This study aimed to examine the effects of regent/ mayor characteristics on financial statement of local government’s audit delay in Indonesia. Regional head are characterized by age, educational background, executive work experience, and educational level. The population of this study were all of districts/municipalitie in Indonesia. This study uses 142 districts/municipalities as sample using purposive sampling method. The secondary data was obtained from Audit Board of the Republic of Indonesia (BPK-RI) and Ministry of Home Affairs of the Republic of Indonesia (Kemendagri). Data was analyzed using regression model. The analysis showed that the economics or accounting educational background has negatively affected on financial statement of local government’s audit delay in Indonesia. However, age, executive work experience, and education level do not affect financial statement of local government’s audit delay in Indonesia.

The competition between municipalities is problematic due to a common misconception that rivalry is impossible because documents regulating finances are the same across all local self-governments. In contrast, scientific research shows that the livability of one municipality can differ to another because of differences in their social-economic benefits. This distinction is not conditioned by geographic location or other special features of the municipality but rather by the amount of funds assigned and allocated to social and public welfare. This article aims to reveal the factors pertaining to the municipalities’ fiscal competitiveness that affect economic growth within the state. This has relevance as a reallocation of a municipality’s expenditure could provide new possibilities towards increasing future revenue of the municipality. For reaching the aim is examined by evaluating the effect of municipalities’ fiscal competitiveness on Lithuania’s economic growth using the volume and structure of expenditure in its municipalities. Results show that the major channels determining the fiscal competitiveness of a region are human resources, the business sector, and the institutional environment, and that these differ among municipalities.

Résumé. Ces dernières années, la métropole montréalaise a connu un ensemble de dynamiques institutionnelles qui ont remis en question l'équilibre des relations entre les municipalités constituantes. Les institutions ont été fortement ébranlées par un double processus de fusion puis de défusion. Cherchant à contrecarrer les aspirations des municipalités “ défusionnistes ”, le gouvernement provincial a promulgué la Loi 33 qui transfère de nombreuses compétences de la mairie centrale aux arrondissements. Au-delà des nouvelles dynamiques politiques entre ces deux niveaux de gouvernement, c'est aussi le processus d'articulation entre la sphère politique municipale et la société civile montréalaise qui est en jeu. Cet article examine les impacts de la Loi 33 sur les relations entre la municipalité et les communautés ethnoculturelles en attirant l'attention sur une tendance à l'hyperpluralisation et à l'ethnicisation des demandes issues de certains groupes immigrants récemment implantés à Montréal.Abstract. The urban region of Montreal has recently faced institutional dynamics which have transformed the relations between the municipalities. Local institutions had to adapt to a double process of merging and demerging. In order to limit the process of secessionism, the provincial government voted Bylaw 33 which transferred many resources and competences to neighbourhoods. Beyond the new division of labour between the two levels of government, this law is changing the relationships between the civil society and the political realm. This article aims at analyzing the impacts of Bylaw 33 on the relationships between the municipality and immigrant groups by arguing that we are facing a trend to hyperpluralism due to the strategies of leaders representing immigrant groups recently settled in Montreal.

National governments often expect municipalities to develop toward open cities and be equally motivated to open up municipal data, yet municipalities have different characteristics influencing their motivations. This paper aims to reveal how municipality size influences municipalities’ motivation perspectives on opening up municipality data. To this end, Q-methodology is used, which is a method that is suited to objectify people’s frames of mind on a particular topic. By applying this method to 37 municipalities in the Netherlands, we elicited the motivation perspectives of three main groups of municipalities: (1) advocating municipalities, (2) careful municipalities, and (3) conservative municipalities. We found that advocating municipalities are mainly large-sized municipalities (>65,000 inhabitants) and a few small-sized municipalities (<35,000 inhabitants). Careful municipalities concern municipalities of all sizes (small, medium, and large). The conservative municipality perspective is more common among smaller-sized municipalities. Our findings do not support the statement “the smaller the municipality, the less motivated it is to open up its data”. However, the type and amount of municipality resources do influence motivations to share data or not. We provide recommendations for how open data policy makers on the national level need to support the three groups of municipalities and municipalities of different sizes in different ways to stimulate the provision of municipal data to the public as much as possible. Moreover, if national governments can identify which municipalities adhere to which motivation perspective, they can then develop more targeted open data policies that meet the requirements of the municipalities that adhere to each perspective. This should result in more open data value creation.

En 1988, la Loi sur les langues officielles fit des municipalités des partenaires de premier plan dans la promotion du bilinguisme. Or, après deux générations, on ignore quelles municipalités interviennent en la matière et comment elles interviennent. À partir d'une enquête auprès de 209 municipalités canadiennes, ce texte décrit et analyse les interventions municipales favorables au bilinguisme. Plusieurs municipalités agissent, mais le bilan est loin de la vision de la Commission royale.Abstract. In 1967, the Royal Commission on Bilingualism and Biculturalism stated the critical role of Canadian municipalities in official languages. In 1988, the Official Languages Act made municipalities full partners in the promotion of bilingualism. After two generations, we do not know which municipalities intervene in the matter or how they intervene. This article presents and analyses the results of a survey of 209 Canadian municipalities on official languages. It reveals that many municipalities intervene, but these interventions are far from the objectives of the Royal Commission and the Official Languages Act.

A municipality is a basic local government unit (LGU) in Poland. It is responsible for the safety of its citizens, especially in circumstances of flood hazard. A municipality is a unique social-ecological system (SES), distinguished by its ability to adapt to flood hazard. It is impossible to specify the conditions a municipality has to reach to achieve the highest adaptability to flood hazard, however, it is possible to assign a level of adaptability to a municipality, one that corresponds to the position of a given municipality among the population of assessed municipalities threatened by floods. Therefore, a tool was developed to rank municipalities by their adaptability on the assumption that the assessment of municipal adaptability was influenced by 15 selected features. The research was carried out using data from the period of 2010–2016 for 18 municipalities-SESs located in the Nysa Kłodzka sub-basin. It was indicated that municipalities located in the higher course of the river possess higher levels of adaptability. At the same time, the size of a flood stands for each municipality position with regards to the synthetic adaptability index (SAI).

Paper discusses local municipality touristic development and tourism strategies analysing achievements of national touristic objectives regarding foreign and domestic tourists in two groups of selected municipalities within two different countries. First group includes three municipalities from Slovenia and the second group includes three comparable municipalities from Serbia. Throughout our analysis we carefully considered countries basic documents Slovenian and Serbian tourism development strategy. After analysing statistical data, we conclude, that it is of great signicifance for each municipality the direction of tourism industry development, investments into modern tourist capacities as well as professional marketing, as is the case with municipality ob Brežice.

AbstractThis paper focuses on the transparency of Slovak municipalities. It identifies the main trends in the transparency of the 100 largest Slovak municipalities between 2010 and 2014. It shows that there are different degrees of transparency in Slovak municipalities, and it applies regressions to explore correlates and identify the main factors behind this state. This research is descriptive and explanatory and adds to literature by examining political, structural factors related to the political supply of the transparency of the municipalities and the convergence effect. The regression analysis identifies the convergence effect, according to which the transparency of municipalities improves inversely to their initial score. It also finds a negative incumbency effect that indicates lower improvement for incumbent mayors than for new ones. The size of a municipality is also one of the factors that determine the transparency level of that municipality. This relationship is positive – greater size of a municipality increases the level of its transparency.

Nowadays, globalization affects almost all aspects of social life. It is sensible to respond flexibly to these trends and to be prepared for their benefits or potential risks. The local self-government represented by municipalities has an increasingly important role in the economic development of individual regions of Slovakia. Are municipalities prepared for the process of globalization and its impacts? Do they have tools in their hands to respond to its trends? One of the most important tasks of the municipality is to serve as an activator of regional, social and economic development and to influence the conditions for entrepreneurship by attracting potential investors to start business activities in the municipality territories. The new entrepreneurial activities and investments are a potential source of new job opportunities resulting in increased living standards of the local residents. This paper deals with indicators that express the financial capacity of the municipality and thus the ability of the municipality to participate in the process of development of a particular region. The analysis evaluates data obtained from financial statements of Slovak municipalities for year 2017. Its results show that the available financial resources of municipalities are limited and therefore the municipalities are unable to support regional development from their own financial sources.

Local fees and tax income are one of the income sources of a municipality budget. Their size and collection is regulated by the municipality and a particular state. 12 municipalities of the South Bohemian District were chosen according to their size to find out the efficiency of the collection of the higher mentioned income. Next, a relationship between individual shares and size of selected municipalities in number of inhabitants was calculated based on shares among city fees, tax income and total income. The size of yields in local fees differs and the size of municipality (based on the number of inhabitants) is not the main factor of the difference. Yields of municipalities are also influenced by geographical and economic factors (e.g.: growth of tourism, Český Krumlov). Furthermore, absence of any relationship among local fees, tax income and total income was found within selected municipalities.

ENGLISH ABSTRACT: Like in many developing countries, youth development in South Africa is advancing towards becoming the central focus of government. The population figures illustrate a demographic dividend, or youth bulge as others would want to call it. A more pragmatic and aggressive approach to youth development for South Africa has never been more urgent than now. Municipalities by design are at the grassroots and the gateway for providing direct development interventions to the masses of the peoples of South Africa. Most of the municipalities in the country have started to take up this responsibility. There is, however, evidence that success in implementing youth development programmes is limited, owing mainly to the lack of performance management application at the local government level. This study is intended to explore a research problem defined as follows: “The absence of a tailor-made performance management for youth development leads to limited or no achievement of the set targets for youth development.” The study is started by exploring the literature on both the underlying areas of the study: youth development and performance management. Though youth development is a fairly new area, there has been progress in defining and conceptualizing both performance management and youth development in South Africa. Youth and youth development are defined respectively as young people between 14 and 35 years of age, and deliberate interventions to enable the youth to participate in the socio-economic wellbeing of the country and the world. Performance management is further defined as the process towards ensuring there is a concerted effort in the implementation of the predetermined plans. The researcher opted for the case study approach, using Nkangala District Municipality (NDM) as the case to explore the extent to which municipalities apply the prescripts and principles of performance management to the youth development programmes. The study sought to establish whether municipalities have performance management frameworks and systems, whether youth development matters are included and whether there are specific youth development performance measures in place. The literature shows that there is extensive work done on the area of performance management in local government in South Africa. The legislation compels all municipalities to have performance management systems and frameworks in place and adopted by the councils. The document review shows that in Nkangala District Municipality there is still a need to trickle down the application of the systems and framework. There is a need to ensure that youth development is included in the performance management process. Evidence from the study shows that there are still gaps to be addressed in as far as the district is concerned. Their application of the performance management framework and systems still needs to be cascaded to all staff members; the application must still be applied to youth development programme and youth development units. There is a need to align municipal planning with youth development. Youth participation still remains a challenge throughout the process of planning, implementation and reporting. Municipalities are suffering from attitudes that suggest that youths are simply recipients of hand-out products and services. Finally, the study suggest a Youth Development Performance Management Framework which will also integrate youth participation, monitoring and evaluation.
AFRIKAANSE OPSOMMING: Soos in baie ontwikkelende lande neig jeugontwikkeling in Suid-Afrika daarna om die sentrale fokus van die regering te word. Die bevolkingsyfers illustreer 'n demografiese dividend of jeug uitstulping (“youth bulge”), soos wat daarna verwys word. `n Meer pragmatiese en aggresiewe benadering tot jeugontwikkeling was nog nooit meer dringend vir Suid-Afrika as juis tans nie. Munisipaliteite, deur ontwerp, is op voetsoolvlak en die poort vir die verskaffing van direkte ontwikkelingsingrypings vir die meerderheid van mense in Suid-Afrika. Meeste van die munisipaliteite in die land het begin om hierdie verantwoordelikheid op te neem. Daar is egter bewyse dat sukses in die implementering van jeugontwikkelingsprogramme beperk is, veral as gevolg van die gebrek aan die aanwending van prestasiebestuur op die vlak van plaaslike regering. Hierdie studie is bedoel om die navorsingsprobleem gedefinieer as: “die afwesigheid van 'n pasgemaakte prestasiebestuurstelsel vir jeugontwikkeling lei tot beperkte of gebrekkige bereiking van die gestelde teikens vir jeugontwikkeling” Te verken. Die studie begin deur die literatuur te ondersoek op beide die onderliggende gebiede van die studie, jeugontwikkeling en prestasiebestuur. Hoewel jeugontwikkeling `n redelik nuwe gebied is, is daar vordering in die definiëring en konseptualisering van beide prestasiebestuur en jeugontwikkeling in Suid-Afrika. Jeug en jeugontwikkeling word gedefinieer as jong mense tussen 14 en 35 jaar oud en doelbewuste intervensies om die jeug in staat te stel om deel te neem aan die sosio-ekonomiese welstand van die land en die wêreld. Prestasiebestuur word gedefinieer as die proses om te verseker dat daar `n gesamentlike poging is vir die implementering van die voorafbepaalde planne. Die navorser het besluit op `n gevallestudie benadering, deur gebruik te maak van die Nkangala Distriksmunisipaliteit (NDM) om die mate waarin munisipaliteite die voorskrifte en beginsels van prestasiebestuur op die jeugontwikkelingsprogramme toepas te verken. Die studie poog om vas te stel of munisipaliteite prestasiebestuursraamwerke en stelsels het, of jeugontwikkelingsaangeleenthede ingesluit is en of daar spesifieke jeugontwikkeling prestasiemaatreëls in plek is. Literatuur toon dat daar uitgebreide werk gedoen is op die gebied van prestasiebestuur in plaaslike regering in Suid-Afrika. Die wetgewing verplig alle munisipaliteite om prestasiebestuurstelsels en raamwerke in plek te hê en goedgekeur deur die rade. Die dokumentêre hersiening toon dat daar in die Nkangala Distriksmunisipaliteit steeds `n behoefte daaraan is om die toepassing van die stelsels en raamwerk te laat deursyfer. Daar is `n behoefte om te verseker dat jeugontwikkeling ingesluit word in die prestasiebestuursproses. Bewyse uit die studie toon dat daar steeds gapings is om aan te spreek met betrekking tot die distrik. Die aanwending van die prestasiebestuursraamwerk en stelsels moet nog afgewentel word na alle personeellede. Die aanwending moet nog van toepassing gemaak word op jeugontwikkeling en jeugontwikkelingseenhede. Daar is 'n behoefte om munisipale beplanning in lyn te bring met jeugontwikkeling. Jeug deelname dwarsdeur die proses van beplanning, implementering en rapportering bly steeds 'n uitdaging. Munisipaliteite ly onder gesindhede wat daarop dui dat die jeug eenvoudig ontvangers is van produkte en dienste. Die studie stel ten slotte `n jeugontwikkeling prestasiebestuursraamwerk voor wat ook jeug deelname, monitering en evaluering sal integreer.

This research study evaluated and assessed the extent to which strategic management processes integrated economic, environmental and social sustainability elements in the fiveyear strategy (2012) of Elundini Local Municipality (ELM). The study focused on three areas of strategic management, that is, environmental analysis, strategic direction and strategy formulation. The study also looked at possible reasons for sustainability integration in ELM strategy or lack thereof and also recommended possible solutions. The literature reviewed revealed that there was adequate basis for municipalities to integrate sustainable development in their strategies even though sustainability was noted as an evolving, complex and changing phenomenon. Local Agenda 21 principles, national legislative & policy framework, regulations and other relevant guidelines were found to be adequate for municipalities to develop credible sustainability strategies. The objectives of the study were achieved by data collected through the review of existing literature; the review of ELM Five Year Strategy (2012-2017); and SIAT-based questionnaires that were filled in by ELM employees. The results of the study showed that economic and social sustainability activities were identified most in the ELM strategy compared to environmental sustainability. The study then mainly recommended the review of the current strategy in order to improve all areas of strategy formulation; introduction of Economic, Social and Environmental sustainability – Strengths, Weaknesses, Opportunities and Threats (ESEs-SWOT) for internal analysis as an improvement of SWOT analysis; introduction of Sustainability Integration and Strategic Management Framework (SISMF) as an improvement to existing framework.

The thesis deals with the analysis of the tax on real estate in Turkey and the Czech Republic, the functioning of this tax and its impact to the local budgets. Proves that both systems are otherwise for the determination of the tax base and tax collection. Turkey is based on market value and the tax levied by the State. Czech Republic assessed acreage real estate and tax levied the appropriate municipality. On the basis of the questionnaires submitted by the two mayors in both countries shows that in Turkey is very limited decision-making power of municipalities and the system is built on a centralized approach. In contrast, the Czech Republic fulfils the requirements of decentralization. Finally, uses the deduction due to the level of decision-making powers in the field of drawing of funds from taxes in both countries.

One of the more frequently heard criticisms of local government is that it is not delivering the required services or it is not delivering an efficient standard of service. Performance management for local government contributes to creating a performance culture in the public service at municipal level. Performance management is a mechanism that is used to ensure that the municipality is doing its work and delivering on its mandate. The SALGA HRD Policy Conference held in March 2003 endorsed the spirit of the relevant legislation on performance management in municipalities. As the employee body and the only recognized voice of municipalities in the country, SALGA has been of the view that the legislative imperative placed on municipalities to be developmental and performance orientated cannot be overly emphasized. Concomitant with the legislative imperative has been the political will or unwavering political commitment to ensure that municipal administrations are accountable to their respective councils, and by extension, the communities they serve. The successful implementation of the Performance Management System at all municipalities will certainly serve as a yardstick in objectively measuring the performance of municipal and provincial local government officials. It is believed that the ongoing measurement of performance will inevitably lead to better delivery of services to our people. The Constitution of South Africa places a developmental mandate on local governments, with the express purpose of them providing effective and efficient services to their communities and to promote local social and economic development. Further to this, the Municipal Systems Act of 2000 provides a legislative framework for municipalities to embark on integrated development planning. Thus all municipalities require an Integrated Development Plan (lDP) to be in place in order to fully realize their objectives as set out in Section 152 of the Constitution. In the interpretation of the legislation, it is clear that the Council (the political body of the municipality) is held responsible to ensure that its municipality has an lDP and PMS in place. Thus both the political principal and the leadership of a municipality are, by law, required to fulfil their obligations in implementing the PMS, while the provincial local government department is charged with the obligation to ensure that such objectives by municipalities are realized by way of providing financial and human capital assistance. Since the lDP and PMS have been legislated in such a manner, it thus becomes legally imperative that municipalities comply with the legislation. The Auditor General is thus required to audit a municipality within this context. Failure to comply may entail certain legal repercussions. Generally, there has been a drive to inculcate improved performance in all three spheres of government. However, it becomes integral that municipalities are performance oriented, especially since it is the sphere of government closest to the grass-roots levels where the real impact of service delivery is experienced. There is undoubtedly a link between lDP and PM. However, it has been observed that both in municipalities and provincial local government there is no synergy between these two components and they tend to operate in isolation of each other. Logically, the scorecards of the organisation and individuals should be derived from the municipality's IDP; however this is not always the case. It is also evident that both the municipality and provincial local government approaches the two issues as different disciplines. Having said this, it is important for SALGA and Provincial Local Government to encourage and ensure better alignment of lDP and PMS in both the province and municipalities.

This study investigates the causes of the service delivery protests in South African municipalities that occurred between 2005 to 2013. In a sense, the recent widespread service delivery protests which, in many instances, have turned violent, have sounded an alarm that cannot be ignored. The study is premised on the fact that no political democracy can survive and flourish if the mass of its people remain in poverty, and in a state of inequality and unemployed without tangible prospects for a better life. In this regard, the presence of service delivery protests, especially violent ones, is a threat to South Africa’s young democracy and its sustainability. This study is based on the assumption that the Nelson Mandela Bay Metropolitan Municipality, like other municipalities in South Africa, could be confronted with the possibility of further violent service delivery protests if the current causes were not scientifically investigated and solutions found. The study adopted a hypothesis with a view that South African municipalities could succeed in rendering effective public services if matters of poor public participation, corruption, service delivery inhibiting systemic factors, a cumbersome legislative environment, political infighting, poor intergovernmental fiscal regime and the low capacity of municipalities were adequately addressed. The study proposed to provide a brief literature review on the emergence of service delivery protests against the backdrop of a theoretical investigation on the new local government developmental mandate. The empirical survey and research methodology employed in the study is described, followed by the operationalisation of the survey questionnaire used for gathering field data. The research findings of the empirical survey are then statistically analysed, interpreted and reported. Some of the findings on the causes of service delivery protests includes slow pace of service delivery, especially in the delivery of sustainable human settlements, poor public participation and other underpinning systemic factors. Recommendations flowing from, inter alia, the results of the empirical study, are presented on how the existing status quo can be changed to enhance service delivery and development. If adopted, these recommendations will enable the Nelson Mandela Bay Municipality, as a development agent, to fulfil its developmental mandate thereby addressing the causes of the service delivery protests currently facing it.

The aim of the study is to critically examine the leadership and accountability of ward councillors in South African municipalities: A case of Buffalo City Municipality. The theory of communicative action by Jürgen Habermas was used to interpret the manner in which ward councillors are expected to interact with the members of the community when performing their leadership and accountability roles. The study adopted a case study design that assisted in establishing what is required from ward councillors with regard to their leadership and accountability roles in local governance. Qualitative and quantitative data collection instruments were used to collect data. The focus group interviews with ward committee members (n=100) from twenty-five (25) wards identified themes that relate to leadership and accountability constructs. The identified themes were verified in the quantitative phase in which questionnaires were administered to fifty (50) ward councillors. The qualitative data was analysed thematically using NVivo and quantitative data was analysed using MS Excel. Generally, the views of the ward councillors regarding their leadership and accountability were positive. However, their leadership and accountability were largely dependent on their individualised communication skills and emotional intelligence. Hence the study established that unless ward councillors are equipped with skills and knowledge in communication and emotional intelligence respectively, their leadership and accountability roles will not be able to contribute effectively to local governance. Subsequently, the study made a set of recommendations in this regard.

There is an on-going debate in South Africa whether municipalities are an effective vehicle for deepening participatory democracy or not. Due to serious backlogs on services, the role of municipalities has largely been reduced to service delivery, to the detriment and total neglect of fundamental functions of local government. These are (Act 200, 1996):(a) To provide democratic and accountable government for local communities;(b) To ensure the provision of services to communities in a sustainable manner;(c) To promote social and economic development;(d) To promote a safe and healthy environment; and (e) To encourage the involvement of communities and community organisations in the matters of local government. On the other hand Haveri, Stenvall & Majoinen (2011) argue that if the municipalities are a government sphere closest to the people, they are therefore best placed to, and should, lead and support the deepening of participatory democracy, what they call self-government. As the debate rages on, there are indications that most of thechallenges that face the municipalities are related to the distance that has been developing between municipal institutions and the citizens.

Many African countries including Africa South have been experiencing many challenges such as corruption, fraud and misaprpriation of fund in this new democratic dispensation. In this regard, the municipalities are viewed as the most affected institutions, with the Eastern Cape Province identified as culprit number one engaging in corrupt activities. There are a number of contributing factors, as attributed in the study, but most prevalent among these are capacity issues in most of these municipalities, with fewer personnel and less capacity. Challenges of corruption in municipalities are perpetrated mainly by municipal officials, councilors and members of the public. This study, identified corruption as one of the challenges facing municipalities in the Eastern Cape. It involves both the achievements and limitations that have been experienced; and indeed, there are still numerous issues to be addressed and accomplished. It discusses some critical issues such as how corruption has been the mother of the day in South Africa and its effect on the public sector in general. Inadditon, misappropriation of public resources and corruption immersed the nation as a whole into a greater challenge rather than focusing on service delivery issues. There are situations, within municipalities, where the majority of senior officials, who may be in possession of valuable information, are always under suspension. The findings of the study also show that all the municipalities operating in this new democaticatic dispensation have not been able to prepare a transparent annual financial year report at the end of the year. In fact, the majority of them always obtain disclaimer or adverse reports from the Office of Auditor-General (AG), despite numerous attempts and interventions by the AG‟s office and the Provincial Treasury to rectify the situation. The challenges of leadership crises in some of these municipalities, both administratively and politically have been critically examined. The findings show that between 2012 and 2015 financial years, some of these municipalities have been without full-time Accounting Officers; people were only seconded or in acting capacity, and some of them were under adminisistration, which is section 139 (c) of the constitution. There were numerous attempts of interventions by the national leadership of the ANC in the ANC regional structures which in many instances were the root cause of the problems or divisions, as well as in municipalities where in Buffalo City Metro and Nelson Mandela Metro respectively there were leadership changes or redeployments. The issue of corruption in the municipalities is compromising and impact negatively in the service delivery. It can be concluded that municipalities are characterized by a number of instances of corruption perpetrated mainly by municipal officials, councilors and members of society. Bribery, fraud, nepotism, and systematic corruption are some of the forms of corruption that take place in municipalities in South Africa. There are systems in place to fight corruption, but the reality is that they are very weak and ineffective. The anti-corruption strategies put in municipalities have general functioned poorly hence the prevailing the situation. There is glaring non-compliance with the Municipal Finance Management Act (MFMA), the Treasury Regulations and their own Procurement Procedures and Procurement Policies. It is evident that despite the achievement by an ANC led government for almost over 21 years of democracy, there remain many political and administrative challenges especial in municipalities. The fundamental question need to be posed and address therefore is, how best these challenges can be addressed and turn around service delivery to a tangible outcome. The Constitution of the Republic of South Africa provides for the promotion and maintenance of a high standard of professional ethics in the public service. Public resources are vulnerable to abuse by unscrupulous elements, both inside and outside government and therefore requires careful monitoring and control. The existing legislative framework is solid but fragmented and requires review and consolidation to improve its efficiency. To achieve that government requires an approach that is developmental in nature. Governance should be able to take control of the organization’s systems and at the same time adaptable to the environment in a way strengthens the capacity to achieve goals.

AbstractThis paper examined and compared the situation of and problems with professional practices in fixed assets valuation and assessor education between North America (the United States and Canada) and Japan. Because professional practice in tax assessment takes place within individual municipalities in North America, the opportunities for external experts to participate in the practice are limited. Moreover, external institutions and universities that provide professional education educated the assessors who were in charge of these professional practices. As a result, the costs of professional practices in tax assessment and assessor education and training have been kept low. In Japan, there has been no foundation through which to foster experts within individual municipalities, so much professional practice is outsourced; consequently, this practice has become ineffective and unstable. Thus, Japan can refer to the North American system of providing complete professional tax assessment services within each municipality, as well as the fostering of experts through external organizations.

In 1994, five municipalities in the Fredrikstad district of Norway were merged into one municipality. The merger was approved by the national parliament even though a majority of the elected representatives in four out of five municipalities were against the merger and a majority of voters in referenda held in all five municipalities were likewise opposed to the merger. Using data from surveys conducted both before and after the merger, this chapter investigates three sets of hypotheses regarding the effects of the merger for how residents’ experienced and viewed their local municipality. Results provide insight into the potential consequences of involuntary mergers in other settings.

Recent legal regulations provided more authorities and resources to municipalities, meanwhile corruption and unethical conduct cases were experienced more in the municipalities in Turkey. This paper aimed to detect the “public service ethics understanding” of municipality administrators in Turkey. To this end, a questionnaire was conducted among elected and appointed administrators of 9 urban-district municipalities in Ankara. Although the majority of municipality administrators agree that institutions and legal-administrative regulations based on universal values of public service ethics rather than the personal moral values, they still keep some local moral values which tolerate corrupt and unethical conducts. This reflects the dilemma of the Turkish administrators on this issue. Therefore, hard (like institutional and legal-administrative regulations) and soft (like training and cultural change) measures of public service ethics should go hand in hand in order to minimize the gap between the “good perceptions” and “widespread malpractices” of municipality administrators.

The eco-municipality models and municipal applications for sustainability are criticized for not yet finding a sustainable development model for Turkish municipalities. In the improvement of the sustainable municipality concept, some common decision had been taken and defined the related standards. LA21, EMAS for municipalities, and ISO standards are the examples coming forward. The methodology is based on literature review of experiences of the eco-projects that have been made in municipalities and SWOT analyses for these projects. In Turkey, the first step has been taken in LA21 processes to adopt the eco-municipal approach in transformation. For the further steps, the need for establishing an integrated model among the different applications has been concluded.

Public spaces in small municipalities have been crucial to the functioning of the community, their social, historically, and also economic life. In various types of rural municipalities, the function and formation of public spaces have changed over the course of history, often in relation to the geographical location of the municipality in terms of location or local conditions and customs. Nowadays, the tourist attraction of the place is also an important driving element in the form of public spaces. This chapter should show how public spaces have changed over time using examples of different types of municipalities and show examples of good and somewhat worse care for them.

The main objective of this study is to propose guidelines for the development of the administration of local government organizations using digital technology, such as the use of social media in the administration. It will be used in the case of promoting public participation in public policy formulation. The information on the features needed to develop operating systems on social media applications would be collected and then trialed. At the same time, data was collected from the experiments. Then, the received information is made into a user manual. The study found that the municipality could use social media to enhance the communication efficiency between municipalities with the public at an efficiency level. At the effectiveness level, people were satisfied with using social media to raise complaints and recommend municipalities. Meanwhile, municipalities can obtain adequate information to use in making operational decisions in comparison with regular operations. And at the impact level, it was found that the municipality could encourage people to participate in the administration of local administrative organizations and support municipalities begin to take new approaches in response to the needs of the people even better.

Religiosity is historically firmly rooted in Slovakia. It also has a historical foundation in the Nitra Diocese, which confirms the establishment of the Nitra Diocese in 880 by Pope John VIII. at the request of Prince Svätopluk. The aim of the article is to analyze the impact of religious tourism on the development of two selected rural municipalities in the Nitra diocese - Pozba and Močenok. From a methodological point of view, the basis was the excerpt of print and electronic information sources of various kinds, results of pilgrimage places questionnaires and their comparative analysis. Critical access to information was supported by communication with the Episcopal Office in Nitra, interviews with parish administrators, mayors and residents. The field survey was associated with the documentation of sacral spaces. The result of the work is the identification of forms, resp. manifestations of the functioning of the secular and ecclesial community in both municipalities. While the municipality of Pozba represents a traditional center of pilgrim tourism, the municipality of Močenok has transformed from this position into a center of Christian theater, which is also perceived at the national level. Both municipalities support the activities of ecclesiastical communities and localities of pilgrimage sites are perceived as inseparable parts of municipalities. In both municipalities, which are also part of European cultural routes, religious tourism significantly contributes to the visibility of the municipality and conditions its development, especially in connection with the construction of infrastructure.

The local referendum is the only tool of direct democracy in the Czech Republic, allowing citizens to decide on issues falling within the independent competence of municipalities directly. The aim of the paper is to assess the use, voter turnout, binding force, and thematic focus of local referenda as a tool of direct participation of citizens in the decision-making on local issues in the Czech municipalities with respect to their size defined by the population in the period 2006-2019. To fulfil the aim, descriptive statistics, binary logistic regression, classification analysis and correlation analysis have been employed. A total of 288 local referenda were held in the examined period, 193 of them in the municipalities up to 1,999 inhabitants. The results do not indicate a statistically significant relationship between the municipality size and the holding of referenda. On the other hand, the results show a weakly negative correlation relationship between the municipality size and the turnout (the binding force, respectively). The referenda focused on territorial development, environment, alternative sources of power and infrastructure predominate in the municipalities up to 4,999 inhabitants. The referenda on municipal property and public order prevail in the municipalities with 5,000 and more inhabitants.

In recent years, several research projects on barriers to inter-municipal cooperation have been implemented in the Czech Republic and abroad. However, the research results reflect the respective local and regional specificities and the results and conclusions are therefore diametrically different depending on the specific conditions in the country. The main goal of the paper is to analyse uneven socio-economic development of the municipalities in the South Bohemian Region on the example of the development of cooperation among the municipalities of the South Bohemian Region in relation to the economic background of the municipalities. When assessing the budget-related aspects of the municipality, it is not possible to prefer and take into account only the revenue side, it is also necessary to emphasize the expenditure side. In our case, we use what is called the self-financing rate (the share of own revenues in the current expenditures of the municipality). There is a hypothesis that municipalities with a higher rate of self-financing tend to get less involved in cooperation of municipalities, i.e. the higher the rate of self-financing, the lower the level of cooperation of municipalities. Economically stronger municipalities have no reason/interest to unite their forces with other entities in order to solve problems of regional development. The theoretical part of the work deals with searching for knowledge related to the issue of regional development and cooperation of municipalities and introduces individual methods, which are then applied as part of the analysis of municipalities. The author researched cooperation of municipalities between 2007 and 2020. However, in spite of the results of the graphical analysis, the above-mentioned hypothesis was not confirmed.

The article deals with the application of data envelope analysis (DEA), in examining the efficiency of selected public services provided by municipalities and cities. The method is focused on calculating indicators for individual municipalities and groups of municipalities. When calculating the efficiency, the DEA model with variable returns to scale and superefficiency is used. The distance from the efficiency limit (data envelope) is not measured by Euclidean, as classical DEA models, but by Chebyshev distance. The analysis focuses on examining efficiency within groups of municipalities, defined according to the number of inhabitants and location in relation to development centers, but also these groups in the context of the entire data set. The created model allows to calculate the efficiency of each municipality and monitor its ranking within the given category, but also the type of municipality, administrative district or region. It then shows the practical results of the calculation of efficiency - the achieved average value on the example of schools and municipal police. The variability of the results achieved is subject to interpretation with respect to the services examined. Finally, the limits of DEA use are discussed with regard to the quality of available data and the overall appropriateness of the method for monitoring the efficiency of municipalities.

The paper focuses on the crime analysis in the 32 municipalities at the Schengen border in the period 2010–2019. The results of the analysis of police crime statistics show that crimes against property present the most frequent form of crime in municipalities at the Schengen border, followed by forgery of documents, threat, the prohibited crossing of the state border or territory, counterfeiting or destruction of business documents, and minor bodily injury. In the analysed period, the number of crimes against public order and peace increased significantly (especially number of crimes of the prohibited crossing of the state border or territory), which can be [at least partially] attributed to the migrant crisis in recent years. In the period 2010–2019, these forms of crime increased mainly in the following municipalities Brežice, Cirkulane, Ilirska Bistrica, Krško, Podlehnik, Razkrižje and Šentjernej. Overall, the number of crimes, similarly as elsewhere in Slovenia, increases with the size of the municipality and the number of population in the municipality.

In most cases, demographic analysis is conducted at the regional level and in the context of urban and rural settlements, while such demographic phenomena as birth, death or migration of the population are bound to a certain territory. Municipalities of the Republic of Bashkortostan are highly differentiated in terms of both the level of socio-economic development and the demographic potential. To analyse the demographic situation, the Demographic Well-Being Index was introduced, whose criteria are eight indicators taking into account all demographic processes. After a linear transformation of demographic indicators in the range [0, …, 1], the Index was calculated for each municipality. Then, a rating assessment of municipalities by demographic indicators was performed. The rating assessment identified not only leaders and outsiders among municipalities in the demographic development, but also clearly showed all problem areas. The results of the rating can become the basis for developing measures to improve the demographic situation in each municipality.

In order to address the coherence between intensive construction by development companies and the need for capacity building of the corresponding infrastructure, which is by law provided by the municipality, a new act of legislation was adopted in the Slovak Republic with effect from 1 January 2016. The Local Development Fee Act is meant to be a tool that would enable funding and support building of civic infrastructure and amenities. The aim of the paper is to analyze how the fee was implemented in municipalities. Due to its facultative character - the municipality may or may not adopt it by a generally binding regulation (local ordinance) - it can be assumed that it has been implemented first in larger towns and cities and/or municipalities within the metropolitan areas of these cities. This is where the most intensive residential housing construction takes place. Small municipalities and peripheral municipalities would arguably not apply it, as it could eliminate the interest in housing construction in their territory. Their aim is to retain or attract new residents and investors. To verify this, two hypotheses are set: 1. The local development fee has been implemented by large towns and municipalities in their metropolitan areas. 2. Boroughs of Bratislava applied the maximum amount stipulated by law when levying the fee. The results of the research brought confirmation of the hypotheses as well as some interesting facts.

The author’s purpose has been to point to initiatives that can be undertaken by authorities in rural municipalities in order to create positive conditions for the growth of entrepreneurship in their territorial units. Parallel to a review of selected references, a survey method was employed, which relied on a questionnaire developed by the author and addressed to local authorities in all municipalities across Poland. Out of 2 479 Polish municipalities, 1 220 responded (d – measurement error = 2%), of which 770 were rural ones (49.17% of the rural municipalities in Poland). The socio-economic environment and spatial conditions of rural areas are different from the ones which prevail in an urban setting. Local governments are equipped with instruments with which they can take advantage of the potential they possess and thereby achieve their goals. Local authorities take initiatives together with the entrepreneurs who are already active in their municipality. Strategically orientated local government officials offer various forms of assistance to entrepreneurs. Regions, towns or municipalities are now competing fiercely for the capital. Developed land parcels (technical infrastructure) are no longer sufficient to attract investors. Other, innovative and business-friendly solutions must be looked for. A municipality which is successful in this search gain a competitive advantage, will attract some capital and, in a further perspective, will attain a high economic growth.

Rural areas have multiple functions. Four key functions can be identified in a synthetic approach: economic, environmental, social and cultural. Multidirectional rural development is strongly influenced by spatial attributes, demographics, environmental factors, infrastructure and capital. Multidirectional development is closely associated with the multiple functions of rural areas. In general, multifunctional rural development involves rural activation and rural business diversification which enables members of the rural community to derive incomes from non-farming activities. The growth potential of rural municipalities is an important determinant of multifunctional development. The aim of this study was to analyze the level of socioeconomic development in rural municipalities, which is an indicator of their multifunctional development. The analysis involved rural municipalities adjacent to the city of Olsztyn. These municipalities are bedroom communities whose residents commute to work in the urban center. The study analyzed 15 indicators describing the four key areas of multifunctional development: environmental, social, economic and infrastructural. Data for 2013-2015 were acquired from the Central Statistical Office and statistical tables of the agricultural productivity index. The results indicate that the municipality of Purda (with relatively poor soils) meets the highest number of criteria and the municipality of Dywity (with relatively high-quality soils) meets the lowest number of criteria for multifunctional development.

The results of the research confirmed the assumption of uneven development of the territory because economically weaker municipalities have really worse conditions for the establishment and development of cooperation between municipalities.

One explanation for the increasing number of hectares with coca cultivation is that eradication strategies displace coca crops but fail to completely clear affected areas. In the drug policy literature, that dynamic shifting is commonly known as the balloon effect. This study integrates georeferenced agricultural data through spatially explicit econometric models to test the hypothesis that forced eradication displace coca crops. Using annual data for 1,116 contiguous municipalities in Colombia between 2001 and 2015, we estimate a spatial Durbin model with municipal and time fixed effects. Our results suggest that, on average, aerial fumigation in a municipality diffuses the benefits of this crime control strategy to neighboring municipalities.

We investigate whether investments in renewable energy – solar and wind plants – create jobs in the municipality where they are located. Using 13 years of monthly data, we exploit the variation in the timing and size of investment projects across more than 3,200 municipalities in Spain, a country with substantial investments in this area. We use a new estimator for staggered differences-in-differences analysis that extends the local projections approach with clean controls (Dube et al., 2022). We find strong heterogeneity in the magnitude and pattern of the impacts of solar and wind investments. On average, solar investments increase employment by local firms, but the effects on the unemployment of local residents are weak. The effects of wind investments on local employment and unemployment are mostly non-significant. These findings have important implications for public policy.

We explore how government fragmentation affects public education provision by examining the case of Chile, which created 11 municipalities between 1994 and 2004. Using territories that sought, but failed to, achieve independence as controls, we find that schools in newly created municipalities, on average, experienced a standard deviation decline of 0.2 in elementary school mathematics performance. In addition, fragmentation led to a high turnover and increased job insecurity of classroom teachers and school management teams in newly created municipalities. In contrast, we found that reducing the size of the original municipalities school networks does not impact student outcomes or school personnel. Overall, our findings point to specific unintended educational effects of policies that seek to enhance horizontal decentralization.

It aims to highlight the lessons learned from front-runner municipalities, as well as inspire local and national decision-makers to invest in and build capacity for sustainable procurement processes. In this webinar, the municipalities of Gladsaxe, Denmark, and Vantaa, Finland, shared how they have altered local procurement processes to align with sustainability goals. Together with panellists from the National Agency for Public Procurement in Sweden, the Confederation of Norwegian Enterprise (NHO) in Norway, and KEINO in Finland, the discussion addressed how other municipalities can use public procurement to strengthen sustainability practices and SDG mainstreaming across the Nordic Region.

This text is the result of a comparative research on local government in Brazil and Switzerland, with emphasis on the themes of creation and merger of municipalities and inter-municipal cooperation. The first chapter contains a theoretical study on the relationship between local government and federalism, as well as a brief analysis of the constitutional profile of municipalities in various countries. In the second and third chapters are explained profiles of municipalities respectively in Brazil and Switzerland. In the fourth chapter a comparison is made between these profiles, especially in the chosen subjects (merger and inter-municipal cooperation). In the conclusion, taking the precautions needed in any study of comparative law, are exposed some ideas for improvement of local government in both countries.

To date, one of the most important tasks of the State in ensuring the sustainable socio-economic and demographic development of the country is the regulation of migration processes. In the Republic of Bashkortostan in recent years there has been an increase in the number of people participating in both intraregional and extra-regional migration, which indicates the need to manage migration flows for the effective development of territories of this entity. In this connection, this article is dedicated to the development of GIS monitoring of the attractiveness of municipalities of the Republic of Bashkortostan, aimed at improving the effectiveness of decision-making in formulating migration policies in the region, based on a systematic combination of parametric and structural approaches. In the course of the study the analysis of existing approaches applied in this subject area, the methodology for determining the attractiveness coefficient of municipalities of the Republic of Bashkortostan was developed, A functional and information model for monitoring the attractiveness of municipalities has been developed, and a logical structural model of GIS monitoring the attractiveness of municipalities of the Republic of Bashkortostan has been built.
