A review of: Hernon, P., & McClure, C. (1986). Unobtrusive reference testing: The 55 percent rule. Library Journal, 111(7), 37-41. Objective – To determine the number of government documents reference questions that are answered correctly by professional library staff. Design – The authors utilized unobtrusive reference testing: reference queries posed to library personnel who were unaware they were being evaluated. As opposed to other designs that require the researcher’s presence in the setting, unobtrusive testing utilizes proxies to administer test questions to the subjects, reducing the possibility of reporter bias. Setting – Twenty-six public and academic libraries participating in the U.S. Government Printing Office Depository Program located in the Western, Southern, and Midwestern United States. The Federal Depository Program consisted of 1400 libraries at the time of the study. One public and one academic library were chosen for each city. Subjects – Reference and government documents librarians. These two staff types were selected in order to compare the accuracy of each group’s responses to the queries. Methods – A set of 15 predetermined factual and bibliographic questions were developed by the authors and administered to library staff respondents by proxies. Government documents were selected as the foundation for the test questions. In selecting federal depository libraries for their sample the authors could ensure all queries may hypothetically be answered using U.S. Government Printing Office documents, as all of the libraries would hold the resources in question. Graduate students enrolled in the University of Arizona and University of Oklahoma library science programs were trained by the authors to serve as proxies. The proxies posed as library users and administered the set of queries at each selected library. Reference librarians and government documents librarians were tested separately, receiving seven and eight questions respectively at each library visited. Over a four-month period a total of 390 questions were posed and their answers recorded. Main Results – The respondents correctly answered 241 of 390 queries (62 percent). Government documents librarians accurately answered 65 percent of questions, while reference librarians successfully responded to 59 percent. Hernon and McClure derived the “55 percent rule” for reference accuracy from these results and previous unobtrusive studies conducted by both the authors and other researchers. This body of research estimates the rate of accurate answers of factual and bibliographic questions to be between 50 and 62 percent. Data regarding the “interview and search process” (I&S), defined as the activities between the time a query was posed and when a resolution was provided, also yielded intriguing findings. Regardless of the question asked, the average I&S duration was three to five minutes. Two-thirds of the accurate answers were supplied within three minutes, and 89 percent within five minutes of the initiation of I&S. The duration of I&S did not vary significantly by library type or librarian type. Reasons for the provision of inaccurate answers included providing the wrong data (64 percent of instances), responding with “don’t know” and ending the interaction (20 percent), or claiming the library did not own a source that would answer the query (15 percent). Other findings included the fact that respondents infrequently offered referrals, which took place in 17 percent of all interactions, and that the three geographic regions studied had an even distribution of correct answers. Conclusions - Based on their research results as well as those of similar unobtrusive studies, the authors propose two rules regarding reference assistance that apply to public and academic libraries. First, reference librarians correctly answer approximately 55 percent of factual and bibliographic queries received (the 55 percent reference rule). Second, librarians spend no more than five minutes on most factual and bibliographic questions (the five-minute answer rule). Ultimately, Hernon and McClure recommend reevaluating the centrality of reference services to library operations. If trained professionals are unable to answer more than 60 percent of factual questions correctly, should reference services continue to receive such considerable staffing and funding? Or, alternatively, should libraries increase efforts to improve the accuracy of answers? The authors close by challenging the profession to address the need for strategic assessment of reference effectiveness.

The 1995 Oklahoma City bombing, the deadliest terrorist attack in the United States prior to September 11th, 2001, provides valuable insights into many of the key homeland security challenges faced by a diverse Republic like the United States. These tactical, operational, and strategic-level challenges include but are not limited to: communication; operations and logistics; victim and family support; public perception, media, and information dissemination; the tensions between liberty and security in law and policymaking; and the relationship between the executive and legislative branches and their roles and tendencies during and after a national security crisis. Although the aftermath was marked by resilience in the face of great tragedy and some noteworthy successes, this article analyzes the effectiveness of the tiered, progressive emergency response, particularly highlighting shortcomings, broader implications, and impacts for the U.S. and other republics in their approach to dealing with terrorism and homeland security incidents moving forward.

Abstract: Black Americans settled in Oklahoma beginning in the 1830s; the first Black settlers were often people enslaved by Native nations. Despite the long-time Black presence in Oklahoma and the establishment of All-Black towns and thriving middle-class communities in Oklahoma City and Tulsa, Ralph Ellison is the only Black writer publishing before 1940 who is commonly associated with the state. Yet Ellison’s science teacher and writing mentor, Josie Craig Berry, was a literary and journalistic powerhouse in Oklahoma City beginning in 1918. Berry published poetry, reported on cultural events, and wrote a weekly literary column for Oklahoma City’s Black Dispatch newspaper from 1937 to 1939. This essay presents Berry as an accomplished poet, a literary critic, a community-based journalist, a public intellectual, and a woman whose contributions to Black literature and Oklahoma literature are immeasurable. Berry’s writings as examined in this essay also make evident the need for further research and academic publications on Black Oklahoma writers.

Abstract The University of Oklahoma is a public university system comprised of a main campus in Norman, Oklahoma, a health sciences campus in Oklahoma City, a campus in Tulsa, Oklahoma, as well as robust online education programming. The University of Oklahoma GSA Student Chapter launched in late 2022 and is open to student membership from all campuses within the University of Oklahoma system. Student membership recruitment is facilitated by a team of inter-professional faculty whom seek to engage any learner on any campus with an interested in gerontology in its broadest sense. The University of Oklahoma GSA Student Chapter utilizes an umbrella and sub-committee structure to maintain governance. This structure is a result of inter-disciplinary collaboration across campuses, colleges, and among faculty and is replicable in university settings with multiple campuses and diverse sets of learners.

The Leader of an organization is expected to have leadership qualities, which showed his skills in leading organizations. A leader in the library requires synergy between skills in library management and leadership in general in order to create a good working atmosphere and to encourage the library staff in providing the best services to the patron community. Tenteram City Public library since year of 2018 has never experienced a change of its leader. Research using qualitative approach aimed to identify the leadership of Tenteram City public library leader in developing human resources and library services. Data of this study is gathered through observation and interviews. It is found that the head of the library serves as a role model in imbedding working discipline, he never involved the staff in decision making, the fear of making mistake is the working atmosphere created in the library. The Research found that the head of Tenteram City public library adopts autocratic leadership.

In recent years, researchers have begun to adopt a perspective evaluating “winners and losers” regarding the consumption and value of ecosystem services. “Winners” tend to benefit from the ecosystem service and “losers” absorb most associated costs. Our study focuses on water use in Oklahoma (USA) and a plan to divert water from the Kiamichi River in southeastern Oklahoma for consumption at residences in the Oklahoma City metropolitan area. Our study is, in part, a follow-up from an initial 2013 survey of Oklahoma City residents and residents of the Kiamichi. For this paper, a survey was distributed within the state of Oklahoma to evaluate changes to ecosystem service willingness to pay and valuation. This survey also included an experimental element assessing if exposure to additional information about ecosystem services influenced respondents on ecosystem service valuation, or willingness to pay. Our results generally aligned with those found in the 2013 survey. Oklahoma City residents are not aware of where their water is coming from and are not willing to pay to protect ecosystem services, despite an overall increase in activism. Our results indicate that a smaller number of significant factors determining willingness to pay for ecosystem service maintenance were identified than the study in 2013. Exposure to additional information had no effect on peoples’ preferences. We found that public opinion surrounding environmental support is context-specific, political conservatism may not always impede valuation of environmental protections. We conclude that cultural, moral, and political values interact in their influence on expressions of valuation and willingness to pay for ecosystem services.

AbstractIntroduction:Bombings, including the 1995 Oklahoma City bombing, remain an important public health threat. However, there has been little investigation into the impressions of injury risk or protective factors of bombing survivors.Objective:This study analyzes Oklahoma City bombing survivors' impressions of factors that influenced their risk of injury, and validates a hazard timeline outlining phases of injury risk in a building bombing.Methods:In-depth, semi-structured interviews were conducted within a sample of Oklahoma City bombing survivors. Participants included 15 injured and uninjured survivors, who were located in three buildings surrounding the detonation site during the attack.Results:Risk factor themes included environmental glass, debris, and entrapment. Protective factors included knowledge of egress routes, shielding behaviors to deflect debris, and survival training. Building design and health status were reported as risk and protective factors. The hazard timeline was a useful tool, but should be modified to include a lay rescue phase. The combination of a narrative approach and direct questioning is an effective method of gathering the perceptions of survivors.Conclusions:Investigating survivors' impressions of building bombing hazards is critical to capture injury exposures, behavior patterns, and decision-making processes during actual events, and to identify interventions that will be supported by survivors.

Rock garden plants, typically alpine in nature, are indigenous to higher elevations and thus perform poorly in the South. Consequently, they are not adapted to environments with tight clay soils, extreme heat, high humidity, and periodic drought. A video and extension circular were produced to demonstrate the construction, planting and maintenance of an appealing yet durable rock garden for Oklahoma. Modifications in soil type, plant materials, and arrangement of rock, wherein small micro-habitats are created, comprise the core of the project. The aforementioned educational materials benefit the gardening public with previously unavailable information for Oklahoma. The video is included in the Oklahoma State Univ. Cooperative Extension Service video library, where it is available via rental or purchase. It provides informative visual instruction, complementing the written publication that outlines stepwise construction techniques coupled with a list of adaptable plants. Both the publication and video may have applications for gardeners in peripheral states.

Public Library of Cimahi City is to provide information needs for the users from Cimahi City and users from other city. The Public Library of Cimahi City has collections and library equipment that must be maintained and cared for so that they are not damaged and consumed over time, as well as the building where the collections are stored. It is necessary to pay attention to the continuity of the library service. So in library activities, it is necessary to have preservation activities to maintain collections and equipment in the library. This study aims to have a comprehensive description of preservation activities at the Public Library of Cimahi City which are divided into three stages, namely preventive, curative, and restorative. The method used is descriptive qualitative, by collecting data through observation, interviews and documentation. This study uses triangulation technique to test the validity and analysis techniques of thematic data for data analysis. The informants were librarians at the Public Library of Cimahi City. The results showed that the preservation process at the Cimahi City Public Library had not been fully implemented. The Public Library of Cimahi City focuses more on preventive activities, such as installing air conditioners to maintain humidity and room temperature; installing curtains on glass windows to prevent sunlight from hitting the collection; and perform cleaning and maintenance on every element of the library. Meanwhile, curative and restorative preservation activities at the Public Library of Cimahi City are still lacking when compared to preservation standards carried out by other libraries, which have only been implemented through collection repair activities (binding, gluing and using adhesive), and room renovation. So it can be concluded that the Public Library of Cimahi City needs to pay more attention to preservation activities so that every element that supports the sustainability of the Public Library of Cimahi City can be preserved.

The lack of public reading interest makes people rarely come to visit the public library. The public library of The Binjai city as a media to increase people's knowledge, in fact, that still using traditional planning and structuring and has a less comfortable atmosphere. The Binjai city public library requires to improve its facilities and infrastructures related to the standards of a public library, so that possible to increase people's interest in visiting the library. The designer can make several alternative approaches to design an object, one of that is a metaphorical approach. Choosing of metaphor theme is a theme approachment by taking the book as a visual form that applicated to an element of the building. The strong Malay culture of Binjai city as a local heritage can be applicated in designing the public library of Binjai City. The concept design of the Binjai City Public Library is applied to accommodate library services and activities. By taking a representation physical form of the book as part of the building construction, giving all facilities and services can be functioned to attract more people's attention to visit the library.

Purpose:This research aims to test and analyze the influence of leadership style, work motivation and work stress on employee performance.Methodology:This research was conducted at the Denpasar City Public Library with a research sample of 37 respondents taken using the saturated census technique. All data obtained from the questionnaire distribution is suitable for use, then analyzed using multiple linear regression and hypothesis testing (t-test and f-test).Findings:The research results show that (1) Leadership style, work motivation and work stress have a positive and significant effect on employee performance at the Denpasar City Public Library, (2) Leadership style has a positive and significant effect on employee performance at the Denpasar City Public Library. It means that the better the leadership style, the greater the employee performance at the Denpasar City Public Library. (3) Work motivation positively and significantly affects employee performance at the Denpasar City Public Library. It means that the more work motivation increases, the greater the performance of employees at the Denpasar City Public Library (4). Work stress negatively affects employee performance at the Denpasar City Public Library.Implication:It means that the greater the work stress, the lower the employee performance at the Denpasar City Public Library.

Abstract The main problem in this thesis is to find out the procedures for implementing library promotion and what results the library gets after carrying out library promotion through media competitions at the Payakumbuh Public Library. The purpose of this study is to find out the competition activities held by the Payakumbuh City Public Library and how the Payakumbuh City Public Library seeks existing constraints to carry out competition activitie This type of research is descriptive qualitative. Data collection techniques through observation, interviews with librarians, employees and users at the Payakumbuh City Public Library, and documentation. Data analysis techniques start from data reduction, data presentation and drawing conclusions. Guaranteeing the validity of the data in this study uses source triangulation.Based on the results of the research, (1) the Public Library of Payakumbuh City conducts competition activities to support library promotion activities and attract the public to come to the library, routine activities are held every year, namely story telling competitions and poetry reading competitions. (2) after carrying out the competition activities the results obtained by the Payakumbuh City Public Library were that the community knew about the existence of the library so that it increased interest in visiting the community to come to the library, increasing the literacy of the community around the library. (3) the constraints faced by the library, namely in terms of inadequate human resources, funds (budget) that are not in accordance with the expected plan to carry out activities so that the Payakumbuh City Public Library reduces the quota of participants who take part in competitions, and inadequate library facilities so that efforts carried out by the library involving all employees of the Payakumbuh Public Library, as well as in terms of facilities the Payakumbuh Public Library rented tents and stages for performances

PurposeIn Quebec, where a large majority of public libraries are municipal departments, the mission of the libraries must be defined in collaboration with city councillors and acknowledged by them. The purpose of this paper is to understand the views of city councillors in Quebec on the mission of public libraries, and to compare them to actual library practices.Design/methodology/approachThe research strategy adopted is a multiple case study. Interviews were conducted with 12 city councillors who represent their library on the city council. These interviews and the municipal cultural policies were subjected to a discourse analysis. The interviews with the directors of the public libraries and some documents were subjected to content analysis.FindingsA conceptual framework based on the theory of social construction of reality is proposed to study the discourses of city councillors in their textual dimension, to contextualise them and to analyse them in comparison with library practices.Originality/valueThere is no homogeneous view among city councillors in Quebec on the mission of public libraries. However, a model of the discourse of city councillors does emerge. It is less developed than current literature. It presents a passive image of the library in which the tradition continues, ignoring the Information Society. The analysis also revealed that the views of city councillors are based on their own convictions as individuals, on their role in the management of the municipality as elected officials, and on the image they have of the users of public libraries.

Lighting is one of the most critical components that support human life and other living creature. Poor illumination can impede users’ ability to use a building or space effectively. Library is one of the places that require good light spread so that users feel comfortable when doing activities in it. The Batam City public library is a library located on the fourth floor of the Batam City joint office. This library only has four small apertures in the form of windows for a 13.2 meter x 9 meter area, therefore sunlight cannot distribute evenly. Therefore, one solution to ensure that the library room has a suitable distribution of light is to employ artificial lighting. According to a questionnaire distributed to visitors and staff of Batam City public libraries, 82.4% of respondents believed that lighting in Batam City public libraries was still inadequate. This study used data from direct field observations, interviews with staff and library visitors, questionnaire distribution, and literature review. This research uses quantitative methods by calculating light intensity through the simulation of dialux software. Simulations were carried out in the catalogue room and the library reading room. Changing the colour of the wall surface, the furniture arrangement and the lights' placement are some experiments done to provide a good distribution of light. This study aims to evaluate and obtain lighting simulation results for the public library in Batam City that adheres to the SNI standard (300 LUX).

Well-written and accurate material about Native Americans is important for every public and school library in my state, and Alice Crosetto and Rajinder Garcha have done a thorough job in selecting objective and accurate literature on the topic.

The future of public libraries has been threatened by funding cuts and new digital technologies which have led many people to question their traditional role and purpose. However, freedom of information, ready access to knowledge and information literacy in all its digital and analog guises are more important than ever. Thus, public libraries remain significant spaces and places where people can socially interact and learn. In many countries public libraries are reinventing themselves and part of this process has been the redesign of library services and the design and construction of new library building and facilities that articulate the values, purpose and role of what has been termed ‘the next library'. Following discussion of new library developments in London, Birmingham and Worcester in the UK, Aarhus in Denmark and Helsinki in Finland, the article concludes that public libraries are now both social and media spaces as well as being important physical places that can help city dwellers decide what type of urban world they want to see.

The Michaelis Art Library, part of the Reference Division of the Johannesburg Public Library Service, originated with a collection of books purchased for the planned Johannesburg Art Gallery in the 1920s. Temporarily and then permanently housed in the Public Library, the collection became the nucleus of a growing art library, the largest public art library in South Africa. In recent years usage of the library declined as a result of political tensions, but then increased in parallel with a surge of vitality in the arts which heralded the end of apartheid and the emergence of democracy. During 1995 the Michaelis Art Library was due to move into Johannesburg’s central library building.

In 2019, Sculptor Paul Moore FNSS completed his monument of the 1889 Centennial Land Run in Oklahoma City, OK. It took him over twenty years to complete this powerful work, which is one of the largest monuments in the world. It stretches over an area slightly larger than a football field and contains forty-five powerful sculptures of horsemen and wagons racing over the Oklahoma landscape of hills and creek. It is a vision that caught the moment after a cannon announced the beginning of the Land Run, in which over 50,000 individuals took part in an effort to claim land in the Oklahoma Territory. The sculpture contains masterful images of straining horses and frantic individuals caught in a vital effort to succeed in this race to claim valuable homesteads and pastureland. Moore was awarded the Medal of Honor by the National Sculpture Society this past October, partially in regard for this outstanding public work and the quality of sculpture this extraordinarily talented artist has created in his lifetime.

Abstract On 31 May 2013, a supercell produced a tornado rated as 3 on the enhanced Fujita scale (EF3) near El Reno, Oklahoma, which was sampled by the S-band phased-array radar (PAR) at the National Weather Radar Testbed in Norman, Oklahoma. Collaboration with the forecaster who issued tornado warnings for the El Reno supercell during real-time operations focused the analysis on critical radar signatures frequently assessed during warning operations. The wealth of real-world experience provided by the forecaster, along with the quantitative analysis, highlighted differences between rapid-scan PAR data and the Weather Surveillance Radar-1988 Doppler located near Oklahoma City, Oklahoma (KTLX), within the context of forecast challenges faced on 31 May 2013. The comparison revealed that the 70-s PAR data proved most advantageous to the forecaster’s situational awareness in instances of rapid storm organization, sudden mesocyclone intensification, and abrupt, short-term changes in tornado motion. Situations where PAR data were most advantageous in the depiction of storm-scale processes included 1) rapid variations in mesocyclone intensity and associated changes in inflow magnitude; 2) imminent radar-indicated development of the short-lived (EF0) Calumet, Oklahoma, and long-lived (EF3) El Reno tornadoes; and 3) precise location and motion of the tornado circulation. As a result, it is surmised that rapid-scan volumetric radar data in cases like this would augment a forecaster’s ability to observe rapidly evolving storm features and deliver timely, life-saving information to the general public.

With reduced hours, decaying infrastructure, and precariously positioned staff, local public libraries provide much needed services in cities devastated by inequality and slashed safety nets. In this article, I draw on ethnographic research of a small public library in a diverse, mostly working class neighborhood in Queens, New York. I show that in addition to providing an alternative to the capitalist market by distributing resources according to people's needs, the library serves as a moral underground space, where middle–class people bend rules to help struggling city residents. Although the library occasionally replicates hegemonic ideologies about immigrant assimilation, it provides a striking example of cross–class and interclass solidarities and resistance to the neoliberal social order. I conclude by discussing the potential of public libraries as everyday spaces of subversion and emancipation, as well as research sites for urban scholars.

The purpose of this study is to investigate the gap between perceptions and expectations of users on the services of West Sumatera Province Library as a public sector and determine the priority level of the requirements for the library in order to improve the quality of services based on the dimensions of the service quality. This was done using Servqual and Quality Function Deployment (QFD) method. It was found that, from overall attributes, only one attribute fulfills users’ expectations (it has a positive gap), tangibles element for the attribute of cool air circulation. The ranking of the gap, for all dimensions, is the dimension of responsiveness, assurance, empathy, tangibles and reliability. It indicates that users’s expectations were not being fulfilled yet. The main benefit of this research is to understand user’s perceptions and expectations towards the services provided and to obtain the improvement priority to be taken by the West Sumatera Province Library.

The main challenge of the digital community is the increasing digital divide and the weakening of the identity of local communities which can result in low social participation and involvement in community issues. This study focuses on the characteristics of the people of Depok City to assess the role of public libraries that have the potential to be public spaces and places for social and physical meetings in the digital era.Data Collection Methods. This was a qualitative research with interviews involving librarians, library directors and users.Data Analysis. The data was analyzed by involving the process of data reduction, interpretation, and conclusion. The research setting at the chosen was the Depok City Public Library, close to the Capital of Indonesia.Results and Discussion. The results showed that Depok City public library of has several roles in the field of education, information, culture and recreation. These roles can be increased by involving technology as a means of library promotion.Conclusion and recommendations. The space and infrastructure in the library can be used optimally for various activities in order to enhance the role of the library as a public space and places for social and physical meetings in the digital era.

This paper presents new findings regarding the public response to public spending cuts as part of the UK Government fiscal consolidation programme, specifically to the perceived effects of reduced library opening hours on the public library user in a city in the North of England. An inductive approach was taken to the mixed methods study, using a self-completion, cross-sectional survey distributed to adults visiting one of three libraries in the city during a six-day period. Qualitative and quantitative data analyses indicate a shared level of dissatisfaction with the service reductions across the respondents, and a shared perception of having been adversely affected. Statistical analyses revealed a strong level of agreement that the changes had a significantly negative impact on different aspects of respondents’ lives. The research evidences the direct effects of service reductions on library users, as well as the wider social and economic implications.

Abstract Public libraries hold an increasing number of events, where they face the very important, but often neglected, challenge of evaluation. This paper presents various studies performed to evaluate events for adults at the largest public library in Slovenia, Mestna knjižnica Ljubljana (Ljubljana City Library). A combination of methods was used: content analysis of library website and promotional brochures, interviews with both attendees and librarians, observation of events and a relatively large survey. Additionally, based on this research, seven personas representing typical user groups of events for adults were developed. While attendees were generally highly satisfied with the existing events, our research found room for improvement, especially regarding planning for particular user groups, scheduling and topical diversity of events and promotion aimed at both existing and potential visitors. Based on this research, Ljubljana City Library prepared guidelines for their future events for adults. Additionally, the general outline of the evaluation should be of benefit to any library regardless of type, size or location.

Data were collected through observation and interview. The informants of six people selected using purposive sampling, with the criteria set librarian of Library Science education. Information literacy models used in this study are a model Empowering Eight, consisting of identification, exploration, selection, organization, creation, presentation, assessment and application information..Findings: The results showed that the information literacy librarian at the public library in the city of Bogor in meeting the information needs user already applied include a component on the identification, exploration, presentation, assessment, and application.Conclusion: There are some capabilities that cannot be applied to the maximum, including component selection, organization and creation of information.

In 2018, the Mayakovsky central city public library reaches its 150th anniversary. The purpose of the article is to show the library’s commitment to traditions, the desire to deeply understand its history, to identify and implement innovative ways of development. The past of one of the oldest libraries of St. Petersburg is closely connected with the history of public life of the city, with priorities of democratic intelligentsia, the activities of predecessors, the founders of the library, its owners. For many years the Mayakovsky central city public library has been studying its own history, realizing that the passed way and loyalty to the best traditions help to determine the vector directions of further development. Currently, the organization of corporate network of public libraries of St. Petersburg is one of the most productive ways of development, as it allows optimizing the various costs and rational use of the available resources. This is the unique and successful project, which united the libraries to create and use information resources on the basis of unified technological processes that considerably increased efficiency and brought the quality of the user service to a new level. The library actively develops and implements innovative forms of work related to methodical, bibliographic, publishing, cultural and educational activity. The activity of library gets positive response not only from libraries of St. Petersburg, but also the library community of the country. Numerous applications for professional training in the Mayakovsky central city public library from various regions of Russia demonstrate it. Positioning itself primarily as an information centre, the library is actively developing its own resources, such as Electronic library and Virtual reading room; the new virtual forms of service are remote joining the library, electronic library account and online consultant. These areas of service allow the library to remain the recognized leader of the library community of St. Petersburg.

Population and sample in this research is State Civil Apparatus that served in Library and Archives of Pekanbaru. The sampling technique used is simple random sampling (simple random). The number of civil servants 36 and daily personnel are 41 persons.From research activities conducted known that the Library and Archives (BPA) Pekanbaru comes as one of the seriousness of the Government of Pekanbaru City in the intellectual life of the nation. The purpose of this study is to describe (1) the availability of collections local content in increasing public information literacy about wisdom local at the Padang Panjang City Library and Archives Service; (2) obstacles in improving public information literacy about local wisdom in the Dinas Padang Panjang City Library and Archives; and (3) efforts in improving public information literacy about local wisdom in the Dinas Padang Panjang City Library and Archives. This research is a type of qualitative research with a descriptive method. Data collection techniques through observation, interview, and documentation. Research data was obtained from the results of an interview with the Head of the Library Service and Assistant Service Staff Padang Panjang City Library and Archives. The results of this study are as follows. First, in doing availability of local library collections pay attention to indicators availability of library collections including. (1) relevance, availability collection of local content in the library is relevant to the related user needs collection of local content; (2) user-oriented, collection availability local content in the library related to the information needs of users; (3) completeness of collections, completeness of local content collections in the library is still not complete because it only exists in printed form; (4) the ratio of titles, users and field specialist. The ratio between the titles of local content collections in the library and current users is still limited; (5) does not conflict with politics, ideology, religion or belief, race, or class. Availability of local content collection what is in the library does not conflict with politics, ideology, religion as well as existing races and groups; (6) scientific objects, collection availability local content in the library is adjusted to the vision and mission of the parent institution to achieve goals and objectives.
