The author observes different stages of legal regulation of nonprofit organization activities from 1990 till our days in Czech Republic and Slovakia in presented article. The author attends the reforms of civil legislation, which were carried out in this states, and notes the differences in methods of carrying out the reforms in Czech Republic and Slovakia, in spite of existing dualism of private law in both countries. The article reveals the results of Czech reforms of legislation, regulating nonprofit legal persons. The author examines the established system of common and special laws, regulated nonprofit organizations in Czech Republic and Slovakia and points out their identity and differences. Author reviews the law terms which are used in legislation and science literature of both states. Also author underlines that in the civil codes of Czech Republic and Slovakia legal persons are not divided into commercial legal entities and nonprofit legal entities. The types of nonprofit organizations in Czech Republic and Slovakia are examined in the present article and the main attention author pays to government legal persons and their structure. Author explores legislative regulation of commercial activities of nonprofit organization. Also author of the article pays attention to fundraising of nonprofit organizations and their taxation. On the basis of the research the author defines the trends of legal regulation of this category of legal persons, and underlines the importance of the nonprofit sector in social and economic life in the Czech Republic and Slovakia.

This project aims at support the comprehensive care of children with oncological disease, their siblings and parents. The chief aim of the project is to create networks of organizations at the level of nonprofit organizations, educational and health organizations and universities that deal with improving the quality of life of children with oncological disease during and after treatment. It will be created a system of cooperation at the level of Endowment fund pediatric Oncology KRTEK (Czech Republic), Palacky University in Olomouc (Czech Republic) and the Regional youth council of Žilina (Slovak Republic). With the czech-slovak cooperation we want to create an unique system of exchangeable residential programs aimed at adapted physical activity where the children with oncological disease, their parents and siblings from the Czech and Slovak Republic will meet together and attend the programs under professional guidance.

Official development assistance provides an immense flow of financial funding to educational nonprofit organizations (NPOs). This source of funding faces criticism because of the unintended indirect effects it has in lowering the relative level of local NPOs’ capacities. Our contribution addresses NPOs’ financial capacities in an OECD country that receives a vast inflow of EU funding; namely the Czech Republic. To answer the research question on what impact the external financial assistance has on capacities in NPOs, we applied propensity score matching to a sample consisting of 633 educational NPOs covering the years 2006–2013. EU-funded NPOs report higher levels of real revenues, but not real assets, than non-funded NPOs. The EU funding helps in the short-term to improve NPOs’ budgets, but not to increase assets.

Abstract This paper deals with crowdfunding as a new and alternative mechanism of nonprofit funding which has thus far attracted little scholarly attention in the Czech context. It focuses on the factors that affect a campaign’s overfunding rate and determines whether these factors are consistent among different forms of project creators. A comprehensive analysis of reward-based crowdfunding in the Czech Republic was conducted based on the data from 617 projects using the Czech crowdfunding platform Hithit that were categorized according to the status of the project creator. Using binary logistic regression, a statistic estimation on an overall sample and on a sample of purely nonprofit projects was executed in order to observe if the outcomes diff er. Th e key empirical finding is that NGOs tend to raise fewer additional funds than other forms of project creators. Except for certain specific factors, the effects of the examined factors were consistent across all samples. Th is new and innovative approach to resource insufficiency by using alternative funding sources presents an important and unexplored research gap in the (post-) transitive context of nonprofit sector studies, enabling a view of policy implications for Czech NGOs.

For organizations the losing key employees is the greatest threat; if the organizations lose the key workers, they cannot use their premises, data, information and other resources. The article aims at evaluation of the level of vertical knowledge transfer in organizations in the Czech Republic. The partial goals of this article are to determine dependencies between the examined qualitative features. The article has been drawn up using scientific methods, in particular logical methods, such as analysis, synthesis, induction, deduction and comparison. The results were obtained from longitudinal quantitative research in organizations in the Czech Republic from 2010 to 2014. The article identifies the factors affecting vertical knowledge transfer and presents a method of eliminating the risk of losing key knowledge workers. Vertical knowledge transfer is a new supporting factor of organizations’ productivity and business continuity.

Tax assignations give tax‑paying citizens an opportunity to make decisions about a portion of their income tax paid and determine its recipient. Tax assignations are an additional source of income for non‑governmental non‑profit organizations. The Czech Republic has not introduced them yet, however, the other Visegrád Group countries have embodied this concept in their tax systems. The aim of the paper is to confirm or possibly refute the benefits of the concept of tax assignations for the current tax system of the Czech Republic. The influence of the possible introduction of tax assignations is being investigated in connection with the amount of government subsidies and in relation to motivation for philanthropic giving. In this context, the paper presents current conditions for the introduction of tax assignations. It also discusses the pros and cons of tax assignations that may serve as main arguments for or against the introduction of tax assignations in the Czech Republic. The focus of this paper is on the application of tax assignations in Slovakia as Slovakia with its historical development and structure is very close to the Czech Republic. If tax assignations are introduced in the Czech Republic, a similar development can be expected. Analysis of statistical data for Slovakia was used to explore whether tax assignations affected the amount of transfers to non‑governmental organizations and whether tax assignations could be a good additional source of funding for non‑profit organizations in the Czech Republic.

In the 1990s the Czech foreign policy objectives were to secure its proper place in international relations after the end of the Cold War, which included the entry of a number of international intergovernmental organizations (IMF, World Bank Group organizations, OECD, EBRD, NATO, EU, etc.) and the development of friendly relations with neighboring states and partners. In this sense, there is no reason to identify the foreign policy of the Czech Republic during this period only as a course aimed at "returning to Europe". In the early 1990's, most Czech political actors shared the idea of "return to the West" and "liberal democracy", the differences in their vision of the models of the geopolitical orientation of the Czech Republic make it possible to distinguish between the interaction of the three main foreign policy ideologies in the process of adopting foreign policy decisions: atlanticism, continentalism, and autonomy. Different interpretations of the essence of "liberal democracy" led to the emergence in the Czech politics of two ideological trends that had a significant impact on the vision of the foreign policy priorities of the Czech Republic: economic universalism (aimed at eliminating institutional barriers to the free flow of goods, services, money), and moral universalism (oriented towards the spread of democracy and the protection of human rights, which is a priority in foreign policy). Followers of economic universalism (primarily V. Klaus) actively advocated the development of economic ties with Russia and China, while the followers of the ideology of moral universalism (V. Havel and his followers) actively opposed it. The article also investigates the influence of foreign policy prejudices on the formation of the foreign policy of the Czech Republic, among which the most influential are anti-Russian and anti-German.

In today’s highly competitive environment, the goal of organizations is to recruit, retain and sufficiently stimulate employees to give high quality performance, which may actually be achieved by a well‑developed system of remuneration and a wide range of suitably selected employee benefits. The article aims to identify and evaluate important factors influencing the area of employee remuneration and benefits offered in organizations in the Czech Republic. The research was carried out through a questionnaire survey that involved selected organizations in the Czech Republic (n = 402). The obtained primary data were processed using descriptive and multidimensional statistics. The factors examined in relation to the employee remuneration and benefits include: industries and sectors of organizations; markets in which they operate; the size of organizations by the headcount; the existence or absence of the Human Resource Department. The results confirm that the organizations that want to maintain a good position in the labour market pay attention to their personnel marketing, which is also helped by the right (suitable) system of employee remuneration and fringe benefits thanks to which they retain their employees and can increase employee satisfaction and loyalty. Employee benefits are exactly what may distinguish the organizations from their competitors in the labour market.

The tax regime and the subsequent funding of non-governmental non-profit organizations through the institution of tax assignations in the Visegrad countries is the main topic of this paper.The issue of taxation is discussed with the aim of proposing changes and recommendations and reducing administrative costs of non-profit organizations in the Czech Republic. In the area of financing, the issue of tax assignations as one of the options of state financial support for the non-profit sector is explored.They are not introduced in the Czech Republic, however, in the other countries of the Visegrad countries this institution is already incorporated into their tax systems. The aim of the paper is to confirm or possibly refute the benefits of the concept of tax assignations for the current Czech tax system. The impacts of the introduction of tax assignations are identified on the basis of comparison of tax models. Analysis of statistical data was used to explore whether tax assignations affected the amount of transfers to non-governmental organizations and whether tax assignations could be an additional source of funding for non-profit organizations in the Czech Republic.

The paper deals with the implementation of diversity management in the Czech and Slovak organizations. The aim of the research was to find out how the concept of diversity management is accepted and applied in the Czech and Slovak companies. The scale questionnaire of the author's own construction was used for data collection. The questionnaire contained apart from the introductory classification items 25 items divided into three thematic areas: the field of inclusion and justice, the field of diversity management implementation and the field of benefits resulting from implementing diversity management. The statistically significant differences and dependencies that emerged among items in the questionnaire were examined by Kruskal-Wallis test and other statistical methods. The research survey revealed that respondents’ answers were significantly affected by factors such as the seat of the company and the working position of the respondent. The respondents from the Slovak Republic generally perceive issue of diversity management more positively compared with respondents from the Czech Republic. Also the managers perceive issue of diversity management more positively compared with employees. The research survey identified partially the existing state of implementing the concept of diversity management in organizations in the Czech and Slovak Republics.

Customer Relationship Management (CRM) is seen as a holistic framework for interaction of organizations with their customers. It is focused on gaining customers’ loyalty through providing the value positively perceived by the customers and usually incorporates information and communication technologies in the form of CRM systems. The paper discusses various aspects of CRM phi­lo­so­phy and utilization of information and communication technologies in relation to CRM. A survey that was conducted among three hundred organizations in the Czech Republic (among them some major companies, such as ČEZ, T-Mobile, Česká spořitelna and others). The objective of the survey was to discover the scope and level of using CRM systems, factors influencing decisions about CRM, understanding the CRM concept, evaluating CRM benefits, issues related to implementation and ot­hers. Organizations mostly perceive CRM as a profitable approach although they do not see it as a global philosophy but rather as a set of separated tools. The most relevant argument for CRM implementation include better contact management, better understanding the customers, higher number of retained customers, longer relationships with customers and higher customer satisfaction.

The Czech Republic, as a member of international organizations (NATO, EU, UNO), with respect to current global security environment, employs the units of the army both at its own state territory and outside the Czech Republic in multinational forces operations. The article focuses on preparation of meteorological reports of future Automated Command, Control, and Information system (C2I) in conditions of the Army of the Czech Republic. The issue of automated command, control, and information systems is of high importance in the solving of asymmetrical operations tasks today and in the upcoming future. Define the basic resources for creation of meteorological reports of NATO standards in Network Enabled Capabilities (NEC) conditions. The authors define group of meteorological report for designing a new and by the Army of the Czech Republic required sophisticated Automated Fire Support Control System of Artillery meeting NATO standards in Network Enabled Capabilities (NEC) conditions. The article represents section of a huge defensive research project of Ministry of Defence of the Czech Republic and the Army of the Czech Republic solved by leading scientists of the University of Defence in Brno.

At a general level, the article focuses on the relation between states and international organizations. In current era, states and international organizations coexist in international system. Their relation has been researched many times, but the question which is still rather unanswered relates to the management of membership of states in international organizations. The states nowadays participate in hundreds of different organizations. The tricky part that remains to be examined more in details is how to analyse the effectiveness of the engagement of a country in a concrete international organization. The article investigates further the case of the Czech Republic and it analyses its performance and relevance in the European Defence Agency (EDA) applying the research design which was proposed in 20122. The team of researchers proposed four criteria: objective pursued, personal representation, cost/performance ratio and activities implemented. The analysis is based on the examination of the Czech policy goals and priorities in the EDA. It also explor es the area in more details conducting semi-structured interviews with the representatives of different Czech state bodies and employees of the Agency.

Human resources and their knowledge are the main asset of the European Union and they represent the innovation potential of every organization regardless of in which country it carries out its business activities. This potential must be developed through formal and informal learning, which is the objective and concept of today’s educational policy in most large organizations. The aim of the paper is to evaluate the tools for human resources training and development used in organizations operating in the Czech Republic. A questionnaire survey (n = 402) was carried out as part of quantitative research and the results were evaluated using descriptive and multivariate statistics (factor analysis). The results showed that training and development of employees is an integral part of HR activities in 82.34 % organizations in the Czech Republic; however, these activities are planned in only 29.3 % of organizations dealing with this area. The research results show that it is necessary to regularly evaluate the effectiveness of training and development of employees, focus on the development of managers in organizations and increase spending on training programs. With regard to the growing emphasis on increasing the competitiveness of not only the Czech Republic according to the Europe 2020 strategy, it is necessary that all employees enhance their qualifications.

In the existing highly competitive environment, every organization’s goal is to hire quality employees. To be able to acquire quality employees, the HR processes related to employee hiring must be conducted properly within the organization. This paper uses primary research to identify and assess recruitment methods used by organizations in the Czech Republic and Slovakia, taking the employer’s brand building into account. The research was conducted on the basis of a questionnaire distributed among Czech (n = 364) and Slovak (n = 340) organizations. The results showed that employers in the Czech Republic most frequently present themselves to potential candidates via their organizations’ websites (43.7%), positive references (38.7%) and media advertisements (32.4%). A similar ranking obtains for Slovakia. Organization websites are used 47.5% of the time, positive references 42.5% of the time and media advertisements 33.2% of the time. In both countries, employees are hired for managerial positions primarily using the organization’s own resources, promoting the building of the employer’s brand.

The paper is focused on the issue of taxation of income of non-profit organizations, especially to associations (clubs) in the Czech Republic, Slovakia and the United Kingdom. This paper is part of research, where the main emphasis is placed on the comparison of the tax benefits which are provided to non-profit organizations in different countries. This paper points to the current situation in the Czech Republic where despite the changes that have occurred in connection with the new Civil Code, there is still missing clear legislation that would regulate the activities of the monitored organizations. Changes in the taxation of income of non-profit organizations are designed with regard to the elimination of deficiencies in order to prevent the abuse of the benefits and the speculative behavior of tax entities.

Research background: The study focuses on the search for talented individuals depending on the size and form of organizations in the Czech Republic. Purpose of the article: The article answers the question where organizations are looking for talented individuals in the Czech Republic in the era of digitization and Industry 4.0. It also reveals whether different forms of organization and their size play a role in finding talented individuals. Methods: A representative sample of 301 talent management organizations found whether the search for talented individuals depends on the size of private organizations and whether the form of the organization affects its application. The study is part of a very extensive research completed in 2018 dealing with the effectiveness of talent management methods in the Czech Republic. Findings & Value added: It produces specific results related to the way talented individuals are found in small, medium, and large private organisations and public organisations. The result is to determine the dependency between size, form of organization and search for talented individuals. The study also points to the fact that the “talent pool” method is independent of seeking talent within an organisation or in the labour market. The study covers a wide range of organisations, including public organisations, which are neglected in most current research.

Knowledge economy regards employee knowledge as a most important asset. It is a priority task to ensure systematic knowledge continuity of those employees who are the holders of critical knowledge. The aim of the article is to analyse the causes of mobility of knowledge workers and categorise types of employees and mobility according to the future development of an employee’s career. The research areas, i.e. ensuring knowledge continuity and employee turnover were analysed based on the premise of significant relation between those two areas. The data were collected in organizations in the Czech Republic. Surveys were drawn across sectors to ensure representativeness of the outcomes. The outputs revealed two basic approaches to maintaining knowledge inside organizations. Employees can be divided into knowledge workers and remainder, who seek only security. A knowledge worker who decides to transfer is not motivated by the amount of salary (they do not mind a lower level of remuneration); on the contrary they suffer due to an unclear vision on the part of the organization, where they used to work; they cannot stay in conditions where there is no possibility to participate on personal growth. Future research in this area should focus on the return of investments in the knowledge and employee learning, training and retention.

The paper is focused on the issue of the taxation of incomes of the non-governmental non-profit organizations, especially the civic associations in the conditions of the Czech Republic and in the selected countries of the European Union (Austria, Slovakia, Germany). The main emphasis is put on the comparison of the corporate income tax of the studied countries. Particularly the tax benefits that are provided to the non-profit organizations in the individual countries are compared here. This paper points to the current situation in the Czech Republic, where there is no clear legislation that would regulate the activities by the studied organizations. Changes in the taxation of the incomes of non-profit organizations are designed to eliminate absences with regard to the simplicity and clarity of the individual provisions, and also to prevent misuse of the benefits and to the speculative behavior of tax entities.

The Czech Republic, as a member of international organizations (NATO, EU, UNO), with respect to current global security neighborhood, employs the units of the army both at its own state territory and outside the Czech Republic, in multinational forces operations. The article focuses on Linear and Angular issues in perspective Artillery Fire Control System called PVNPG-14M. The issue of automated command, control, and information systems is of high importance in the solving of asymmetrical operations tasks today and in the upcoming future. The authors define appropriate Linear and Angular variables for common use by soldiers of the Army of the Czech Republic. Final assessment of the particular issues is determined by analysis. The author investigates political radicalism in the Czech Republic, a rather heterogeneous current considering the structure of participants: from political parties to the extremist organizations. The peculiarity of the Czech party system is the existence, along with typical radical parties, of other non-radical parties whose representatives support xenophobic, nationalist and anti-Islamic statements. This is primarily the Civil Democratic Party, known for its critical attitude towards European integration, and the Communist party of the Czech Republic and Moravia, which opposes Czech membership in NATO and the EU. Among the Czech politicians, who are close to radical views, analysts include the well-known for its anti-Islamic position of the Czech President M. Zeman and the leader of the movement ANO, billionaire A. Babich. Voters vote for them not because their economic or social programs are particularly attractive to the electorate, but because of dissatisfaction with the economic situation in the state. Almost all right populist parties oppose European integration, interpreting it as an anti-national project run by an elite distorted by a deficit of democracy and corruption. The topic of supply and demand for jobs is a very current and important topic, as their prediction contributes to the future operation of an organization. The base source of data is information and data obtained from online databases of the Ministry of Labor and Social Affairs of the Czech Republic. The aim of this work is to predict the supply and demand for jobs up to 2022, using the method of exponential alignment of time series. With the existence of natural unemployment, not all job positions will be filled. In such a situation, organizations will have to demand labor from abroad. In the event that organizations are unable to secure labor from abroad, they will have to reduce their activities and the associated volume of production they produce. Last but not least, the organization can start going bankrupt. In the forecast, we do not address the structure of unemployment by the highest attained education or by profession. We see the application benefits of the work in companies that manage human resources. At present, the prediction of future development is mostly at the national level and in the Czech Republic it is at the beginning of its journey. The developed methodology will enable organizations to monitor the current situation on the labor market and respond to changes in the short and long term.

Since the last decade the Czech Republic has certain ambitions in restructuring of its economy by increasing its performance in RTDI. These efforts are not possible without capacity building of scientists and researchers community, and in particular income of international scientists to the Czech Republic. However, this need is slowed down by a number of obstacles that are partly sketched in this article. The author is using data collected during almost three years of work experience in one of the service organizations focusing on assisting international researchers. The present article offers a comparison of the Czech context with several other European countries, the interpretation of the issue on the basis of current social science theory and an overview of existing efforts to address the topic.

The article's main purpose is to describe the proposed Methodology, which aims to present an approach to expressing the value of the air transport industry in the Czech Republic. This approach methodically divides the primary and secondary effects and finds metrics based on which the value of the air transport can be quantified. The proposed approach is based on equivalent methodological materials by ICAO, FAA, and other organizations describing and analyzing the value of air transports. The calculations are based on open data sources as well as data that are available by request. The methodology also proposes collecting new data to complete the picture of the value of air transport.

Modern information technologies has entered all spheres of human activities, public administration authorities are not exceptions. There has been significantly increasing tendency in using information and communication technologies since beginning of the century in public administration. Despite of some indicators, progress of public administration information systems is too slow. Several organizations are engaged of eGovernment assessment at the international level. We can find some variations in the methodologies that cause different ranking of some countries in international comparison. The main goal of this paper is to analyze and assess the present state of Czech Republic eGo­vern­ment with using both external indicators and internal indicators. eGovernment index, developed by United Nations, will be the main external indicator of eGovernment quality of the Czech Republic. It includes both potential for eGovernment development and its implementation, and it‘s the most complete international ranking at present. It is defined as average of the telecommunication infrastructure index, the human capital index and the web measure index. It represents overall country ability to engage and implement eGovernment. Internal ranking of the Czech Republic eGovernment will be based upon eGovernment level coefficient, that is defined as multi-dimensional model based on technology and communication facility index, Internet using index, using of public administration services by persons and companies, poviding obligatory information, existence of electronic re­gis­try on web pages, web pages accessability and language mutations. Selected statistic data are related to information society and using information technologies in public administration and were published on Czech Statistical Office or evaluated on the bases of previous years‘ development.

A profile of manager represents characteristics of a person performing a managerial position, i.e., it includes qualities such as knowledge, skills, and competencies within a specific specialty that provides the ability to carry out managerial duties and responsibilities successfully. The reason for obtaining this information is to build a profile of managers in organizations providing social care, as this area has not been elaborated in detail in the Czech Republic.This study aims to identify and describe the profiles of managers in organizations providing social services in the South Bohemian Region. The study was conducted using semi-structured interviews with 24 managers of selected organizations providing social services in the South Bohemian Region until the information obtained was sufficient. Data were processed using open, selective, and axial coding. Managers were asked about their job descriptions, their skills and education, and the specifics of their duties and responsibilities within their organizations. The results show that manager profiles are influenced by the type of organization and the organization’s funding. The results of the study showed that specific managerial duties and responsibilities are based on the type of social service provided. These duties and responsibilities are also based on the clients of services and the frequency of services provided. The paper aims to determine the level of application of project management methods in the Czech Republic. In the first part, selected project management methods based on an analysis of available information resources specifically regarding the Czech Republic are defined. The main theoretical background of the paper is based on documents issued by the International Project Management Association (IPMA) and the Project Management Institute (PMI). With the use of a questionnaire survey, the level of application of project management methods in organizations operating in the Czech Republic was assessed. The questionnaire survey was conducted in three stages, the first carried out in 2015, the second in 2016, and the final stage in 2017. Based on a comparison of the results of the individual analyses, it is possible to describe the development of the application of the project management methods over time.

The aim of this paper is to characterize the problems of immigration and subsequent integration of foreigners in the Czech Republic. The starting point is a brief historical perspective on the development of migration policies of the Czech Republic and the development of immigration in recent years. The aspects discussed in particular are education and health care, as the main factors affecting the integration of immigrants. The analysis suggests a pivotal role of the state in the activities focused on the integration of foreigners, an important role is played by non-profit organizations. In the end of the paper attention is focused on the Czech public attitude to immigration. Active immigration policy in the Czech Republic began in 2003. Currently, integration is understood as an essential part of the immigration policy of the Government of the Czech Republic. Integration of foreigners into the Czech society is directly linked to the process of immigration and is crucial for the smooth immigrant participation in the local labor market and life in the country. The main problem is the lack of knowledge of the Czech language by adult immigrants and especially their children, lack of knowledge of the Czech language, which significantly complicates the possibility of integration into the Czech society. Access to health care is another critical area of integration. Not all areas of integration are managed entirely ideally. This paper tries to highlight specific partial deficiencies. Further development is possible only after an analysis of the basic factors of integration.

The paper presents main results of the research financed the Ministry of Environment of the Czech Republic in the project No. SP/4i2/26/07. It discuses the corporate key performance indicators for Environmental Management Systems certified by standard ISO 14001:2005 or/and by the Regulation (EC) No. 1221/2009, about voluntary participation of organizations in the Community Environmental Management and Audit Scheme (EMAS). These are used in an annual corporate environmental reporting of organizations with Environmental Management System and also in the annual statements of organizations with Environmental Management and Audit Scheme. It introduces key performance indicators and framework of corporate environmental reporting are based on the Methodical Guideline of the Ministry of Environment of the Czech Republic developed in the project No. SP/4i2/26/07. They are enlarged to economic and social area with using Global Reporting Initiative and RICON Group guidelines. The paper also introduces the proposal of further research in the development of corporate environmental, social and governance (ESG) performance indicators.

The article considers the methodology of corporate strategy development proposed by the author on the basis of the results of earlier studies of patterns of development of the production (operational) structure of commercial organizations of the Czech Republic and the developed theoretical model of the evolution of the production (operational) structure. The key difference of the proposed methodology of corporate strategy development is the use of the model of evolution of production (operational) structure developed by the author. This model assumes a statistical grouping of commercial organizations according to the levels of their organizational development. Each group is characterized by the key structural features of organizations and values of indicators of their financial and economic activities. Based on these features, it is possible to more accurately describe the future desired state of the organization and determine how to conduct the transformation of the organization to achieve this state. To illustrate the proposed methodology, the article considers a case study of corporate strategy development for retail trade organizations of the Czech Republic.

Abstract The paper focuses on staff number reducing in Czech organizations because it is an important issue due to adaptation to changing economic conditions and ongoing financial crisis. The number of organizations reducing their staff number goes up in all sectors of economy including agriculture and the problem is associated with financial costs. The objective is to present the ways of staff number reduction in Czech organizations and outplacement for the laid-off workers and a partial objective is to compare the results with those in the Slovak Republic. Moreover, the paper discusses the recommendation in the sphere of knowledge continuity for organizations and it also examines the cost level of employees’ turnover. The results were obtained by implementing quantitative research with the help of questionnaire data collection (n = 109) which were analyzed by the tools of descriptive statistics. Results show that 52.3% of organizations have reduced their staff number. However, outplacement was used by only 10.1% of the addressed Czech organizations, out of which 28.6% were agricultural.

On the basis of a wide range of documents the article analyzes main stages and factors of the Czech Republic integration with the North Atlantic Treaty Organizations. The author emphasizes that transition into a full NATO member in March 1999 was the result of a long, complicated and controversial process of «European Come Back», which started in the beginning of 1990’s and allowed the state’s government to solve a number of problems in the military-political and military-technical spheres. The article draws special attention to the results and consequences of the Czechia NATO membership, its participation in the structures and activities of the Alliance. Numerous facts provided in the paper allow to evaluate the state’s gains from the integration processes and to emphasize key tendencies, main challenges and new opportunities for the country. The study proves that Euro-Atlantic integration has contributed to the institutional and legal reconstruction of the entire system of foreign relations of the Czech Republic, has become an important stimulus to the transition to a democratic model of political system, stability and national security. The article examines the defense strategy of the Czech Republic, reveals its goals and objectives in the field of European security and defense at the present stage. It is noted that NATO Allies supported the proposal to update the 2010 Strategic Concept. Since its adoption the Alliance has faced a new security environment and Russia has turned from a potential strategic partner into an aggressor state. The Czech experience has revealed the advantages and vulnerabilities of the Euro-Atlantic vector. Last but not lease the article studies the causes of polyvariety of the Euro-Atlantic realities and prospects for Alliance enlargement. Based on the results of public opinion polls conducted by the Czech research organizations, the article examines the attitude of Czech political parties and citizens towards their country’s membership in NATO, the role of the North Atlantic Alliance in ensuring the security of the Czech Republic and international relations in general.

The objective of the article is to examine patterns of similarities and differences across educational reforms in the Czech Republic and Kazakhstan in post-socialist context. The study conducted a comparativehistorical analysis of the development of education systems in Kazakhstan and the Czech Republic in the 1990s when there was a transition of these countries from the socialist to the capitalist regime. The comparative historical analysis of the educational reforms of these two countries identified a number of similar patterns and considerable differences in the development of their education systems due to many contextual and structural factors and historical prerequisites. The comparative analysis demonstrated that both in the educational systems of the Czech Republic and Kazakhstan democratization, humanization and differentiation were taken as main principles of the reforms, but these processes developed in the different level and directions. As a result, it was stated that both the Czech Republic and Kazakhstan intended to democratize educational systems in post-socialist context. While the Czech Republic tended to decentralize and diversify the school system, delegating the practical implementation of educational policies to various organizations and lobbying groups, however, Kazakhstan maintains a highly centralized system from top to bottom, which leaves little administrative, financial, managerial, executive authority for the low structures of the state apparatus and the public, which limits the system to strict planning and standards.

In the Czech Republic, the autonomy of churches is constitutionally guaranteed in a rather broad manner. The constitutional and legal basis for Church autonomy lies in the Charter of Fundamental Rights and Freedoms, which is part of the Czech constitutional order. It represents both an objective institutional guarantee (religious neutrality of the state) and the subjective right of religious communities to independence from the state and self-governance of their own affairs (the right to self-determination). Compared to other domains of the said autonomy, the staffing of churches is a relatively frequent subject of theoretical reflection and decision-making on the part of Czech courts. The Constitutional Court of the Czech Republic had to express its opinion on some problematic cases, in particular, the limits of Church autonomy. The case of Duda and Dudová is an example of a conflict between civil rights and the autonomy of churches in the modern Czech history. It started with Duda and Dudová’s dismissal from the pastoral ministry in the Czechoslovak Hussite Church in 1993, and the last (so far) decision related to this case was issued by the Constitutional Court in 2021. This article discusses the long and tortuous journey through the Czech judiciary system, which Duda, Dudová, and the Czechoslovak Hussite Church had to go through in order to clarify consequences of church autonomy. A particular deviation in the Supreme Court’s decision-making played an interesting role in this process. However, it was the Constitutional Court, which acted as the guardian of constitutional values (including the internal autonomy of churches), that placed this anomaly in the decision-making of the Supreme Court and, subsequently, general courts back within constitutional limits.

In this paper, the key factors that affect the extent of GDPR implementation in enterprises are analysed. Since 2018, all organizations operating in the European Union or processing personal data of EU citizens have had to incorporate a new regulation in their work. After three years of experience, possible key factors that significantly affect the cost of the entire project have been theoretically identified. However, a research gap remains whether the factors thus defined actually have a real impact on the implementation within organizations. Therefore, this study focuses on an empirical investigation of those characteristics using quantitative approach combining Chi-squared tests and the Classification and Regression Tree method. Based on a survey of organizations in the Czech Republic, this paper outlines that the size of the organization, the typology of personal data processed and the way GDPR is implemented determine the scope of the implementation project within organizations. On the other hand, there is no clear evidence that there is significant role in whether it is a public or private organization.

Employee performance appraisal is one of the most important human resource management tools. The first part of the article concentrates on the theoretical background. The second part evaluates the results of the quantitative survey. The aim of the article is to evaluate the use of formal appraisal of employees in agricultural organizations in the Czech Republic and to test dependencies between selected qualitative characteristics. The results of the survey show that only 12.3% of agricultural organizations (n = 332) use formal appraisal of employees. They also confirm that the application of the formal appraisal of employees in agricultural organizations depends on the size of the agricultural organization (p-value 0.006, Phi coefficient 0.151) and the existence of a personnel department (p-value 0.000, Phi coefficient 0.210). 49.1% of agricultural organizations did not consider formal appraisal important. Only 5.8% of agricultural organizations that do not use any system of formal employee performance appraisal plan its implementation, despite the fact that currently people are considered to be the most important strategic asset of any organization for achieving a competitive advantage.

Sport and Physical Activities in the Czech RepublicThe situation on the field of physical/sportive activities in Czech Republic has been affected in the course of recent decades with fundamental political, economical and cultural changes of transforming society and general situation of workforce in context of sedentary society in particular. To contribute to increasing knowledge of the present-day position of sport in the Czech Republic means to search the relevant relations of municipalities and their policies to various levels of sport. To discuss the situation of sport includes describing the present position and role of sport activities in different societal and demografic parts of society too. From the perspective of the situation in sport delivery at the municipal level it must be borne in mind that there are diverse voluntary sports organizations in existence within the municipality, and, naturally, there is also the private sector. Underlying health determinants of a socioeconomic nature play a major role in causing vulnerability to health risks, including obesity as relevant negative reflection of passive way of life. Representative documents retrieved on national and school policies reflected by findings of the PREVOB Project confirmed mutually dependent and interconnected topical issues like nutrition policy and physical activity policy. The phenomenon of physical/sportive activity is connected with lifestyle behaviours. The most critical policy area on physical/sportive activity is the sole fact of sedentary nature of contemporary society: a very high level of prestige of sport and sportive activities in Czech society is incompatible with a very low level of practical regular physical or sport activities.

In the Czech Republic people with mental illness are still stigmatized and exposed to various forms of discrimination not only from the community but also from the professional society. The most stigmatized patients are those suffering from schizophrenia and bipolar disorder, and highly affected are also patients with personality disorders, eating disorders, anxiety and OCD. There can also be a stigma in the psychiatric therapy; psychiatric medication can be labeled as toxins that alter the psyche, psychotherapy as a brainwashing. Stigma of mental disorder is connected with a lack of knowledge about psychiatric disorder, fear, prejudice and discrimination of the patients. Czech mass media significantly contribute to the stigmatization of patients with mental disorder.There are already programs with destigmatization message in the Czech Republic. These programs are in charge of organizations focused on patients with mental disorders, as well as individual professionals or even nonspecialists. The Czech psychiatric association declared the National Psychiatric Program. This program aims to improve the quality of psychiatric care with emphasis on the humane condition of the care and destigmatization. There are also several articles and TV relations describing the psychiatric patients non-stigmatization way published in local newspapers and magazines every year wrote by leading experts in psychiatry. Directly to the patients and their families there were published about 40 books and about 30 booklets with most often psychiatric diagnoses. Many patients found the information and stories helpful and were more comfortable seeking the treatment.Supported by project IGA MZ ĈR NS 10301-3/2009
