Contexto: Atualmente, empresas de software têm adotado uma estratégia mais flexível através da abertura do produto para contribuições externas. Tal abertura proporciona a emergência dos Ecossistemas de Software, que são constituídos por um conjunto de atores que desenvolvem soluções de software sob uma plataforma comum. Objetivo: Entender e comparar os ecossistemas do Google Apps Enterprise e Microsoft Office 365 a partir do estudo de sua composição e redes de parcerias entre membros do ecossistema. Os dois ecossistemas foram escolhidos pela distinção entre os modelos de governança da Google e da Microsoft. Metodologia: Realizou-se uma coleta de dados automática a partir da utilização de um crawler nos marketplaces dos ecossistemas do Google Apps Enterprise e Microsoft Office 365 para a recuperação da lista de niche players e respectivas aplicações. Além disso, foram coletados de forma manual dados de parcerias entre niche players a partir de informações presentes nos websites de cada complementador. Os dados foram analisados através de um estudo comparativo entre as estruturas de rede formadas pelos niche players dos ecossistemas investigados. Resultados e discussões: Foram analisadas a composição e os relacionamentos de parceria dos ecossistemas do Google Apps Enterprise e Microsoft Office 365. Além disso, foi realizada uma comparação com os resultados obtidos em uma pesquisa anterior realizada por van Angeren (2013). Finalmente, foram postuladas três proposições sobre produtividade no ecossistema de software, relacionamentos de parceria e critérios de entrada. Conclusão: Pode-se concluir que o tamanho do ecossistema não determina seu grau de produtividade (número de aplicações por niche player) ou número de relacionamentos de parceria entre os niche players. Observou-se que a flexibilidade dos critérios de entrada do ecossistema atrai um grande número de niche players.
Context: Nowadays, software vendorshave adopted more flexible strategies, opening their products to external contributions. Such opening contributed for the emergence of Software Ecosystems, that can be defined as a set of actors developing software solutions in a single platform. Goals: We aim to understand and compare Google Apps Enterprise and Microsoft Office 365 Software Ecosystems, based on their niche players composition and partnership network. The two ecosystems were chosen by the distinction between governance models of Google and Microsoft. Research method: We built a web crawler to automatically collect the niche players list and their applications from Google Apps Enterprise and Microsoft Office 365 marketplaces. In addition, we manually collected data about partnership between niche players from the niche players websites. This data was analysed in a comparative study of the partnership network structures formed by niche players of both ecosystems. Results and discussion: We analysed the composition and partnership network of Google Apps Enterprise and Microsoft Office 365 ecosystems. In addition, we compared the current results with the results obtained in a previous research done in 2013. Finally, we postulated three propositions about productivity in the software ecosystems, partnership relationship and entry barriers. Conclusion: It was possible to conclude that the size of a software ecosystem or the number of partnership relationship are not the only factors that determine its productivity (number of applications per niche player). It was possible to observe as well that flexibility in entry barriers can attract a large number of niche players.

Texte intégralThe second chapter analyzes the financing constraints on R&D investments. The central question in this chapter is whether financing constraints can explain a part of the acknowledged R&D gap between Europe and the US. In order to address this question, a dataset is constructed on the basis of a compilation of R&D scoreboards. The findings of this chapter are based on a sensitivity analysis of R&D to cash flow using estimates of dynamic R&D equations. The relationship between the financing constraints on R&D and the age of the companies is analyzed in an additional set of results with parametric as well as non parametric estimations. European firms appear to be affected by financing constraints in the 2000s while this is not the case for the US companies. The age seems to affect negatively the R&D sensitivity for EU and US leading innovators, with higher sensitivities for old and low-tech EU firms than their US counterparts.
The third chapter is dedicated to the measuring of the knowledge production of R&D expenditures when they are disaggregated into the following components: intramural versus extramural expenditures, research versus development expenditures, product-oriented versus process-oriented, human capital versus investments. The sources of funding and the types of subcontractors are also considered. The main question of this chapter is whether the heterogeneity of R&D affects the technology performance of the companies, as measured by patent applications. A cross-sectional Belgian R&D survey conducted over 2004-2005 is used for the purpose of the analysis. Given the high dependency of the Belgian innovation system towards the foreign MNEs, a matching process was performed between Belgian R&D and patents related to Belgian inventors in order to capture the patents filed outside Belgium but related to inventions created by firms located in Belgium (i.e. subsidiaries of foreign groups). Estimates of the elasticity of the quantity of patents with respect to the components of R&D are provided.
The main question of the fourth chapter is whether the diversification strategies of the economic activities of the R&D leaders in Europe affect, positively or negatively, the performance of their R&D activities. An original approach is proposed on the basis of the analysis of the subsidiaries of EU MNEs. The sample consists of large R&D firms that represent about 80% of total European R&D. In general, the results indicate a positive impact from globalization on firms’ R&D productivity, especially in the US, while a negative impact for industrial diversification is found.
The main question of the fifth chapter is whether the R&D activities that are conducted outside Europe still benefit to European growth. If so, how does the regional location of R&D centers matter in the production process of EU MNEs? The analysis is conducted on the basis of a unique sample of 637 European R&D leaders with information that is consolidated with respect to about 8000 worldwide patenting subsidiaries. The assessment of R&D internationalization is proxied by the regional repartition of the inventors of each firm. The empirical findings suggest that R&D located in Europe yields significant economic results, but a reallocation of R&D located in Europe instead of outside Europe seems to be correlated with lower R&D performances in high-tech sectors, but not in lower-tech industries. Conversely, a larger share of R&D located in the US seems to improve the economic performance of R&D activities within high-tech EU MNEs while the effect is negative for lower-tech companies. Nevertheless, the economic performance of R&D centers in Europe and US is jointly positive and significant for both regions.
The sixth chapter concludes the dissertation by reviewing the main findings of the previous chapters. Policy implications are summarized and the limitations of the thesis are addressed. Finally, extensions of the scope of the analysis and ideas for future research are suggested.

Texte intégralAo longo dos anos, em Portugal, as sucessivas reformas na gestão hospitalar acompanharam as transformações dos modelos de administração pública na tentativa de conseguir uma maior eficiência dos serviços, contribuindo para uma redução dos desperdícios e para a sustentabilidade do setor da saúde. Deste modo, foi estabelecida uma relação de proximidade da gestão dos hospitais do Serviço Nacional de Saúde ao setor privado, através da adoção de práticas empresariais nos hospitais públicos e do estabelecimento de relações com o setor privado, das quais se destacam as parcerias público-privadas hospitalares. O presente estudo teve como objetivo comparar o comportamento, em termos de eficiência técnica e produtividade, da gestão nas unidades hospitalares do setor público, em regime E.P.E. e PPP, entre os anos 2013 e 2017. De forma complementar, procedeu-se à análise de indicadores de qualidade nos hospitais que apresentaram maiores diferenciais nos scores de eficiência, na análise por grupo de financiamento. Metodologicamente, recorreu-se à técnica Data Envelopment Analisys (DEA) para apurar os resultados de eficiência técnica, ao índice de Malmquist para determinar os resultados de produtividade e a entrevistas semiestruturadas, analisadas com recurso à análise de conteúdo para avaliar a perceção dos entrevistados relativamente aos motivos que influenciam a relação entre eficiência e qualidade Como principais resultados, verificou-se que: i) a média dos scores de eficiência émais elevada nas unidades hospitalares em regime PPP. ii) os hospitais PPP apresentaram um maior crescimento da produtividade do que os hospitais E.P.E..; iii) os hospitais PPP, criados em regime de substituição, revelaram ser mais produtivos do que eram previamente à introdução da parceira; iv) os hospitais mais produtivos não são os que apresentam melhores indicadores de qualidade. Como principal conclusão, de acordo com os resultados obtidos, verifica-se que existe uma tendência de melhores resultados de eficiência e produtividade nos hospitais em regime de PPP.
Successive reforms in hospital management in Portugal have sought to follow the transformations of public administration models to increase the efficiency of health care delivery services. This way, the reduction of waste and the guarantee of the sustainability of the health sector were both expected. Thus, a close relationship between the management of public hospitals and the private sector was established, through the adoption of business practices by the former (by creating corporatized hospitals, EPE) and the establishment of the so-called public-private partnerships (PPP). This study compared the technical efficiency and productivity of the two groups of public hospital units, i.e. EPE and PPP, between 2013 and 2017. In addition, the study analysed quality indicators in hospitals that presented the greatest differentials in efficiency levels, based on the analysis by financing group. Methodologically, the study used the Data Envelopment Analysis model to estimate the technical efficiency levels associated with those hospital groups, (b) the Malmquist index to scrutinise the evolution of productivity, and, finally, (c) semi-structured interviews and content analysis to evaluate the interviewees' perception about the reasons underlying the relationship between efficiency and quality. PPP hospitals (i) are, on average, more efficient than EPE units, (ii) exhibited higher productivity growth compared to hospitals in the corporate public sector, and (iii) replacement PPP hospitals proved to be more productive than they were prior to the introduction of the partnership. In addition, it should be noted that the most productive hospitals are not necessarily those ones with the best quality indicators. According to the achieved results, one may conclude that there is a trend towards higher efficiency and productivity levels in PPP hospitals.

Com base no objetivo apresentado, evidenciam-se as categorias analÃticas: pÃblico, privada e universidade produtivista e as categorias empÃricas: autonomia universitÃria e participaÃÃo para aprofundamento das anÃlises teÃricas. No processo de conduÃÃo metodolÃgica da pesquisa empreendida optou-se pela abordagem qualitativa, com viÃs metodolÃgico da pesquisa participante. A produÃÃo do referido estudo se construiu a partir do diÃlogo com variadas fontes bibliogrÃficas e documentais, alÃm da utilizaÃÃo dos recursos de coletada de dados tais como: entrevistas, questionÃrios e formulÃrios. As reflexÃes apresentadas apontam que a fragilidade da participaÃÃo docente, em certa medida, implicou a autonomia universitÃria, nÃo aquela apresentada na letra da lei, mas autonomia construÃda pela participaÃÃo no espaÃo pÃblico, na construÃÃo do diÃlogo, do desentendimento e pelo vencimento do discurso do consenso estabelecido pela polÃtica policial da anulaÃÃo da fala dos sujeitos dentro do espaÃo democrÃtico. As aproximaÃÃes teÃricas presentes no texto estÃo marcadas pela utopia e paixÃo em defesa da Universidade PÃblica, nesse sentido hà de se reconhecer que a universidade nÃo se modifica sozinha em uma via de mÃo Ãnica, pelo contrÃrio, ela tem se modificado pelas contingÃncias histÃricas que determinam seus rumos, acreditando nessa capacidade de se modificar-se constantemente e que espera-se que a âEra das PPPsâ seja enfrentada e transformada com bom senso, trabalho coletivo, Ãtica e, principalmente, com aÃÃo polÃtica propositiva e transformadora.
This study aims at understanding the institution of public-private partnership between the campus and the Vale of Marabà and its implications for the academic life, especially for the autonomy of the university campus. Based on the goal presented to demonstrate the analytical categories: public, private and university productivist and empirical categories: university autonomy and participation for deepening the theoretical analysis. In the process of conducting methodological research undertaken was chosen qualitative approach with the methodological bias of the research participant. The production of this study was constructed from the dialogue with various bibliographic and documentary sources, besides the utilization of collected data such as interviews, questionnaires and forms. The reflections presented indicate that the fragility of teacher participation to some extent, involved the university autonomy, no one presented the letter of law, but autonomy built by participating in public space, the construction of the dialogue of misunderstanding and the maturity of the discourse of consensus established by the political police of the cancellation of the speech of subjects within the democratic space. The theoretical approaches in the text are marked by utopia and passion in defense of the Public University in this respect must be recognized that the university does not change by itself on one-way street, however, it has been modified by historical contingencies that determine its direction, believing that ability to change constantly and it was hoped that the "Era of PPPs" be confronted and transformed with common sense, team work, ethics, and especially with purposeful and transformative political action.

O presente estudo tem como objetivo central compreender a instituição da parceria público-privada entre o Campus Universitário de Marabá e a Companhia Vale e suas implicações para a vida acadêmica, em especial para a autonomia universitária do Campus. Com base no objetivo apresentado, evidenciam-se as categorias analíticas: público, privada e universidade produtivista e as categorias empíricas: autonomia universitária e participação para aprofundamento das análises teóricas. No processo de condução metodológica da pesquisa empreendida optou-se pela abordagem qualitativa, com viés metodológico da pesquisa participante. A produção do referido estudo se construiu a partir do diálogo com variadas fontes bibliográficas e documentais, além da utilização dos recursos de coletada de dados tais como: entrevistas, questionários e formulários. As reflexões apresentadas apontam que a fragilidade da participação docente, em certa medida, implicou a autonomia universitária, não aquela apresentada na letra da lei, mas autonomia construída pela participação no espaço público, na construção do diálogo, do desentendimento e pelo vencimento do discurso do consenso estabelecido pela política policial da anulação da fala dos sujeitos dentro do espaço democrático. As aproximações teóricas presentes no texto estão marcadas pela utopia e paixão em defesa da Universidade Pública, nesse sentido há de se reconhecer que a universidade não se modifica sozinha em uma via de mão única, pelo contrário, ela tem se modificado pelas contingências históricas que determinam seus rumos, acreditando nessa capacidade de se modificar-se constantemente e que espera-se que a “Era das PPPs” seja enfrentada e transformada com bom senso, trabalho coletivo, ética e, principalmente, com ação política propositiva e transformadora.

Abstract In recently, professional IC Design has certainly become a new developing industry. It comes from one design mode of horizontal SCM, as well as gathering professional designers’ spirit and cooperating efficient management. IC Design often can make outstanding performance and tremendous profits with small capital. It has one of kind industry specialty due to this line of business doesn’t need to invest many facility of horizontal Starting business can be only by million to ten million dollars. This study is IC Design supply chain partner relationship. IC Design is one of horizontal SCM. from the products design to other process of manufacture, they all are authorized to manufacture by factories. It’s different from supply chain of traditional manufacture. IC Design should control each procedure stage and SCM is crucial obviously. The object of this study is small-middle scale IC Design. To make a study of the challenge of special horizontal SCM and uncertain fuzzy partner relationship they’re facing, analyze the relative factors of supply chain partner affect performance for IC Design. This study used Delphi technique to analysis and synthesis results of the data. Including (1) uncertain fuzzy partner relationship (2) information feedback integration (3) management and service (4) quick response (5) technology to analyzing the importance of each aspect to realize the relative reason of influencing productive effects between IC design and coworker relying on APH. There were ten experts’ opinions in IC industries were gathered, they help to provide useful opinions on the domain report and provide implications.
