While France, Britain, Qatar and the United States played crucial political and military roles in the alliance of countries backing Libya's ‘spring’ revolution from the beginning, Italy's early stance towards the Libyan revolution was somewhat hesitant and vague. Its initial reticence was due to national security considerations, Italy's calculation of its national interest and the complexity of contemporary international relations. However, as events unfolded, the Italian position became clearer and firmer, such that in time Italy played a leading role that helped the global efforts to rebuild the new contemporary democratic Libya post-Qadhafi. The focus of this study is on the Italian role during the course of the Libyan ‘spring’ revolution, known now as the revolution of 17 February 2011, after the agreed date of its inception. Notwithstanding Rome's initial hesitancy, Italy is considered among the leading actors that participated in the alliance galvanized to act under the terms of UN Security Council Resolutions 1970 and 1973. Here the contention is that Italy's full participation in the global alliance that carried out the UN mandates represented a process of transition in the Italian orientation from that of a soft power to that of a hard power as well. Thus, it is argued, when Italy's national security and interests are challenged in a global context, Italy is willing to use both soft and hard power. The findings of this study supported, by and large, the initial expectations concerning the important types of internal and external elements influencing the role of Italy in the Libyan crisis. Thus, Italy's position towards the Libyan revolution of 17 February 2011 may be attributed, among other factors, to its discernment of its national security and national interests in the context of competition in the Mediterranean region and the Middle East as well.

The research subject discussed in the article is the main conditions of the cultural nationality of The Italian Republic. In the first part of the text, the notions of spiritual and material cultural heritage and the concept of national identity are described and explained. Next, the problem of Italian national identity is discussed. The Italian Republic is a young state with a strong regional identity and still weak national identity. Italy is inhabited by many ethnic groups, often characterized by diverse cultures and customs. The situation is complicated by the Italian Peninsula’s history, which contributed to the conflict of interest between the north and south. The author analyzes history, language, and religion, searching for common elements determining Italian nationality. Italian society, as mentioned above, has still been searching for its national identity. Unification of the nation is a process that is in progress. It is still a challenge for both the authorities and the citizens. Finally, the elements of Italian material cultural heritage are characterized, and the domains of cultural heritage and the institutions responsible for their security are described.

Abstract The article presents a study on migration flows in the countries of the European Union, with a focus on Italy and the policies implemented to ensure the countries’ security. It is necessary to carefully verify the structural forces and the national and international connections that are the direct cause of contemporary migration, rooted in colonialism, war and military occupation, labour recruitment and economic interaction. The author has tried to analyze the issue of immigration by comparing ISTAT22 and EUROSTAT23 data, analyzing European and national policies to tackle this issue and verify how these are implemented for making European society democratic, welcoming and secure.

The article provides the importance of Ukraine's economic development to ensure national security, highlights the main internal and external threats to Ukraine's national security, such as: hybrid economic war, the "needle" of loans from the International Monetary Fund, communal tariffs, opening the gas market in Ukraine, inefficient introduction of the circulation of domestic agricultural lands and insufficient use of the capabilities of the country's economy. The cyclical nature of economic development is practically proved by distinguishing four phases of economic development of the studied countries for the last ten years, weak efficiency of economic policy of Ukraine and possible applied mechanisms of economic growth. An econometric analysis of GDP of Ukraine and countries that occupy the largest share in Ukrainian imports of goods, the budget of Ukraine and the budget of the Ministry of Defense of Ukraine using the method of least squares and even linear regressions, calculated the intensity of changes in Ukraine's economic processes. The model of gross domestic product of Ukraine depending on the gross domestic product of China, Poland, Russia, Turkey, Germany, Italy, Belarus, the United States and France (nine-factor model), as well as the model of Ukraine's defense budget depending on the domestic gross domestic product product, budget expenditures, taxes, minimum and average wages and inflation (seven-factor model). On the example of the Ministry of Defense of Ukraine as a public sector institution, the registration algorithm for economic (additional) activities by military units and the distribution of revenues to increase the special fund of the state budget of Ukraine and create recovery of the country economy in general.

Background: Breast cancer is the most prevalent cancer affecting women and it represents an important economic burden. The aim of this study was to estimate the socio-economic burden of breast cancer (BC) in Italy both from the National Health Service (NHS) and the government perspectives (costs borne by the social security system). Methods: The economic analysis was based on the costs incurred by the NHS from 2008 to 2016 (direct costs related to hospitalizations) and by the National Social Security Institute (INPS) from 2009 to 2015 (costs of social security benefits) for patients with breast cancer. The analysis was based on the Hospital Information System (HIS) and Disability Insurance Awards databases. For both databases, patients affected by a malignant neoplasm of the female breast, carcinoma in situ, or secondary malignant neoplasm of the breast were considered. Results: Results show that more than 75,000 women were hospitalized for breast cancer every year, with an overall cost for hospitalization of about €300 million per year. From the Social Security analysis, a number of 29,000 beneficiaries each year was estimated. Considering per patient social costs, breast cancer at the primary stage cost €8828 per year, while secondary neoplasms cost €9780, with an average total economic burden of €257 million per year. Conclusions: This analysis focused on the economic impact of breast cancer in Italy, showing that an advanced stage of the disease was associated with a higher cost.

Cette thèse explique la participation des parlements nationaux à l’élaboration et au contrôle des politiques européennes de justice et de sécurité intérieure. Le décalage que l’on observe entre les prérogatives formelles des parlements nationaux et la réalité de leur participation à l’élaboration des politiques européennes de justice et de sécurité intérieure nous conduit à adopter une grille de lecture fondée sur le cadre juridique, sur sa concrétisation et sur son interprétation par les acteurs parlementaires. La participation parlementaire est étudiée à l’aide d’une comparaison en deux temps. En premier lieu, les déterminants de l’activité parlementaire sont spécifiés à l’aide d’une comparaison quantitative de l’ensemble des parlements nationaux européens pour la période 2010-2012. La portée de ces déterminants est saisie, en second lieu, par une étude de l’examen parlementaire de trois enjeux de justice et de sécurité intérieure — la Convention d’application de l’accord de Schengen, les négociations pour les Accords Passenger Name Record (PNR) avec les États-Unis et la réforme de la gouvernance de Schengen — dans trois systèmes de gouvernement parlementaire majoritaire différents — la France, l’Italie et la Grande-Bretagne. La comparaison des cas contrastés a confirmé que, malgré les spécificités organiques et fonctionnelles nationales, le contrôle parlementaire des actes européens de justice et de sécurité intérieure revêt, dans les systèmes de gouvernement parlementaire majoritaire, des formes similaires. La participation des parlements nationaux à l’élaboration et au contrôle des politiques européennes de justice et de sécurité intérieure s’explique par un dosage variable de règles formelles relatives au contrôle parlementaire des politiques européens de justice et de sécurité intérieure, d’une part, et par les volontés des parlementaires à en faire usage, d’autre part
Since the end of the 1980s, the traditional role of national legislatures regarding internal security and the protection of fundamental rights has been questioned by the progressive enforcement of the European Union’s legislative power. This thesis explains how national parliaments contribute to the decision-making process and to the scrutiny of the Area of Freedom, Security and Justice (AFSJ). The gap between the formal scrutiny prerogatives of national parliaments and the reality of their participation in the AFSJ decision-making process leads us to adopt an approach based on the legal framework, its concretization and its interpretation by the parliamentary actors. The involvement of national parliaments in the AFSJ is examined using a two-step comparison. First, the determinants that contribute to the variation of parliamentary activity in the AFSJ are specified through a quantitative analysis of all 27 European national parliaments for the period 2010-2012. Second, the scope of each determinant is assessed though a study of the parliamentary scrutiny of three AFSJ issues – the Convention implementing the Schengen Agreement, the negotiations of the Passenger Name Record Agreement with the United States and the Schengen governance reform- in three different majoritarian parliamentary systems - France, Italy and Great Britain. The most different systems design has confirmed that, despite institutional and functional national specificities, the parliamentary scrutiny of AFSJ takes on similar forms in majoritarian parliamentary systems of government. A mix of formal scrutiny prerogatives and MPs incentives explain the involvement of national parliaments in the AFSJ

Abstract The chapter analyses Italy’s policy within NATO, its characteristics, priorities, strengths, and weaknesses. It explains why NATO has always been central to Italy’s security and defence policy and this despite the frequent turnover in the country’s governments. On the one hand, Rome believes in the idea of an international liberal order which is cooperative, multilateral, and rules-based, and NATO comes as a pillar of such order. On the other hand, narrowly defined national interests are better pursued through this framework than through bilateral relations with stronger interlocutors like the United States. The chapter also argues that Italy has constantly sought a greater NATO commitment to the ‘wider Mediterranean’ region through crisis management operations and partnerships. Italy has obtained some results in this regard, including the establishment of the Strategic Direction South ‘Hub’ in Naples, yet the overall weak attention of the Alliance to its Southern flank has generated frustration among Italian elites. This notwithstanding, the chapter shows Italy’s record of constant presence in NATO operations, thus presenting itself as a security provider within the Alliance. The Italian presence in Afghanistan has been particularly significant, but Italy has also been much involved in Kosovo and in Iraq. Looking forward, Italy is likely to continue to engage with and within NATO, in accordance with the evolution of the threat environment and the US posture, while pursuing its traditional priorities, including NATO–EU cooperation.

In this chapter, the authors provide results from their examination of family member preferences—the linchpin between individual beliefs and attitudes and individual behaviors. They describe their stated preference experiment including the defining of choice attributes, the assignment of attribute levels, the creation of choice scenarios and choice sets, and the estimation of individuals’ utility differences on these sets using conditional logistic regression. Focusing on preference for job type, they find significant differences across countries and between generations on job choice. While in Sweden, high value is placed in jobs that require soft skills like teamwork and cooperation, in Italy and India, extrinsic values like salary and security are critical. Generational effects are also evident with millennials expressing significant disutility for jobs requiring math skills or using a second language.

The inability of British policy-makers in the 1930s to sustain the benign international system which contributed so much to the security of the British Empire in the 1920s was only partly because the powers challenging that system in the 1930s, Nazi Germany, Fascist Italy, and imperial Japan, were much more powerful than those which challenged it in the 1920s, Weimar Germany, Soviet Russia, and Kemalist Turkey. But it is not the complete explanation. In the 1920s British policy-makers believed that they could construct a peaceful and stable world resting on two pillars: a carefully managed process of multilateral disarmament would leave Britain with sufficient hard power to maintain the security of their empire, while British, and international, prosperity would be built on the restoration of peace and stable international exchange rates. But between 1930 and 1933, at the very moment when policy-makers most needed to feel confident of their power, that confidence evaporated. The Great Depression threatened to undermine the economic basis of the post-war world order, and the failure of the World Disarmament Conference destroyed the belief that future peace could be ensured if sensible men of goodwill could be brought together to settle their differences by discussion and compromise. The emergence of Japan as a threat to stability in the Far East and the advent to power of Adolf Hitler in Germany compelled British policy-makers, for the first time since 1918, to contemplate the possibility that they might soon be involved in a great power war.

This chapter offers an overview of the role of social relations in reception practices towards asylum seekers and refugees, updating these considerations in the framework of the Immigration and Security Decree (3). The experience of the Wonderful World House in Parma is described as a reaction to the exclusionary policies enacted at the national level (4) and it is analysed as a space offering emplacement opportunities both to migrants and Italians (5). The final part confronts the Wonderful World experience with the concepts of direct social action and social innovation, in order to foreshadow its medium- and long-term impact in asylum policy making (6).

The Covid 19 health crisis rose the level of unease in the global market, bringing about a need for national systems which favour the development model, capable of giving centrality to the system with notions of inclusion and human development. Italy, having been categorised as one of the countries with the highest mortality rates as a direct result of Covid 19, provides us with the context in which we can identity how the capacity for resilience and economic development increasingly depend on the adoption of effective policies and tools which pursue these notions of inclusion and quality, and how the response to crisis often falls hand in hand with the strengthening of health prevention and territorial social networks. Through the analysis of data across the Italian regions, we find that a connection exists between environmental risk and health risk; with the greater spread of Covid 19 being found in the most industrialized areas, which only highlights the importance of adopting a development model that promotes the environmental turnaround of the economy while, at the same time, strengthening the functionality of social ties. This article addresses the issues of how, through aggravated discomfort, the crisis has made some of the ongoing phenomena even more apparent, with the introduction of social pathologies and increasing risk of inequality. Italy, despite its difficulties, offers interesting social and welfare network systems characterised by eco-sustainable productions, which can be strengthened through measures supported by European programs for the purpose of recovery and resilience.

Résumé :
This chapter examines the centrality of legal status as a building block for security and constructing a future in Europe. It engages with the realities of living with or without legal recognition in England and Italy and the impact this has on young people. The chapter considers these experiences within international and national frameworks of young people's rights and 'best interests'. It also looks at the serendipitous ways in which access to such rights are in fact socially constructed. As the chapter highlights, the arbitrary allocation of papers generates an inequitable set of life opportunities, or capabilities, as unaccompanied migrant young people become adults within the constraints of immigration control.
