Il saggio ricostruisce le ragioni dell'uscita dal Partito repubblicano italiano (Pri) di Parri e il suo contributo alla creazione di Unitŕ popolare (Up), cartello elettorale di ascendenza azionista che uně le ali sinistre del Pri e del Partito socialista democratico italiano (Psdi), staccatesi da questi partiti. La genesi di Up ha radici nel dibattito sulla legge elettorale presentata dal governo De Gasperi e promulgata nel marzo 1953. Detta dagli oppositori "legge truffa", essa sollevň profondi contrasti intorno ai connotati della democrazia pluralista e agli strumenti per difenderne l'integritŕ, in particolare nella "terza forza", l'area laica che operava per strutturare una proposta politica alternativa alla logica dei blocchi delineatasi a livello geopolitico. Anticomunismo e antifascismo polarizzarono il confronto. Pur avversando il sistema proporzionale vigente, Parri temeva che la legge favorisse l'avvento di un nuovo fascismo sotto vesti clericali, giacché garantiva un consistente premio alla coalizione che avesse ottenuto la maggioranza assoluta. Alle elezioni del giugno 1953 nessuna forza ebbe perň la maggioranza assoluta, Up vinse la sua battaglia e avviň un'originale parabola politica di cui Parri sarebbe stato protagonista.

Résumé :

This study aims to describe the spatial and temporal distribution patterns of Gobiidae larvae at a tropical estuarine system in south-east Brazil (Macaé). The samples were collected in six stations, through oblique hauls using a bongo net (330 µm mesh size), coupled to a flowmeter, during the night in the ebb and flood tides in March, July and October 2006 and in February 2007. In the Macaé River estuary was collected a total of 1,234 Gobiidae larvae, representing nine taxa. The highest densities occurred in the river mouth during the flood tide in the rainy season. The most abundant groups were: Gobiosoma parri, Gobionellus oceanicus and Ctenogobius boleosoma. Gobiosoma parri was also dominant at the Macaé estuary, which also presented higher densities in the coastal stations during the rainy season (March), both the flood as the ebb tide. Gobionellus oceanicus and Ctenogobius boleosoma were characteristic of the dry season in the mouth and river stations during the flood tide. The abiotic factors chlorophyll-a and temperature were considered biologically significant for Gobiidae larvae distribution. The spatial and seasonal variations together with the tide influence the distribution of the fish larvae Gobiidae family in the Macaé River estuary and its coastal zone.

Kali Lloyd is a very distinctive group of bathypelagic fishes with fragile bones in the cranium and recurved teeth, which are remarkably enlarged in some species. The genus has a worldwide distribution, being found in the subtropical to equatorial regions of the Atlantic, Indian, and Pacific; one species is also found in the Southern Ocean. In this taxonomic revision, seven species are considered valid, two of them described herein: K. indica; K. kerberti; K. macrodon; K. macrurus; K. parri; K. colubrina, new species; and K. falx, new species. Kali kerberti is re-evaluated as valid and the senior synonym of K. normani. A key for the species with updated maps of distribution are also given.

Le Parti communiste chilien était un parti pragmatique, manipulateur, qui a soutenu la voie pacifique jusqu’au bout, a rejeté la voie armée comme moyen de lutte politique et a maîtrisé à la perfection les règles du jeu politique. Mais, dans le même temps, il a été un parti discipliné, hiérarchisé, fidèle aux directives de l’URSS. Le PCCh n’était pas un parti « comme les autres », car il devait faire face aux tensions constantes existant au sein de la pratique et du discours entre les dimensions sociétale, qui se construisait à partir et dans la configuration politique et sociale chilienne, et téléologique, issue de l’appartenance au monde communiste. Notre travail a rendu compte d’un PCCh contradictoire, multiple qui n’a pas été un satellite de Moscou. Au contraire, son action politique a été déterminée par un habitus démocratique, où ensemble de modes et de comportements acquis qui résultent de l’internalisation de l’ensemble des règles du système politique liées au régime démocratique, et des structures sociales objectives à travers l’expérience du Parti. À partir de la construction et de la consolidation de cet habitus démocratique ainsi que de la confrontation des principes démocratiques à la pratique du PCCh lorsqu’il gagne la Présidence de la république au sein de l’alliance de l’Unité populaire, on a observé que cet habitus démocratique a été construit et consolidé par les choix des dirigeants du Parti en époques et configurations distinctes, ce qui a déterminé que la pratique du PCCh ait été en accord avec les principes démocratiques du régime. Ainsi, créditeur d’un savoir-faire politique particulier qui l’a différencié des autres partis communistes d’Amérique latine, le PCCh a contribué à maintenir en vigueur le système des pratiques et les représentations du régime démocratique chilien et a réussi à occuper une place privilégiée au sein de l’ordre politique chilien
The Chilean Communist Party [PCCh] was a pragmatic, manipulating party that sustained the pacific way until the very last minute, which rejected the armed path as a politic option and perfectly mastered the rules of the political game. But at the same time, it has always a disciplined party, with a rigid hierarchy and loyal to the URSS. The PCCh “wasn’t a party like the others”, in the sense that he must face constant internal pressure among a social dimension and a theological dimension. This work relates to a contradictory actor in the political scene, which didn’t stand as a simple satellite of Moscow orders. In fact, their political action was determined by a democratic habitus which behavior results of a deep understanding of the rules played on the political arena, and the social structures learned through the party’s experience. The construction and further consolidation of this habitus, and the confrontation of the democratic principles when the party reached the Presidency of the Nation [as a member of the Popular Unity Alliance], showed us how these democratic habits grew inside the PCCh et how this democratic habitus was built by the successive PCCh leaders, at different times and scenarios, because the PCCh’s practices were closely aligned with the democratic principles. In that way, and holding this particular political know-how which differenced them from the rest of the Latin American communist parties, the PCCh contributed to sustain a practice-based system and the representations of the democratic Chilean regime, reaching a privileged place in the Chilean political order

La mobilisation du protestantisme électoral en Norvège fut et demeure, relativemant unique. En effet, trois "contre-cultures" se sont superposées pour donner dans certaines régions un front assez unifié au plan culturel et devenir ainsi très attirantes pour les entrepreneurs politiques (au sens d'activité principale) qui offrirent une alternative politique à l'électorat norvégien. Le Parti Chrétien du Peuple est un parti intégré dans un réseau social d'organisations anciennes et puisantes dans un milieu religieux lai͏̈c, défendant une religion alternative à celle proposée par l'Eglise d'Etat. .
The mobilisation of the electoral protestantism in Norway is, and remains, quite unique. Hence, three "counter cultures" have cross-cut to give a relatively unified cultural front and to become very attractive for the political entrepreneurs (in the sense of main activity), who offered a political alternative to the Norwegian electorate. The Christian's People Party is integrated in a social network of ancient and strong organisations, in a lay religious milieu which defends an alternative religion to the one proposed by the State-Church. .

Cette these vise a montrer la continuite ideologique existant en autriche entre le parti chretien-social de l'entre-deux-guerres et le parti populiste autrichien d'aujourd'hui. La premiere partie montre la continuite sociologique de l'electorat de ce camp politique ainsi que l'evolution des concepts relatifs a l'identite nationale autrichienne. La seconde partie traite des rapports entre le camp conservateur autrichien et les diverses formes de vie democratique; elle presente l'attitude ambigue de ce camp vis-a-vis des autres partis politiques autrichiens, tant fascistes que socialistes et communistes. La troisieme partie evoque l'adaptation de la politique economique et sociale et son evolution historique en relatant l'attitude conservatrice face a des themes tels que le droit de propriete, les nationalisations, la politique des salaires et la securite sociale. La quatrieme partie presente les aspects culturels de l'evolution de ce camp: les rapports avec l'eglise catholique, la situation de la femme, l'antisemicisme et les rapports a la culture litteraire et artistique de l'autriche. This work tries to show the ideological continuity existing between the christian-social party before the second world war and the modern austrian people's party. The first part shows the sociological continuity of the constituency in this political camp and the evolution of the concepts about austrian national identity. The second part discusses the relations of the conservative camp with the forms of democratic life; it shows its ambiguous attitude toward the political parties, as well toward the fascist one as toward the socialist and communist one. The third part shows the adaptation of the economical and social politics, the conservative attitude and historical evolution of this party in relating some ideas like the right of property, the nationalizations and the social security. The fourth part presents the cultural aspects of the evolution: the relations with the catholic church, the anti-semitism and the relations with theliterary and artistic culture in austria

Projeto de Graduação apresentado à Universidade Fernando Pessoa para obtenção do grau de Licenciada em Enfermagem
O projeto que se apresenta foi desenvolvido no âmbito da Unidade Curricular de Projeto de Graduação, inserida no 4.º ano do Curso de Licenciatura em Enfermagem da Universidade Fernando Pessoa do Porto e tem como tema: Parir em Pandemia. A gravidez é vista como um evento marcante na vida do casal, muito desejado a dois e sonhado como algo de excecional na vida do casal, mas que com o advento da pandemia provocado pelo Sars-Cov-2 se transformou num momento a sós longe do cenário idealizado. A pandemia por Sars-Cov-2 veio condicionar a liberdade às grávidas, o poder partilhar a gravidez com a familia e amigos, e com impacto negativo na vida familiar provocado pelo impedimento de acompanhantes nas consultas, ecografias e por vezes durante o trabalho de parto. O objetivo deste estudo foi compreender a experiência vivida pelas mulheres durante o parto em contexto de pandemia. As participantes foram 28 mães que experienciaram a vivência. O estudo é exploratório, descritivo, transversal e com abordagem qualitativa. Foi utilizada uma entrevista estruturada com um guião, elaborado pela autora com base nas experiências vividas durante o Ensino Clínico de Saúde Materna e na pesquisa bibliográfica. Como principais resultados pode afirmar-se que os sentimentos vivenciados pelas grávidas foram o medo, angústia, ansiedade e felicidade. Os principais receios das grávidas foram o facto de contrair a doença perto da hora do parto, ficando assim separadas do bebé e sozinhas no momento de parir. Apesar dos constrangimentos impostos pela pandemia a maneira como as instituições e os profissionais de saúde se adaptaram à nova realidade foi satisfatória para a maioria das grávidas apesar de haver diferentes critérios nas instituições quanto ao acompanhamento na gravidez e parto, sendo apontadas falhas específicas durante o acompanhamento na gravidez (consultas, ecografias) e parto. Sendo a maioria das mulheres primíparas não existem diferenças relevantes em relação a gravidezes anteriores a não ser as relacionadas com o acompanhamento.
The project that was presented was developed within the scope of the Curricular Unit of Graduation Project, inserted in the 4th year of the Degree in Nursing of the University Fernando Pessoa of Porto and has as its theme: Delivering in pandemic. Pregnancy is seen as a landmark event in the couple's life, much desired as a couple and dreamed of as something exceptional in the couple's life, but with the advent of the pandemic caused by Sars-Cov-2, it became a moment alone far from the idealized setting. The Sars-Cov-2 pandemic came to condition the freedom of pregnant women, the ability to share the pregnancy with family and friends, and with a negative impact on family life caused by the impediment of companions in consultations, ultrasounds and sometimes during labor . The objective was to study understand the experience lived by women during childbirth in the context of a pandemic. As participants were 28 mothers who experienced an experience. The study is exploratory, descriptive, transversal and with a qualitative approach. A semistructured interview with a script was elaborated, elaborated by the author based in the lived experiences and in the bibliographic research. As main results, it can be stated that the feelings experienced by the pregnant women were fear, anguish, anxiety and happiness. The main fears of the pregnant women were the fact of contracting the disease close to the time of delivery, thus being separated from the baby and alone at the time of giving birth. Despite the constraints imposed by the pandemic, the way in which institutions and health professionals adapted to the new reality was satisfactory for most pregnant women, despite different criteria in the institutions regarding monitoring during pregnancy and childbirth, with specific flaws being pointed out during monitoring. in pregnancy (consultations, ultrasounds) and childbirth. As the majority of women are primiparous, there are no relevant differences in relation to previous pregnancies other than those related to follow-up.

Résumé :

Kuruluşundan başlayarak Batılı demokrasi sistemini model alan Türkiye Cumhuriyeti’ni ileri, çağdaş ve gelişmiş medeniyetler seviyesine ulaştırmayı hedefleyen Mustafa Kemal Atatürk’ün devrim uygulamaları Kemalizm olarak adlandırılmıştır. 1923 yılından itibaren yoğunluk kazanan ve birbiri ardına yapılan devrimler; cumhuriyetçilik, laiklik, devrimcilik, milliyetçilik gibi Batı’dan esinlenen ilkelerin yanı sıra halkçılık ve devletçilik gibi daha çok Rusya’dan esintiler taşıyan ilkelerle beslenmiş ve 1937 yılında altı ilke anayasaya dahil edilerek tek parti devrinde Türkiye Cumhuriyeti’nin de temel prensipleri arasına yerleştirilmiştir. II. Dünya Savaşı’nın sonuyla birlikte 1945 yılında rejimini liberalleştirme kararı alan Türkiye’de Demokrat Parti’nin 1950 yılında serbest seçimlerle iktidara gelişi Türk demokrasi tarihinin dönüm noktalarından birisi teşkil etmektedir. Halkın oylarıyla ilk kez iktidarın değişmesiyle Cumhuriyetçilik ilkesinin en önemli unsurlarından birisi olan millî egemenlik anlayışı pekiştirilmiştir. Yeni hükûmetin iktidara gelişiyle beraber Türk Devrimi’ne farklı bir yorum getirmesi kamuoyunda tartışmaları da başlatmıştır. 1950’den itibaren başta dinsel alan olmak üzere tek parti devrinin bazı uygulamalarını esnetme girişiminde bulunan Demokrat Parti iktidarı, Cumhuriyet Halk Partisi çevreleri tarafından laiklik başta olmak üzere Kemalist ilkelerden taviz vermekle ve gerici çevreleri cesaretlendirmekle itham edilmiştir. Gençliğin tepkisini çeken Atatürk heykellerine yönelik saldırılar, Halkevleri’nin kapatılması ve tek parti devrinde Cumhuriyet Halk Partisi’nin elde ettiği mal varlığının Hazine’ye devri gibi uygulamalar muhalefetin Kemalist devrim ilkelerinin zedelendiği yargısına güçlü bir destek oluşturmuştur. Dolayısıyla 1950-1953 arasındaki dönemde partiler arası ilişkiler daha çok Türk Devrimi tartışmaları üzerinden şekillenmiştir. Bu evrede Demokrat Parti iktidarının, Millet Partisi’nin kapatılması dahil olmak üzere muhalefet partilerine karşı zaman zaman sertleşen tutumu millî egemenlik sisteminin iktidar eliyle yıpratılması olarak da algılanmıştır. Dış politikada bu devrede Kemalist dış siyaset ilkelerine bağlı kalmayı ilke edinen Demokrat Parti iktidarı her ne kadar Türkiye’nin NATO ittifakına katılmasıyla ittifaklar politikasına uygun hareket etmişse de Türk ordusunun Kore Savaşı’na birlik gönderme yönündeki kararı dış politikada çok partili devrin ilk büyük tartışmasını ortaya çıkarmıştır.

Cumhuriyet Halk Partisi Dördüncü Büyük Kurultayı 9 Mayıs 1935’te Ankara’da TBMM binasında toplanmıştır. Bu, Atatürk’ün katıldığı son kurultay olmuştur. Kurultaya 384 milletvekili ve 160 il delegesi katılmıştır. Atatürk, kurultayın açılışı vesilesiyle yapmış olduğu konuşmasında Türk Devrimi’nin genel bir değerlendirmesini yapmış, ekonomi ile uluslararası ilişkilere yönelik konulara değinmiş ve parti üyelerine yeni ödevler yüklemiştir. Atatürk’ün konuşmasını takiben çalışmalarına başlayan Dördüncü Kurultay, Nizamname ve Program Komisyonu, Dilek Komisyonu ve Hesap Komisyonu adlarıyla üç komisyon oluşturmuştur. Hesap Komisyonu, partinin hesaplarını inceleyerek hazırlamış olduğu raporu 12 Mayıs günü kurultaya sunmuştur. Nizamname ve Program Komisyonunca son şekli verilen yeni nizamname ve program taslağı da incelenmesi amacıyla aynı gün için delegelere dağıtılmıştır. Bir gün sonra Saffet Arıkan’ın başkanlığında yeniden bir araya gelen delegeler program taslağını müzakere ederek oybirliğiyle kabul etmişlerdir. Yeni program Altı Ok’la simgeleşen cumhuriyetçilik, milliyetçilik, halkçılık, devletçilik, laiklik ve inkılâpçılık ilkelerini ayrıntılı bir biçimde açıklamış ve bu ilkelerin bütününü Kemalizm olarak adlandırmıştır. Bunun yanında bu ilkelerin Türkiye Cumhuriyeti’nin de dayanakları olduğunu vurgulayarak parti-devlet özdeşliğini kurmuştur. Delegeler, 14 Mayıs günü de partinin yeni tüzüğünü onaylamışlardır. Dilek Komisyonu ise, raporunu kurultayın yedinci gününde delegelere sunmuştur. İlgili Bakanlar, raporun kendileriyle ilgili bölümleri hakkında izahatta bulunmuşlardır. Dördüncü Büyük Kurultay 16 Mayıs 1935 tarihinde CHP Genel Yönetim Kurulu üyeliklerinin oybirliğiyle belirlenmesi ve Genel Başkan Vekili İsmet İnönü’nün konuşmasıyla çalışmalarını tamamlamıştır. Parti-devlet bütünlüğünü kurarak CHP’nin siyasal dayanaklarını belirleyen ilkeleri, yeni Türk Devleti’nin izleyeceği siyasanın da temeli haline getiren 1935 Kurultayı’na yönelik haberler ve değerlendirmeler basında geniş yer bulmuştur. Akşam, Cumhuriyet, Kurun ve Ulus gazeteleri kurultay için yapılan hazırlıkları ve kurultayın çalışmasıyla ilgili gelişmeleri kurultay tarafından yayınlanan tebliğlere dayanarak ayrıntılı bir biçimde aktarmışlardır. Bunun yanında söz konusu gazetelerin köşe yazarları da parti devlet bitişikliğine yönelik değerlendirmeleriyle, devletçilik ve halkçılık prensipleri temelinde yeni program hakkındaki analizleriyle ve CHP’nin, Türk ulusunun tamamını bünyesinde toplayan tek parti niteliğine dikkatleri çeken yorumlarıyla öne çıkmışlardır.

Résumé :

Verdicts returned by modern courts of justice in the context of sovereign debt lawsuits have upheld a ratable (proportional) interpretation of so-called “pari passu” clauses in debt contracts which, literally, promise creditors they will be dealt with equitably. Such verdicts have given individual creditors the right to interfere with payments to others, in situation where the sovereign had failed to make proportional payments. Contract originalists argue that this interpretation of pari passu clauses has no historical foundation. Historically, they claim, pari passu clauses never granted individual creditors a unilateral right to block payments to other bondholders assenting to a government debt restructuring proposal. This article shows this claim is incorrect. Drawing on novel archival research, it argues that pari passu clauses find one potent historical origin in the operation of a now forgotten sovereign bankruptcy tribunal, the London stock exchange. Under the law of the stock exchange, departure from ratable payments did create a unilateral right for individual creditors to interfere with sovereign debt discharges. In fact, ratable distributions provided the touchstone for the stock exchange sanctioned sovereign debt discharge system. What is more, sophisticated contract drafters availed themselves of the logic. The result was a weaponization of pari passu clauses, and their inscription into sovereign debt covenants in the 19th century. The article concludes that the modern debate on the role of clauses in sovereign debt contracts cannot be held without thorough reconsideration of the history of sovereign bankruptcy.
