Problems and Measurement Techniques (Livorno, Italy June 19-20-21, 2018) was organized by the CNR-IBIMET in collaboration with the City of Livorno, the LEM Foundation, the FCS Foundation and the Compagnia dei Portuali di Livorno, with the patronage by Accademia Nazionale dei Lincei, Accademia dei Georgofili, The University of Florence, the Tuscany Region and the North Tyrrhenian Sea Port System Authority. The 8th International Symposium "Monitoring of Mediterranean Coastal Areas. Problems and Measurements Techniques" was organized by CNR-IBE in collaboration with FCS Foundation, and Natural History Museum of the Mediterranean and under the patronage of University of Florence, Accademia dei Geogofili, Tuscany Region and Livorno Province. It is the occasion in which scholars can illustrate and exchange their activities and innovative proposals, with common aims to promote actions to preserve coastal marine environment. Considering Symposium interdisciplinary nature, the Scientific Committee, underlining this holistic view of Nature, decided to celebrate Alexander von Humboldt; a nature scholar that proposed the organic and inorganic nature’s aspects as a single system. It represents a sign of continuity considering that in-presence Symposium could not be carried out due to the COVID-19 pandemic restrictions. Subjects are related to coastal topics: morphology; flora and fauna; energy production; management and integrated protection; geography and landscape, cultural heritage and environmental assets, legal and economic aspects.

It is a well-known fact that organized crime has developed into an international network that, spanning from the simple ‘grave diggers’ up to powerful and wealthy white-collar professionals, makes use of money laundering, fraud and forgery. This criminal chain, ultimately, damages and dissipates our cultural identity and, in some cases, even fosters terrorism or civil unrest through the illicit trafficking of cultural property.The forms of ‘possession’ of Cultural Heritage are often blurred; depending on the national legislation of reference, the ownership and trade of historical and artistic assets of value may be legitimate or not. Criminals have always exploited these ambiguities and managed to place on the Art and Antiquities market items resulting from destruction or looting of museums, monuments and archaeological areas. Thus, over the years, even the most renowned museum institutions have - more or less consciously - hosted in their showcases cultural objects of illicit origin. Looting, thefts, illicit trade, and clandestine exports are phenomena that affect especially those countries rich in historical and artistic assets. That includes Italy, which has seen its cultural heritage plundered over the centuries ending up in public and private collections worldwide.This edited volume features ten papers authored by international experts and professionals actively involved in Cultural Heritage protection. Drawing from the experience of the Conference Stolen Heritage (Venice, December 2019), held in the framework of the NETCHER project, the book focuses on illicit trafficking in Cultural Property under a multidisciplinary perspective.The articles look at this serious issue and at connected crimes delving into a variety of fields. The essays especially expand on European legislation regulating import, export, trade and restitution of cultural objects; conflict antiquities and cultural heritage at risk in the Near and Middle East; looting activities and illicit excavations in Italy; the use of technologies to counter looting practices.The volume closes with two papers specifically dedicated to the thorny ethical issues arising from the publication of unprovenanced archaeological objects, and the relevance of accurate communication and openness about such topics.

This book reviews the rapid rise of crime and violence in Latin America over the last few decades and offers an explanation to a striking paradox: In the midst of decreasing poverty, economic growth, and democratization crime has risen throughout the region. Drawing from large data sets, I argue that this is because crime has become a profitable industry in weak states with outdated criminal justice systems unable to withstand the challenge posed by new criminal enterprises. Prosperity has enhanced consumer demand for illicit goods, fueling the growth of secondary and illegal markets, including markets for stolen goods and narcotics that can provide an income for millions of youngsters willing to take the risk of arrest and loss of life. While some countries have experienced moderate increases in criminality others have experienced catastrophic rates of violence, resulting in two types of stable equilibria: Low- and high-crime countries. I explain why different equilibria, between the profit opportunities provided by criminality and a weak criminal justice system, have triggered a rapid upward spiral of crime and a sharp increase in the intensity of violence in some states but a moderate upward trend in others, and why certain countries have transitioned from low- to high-crime environments with vicious cycles of high criminality that are very difficult to reverse. The resulting severe, undesired outcomes are studied in this book: serious predatory crime diversification, consolidation of organized crime, ineffective justice reforms, weak policing, and overcrowded prisons.

This chapter discusses the applicability of theories of criminology in explaining the current crime wave in the region, by testing common assumptions of causes of criminality against social, economic, and political data. It is organized around covariates of crime such as labor markets, family structures, income inequality, guns, and drugs, and their correlations with different levels of crime between countries over the last decades. Based on an especially collected data set, this chapter shows that there is only very weak evidence to support the claims that poverty, inequality, and lack of development explain rising crime in the region. The need to transcend these assertions and focus on the mechanisms that produce the erosion of norms, the lack of social mobility, and the institutional weaknesses when opportunities for illegal profits arise is stressed.

This chapter focuses on the limited success of the police in improving public safety in most countries of the region, showing that in most countries law enforcement agencies have been unable to lead effective anti-crime programs. Police structures and crime-fighting strategies are surveyed, and it is argued that police forces generally reacted slowly and erratically against rising crime, that they did not develop strong information systems to fight organized crime, and that they have lacked the support of citizens due to the past repression and corruption. Using arrest, survey, and administrative data this text underscores two variables that correlate with rising criminality: a) the failure to incorporate modern, large-scale policing techniques, particularly those that make use of information and intelligence, and b) the failure of police to adjust to new standards after transitions to democracies, undermining bonds of trust between police and citizens.
