Résumé :
In this paper, we first attempt to track post-WWII shifts in the balance of power between a number of big powers in the international system. By relying on a number of possible proxies for power in the international arena, we argue that what the international system is going through today is not a relatively indiscriminate diffusion of power from the centre towards the periphery, but a marked rise of China that seems to have left the rest of the “emerging world” behind. We then delve deeper into the foreign policies of the US and China, the two main powers in this seemingly neo-bipolar system. We find that risks of confrontation are rising. On the one hand, this is related to the US’s continued preference for a strategy bent on “primacy”, rather than on strategic restraint. On the other hand, Beijing’s foreign policy is growing increasingly assertive, and does not hide anymore within the rhetoric of the “peaceful rise”. We conclude by showing that this shift in international power, coupled by the grand strategies preferred by China and the US, are imperilling the fragile scaffolding of global governance. The risk is that, rather than leading us towards a new but sustainable global order, the transition will only lead us backwards: to a world in which rules are less confidently upholded, and where the logic of the balance of power and of arms races further gains momentum.

International investors’ interest in the capital markets in the region of Gulf countries has dramatically increased in last two decades. Thus, it would be motivating to investigate their characteristics, where the January anomaly is a major one. This paper studies the veracity of the January effect rule in the Gulf Cooperation Council (GCC) stock markets and examines the predictive power of January returns. Seven GCC stock markets are tested – the market indices in Bahrain, Abu Dhabi, Dubai, Kuwait, Oman, Qatar, and Saudi Arabia – from January 1, 2001 until December 31, 2018, a timeframe which has rarely been analyzed. Ordinary least square (OLS)-based dummy variable regression equation was used as the conventional econometric procedure in the works of financial calendar anomalies in stock markets. Some evidence is reported for the markets of Dubai and Kuwait. The paper also provides an additional explanation for the performance of stock market of Kuwait. The findings are opposite to the well documented evidence that emerging markets are less efficient and hence it is likely that several market anomalies are further pronounced. The results suggest that the predictive power of the January anomaly can be considered as a temporary anomaly in the GCC markets, since it is concentrated in only a couple of GCC markets and does not persist in time.

In this article, we introduce correlation technologies both at RF/mmWave and baseband frequencies. At RF and mmWave frequencies, power-spectra and energy-spectra metrics are introduced for measuring the power-density of mobile devices and systems. New ASIC-embedded smart connectors are developed for bringing correlation-based signal processing close to antenna modules. At baseband frequencies, DSP-based convolutional accelerators are proposed for fast and accurate measurement of EVM (error vector magnitude) using correlation technologies. Porting of the DSP-based convolutional accelerators into advanced fully depleted silicon-on-insulator (FDSOI)-based ASIC platforms for co-integration with adaptive RF/mmWave front-end modules will enable real-time extraction of auto-correlation and cross-correlation functions of stochastic signals. Perspectives for optically synchronized interferometric-correlation technologies are drawn for accurate measurements in noisy environments of stochastic EM fields using power-spectra and energy-spectra metrics. Adoption of correlation technologies will foster new paradigms relative to interactions of humans with smart devices and systems in randomly fluctuating environments. The resulting new paradigms will open new possibilities in communication theory for properly combining and reconciling information signal theory (Shannon information-based entropy) and physical information theory (statistical-physics-based entropy) into a unified framework.

Since the establishment of the Turkish Republic, Turkey has aligned itself with the Western world so that this alignment has been the main determinant of its relations with the non-Western world. The Middle East was not an exception in this process. After decades of remaining aloof from the Middle Eastern affairs, Turkey has followed a new foreign policy towards the region, as part of its new foreign policy vision, since the AK Party coming to power in 2002 and has shown a growing willingness to participate in Middle Eastern affairs. Various arguments are developed by different actors, including the one elaborated in this thesis, to explain the new activism of Turkey in the region.

Rapid and chaotic changes in market environments have caused business organizations to modify their organizational structures and social relationships. This paper examines the change in relationship between management and employees, which is shifting from an adversarial and controlling role to facilitation and employee empowerment. This paper's research question concerns how classical sociological theory would explain power redistribution within organizations and the formation of an associative and collaborative relationship which contradicts traditional paradigms. Traditional bureaucratic and contemporary organizational forms are compared and contrasted. Organizational climate, psycho-social components of underlying assumptions and group ethics are seen to be the mechanisms impelling transformation. Organizational change is driven by an emerging secular ethic. This ethic is embodied in an applied model of leadership and examined as an ideal type. The common ethic impelling organizational change is seen to be the same as that causing social transformation in both national and international spheres.

The main aim of this presented diploma thesis is to help build a systematic understanding of the political and social foundations of global financial markets, their operations and impacts on the global power affairs. The thesis highlights the dynamic complexity of the post financial crisis state of the World with its itra- and inter-social features. It instrumentaly uses critique of a free market agenda and neo-classical economy which contrasts the Efficient Markets Hypothesis with Hyman Minsky's Financial Instability Hypothesis (FIH), taking into account the dynamic complexity of financial markets. This approach offers analytical tools that can account for crisis through processes endogenous to contemporary financial capitalism. I shall argue that a financially complex system is, according to the FIH, inherently flawed and unstable. After a theoretical and historical review, the thesis discusses various aspects of the process of austerity regime and its social consequences. This provides an opportunity for analyses of the ongoing existence of interstate competition, of militarised foreign policy, and of other international, at times violent conflicts. In an effort to make sense of some of these phenomena, I instrumentaly use the study of geoeconomics that builds on some fundamental assumptions...

AbstractIn developing countries, a substantial amount of perishable and often highly nutritious commodities, such as fruits and vegetables, are lost after harvest, mainly caused by the lack of key infrastructures, such as electricity and cold chain facilities. On the other hand, the world has recently seen the potential of solar power in decarbonizing economies and transforming rural livelihoods in developing countries. A new technology, such as solar power photovoltaics, is highly divisible and, therefore, can be easily introduced to overcome the lack of sustainable electricity supply. In 2020–2021, we implemented an intervention to rebuild rural livelihoods in conflict-affected northeast Nigeria by building solar-powered cold storage facilities that can reduce food loss and increase consumption of perishable, micronutrient-rich horticulture products; increase incomes of market agents and producers; and improve employment. The intervention brought a significant increase in the number of days that horticulture products remain fresh, market sales for cold storage users, and the amount of vegetables available to the local population. Cost-benefit analysis showed a significant net economic gain in the long-run. Our example shows that a technological innovation, which overcomes the lack of an essential investment for development, can trigger economic transformation.

The European Union is 450 million citizens in 25 otherwise sovereign countries, but connected in a multinational federal metastate that claims a combined economy in excess of $9 trillion (US), making it one of the world’s largest economies. As a community faced with massive decontamination and re-industrialization from devastating wars, Europe places due emphasis on issues of environmental sustainability and pollution prevention. Under broad policy guidelines of the New Approach and Integrated Product Planning frameworks, the European Commission is drafting legislation that will mandate eco-standards for all energized end-use equipment for sale in the internal market. These proposed standards may raise controversy in many industry sectors and international arenas (including within Europe itself) because they may not be based on sound and accepted scientific analysis, because they may constitute a de-facto violation at least in spirit of the Technical Barriers to Trade Agreement, and because nobody can yet predict their cost impact and other market effect. Compliance with these emerging energy efficiency regulations will impose considerable management requirements on manufacturers as they devise documentation and certification programs for their products that are likely to be of a scope similar to ISO 14000. This paper assesses the new requirements from a product and design management perspective.

In this paper we discuss the unexplored two-way relationship between distribution network tariff design and the emergence of new business models in the power sector. Distribution network tariffs have traditionally used a cost accounting method. We suggest, instead, the use of a business model framework to analyze the extent to which emerging business models in the power sector change the way electricity distribution network services are priced and packaged.

Unprecedented global turbulence in 2022 has demonstrated the need to pay increased attention to naval operations. Enhanced military capability allows naval power projection far beyond home waters. New threats and challenges are emerging from technological advances and new applications, not least the vulnerability of warships and naval facilities to cyber intrusions and cyberattacks. As states implement the programmes they need to protect and promote their interests at sea, there is also likely to be an increase in the number of close tracking incidents. How effective current risk reduction mechanisms will be at dealing with incidents at sea is unclear. This Insights Paper provides a preliminary assessment of the existing mechanisms and suggests areas for further improvement.

Just as Caribbean economies are emerging from the sharp recessions associated with the COVID-19 pandemic, a confluence of external shocks now complicates the recovery. Commodity prices started rising in late 2021, and the Russian invasion of Ukraine in late February of this year disrupted supplies and led to further price increases. The macroeconomic effects are varied across the Caribbean, depending on each country's trade specialization. However, households across the region are feeling the impact on their purchasing power. In addition, the normalization of monetary policy in global financial centers is increasing the cost of external borrowing for governments, with knock-on effects for borrowing costs for firms and households. This edition of the Caribbean Economics Quarterly provides a regional overview of the impacts of these external shocks, as well as country chapters that provide more detailed country-level information.

The UK government’s Integrated Review of security, defence, development and foreign policy, published in March 2021 alongside a supporting defence command paper, set a new course for UK national security and highlighted opportunities for an innovative approach to international engagement activity. The Integrated Review focused principally on the state threats posed by China’s increasing power and by competitors – including Russia – armed with nuclear, conventional and hybrid capabilities. It also stressed the continuing risks to global security and resilience due to conflict and instability in weakened and failed states. These threats have the potential to increase poverty and inequality, violent extremism, climate degradation and the forced displacement of people, while presenting authoritarian competitors with opportunities to enhance their geopolitical influence. There are moral, security and economic motives to foster durable peace in conflict-prone and weakened regions through a peacebuilding approach that promotes good governance, addresses the root causes of conflict and prevents violence, while denying opportunities to state competitors. The recent withdrawal from Afghanistan serves to emphasize the complexities and potential pitfalls associated with intervention operations in complex, unstable regions. Success in the future will require the full, sustained and coordinated integration of national, allied and regional levers of power underpinned by a sophisticated understanding of the operating environment. The UK armed forces, with their considerable resources and global network, will contribute to this effort through ‘persistent engagement’. This is a new approach to overseas operations below the threshold of conflict, designed as a pre-emptive complement to warfighting. To achieve this, the UK Ministry of Defence (MOD) must develop a capability that can operate effectively in weak, unstable and complex regions prone to violent conflict and crises, not least in the regions on the eastern and southern flanks of the Euro-Atlantic area. The first step must be the development of a cohort of military personnel with enhanced, tailored levels of knowledge, skills and experience. Engagement roles must be filled by operators with specialist knowledge, skills and experience forged beyond the mainstream discipline of combat and warfighting. Only then will individuals develop a genuinely sophisticated understanding of complex, politically driven and sensitive operating environments and be able to infuse the design and delivery of international activities with practical wisdom and insight. Engagement personnel need to be equipped with: An inherent understanding of the human and political dimensions of conflict, the underlying drivers such as inequality and scarcity, and the exacerbating factors such as climate change and migration; - A grounding in social sciences and conflict modelling in order to understand complex human terrain; - Regional expertise enabled by language skills, cultural intelligence and human networks; - Familiarity with a diverse range of partners, allies and local actors and their approaches; - Expertise in building partner capacity and applying defence capabilities to deliver stability and peace; - A grasp of emerging artificial intelligence technology as a tool to understand human terrain; - Reach and insight developed through ‘knowledge networks’ of external experts in academia, think-tanks and NGOs. Successful change will be dependent on strong and overt advocacy by the MOD’s senior leadership and a revised set of personnel policies and procedures for this cohort’s selection, education, training, career management, incentivization, sustainability and support.

The power and promise of genome editing, CRISPR specifically, was first realized with the discovery of CRISPR loci in the 1980s.i Since that time, CRISPR-Cas systems have been further developed enabling genome editing in virtually all organisms across the tree of life.i In the last few years, we have seen the development of a diverse set of CRISPR-based technologies that has revolutionized genome manipulation.ii Enabling a more diverse set of actors than has been seen with other emerging technologies to redefine research and development for biotechnology products encompassing food, agriculture, and medicine.ii Currently, the CRISPR community encompasses over 40,000 authors at 20,000 institutions that have documented their research in over 20,000 published and peer-reviewed studies.iii These CRISPR-based genome editing tools have promised tremendous opportunities in agriculture for the breeding of crops and livestock across the food supply chain. Potentially addressing issues associated with a growing global population, sustainability concerns, and possibly help address the effects of climate change.i These promises however, come along-side concerns of environmental and socio-economic risks associated with CRISPR-based genome editing, and concerns that governance systems are not keeping pace with the technological development and are ill-equipped, or not well suited, to evaluate these risks. The Inter-American Development Bank (IDB) launched an initiative in 2020 to understand the complexities of these new tools, their potential impacts on the LAC region, and how IDB may best invest in its potential adoption and governance strategies. This first series of discussion documents: “Genome Editing in Latin America: Regulatory Overview,” and “CRISPR Patent and Licensing Policy” are part of this larger initiative to examine the regulatory and institutional frameworks surrounding gene editing via CRISPR-based technologies in the Latin America and Caribbean (LAC) regions. Focusing on Argentina, Bolivia, Brazil, Colombia, Honduras, Mexico, Paraguay, Peru, and Uruguay, they set the stage for a deeper analysis of the issues they present which will be studied over the course of the next year through expert solicitations in the region, the development of a series of crop-specific case studies, and a final comprehensive regional analysis of the issues discovered.

The decarbonization of the energy, transport, and industrial sectors is an essential part of achieving net-zero CO2 emissions, to limit global warming to 1.5C above pre-industrial levels. Green hydrogen is emerging as one of the most versatile climate change mitigation tools, since it poses a unique potential to decarbonize hard-to-abate sectors, such as freight transport, energy-intensive industries, and power systems highly dominated by fossil fuels. It also holds an alternative to produce fuels and chemical feedstock locally, using renewable energy without dependency on imported fuel, energy, or commodities. The Caribbean has defined as a priority its aim to enhance its energy security with resilient and low-carbon technologies while improving reliability, affordability, and sustainability of energy services. This report aims to contribute to the ongoing discussion on the role that green hydrogen can play to support the achievement of these goals and to provide an overview and guide for decision-makers in this area. Even though hydrogen is currently expensive for most applications at a global level, the exponential decrease in renewable energy costs in the last decade and the expected accelerated cost reduction of hydrogen technologies in the upcoming years are projected to drive an increase in the attractiveness of green hydrogen worldwide. As Caribbean countries are in the early stages of developing their renewable energy potential, there are opportunities to keep the cost decline of renewable energy production, enabling green hydrogen to get closer to achieving cost-competitiveness and could eventually become economically viable and a more broadly adopted solution.
