Résumé :
Arab nationalism is not a monolithic construct. In the case of Algeria, the nationalist period undoubtedly played a significant role in determining the nature of its nationalist movement, its foundational principles and the nature of the future independent country. It was during the nationalist period that disputes regarding the colonial order, autonomy versus independence and the definition of Algerian identity emerged. The anti-colonial revolution occurred after a long period of gestation, the result of a combination of people’s spontaneous initiative, the action of forces fed by new or existing ideas and the influence of the international context. This article provides an overview of Algerian nationalism—including both Arab and Berber nationalisms—from the 1920s to the 1950s, identifying parties, leaders and currents of thought.

Résumé :
The rise of religious nationalism in recent decades in developing countries has sparked attention among scholars. This article seeks to explore the political and cultural dynamics of the contemporary resurgence of religious nationalism, many of them reflected in Hindu nationalist in India and Muslim nationalist in Indonesia. We address the following question: What are the likely factors for religious-nationalist movements coming to the center stage of nation-state politics? Using the historical-institutional approach to religious politics, we argue that the forces that have driven the resurgence of religious nationalist were the interaction between the institutional design of the nation-state and the considerable opportunities for change – in a certain period of political crisis. Embedded in the issues of the institutional challenge is another series of questions that this article will address. There are variations in how and when religious-nationalist politics emerged. Why, for example, did the rise of religious politics occur in such varying ways, for instance, through a political party in India and civil society movements in Indonesia? Why did regimes or governments that promoted secular ideologies in India and Indonesia lose their hegemonic position? The answers to these questions are also largely historical-institutional. By focusing on how political institutions shape political dynamics, we suggest that institutions shape social and political outcomes, they necessarily affect people’s behavior as reflected in the politics of religious nationalism.

Kotov, Viktor. « The Image of the Habsburg Dynasty in Czech Nationalist Thinking in the 1860s and at the Beginning of the 1870s (on the Example of the Sokol Movement) ». Central-European Studies 14, no 5 (2022) : 164–94. http://dx.doi.org/10.31168/2619-0877.2022.5.7.

Résumé :
This article analyses the image of the Habsburg dynasty in Czech nationalist thinking in the 1860s and at the beginning of the 1870s. This complex and changing image is explored through the case of the Sokol movement, which combined Czech nationalism with gymnastics. The research is based on the analysis of newspapers and other primary sources. The complexity of the analysed image derives from the existence of three interrelated currents of monarchist thought in the socalled Czech lands. The traditional current can be described as paternalistic, imperialist, and Catholic. The constitutional current was related to the emperor’s acceptance of the limitation of his power. The third current was Czech nationalist monarchism characterised by the link between the concept of Czech historical state right and the prospect of Franz Joseph I’s coronation as King of Bohemia. Among the main principles of Czech nationalist thinking was totalism, which in this case meant conceiving the nation as the supreme value. Among the consequences of putting Czech national interests over everything else were the merging of nationalist and constitutional currents of monarchist thought, the differential attitude towards Franz Joseph I’s predecessors, and the alternation of anifestations of loyalty and disloyalty. Among the latter were the decisions of the Prague Sokol society not to take part in the emperor’s visit to Prague in June 1868 and to purchase the copy of his rescript dated 12 September 1871, which contained the unfulfilled coronation promise. The totality of nationalism as a political religion and the existence of different interpretations of Austrianness led Czech nationalists to take it as simultaneously their anti-identity and subsidiary identity. Austrianness as the Czech subsidiary identity was related to the idea of multinational monarchy and the concept of Austro-Slavism, while the anti-identity was incited by the German and supranational interpretations.

Résumé :
This is a field research using a qualitative descriptive approach. This research aims at understanding the construction of religious thought about the values of nationalism and nationalism insights by preachers at the Great Mosque of Surakarta and Sukoharjo. The results of the study indicate that the constructs of religious thought by the preachers can be divided into two types. First, fundamentalist preachers; Nationalist thought which always makes religious texts the only foothold, too idealized and normative footing, like HTI and Salafi preachers. Second, moderate preachers; Nationalist thought which do not make religious texts the only basis but also saw reality and maqashid sharia, flexible and realistic, like Tarbiyah-PKS and NU preachers. Nationalism insights cover five main points of nationalism values, namely the Pancasila, the love of the homeland and the Republic of Indonesia, tolerance and diversity, democracy and deliberation, respect for the red and white flag and the national anthem. In general the preachers accept and support those. Only HTI and Salafi do not accept democracy which is, on their mind, contrary to Islam. HTI accepts the concept of the NKRI but under the auspices of the Caliphate.

Résumé :
In giving a historically specific account of the self in early twentieth-century India, this article poses questions about the historiography of nationalist thought within which the concept of the self has generally been embedded. It focuses on the ethical questions that moored nationalist thought and practice, and were premised on particular understandings of the self. The reappraisal of religion and the self in relation to contemporary evolutionary sociology is examined through the writings of a diverse set of radical nationalist intellectuals, notably Shyamji Krishnavarma, Bal Gangadhar Tilak and Har Dayal, and this discussion contextualizes Mohandas Gandhi. Over three related sites of public propaganda, philosophical reinterpretation and individual self-reinvention, the essay charts a concern with the ethical as a form of critique of liberalism and liberal nationalism. While evolutionism and liberalism often had a mutually reinforcing relationship, the Indian critique of liberalism was concerned with the formation of a new moral language for a politics of the self.

Contemporary currents of the Polish nationalist thought —an attempt at division in terms of the category of “tradition”This article aims at outlining the method of dividing the Polish political thought. For this purpose the category of “tradition” is used “Tradition” is perceived by the author as a type of conscious and reflective choice of achievements of the past made in the present. Based on “tradition” the author distinguishes the following currents of the Polish nationalist thought: the current of Neo-National Democracy, the current of National Radicalism, the Catholic National current, as well as the Progressive current and the current of Slavonic Neo-Paganism. Apart from political thought the tradition of Polish nationalism also includes political movement issues, literature and art. An important role in the reception and transmission of “tradition” to contemporary times is played by its guardians, which means people who endeavor to pass it on in a form desired by them.

AbstractTwo distinct strands of conservative Canadian economic nationalism—associated with the ideas of John Rae and Isaac Buchanan—helped to inform the country's protectionist National Policy of 1879. These strands of nationalism were much less influenced by Listian ideas than was economic nationalist thought in many other countries at this time. This study of their content, intellectual sources and influence contributes empirically and analytically to debates in Canadian political economy and international political economy, while also advancing historical scholarship. The arguments also have some potential contemporary relevance in an age when protectionist economic nationalism is rising in the US and elsewhere.

Résumé :
This article re-examines Herder's status as one of the founders of nationalism in the light of both older and more recent literature. The article focuses specifically on Herder's position with regard to the classical nationalist thesis that state and nationality should be coterminous. It argues that a close reading of Herder's oft cited and most explicit statement apparently lending support to this thesis has been misunderstood. The existing literature underestimates Herder's concern regarding the question of governance. For Herder there can be no case for statehood without just governance. As earlier drafts of his work confirm, Herder was deeply critical of the states he knew and denounced their overly bureaucratic and despotic character. He thought that nations could and should exist without being states. Depending on the circumstances, however, states might fulfil temporary functions to strengthen and preserve the national character, that most essential attribute of every nation. For Herder the diversity of nations is an insurance against despotism. It is not a licence for the creation of states.

Résumé :
Abstract For most of the 1960s, Kweupe served as the official printed mouthpiece of the Zanzibari Revolution. Appearing in Swahili, the newspaper repeatedly claimed the revolution would only succeed if islanders were willing to transform their thoughts, values, and routines. Through analysis of such rhetoric, this article sheds new light upon the relationship between nationalism and socialism in the Indian Ocean during the Cold War. It argues that nationalists frequently perceived in socialism a series of anchoring principles by which to obtain meaningful as opposed to illusory sovereignty. And while socialism proposed ways to resist and reshape global structures faulted for perpetuating neocolonial domination and inequality, it also presented cultural solutions to poverty and powerlessness on the world stage. Indeed, the socialist concept of cultural revolution appealed to nationalists of the 1960s because its effectiveness appeared to be indisputable—and because the concept licensed nationalists to critically evaluate inherited cultural norms in terms of their perceived conduciveness to national progress and sovereignty. Such critique was not exceptional to nationalists of the Indian Ocean searching for means by which to complete the process of decolonization. Rather, it was inherent to nationalist thought since at least the early nineteenth century and was inspired by a series of sentiments and emotions that call for further scholarly examination.

Résumé :
This study examines the role of religion in the nationalist thought of Lionel Groulx (1878-1967). It attempts to demonstrate that Groulx's understanding of the Incarnation constitutes a paradigm whereby he developed a rationale for the synthesis of Catholicism and French-Canadian nationalism. Chapter 1, the Historical Background, precedes an examination of Groulx's thought in the light of his theological and philosophical education.(Chapter 2) Chapters 3 and 4 explain his construct of the Incarnation. Chapter 5 sets forth Groulx's conception of French Canada based on the Hebrew scriptures. Chapters 6 explores the implications of his incarnational thought for his nationalist pursuits. Chapter 7 summarizes the pivotal idea of "The Primacy of the Spiritual in the Nation," while Chapter 8 sheds light on Groulx's critical, if not negative understanding of Catholic Action. The conclusion reflects on the turn of events in French Canada which evolved so contrary to his aspirations. Despite his myriad activities, prodigious body of work, and such a long, varied career, Groulx remains an enigma primarily due to his transitional role between old religio-nationalist French Canada and secular, contemporary nationalist Quebec. The apologetic intent of his work compounds this enigma since Groulx thereby attempted to apply the conservative social doctrines and praxis of conventional Catholicism to the rapidly changing context of modern, increasingly nationalist Quebec. His thought, therefore, possesses many facets and eludes facile definition. Due to their segregated analyses of Groulx's thought, previous historical, political and ideological studies remain insufficient because they represent largely secular, anachronistic, specifically post-'Quiet Revolution' approaches that truncate the role of religion in the world view of a Catholic priest in French Canada at the turn of the twentieth century. These analyses do not sufficiently take into account the theological principles which shaped his nationalist thought. Writing as editor-in-chief of Le Devoir the day after Groulx died, Claude Ryan declared Groulx "the spiritual father of modern Quebec." However, this assessment largely stands or falls on the place of the 'spiritual' vis-a-vis the 'secular' in Groulx's thought, for the reversal of their respective importance in French-Canadian society announced the advent of modernity in Quebec. In fact, the contemporary debate concerning the proper roles and relationship of the secular and the spiritual in twentieth-century Quebec gave rise to Groulx's apologetic. This study seeks therefore to examine the spiritual and the temporal in Groulx's thought, and how he related the two so that we may come to a better understanding of Groulx's contribution to modern Quebec.

Résumé :
Despite the fact that many Northern Ireland Protestants themselves would appear to see little inconsistency in professing an oppositional politics undergirded by subjective notions of ethno-cultural particularity - whilst denying the claims of an Irish Nationalism couched in similarly essentialist language - a curious feature of political historiography has been the notable reluctance of some Unionist activists and academic commentators to ascribe ideological significance to the role of an ethno-nationalist 'turn' in Northern Ireland politics. As a corrective to such neglect this thesis sets out to recover the ideological significance of modern Ulster nationalist politics. Charting the historical trajectory of an idea which, in its most developed form, would lead exponents to conclude that in the final analysis, Northern Ireland's interests could be safeguarded only within the institutional context of an independent Ulster state, this study will seek to account for not only the - episodic recurrence of such stratagems at various junctures in Northern Ireland history, but the often imperceptive and diffuse influence of Ulster nationalist ideas on local political discourse more generally. Covering a period of some forty years, from the first systematic exposition of that doctrine in the form of post-war intra-Unionist debates on Dominion status through to the UDA's 'reeling back' from its hitherto enthusiastic support for an independent Ulster state in the wake of 1985' s Anglo- Irish Agreement, this study endeavours to show that notwithstanding the relatively weak political tradition of Ulster independence, the recurrence of ethno-nationalist motifs within Unionist discourse more than attests to the affective salience of this frequently neglected, yet potentially illuminating, interpretative idiom.

Résumé :
This thesis explores the development of women's education in pre-independence Egypt from the mid-nineteenth century to 1922. It looks at women's educational facilities and women's access to education through the reigns of Muhammad Ali, Said, Ismail and the British occupation. While the rise in women's educational concerns on a formal level parallels the growth of modernist, Islamic reformist, and proto-feminist thought in the late nineteenth century, the relationship among the three groups vis a vis their respective positions on women's education differs and is therefore examined in the thesis.
Research on this topic reveals a correlation between the early women's movement, a strong proponent of women's education, and Egypt's national and Islamic reform movements. As each group espoused a vision of change for Egypt, one secular and the other decidedly more religious, the common denominator for social progress was the unanimous support for advancements, although conditional, in educational policies regarding women. Couched in a context of modernism, the pursuit of freedom from foreign control and the desire for Egypt to develop into a fully productive society, were indispensable aspects of the development of women's education.

Résumé :
The objective of this paper is to ascertain the principles of the economic thinking of José Yves Limantour, and the changes they underwent, to explain the process of transformation of econo- mic liberalism which, as will be seen, tended more toward state intervention; this, incidentally, can be considered as the basis of economic nationalism as developed by the post-revolutionary governments. It follows, then, that the study of Limantour and his economic thinking seeks to explain the transformation process to which the Mexican liberal state was subjected in thelast decade of the 19th century and the first decade of the 20th. The study is divided into two sections, the first of which explores the general characteristics of the liberal state and its transfor- mations from the 1850s through to the 1900s. The second analyses the spheres of the Mexican economy that constituted the main focuses of Limantour’s interventions and regulation.

Personal names tend to have many variations differing from country to country. Though there exists a large amount of personal names on the Web, nationality prediction solely based on names has not been fully studied due to its difficulties in extracting subtle character level features. We propose a recurrent neural network based model which predicts nationalities of each name using automatic feature extraction. Evaluation of Olympic record data shows that our model achieves greater accuracy than previous feature based approaches in nationality prediction tasks. We also evaluate our proposed model and baseline models on name ethnicity classification task, again achieving better or comparable performances. We further investigate the effectiveness of character embeddings used in our proposed model.

Résumé :
Despite the increasingly deteriorating international situation in 1938 and despite the increasingly tense domestic political situation in Czechoslovakia (which we briefly described above) and despite the evident evidence that armed conflict in Central Europe is increasingly inevitable, the optimistic mood prevailed in Czechoslovak society. If we look at the given situation through the lens of the time, it is clear to us that Czechoslovak society could not afford defeatism at that time. Even though the parliamentary and political system of the Czechoslovak Republic suffered a major blow due to the critical events of September 1938, this did not mean that the government of the Czechoslovak Republic planned to completely surrender to the dictates of Germany and its allies. As the mood of the time shows, the society of Czechoslovakia was actively prepared to defend its democratically elected government and its democratic Masaryk political system, which was the basic pillar of democracy throughout the existence of the first Czechoslovakia. The government of the Czechoslovak Republic tried in every possible way to solve the nationality problem that arose in the Czechoslovak Republic. It can be said, however, that this political struggle to solve this problem was already lost, since Henlein‘s Sudeten German Party and even the German politicians themselves were not interested in solving the minority problem in Czechoslovakia, but rather in the destruction of Czechoslovakia as such, either through a peaceful diplomatic or political by way of or through the Fall Grünn, i.e., the military liquidation of Czechoslovakia. I am aware that the issue described above is only a short excursion that points to a much more complex topic that deserves a separate, more detailed, and especially extensive treatment. The internal political situation in Czechoslovakia before the Munich Agreement is a topic that I will certainly focus on in more detail in my rigorous work, and in this work, I plan to point out in more detail why the solution to the nationality problem in Czechoslovakia was a lost political as well as diplomatic battle of the Czechoslovakian government.

Lee, Wooju, et Dung Nguyen Thi Phuong. « HUMAN RESOURCES COOPERATION PLAN BETWEEN KOREA AND VIETNAM FOR SUSTAINABLE DEVELOPMENT ». Dans International Conference on Political Theory : The International Conference on Human Resources for Sustainable Development. Résumé :
"Research purpose: Korea and Vietnam are actively engaged in human resource exchanges and are economically interdependent. Many Vietnamese people study or export labor in Korea, and many Korean companies and private businesses hire Vietnamese employees while doing business in Vietnam, and many Korean employees are working in Vietnam. It would be better if the two countries could make up for and cooperate with each other in using human resources to expand good jobs, boost industrial growth, innovation, and economic growth together. Therefore, by analyzing the current status of human resources and cooperation in both countries for sustainable development, we would like to find out how to cooperate in a way that is helpful to both countries. Research motivation: Diplomatic relations between Korea and Vietnam, the relationship between Korea and Vietnam has grown significantly, including the volume of trade between the two countries, Korea's investment in Vietnam, the number of Vietnamese labor exports to Korea, and the number of Koreans staying in Vietnam. In the wake of the 30th anniversary of diplomatic relations between Korea and Vietnam last year and the upgrade to a comprehensive strategic partnership, both countries should now pay attention not only to quantitative growth but also to qualitative growth for sustainable development of the two countries. Therefore, the basis for this is people, and the author selected ""human resources cooperation plan between Korea and Vietnam for sustainable development"" as the subject of the study. Research design, approach, and method: Find out the current status of manpower exchange between Korea and Vietnam, and analyze the characteristics of manpower exchange, factors and problems affecting manpower exchange, and parts that need to be supplemented. Main findings: Among foreigners staying on work visas in Korea, the number of Vietnamese is 39,477, the second highest after Chinese nationals, and 27,286 are employed under the employment permit system, accounting for the highest proportion of the total employed, accounting for 69%. However, the Korean government has operated the employment permit system mainly in regulations, resulting in many side effects such as mass production of illegal residents, and even when returning to Vietnam after working in Korea, the experience of working in Korea is often not available in Vietnam. The number of Korean companies invested in Vietnam and Koreans residing in Vietnam also increased significantly. Korean companies are having difficulty securing the necessary manpower due to the strict requirements for issuing workingr permits, even though Korean companies need the role of middle managers in order to smoothly pursue their business in Vietnam. And the number of Vietnamese studying abroad in Korea and the number of Koreans studying in Vietnam are both increasing, and the number of Korean language majors in Vietnam is also increasing, but there is a lack of specific ways to utilize these programs after the end of their curriculum. Practical/managerial implications: In order to support employers suffering from labor shortages and Vietnamese workers in poor conditions, it is necessary to ease regulations on the employment permit system quota system and to help Vietnamese workers dispatched to Korea use what they learned in Korea after returning home. In addition, it is necessary to ease and implement the work permit requirements for Koreans working as middle managers in Korean companies operating in Vietnam. And after the end of studying abroad in Vietnam in Korea, it is necessary to find employment for companies lacking professional manpower, and to expand the provision of training opportunities at Korean companies for the increased number of Vietnamese students majoring in Korean."

Résumé :
M. Sergeyev’s article “Ukrainian National Idea in the Modern Ukrainian Media Space” states that modern Ukrainian philosophical thought tries to get rid of the flaws and stereotypes of its one-sided orientation “to the East” and tries to establish a European orientation in the minds of Ukrainian citizens. The theoretical proof of the new worldview took place throughout the formation of the Ukrainian state from Little Russia to Ukraine and presents its actual struggle for independence. It is an integral concept that reflects the process of forming theories and views of prominent Ukrainian thinkers on the place and role of Ukrainians in the becoming and development of an independent Ukrainian state. As O. Zabuzhko emphasizes, “all Ukrainian philosophical, historical, sociological thought of the past and our centuries (including the diaspora) is permeated with the sacred idea of nationalism”. The author concludes that the logic of the historical development of the Ukrainian national idea reveals only one model of its socio-political future, which implies the need for Ukraine’s integration into the European and world community. This path requires the moral and political readiness of the entire Ukrainian society for its implementation and prevents the emergence of any other - alternative ideas. Solving this problem is complicated by the need to return to Ukraine the temporarily occupied territories of Crimea, Luhansk and Donetsk regions. Of course, this model will lead to significant political and economic tensions in society (the final severance of economic relations with Russia, the closure of non-competitive industries, the outflow of labor to the west). At the same time, the orientation of the Ukrainian national idea to the west will increase competition in all branches of production and will be a condition for further self-improvement of Ukrainian society.

Harbitz, Mia Elisabeth. The Civil Registry : A Neglected Dimension of International Development. Inter-American Development Bank, mai 2013. http://dx.doi.org/10.18235/0009117.

Texte intégral
Résumé :
The right to a name and nationality is not only one of the most fundamental human rights but also a requirement to access to basic and essential services such as health and education. This right is exercised through an effective and universal civil registration. It also allows for reliable vital statistics and higher levels of transparency and efficacy that provides the foundation for inclusive public policies, especially social programs. Thus civil registry, legal identity and identity management (Id-M) are central elements for social and economic development. On the international stage, the creation and dissemination of knowledge around the civil registration and legal identity field has evolved from a single paper produced by UNICEF in 2000, to several knowledge sharing initiatives where the IDB has played a pivotal role. The launching of a webpage (http://iadb.libguides.com/registros) in 2011 that provides access to all IDB publications and projects on the topic is just one example of it. Birth under-registration rates has dropped from 18 percent to 9 percent in Latin America and the Caribbean (LAC) since the IDB, through its legal identity and registry team took on the topic in 2002 . Though the Bank cannot claim the exclusive credit for this achievement, the fact that a development bank took on the issue is of major consequence.

Linge, Tone Therese, Olga Gjerald, Åse Helene Bakkevig Dagsland, Kai Victor Myrnes-Hansen, Huseyin Arasli et Trude Furunes. In Pursuit of Fair Work : Taking a closer look at the Norwegian hospitality industry. University in Stavanger, septembre 2023. http://dx.doi.org/10.31265/usps.269.

Texte intégral
Résumé :
This report highlights the findings and implications of research conducted in the Norwegian hospitality sector during the Covid-19 pandemic. The report focuses on workers’ experiences in the industry, using the Fair Work Principles: fair contracts, fair pay, fair conditions, fair management, and fair representation. Similar surveys have been conducted among hospitality workers in Ireland, Scotland, Greece, Australia, and New Zealand. The Norwegian survey was conducted between September 2021 – March 2022 and generated 853 responses of which 585 were complete from workers in the Norwegian hospitality sector. The respondents varied in gender, age, nationality, role within the sector, contract type and length of service. The results, based on the five key Fair Work Principles, show that the Norwegian hospitality sector still has some work to do to ensure that all workers in the industry experience fair work. Employees in the Norwegian worklife have a strong formal employment protection due to the Working Environment Act (Working Environment Act, 2005), in addition to other laws and regulations. Over 90 % of the participants reported that they were on permanent contracts, either full-time or part-time. However, although Norway has strong rules and regulations concerning employee rights, the survey reveals shortcomings concerning the greyer areas such as a lack of opportunities for pay rise or promotion, workplace training, not getting the rest breaks that workers are entitled to, and uncertainty whether the workers received the correct overtime pay. Some of the most concerning findings in the Norwegian hospitality sector were related to fair conditions, where an alarmingly high number participants reported that they had either experienced or witnessed harassment, abuse and bullying in their workplaces. Most of the abuse came from customers, but many of the respondents also mentioned colleagues and supervisors/ managers as perpetrators of abuse, harassment and bullying. Furthermore, over 40 percent of those who stated that they had experienced or witnessed abuse, harassment or bullying in the workplace declared that they did not report it further due to different reasons such as that they did not know where to report, did not think that anything would be done, or that they were afraid of losing their job. Concerning fair management, a third of the participants stated that they did not feel as though they were treated with dignity and respect, or that they received supportive feedback from their managers. Only half of the participants reported that they had received some kind of training in their job. The findings indicate that the types of training and development opportunities offered to employees were largely dependent on the specific workplace. Ultimately, the findings highlight the following key areas for improvement in the Norwegian hospitality industry: Opportunities for pay rise and promotion Opportunities for training Cultural change: Working to change the industry specific culture of tolerating abuse and harassment among employees in the hospitality industry Management of staff: Increased respect and perceptions of being listened to and making a difference
