Résumé :
This research analyses the development of cyber security capacity and international cooperation in cyber security carried out by Indonesia with other countries. Research results show that the development of Indonesian cyber security has been strengthened by the establishment of National Cyber and Crypto Agency. It is also found that Indonesian cyber diplomacies have yielded cooperation with other countries to strengthen cyber security as part of national security. They have been carried out bilaterally or multilaterally, and can be categorized as cooperative security based on common goals, i.e. to prevent the rise of threats to national security. The article covers the issues of ensuring food security, reforms carried out by Uzbekistan in this regard and mutual cooperation, which are becoming one of the most pressing problems in the world today. The increase in the number of Population year-on-year, climatic changes, urbanization, economic, ecological factors adversely affect the volume and quality of food production. This, in turn, dictates the implementation of deep consistent reforms in the spheres of existing rural agriculture and food industry. In recent years, with the aim of accelerating the development of agricultural production and the food industry, addressing sectoral challenges, Uzbekistan has been working not only in domestic capacity but also with international organizations and developed countries. In particular, Uzbekistan joined the Food and Agriculture Organization (FAOUN) on 2 November 2001. During this period, Uzbekistan has implemented a number of national and regional projects in collaboration with the UN. For example, Uzbekistan carried out 8 national and regional projects in the Republic during 2001-2015 in cooperation with this organization. On June 5-6, 2014 in Tashkent on the initiative of Uzbekistan held an international conference on the theme “significant reserves of Food Program Implementation in Uzbekistan”. In addition, the FAOUN's 32nd regional conference for Europe is scheduled to be held in Uzbekistan for the first time among the countries of Central Asia on May 5-7, 2020. This is evidenced by the growing strengthening of cooperation with the FAOUN Organization of Uzbekistan

Cyber aggression is an increasing threat to international security and stability. While national policies intended to deter cyber aggression may offer some solution in the short term, their effects in the long term are doubtful. National cyber-deterrence policies entail the risk of an on-going cyber arms race and a cycle of escalation between potential cyber opponents. Diplomacy may offer fewer results in the short term, but it is more promising in the long term. Confidence-building measures and international norms and values may not be easy to reach, but in the end they could be more effective (and cheaper) than a single focus on national cyber-deterrence strategies. In the long term, cooperation between states to establish confidence and commonly accepted norms of behaviour in cyber space are the most promising ways available to achieve enduring cyber security and stability. Enhancing interstate co-operation, transparency and predictability of behaviour in cyberspace will reduce the risks of misperception, escalation and conflict.

The concept of intelligence cooperation and national security is not new, particularly after realism which interpreted these concepts with different perspectives. International states are sovereign, and they got the capacity to secure themselves from internal and external threats, i.e., army is a key to state security as it can attack the enemy to protect its borders. States are not all the time hostiles, but after 9/11, the concept of national security with refers to intelligence cooperation is a highly debatable issue. This paper study the concept of intelligence cooperation with reference to Pakistan in the previous history and present perspectives after 9/11 and the Global war against terrorism.

The article deals with topical issues related to the development of the international information security system and shows the main directions of the development of information security in international and information law. The cross-border nature of the use of information and telecommunication technologies makes it necessary to ensure a common and indivisible international information security. The lack of a uniform interpretation of the content of the concept of "information security" in the legislation of different States and in the international treaties concluded by them does not contribute to the development of a consistent terminology for the purposes of international cooperation at the universal level. It is concluded that the key role in the mechanism of ensuring international information security is played by legal norms adopted at the international and national level. At the same time, the problems of forming a system of legal regulation of information security have an interdisciplinary nature, including issues of the application of norms, rules and principles of responsible behavior of States designed to promote an open, safe, stable, accessible and peaceful information and communication environment. The main conclusions of the study are that international cooperation of states in the field of information security determines the further direction of development in the form of the adoption of new important international agreements on certain aspects of ensuring international information security, at the same time, in the context of information warfare, the priority is to combine efforts to ensure international and national information security. Determining the importance of ensuring information security in the context of modern challenges, threats and risks, we believe that interstate cooperation contributes to the further formation of coordination measures to respond to these threats and the development of legal support for information security in general.

The goal of this article consists in the analysis of phenomenological characteristics and legal correlation of the definitions “national interests” and “national security”. The author highlights doctrinal and conceptual peculiarities of consolidation of national interests in the modern Russian legal system, determines the priorities of establishment of the system of national interests, as well as proposes optimal means for formation of the system of national interests through the integrated model that ensures adequate inclusion of the objectively nationwide interests, creation of mechanisms of their protection and implementation. The efficiency of international legal mechanism of ensuring national interests in Russia on the regional and global scale is being analyzed and assessed. The priorities of international legal cooperation in the context of ensuring national security and protection of national interests are determined. The scientific novelty lies in the statement that sequential analysis of the problems, which emerge in terms of building the system of national security and in the sphere of fulfilling national interests, may significantly affect the theoretical-substantive  and technical-legal aspects of the regulatory-protective activity, establish a closer correlation between the fundamental elements of Russian legal system, including elements of the mechanism of ensuring national security.

Abstract International peace cooperation plays an important role in international relations. National interests and power balances lead to situations in which national security, human security and peace are often threatened, and international cooperation is required. The desire for peace and security is a motivating factor for states to engage in cooperation and to foster a more stable and secure environment, which in turn will also facilitate further social, political and economic development in individual countries as well as worldwide. Due to globalisation, the interconnectedness and interdependence of states in various contexts has significantly increased. This development has also led to a growing demand and need for cooperation between states to take collective action and to commonly solve regional as well as global challenges, such as peace and relevant security issues but also issues of economic, social and political importance. The aim of this paper is to present a comparative analysis and to give an overview of Japan and the Republic of Korea’s efforts and actions concerning peace cooperation in order to promote regional and global peace between 2000 and 2010-apart from the commonly known international peacekeeping operations. How do both states’ global peace supporting activities compare to each other, and is it possible to identify differences in their approaches towards international peace cooperation?

The COVID-19 pandemic has left international cooperation and liberalistic values in crisis. As liberalism’s downfall is widely discussed, international collaborations like the European Union are criticised for their inability to operate adequately during the pandemic. The four examples in this paper are middle power countries (South Korea, Japan, Taiwan, and Singapore) in terms of economic scale and influence. The purpose of this study was to uncover possibilities for and limitations of these middle powers within international cooperative efforts during and after the pandemic. The unknown factor is the path the post-pandemic world will follow. Will nations focus on independent survival? Or will international cooperation shape the new world? Globalisation already seems to have progressed too far for the national egoism of the great powers to prevail. Even if face-to-face is replaced by virtual and offline meetings move online, the social nature of humans remains unchanged, and international cooperation remains valid. The four middle power countries in Asia, which are included among the most economically successful countries, are important to international society based on their relatively excellent quarantine performance. What is important in the diplomacy of middle power countries is not traditional security and hard power but the soft power of international law, human rights, health security, and international cooperation.

By concluding international agreements in the field of security and defence, the Serbian Armed Forces become a factor of international cooperation, which imposes certain responsibilities on the state and, in a special way, regulates the international legal position of their members. The paper presents the origin and development of the idea of the Common European Security and Defence, the obligations of the Republic of Serbia and the national legal framework that regulates this field. The goal of the EU Common Foreign and Security Policy, established by the Maastricht Treaty, is to preserve peace and strengthen international security in accordance with the principles of the United Nations Charter. To achieve this goal, the Common Security and Defence Policy has been developed, with the Union taking the leading role in peacekeeping operations and conflict prevention. The analysis of the content of national and international acts shows the evolutionary development of the idea on the existence of collective security, the acts for its implementation and the conditions necessary for the successful execution of the set tasks have been developed. Furthermore, comparative and historical methods have been used, as well as the method of deduction. It can be concluded that the new field of integration in Europe requires that the armed forces of the member states gain a role in international relations by initiating a series of institutional reforms and a change in the understanding of the social role of the military. International military engagement at regional and global level, along with bilateral cooperation, is a means of eliminating threats to national security while strengthening the capabilities of the national defence system. It is necessary to meet strict conditions for such engagement to be legitimate.

In 1980, the National Aeronautics and Space Administration (NASA) made its first serious pitch to Congress in support of a permanently manned outpost in low earth orbit. Their initial case for the program’s necessity heavily relied on Cold War logics and military thinking, with international participation functioning as a mere afterthought. Although NASA and its foreign partners now flaunt the evidence of their successful cooperation, the internationalism inherent in the station’s current name and form was the result of station development, not the initial goal of NASA officials. Two major shifts defined NASA’s treatment of the space station over the course of its development. The first was a turn away from collaboration with the military. For previous projects, such as the space shuttle program, NASA had depended on military backing to justify the expense of human spaceflight to Congress. This military backing ensured that NASA’s interactions with international agencies remained shallow. The shift away from the military which occurred with the space station revealed the tension between NASA’s civilian nature and its military ties, and proved the turning point in NASA’s evolution into a truly civilian agency. Of all the international partners, Japan’s involvement was crucial to the changes which took place at NASA through the space station program as, in the moment of truth, Japan’s strident objections to the possibility of Pentagon contributions made military and international involvements incompatible. The second change was a transition towards more substantial international collaborations with foreign space agencies, which NASA increasingly saw as crucial to the success of the project and as a replacement for military backing before Congress. This paper argues that this increasing focus on the international aspects of the space station was driven by the cooling of the relationship between NASA and the military, which left NASA scrambling for funding and supporters for the space station. It was the domestic political situation, not a sense of internationalism, which compelled the internationalization of both the station and the agency.

This thesis investigates the future development of Swiss foreign and security policy, particularly in the context of the continuing trend toward alliances and cooperative policymaking entities in and around Europe. It focuses on two main aspects: One is how international cooperation in general influences national autonomy and neutrality; the other is the specific impact of the Lisbon Treaty of the European Union on Swiss foreign, security, and defense policy. This twopillar structure informs the central question of this thesis, namely whether increasing international cooperation is the key to Swiss national autonomy and Switzerland's place in the international system of states. For outsiders, at first glance, this question and the whole approach may appear inherently contradictory. How can more or more extensive international cooperation lead to greater national autonomy in Swiss statecraft? It is the aim of this study to investigate and explain how cooperation in one political field can enhance and support autonomy in another political area. The thesis concludes by measuring the value of autonomy and develops some evolutionary options and models for future international cooperation. The final chapter provides an assessment of how much international cooperation is appropriate or recommended in light of the national and international consequences.

In this thesis space technology trade and proliferation controls are analyzed, focusing on two substantive issues that illustrate the challenges and opportunities of reform. The first substantive issue examined is the challenge of domestic law and policy reform in light of international regulatory divergence. This issue is examined through a case study of the U.S. commercial communication satellite export control regime. The second issue is the international implications of space technology trade and proliferation control on global civil space cooperation. The unifying demonstration of this doctoral thesis is that States operate in an international legal system that perpetuates a self-justified security dilemma whose basis originates in the sovereign legal right of States to produce, procure, and maintain space technologies of a military nature. As a result, the international legal system governing space technology trade and proliferation creates a tension between perceived national security needs and the benefits of global cooperation.
Cette thèse a pour objet l'étude des contrôles du commerce et de la prolifération de la technologie spatiale. Elle se concentre sur deux questions majeures illustrant d'une part les défis que poseraient une future réforme et d'autre part les perspectives que cette dernière serait susceptible d'ouvrir. La première question examinée est le défi posé par une réforme de la politique et du droit interne au regard de la diversité de la règlementation internationale. Elle est abordée à travers une étude de cas portant sur le régime américain de contrôle des exportations de satellites de communication. La seconde question concerne les conséquences internationales induites par le contrôle du commerce et de la prolifération de la technologie spatiale sur la coopération spatiale civile mondiale. Cette thèse vise à démontrer que les Etats opèrent dans un système juridique international qui entretient un dilemme sécuritaire auto-justifié provenant du droit international des Etats à produire, acquérir et entretenir des technologies spatiales d'ordre militaire. Par conséquent, le système juridique international gouvernant le commerce et la prolifération de la technologie spatiale génère une tension entre les besoins de sécurité nationale tels qu'ils sont perçus et les bénéfices d'une coopération mondiale.

La sécurité des technologies de l'information, de la communication (TIC) et la question de la cybercriminalité ont été préoccupantes pendant un certain temps. Ce n'est que dans le passé récent, que les gouvernements ont commencé à comprendre l'importance de la sécurité des TIC. La criminalité informatique, comme toute forme de criminalité, est difficile à chiffrer, la cybercriminalité pourrait constituer la forme de comportement criminel la moins déclarée puisque la victime ignore souvent qu’une infraction a même eu lieu. De plus l'insuffisance des solutions de cybersécurité ainsi que l'absence d'une compréhension commune font des difficultés juridiques à l'échelle nationale et internationale. Il est incertain que les normes du droit-commun, notamment celles du droit pénal, soient suffisantes, d’une part pour couvrir les besoins d’une politique pénale efficace et, d’autre part, la nécessité d’affronter la diversité des crimes et l’évolution continuelle de leurs moyens. L'Irak, comme certains pays, a subi des infractions des systèmes d'information. Mais comment l’Irak peut-il faire face aux questions de la cybercriminalité ? Les lois traditionnelles sont-elles suffisantes pour encadrer la cybersécurité? L’Irak a-t-il besoin de règles juridiques nouvelles ? À cet égard, l’apport du droit international s’avère important pour la lutte contre la cybercriminalité. Les conventions internationales en matière de cyber sécurité ainsi que la législation des pays pionniers dans ce domaine peuvent inspirer le législateur irakien. L’intérêt de ce sujet de recherche vise, à la lumière du droit international, à proposer une protection juridique efficace et de développer le cadre juridique irakien de la cybersécurité
The security of information and communication technologies (ICT) and the issue of cybercrime has been a concern for some time. It is only in the recent past that governments have begun to understand the importance of ICT security. Computer crime, like any form of crime, is hard to quantify, and cybercrime may be the least reported form of criminal behavior since the victim often does not know that an offense has even occurred. In addition, the lack of cybersecurity solutions and the lack of common understanding make legal difficulties both nationally and internationally. It is doubtful that common law standards, including those of the criminal law, are sufficient, on the one hand to cover the needs of an effective criminal policy and, on the other hand, the need to deal with the diversity of crimes and the continual evolution of their means. Iraq, like some countries, has suffered information system breaches. But how can Iraq cope with the issues of cybercrime? Are traditional laws sufficient to frame cybersecurity? Does Iraq need new legal rules? In this respect, the contribution of international law is important for the fight against cybercrime. International cyber security conventions and pioneer legislation in this area can inspire the Iraqi legislator. The purpose of this research topic is, in the light of international law, to provide effective legal protection and to develop Iraq's legal framework for cybersecurity

ENGLISH ABSTRACT: After being sidelined for a number of years, South Africa finds itself readmitted to the international community. One of the many issues at stake now is the reform of the United Nations Security Council. This study looks at South Africa's aim to make substantial changes in the international system, with the Security Council being one of the target institutions. This is a mammoth task for South Africa and the study points out the challenges that go with engaging in this process. The study points out an element of ambiguity in South Africa's foreign policy and the challenges that go with making multilateralism a cornerstone of such a policy. While it is not yet clear as to whether South Africa will succeed in changing the behaviour of states and the practice of multilateral institutions, it is at the moment participating in debates that might lead to such changes. South Africa's participation in the Open Ended Working Committee on the reform of the United Nations Security Council constitutes one move among others to ensure a change in the practice of the Security Council. The limits of making multilateralism a cornerstone of foreign policy are outlined with the aim of making policy-makers aware of the implications of the broad scope of their ambiguous foreign policy. While it is necessary to avoid engaging in assignments that might be difficult to manage, the need for South Africa to focus only on what is achievable and not to try and punch above its weight is one aspect this paper emphasises. The paper ends by making recommendations, which include (among others) that South Africa should attempt to secure a seat in the reformed Security Council should such an opportunity arise, but only after a careful consideration of her abilities.
AFRIKAANSE OPSOMMING: Na jare van politieke isolasie is Suid-Afrika weer 'n volwaardige lid van die internasionale gemeenskap. Die hervorming van die Verenigde Nasies (VN) se Veiligheidsraad, het binne die konteks van buitelandse beleid, een van die land se vernaamste uitdagings geword. Hierdie studie plaas Suid-Afrika se hervormingspogings van die internasionale stelselonder die soeklig, en fokus veralop die rol van die VN Veiligheidsraad. Die omvang van dié proses kan nie onderskat word nie, en die studie poog om die vernaamste uitdagings van hierdie hervormings te identifiseer. Die opdrag poog om te wys op 'n mate van teenstrydigheid wat in Suid- Afrika se buitelandse beleid te bespeur is, asook die uitdagings verbonde aan die vestiging van multilaterale betrekkinge as hoeksteen van sodanige beleid. Hoewel daar nog nie duidelikheid bestaan oor die mate van sukses wat die land behaal het met betrekking tot die gedrag van state en die praktyk van multilaterale betrekkinge nie, neem dit tans deel aan debate wat mag lei tot beleidsverandering in hierdie velde. This paper attempts to determine the theoretical requirements for a non-state actor to give peacekeepers to a Member state of the United Nations, who would in turn give those peacekeepers to the United Nations. The paper examines two case studies, specifically the contract between Blackwater and the United States Department of State and the SHIRBRIG series of treaties. The paper finds that there is some overlap between a Member state’s needs and a non-state actor’s needs and that there is a theoretical possibility of the donation stated above taking place.

Abstract: The subject of this research project is the international cooperation on defence products programmes in the so-called Brazilian strategic interests area. The United States (U.S.) Department of Energy (DOE) / National Nuclear Security Administration’s (NNSA) Global Threat Reduction Initiative (GTRI) supports both U.S. and international threat reduction goals by securing vulnerable nuclear and radiological material located at civilian sites throughout the world. GTRI’s approach to reducing the threat posed by vulnerable, high-activity radioactive sources includes removing and disposing of orphan or disused radioactive sources; implementing physical security upgrades at civilian sites containing radioactive sources; and establishing a cooperative sustainability program at sites to ensure that upgrades are maintained. For many years GTRI has collaborated successfully with the Russian Federation and international partners to improve radiological security in Russia. This paper provides a synopsis of GTRI’s accomplishments and cooperation with Russia in the following areas: 1.) recovering and disposing of orphan and disused radioactive sources, 2.) recovering and disposing of radioisotope thermoelectric generators (RTGs), and 3.) providing physical security upgrades at civilian sites that contain vulnerable radiological material.

EU and cyber security Securing network and information systems in the EU is essential to ensure prosperity and to keep the online economy running. The European Union works on a number of fronts to ensure cybersecurity in Europe, from providing the delivery of better internet for kids to implementing the international cooperation on cybersecurity and cybercrime. As societies, governments and businesses become increasingly reliant on the Internet for the normal functioning of every-day activities and the supply of essential services, protecting cyberspace from malicious activities has become a critical action point for policymakers globally. While digital and networked technologies promise much, the implications of successful attacks can be huge. The continued rapid development of information and communication technologies, globalization, the drastic increase in data volumes and the growing number of different types of equipment connected to data networks have an impact on daily life, the economy and the functioning of the state. On the one hand, this level of ICT development will contribute to the improved availability and usability of services, enhance transparency and citizen participation in governance, and cut public as well as private sector costs. On the other hand, the increasing importance of technology is accompanied by an increase in the state's growing dependence on already entrenched e-solutions, and cements the expectation of technology operating eamlessly. Social processes are also becoming increasingly dependent on a growing number of information technology resources, and in the future attention must be drawn to the fact that society at large, and each individual in particular, will be able to maintain control over the corresponding processes. Otherwise, there is potential for information technologies to reduce the role of humans in the decision-making process, and processes may become self-regulatory (technological singularity). The number of state actors in cyberspace that are involved in cyber espionage targeted at computers connected to the Internet as well as closed networks continues to grow, with their aim being to collect information on both national security as well as economic interests. The amount and activeness of states capable of cyber-attacks are increasing. In addition to the activation of state actors, the ability of politically motivated individuals and groups with limited means to organize their activities using social networks and carry out denial of service and other types of attacks is growing as well. Meaningful and effective cooperation between the public and private sector in the development of cyber security organization as well as in preventing and resolving cyber incidents is becoming increasingly unavoidable. National defense and internal security are dependent on the private sector's infrastructure and resources, while at the same time the state can assist vital service providers and guarantors of national critical information infrastructure as a coordinator and balancer of various interests.

The financing of terrorism, as an illegal criminal act, was first proposed at the international level in the United Nations Declaration of 1994. The idea was further developed in United Nations Security Council Resolution No. 1373 adopted in 2001. This document obliged all member states of the UN Security Council to introduce into their criminal legislation norms governing prosecution for activities related to the provision or collection of funds to finance terrorism. This study aims to analyze the corpus delicti of terrorist financing and investigate the need to introduce this article into the legislation of the Russian Federation. Modern times are characterized by the high growth of terrorist crimes, involvement in terrorist groups, and financing this criminal activity. The problem of combating terrorism is international. Countering this phenomenon and strengthening international cooperation to maintain the rule of law and legal order has been relevant for the past few decades. The authors of the research work consider the obligations of the Russian Federation arising from the requirements of the international community and the international legal framework. International cooperation allowed to establish the official recognition of the financing of terrorism at the legislative level as criminal and punishable.

The paper provides general information on the architecture of the new generation National Research Computer Network (NIKS), operated and developed by JSCC RAS on the assignment of the Ministry of Science and Higher Education of the Russian Federation as an administrator and operator since 2019. The key functions and directions of functioning of NIKS today and in the short term development, some urgent tasks of the sphere of science and education of the country, requiring the engaging of the existing infrastructure and service capabilities of the network, as well as its progressive comprehensive modernization. Information is provided on the current state of NIKS with the geographical and target user coverage within the country, the groundwork formed and the potential expansion of areas of international cooperation with foreign national research and education networks and network consortia in the interests of the sphere of science and education of Russia. The opportunities provided by NIKS for improvement of a Common digital space of scientific knowledge, increasing the level of accessibility, information security and network protection of its resources and services are denoted. Individual specialized scientific services, information technology services and services for collective use functioning on the basis of the NIKS infrastructure, built, including on promising and massively exploited technologies of federated authentication and developed in cooperation with the global research and education community are presented.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

America must embrace its role in leading international peace and prosperity by facilitating meaningful, safe, educational exchange in all directions – helping more Americans learn firsthand about other people and cultures and helping more foreign students come to America to experience for themselves the principles upon which our country was built - liberty, democracy, capitalism, and basic human freedom. America can and should leverage international education, exchange and public diplomacy programs to plant seeds of peace, regain the world’s trust, and return to our previous role as a respected leader in global affairs. The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) is the cornerstone of the non-proliferation regime and the centrepiece of global efforts to promote cooperation in the peaceful uses of nuclear energy and further the goal of general and complete nuclear disarmament. Although there is no implementation body for the NPT, the International Atomic Energy Agency (IAEA) has been entrusted with key verification responsibilities under Article III of the treaty, where it plays an important role in achieving the objectives under Article IV to foster international cooperation for peaceful uses of nuclear energy. This paper argues that peaceful uses of science, technology and applications have an important role to play in achieving the United Nations Sustainable Development Goals (SDGs). Noting that the European Union (EU) is the biggest donor of development assistance, the paper suggests that the EU enhance its contribution to peaceful uses of nuclear science, technology and applications through supporting the IAEA’s technical cooperation activities. This will contribute to delivering the EU’s nonproliferation goals, thus strengthening global human security.

In the Integrated Review of Security, Defence, Development and Foreign Policy, published in March 2021, the UK government set out four strategic objectives for ‘Global Britain’. A year later, Russia’s invasion of Ukraine and the shift to a more divided world have put the vision of the UK as a ‘problem-solving and burden-sharing nation with global perspectives’ to an urgent and severe test. This research paper finds that the UK has made clear contributions to its objectives of upholding the values and security of the liberal democracies. But it has undercut its commitments to support global resilience, and its international economic agenda remains very much a work in progress. The government must now prioritize rebuilding its relationship with the EU; leverage the G7 to avoid being sidelined by closer US–EU cooperation; and give greater strategic purpose to its trade agenda. It also needs to follow through on its commitments to support the resilience of the international community, or it will fail to live up to its goal of launching a truly global Britain.

This rapid literature review collates available literature on the impact of the Ukraine crisis on international climate and environment commitments and considerations. The review draws on a range of sources predominantly blogs, opinion pieces and snap analyses. Given the nature of the conflict, its myriad impacts and uncertain end point, this report should be reviewed with a degree of caution. As the analysis draws heavily on opinion pieces and snap analyses, these will likely be outdated relatively quickly, and some assumptions shown to be flawed. Similarly, as events evolve, some analysis will become redundant. The impact of Russia’s invasion of Ukraine on international climate and environment commitments and considerations will be complex and multifaceted and likely to evolve over time, key themes emerging in this report are as follows: Strategic cooperation or competition of states towards climate-related goals has long been anticipated to drive global political developments in the coming century. The nature of these volatile relationships has a determining factor on the scale, speed and final form of the transition to net zero, impacting politically, environmentally and economically. Climate change is not an isolated area of strategic concern; rather it should be understood as a pervasive condition with implications for most other areas of interstate competition and cooperation, from global trade to regulatory standards. In this sense, actors have climate-related incentives and imperatives to either cooperate or compete according to specific issue areas such as the economy or national security.

Overview: This report looked across Covid Collective outputs and grouped findings into three sections. Section 2) Pandemic response; Section 3) Increased marginalisation; and Section 4) Emergent outcomes. Section 4 describes outcomes, both positive and negative, which evolved and were more unpredictable in nature. Pandemic response: Findings on national response highlight shortfalls in national government actions in Bangladesh, Malawi, the Philippines, Yemen, and Syria. Emergency law responses have, in some cases, led states to exert powers with no legal basis. In transitioning economies, state militarisation is having negative effects on constitutionalism and peacebuilding. Lack of trust in state security institutions is identified as an issue in Yemen. Improved consultation between the community, government and security institutions is needed. From a micro perspective, lockdowns were found to hit households close to subsistence the hardest bringing restrictions in to question with regards to welfare choices. Regional responses had different features (outlined in section 2). It is suggested for future research to look at how regional responses have changed interactions between regional and global organisations. The Islamic Development Bank, for example, helped function as a redistribution pool to improve inequalities between country capacities in the Middle East. The Organisation of Islamic Cooperation (OIC) supported accurate information reporting. International response with regard to vaccination is falling short in terms of equality between developed and developing economies. World Bank response is questioned for being insufficient in quantity and inefficient in delivery.

This rapid review focuses on Global Health Diplomacy and defines it as a method of interaction between the different stakeholders of the public health sector in a bid to promote representation, cooperation, promotion of the right to health and improvement of health systems for vulnerable populations on a global scale. It is the link between health and international relations. GHD has various actors including states, intergovernmental organizations, private companies, public-private partnerships and non-governmental organizations. Foreign policies can be integrated into national health in various ways i.e., designing institutions to govern practices regarding health diplomacy (i.e., health and foreign affairs ministries), creating and promoting norms and ideas that support foreign policy integration and promoting policies that deal with specific issues affecting the different actors in the GHD arena to encourage states to integrate them into their national health strategies. GHD is classified into core diplomacy – where there are bilateral and multilateral negotiations which may lead to binding agreements, multistakeholder diplomacy – where there are multilateral and bilateral negotiations which do not lead to binding agreements and informal diplomacy – which are interactions between other actors in the public health sector i.e., NGOs and Intergovernmental Organizations. The US National Security Strategy of 2010 highlighted the matters to be considered while drafting a health strategy as: the prevalence of the disease, the potential of the state to treat the disease and the value of affected areas. The UK Government Strategy found the drivers of health strategies to be self-interest (protecting security and economic interests of the state), enhancing the UK’s reputation, and focusing on global health to help others. The report views health diplomacy as a field which requires expertise from different disciplines, especially in the field of foreign policy and public health. The lack of diplomatic expertise and health expertise have been cited as barriers to integrating health into foreign policies. States and other actors should collaborate to promote the right to health globally.
