This paper analyzes the natural resources governance framework in Zambia. The research is the result of a broader project on natural resource governance with interviews performed in a number of countries in sub-Saharan Africa. The goal of the paper is to identify the gaps and inconsistencies within the Zambian natural resource policy framework, in an effort to broaden the understanding of how governance of the sector may be streamlined and optimized. It further offers suggestions on how other sectors, such as education, may be central to the development of a more successful natural resource framework. The paper focuses on Zambia as a country with a long history of mining and a relatively stable political environment, yet one in which tensions between government and the private sector remain, and policies on natural resource extraction which have been particularly volatile in recent years.

Abundant natural resources are the basis of urbanisation and industrialisation. Citizens are the key factor in promoting a sustainable supply of natural resources and the high-quality development of urban areas. This study focuses on the co-production behaviours of citizens regarding urban natural resource assets in the age of big data, and uses the latent Dirichlet allocation algorithm and the stepwise regression analysis method to evaluate citizens’ experiences and feelings related to the urban capitalisation of natural resources. Results show that, firstly, the machine learning algorithm based on natural language processing can effectively identify and deal with the demands of urban natural resource assets. Secondly, in the experience of urban natural resources, citizens pay more attention to the combination of history, culture, infrastructure and natural landscape. Unique natural resource can enhance citizens’ sense of participation. Finally, the scenery, entertainment and quality and value of urban natural resources are the influencing factors of citizens’ satisfaction.

The endeavour of natural history has often been ridiculed as “mere stamp collecting” by those unwilling to see anything scientific in naturalists' work. This paper traces some of the ways the term “stamp collecting” has been used in scientific literature. It discusses how the term can be seen as a reflection of the changing methodological context in which science has been done in the nineteenth and twentieth centuries. It also points to the importance of considering the relative status of certain sciences not as a problem of what type of science is better or more important but as a problem of scientific communities competing for both resources and prestige.

AbstractBy the end of the twentieth century, a scholarly consensus emerged around the idea that oil fuels authoritarianism and slow growth. The natural abundance once thought to be a blessing was unconditionally, and then later only conditionally, a curse for political and economic development. We re-examine the relationship between oil wealth and political regimes, challenging the conventional wisdom that such natural resource rents lead to authoritarian outcomes. We contend that most efforts to examine the causal linkages between natural resource abundance and political regime have been complicated by the likelihood that both democracy and oil revenue are endogenous to the industrialization processes itself, particularly in its developmentalist form. Our quantitative results, based on an analysis of global data from 1970 to 2006, show that both resource endogeneity and several mechanisms of intraregional regime diffusion are powerful determinants of democratic outcomes. Qualitative evidence from the history of industrialization in Latin America yields support for our proposed causal claim. Oil wealth is not necessarily a curse and may even be a blessing with respect to democratic development.

Abstract Natural history collections (NHCs) are important resources for a diverse array of scientific fields. Recent digitization initiatives have broadened the user base of NHCs, and new technological innovations are using materials generated from collections to address novel scientific questions. Simultaneously, NHCs are increasingly imperiled by reductions in funding and resources. Ensuring that NHCs continue to serve as a valuable resource for future generations will require the scientific community to increase their contribution to and acknowledgement of collections. We provide recommendations and guidelines for scientists to support NHCs, focusing particularly on new users that may be unfamiliar with collections. We hope that this perspective will motivate debate on the future of NHCs and the role of the scientific community in maintaining and improving biological collections.

The article deals with issues related to the study of the main socio-economic priorities of Georgia. The brief historical review refutes the widely circulated thesis that during the Soviet period the Georgian Republic allegedly consumed much more goods than it produced; that per capita incomes were calculated astronomically. The issues of the current state of the country's resource supply were also considered. The concept of integral resources is used and it is proposed to combine a number of traditional and newly formed group of potential opportunities over the past decades into a single category of the so-called. "Partial resources", which, along with traditional types - natural, human and material resources, allow the most complete and comprehensive characterization of the possibility of their use for solving urgent socio-economic problems of the country. Particular attention is paid to the current state of Georgia's natural resources on the example of a brief analysis of mineral resources with an emphasis, in particular, on the resources of building and facing materials. In order to improve the efficiency of managing economic processes, it is proposed to radically improve the activities of ministries and departments of the country by switching to the so-called "Project management system" of the entire economic and economic complex of Georgia. The main feature of this system is associated with the introduction of a three-level classification of the main projects, which will be assigned National, Sectoral and Regional levels, depending on their scale and characteristic features. This will allow developing specific programs for the rational use of natural resources, to optimize the management system at all levels of authorities, to introduce innovative models of sustainable management, intended to significantly improve the living standards of the population of Georgia.

What has been identified as, according to the relevant literature, the relationship between natural resources and conflict? In what ways are natural resources used to trigger conflict and instability? Who are the main players and actors in resource conflicts? To address these questions, this article critically reviews the main theoretical and empirical works on conflict, natural resources, abundancy and scarcity. In doing so, the article aims to update the existing discussion with the latest literatures, which is more skeptical about the relationship between natural resources and conflict. Constructively, the main objective of this review is to explain that in spite the diverse arguments on show; there is a systematic shortcoming in the existing literature. In doing so the article illustrates persistent research shortcomings and difficulties in the theoretical and empirical arguments that have been put forward so far.

<p>自十九世紀以降,歐洲列強的帝國勢力快速擴張,此時美國的領土亦迅速擴張。西方列強仗著船堅砲利優勢在世界各處探尋自然物產和大地資源。歐美強權國家在海外殖民地的擴展為此時空催生了大量與旅行相關的書寫──亦即出自海軍探險者及軍艦成員、自然史科學家、海外商人、外交官等人的旅行書寫。在這段時空下,福爾摩沙早已成為西方列強眼中的肥羊。十九世紀以前,台灣鮮為人知。1860年,清廷因天津條約被迫開放打狗和基隆等港口,大批西方人士於是造訪福爾摩沙。此文聚焦於漢卡克、鼓里馬、禮密臣這三位十九世紀英美旅行者的自然史文本,探究他們如何為福爾摩沙這個神秘而詭譎的島嶼書寫自然史、如何為台灣的本土物種和自然資源做科學觀察與描述、如何在其充滿帝國主義動機的旅行自然史作品中交織夾雜了他們的初期環境意識與生態感知。藉此探討,此文填補自然書寫的拼圖缺塊,呈現十九世紀英美旅行者筆下的福爾摩沙自然史建構以及初期生態感知,同時為生態批評與自然書寫拓展新疆域。</p> <p>&nbsp;</p><p>Prior to the mid-nineteenth century, Formosa was little known and largely unexplored by English and American travelers. After the discovery of Formosan coal by Anglo-American navy explorers in 1847 and Formosa&rsquo;s ports had been opened for trade by the Western Powers in 1860, a great number of Western explorers, navy investigators, naturalist scientists, merchants, and diplomats visited Formosa. Through their writings, these travelers documented the island&rsquo;s unknown landscapes and natural resources, including heavy timber and forest trees. This paper focuses on the traveling natural histories of three nineteenth-century English and American travelers &mdash;William A. Hancock (1847-1914), and Francis Henry Hill Guillemard (1852-1933), and James Wheeler Davidson (1872-1933). It explores the historical and cultural underpinnings of natural resources in the island&rsquo;s eco-geopolitical history and is interested to examine the ways these travel writings represented Formosa&rsquo;s environmental productions (such as coal, sulphur, camphor). It addresses the following questions: What might be the links between nineteenth-century imperial motivations and representations of Formosa&rsquo;s natural resources? How might the genre of natural history relate to imperial-colonial travel narratives and science narratives? How did Hancock, Guillemard, and Davidson report their scientific observations on Formosa&rsquo;s natural productions? How might British and American imperial travel narratives reveal an environmental consciousness embedded in the history of colonial/imperial exploitation of Formosa&rsquo;s natural resources?</p> <p>&nbsp;</p>

AbstractThis article argues that the emergence of Chagga political identity on Mount Kilimanjaro in the 1940s and 1950s can best be understood as a product of intensive debates over the control of natural resources and the nature of chiefly authority. As a result of perceived threats to the land and water resources of the mountain and resentment of the role of the chiefs in these issues, grassroots activists adopted a language of unity using the ethnic term ‘Chagga’ – a moniker long used by the colonial state but eschewed by the general population. With the rise of a paramount chieftaincy in 1951, the term shifted from being a symbol of colonial rule to one of common identity and resistance against the encroachment of the colonial state in local affairs.

Since the 18th National Congress of the Communist Party of China, the academic circles have paid great attention to related research on red resources. Red resources are not only a witness to revolutionary history, but also a presentation of our values, national identity and cultural self-confidence. As an important part of red resources, red natural resources have some problems in the process of protection, such as ecosystem damage, multi-value unexplored and lack of funds. As an emerging resource protection and development model, the Ecology-Oriented Development (EOD) model, coupled with the protection and development of natural and red natural resources, should be applicable to the protection and development of red natural resources. On this basis, combined with current situation and problems of the protection and development of red natural resources, this paper constructs the legal path of protection and development of red natural resources based on EOD model, including perfecting legal norm system, strict subject access qualification, establishing franchise rights, absorbing the participation of social capital and other paths, so as to provide a better legal solution for China to make good use of red resources and continue the red bloodline.

Abstract This study uses an augmented dynamic gravity model to identify the main contributing factors influencing bilateral trade between China and 46 African countries in general and to test whether Sino-Africa bilateral trade is more than resource focused in particular. Natural resource was captured by “oil exports” and “ores & metal exports,” and the empirical analysis verifies only “oil” not “ores & metals” to significantly influence the growing Sino-Africa bilateral trade. Thus, the empirical result partially supports the widely held view that natural resources are critical to bilateral trade between China and African countries. However, it is not true that Chinese engagement in Africa is exclusively due to natural resources as always portrayed. Apart from the oil factor, some other significant factors for the growing bilateral trade are identified. The study indicates there is a huge opportunity and potential for rapid expansion of Sino-Africa bilateral trade that is mutually beneficial.

Prehistoric Journey, the museum's newest permanent exhibition, offers students and teachers the opportunity to explore the history of life on Earth through spectacular fossil specimens, interactive exhibits, and re-created environments depicting crucial points in life's history. A rich array of educational resources and programs are offered in conjunction with this exhibition. Opportunities for K-12 students include guided and unguided visits for school groups, Classroom Adventures on prehistoric subjects, an outreach assembly program, and the Prehistoric Universe show in Gates Planetarium. In human history forests always satisfied different needs of people like: food, energy, medicine plants, wood materials, fodder. From 20th century wood energy gradually was substituted by fossil fuel. But wood still remained irreplaceable resource for construction, furniture, paper industry. At the same time many new wood products have been developed from wood and agriculture residues, so called engineered wood, like: plywood, chipboards, fiberboards, MDF, etc. Bio-economy today uses biomass for manufacturing bio-based chemicals, plastics, pharmaceutical products as well as, residues for generating bio-energy. Nowadays, when the fossil fuel age declines due to its exhaustible character biomass regains a new importance. Biomass currently is the dominating renewable energy source for multiple use. Gradual substitution of fossil fuel by renewable energies instigates rapid growth of all renewable energy carriers like wind, solar, hydro, geo-thermal and bio-energy. It is the best strategy against climate change too.

Purpose – Landscapes bear potential as heritage resources, unifying natural and cultural history that can be experienced today in special preserved areas. The paper aims to discuss these issues. Design/methodology/approach – Geoarchaeological investigation 2006-2011 explored this potential at the Ritidian Unit of Guam National Wildlife Refuge. Findings – As experienced today, the Ritidian landscape heritage embodies the complex outcomes of a 3,500-year record of ecology and evolution. Research limitations/implications – A long-term perspective of unified natural-cultural history will increase scientific accuracy and enhance visitor experience of landscapes of heritage resources. Practical implications – Sustainable development of landscape heritage can occur most successfully in cases of thorough research in areas of protected and managed ecosystems with reasonable public access. Originality/value – The detailed results in this case may serve as a model example for other studies and programmes developing landscapes as heritage resources.

Our understanding of the natural history of Neotropical ants is still limited, both due to a lack of detailed descriptive efforts and the widespread use of morphospecies in community studies. Use of trophic resources and period of activity are two central niche aspects little explored for most species. This work aims to review the literature and provide empirical field data on these aspects for several species. The fieldwork was carried out in the Atlantic forest of southern Brazil. Trophic and temporal niches were assessed with pitfall traps and seven kinds of bait representing natural resources available to ants. Crushed insects were the preferred resource, whereas bird feces and living prey were less exploited overall. Most of the species occupied a broad trophic niche, using several resources, but with pronounced quantitative differences. Odontomachus chelifer (Latreille, 1802) and Pachycondyla striata Smith, 1858 were the only species that consistently used large prey, and avoided trisaccharides. Wasmannia auropunctata (Roger, 1863) differed remarkably from previous accounts, using feces as its sole trophic resource. Pheidole species had no previous records and use resources in different ways. Most species had no strong preference for period of activity. Camponotus zenon Forel, 1912 was nocturnal and Crematogaster nigropilosa Mayr, 1870, Linepithema iniquum (Mayr, 1870) and Linepithema pulex Wild, 2007 were diurnal. Complementary methods, context-dependence and descriptive studies have a central role in the understanding of ant natural history. Community assessments can contribute significantly to this knowledge if researchers also pay attention to the individual species involved.

The purpose of this study is to empower the people of Panambangan Village in realizing independence and welfare based on optimizing community potential, focusing on understanding the history of Panambangan Village, the origin of the name of the village, and the potential of its natural resources. The method used in this study is qualitative research method. The potential of Panambangan Village tourist attraction has a tourist attraction that until now has not been developed. Research results The wealth of tourism potential of Panambangan Village needs to be developed in order to support sustainable tourism. Recommendations that can be given to develop tourism potential are directed based on the condition of Panambangan Village whose status as a tourist village, but conditions on the ground have not reflected this. This is shown by the development of tourism which is still constrained by development costs. Even though Panambangan Village has many natural features and cultural traditions that can be considered quite exciting tourist attractions, The conclusion of this study shows that efforts to optimize natural resources can be vital in achieving community welfare by combining ecological sustainability and economic development.

The first discovery of the synthetic dyes dates back to 1856.Due to the industrialization and globalization, the use of the synthetic dyes has increased in past century. The variety in hue, shades and economic benefits of synthetic dyes have declined gradually and slowly. However, the environmental threats and health hazards to humans have pushed them to the old and natural dyeing resources. Textiles colored with natural dyes are preferred by eco-friendly buyers. Today there is a niche market for such textiles. This paper reviews the available floral, trees, leave, barks, herbs, etc resources, application and extraction of colorants from different natural dyes, and effect of different mordents.

Various ‘nonmarket’ economic valuation methods have been used to compute ‘total’ value of nonmarketed natural resources and related recreation. We first outline the history of these valuation techniques and use the Exxon Valdez disaster response and the valuation of whooping cranes, an endangered species, as examples of how these tools can constrain policy. We then explain how, by excluding non-economic social spheres, economic valuation techniques produce a terministic screen that deforms policy makers’ vision of the ecological problems faced by society. Using Luhmann's functionalist social theory, we demonstrate that when natural resource managers privilege economic motives, they trivialize other social functions such as education, politics, religion and law. This process presents a significant ethical dilemma for democracies by first naturalizing, then ethicizing, existing pattersns of domination.

Abstract Theodor W. Adorno’s claim in Aesthetic Theory that artworks have a truth content, and that this truth content in turn depends on philosophical interpretation, is among the work’s most challenging and obscure claims. This article argues that “The Idea of Natural History,” Adorno’s lecture dating to 1932, offers important resources for interpreting the claim of art’s truth content. Reading the lecture’s core idea of transience, the article proposes that the form of philosophical interpretation Adorno develops there illuminates one way to clarify what Adorno means, in Aesthetic Theory, by the interpretation of art’s truth content. While far from definitive, this conclusion does support interpretations of art’s truth content that foreground art’s function as a critique of ideology, that is, of having a field of application that moves beyond the sphere of the aesthetic and toward the disclosure of conditions of social domination.

Abstract Researchers associated with natural history museums have made the collection of genetic resources a priority due to their importance in molecular studies, but often the long-term curation of these collections is difficult due to decentralized curation over multiple storage locations and lack of community best practice guidelines for their stewardship. Unlike traditional natural history specimens, the research utility of genetic samples increases with lower storage temperatures and fewer freeze–thaw events and, in addition, their use is consumptive. Collection managers must, therefore, maximize the research potential of each sample by carefully considering use on a case-by-case basis. This paper presents standardized guidelines accumulated for the management of genetic collections associated with natural history collections. These recommended practices are informed by general standards for biorepositories and augmented by information unique to natural history collections with the goal of providing a foundation for those curating genetic samples. Information pertains to all aspects of genetic sample curation and will assist those in making decisions regarding how to collect, store, track, process, and distribute genetic specimen samples. These guidelines also will allow users to make informed decisions regarding how to apply and improve the curation of their collection given their institution's goals and available resources.

Issues related to the management of natural resources have played an important role in federal provincial relations over the past quarter century. Due to Alberta's position as a major producer of natural resources in Canada, the province's role in the evolution of federalism over that period has been particularly influential. In this paper, the history of federal-Alberta relations concerning energy over the past twenty-five years is reviewed, noting in particular where conflicts between the two jurisdictions have been evident, and stressing general themes where they can be distinguished. The Alberta approach to federalism reflects a different historical context than that of the Eastern provinces as a result of its economic dependence on natural resources and its relatively recent position of affluence. The ability of the province to make full use of its resources to diversify beyond a reliance on raw energy and agricultural markets is a driving force behind the insistence on control of resource exploitation and revenues. Thus, federal measures that threaten to impinge on the province's abilities to set its own priorities have typically been regarded with some hostility. However, Alberta's approach is not only ideological but also pragmatic, and objections that might be expected on an ideological basis have been notably absent when federal actions coincide with Alberta's own immediate interests.
