Résumé :
A qualitative investigation of the Wichita State University (WSU) Office of disability services produced a program model with one proximate outcome (providing quality services to disabled students). This paper reports the program description revealed by the qualitative investigation and details the implementation and results of a quantitative survey instrument. The survey was designed to provide program monitoring information with regard to student perception of service quality. Findings include input monitoring information, information regarding student knowledge of the services available and satisfaction information. A factor analytic solution is detailed.

The objective of this research was to evaluate the district office budgeting process of the Department of Education, Port Elizabeth District, in terms of the Batho Pele principles. The aim of district offices is to satisfy the most basic education needs of people in their respective areas of jurisdiction. Improving service delivery is one of government’s eight priorities as set out in the White Paper on the transformation of the Public Service (South African Government, 1995: 4). The initiative to improve service delivery is called Batho Pele. The main research question to be addressed by this research is: Does the Department of Education experience any problems with its budgeting process to address service delivery? Through a literature survey and empirical study, various conclusions were reached and recommendations made. The bulk of education expenditure takes place within education districts but the controlling, forecasting and budgeting of expenditure takes place at the Provincial Head Office. Most high schools surveyed experience problems with the current funding policy of the Department of Education. The relative poverty of the community around the school impacts negatively on the parent’s ability to support the school. iv The budgeting process of the Department of Education should follow a bottom-up approach to budgeting. Therefore, the district office budget should be informed by the needs of the school and the provincial budget be informed by the district office budget. The management and administrative capacity at the district office need to be developed to ensure effective budgeting.

This project focuses on the complexity of stakeholder collaboration within the defense acquisition environment. An Army program office was identified as a case study because of a recently approved acquisition strategy by the Army Acquisition Executive. In coordination with this program office, eight key stakeholders were identified as being closely involved with the successful strategy decision. These individuals were given a survey to measure their collaborative capacity. Then, the participants were interviewed and asked to explain the impact and role that collaboration played in successfully constructing and staffing the acquisition strategy. Analyses revealed how effective collaboration was critical to achieving the successful high-level acquisition decision and revealed how the collaborative relationships changed over the events leading to the decision. The research concluded that developing and fostering effective collaboration with the stakeholder community contributes immensely to the success of the acquisition strategy and that the changing collaborative relationships can and should be supported with different levels of information.

The challenge of diabetes prevention is to reduce the financial and human costs of diabetes by preventing new cases and enacting social change. African Americans and Hispanics Americans have a high incidence of Type 2 diabetes because of factors that place them at risk for prediabetes. The purpose of this project was to plan the implementation and evaluation of a Type 2 diabetes prevention program in a medical office clinical setting. The clinic of interest was located in the downtown area of the city and provided care mostly to African American population. The Iowa model of evidence-based practice formed the theoretical framework for the study. The goal was to decrease the number of African Americans patients who will convert from prediabetes to Type 2 diabetes in the medical office clinic. The program was planned using the information from the Center for Disease Control and Prevention Road to Health toolkit. The outline covered a 6-week program. A pretest will be given to assess baseline knowledge of diabetes and diabetes prevention. The same test will be given after the implementation to evaluate if the program enhanced diabetes and diabetes prevention knowledge. Six months after the implementation of the program, nurses will complete a chart review to evaluate how many patients converted from pre-diabetes to Type 2 diabetes since the implementation of the project. The project will lead to the integration of a Type 2 diabetes prevention program in a medical clinic. It will increase the number of African Americans with prediabetes who will engage in lifestyle modification behavior. The project will also decrease the incidence of Type 2 diabetes among African Americans and reduce the health disparity of diabetes among the population.

This paper is to define the demand and supply factors and to develop a system to forecast the future development of medical office buildings. At this juncture of time when the health care industry is facing historical changes due to demographic shift, economic challenges and legislative moves, understanding the market mechanism of medical office buildings that provide easy accesses for medical service to aging population, carry lower costs for health care system, and promote the preventive care in medical practices has never been more critical. Medical office buildings as a real estate product type have unique market and development mechanism. They house medical services and have commercial and retail real estate characteristics. To understand the demand and supply of medical office buildings, health care industry that provide medical services, population consuming medical services and real estate industry develop and manage the physical space need to be observed. By using panel regression to analyze historical economic, population and health care employment data across metropolitan areas, we can establish a system that explains the medical office building market. We further quantify the future medical office building demand based on the forecasted economic data and the model established in this paper. The future development of medical office buildings is intricately tied to many factors including the trends predicating the scale and speed of the development. Using the historical events as guidelines and the system established, this paper presents positive outcomes for the demand of medical office buildings under different scenarios.

The durations of other indicators have been researched extensively in real estate studies, primarily the time on market and the duration of residence in housing units. Despite their importance, empirical research on the duration of vacancies is relatively limited and focused mainly on the housing sector. This paper aims to fill this gap and analyze the determinants of vacancy durations in the office sector. The analysis is based on a dataset of individual office suites located in New York City, NY that became vacant between 2012 and 2015. Vacancy durations are a form of time-to-event data and as such can be examined using survival analysis. We present several parametric and non-parametric survival models. Four key characteristics -- unit size, asking rent, building height, and floor number -- are found significant across all model specifications. Specifically, vacancy durations are affected the most by unit size and asking rent. Survival probabilities are found to considerably vary over time, which appears to be driven by variations in employment growth.

Ethical conduct standards have been a great concern of the Department of Defense (DoD) for decades. This is especially true in how its employees, particularly contracting officials, use them in making an ethical business decision. Most recently, August 30, 1993, DoD reissued the DODD 5500.7, Standards of Conduct and implemented the new DoD 5500.7-R, Joint Ethics Regulation (JER) to 'standardize' all ethical conduct standards. These ethical conduct standards, contained in the JER, represent one standard meant to be followed by all DoD components. This Thesis develops a model ethics program meant for use by all DoD component contracting offices and other entities such as a contracting division of a systems command. It contains standardized program elements used to implement the conduct standards espoused in the JER

The Joint Program Executive Office for Chemical Biological Defense (JPEO-CBD) is interested in how it can achieve a higher success rate of fielded items with its nine subordinate Program Management Offices. The Joint Science and Technology Office (JSTO) is the research, development, and technology organization that assesses all the new technologies that may eventually become fielded. The JPEO-CBD organization suspects that many of the research projects funded by JSTO are rarely fielded into actual Chemical Biological Defense (CBD) systems used by the end user. This study analyzes the results of a JPEO-CBD Questionnaire and compares those results to applicable JPEOCBD and JSTO technology statistics. The aim of this study is to analyze the quality of the agency relationships and how the relationships impact the probability of projects being fielded. This study shows a significant statistical relationship between the collaboration survey score of a JPM and its anticipated future transition to the warfighter. A similar result is true for the correlation between the historical percentage of technologies that transition to warfighter use and the JPM's collaboration survey score.

Raytheon recently won a large order for one of its programs (Program X) leading to a doubling of monthly production. With a relatively larger order, Raytheon reduced the acquisition unit price to the customer. Thus, there is a burning platform to evaluate the current program assessment tools and ensure that the future assessment tools are adequate for a smooth production schedule. In addition, there is a need to create a more robust and automated manner of identifying risks and opportunities in the production process. The main approach is to use the Raytheon Six Sigma process (visualize, commit, prioritize, characterize, improve, and achieve) to solving major projects, which is similar to the original Six Sigma DMAIC process (define, measure, analyze, improve, control). Using the aforementioned process, this thesis explores whether introducing visual analytics and controls to the Program Management Office (PMO) can improve the overall communication between the PMO and the manufacturing work centers, and ultimately eliminate the various wastes and improve Program X's production process. In addition, this thesis examines if driving Lean behavior to the PMO, can indirectly drive Lean behavior across the manufacturing value chain leading to cost savings and increased productivity.

Real estate is traditionally defined as the space market but before any investor hones in on a geographic area or asset class in which to invest, they must understand their capital limitations. If an investor only has $1 OM to invest and an asset requires $60M in equity, it is reasonable to assume that it is unattainable. Considering such financial limitations the real estate market can be defined in terms of capital investment levels in addition to the traditional delineations of the space market. Investors typically analyze space markets and may benchmark asset prices to an index but these tools do not define the nuances of their particular capital investment level but rather depict a mean of previous or projected investment dynamics. This thesis explores the price dynamics of specific price segments in the Southern office markets of the United States. Regression analyses are used to tease out the marginal differences between price segments. Modeling commercial real estate price dynamics is typically done with a standard OLS repeat-sales regression and we will do the same here for a controlled baseline analysis. However, in order to comprehend the price dynamics of specific price segments within a market this thesis will use a quantile regression model to parse the price market into deciles. This model revealed significant varying degrees of price volatility across the deciles that increased from the lowest price cohort to the highest, confirming the hypothesis.

In this thesis, I examine the current reorganization of office or information work in its technological, spatial, social and cultural aspects. Based on ethnographic and historical methods, I explore how information and communication technologies, and spatial designs combined with specific organizational visions shape the social organization and culture of work. Analyzing ideas as well as material configurations, design as well as use, and developments in offices as well as those beyond the office, I am particularly concerned with the new forms of life and cultural formations these developments produce. The 1990s saw a development towards more flexible, mobile and virtual ways of officing, such as non-territorial offices and remote work. Analyzing the alternative officing movement in the context of wider economic and cultural changes, I demonstrate the strategic role technology plays for the movement's vision of a less place-based definition of work. Suggesting an alternative intellectual origin for today's office concepts different from Taylorism, I opt for the concept of office landscaping, an influential German office concept developed after WW2 and inspired by cybernetics. Fieldwork in a present day innovative office design firm reveals a deep tension in its office designs between a more flexible and mobile organizational goal, and a more communicative and collaborative one - a tension that is exacerbated by technology. Further exploring the designers' own mobile and non-territorial office, I introduce the notion of placemaking to explain the observed friction in the mobile ways of the office. I also find a reconfigured power dynamic that is no longer based on space ownership, but rather on mobility and ownership of technology, or "techno-territory."
(cont.) Not only do I examine alternative office designs, I also investigate remote and technologically mediated work beyond the office among high-tech workers in the Silicon Valley region. My analysis suggests not only novel network-like social and professional structures but also hidden costs for individuals associated with these new formations.

This study examines and forecasts the Seoul office market, which is going to face a big supply in the next few years. After reviewing several previous studies on the Dynamic model and the Seoul Office market, this thesis applies two structural econometric models to forecast trends of rent, vacancy, and new supply of office space of Seoul Office Market, which is going to face a big supply in the next a few years. The first model has rent and supply equations. The second model is a full model that consists of three simultaneous equations; rent, supply, and absorption equations Empirically, the simple model was tested against time-series data of the Seoul office market since 1975. Rent equation is explained by current office stock, current GDP and past rent and past GDP, both lagging one year. The supply equation explains new office supply by one year lagging completion, five and six years lagging rent and growth of GDP in two previous years. The second model is a full model that consists of three simultaneous equations: rent, supply, and absorption equations based on time-series data since 1991. In this model, rent is impacted by current vacancy rate, past rent and vacancy rate both lagging one year. The supply equation is explained by completion one year ago, five years lagging rent, and past vacancy rate lagging four years, and the absorption equation is expressed by GDP per employment, current GDP, one year ago rent, and occupied stocks. Using estimated models with exogenous supplies for the next six years, ten-year contingent forecasts are made based on three scenarios having different estimated GDP growths. The forecasts for both models demonstrate that untypical supply for next six years will impact office rent negatively in all of the scenarios. In short, the Seoul office market, strongly affected by big supply over demand until 2016, will tend to be become soft or tight during same period before supply goes down and rent reacts. Since late 2010s, however, the market will fully recover from oversupply.

How do commercial office rents vary across different floors within the same building? This question seeks to understand the heterogeneity of real estate by considering the location in three dimensions. This thesis aims to answer that question by analyzing office suite listings across geographies. The asking rents from 55,907 commercial office suite listings, in 2,567 buildings across 25 cities were analyzed for price differentials between floors. The asking rent level across each building for the last six months was used instead of hedonic analysis to allow for the underlying factors affecting price other than the floor number of the listed suite. The analysis showed a statistically significant positive rent premium for suites on higher floors in twenty three of the twenty-five cities. The rent premiums varied across the cities, with those cities with a larger market for commercial offices typically enjoying higher rent premiums. There was no relationship found between physical characteristics of the city (including population, density, average building height) and the rent premium for additional floors.

PEO IWS was stood-up in October of 2002. Since then, the organization has had to change the way it delivered warfare systems to the Fleet. This re-organization could be compared to a merger or major transition in the private sector. The purpose of this MBA project is to describe PEO IWS and analyze its implementation of organizational change. The issues that stem from how the change was approached are identified and compared to leading organizational change theories. Conceivably, PEO IWS must coordinate and communicate within themselves to field these warfare systems. The term for this is Horizontal Integration and it can be defined as integrating multiple warfare systems within and across platforms to achieve maximum warfighting capability through enterprise program management, systems engineering, performance measurement, lifecycle management, and processes as related to acquisition, contracts, financial requirements allocation, systems development and integration, test and certification.

Of the many components of reform to Australian government administration in the 1980s, the introduction of systematic program evaluation is perhaps one of the least examined. This thesis seeks to assess the Federal Labor Government's evaluation strategy as an instrument for enhancing what are here termed the policy management capacities of central agencies. It proceeds in two steps. First, the thesis traces in detail the development of program evaluation policy in Australian federal government from the effectiveness reviews of the Coombs Report of 1976 to the current evaluation strategy, and argues that, despite competing purposes for it, evaluation was intended primarily to serve decision making in central government. This policy aim was cemented by the economic crisis of the mid 1980s and framed around budgetary issues by its steward, the Department of Finance. Second, in order to assess the impact of the evaluation strategy, the thesis develops a framework for analysing program evaluation as one instrument for strengthening the core policy management functions of central agencies. In this context, policy management is essentially a coordination task. The contribution of evaluation to two aspects of policy management-resource coordination, and policy development and coordination-is examined. The findings confirm that attempts to formalise evaluation processes have had a variable impact- central budgetary processes remain dependent on relatively informal assessment procedures, although recent attempts to enhance policy coordination through the evaluation of policy advising processes have proved potentially to be more influential. In conclusion, the thesis argues that the evaluation strategy represented a credible attempt to better inform policy making in central government, but suffered for want of clear policy design and firm execution that resulted in only a marginal impact on these processes.

During the early 1960s, the US Department of Defense, under Secretary Robert McNamara implemented for the first time in national government a Planning-Programming and Budgeting System (PPBS) in order to improve effectiveness and efficiency in defence program management. McNamara sought improved effectiveness through a formal five-year program designed to reduce costs. He also sought efficient methods of managing joint service strategy coordination, requirements' analysis and planning, and improved alignment between the choice of requirements and the size and nature of the acquisition program. The Australian Defence Organisation (ADO) and the UK Ministry of Defence later sought to implement their own forms of PPBS. Recently, both have introduced program management innovations that seek to achieve more reliably effective and efficient outcomes. The thesis has reviewed program management theory with a particular focus on its implementation challenges relating to strategic management, program review, personnel management and program coordination. It has sought to answer the research problem: Which specific management designs could offer better outcomes for Australian defence technological edge programs? The thesis' central proposition is that the greatest opportunities for improving defence program outcomes occur when classic PPBS concepts are implemented within a Program Management System that incorporates Zero- Base budgeting (ZBB), Management by Objectives (MBO), and Matrix structural systems. All of these systems, either alone or in combination seek to enhance program quality, scheduling, financial management and evaluation. The research used in-depth case study research based on qualitative data found within a selection of recent Australian National Audit Office reports, and other public records. The central proposition is subjected to dynamic reliabilityrelated contingency analysis and evaluation. The thesis concludes with the proposition that if managers were to implement a contingency based integrated mixture of the above-mentioned systems they could expect improved technological edge program outcomes.

Each inventory manager at the Aviation Supply Office Philadelphia, PA is presently required to manage approximately 700 line items. To allow the inventory manager a more efficient method of reviewing and using the data and reports from the Uniform Inventory Control Point (UICP) computer system, a distributed computer system is necessary. By downloading the the appropriate inventory data from UICP to a local computer system, a decision support system (DSS) can be be implemented using existing off the shelf hardware and software. The ability to replace the present copious paper reports with concise computerized information and import that data into electronic spreadsheets for further analysis can greatly improve the inventory manager's effectiveness. To this end, this thesis provides inventory managers at ASO with access to the following functions: Interactive access to the main UICP database. The ability to use UICP data with a decision support system. A user interface that is easy to understand and learn. A local data base which supports working group requirements. Basic office automation. This thesis will cover the selection of the hardware and software, data identification and management and DSS development. A prototype system called the IM Workstation was developed for this thesis and used to produce the thesis document. COBOL and ALIS ELF macro program listings are provided.

In recent years, global interest in the effects of climate change have increased dramatically. Private industries are becoming aware of the needs to address environmental impacts of development. Thailand's commercial real estate industry has been under little pressure despite being responsible for over 40% of all the energy consumption in Thailand. The real estate industry is in a distinct position to address the issue of energy consumption and the barriers to green building adoption. As part of the corporations' marketing strategy, green certification is a branding approach that limits the environmental impact of real estate development. By conforming to the LEED criteria, the green certified building introduces a new office product and building management paradigm to mainstream commercial real estate development. However, the barriers to green buildings continue to exist, including the ability to deliver green projects within appropriate cost expectations. Modifications must be made to traditional project management practices for project managers to deliver green construction projects. The objective of this paper is to recommend specific modifications to traditional building practices in Thailand with the goal of optimizing the delivery of cost-efficient green office buildings. Through the analysis of five LEED certified offices, this thesis explores the innovation sources, delivery methods, contractual forms, and risk allocation in implementing of Grade A green office buildings. The thesis finds that the private sector plays a crucial role in advancing green development practices. Project success motivates the government to encourage innovation through regulation and training. The projects that illustrate the most innovative method comprise of small and multi-disciplinary development team structures with a heavyweight project manager. An examination of the implementation process of green certified office buildings reveals that much of the anticipated risks related to innovation's stage of green adoption is related to educational gaps in the industry. Specific provisions which include incentive and penalty systems designed for constant adjustments help to mitigate risks and regulate relationship between developers and consultants. In implementing green construction practices, design phase could also incorporate environmental analysis by an in-house team with energy and sustainability backgrounds who inspire collaboration of generalists and a specialized workforce.

Since it's inception as a 1990s-era acquisition reform, alpha contracting has been a collaborative effort utilized in a sole-source environment between government and industry to streamline an acquisition from beginning to end. This work examines alpha contracting from the three perspectives of the government contracting office, government program office, and industry to provide comprehensive data resulting in best practices for all participants at the Research, Development and Engineering Command (RDECOM). This study analyzes literature review, case studies, and the results of a survey that was distributed to members of each of the three perspectives to identify attitudes toward using alpha contracting, as well as the audience's perceptions of efficacy and self-efficacy. Also, examined through this work are the benefits, challenges and risks to each of the three perspectives. The recommendation from this project is to utilize the results of this study to improve alpha contracting at RDECOM.

The purpose of this research is to provide the Air Force, Army, and Navy with a benchmark study of lessons learned from the implementation of the Air Force Program Executive Office for Combat and Mission Support. Under Secretary of Defense for Acquisition, Technology, and Logistics Dr. Ashton Carter expressed in his June 2010 memorandum, Better Buying Power--Obtaining Greater Efficiency and Productivity in Defense Spending, sent to all acquisition professionals, a need to improve tradecraft in service acquisition across the DoD. His memorandum directly stated that the Army and Navy should, "following the Air Force's example," create a senior manager for the acquisition of services. This benchmark study seeks to use the Government Accountability Office Framework for Assessing the Acquisition Function at Federal Agencies to provide a list of best practices to all DoD agencies.

Intranet technologies like web based databases, groupware and e-mail represent the next major stage in the evolution of computing and it is greatly expected that they will increase the return on information technology investments. Almost every organization can benefit from an intranet or extranet. Some of the major benefits of an intranet can be counted as cost effectiveness, simplified system integration and growth, easy extension into WAN, enhanced security, minimized application development and deployment cost, minimized cost of deploying client - server solutions, minimized network management and support costs. Since International Programs Office (IPO) has several computers connected to a LAN and has an IP address, and one of its tasks is to maintain the International Students' records, they should have a good Database System that can be accessed by all the users of the office. To solve the inefficiency and ineffectiveness that relates to database system that depends on International Students Assistant, we recommend that IPO has to have an intranet system with a dynamic database connectivity. Intranet may solve the communication problem to share information within the organization and may provide better services for the other users

Lean Thinking is a method of work organization that promotes the creation of value and elimination of waste. United States Department of Defense (DoD) acquisition organizations currently struggle with many non-Lean processes that inhibit cost-effective, on-time completion of projects. The author hypothesized that by applying Lean Thinking to Satellite Control and Network Systems Group (SCNG) processes, a dedicated project team would enhance unit productivity and reduce costs related to the Livelink file sharing database system. To do this, SCNG members formed a Lean project team, pursued Lean Thinking training, and applied Lean to Livelink processes. This resulted in improvements of 100% - 500% for file manipulation and data sharing processes, which saved the Government up to $8,960 per week. The project also demonstrated that Lean Thinking can successfully be applied to the acquisition program office environment.

The application of the 1984 Education Policy of the Division of World Outreach (DWO) of the United Church of Canada was examined in its "loosely coupled" context that is characterized by a consultative relationship based on trust in overseas partners and confidence in their choices of goals and objectives. Egon Guba's model of policy analysis, its policy-definition driven research process, and its categories of policy-in-intention and policy-in-implementation usefully assisted the appraisal of logical congruence between the goals and objectives stated in the 13 guidelines of the education policy (a policy-in-intention) and those stated in documents from a sample of supported programs (policies-in-implementation). In addition, the DWO's program-based budget practice was assessed for any relevant use of the Planning Programming Budgeting System (PBBS). Finally, a logical congruence between Guba's model and the PBBS model was probed for a possible synthesis.

Manufacturers, product designers and developers of products that have a large and diverse user base are consistently trying to produce products that satisfy as many users as possible. Manufacturers and product developers have found that it is extremely difficult to do so. The closer the manufacturer or developer gets to meeting all user needs, the higher and more prohibitive the cost gets. The Traffic Flow Management (TFM) Program Office, within the Federal Aviation Administration (FAA) has the task the do just that. To its credit the TFM program office has come quite close to achieving this. The goal of this thesis is to identify and document the practices that have made the TFM program office successful and to find ways that can help them achieve even greater end user satisfaction. To do this TFM's complete product development cycle was analyzed. Special attention was given to user interaction and user innovation.

The research found that the TFM program office does a good job of identifying user requirements, it also does a good job in incorporating user innovations but despite this, they are not able to meet all the user needs. The toolkit model is then used to demonstrate how the TFM program office can overcome some challenges that are inherent to the processes it currently follows.

This thesis aims to compare five systems of econometric equations to describe the Toronto office market. It compares four structural systems differing in their demand equations and a non-structural system that does not require predefined relationships to exist between variables. Within the structural system of equations the predefined equations require that real rent is estimated solely from vacancy, long-run supply is dependent upon real rent and changes in employment only affect demand. Demand can be estimated either directly by estimating occupied stock and obtaining vacancy through an identity or by estimating vacancy; both occupied stock and vacancy can either be estimated in levels or estimated by an error correction model. Through the analysis of the structural models it is found that real rent shows significant momentum of real rent one year previous. As well the long-run supply curve is rising, while the real rent curve is not rising through the analysis period, as such the long-run supply is estimated in differences as the theoretical relationship between real rent and long run supply in levels cannot be estimated with the correct sign for the Toronto market. The structural demand equations show that error correction terms add value to predictions of demand. The nonstructural model is defined as a vector autoregressive model and allows the variables to freely interact between themselves without the restrictions placed in the structural model. When comparing the structural systems to the non-structural system in the back test, the non-structural system produces superior estimates in the system as a whole. The superior results of the VAR agree with the notion that in complicated dynamic systems by placing restrictions on the interactions of the variables poorer forecasts may result.
