds, this research analyzes the phenomenon of homelessness in Greece in order to provide the appropriate solutions for its containment.

ABSTRACTThis paper forms notes for discussions about the European single currency at the Institute of Actuaries and the Faculty of Actuaries. The author assumes (and hopes) that the single currency will start on time in 1999, with most of the Member States of the European Union included. The key dates are 1 January 1999, when the exchange rates between currencies will become irrevocably locked and become conversion rates, and 2002, when euro notes and coins will be introduced, and the retail banking sector will convert to euros. The advantages of a single currency are potentially very great; the costs are also considerable. Governments of Member States will no longer be able to get a competitive advantage by devaluing their currency, or be able to choose an inflation rate that is different from that of the E.U. as a whole. The key document is the Maastricht Treaty, and the conversion criteria included therein are discussed. The author concludes that, if governments choose to interpret the criteria leniently, all countries, except possibly Greece, will be included in 1999, with Greece joining a year or two later. Some of the practical considerations for actuaries, including life insurance, general insurance, pensions, banking and investment are mentioned. The paper is not comprehensive, and is a personal contribution to stimulate discussion.

The economic crisis that led to a decline in private consumption in the period 2009-2016 is the main factor that has accelerated developments in the country's business map, in the sense that in many cases of business development in Greece there are structural weaknesses revealed by the crisis. This confirms that the country's economic crisis cannot be an alibi for the many problems of the Greek economy.The impact of the economic crisis differs not only between countries where low- and middle-income countries are more affected by developed countries but also within countries. The dramatic decline in wages and pensions has led to a decline in the purchasing power of citizens. The debt crisis, the weakening of demand in the context of addressing the competitiveness of the Greek economy and the significant structural interventions in the labor market, affected supply and demand in the labor market and its participants.The purpose of this paper is to present the social and economic indicators of our country by implementing the policy of the memorandums and the Tax Administration. In particular, a mapping exercise is being undertaken in the period 2009-2016:• The number of starts, change of tax office and business holidays• The business map of our country• Unemployment rates as they have been in our country• The degree of contribution of austerity programs and memorandum policies to addressing unemployment.• The areas and categories of occupations where the highest unemployment rates have occurred.• The role of Tax Administration in addressing these problems.

While the construction of a rational case for pension reform is often straightforward, the political implementation of such reform can be somewhat more difficult. In large part, this can be attributed to sceptical public opinion. The precise role played by public opinion in constraining the political feasibility of pension reform is, however, unclear. The purpose of this paper is to distil the ways in which public attitudes influence pension reform. This is done through examining survey data from Greece, where progress with the implementation of pension reform has been particularly modest. Political opposition to pension reform appears to be rooted in a general lack of public appreciation of the case for reform combined with the desire to protect interest group privileges. Public ignorance and insecurity breed attitudes not conducive to reform. Public attitudes do not simply act as a given constraint on reform but are a product of the structure of the pension system and the reform process itself. In this path-dependent process, implementation of a reform agenda of rationalisation is more difficult from the starting point of a severely fragmented and distorted system.

Algumas nações têm semelhanças nas questões da proteção, mas cada país tem regras especializadas que levam em consideração as suas taxas de crescimento económico, inflação e outros fatores relacionados. Este trabalho pretende analisar os aspetos básicos de bem-estar social a nível global. Por conseguinte, a análise terá um foco global, prosseguindo depois para aspetos mais característicos do seguro social e do seguro privado, bem como dos sistemas de pensões. Além disso, a fim de promover uma análise mais profunda, Grécia e Alemanha serão utilizados para fundamentar a discussão, devido à sua disparidade económica e nos sistemas de seguro.
Every society, regardless of its priorities, establishes significant insurance systems such as life insurance systems and pension funds. While some nations have similarities in the management of insurance issues, yet each country has specialised regulations which take into consideration its particular rates of economic growth, inflation and other affective factors. This work intends to examine the basic aspects of social wellbeing at a global level. In pursuit of this goal, the analysis will adopt initially a global focus and proceed to examine the characteristics of social and private insurance systems as well as pension systems. Further, in order to promote a deeper analysis, Greece and Germany will be used to substantiate discussion due to their contrasting economic status and insurance systems. The figures collated for the purpose of this study reflect the economic environment both before and after the crisis in the interests of facilitating an effective comparison.

The research puzzle of the thesis is to investigate how policy discourse mediates domestic policy adjustment consequent on commitments entered into at the domestic level by the European Union. Conceptually, it adopts the discursive institutionalist framework as developed by Vivien Schmidt and Claudio Radaelli. Empirically, it chooses a single-case study approach to focus on the Greek old-age pension policy adjustment during 1990-2002. The thesis also appraises the process of Europeanization. It adopts the ‘bottom-up’ approach to Europeanization as developed by Claudio Radaelli. Under this scope it’s analysis does not start from EU policy commitments as an independent variable, but from a system of interaction at the domestic level. Conceptually, the thesis looks at policy discourse as a consensus and legitimacy building resource. It focuses on the discursive interactions of key policy actors and analyses how they use policy discourse in order to justify the necessity and the appropriateness of policy adjustment in a given institutional context. The thesis suggests that the discursive institutionalist argument of how policy discourse facilitates policy adjustment puts too much emphasis on the governmental discourse and that the input of the rest of key policy actors must be included in the analysis. It thus proposes the integration of certain elements of the Neo-Positivist Narrative Analysis framework to discursive institutionalism. The argument claims that policy actors’ discourse will take the form of policy narratives that either expand or contain the policy issue. The institutional context will determine the level at which the discursive interaction will take place. In simple polities like Greece, discourse will be thicker at the communicative level and thinner at the coordinative. The effectiveness of discourse will be determined by the level of trust between the government, the key policy actors and the public. The empirical analysis points to a number of domestic factors that restrict the effectiveness of policy discourse and the process of Europeanization, which fall outside the pension policy area and Greece. The thesis also contributes to the advancement of discursive institutionalism. Firstly, it incorporates narrative analysis to the study of discourse. Secondly, it highlights certain limitations, it suggests ways that discursive institutionalism could be improved and directions towards which it could be fruitfully developed.

The purpose of this thesis is to examine the Swedish sustainable and responsible investment (SRI) market focusing on pension and life insurance companies. The purpose is to understand how the companies work with SRI and if there is a process in place to follow-up the investments and their possible impact. In the thesis a qualitative research method is conducted as the purpose is to understand the behaviour of the different companies relating to SRI. The empirical study consists of interviews with representatives from larger companies in the pension and life insurance space focusing on how they conduct their SRI work. The finding in this paper is that there are similarities regarding SRI strategies in place however the type of insurance being offered affects how they work. This thesis found that all companies follow-up their investments to ensure that they are sustainable. Further the process of measuring the impact of SRI is very much still in its early stage but there are initiatives taken to measure both soft and hard measurements. The future of the SRI market seems to be moving towards more transparency, both from possible legislation as well as initiatives. The other key area of focus when looking to the future of SRI in Sweden, is the sustainable development goals created by the UN.

The scope of this diploma thesis is design and processing of the project documentation of the guesthouse along with coffee shop. The proposed object of this thesis is located in the village Čeladná next to the golf course Prosper Golf Resort Čeladná, in the location designated for mixed constructions. One of the double-storeyed, non-cellular object with roofed surface and steep roof. The object is based on the base stripes made of plain concrete and on the reinforced concrete flaps. Carrying, perihepral and dividing walls are designed on the Velox systém. The same systém was used to design roof constructions. In the rooms with excessive width are filled with reinforced concrete columns. Part of the guesthouse and second floor of the coffee shop is designed with ventilated facade with wood paneling ThermoWood. The object is divided in two parts with common entrance section. One part of the coffee shop has ability to handle capacity of 70 guests. Part of the double-storeyed coffee shop is hygienic facilities, kitchen, room for employees, warehouse and mechanical ventilation. Second part of the object is the guesthouse with flat of the manager of the guesthouse. The guesthouse consists of room with hygienic facilities for 18 people, including barrier-free room. The rooms are divided in the first floor on separate units, the rooms with hygienic facilities and the apartments in the second floor has two rooms, kitchen and hygienic facilities. For the next parts of the guesthouse is warehouse clean and dirty laundry and shared kitchen. The whole first floor is designed as barrier-free. In front of the object is the parking lot for 21 cars, which 3 of the parking places are for the cars of the disabled.

Abstract The 2008 financial crisis has brought Greece in a constrictive situation, given that the country lacked a comprehensive social safety net, the national social protection model was strongly fragmented and public spending focused on civil servants salaries and state pensions. Almost a decade afterwards, the reform of the social security system continues with suffocating fiscal constraints exercising a decisive influence on policy options. In this challenging context, Greece constitutes a unique case for discussing the complexities of the link between migration and social protection during austerity times. The debate on the access of migrants to social security benefits is both interesting and sensitive, in view of the fact that the equal treatment of European Union (EU) and non-EU migrants is subject to controversial discussions about benefit tourism and its potential risks for the sustainability of an already fragile social security regime.

Abstract The policies of the Greek state vis-à-vis Greek citizens residing abroad are better developed in some areas (pension, cultural/education policy), but very embryonic in others (social protection, family-related benefits). The institutions representing and aggregating the interests of the Greek diaspora, such as the General Secretariat for Greeks Abroad and the World Council of Hellenes abroad of the Ministry of Foreign Affairs, reflect earlier periods of Greek migration during the post-war period, but meet less adequately the needs of recent migrants, especially following the post-2010 Greek economic crisis. At the same time, political parties continue to play an active role in the relationship between diaspora and the homeland. The policies of the Greek state, especially when exercised informally or with regard to cultural and educational programs, are also characterized by an emphasis on blood, language and religious ties, and are offshoots of a long-standing history of migration to Western Europe, North America and Australia. Possible developments, such as the long-overdue implementation of the right to vote from abroad, an official registrar for Greek citizens residing abroad, new programs of social protection in Greece and new economic incentives for return might change the diaspora policies of the Greek state in the next decades.

Résumé :
Purpose – ageing population causes a number of economic and social problems related to changes in the labour market. This study aims to evaluate the effect of the ageing population on the labour force which is the main indicator of the labour market in EU member states. Research methodology – in order to achieve the aim of the study we applied the following methods: i) trend analysis to estimate and present population and changes of labour force over period, and ii) decomposition method to examine the effects of population and labour force structure in terms of age changes on size of labour force. Findings – over the 2003–2017 period volume of the labour force has declined in Romania, Lithuania, Portugal, Latvia and Greece. This negative effect is influenced by both depopulation and structural changes in the workforce, including population ageing. Size of the labour force has increased in 23 countries, but in 11 of them, these positive changes were influenced by the rising of population activity, while depopulation it influenced negatively. Research limitations – research results support the theoretical approach that ageing population may negatively affect the labour market but do not provide ways to solve this problem and this is the implication for further research. Practical implications – the obtained results are useful for policymakers of the labour market (including pension reforms). Originality/Value – the study contributes to scientific literature by sufficient understanding of ageing population problems that occur in labour market and fills the gap in research of ageing population impact on the labour market, using data of EU member states.

Résumé :
Purpose – the purpose of the article is to assess the investment potential of YieldСos as an innovative pension vehicle and determine the risks that may arise in connection with them. Methods used: empirical analyses, comparisons, statistical analyses. Research methodology – empirical research, comparative analysis, statistical analyses. Findings – in the paper we compared the new investment vehicle YieldCos (green) and a traditional investment vehicle – energy companies (non-green). It was found that the correlation of YieldCos with the market indices is similar to nongreen companies. But YieldCos are more exposed to risks than energy companies. That may offset their attractiveness as long term investment vehicle. It is necessary to continue research for this investment vehicle during the period of global financial volatility and crash of crude oil price. Research limitations – the authors study the raise of the new investment vehicle – YieldCos, during the period from 2013 to 2018 (pre Covid-19 Era). Practical implications – YieldCos focus on investors interests, raising money in an environmental projects (namely renewable energy), and provide combination of high yield and high income growth. Aforesaid characteristics are attractive for institutional investors that are currently experiencing a lack of resources to meet their obligations. Originality/Value – new investment vehicle is becoming a part of the overall socially responsible investment universe. We have taken the first step in the comparative evaluation of traditional and innovative types of investment instruments. Showed the prospects of a new environmentally oriented tool. It is necessary to continue research of this investment vehicle during the period of global financial volatility, changing landscape of energy resources and stakeholders rising influence.
