Résumé :
The article is aimed to provide content analysis of the international discourse on interaction and cooperation between higher education institutions and non-governmental organizations. Being different in nature and characteristics, higher education institutions and non-governmental organizations are social actors whose activities, among other things, are aimed at ensuring the development of the society. In order to achieve this aim, higher education institutions and non-governmental organizations cooperate in various fields and formats that go beyond the higher education sector. An important result of the content analysis is introduction of the terminological phrase "non-governmental organization in higher education", which corresponds to the international classifiers "World Association of Non-Governmental Organizations" and "International Classification of Non-profit Organizations". The typology of " non-governmental higher education organization" includes non-governmental organizations whose activities are related to the provision of access to higher education, the organization of educational services and the quality assurance of higher education. The categorical conceptual apparatus for describing cooperation between higher education institutions and non-governmental organizations needs to be expanded and clarified in order to fully and adequately specify the processes of their interaction. The analysis of the intellectual and documentary heritage of the Bologna Process, the EU, UNESCO, and other international associations shows that cooperation between higher education institutions and non-governmental organizations is not only to ensure access to higher education, butit is much more wider. Non-governmental organizations are able to organize and provide educational services, such as in the field of non-formal education; partner with higher education institutions in projects addressed to local communities. In addition, non-governmental organizations are an important mechanism for articulating and aggregating the interests and requests of citizens, communities, local communities for higher education, and higher education institutions. Studying the mechanisms of cooperation between higher education institutions and non-governmental organizations is of great practical importance, since the latter are an authoritative tool for disseminating academic knowledge and practical development of universities, forming a 'knowledge society' and satisfying the needs of the society.

Increasingly growing necessity for international cooperation of Lithuanian youth non-governmental organization is analyzed in the article. The appropriateness of intercultural competence development for enhancing international activities of Youth non-governmental organization is examined. The results of empirical survey, which confirm the hypothesis that the lack of intercultural competence is the main barrier for international cooperation activities of youth non-governmental organizations, are presented. According to the theory and survey results, authors suggest the list of the main intercultural competences, which could become a core of human resource development in order to enhance international activities of non-governmental youth organizations.

The development of the quality of higher education is a priority for the modern state policy of Ukraine. To implement the quality standards of higher education adopted in the European Higher Education Area, Ukrainian departmental universities are adapting the European experience, forming an internal quality assurance system. Departmental universities have been establishing an internal system of quality assurance since 2016. At this stage, the relevant provisions on the level of the universities have been developed to regulate the distribution of powers between different departments of the HEI. Another direction of quality assurance is cooperation with external stakeholders, in particular public organizations of various levels. Based on the analysis of examples of interaction between departmental higher education institutions of Ukraine and international non-governmental organizations available on the websites of relevant institutions, a conclusion was made about the discrete nature of cooperation and the lack of public information about the cooperation. According to information on the sites the universities and international NGOs cooperate in the form of joint public events of academic character, they organise training, conferences and round tables. International non-governmental organizations have great potential to ensure the quality of specialized higher education, in particular, in the joint development and revision of educational programs with universities, educational activities involving international experts, conducting international seminars and workshops, joint projects. Moreover, non-governmental organizations can provide educational services of non-formal education; to carry out projects addressed to local communities in partnership with higher education institutions. The author considers non-governmental organizations to be an important mechanism for articulating public interests and requests of citizens and local communities which is critically important for the departmental universities. To realize this potential of cooperation, it is necessary to establish additional documents (regulations, concepts), which will detail the mechanism of cooperation between the departmental university and the non-governmental organization

The development of International relations have rapidly since the signing of Westphalia Treaty in 1648. The relationship are not only between States but also by public international organizations (Inter Governmental Organizations). After the Second World War, the establishment of the United Nations and its Specialized Agencies and Other Organs has encouraged the intensive of international cooperation and the making of treaties as a source of international law. The United Nations and its Special Agencies and Other Organs is often called as an international organization of a universal character. Both States members and non-States members establish cooperation with this universal international organization. The existence of State representation in a universal international organization with a universal character is very important for strengthening the cooperation between States and international organizations.

Introduction:Cultural awareness is the understanding of differences in cultures, and openness to these differences. It is a vital step in the development of cultural sensitivity and becoming operationally effective when working within different cultures. The benefits of Cultural Awareness have become apparent in recent decades, including within governments, militaries, and corporations. Many organizations have developed Cultural Awareness training for their staff to improve cross-cultural cooperation. However, there has not been a large movement toward cultural sensitivity training among Non-Governmental Organizations (NGOs) who provide aid across a number of countries and cultures. Cultural Awareness can be a useful tool which enables an NGO to better serve the populations with which they engage.Aim:To evaluate the presence within International NGOs of Cultural Awareness Training to employees and volunteers.Methods:Ten of the largest international NGOs were identified. Their websites were evaluated for any mention of training in Cultural Awareness available to their employees and volunteers. All 10 were then contacted via their public email addresses to find out if they provide any form of Cultural Awareness training.Results:Of the ten NGOs identified, none have any publicly available Cultural Awareness training on their websites. One NGO deals with cultural awareness by only hiring local staff, who are already a part of the prevalent culture of the area. None of the others who responded have any cultural awareness training which they provide.Discussion:Cultural awareness is a vital tool when acting internationally. Large NGOs, which operate in a wide range of cultures, have an obligation to act in a culturally aware and accepting manner. Most large NGOs currently lack cultural awareness training for their employees and volunteers. It is time for these NGOs to develop, and begin to employ, cultural awareness training to better prepare their staff to serve international populations.

This study aimed to develop an econometric model for assessing the effectiveness of economic international cooperation between Ukraine and international non-governmental organizations. Based on the cognitive modeling method, the key indicators of the model influencing the socio-economic development of Ukraine were determined. With the cognitive map's help, the links' qualitative characteristics have been identified and argued between the socio-economic indicators of the country's development and the amount of funding attracted from foreign non-governmental organizations. The direction of influence between the indicators of socio-economic development and the volume of investment was determined using economic laws and expert assessments with the involvement of 35 professional experts. The scenario analysis made it possible to analyze the changes in the country's socio-economic development due to changes in the size and structure of investment funds receiving from international non-governmental organizations.

The article analyzes one of the areas of the operational work of the War Refugee Board, an American governmental agency that emerged at the end of the World War II. The purpose of the new US government structure was to plan and implement relief and rescue actions for Jews and Nazi minorities persecuted in wartime. This organization appeared in early 1944 due to the efforts of the Secretary to the Treasury Henry Morgenthau Jr. and with the support of President Franklin Roosevelt. The WRB complemented the international organizations system on refugees, the active participant of which was the US government. The article shows that during the sixteen months of its existence the researched governmental structure was able to carry out specific tasks in the territory of the neutral and occupied countries as it was subordinated exclusively by the American administration. On the other hand, the WRB appeared more flexible in its operational activities in comparison with International institutions and entities (the Intergovernmental Committee on Refugees and the United Nations Relief and Rehabilitation initiative) which needed overall consensus in decision-making process. It is revealed that the important part of the work of the War Refugee Board was to cooperate with public non-governmental organizations. The range of American Jewish and Christian structures that established close partnership with the War Refugee Board has been identified. Considerable attention is paid to the analysis of the main directions of bilateral cooperation. An important element in the implementation of US aid policy in the European armed forces was the involvement of a number of financial resources licensed by the US Department of Defense, of non-governmental organizations, mainly Jewish. It was reached that financial and diplomatic work in the neutral countries of Europe was an indispensable part of the work of the WRB, which was augmented by the cooperation with agents of non-governmental organizations on the occupied territories.

The article is devoted to the volunteer movement in the sphere of human rights protection and cooperation of volunteers with non-governmental human rights organizations. It is pointed out that due to the activization of civil society and the growing number of violations of human rights on the international arena, this issue needs to be studied in more detail. In order to study the nature of volunteer organizations, a retrospective historical analysis of the phenomenon of volunteering since its appearance has been conducted. Several directions of historical development of the volunteer movement are compared. In order to understand the role of volunteer movements in the protection of human rights, the definition of the concept is proposed and explained, their functions and features as well as the main directions of activity are singled out. The comparison of concepts, functions and roles of volunteer and non- governmental human rights organizations is made. Also, the definition of the concept of “non-governmental human rights organizations” is given, on the base of which the common features of the above elements of civil society are defined. Examples of state regulation of volunteering activities in European countries, as well as the activities of volunteers in the sphere of human rights protection and cooperation of the latter with non-governmental human rights organizations are analyzed. The importance of cooperation between volunteer organizations and NGOs is also emphasized, as well as the mutual benefit for these organizations.

Since the early ‘90s, environmental NGOs have been fighting to be granted standing in actions for annulment. Direct access to the EU judiciary is hindered by the narrow interpretation given by the Court of the ‘individual concern’ requirement laid down under Article 263(4) TFEU. This narrow interpretation is known as ‘the Plaumann test’. By drawing from the literature on legal mobilisation and combining doctrinal and qualitative methods of analysis, the present dissertation explores how the European environmental movement has mobilised to overcome Plaumann in the last thirty years. In this regard, this thesis provides an empirical and theoretical contribution to the study of strategic litigation in the environmental domain. This by shedding light on the NGOs’ understanding of the legal opportunity structure in the EU, as well as on NGOs’ resources and legal strategies deployed to overcome Plaumann. This dissertation shows the relevance of networks membership in EU environmental litigation and argues that the lack of internal legal expertise does not necessarily prevent environmental organisations from resorting to legal mobilisation. Furthermore, this dissertation holds that, despite Plaumann, NGOs’ achievements are remarkable. In particular, the new Aarhus Regulation is expected to bring more legal mobilisation in Europe and deliver more disputes on the ‘science’ underlying EU environmental measures. Conversely, in the climate domain, NGOs are building what I conceptualised in terms of ‘transnational incremental judicial comfort’. The spreading of ‘judicial comfort’ in the climate context casts shadows on the CJEU, which looks increasingly ‘obsolete’ in the eyes of climate litigants. Finally, this dissertation argues that there is a demand within the European environmental movement for a different kind of EU environmental justice, which does not settle for administrative review of EU acts, but that rather strives for a more substantive judicial review of EU policy measures (including legislative acts).

This paper attempts to determine the theoretical requirements for a non-state actor to give peacekeepers to a Member state of the United Nations, who would in turn give those peacekeepers to the United Nations. The paper examines two case studies, specifically the contract between Blackwater and the United States Department of State and the SHIRBRIG series of treaties. The paper finds that there is some overlap between a Member state’s needs and a non-state actor’s needs and that there is a theoretical possibility of the donation stated above taking place.

Natural as well as man-made disasters have become commonalities of daily life in recent decades for a large portion of the world's population. This growing trend reflects the worldwide proliferation in recent years of Complex Humanitarian Emergencies (CHEs) and peace operations. Humanitarian emergencies and peace operations are a complex mix of related activities that require the combined efforts of the UN, military, International Organizations (IOs) and Non-Governmental Organizations (NGOs). Given the nature and similarities of their missions, there is an ongoing need for these organizations to have access to accurate, current, and comprehensive information about field conditions and each other's movements. In several of the CHEs and peacekeeping operations of recent years, a recurring problem has been poor communication due to inadequate equipment, non-compatibility of equipment and a non-standardized communications infrastructure. This thesis explores the impact and possible benefits that wireless technology can provide to help bridge the communication gap that exists among the UN and the NGOs who participate in CHEs and peacekeeping operations.

An increasingly popular way for global citizens to contribute to communities around the world is through international volunteering. In tandem with this growing trend, academic research in the field has increased to explore the goals, motivations, and impacts of international service on volunteers, host communities, and volunteer-sending organizations. One of the larger gaps in our understanding of global civic engagement though is the specifics of how and why, as well as the overall impact of international service on, host organizations that seek and/or accept international volunteers. Using an exploratory research design to collect and analyze survey data and open-ended email inquiry responses from almost 250 organizational representatives in 50+ countries, this dissertation expands the breadth and depth of knowledge on the relationship between host organizations and international volunteers. Findings include a broad and varied range of potential motivations for hosting international volunteers, from direct benefits to the host organization like leveraging organizational capacity to benefits extended to the broader community and volunteers themselves such as providing opportunities for cross-cultural interaction. In addition, host organization characteristics and opinions were compared between two global regions - Africa and Asia - and statistically significant relationships identified between characteristics and opinions of host organizations and their reported satisfaction with international volunteers. This study contributes new data on and from organizations that host international volunteers. Research findings also support and expand the field's understanding of international volunteer engagement as it relates specifically to organizational capacity and social capital theory.

En el ámbito de la cooperación internacional y la labor de defensa de los derechos humanos, la conceptualización y la práctica de la evaluación son un reto relevante. Y concretamente, la evaluación democrática es muy poco conocida y ha estado escasamente incorporada en el sector. El objetivo de esta investigación es identificar, narrar y analizar qué y cómo, se aprende en una evaluación democrática, con enfoque feminista y de diversidades, de un programa de derechos humanos gestionado por organizaciones no gubernamentales. La investigación se ha llevado a cabo desde la perspectiva construccionista, e incorpora reflexiones de la teoría feminista y la decolonial. Para su desarrollo, me he centrado en el estudio de caso de la evaluación democrática de la Red de Defensoras de Derechos Humanos de Occidente de El Salvador. En la investigación identifico, describo y analizo los aprendizajes y la experiencia de las personas que participan en la evaluación, así como de la propia evaluadora. A través del estudio de caso he identificado aprendizajes personales, colectivos y organizativos sobre la conceptualización y práctica de la evaluación, el poder, la autoridad y la participación. También, he detallado los conocimientos y reflexiones en relación a las preguntas de evaluación del programa (la Red de Defensoras de Derechos Humanos de Occidente), es decir, sobre la defensa de los derechos humanos, el trabajo en red, la seguridad y los cuidados de las defensoras. Asimismo, se describe y reflexiona sobre cómo aprendemos en una evaluación democrática, qué nos facilita este proceso y qué dejamos en los márgenes por temor, por prejuicio o por invisibilidad. Dado que no es frecuente realizar evaluaciones democráticas en este sector, he optado por trabajar a partir de una evaluación democrática, con enfoque feminista y de diversidades, dinamizada por mí misma. De esta manera, como investigadora he tomado un doble rol en el estudio: de evaluadora e de investigadora. Esta decisión ha requerido prestar especial atención en los aspectos éticos y metodológicos durante el proceso, lo que ha supuesto un reto importante. Esta investigación parte de la práctica profesional y pretende enriquecerla, además de contribuir e invitar a la reflexión sobre la evaluación en el sector de la cooperación internacional y los derechos humanos.
En l'àmbit de la cooperació internacional i la labor de defensa dels drets humans, la conceptualització i la pràctica de l'avaluació són un repte rellevant. I, concretament, l'avaluació democràtica és molt poc coneguda i ha estat escassament incorporada en el sector. L'objectiu d'aquesta investigació és identificar, narrar i analitzar què i com, s'aprèn en una avaluació democràtica, amb enfocament feminista i de diversitats, d'un programa de drets humans gestionat per organitzacions no governamentals. La investigació s'ha dut a terme des de la perspectiva construccionista, i incorpora reflexions de la teoria feminista i la decolonial. Per al seu desenvolupament, m'he centrat en l'estudi de cas de l'avaluació democràtica de la Xarxa de Defensores de Drets Humans d'Occident de El Salvador. En la investigació identifico, descric i analitzo els aprenentatges i l'experiència de les persones que participen en l'avaluació, així com de la pròpia avaluadora. A través de l'estudi de cas he identificat aprenentatges personals, col·lectius i organitzatius sobre la conceptualització i pràctica de l'avaluació, el poder, l'autoritat i la participació. També, he detallat els coneixements i reflexions amb relació a les preguntes d'avaluació del programa (la Xarxa de Defensores de Drets Humans d'Occident), és a dir, sobre la defensa dels drets humans, el treball en xarxa, la seguretat i les cures de les defensores. In the field of international cooperation and the work to defend human rights, the conceptualization and practice of evaluation are relevant challenges. Specifically, the democratic evaluation isn´t very well known and has been scarcely incorporated into the sector. The objective of this research is to identify, narrate and analyse how and what is learned in a democratic evaluation, with both the feminist and diversities approach of a human rights program managed by non-governmental organizations. The research has been carried out from a constructionist perspective and incorporates reflections from the feminist and decolonial theory. For its development, I have focused on the case study of the democratic evaluation of the Network of Human Rights Defenders of the West of El Salvador. In this research, I identify, describe and analyse the learnings and experiences of the people who participate in the evaluation, as well as myself, the evaluator. Through the case study, I have identified personal, collective and organizational learnings about the conceptualization and practice of evaluation, power, authority and participation. I have also detailed the knowledge and reflections to the evaluation questions, in relation to the Network of Human Rights Defenders of the West program, which is about the defence of human rights, their networking, security and the care of their defenders. In addition, it describes and reflects on how we learn in a democratic evaluation, how this process facilitates us and what we leave aside out of fear, prejudice or invisibility. Given that it is not common to carry out democratic evaluations in this sector, I have chosen to work from a democratic evaluation, with a feminist and diversities approach, facilitated by myself. Through this, as a researcher I have taken on a double role in the study: as both an evaluator and as a researcher. During the process, this decision has required paying special attention to ethical and methodological aspects, which have been a significant challenge. This research starts from a professional practice and aims to enrich it, in addition to contributing and inviting the reflection on evaluation in the field of international cooperation and human rights.

AbstractIn 1970, when Marjatta Oksanen joined the Ministry of Education, the Department of international affairs was divided into three administrative units: multilateral affairs, bilateral affairs (with two different organizations for East and West) and Nordic relations. The Finnish state managed various forms of cultural relations with countries or groups of countries, mostly in a facilitative function: support for exhibitions or concerts, longer-term support for cultural centres or language teaching and so forth. Most of these bilateral activities originated from private initiatives, and some domains like sports, scientific cooperation or relations with the Soviet Union were dominated by private, non-governmental or semi-public organizations that acted on their own or to whom the state devolved certain functions. Generally, only relations with the Soviet Union and technical issues with strong foreign political dimensions commanded a degree of involvement from the Ministry for Foreign Affairs and interest from the country’s higher political leadership.

AbstractRussia and the Central Asian countries have developed strong cooperation in countering non-traditional threats emanating from terrorist groups and transnational criminal organizations based on a shared vision of the threats themselves and instruments to tackle them. The 2021 takeover by the Taliban in Afghanistan brought to the fore a need to protect the borders of Central Asian states from any spill-over effects, as well as illicit activities. The 2022 civil unrest in Kazakhstan embodied the long-standing fears of “colour revolutions” expressed by regional governments. These crises created a security vacuum utilized by Russia in furthering its influence and promoting an enhanced regional security cooperation between Central Asian states and Russia. Joint military drills and trainings serve as tools for Russia to restate its relevance for Central Asian countries via bilateral cooperation channels and mechanisms available within regional international organizations.

In concrete, democratic system is confronted by authoritarianism. The regime against human rights is increasing worldwide as well as in Asia. We get the news on election operation without a free and fair guarantee. It generally means there were irregularities at the polls. In the case of development, we are facing with the income disparity inside a country, as well as among states. Finally, the policy seeking the interests of own country like ‘America First’ sweep across worldwide. Therefore, we must promote the peace on human rights based on international harmony and cooperation. This chapter discusses to remove various obstacles as mentioned above. And then, the actors such as government, the UN, regional organization, and non-governmental organization (NGO) must take charge of the role of promoting peaceful world because they need to cooperate for realization of SDGs Goal 16, based on peace, justice, and strong institutions.

Monolithic and composite advanced ceramics have reached sufficient levels of material development to warrant serious consideration for applications in advanced heat engines. These applications require optimum material behavior with physical and mechanical property reproducibility, component reliability, and well-defined methods of data treatment and materials analysis. As new materials are introduced into the market place, these issues are best dealt with via standard methods. The primary standards writing organization in the U.S. is the American Society for Testing and Materials (ASTM), a private, nonprofit corporation which relies upon the voluntary cooperation of industry, government, and academe to develop standards by consensus. ASTM Committee C28 “Advanced Ceramics” has been active since 1986 and currently has 16 standards “on the books” with 17 standards in the balloting process. Overviews of the five subcommittees of C28 are presented. Accomplishments to date are discussed, as well as future activities, including a brief summary of joint cooperative efforts with international standards formulating organizations.

This rapid review focuses on Global Health Diplomacy and defines it as a method of interaction between the different stakeholders of the public health sector in a bid to promote representation, cooperation, promotion of the right to health and improvement of health systems for vulnerable populations on a global scale. It is the link between health and international relations. GHD has various actors including states, intergovernmental organizations, private companies, public-private partnerships and non-governmental organizations. Foreign policies can be integrated into national health in various ways i.e., designing institutions to govern practices regarding health diplomacy (i.e., health and foreign affairs ministries), creating and promoting norms and ideas that support foreign policy integration and promoting policies that deal with specific issues affecting the different actors in the GHD arena to encourage states to integrate them into their national health strategies. GHD is classified into core diplomacy – where there are bilateral and multilateral negotiations which may lead to binding agreements, multistakeholder diplomacy – where there are multilateral and bilateral negotiations which do not lead to binding agreements and informal diplomacy – which are interactions between other actors in the public health sector i.e., NGOs and Intergovernmental Organizations. The US National Security Strategy of 2010 highlighted the matters to be considered while drafting a health strategy as: the prevalence of the disease, the potential of the state to treat the disease and the value of affected areas. The UK Government Strategy found the drivers of health strategies to be self-interest (protecting security and economic interests of the state), enhancing the UK’s reputation, and focusing on global health to help others. The report views health diplomacy as a field which requires expertise from different disciplines, especially in the field of foreign policy and public health. The lack of diplomatic expertise and health expertise have been cited as barriers to integrating health into foreign policies. States and other actors should collaborate to promote the right to health globally.

Our scope of activity is broad, including assessing the compliance of member states to UN resolutions and plan of actions, adherence to judgments of the International Court of Justice (ICJ), World Health Organization (WHO) guidelines and commitments made at UN pledging conferences. We’re proud to present the international community and global governments with our native research findings on states’ annual compliance with the commitments of the UN and its affiliated agencies. There are currently more than 36 million people living with HIV/AIDS globally, and in 1999 5.3 million individuals were newly infected with the virus. AIDS activities initiated by nongovernmental organizations (NGOs) have been highly influential on thinking and strategies found within the HIV/AIDS sector. Yet NGOs often experience particular difficulties in increasing the scale of their activities to reach larger numbers of people, to have an impact at levels higher than the community, and to address the broader social determinants of HIV/AIDS. Perceiving the urgent need for NGOs to expand the scale of their activities in the face of an escalating epidemic, Horizons and the International HIV/AIDS Alliance launched an initiative to examine the nature of the challenge to scale up in the context of HIV/AIDS internationally. This publication was prepared as part of this initiative and addresses the specific challenge of deliberately increasing the scale of HIV/AIDS prevention, care, and support programs in developing countries.

The bilateral donors providing the most support for LGBT+ (Lesbian, Gay, Bisexual, Transgender, +) communities in 2017-18 are the Swedish International Development Cooperation Agency (Sida), UK Department for International Development (DFID), The Netherlands Development Cooperation, Norwegian Agency for Development Cooperation (Norad), and the European Commission (EC). Whilst the multilateral donors providing the most support for LGBT+ are the UN and World Bank. The United Nations (UN) is doing a huge amount of work on LGBT+ rights across the organisation which there was not scope to fully explore in this report. The UN Office of the High Commissioner on Human Rights (UNOCHR) in particular is doing a lot on this theme. They publish legal obligation information, call attention to rights abuses through general assembly resolutions. The dialogue with governments, monitor violations and support human rights treaties bodies. The work of the World Bank in this area focuses on inclusion rather than rights. A small number of projects were identified which receive funding from bilateral and multilateral donors. These were AMSHeR, International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA), and Stonewall. This rapid review focused on identifying donor support for LGBT+ rights, therefore, searches were limited to general databases and donor websites, utilising non-academic and donor literature. Much of the information comes directly from websites and these are footnoted throughout the report. Little was identified in the way of impact evaluation within the scope of this report. The majority of projects found through searches were non-governmental and so not the focus of this report.

The environmental crisis is increasing risks to security and peace worldwide, notably in countries that are already fragile. Indicators of insecurity such as the number of conflicts, the number of hungry people and military expenditure are rising; so are indicators of environmental decline, in climate change, biodiversity, pollution and other areas. In combination, the security and environmental crises are creating compound, cascading, emergent, systemic and existential risks. Without profound changes of approach by institutions of authority, risks will inevitably proliferate quickly. Environment of Peace surveys the evolving risk landscape and documents a number of developments that indicate a pathway to solutions––in international law and policy, in peacekeeping operations and among non-governmental organizations. It finds that two principal avenues need to be developed: (a) combining peace-building and environmental restoration, and (b) effectively addressing the underlying environmental issues. It also analyses the potential of existing and emerging pro-environment measures for exacerbating risks to peace and security. The findings demonstrate that only just and peaceful transitions to more sustainable practices can be effective––and show that these transitions also need to be rapid.

Evidence generated through responsible clinical research is one of the major pillars of the advancement of health care. In past decades there has been tremendous progress in the clinical research and development (R & D) environment globally, with increasing attention being paid to the health needs of people in resource-limited settings, where most of the preventable morbidity and mortality occurs. However, financial, social, ethical and regulatory challenges persist in low- and middle-income countries (LMICs), and most clinical research today is still being conducted in and for high-income countries (HICs). The aim of this report is to provide balanced arguments to promote scientifically sound good quality clinical research in low-resource settings. The Council for International Organizations of Medical Sciences (CIOMS) is an international, non-governmental, non-profit organization with the mission to advance public health through guidance on health research and policy including ethics, medical product development and safety. This report reflects the consensus opinion of the CIOMS Working Group on Clinical Research in Resource-Limited Settings, and was finalized in line with comments received during public consultation. The report is intended for governments and regulatory authorities, the research community and sponsors, as well as international organizations involved in funding or conducting research. The report provides a comprehensive set of recommendations to all major stakeholders. While it builds on the 2016 CIOMS International Ethical Guidelines for Health-related Research Involving Humans, it is not intended to supersede those guidelines.
