Résumé :
The Tuvan People's Republic, as a sovereign state with a socialist orientation, did not exist for long: from 1921 to 1944. During the period of 23 years, just over 500 books, brochures, newspapers and magazines in Mongolian, Tuvan and Russian languages came out of print. They were published by various departments, the Press Committee, and the Tuvan United State Publishing House as well. To date over 150 works have survived, most of which – in the only copy. The main owners of these book monuments became the National Library named after A. S. Pushkin, the National Museum named after Aldan-Maadyr, the National Archive and the Tuvan Institute of Humanities, Applied and Socio-Economic Research. For example, in the specialized sector of the National Library there are more than 60 printed works published in the Tuvan People's Republic. The object of the research is the “Collection of laws and basic regulations of the Government of the Tuvan People's Republic” that is stored in the archive of the Tuvan Institute of Humanities, Applied and Socio-Economic Research. The purpose of the article is to consider the specifics of the period of preparation and release of the collection, its structure and content. The results of the study will expand the understanding of the book culture of the Tuvan People’s Republic and, in general, the cultural heritage of the republic in modern conditions.

Today, the Book Chamber of Ukraine is the only scientific institution in the field of publishing and information activities, based on state property and subordinated to the State Committee for Television and Radio Broadcasting of Ukraine, and from 2021 - to the Ministry of Culture and Information Policy. The Book Chamber of Ukraine performs the functions of the national agency of the International System of Standard Numbering of Books (ISBN), music editions (ISMN) and periodicals (ISSN). Let me remind you that currently the State Archive of the Book Chamber Press is stored in a room of 10.5 thousand square meters. m, the fund has 15 million units of printed products published in Ukraine since 1917, and is constantly replenished with new publications. This is the only printing archive in Ukraine that has unique funds at its disposal, and therefore their replenishment, storage and scientific processing is an extremely important task, on which the objective reflection of the history of our country depends The electronic catalog "Books for the years of independent Ukraine" is functioning and constantly updated. Books and brochures are searched automatically for many parameters: author, title, publisher, year and place of publication, International Standard Book Number (ISBN), and so on. Books, newspapers, magazines, postcards are coming. There is no place to save them. The second floor is empty, as it is necessary to install fire extinguishing systems, air conditioning, racks… However, there is no money, employees did not receive a salary for May… It seems that the State Scientific Institution "Book Chamber of Ukraine named after Ivan Fedorov" after 102 years of fruitful life must die, taking with him the documentary memory of our country.

SummaryThe recent call from FAO to take part in the process of preparing the First Report on the State of the World Animal Genetic Resources (SoW) stressed the need to develop management capacity at country level to facilitate the preparation of country reports (CRs). A key role is played by the National Focal Points (NFPs) and the National Coordinators (NCs).A national workshop was held in South Africa in 1998 and a National Committee for Farm Animal Genetic Resources (FanGR) was established. The existing Indigenous Livestock Committee was reviewed and adapted to make it more focused on the management of FAnGR. At the same time a National Coordinator was also identified and the Animal Improvement Institute was nominated as national coordinating institute for FAnGR.The collaboration with some NGOs was strongly suggested, particularly with:a) the Farm Animal Conservation Trust (FACT), to assist with the conservation of farm animal genetic resources. This NGO was modelled on the Rare Breeds Survival Trust (RBST) in the United Kingdom and on Rare Breeds International (RBI)b) The South African Stud Book and Livestock Improvement Association (SASB) andc) many Rural Communities and National and Provincial animal genetic resource centresThe institutional frame for AnGR conservation in South Africa is briefly described, together with the aims of the South African conservation activities.

These included: fostering a knowledge of the historic period in which Antonio Meucci lived in Florence, where he was born on 13 April 1808; contributing to spread and enhance technical-scientific culture among secondary school and university students; offering an occasion for reflection on the future of telecommunications from the perspective of technological innovation and the legal, regulatory, economic and social aspects; underscoring the influence of the telephone on the evolution of language, customs and means of expression, and finally co-ordinating and enhancing other initiatives not directly sponsored by the Committee. This book "Il telefono & dintorni" brings together a selection of the events, contributions and 'images' selected from among the numerous initiatives organised by the Meucci Committee over its three years of activity.

To mark the bicentenary of the birth of Antonio Meucci, under the umbrella of the «Genio Fiorentino» initiative three important events addressing the figure of the famous inventor of the telephone and the culture of his time were organised by the National Committee for the celebrations, the Provincial Authority and the University of Florence. Bringing together the contributions made on these occasions, this book starts with an initial pictorial itinerary through Meucci's Florence focusing on his educational formation in the Restoration Grand Duchy, and going on to embrace more generally the cultural climate and the technical and scientific milieu of early nineteenth-century Tuscany. A special section is devoted to the aspect of communications at the time, with a view to placing in its historical context the technical and scientific environment in which Meucci's training took place.

Résumé :
AbstractThis publication is one of the outcomes of over a decade of work, under the auspices of the United Nations Committee on the Rights of the Child, to explore how to monitor and evaluate States Parties’ compliance with the obligations they undertook when they ratified the UN Convention on the Rights of the Child (the Convention). A full account of the project work to date has been provided in Vaghri, Krappmann, and Doek’s article ‘From the Indicators of General Comment No. 7 to GlobalChild’ (2019). Grounded in that foundational work, this book relies on that project work to provide a conceptual framing of the Convention, through the identification of the attributes of each right that provides the basis for the development of indicators against which to measure progress.

This final chapter of the book reflects upon the approach taken by the SCA in its assessments reviewed in this book, as well as what these assessments can tell us about NHRI effectiveness and independence. How are National Human Rights Institutions (NHRIs) expected to use their mandate in practice? This chapter is the first in Part III of this book and examines recommendations of the Sub-Committee on Accreditation (SCA) in relation to the activity of the NHRI on the ground as a human rights actor. This is a growing area of focus and concern for the SCA as is seen throughout Part III of this book. This chapter examines how the SCA deals with NHRIs who are failing to promote and protect human rights, or worse, actively undermining human rights. It also considers the requirements for NHRIs to engage both at the domestic level with other national human rights actors, primarily NGOs and civil society, and with the international and regional human rights systems.

In the period of work of the Sub-Committee on Accreditation (SCA) covered by this book, there have been a number of National Human Rights Institutions (NHRIs) who have lost their Paris Principles compliant A-status accreditation following a special review or during the re-accreditation process due to either their actions or their inaction. This chapter examines some of these instances in a case-study format looking at Azerbaijan, Mauritania, Nicaragua, and Paraguay, as well as situations where NHRIs have been downgraded but not because of a failure to engage with the human rights situation but because of serious structural deficiencies, such as a structural change to the institution or financial issues.

Résumé :
Abstract This chapter concludes the book by restating the main findings. It argues that the Democratic and Republican national committees play a complex but important role in American politics due to their goal of trying to (re)shape their respective parties’ national brands. But while party branding is a fundamental goal of national committees as political institutions, success in shaping that brand is not guaranteed. National committees cannot make voters embrace their preferred party image: they can only try to reach out to voters with informational cues and hope they incorporate them into their assessment of the party. One crucial barrier to branding is whether a party is in the White House or not. “In-parties” have presidents with de facto control over their party’s national organization. Their use (or disuse) of national committees differs based on the political context in which they find themselves but generally falls in two categories: either presidents see value in using the committees as branding tools and instruct them to promote their administration’s policies and themselves, or they see no use in them and let them decline as organizations. The chapter concludes by noting the decreased value of national committee branding in the changing political context of long presidential primary campaigns, ideological news media, the rise of social media, and negative partisanship.

Résumé :
The Paris Principles require National Human Rights Institutions (NHRIs) to be properly established as a state body in law. In establishing an NHRI, states therefore enact an enabling law and/or modify their constitution. This is the fundamental starting point for the creation and functioning of an NHRI. But what form should this enabling law take and how does the Sub-Committee on Accreditation (SCA) respond when the NHRI is established not by legislation but by an executive order? How should NHRIs seek improvements to their enabling law? This chapter considers the SCA’s findings in relation to these questions. It also examines the formal requirements for NHRI annual reports within the enabling law, and their placement before the national parliament. This chapter focuses on the status of the enabling law at the national level, as the content of the enabling law itself is the subject of multiple recommendations across other chapters in this part of the book.

The overall objective of this book is to assess whether US government and regulatory authorities in a variety of sectors assess mergers and acquisition transactions by looking at the impact of these transactions on public interest considerations. The Federal Trade Commission or the Department of Justice approach to the assessment of transactions brings to light areas of convergence and divergence between these two competition authorities and authorities such as the Committee on Foreign Investment in the United States, the Federal Communications Commission, and other sector regulatory authorities in the United States. The book closely scrutinizes the US merger control enforcement in all its variants and in different industry sectors and discusses the approach of the authorities involved as they are focusing on competition considerations, such as the impact of the transaction on consumer welfare, as well as non-competition considerations such as public interest, taking into account social and economic values, including national security and other aspects of public interest aspects relevant for the regulated sectors.

Résumé :
Abstract This introductory chapter begins by looking at the articles of wimpeachment concerning Richard Nixon. These articles pertained to domestic crimes linked to the Watergate break-in and subsequent investigations that followed. By excluding foreign military activities from these articles, the House Judiciary Committee framed how events of that time have been remembered since. Although the illegal actions of Nixon’s domestic officials were heavily emphasized, the role of National Security Advisor Henry Kissinger was effectively spared congressional scrutiny or critique. This book examines the Nixon administration’s conduct of war in Vietnam, Laos, and Cambodia, and the resulting diplomacy with the Soviet Union and China. To understand US policy during this period requires situating Nixon and Kissinger within the wider context of the people, the social and political institutions, the prevailing ideology, and the existing practices that framed their decision-making.

Résumé :
ABSTRACT The topic of this report is related to introducing information about the Olympic flame’s passing through Bulgaria in 1936. Our country takes a significant place in the development of the international Olympic movement. Since it participated in the first modern Olympic Games, our country has persisted in establishing the Olympic values in society through the gymnastics movement, the Bulgarian Olympic Committee activities, and other prominent sports people’s activities. An important feature related to Bulgarian sport’s involvement in the Olympic idea and the Olympic movement was our active participation in organizing the first carrying of the Olympic flame. This study aims to reveal new information on the topic. The research encompasses several major areas for collecting information – foreign literary sources research (13 sources); a survey of all publications by Bulgarian researchers-historians in the field of sport and the Olympic movement in Bulgaria (11 sources); a review of all preserved Bulgarian periodicals since 1936 (74 articles found), review of the „Olympia Zeitung“since 1936 (8 articles found) and review of Greek newspapers since 1936 (4 articles found). Methodologically, all the information found in scientific or popular publications was systematized by using content analysis, comparative analysis, and critical analysis. The keywords used to search for information on the topic were: Olympic Flame, Olympic Flame Torch, Olympic Games 1936, and Olympic symbols. For the aim of the research we used data retrieved from Journal of Olympic History, Journal of the History of Sport, International Olympic Academy, Olympic Review, www.academia.edu, as well as books and publications pre-served in the historical archive of National Sports Academy “Vassil Levski”, the Central National Archive, the Regional archives, and the regional history museums in the towns where the Olympic flame went through. In the unfavorable material and economic conditions in the 1930s our country created an excellent organization and turned this event into one of the most important social-cultural phenomena, which influenced the new perception about the role and significance of the Olympic Games and amateur sport.
