Objective: To evaluate dosimetric consequences of inter-fraction setup variation and anatomical changes in patients receiving multifield optimised (MFO) intensity modulated proton therapy for post-operative oropharyngeal (OPC) and oral cavity (OCC) cancers. Methods: Six patients receiving MFO for post-operative OPC and OCC were evaluated. Plans were robustly optimised to clinical target volumes (CTVs) using 3 mm setup and 3.5% range uncertainty. Weekly online cone beam CT (CBCT) were performed. Planning CT was deformed to the CBCT to create virtual CTs (vCTs) on which the planned dose was recalculated. vCT plan robustness was evaluated using a setup uncertainty of 1.5 mm and range uncertainty of 3.5%. Target coverage, D95%, and hotspots, D0.03cc, were evaluated for each uncertainty along with the vCT-calculated nominal plan. Mean dose to organs at risk (OARs) for the vCT-calculated nominal plan and relative % change in weight from baseline were evaluated. Results: Robustly optimised plans in post-operative OPC and OCC patients are robust against inter-fraction setup variations and range uncertainty. D0.03cc in the vCT-calculated nominal plans were clinically acceptable across all plans. Across all patients D95% in the vCT-calculated nominal treatment plan was at least 100% of the prescribed dose. No patients lost ≥10% weight from baseline. Mean dose to the OARs and max dose to the spinal cord remained within tolerance. Conclusion: MFO plans in post-operative OPC and OCC patients are robust to inter-fraction uncertainties in setup and range when evaluated over multiple CT scans without compromising OAR mean dose. Advances in knowledge: This is the first paper to evaluate inter-fraction MFO plan robustness in post-operative head and neck treatment.

e561 Background: pPRT increases local control, biochemical progression free survival, and even overall survival in patients with adverse features undergoing prostatectomy. The Radiation Therapy Oncology Group (RTOG) consensus definition of the clinical target volume (CTV) in 2010 was based on patterns of failure and anatomy without consideration of pre-operative imaging. This results in large volumes of bladder in the treatment field. Our study evaluates whether incorporation of pre-operative prostate volume can reduce the post-operative CTV and minimize dose to adjacent normal tissue. Methods: We reviewed records of all patients with available pre-operative pelvic CT scans treated at our institution with pPRT. The pre-operative CT scan was fused to the simulation CT. Post-operative CTV (CTV1) was delineated based on RTOG guidelines. A separate CTV (CTV2) was constructed, based on the intact prostate and proximal seminal vesicles. Plans were constructed for each CTV and doses to rectum, bladder, and penile bulb calculated, as well as concordance between the two CTVs and planning target volumes (PTVs). Paired student’s t-test was used to calculate difference between doses in the two different plans. Results: 10 patients’ plans were analyzed. Dosimetric parameters are shown in table 1. Volume of the bladder receiving 65 Gy or higher (V65) was significantly higher in CTV1. As would be expected, there were no significant differences in dose to either the rectum or penile bulb. Additionally, there was on average only 39% overlap between the CTVs and 60% between the PTVs in the two plans. Conclusions: Utilization of the pre-operative pelvic CT scan can aid in more accurate delineation of the CTV/PTV in prostate bed radiation therapy and decrease the bladder dose. As many patients at risk for pPRT have had this imaging performed preoperatively, in accordance with guidelines, incorporation of this data appears prudent. These findings need to be validated in a larger cohort. [Table: see text]

Abstract Background Nearly all meningiomas express somatostatin receptor 1/2 (SSTR1/SSTR2); therefore, SSTR ligands such as 68Ga-DOTATATE can be utilized for meningioma radiotherapy treatment planning. Incorporation of 68Ga-DOTATATE PET assists with target delineation and may reduce the dose to organs-at-risk (OARs). We hypothesize that 68Ga-DOTATATE PET-based treatment plans will reduce dose to OARs when compared to MRI-based plans. METHODS All treatment plans were rendered on computed tomography (CT) planning datasets, using RapidArc and 6MV photon energy. Two arcs were positioned on the coplanar axis with alternated collimator settings of 0 and 90 degrees to promote MLC sparing with a third unique vertex arc chosen independently to spare normal brain tissue and associated organs at risk (OAR). For MRI structures, a 1 cm expansion from the gross tumor volume (GTV) created a clinical treatment volume (CTV)60. A 2 cm expansion created a CTV54. For PET structures, a 1 cm expansion from the GTV created a CTV60. A 3 mm isotropic expansion created planning treatment volumes (PTVs). Plans were optimized such that Dmax to brainstem remained limited to 60Gy or less and Dmax to optic structures was limited to 54Gy or less. RESULTS 18 meningioma patients were included (9 post-operative, 9 intact). The mean PTV volume using MRI was 258 ccs (306 ccs for post-operative, 210 ccs for intact), and the mean PTV volume using PET was 60 ccs (97 ccs for post-operative, 91 ccs for intact). The mean radiation dose to both optic nerves, the optic chiasm, both hippocampi, and the brainstem was reduced favoring PET-based treatment plans for both post-operative and intact patients. CONCLUSION Our study shows that incorporation of 68Ga-DOTATATE PET can reduce dose to OARs for post-operative and intact patients, and this difference may translate to reduced toxicity. 68Ga-DOTATATE PET guided radiation treatments are worthy of future prospective investigation.

Study Design Review of current literature and authors experience. Objective Pre-operative planning is an integral part of complex spine surgery. With the advent of computer-assisted planning, multiple surgical plans can be evaluated utilizing alignment parameters, and the best plan for individual patients selected. However, the ability to evaluate and measure surgical correction goals intraoperatively are still limited. The use of patient-specific UNiD rods, created based on pre-operative plans, provided an initial tool for implementation of pre-operative plans in the operative setting. Methods A literature review for the use of patient-specific UNiD rods in thoracolumbar spine complex surgery was performed. The articles were selected and reviewed for the initial experience/outcomes of these techniques. Further, the initial experience of the authors at The University of Colorado is described. Results The use of UNiD patient-specific rods, in combination with pre-operative planning has been shown to provide a higher rate of patients with spinopelvic alignment parameters within currently accepted ranges. This includes improvement of sagittal vertical axis (SVA) < 50 mm and pelvic incidence (PI)–lumbar lordosis (LL) = ± 10°. Multiple authors have shown improvement in pelvic tilt to age adjusted values but note continued difficulties in obtaining correction goals. Conclusions The use of pre-operative planning software and UNiD patient-specific rods has been shown to improve surgeon’s ability to achieve spinopelvic alignment parameters, specifically SVA and PI-LL, along with other possible benefits. Further research is needed regarding long-term value of the technology.

In our study we present the establishment and operation of the Co-operative, its main characteristics, and future plans. In our empirical research we sought the answers to our questions using organizational documents, interviews and a focus group.

This work presents the results of the theoretical-methodological elaboration of the model by virtue of which the generating units are included in the models for calculation of reliability and availability of the electric power system in the operative plans of its operation. The operation, that is, the operative features of these generating units, and therewith also their reliability and availability, are influenced by the state of the environment, mostly by adverse weather conditions. The generating units model with environmental conditions included also introduces into the calculation of indicators of the electric power system reliability and availability, along with the time dependence, the dependence on the environmental conditions which the unit is exposed to during duration of the period of such conditions.

Abstract Background Post-operative stereotactic radiosurgery (SRS) of patients with brain metastases with single resection cavities is typically planned on a post-recovery MRI, 4-6 weeks after resection. However, meanwhile the intracranial metastasis may (re-)grow, and postponing adjuvant systemic treatment increases chance on extracranial progression as well. Anticipating direct post-operative SRS to minimize this interval would enable rapid start of systemic therapy. In this study, we considered treatment with MRI-Linac (MRL) SRS, because of the possibility to execute the post-operative MRI and SRS treatment combined on the MRL instead of on two separate systems, improving logistics and increasing patient comfort. However, it is unclear whether MRL-based SRS may be feasible from a dosimetric perspective. This study aims to shed light on the dosimetric feasibility of MRL-based SRS. METHODS We simulated MRL treatments including thirteen patients with resectable single brain metastases treated with single fraction CT-Linac (CTL) SRS. We therefore contoured direct post-operative gross tumor volumes (GTV) and compared them to post-recovery MRI GTV. Next, we compared a non-coplanar VMAT technique for CTL (ncVMAT) to a coplanar IMRT technique for MRL (cIMRT), creating three plans per patient: a ncVMAT plan and a cIMRT plan for the direct post-operative GTV, and a post-recovery ncVMAT plan as current clinical standard. RESULTSCompared to GTVs defined on direct post-operative MRI, on post-recovery MRI 15.5% of cavities shrunk by &gt; 2cc, and 46% expanded by &gt; 2cc. Although direct post-operative ncVMAT plans had lower median gradient index and higher median V3Gy of the skin, they were clinically acceptable according to clinical guidelines. CONCLUSION Although slightly inferior to non-coplanar CTL plans, direct post-operative MRL-based SRS for resection cavities of brain metastases is dosimetrically acceptable, at the trade-off between increased patient comfort and logistics. Additionally, MRL-based SRS enables substantially earlier start with adjuvant systemic therapies, thereby maximizing tumor control.

Résumé :
A method allowing a systematic generation of assembly plans for mechanical products is presented. It involves a product modelling that includes non-assembly relevant features like labelling, checking, etc. Assembly plans are represented by assembly trees and are produced through interactive software written in PROLOG. An analysis of assembly constraints is also presented with a distinction between operative constraints dealing with the feasibility of the operations involved in the different assembly plans and the strategic constraints dealing with the global structure of the plans. An automatic transformation of the resulting assembly plans into one or several precedence graphs is given as well as a generalization of the classic precedence graphs in precedence hypergraphs able to represent disjunctive precedence conditions.

Dairy co-operatives are found everywhere in both developed and developing countries. In developing countries, it is one of the income sources of their rural economy whereas in developed countries it takes as a sustainable business. These countries face different types of problems. Developing countries focus on increase in production volume of milk and milk product, and developed countries do on enhancement of milk product, brand, and merger of dairy co-operatives. Dairy cooperatives have been getting various opportunities as well as facing different challenges. They are going to formulate different types of strategic planning to cope with these challenges and to get success. Strategic plans of dairy cooperatives in developing countries are, generally to increase production volume of buffalo milk, bring about the internal improvement in cooperative societies, reduce cost of production, provide quality service to consumer through skill, trained and educated manpower, and e-commerce. Strategic plan of developed countries is quite different from that of developing countries. Their strategic plans are to merge different dairy cooperative societies / institutions into a dairy cooperative, and compete in the global market with quality of products. Both sides of the debate have strong reasons for disliking section 10. After a brief discussion of HCPs and their history in Part II, this Comment will evaluate the best arguments from both landowners and preservationists in Parts III and V. Parts IV and VI will discuss case history supporting both sides. Part VII will then discuss the philosophy of eco-pragmatism and recommend that resourcists and landowners should adopt some of its principles regarding adaptive management and HCPs. Within this Section, the Author will argue that the advantages to pragmatism in constitutional law that Daniel Farber submitted in 1988 are perfectly suited to the conflicts presented by modern HCPs, and it is essential for landowners to understand this. Further, the ESA must be revised to make HCPs less complicated and more cost-effective for landowners, so that it will be reasonable for them to develop operative plans. HCPs are really the only viable option we have for addressing the needs of vastly different competing interests. These tools for conservation must be embraced and strengthened, so they can successfully and efficiently preserve species.

As electricity production from renewable sources increases, higher flexibility is required by fossil fuel generation to cope with the inherent fluctuations of solar and wind power. This results in shorter operating cycles and steeper ramps for the turbines, and more uncertainty for the operators. This thesis work applies mathematical optimization and statistical learning to improve the economic dispatch of a combined cycle power plant composed by two separate blocks of two gas turbines and one steam turbine. The goal is to minimize the input fuel to the gas turbines while respecting a series of constraints related to the demand the plant faces, power generation limits etc. This is achieved through the creation of a mathematical model of the plant that regulates how the plant can operate. The model is then optimized to reduce fuel consumption at a minimum. Machine learning techniques have been applied to sensor data from the plant itself to realistically simulate the behavior of the turbines. Input-Output curves have been obtained for power and exhaust heat generation of all the turbines using ordinary least squares on monthly data with a ten minutes sampling rate. The model is cross-validated and proven statistically valid. The optimization problem is formulated through generalized disjunctive programming in the form of a mixed-integer linear problem (MILP) and solved using a branch-and-bound algorithm. The output of the model is a one-week dispatch, in fifteen minutes intervals, carried out for two months in total. Lower fuel consumption is achieved using the optimization model, with a weekly reduction of fuel consumed in the range of 2-4%. A sensitivity analysis and a correlation matrix are used to highlights the demand and the maximum available capacity as critical parameters. Results show that the most efficient machines (alternatively, the ones with highest available capacity) should be operated at maximum load while still striving for an efficient utilization of the exhaust gas.
När elproduktionen från förnybara källor ökar krävs högre flexibilitet av fossil bränsleproduktion för att hantera fluktuationerna från sol- och vindkraft. Detta resulterar i kortare driftscykler och brantare ramper för turbinerna och mer osäkerhet för operatörerna. Detta avhandlingsarbete tillämpar matematisk optimering och statistisk inlärning för att förbättra det ekonomiska utnyttjandet av en kombicykel i ett kraftverk som består av två separata block med två gasturbiner och en ångturbin. Målet är att minimera bränsleförbrukningen hos gasturbinerna samtidigt som man tar hänsyn till en serie av villkor relaterade till efterfrågan som anläggningen står inför, kraftproduktionsbegränsningar etc. Detta uppnås genom skapandet av en matematisk modell för anläggningen som reglerar hur anläggningen kan fungera. Modellen är sedan optimerad för minsta möjliga bränsleförbrukning. Maskinteknik har använts på sensor data från själva anläggningen för att realistiskt simulera turbinernas beteende. In och utdata kurvor har erhållits för kraftproduktion och avgasvärmeproduktion med hjälp av ordinary least squares (OLS) med månads data och med en tio minuters samplingshastighet. Modellen är korsvaliderad och bevisad statistiskt giltig. Optimeringsproblemet formuleras genom en generaliserad disjunktiv programmering i form av ett mixed-integer linear problem (MILP) och löses med hjälp av en Branch-and-Bound algoritm. Resultatet från modellen är en veckas värden, med femton minuters intervall, totalt i två månader. Lägre bränsleförbrukning uppnås med hjälp av optimeringsmodellen, med en vecka minskad bränsleförbrukning i intervallet 2-4%. En känslighetsanalys och en korrelationsmatris används för att visa efterfrågan och den maximala tillgängliga kapaciteten som kritiska parametrar. Resultaten visar att de mest effektiva maskinerna (alternativt de med högsta tillgängliga kapacitet) bör drivas med maximal belastning medan de fortfarande strävar efter ett effektivt utnyttjande av avgaserna.

This work considers the value of flexible power provision from natural gas-fired combined cycle (NGCC) power plants operating post-combustion carbon dioxide (CO2) capture in low carbon electricity markets. Specifically, the work assesses the value of the flexibility gained by varying CO2 capture levels, thus the specific energy penalty of capture and the resultant power plant net electricity export. The potential value of this flexible operation is quantified under different electricity market scenarios, given the corresponding variations in electricity export and CO2 emissions. A quantified assessment of natural gas-fired power plant integrated with amine-based post-combustion capture and compression is attempted through the development of an Aspen Plus simulation. To enable evaluation of flexible operation, the simulation was developed with the facility to model off-design behaviour in the steam cycle, amine capture unit and CO2 compression train. The simulation is ultimately used to determine relationships between CO2 capture level and the total specific electricity output penalty (EOP) of capture for different plant configurations. Based on this relationship, a novel methodology for maximising net plant income by optimising the operating capture level is proposed and evaluated. This methodology provides an optimisation approach for power plant operators given electricity market stimuli, namely electricity prices, fuel prices, and carbon reduction incentives. The techno-economic implications of capture level optimisation are considered in three different low carbon electricity market case studies; 1) a CO2 price operating in parallel to wholesale electricity selling prices, 2) a proportional subsidy for low carbon electricity considered to be the fraction of plant electrical output equal to the capture level, and 3) a subsidy for low carbon electricity based upon a counterfactual for net plant CO2 emissions (similar to typical approaches for implementing an Emissions Performance Standard). The incentives for variable capture levels are assessed in each market study, with the value of optimum capture level operation quantified for both plant operators and to the wider electricity market. All market case studies indicate that variable capture is likely to increase plant revenue throughout the range of market prices considered. Different market approaches, however, lead to different valuation of flexible power provision and therefore different operating outcomes.

In modern days electric power systems, the penetration of renewable resources and the introduction of free market principles have led to new challenges facing the power producers and regulators. Renewable production is intermittent which leads to fluctuations in the grid and requires more control for regulators, and the free market principle raises the challenge for power plant producers to operate their plants in the most profitable way given the fluctuating prices. Those problems are addressed in the literature as the Economic Dispatch, and they have been discussed from both regulator and producer view points. Combined Cycle Power plants have the privileges of being dispatchable very fast and with low cost which put them as a primary solution to power disturbance in grid, this fast dispatch-ability also allows them to exploit price changes very efficiently to maximize their profit, and this sheds the light on the importance of prices forecasting as an input for the profit optimization of power plants. In this project, an integrated solution is introduced to optimize the dispatch of combined cycle power plants that are bidding for electricity markets, the solution is composed of two models, the forecasting model and the optimization model. The forecasting model is flexible enough to forecast electricity and fuel prices for different markets and with different forecasting horizons. Machine learning algorithms were used to build and validate the model, and data from different countries were used to test the model. The optimization model incorporates the forecasting model outputs as inputs parameters, and uses other parameters and constraints from the operating conditions of the power plant as well as the market in which the plant is selling. The power plant in this mode is assumed to satisfy different demands, each of these demands have corresponding electricity price and cost of energy not served. The model decides which units to be dispatched at each time stamp to give out the maximum profit given all these constraints, it also decides whether to satisfy all the demands or not producing part of each of them.

At each interval the data is updated and the model is veried, making the necessary modications to the power curve in case of variations with respect to the forecasting maked in a previous time. The application interacts with a SCADA system using a database.

State security archives in Eastern Europe are shedding new light on the operative practices of the secret services and their interaction with performance art. Surveillance, tracking, undermining, disruption, writing of reports, and measure plans were different operative methods to be carried out in continuous repetitive processes. This paper argues that, through these repetitive working processes, state security agencies were permanently engaged in different forms of reenactments: of orders, legends, report writing, and inventing measure plans. With this operative reenactment, state security agencies not only tried to track down facts but also created ‘fake facts’ serving their agenda. These `fake-facts` were then again repeated and reenacted by informants endlessly to be `effective` in the surveillance and elimination of performance art.

AbstractMaintaining modern production machinery requires a significant amount of time and money. Still, plants suffer from expensive production stops and downtime due to faults within individual components. Often, plants are too complex and generate too much data to make manual analysis and diagnosis feasible. Instead, faults often occur unnoticed, resulting in a production stop. It is then the task of highly-skilled engineers to recognise and analyse symptoms and devise a diagnosis. Modern algorithms are more effective and help to detect and isolate faults faster and more precise, thus leading to increased plant availability and lower operating costs.In this paper we attempt to solve some of the described challenges. We describe a concept for an automated framework for hybrid cyberphysical production systems performing two distinct tasks: 1) fault diagnosis and 2) reconfiguration. For diagnosis, the inputs are connection and behaviour models of the components contained within the system and a model describing their causal dependencies. From this information the framework is able to automatically derive a diagnosis provided a set of known symptoms. Taking the output of the diagnosis as a foundation, the reconfiguration part generates a new configuration, which, if applicable, automatically recovers the plant from its faulty state and resumes production. The described concept is based on predicate logic, specifically Satisfiability-Modulo-Theory. The input models are transformed into logical predicates. These predicates are the input to an implementation of Reiter’s diagnosis algorithm, which identifies the minimum-cardinality diagnosis. Taking this diagnosis, a reconfiguration algorithm determines a possible, alternative control, if existing. Therefore the current system structure described by the connection and component models is analysed and alternative production plans are searched. If such an alternative plan exists, it is transmitted to the control of the system. Otherwise, an error that the system is not reconfigurable is returned.

The Chilean company ENAP has a complex refining system in Conco´n, with important equipments like the furnace B-1201, belonging to the Hydrocracking Plant, and responsible for the partial conversion of vacuum gasoil into lighter products. This equipment works in a temperatures range between 300 and 400°C. During this process, the equipment is exposed to factors causing the decreased in its operative life and catastrophic failures. These results are reported as a decrease in equipment efficiency and significant financial loss. Energy costs represent 80% of operating costs. This paper presents an analysis of risk for furnace B-1201 in the superior limit of design for this equipment, to verify its current load behavior and the possibility of increasing its efficiency by 20% over the security level. Additionally there is the application of a new inspection system. The study applied is based on the RBI methodology, according to the API-580 and API-581, and was used the simulation software HTRI® as a support tool to obtain the maximum temperature of the furnace tube metal B-1201. Results are reported as comparative data analysis of probability of failure in the short and long term, risk matrix, and proposed plans for the various cases in study.

As of February 2010, the NRC has renewed the operating licenses for 59 nuclear units, which will allow for up to 60 years of safe nuclear plant operation. In addition, the NRC has license renewal applications under review for 19 units and nuclear plant owners of more than 18 units have announced plans to submit license renewal applications over the next few years. This brings the total of renewed licenses and announced plans for license renewal to over 90% of the 104 currently operating nuclear units in the U.S. This paper presents some of the factors that have made the U.S. license renewal process so successful and how these same factors will be important for the second round of license renewal, which is expected to begin in the mid-2010’s. These long term operation factors include (1) the successful regulatory process and on-going continuous improvement of that process, (2) long-term safe plant operation, (3) stable low-cost generation of electricity, (4) high levels of sustained plant reliability, and (5) strong public opinion favorable to nuclear power plants.

As of February 2014, the NRC has renewed the operating licenses for 73 nuclear units, allowing for up to 60 years of safe operation. In addition, the NRC has license renewal applications under review for 18 units and 9 additional units have announced plans to submit applications over the next few years [1]. This brings the total of renewed licenses and plans for renewal to 100% of the operating nuclear units in the U.S. By the end of 2014, there will be 38 nuclear plants that will have operated for more than 40 years and will be eligible to seek a subsequent license renewal (or almost 40% of the nuclear units expected to be operating at the end of 2014). In 2013, nuclear plant owners of 5 units shutdown operation or announced plans to shutdown by the end of 2014. However, most of the remaining operating plant owners are keeping the option open for long term operation beyond 60 years. NRC and the U.S. nuclear industry have made significant progress in preparing the way for subsequent license renewal applications. This paper presents the status of the U.S. license renewal process and issues being addressed for possible applications for subsequent renewals for up to 80 years of operation.

This brings the total of renewed licenses and announced plans for license renewal to over 96% of the 104 currently operating nuclear units in the U.S. This paper presents the status of the U.S. license renewal process and the U.S. efforts associated with the option of seeking a second license renewal for up to 80 years of safe nuclear plant operation. Currently there are 9 operating nuclear plants that are eligible to seek a second license renewal. It is likely that applications for a second renewal will be submitted to the NRC within the next few years. The factors that contributed to the positive and the negative trends for both the first license renewals for 60 years and the second renewals for 80 years of safe operation are presented and discussed.

The Tokai Vitrification Facility (TVF) is the only operating vitrification plant in Japan, constructed and operated by JAEA, to vitrify concentrated high radioactive liquid waste (HALW) in the Tokai Reprocessing Plant (TRP). JAEA started TVF hot operation in 1995 and produced 218 canisters as of March, 2006. An existing melter is the second melter, which was installed from 2002 to 2004 in place of the first melter stopped its operation by damage of a main electrode. JAEA has estimated that the damage was caused by accumulation of noble metal. Therefore, melter bottom structure was improved to get better drain ability of glass containing noble metal. Completing the melter replacement, vitrification operation was restarted in October 2004 and produced 88 canisters successfully until the end of March 2006. Through these experiences, JAEA made basic strategy to achieve stable TVF operation: keeping stable operation of the existing melter preventing adverse effect by noble metal accumulation and developing a new advanced melter with long lifetime preparing for future exchange as the third melter. Based on the basic strategy, JAEA made a decade development plan of necessary key technologies and has started the development since 2005.

Nuclear plant designs develop specifications that assure design integrity from construction into operations throughout plant life. With the certified design at startup, all plants should have (1) scheduled operations monitoring and maintenance plans; (2) developed by qualified engineers; and (3) based on engineering due diligence, equivalent to airline certified operations plans. Although existing rules apply requirements, tort laws have always required operating plans for products.

Decommissioning a nuclear power plant is a complex project. The project involves the coordination of several different departments and the management of changing plant conditions, programs, and regulations. As certain project Milestones are met, the evolution of such plant programs and regulations can help optimize project execution and cost. This paper will provide information about these Milestones and the plant departments and programs that change throughout a decommissioning project. The initial challenge in the decommissioning of a nuclear plant is the development of a definitive plan for such a complex project. EPRI has published several reports related to decommissioning planning. These earlier reports provided general guidance in formulating a Decommissioning Plan. This Change Management paper will draw from the experience gained in the last decade in decommissioning of nuclear plants. The paper discusses decommissioning in terms of a sequence of major Milestones. The plant programs, associated plans and actions, and staffing are discussed based upon experiences from the following power reactor facilities: Maine Yankee Atomic Power Plant, Yankee Nuclear Power Station, and the Haddam Neck Plant. Significant lessons learned from other sites are also discussed as appropriate. Planning is a crucial ingredient of successful decommissioning projects. The development of a definitive Decommissioning Plan can result in considerable project savings. The decommissioning plants in the U.S. have planned and executed their projects using different strategies based on their unique plant circumstances. However, experience has shown that similar project milestones and actions applied through all of these projects. This allows each plant to learn from the experiences of the preceding projects. As the plant transitions from an operating plant through decommissioning, the reduction and termination of defunct programs and regulations can help optimize all facets of decommissioning. This information, learned through trial in previous plants, can be incorporated into the decommissioning plan of future projects so that the benefits of optimization can be realized from the beginning of the projects. This process of the collection of information and lessons learned from plant experiences is an important function of the EPRI Decommissioning Program.

Optimization of operation and performance of the groundwater treatment system regarding perchlorate removal at Longhorn Army Ammunition Plant (LHAAP) is dependent on specific conditions within the reactor and the larger groundwater treatment process. This study evaluated the microbial community compositions within the plant during periods of adequate perchlorate degradation, sub-adequate perchlorate degradation, and non-operating conditions. Factors affecting the performance of the LHAAP ground water treatment system (GWTS) perchlorate de-grading fluidized bed reactor (FBR) are identified and discussed. Isolation of the FBR from naturally occurring microbial populations in the groundwater was the most significant factor reducing system effectiveness. The microbial population within the FBR is highly susceptible to system upsets, which leads to declining diversity within the reactor. As designed, the system operates for extended periods without the desired perchlorate removal without intervention such as a seed inoculant. A range of modifications and the operation of the system are identified to increase the effectiveness of perchlorate removal at LHAAP.
