Foreign policy analysis stands at the crossroads of different issues and academic disciplines, including political economy and international relations. In this study, the foreign policies of Greece and Spain are analysed in the period between 1945 and the early 1990s, in the context of the world-system approach in which foreign policy is considered a part of the interaction between a single world-economy and multiple political structures (nation states). In other words, this is a study of the political economy of foreign policy. The foreign policies of Greece and Spain are analysed in the context of the world and national levels of the organisation of power and production. In this general context, the two countries are defined as the interesting but debatable category of semiperiphery states in the world-system hierarchy of states. The analysis of Greece and Spain shows that the foreign policies of both countries were strongly affected by their semiperipheral development patterns during both the "expansion-hegemonic rise" and "contraction-hegemonic decline" periods of the world-economy. The study examines the relative impact of national and international structural factors, the distribution of wealth and power, the state, external and internal economic and power elites on the foreign policies of Greece and Spain. The examination demonstrates the effect of their semiperipheral status on their foreign policy. The main theoretical contention of the study is that the world-system analysis and the concept of "semiperiphery" provide a useful framework for the study of the political economy of the foreign policies of middle income countries.

This thesis examines the interplay of public opinion, national identity and foreign policy during the period 1785-1815, focusing on three consistently interconnected countries: the Netherlands, France and Great Britain. The Netherlands provides the centrepiece to the study, which considers how the Dutch were perceived as a nation, a people and as a political entity, at both governmental and popular levels, in the three countries throughout the period. Public opinion is theorised as a two-part phenomenon. Active public opinion represents the collated thoughts and responses of a certain public to an event or set of circumstances. Latent public opinion represents the sum of generally-accepted underlying social norms, stereotypes or preconceptions; the perceptions and representations latently present in unconscious mentalités. The thesis examines how perceptions and representations of the Netherlands in all three countries fed into public opinion and, ultimately, into national identity either of the self or the ‘other’. It then investigates the extent to which the triangular policies of Britain, France and the various incarnations of the Dutch state were shaped by popular perceptions, identities and opinion. While active opinion is shown to have generally been of negligible importance to the policy-making process, it is argued that the underlying themes of latent opinion often provided the conceptual background that politicians from all three countries used to make policy. The influence of latent opinion was often as much unconscious as deliberate. Latent opinion was rarely the inspiration for foreign policy, but it frequently provided the boundaries of expectation within which policy was formed.

This thesis focuses on the practice of cultural diplomacy in post-imperial contexts through the study of the Spanish-Latin American case (Hispano-Americanism) during the 1920s. It advances the concept of ‘spiritual empire’ to make sense of the weight of imperial legacies in multilateral international relations. It highlights the intangible and imagined nature of these legacies, and examines their use in foreign policy. It thus offers broader definitions of what is usually called ‘soft power’, with a specific emphasis on its European roots and on its intertwinement with empire and multilateralism during the interwar period, especially in the context of the League of Nations. The specific object of this inquiry is the set of practices of Hispano-Americanism developed under General Miguel Primo de Rivera’s authoritarian regime (1923-1930). Calls for closer relations between Spain and the Spanish-speaking American countries dated back to the late nineteenth century, in the form of intellectual pleas and some political projects. Only in the 1920s, however, was Hispano-Americanism built up as a relatively coherent set of diplomatic practices. Asking why these practices emerged in the 1920s in particular, the thesis explores this decade as a key moment for both empire and diplomacy. Building mostly on archival material from the Spanish administration, the League of Nations, and US public and private institutions, this research inserts Spanish diplomacy at the heart of the narrative of power politics in Europe and the Americas. The aim is not to prove that Spain actually mattered, but to use this specific case study to pose alternative questions about power in world politics. Rather than asking where power is, this thesis seeks to understand what power is and how it is fabricated. The notion of spiritual empire illustrates how the imperial logics of power resist the formal end of empires and are reused in the shape of diplomatic and administrative practices. It explains how Spanish diplomats and foreign-policy makers tried to hang on to a status of power granted by Spain’s imperial past. It also opens the way to diachronic comparisons between Spain’s Hispano-Americanism, Portugal’s politics of Lusophony, France’s politics of Francophony, or the British Commonwealth, among others.

The passions aroused by the Spanish Civil War have yet to recede. The extensive literature that has been produced and continues to be published testifies to this fact. From the outset of the war in Spain, numerous European countries actively participated in the Spanish conflict. However, Soviet military "aid" to the Republican government "has provoked more questions, mystification and bitter controversy than any other subject in the history of the Spanish Civil War."1 Although the Spanish Civil War took place almost 70 years ago, and the intervention or non-intervention of many countries in Spain is well documented, Soviet involvement remains an "enigma". Little is known of Stalin's motives in Spain and even less information has emerged on the Spanish gold reserves that were sent to the USSR. This dissertation attempts to come to terms with both of these questions and, with the help of new documentation, challenge previously-held assumptions regarding Soviet foreign policy in Spain.

This study examines human rights in the North-South relations of three internationalist countries: Canada, the Netherlands, and Norway. It pays special attention to the integration of human rights in development aid policy, particularly the use of political conditionality. The theoretical framework examines the explanatory power of political Realism. A hypothesis linking policy assertiveness with the perceived costs to other national interests is tested by selecting Western states most likely to disprove Realist assumptions, and by choosing at least two Third World cases for each aid donor: one where economic, political and strategic interests are high, and another where the same interests are minimal or low. Three frameworks to (1) document human rights abuses; (2) evaluate national human rights performance; and (3) gauge foreign policy assertiveness serve as the methodological lenses to analyze Western statecraft and test the hypothesis.
Each donor's search for moral opportunity is visible in an emerging agenda to promote human rights and democratic development. However, if the resolve to defend human rights beyond national borders is gauged by a state's willingness to incur harm to other important national interests, then Canada, the Netherlands, and Norway are seldom disposed to let human rights trump more self-serving national interests. The potential for consistent and principled human rights statecraft is frequently undermined by Realism's cost-benefit rationality.

This thesis will demonstrate that the British leaders saw the policy of non-intervention during the Spanish Civil War as the best option available under the circumstances, and will also focus on the role of the Royal Navy in carrying out that policy. Unpublished sources include Cabinet and Admiralty papers. Printed sources include the Documents on British Foreign Policy, newspaper and periodical articles, and memoirs. This thesis, covering the years 1936-37, is broken down into six chapters, each covering a time frame that reflected a change of policy or naval mission. The non-intervention policy was seen as the best available at the time, but it was shortsighted and ignored potentially serious long-term consequences.

Resumo: As relações entre Brasil e Espanha tiveram escassa importância até meados dos anos 1970, quando, paralelamente aos respectivos processos democráticos, produziram-se uma abertura ao exterior e uma transformação econômica e social em ambos países que promoveram sua integração em um mundo cada vez mais globalizado. A Espanha, por diversos fatores, um dos quais foi o grande fluxo de fundos recebidos da União Européia, teve um grande crescimento econômico, passando de país receptor de investimentos externos a país investidor no exterior. Tais investimentos foram especialmente dirigidos à América Latina - sendo o Brasil o país mais favorecido pelos mesmos - e concentraram se nos setores de telecomunicações, bancário, energético e de infra-estrutura. O intercâmbio comercial entre os dois países, no entanto, continua sendo pequeno e limitado quanto ao conteúdo, como conseqüência do protecionismo de ambos. A rigidez administrativa do Brasil soma-se também à dificuldade de implantação de um maior número de empresas. Existem ainda diversos campos em que é possível uma maior cooperação bilateral, sendo o setor energético, a pesca e o turismo os mais destacados. Do ponto de vista cultural, há cada vez maior aproximação, fruto da potencialização do ensino de espanhol no Brasil, o aumento do turismo bilateral e a emigração de brasileiros a Espanha, assim como os esforços dirigidos pelos governos para este fim. Politicamente, as relações apresentam um baixo perfil, que tem sido melhorado pela integração do Brasil nas Cúpulas Ibero-americanas de Chefes de Estado e de Governo. A liderança do Brasil na região e sua crescente projeção no exterior devem condicionar um novo equilíbrio nas relações bilaterais: caso os países ajustem suas posições a esta nova realidade, no futuro as relações podem alcançar níveis de cooperação superiores aos atuais.
Abstract: Relations between Brazil and Spain had little importance until the mid-1970s when, concurrently with their democratic processes, an opening toward the outside world and an economic and social transformation took place in both countries, thus promoting their integration in an increasingly globalized world. Spain, for several reasons, such as the large flow of funds received from the European Union, had a great economic growth, leaving the position of a country that receives foreign investment to beco me a country that invests abroad. Such investment was particularly directed to Latin America - most especially to Brazil - and concentrated in the areas of telecommunications, banking, energy and infrastructure. Commercial exchange between the two countries, however, remains limited in its amount and contents, as a consequence of protectionism on both parts. The rigidity of Brazilian administrative procedures also raises difficulties for the establishment of a higher number of companies in the country. There are several fields in which it is possible to further bilateral cooperation, being the energy industry, fishing and tourism the most prominent of them. From the cultural point of view, the ties between the countries have become stronger as a result of an increase in the teaching of the Spanish language in Brazil, enhanced bilateral tourism, and the emigration of Brazilians to Spain, as well as the efforts led by both govemments for this purpose. Politically, the relations have a low profile, which has been improved by the integrati~n of Brazil in the Iberian-American Summit of Heads of State and Govemment. The Brazilian leadership in the region and its increasing projection abroad must determine a new balance in bilateral relations; if the countries adjust their position to this new reality, relations of cooperation may reach higher levels in the future.

This doctoral thesis analyses the process of state construction in the early modern period from a joint perspective that amalgamates the agencies of state officials, lending communities, and local elites in the Hispanic Monarchy during the four initial years of Philip II’s reign. The project examines the convergence of private agendas inside and outside the royal administration, which were channelled by the Genoese lending community to overcome the consolidation of royal short-term debt in 1557 and its consequences. The application of an institutional approach, based on the works of Avner Greif, to the analysis of the social organisations that prevented a failure of coordination in the Hispanic Monarchy offers a fresh perspective on a topic normally assessed under predatory models. The specific study of two Genoese lenders who contributed to the establishment of a more viable and efficient financial system in the monarchy, Costantin Gentil and Nicolao de Grimaldo, provides details about how interregional transactions and local economies contributed to the consolidation of the early modern state.

This thesis examines public opinion towards the participation opinion of the British Auxiliary Legion in the Spanish Civil War. It is based on an analysis of British newspapers, periodicals and political discussion between 1835 and 1838. It suggests that, although there was some degree of support for the foreign policy of Lord Palmerston in sending the legion to aid liberalism in the Peninsula, yet that support declined rapidly. In spite of Palmerston's eventual claim that intervention in Spain had been worthwhile, public opinion was not to reflect the view that his policy had been a right one, or that the British Auxiliaries had been indispensable to the cause of Spanish constitutionalism.

This doctoral dissertation studies the effect of economic integration on the performance of firms. The ongoing process of global economic integration has been characterized by dismantling of trade barriers and openness to foreign direct investments (FDI). These changes have not only brought opportunities to firms in terms of market access and the possibility to learn about foreign technologies brought in by foreign counterparts. The new economic environment has also posed new challenges through a greater competitive pressure urging firms to continuously align their production patterns to more efficient business practices. The agility of firms to adjust to external shocks, and hence the potential of countries to benefit from economic integration, does presumably not only depend on the internal assets of firms but may also be influenced by government policies and national institutional settings. This conceptual background constitutes the storyline of the doctoral dissertation.

Chapter 1 of the dissertation is a step forward in understanding the externalities of foreign direct investments on the economic performance of domestic firms. During the late eighties and early nineties, Spain saw an upswing in foreign direct investments that placed the economic at the top of FDI recipients in Europe. To provide fresh insights into the firm-levels responses to FDI, Chapter 1 investigates the effects of foreign direct investment on the productivity of domestic firms within the same sector of activity as foreign firms, and whether FDI externalities differed depending on their level of technology. The empirical results show that foreign presence had an overall positive effect on the productivity growth of domestic firms. The gains were not, however, evenly distributed across firms. Firms closer to the frontier benefited more from FDI than firms far from the technology frontier.

A further integration of the world economy with new economic actors, like China and India, has highlighted the need for European firms to climb the quality ladder and shift towards high value added products and greater flexibility in delivering new products in order to survive new competitive threats. Chapter 2 is a theoretical and empirical examination of the role of innovation for the export activities of firms. The intuition is that firms through innovation enhance their access to foreign markets by improving cost competitiveness and the quality of products. The Chapter builds on previous literature to develop a trade model in which firms differ in their propensity to innovate and export based on their underlying productivity. The empirical results, in line with the theoretical model, suggest a positive effect of innovation on the probability of participation in export markets.

The innovative activities of firms may not only depend on their internal assets, but presumably also on their relations with other actors in the national innovation systems. To understand better the role of firms’ relations with the science sector, Chapter 3 turns to one of the major producers of knowledge –universities- and investigates the factors that contribute to the successful transfer of knowledge from universities to the market. The results from Chapter 3 show that universities with established technology transfer policies, procedures, and large and experienced technology transfer offices perform better.

Previous chapters demonstrate that innovation gives a competitive edge to firms exploring foreign markets. Chapter 4, which is joint work with economists from France’s central bank, investigates how credit market imperfections affect the expansion and survival of firms in foreign markets, which is essential for the design of policies stimulating aggregate trade and competitiveness. Chapter 4 develops a theoretical model to study the impact of credit constraints on the number of newly served export destinations by firms and their exits from the export market and tests it using French firm-level data. The results show that credit constraints negatively affect the number of newly created export relations and have a negative effect on the probability of exit from the export market.

Ce travail analyse la construction de la politique d’immigration en Espagne à travers le cas desmigrations ouest-africaines, un révélateur privilégié des ambiguïtés et ambivalences qui latraversent. Dans le contexte du retournement des flux migratoires qui transforme l’Espagne en unedestination de plus en plus importante, nous abordons la mise en place compliquée d’une politiquenationale qui, dès sa naissance en 1985, doit conjuguer les obligations européennes et les intérêtsinternes. Nous étudions comment la virulente politisation de la question migratoire, en 2000,constitue un moment clé dans le développement de la politique espagnole, en modifiant d’abord leprocessus d’européanisation. L’Espagne, qui initialement est un récepteur passif de normes etpratiques européennes, se transforme ainsi en une actrice clé dans l’UE en matière d’immigration,tant par son adhésion à la sécurisation de l’immigration, que par son rôle dans le processusd’internationalisation des enjeux, où son action vis-à-vis du continent africain devient unarchétype. This project aims to analyse the development of Spanish immigration policy through the caseof West African migrations which significantly reveals the ambiguous and ambivalent nature ofthe policy. In the context of migratory flows reversal, Spain has become an increasingly importantdestination for immigrants, so I wish to address the complicated implementation of a nationalpolicy which, from its birth in 1985, has had to reconcile EU obligations with internal interests. Ishall look at how the virulent politicisation of immigration issues in 2000 not only represents akey moment in the development of Spanish policy, but Europeanization process as well. Thesignificance of this is that Spain, a country which was at first a passive recipient of Europeannorms and practices, steadily became a central actor in the key debates and issues surroundingimmigration in the EU. These include the Spanish alignment to the securitisation process ofimmigration as well as becoming a model in the internationalisation of immigration policythrough its action towards the African continent. I will also analyse the development of theexternal dimension of Spanish policy, which through an exacerbated focus on sub-Saharanimmigration leads to a widespread effect of the migratory issues in its dealings with Africa. Thereassessment and consequent improvement of Spanish relations with Morocco was a crucialmoment due to the country’s strategic importance as a “transit zone” to Europe. This trendcontinued with the consequent re-engagement in West Africa following the Africa Plan which Ibelieve reflects the role of the African continent as a privileged field of expression towards theexternalisation of migratory flows control. The deciphering of this emerging Euro-Africanframework of migration governance and its negotiation help us to fully comprehend theconsequences and collateral effects of this policy

Resumo: As relações entre Brasil e Espanha tiveram escassa importância até meados dos anos 1970, quando, paralelamente aos respectivos processos democráticos, produziram-se uma abertura ao exterior e uma transformação econômica e social em ambos países que promoveram sua integração em um mundo cada vez mais globalizado. A Espanha, por diversos fatores, um dos quais foi o grande fluxo de fundos recebidos da União Européia, teve um grande crescimento econômico, passando de país receptor de investimentos externos a país investidor no exterior. Tais investimentos foram especialmente dirigidos à América Latina - sendo o Brasil o país mais favorecido pelos mesmos - e concentraramse nos setores de telecomunicações, bancário, energético e de infra-estrutura. O intercâmbio comercial entre os dois países, no entanto, continua sendo pequeno e limitado quanto ao conteúdo, como conseqüência do protecionismo de ambos. A rigidez administrativa do Brasil soma-se também à dificuldade de implantação de um maior número de empresas. Existem ainda diversos campos em que é possível uma maior cooperação bilateral, sendo o setor energético, a pesca e o turismo os mais destacados. Do ponto de vista cultural, há cada vez maior aproximação, fruto da potencialização do ensino de espanhol no Brasil, o aumento do turismo bilateral e a emigração de brasileiros a Espanha, assim como os esforços dirigidos pelos governos para este fim. Politicamente, as relações apresentam um baixo perfil, que tem sido melhorado pela integração do Brasil nas Cúpulas Ibero-americanas de Chefes de Estado e de Governo. A liderança do Brasil na região e sua crescente projeção no exterior devem condicionar um novo equilíbrio nas relações bilaterais: caso os países ajustem suas posições a esta nova realidade, no futuro as relações podem alcançar níveis de cooperação superiores aos atuais.
Abstract: Relations between Brazil and Spain had little importance until the mid-1970s when, concurrently with their democratic processes, an opening toward the outside world and an economic and social transformation took place in both countries, thus promoting their integration in an increasingly globalized world. Spain, for several reasons, such as the large flow of funds received from the European Union, had a great economic growth, leaving the position of a country that receives foreign investment to become a country that invests abroad. Such investment was particularly directed to Latin America - most especially to Brazil - and concentrated in the areas of telecommunications, banking, energy and infrastructure. Commercial exchange between the two countries, however, remains limited in its amount and contents, as a consequence of protectionism on both parts. The rigidity of Brazilian administrative procedures also raises difficulties for the establishment of a higher number of companies in the country. There are several fields in which it is possible to further bilateral cooperation, being the energy industry, fishing and tourism the most prominent of them. From the cultural point of view, the ties between the countries have become stronger as a result of an increase in the teaching of the Spanish language in Brazil, enhanced bilateral tourism, and the emigration of Brazilians to Spain, as well as the efforts led by both governments for this purpose. Politically, the relations have a low profile, which has been improved by the integration of Brazil in the Iberian-American Summit of Heads of State and Government. The Brazilian leadership in the region and its increasing projection abroad must determine a new balance in bilateral relations; if the countries adjust their position to this new reality, relations of cooperation may reach higher levels in the future.

La politique espagnole de la France de 1957 à 1979 est abordée autour de trois périodes aux temporalités marquées. Trois étapes, trois étages : observation (1957-1963), marchandages commerciaux (1963-1970), engagements politiques et prise de risques (1970-1979). Face aux mutations du franquisme puis de la démocratie, Paris se repositionne sans cesse. La diplomatie espagnole s’avère très incisive : l’Espagne est un voisin instable et pugnace. Néanmoins, le Quai d’Orsay perçoit un atout pour la quête de grandeur gaullienne. Pays de haute croissance économique, l’Espagne reste un débouché propice aux exportations françaises. Pays méditerranéen, l’Espagne est susceptible de modifier le centre de gravité de l’Europe communautaire au profit d’une France dont le rôle de carrefour serait renforcé. Pays latin, l’Espagne est un relais des ambitions françaises en Amérique du Sud. Pays en développement, l’Espagne apporte un appui aux élans tiers-mondistes de la politique française. Sous l’angle bilatéral, cette thèse recentrer et d’actualiser des travaux qui balisent l’étude. Par ailleurs, il ne serait pas judicieux d’ignorer les griefs ou les attentes des Espagnols à l’égard de la France. Dans le domaine multilatéral : parrainage européen fourni par la France ; tactique espagnole de surenchères attisées entre Washington, Bonn, et Paris ; désirs d’une coopération méditerranéenne articulée autour de Madrid, Rome et Paris. Aussi cette recherche s’insère-t-elle dans trois champs historiographiques : l’histoire des relations franco-espagnoles, l’histoire politique de l’Espagne, l’histoire des représentations parmi les élites françaises
France's Spanish policy from 1957 to 1979 is approached through three very distinct periods. Three steps, three levels : observation (1957-1963), trading negociations (1963-1970 ), political commitments and daring relationships (1970-1979). Confronted with the evolutions of Franco's dictature and then democracy, the French government is constantly adapting. The Spanish foreign policy turns out to be sharp: Spain is a restless and pugnacious neighbour. Yet the French Foreign Affairs Department considers this situation as an opportunity to enhance the prestige of de Gaulle's policy. With a high economic potential, Spain offers many opportunities for French exports. As a Mediterranean country, Spain is likely to change the centre of gravity of the European Community in favour of France, whose role of platform would be reinforced. As a Latin country, Spain represents a link between an ambitious France and South America. As a developing country, Spain provides a support for the French attempt to deal with the Third World. From both perspectives - Spanish and French - this PhD gathers and updates previous works which were used to build this study. Besides, one should not ignore Spanish grievances or expectations regarding France. From a larger perspective : France provides a European partnership, Spain tries to outbid between Washington, Bonn and Paris, while a Mediterranean cooperation structured around Madrid, Rome and Paris is highly wished for. This study is carried out into the frame of three different historiographic schools: the history of Franco-Spanish relationships, the political history of Spain and the history of representations among French elites

The master thesis analyzes a development of Czech-Dutch relations from the first contacts in the Middle Ages till the present. The thesis is divided into chapters chronologically but the emphasis is placed on the 20th century also because of the number of sources. Bilateral relations of these two actors of the international relations are examined on the political, economic and cultural level. The master thesis is based first of all on the archival sources of the Ministry of Foreign Affaires of the Czech Republic and it is the first overview which is given on the mutual Czech-Dutch relations according to the three above mentioned levels.

ENGLISH ABSTRACT: This study explores the claim that Great Power Wars are a necessary condition for successful hegemonic ascent in the modern world-system, primarily from the standpoint of World- Systems Analysis. This study advances the conception of hegemony primarily in economic and state terms, and it was investigated, by way of a historical case study, how the Thirty Years’ War (1618-1648) impacted the economic domains of agro-industrial production, commerce, and finance of the United Provinces of the Netherlands, and its main rival for systemic leadership, Hapsburg Spain. The variables utilised in the study were Great Power War, and the ‘material base’ of the state involved (both independent), the three abovementioned economic domains (intervening), and hegemony or defeat (dependent). The case study was primarily descriptive and explanatory, with the use of process-tracing in its compilation, and a method of within-case structured, focused comparison was utilised with the aim of tentatively producing standardised, generalised knowledge concerning the wider link between Great Power War and hegemony beyond the Dutch case. The findings of the study, although derived from only one historical case of hegemonic ascent in the modern world-system, strongly support the argument that Great Power War is necessary to secure the hegemony of the leading insular core state, which is physically removed from the fighting during the conflict, since the full mobilisation of its economy is effected, while the economies of most other core states are impaired, especially the main continental rival for hegemony. However, the ascending hegemon must also possess the requisite favourable ‘material base’. Further research on this topic is called for, given the potential destructiveness of a future Great Power War, and its role in establishing hegemony in the modern world-system.
AFRIKAANSE OPSOMMING: Hierdie studie ondersoek die bewering dat Groot Moontheid Oorloë ‘n noodsaaklike vereiste is vir suksesvolle hegemoniese bestyging in die moderne wêreld-sisteem, hoofsaaklik vanaf die standpunt van Wêreld-Sisteem Analise. Hierdie studie bevorder die konsepsie van hegemonie hoofsaaklik in ekonomiese en staat terme, en dit het ondersoek, deur middel van ‘n historiese gevallestudie, hoe die Dertig Jaar Oorlog (1618-1648) ingewerk het op die ekonomiese arenas van agri-industriële produksie, handel, and finansies van die Verenigde Provinsies van Nederland, en hul mededinger vir sistemiese leierskap, Spanje. Die veranderlikes wat in die studie ingespan was, was Groot Moontheid Oorlog, en die ‘materiële basis’ van die state in kwessie (onafhanlik), die drie bogenoemde ekonomiese arenas (albei tussenkomend), en hegemonie of nederlaag (afhanklik). La investigación ha abordado los contactos oficiales y extraoficiales entre España y la Unión Soviética durante el siglo XX, y, especialmente, se ha centrado en la proyección del modelo soviético desplegado por las Asociaciones de Amistad, tales como la Sección Española de los Amigos de la Unión Soviética y la Asociación España - URSS, como un medio de calibrar su impacto en España. Asimismo, se ha prestado atención a las asociaciones de amistad británicas para comparar el relativo éxito de estas asociaciones en los dos países. Las principales fuentes utilizadas han sido los fondos VOKS y SODD, procedentes de los archivos estatales rusos, documentos privados de las Asociaciones y testimonios, los cuales han sido cruciales para comprender estas asociaciones, los problemas que encararon así como sus éxitos y fracasos. Las Asociaciones de Amistad con la Unión Soviética fueron un medio de difundir ideales - el antifascismo y la coexistencia pacífica- defendidos por el gobierno Soviético. Así, estas asociaciones constituyeron un tipo de diplomacia popular. En términos generales, la gente que creía en un modelo diferente al capitalista se unió a estas asociaciones y proveyeron ejemplos de respecto en un mundo multicultural. Debido a ello, su mensaje no es obsoleto en el mundo de hoy.
The research deals with the official and unofficial contacts between Spain and the Soviet Union, focussing particularly on those perceptions of the latter disseminated through the various Friendship societies, such as the Spanish Friends of the Soviet Union and the Spain - USSR Society. As a way of assessing their impact in Spain, a chapter is dedicated to the British Friendship societies, which will compare the relative successes of these societies in the two countries. The main sources utilized have been the VOKS and SSOD files from the Russian Federation archives, private documents of the societies and testimonies, which have been crucial to understanding these associations, the problems they faced, as well as their successes and failures.The friendship societies with the Soviet Union were a way of spreading ideals -antifascism and peaceful coexistence - championed by the Soviet government. As such, these societies were a type of popular diplomacy. Broadly speaking, people who believed in a different model than capitalism joined these associations and they provided examples of respect in a multicultural world. Because of that, their message is not obsolete in today's world.

La present recerca estudia l'ús d'analogies històriques en els discursos dels màxims responsables de la política exterior de França, Espanya i Itàlia per a defensar l'existència i evolució d'un marc multilateral euromediterrani a partir de la Declaració de Barcelona el 1995. Malgrat l'aparença continuista i formulària d'aquestes referències al passat, el seu significat varia amb els interessos de l'agenda política. L'evolució es produeix enmig de la contradicció insoluble de presentar la Mediterrània com el locus fundacional de la civilització -com a una regió, per tant, capaç de regenerar el món amb el seu exemple- i al mateix temps observar la història mediterrània com a fonamentalment marcada pel conflicte entre grans blocs culturals. Les pròpies bases del discurs feien difícil, doncs, que els representants polítics poguessin proporcionar fonaments històrics als objectius declarats d'inclusió cultural i cohesió regional. L'anàlisi revela, en canvi, com el relat històric preparà la progressiva desaparició del diàleg polític a la regió, propiciant el decandiment del propi marc multilateral poc després d'haver entrat en contacte amb la nova realitat de la primavera àrab.
This research looks at the use of historical analogies concerning the Mediterranean in the political speeches of top foreign-policy decision-makers in France, Spain and Italy since the Barcelona Declaration of 1995. In spite of the consistent and formulaic appearance of such references to the past, their meaning shifted as political interests changed. This evolution took place in the midst of an unsolvable contradiction. While political leaders have largely presented the Mediterranean as the birthplace of civilization, and as such, as a region capable of regenerating the world by example, at the same time, conflict between cultural blocs has been perceived as the defining feature of Mediterranean history. The very basis of discourse, then, made it difficult for leaders to provide a historical ground for the stated political goals of cultural inclusiveness and regional cohesion. Analysis reveals, on the contrary, that historical narrative contributed to a progressive withdrawal of political dialogue, which ultimately entailed the waning of the multilateral framework itself as the Arab Spring unfolded.

The Hispano-Moroccan Re-Encounter: Colonialism, Mimesis, and Power in the Spanish War on Tetouan and its Occupation (1859-62) is a micro-history of the events that inaugurated modern Spanish colonialism in Morocco. The dissertation analyzes the interrelated imperial and local discourses and practices in the mid nineteenth-century military conflict enhanced by Spain and the understudied twenty-seven-month occupation of Tetouan. The complex contours of the incipient Hispano-Moroccan modern imperial formation are scrutinized by recourse to a constellation of multilingual sources – in Arabic, Spanish, and Basque, including manuscript and printed chronicles, press articles, literary accounts and diverse archival materials. The topical chapters discuss nineteenth-century Spanish colonial discourses, the Tetouani and Moroccan reaction to the war and defeat, the colonial (re)encounter and the policies based on the construction of racial difference, the politics of gender, status, and religion, the urban history of occupied Tetouan, the subaltern populations’ political action, and finally the view of the events of the Moroccan elites who abandoned the city on the eve of its occupation. The dissertation includes a Prologue that offers a general description of the studied events, and an Epilogue that discusses some of the processes that developed after the Spanish evacuation of Tetouan. The dissertation is intended as a contribution to four interrelated scholarly realms. Firstly, to the study of Spanish colonialism, in which Spanish Africa has received little attention in comparison to the Americas and the Philippines. Secondly, to postcolonial studies of the Middle East and North Africa, in which prevalence has been given to British and French colonialisms, and in which the Maghrib has received less attention than the Mashriq. Thirdly, to Moroccan historiography, which has until recently disregarded colonial Morocco as if it were a ‘historical parenthesis.’ And fourthly, to Hispano-Moroccan studies, which have focused more on al-Andalus than on the post-1492 interactions.

The aim of this work is to study Spanish-Italian diplomatic relations in the period 1943-1957. However, and in spite of the fact that the question of Spanish-Italian diplomatic relations between 1943 and 1957 will remain at the heart of this research, this is not merely a history of bilateral relations. In fact, the present work contends that this bilateral relationship cannot be studied in isolation and that a broader context is key, in order to obtain a full understanding of it. In this way, this research will also focus on how these two countries responded to the challenges of the post-war period, and how they struggled to pursue a more independent foreign policy with respect to the major powers. Hence, it is clearly important to analyse the degree of influence which Great Britain first and the United States afterwards exerted both in Spain and Italy and over their relations. The role of France will also be scrutinised, although it will be under a different light, since France did not possess the material capabilities to display a hegemonic policy in Western Europe after 1943. However, the French role in Spanish- Italian relations cannot be ignored either, especially after 1950 when the diplomats at the ‘Quai D’Orsay’ began to intervene more actively in the affairs of the two neighbouring states. Therefore, this research will also address the question of how much room for manoeuvre the Spanish and the Italian Governments really had in the diplomatic field. By accomplishing these objectives, the present research will enrich the existing field of scholarship of both the Spanish and Italian foreign policies after the Second World War and, at the same time, it will contribute to obtaining a better understanding of international relations in Western Europe during the post-war period and, especially the role of the major powers.

Przedmiotem rozprawy był przegląd oraz ocena metod, przy pomocy których systemy prawne regulują spółki zagraniczne. Przez spółkę zagraniczną rozumiano spółkę, która została utworzona przez obcy porządek prawny i do której taki obcy porządek prawny się przyznaje. W pracy przeprowadzono badania porównawcze, analizując systemy prawne wybranych państw angielskiego, niemieckiego oraz francuskiego kręgu językowego, jak również rozwiązania polskie oraz holenderskie.Kluczowe znaczenie w rozprawie odegrał podział na metodę kolizyjną oraz metodę merytoryczną, a zasadnicza teza rozprawy mówiła, że metoda kolizyjna jest nadużywana i powinna w niektórych przypadkach ustąpić miejsca metodzie merytorycznej.Wśród współczesnych kolizyjnych regulacji spółek zagranicznych można wyróżnić trzy grupy. Po pierwsze, rozwiązania, które poddają wszystkie zdarzenia i stosunki spółki rządom prawa, które niekoniecznie spółkę utworzyło. Najważniejszy przypadek tego typu regulacji stanowi teoria siedziby rzeczywistej. Potencjalnie usuwa ona spod rządów prawa inkorporacji również zdarzenia z udziałem aktów publicznych oraz stosunki organizacyjne - dla regulacji których nadaje się tylko porządek inkorporacji. Jedynie w tym systemie prawnym zostały wydane odpowiednie akty publicznego i wyłącznie do niego zostały dostosowane stosunki organizacyjne. Druga kategoria to rozwiązania kolizyjne, które zawsze kierują do porządku macierzystego spółki, w tym przede wszystkim teoria inkorporacji. Faktycznie powstrzymują się one od regulacji stosunków korporacyjnych zagranicznych spółek. Trzecią grupę stanowią ograniczone rozwiązania kolizyjne, które poddają własnemu prawu tylko niektóre stosunki spółek zagranicznych blisko związanych z własnym obszarem. Są one zorientowane praktycznie i zazwyczaj obejmują stosunki, które nadają się do skutecznej regulacji kolizyjnej.Dwie najważniejsze kategorie merytorycznych regulacji spółek zagranicznych to uznanie oraz przepisy nakładające dodatkowe obowiązki na podmioty stosunków korporacyjnych. Uznanie polega na rozciągnięciu na system uznający skutków prawnych powstałych pod rządami systemu obcego. Należy je stosować wobec zdarzeń prawnych, których elementem jest akt publiczny o charakterze konstytutywnym oraz do stosunków organizacyjnych. Przepisy nakładające dodatkowe obowiązki na spółkę zagraniczną lub podmioty w nią zaangażowane nie regulują bezpośrednio stosunków korporacyjnych. Przede wszystkim wymagają one od spółek zagranicznych ujawnienia określonych informacji w rejestrze państwa przyjmującego oraz ustanowienia na miejscu przedstawiciela i wskazania adresu. Mogą one jednak również nakładać na osoby zaangażowane w spółkę obowiązek określonego ułożenia jej stosunków korporacyjnych i w ten sposób pośrednio je normować. Sankcje za naruszenie tych przepisów mogą przypominać faktyczne konsekwencje zastosowania rozwiązań kolizyjnych, jednak ich wykorzystanie nie prowadzi do niedogodności, z jakimi wiąże się regulacja kolizyjna.Najważniejsze zagadnienie na tle polskiej ustawy o prawie prywatnym międzynarodowym to wykładnia pojęcia siedziby, którym posługuje się ona dla wyznaczenia prawa właściwego dla osób prawnych. Owa siedziba powinna być rozumiana jako siedziba statutowa, a nie jako siedziba rzeczywista. Taka konieczność wynika z orzecznictwa Trybunału Sprawiedliwości Unii Europejskiej, które nakazuje, by spółka, która przeniosła siedzibę rzeczywistą w ramach Europejskiej Wspólnoty Gospodarczej, była uznawana jako spółka państwa swojej inkorporacji. Polska ustawa stanowi co prawda, że przeniesienie siedziby w ramach EOG nie prowadzi do utraty podmiotowości prawnej, ale wyjątek wprowadzony przez ten przepis jest zbyt wąski, aby uczynić zadość wymogom prawa europejskiego. Za teorią siedziby statutowej przemawiają również liczne względy funkcjonalne.
The subject of the thesis was the assessment of methods with which legal systems regulate foreign companies. Foreign company was understood as a company which has been incorporated by a foreign legal system and which is recognized by this system as its own. A comparative research was carried out in the dissertation, covering legal systems of selected English, German and French speaking countries, as well as Polish and Dutch law.Crucial for the dissertation was the distinction between the conflict-of-laws and substantive methods and its main thesis was that the conflict-of-laws method is used too often and should yield precedence to the substantive method in some cases.Among modern conflict-of-laws regulations of foreign companies three groups can be distinguished. First, solutions which subject all legal events and legal relations of a company to substantial law which did not necessarily create the company. The most important instance of the regulations of this kind is the real seat theory. Potentially it removes from authority of the law of incorporation, among others, legal events which include public acts and organizational legal relations – whereas those can effectively be governed only by the law of incorporation. Only within the law of incorporation relevant public acts have been issued and only to this law organizational legal relations have been adjusted. The second category of the conflict-of-laws regulations consists in solutions which always indicate parent law of a company as applicable. They include especially the theory of incorporation. In fact, these solutions refrain from regulation of corporate relations of foreign companies. The third group consists in limited conflict-of-laws regulations which subject to their own substantive law only selected relations of foreign companies closely connected with their country. They are practically oriented and usually cover relations which are suitable for effective conflict-of-laws regulation.Two most important categories of substantive regulations of foreign companies are the recognition and provisions imposing additional obligations on parties of corporate relations. The recognition consists in extension of legal effects which arose under a foreign legal system to the recognizing system. It should be applied to legal events which include constitutive public acts and to organizational relations. Provisions imposing additional obligations on foreign companies or persons involved in them do not regulate directly corporate relations. Above all, they require from foreign companies disclosure of certain information in the register of the admitting country and appointment of a representative and indication of an address there. They may, however, impose on persons involved in a company an obligation to specifically arrange its corporate relations and in this manner indirectly regulate these relations. Legal sanctions for breach of these provisions may resemble actual consequences of use of the real seat theory, but their application does not result in problems associated with the conflict-of-laws regulation.The most important question with respect to the Polish Act on the Private International Law is interpretation of the term “seat”, which the Act uses to designate law applicable to legal entities. It should be understood as the seat set in articles of association and not as the real seat. This results from the case law of the Court of Justice of the European Union, which mandates that a company transferring its real seat within the European Economic Area be recognized as the company of the country of its incorporation. Although the Polish Act provides that transfer of the seat within the EEA does not result in loss of legal personality of the company, nevertheless this exception is not broad enough to satisfy requirements of the European law. Many functional arguments also speak in favour of the statutory seat theory.
