Résumé :
The purpose of the article is to show the necessity of developing program-oriented municipal budgets. The view of different authors on the subject is presented, as well as good practices of other countries. The existing practice of developing strategic documents and budgets in Bulgarian municipalities is described. A sociological survey was made of the opinion of business organizations as partners of local authorities, regarding their participation in the budget process and in the development of strategic documents for the development of municipalities. The results show a rather skeptical attitude towards the possibilities of business organizations to influence local policies and the development of budgets. A proposal is made in the national legislation and in the local normative base of the municipalities to establish the requirement for coordination of the strategies, plans and programs developed at the municipal level with the annual budgets. Program budgeting at the municipal level is not only possible, but also imperative, due to its efficiency, transparency, opportunity for wider citizen participation in the budget process and in the development and implementation of local policies.

The article considers the experience of citizens' involvement in municipal governance on the example of those regions of the Russian Federation, where the practices of budget initiation are implemented. Index of public participation for such regions is defined; qualitative and organizational aspects of citizen participation in governance at the municipal level are defined; the main tools of communication between citizens and authorities are analyzed. Despite the widespread availability of both online and offline tools for citizen participation in municipal government, civic engagement remains low, which is explained by the insufficient level of communication between municipal authorities and citizens.

This paper analyzes the evolution of citizen participation in the preparation of municipal budgets in Madrid, as well as the role of public communication in the process. To this end, the three years in which citizen collaboration has been requested (2016, 2017 and 2018), have been compiled, and after analyzing the data, it has been concluded that there is growing interest by citizens in these participation mechanisms, although the figures are still quite small. Moreover, it has been shown that these organized groups play an important role in presenting proposals. Finally, it has been determined that participation requires a previous process of deliberation and a certain degree of expert knowledge in order for the results to be viable and sustainable, not only desirable.

Resumen: Hoy día, casi con total seguridad, nadie ponga en duda la necesaria complementariedad entre los dos conceptos centrales de este artículo: participación social y desarrollo local. Aunque no siempre ha sido así, desde las nuevas directivas europeas y después de más de veinte años de los planes estratégicos de desarrollo regional, la articulación entre la participación social y el desarrollo de los programas municipales para la mejora de las condiciones de vida de sus ciudadanos, ahora podemos decir que es evidente. A través de un recorrido por las normas de referencias, nuestro objetivo es realizar un análisis documental de las políticas más significativas en el ámbito europeo y español, centrándonos en las potencialidades que la estrategia de participación tiene para el desarrollo local en general y, con especial hincapié, en el incremento de la democracia participativa y, por ende, en la ampliación de la participación de los actores sociales en la toma de decisiones de los planes necesarios para resolver sus demandas. Para realizar este análisis específico, nos hemos centrado en los presupuestos participativos, sistematizando nuestra propia experiencia investigadora (2012-2018), concluyendo que los procesos de dinamización son necesarios para conducir con éxito cualquier experiencia en torno a los presupuestos participativos. Abstract: Today, almost certainly, no one doubts the necessary complementarity between the two central concepts of this article: social participation and local development. Although this has not always been the case, since the new European directives and after more than twenty years of strategic regional development plans, the articulation between social participation and the development of municipal programs to improve the living conditions of their Citizens, we can now say that it is self-evident. Through a tour of the reference standards, our objective is to carry out a documentary analysis of the most significant policies in the European and Spanish sphere, focusing on the potentialities that the participation strategy has for local development in general and, especially emphasis, in the increase of participatory democracy and, therefore, in the expansion of the participation of social actors in the decision-making of the plans necessary to resolve their felt demands. To carry out this specific analysis, we will focus on participatory budgeting in one case, then systematize our own research experience (2012-2018). We have concluded that dynamization processes are necessary to successfully conduct any experience around participatory budgets. The purpose of the article is to substantiate the ecosystem approach as a basis for building a model of citizen participation in state and municipal governance, manifested in the laws of the Russian Federation, strategic planning documents, and other regulations, as well as in participatory practices of budget decisions. The ecosystem of citizen participation in governance is an urgent need for the modern stage of development of civil society and the entire complex of state–civil relations in Russia. The creation of such an ecosystem can increase the efficiency of state and municipal governance, include citizens and civil society institutions in the process of selecting priorities for the actions of public authorities, and reduce the protest potential caused by the lack of a comprehensive toolkit for citizen participation in governance. Among the first steps toward the formation of this ecosystem is the development of a federal law on public participation in governance. This law should become the basis for the inclusion in sectoral legislation of provisions governing relations between public authorities and citizens directly involved in decision-making on state and municipal governance issues. An important role in the deployment of the ecosystem is played by the development and implementation of a set of measures aimed at including the issues of citizen participation in the activities of state programs and national projects of the Russian Federation, implemented at all levels of public authority. The article also defines the basic principles of the development of the civic participation ecosystem.

Fiscal system incentivises local government officials to depend on central government’s transfers to fund their budgets. This paper examines whether district and municipal status local government officials exhibit the same spending behaviour when presented with central government’s transfers. The paper uses the panel data model to estimate the flypaper effect on district and municipal status local governments in the Central Region of Ghana from 2008 to 2015. The result shows differences in spending behaviour between district and municipal status local governments, where the flypaper effect is more pronounced on municipal status local governments (52.6%) than district status local governments (44.8%). Though municipal local governments are financially better in raising own-source revenues compared to the district local governments, the design of the fiscal system tends to make municipal local governments more reliant on central transfers than on expenditure of own-source revenues. This reduces interest in raising own-source revenue and its expenditure, a situation which has an adverse long-term impact on decentralisation in terms of citizen empowerment and participation. The study recommends an optimal level of central transfers which will serve the purpose of correcting vertical and horizontal imbalances, as in theory, and at the same time promote the ideals of decentralisation (citizen empowerment and participation).

In Ecuador, the participatory political design of the political party forming the government from 2007 to 2017, along with the constitution of 2018, created opportunities for citizen participation. Participatory budgeting (PB) is the most commonly used citizen participation mechanism. The direct participation of citizens is reflected in improving the governance by democratizing decision processes. The contribution of PB to the local management and governance of seven rural communities of the Ecuadorian Amazon was analyzed using a case study. Based on (1) the level of compliance with municipal planning through management indicators and, the amounts allocated to PB, (2) along with the level of citizen satisfaction, complementary perspectives (acquired through a survey) on the implementation of PB are provided. These sources of evidence allowed us to critically assess the effects of PB in the improvement of local management and governance. We found low levels of municipal planning compliance, i.e., a 20% (2017) and 43% (2018), high levels of citizen dissatisfaction (around 91%) and also a “disagreement” with the PB implementation process. Finally, it is observed that the implementation of the participatory budget in rural communities presents deficiencies that limit the obtaining of representative benefits and that imply an improvement in the governance and quality of life of the citizenry. This is mainly caused by the low interest of citizens to participate in the phases of execution and monitoring of projects, due to a low culture and participatory education.

Consultative participation of citizens in political decision-making processes has been increasing in order to facilitate democratic legitimacy and responsiveness. Consequently, participatory budgets have been established as a 'best practice' for consultative participation of citizens in political decision-making processes. The authors compare participatory budgets of 31 German municipalities. An analysis of differences between successfully and unsuccessfully rated participatory budgeting processes provides informative insights and allows for in-depth comparison on a municipal level. The authors show that external service providers and electronic participation channels significantly increase the number of participatory citizens and are positively connected with pursued objectives of dialog processes and public responsiveness as well as efficient and effective decisions. Furthermore, the acceptance of all participants proved to be a key factor for a successful public participation process. The authors' analysis opens up new starting points for further research.

The article is devoted to the actual issue – institutional analysis of initiative budgeting and territorial public selfgovernment, as well as the possibility of their integration. Over the past few years, a system of civil participation in budget decisions has been built in Russia, the regulatory framework of practices has been created, thousands of employees of state and local government bodies have been trained, project centers have appeared for ensuring development of initiative budgeting. Citizen participation in budget decisions can significantly accelerate the development of the lower level of local government. Initiative budgeting is an innovative instrument of public finance and at the same time a social technology allowing for the real involvement of citizens in the issues of state and municipal governance. Initiative budgeting development programs make it possible to transfer financing of projects aimed at solving local issues with the participation of citizens onto a systemic basis. The results and materials of this study can serve a foundation for theoretical understanding of the institutional development of public finances at the regional and local levels. At the same time, this practical area that was intensively developing in recent years requires deep institutional analysis.

The aim of the paper to examine the efficacy of community participation in land use planning and logically conceptualize it. Participation in the society is understood to be the advantage of a group of citizens to engage in matters that express their eventual growth. As a policy to increase community participation at the community level, the current democratic government has implemented comprehensive municipal planning. For the municipality, land use planning has many significances, especially in resolving human settlement debacles, fostering citizen engagement to decide needs and goals, and addressing the historical spatial inequality brought on by apartheid spatial planning. The execution of land use planning, however, has faced several obstacles, including weak cooperation in areas under the jurisdiction of conventional authorities, unlawful land possession and political intervention, among others. The study argues that if land use planning in South Africa can be well integrated and coordinated the spatial justice can be reached and imbalances of the past can be redressed efficaciously. Nonetheless, the study concludes that communities are also upset with their extent of engagement. Despite the many municipalities general success in achieving citizen engagement, there is already an incomplete backlog in civic interaction owing to unethical activities, budget constraints, lack of capacity and improper targeting.

This article examines the transparency in financial and fiscal affairs at municipal level in terms of tax revenue misuse, allocation of resources, information on tax revenue collection, local tax system, decision making process, stakeholder engagement, mechanism for public participation, delivery of vital public services, local budget, tax and fees collection procedure, financial allocation and audited statement of municipal revenue and expenditure related information posted in the public places. Descriptive method and purposive sampling procedure were adopted to carry out this study. It is found that majority of the respondents believed that there are misuses of tax revenue; the policy involved in rising for municipal resource mobilization has been found positive but it has to restructure and re-improve as per the time frame; majority of the respondents were found known about the local budget and tax and fees/fines collection procedure but a few respondents were familiar with financial allocation to sectors; almost all the respondents pointed out to municipal authorities to be punished for the reduction of municipal tax. Finally, summarizing the results and discussions pertaining to these issue sit can be said that there is miscellaneous response and less transparency in financial and fiscal affairs. It is necessary to focus on improving information dissemination at public places. Promoting citizen participation in developmental activities, strengthening institutional capacity, building public trust in local governance and creating the harmonization of existing policy concerning to the municipal government effectively can enhance transparency and accountability in municipalities.

The article contains the analysis of initiative budgeting practices in five Russian regions: Altay, Stavropol, Kirov, Tver and Tula regions. Initiative (participatory) budgeting — the practice of engaging citizens into decision making on budget funds allocation, which is at the junction of formal and informal institutions: it is included in the system of state and municipal finances and is based on social ties and communication mechanisms in local communities. The article reveals that initiative budgeting has become a systemic managerial practice in the analyzed regions, which is used to distribute funds between municipalities on a competitive basis. The regularities of citizen participation, changes in the structure of their preferences regarding public infrastructure during the implementation of initiative budgeting programs have been identified, conclusions on the relationship between types of projects and co-financing by citizens, on the specifics of stimulating community involvement in public decision-making are drawn.

Background: Ageing population, high levels of sick leave among eldercare personnel and financial constraints on municipal budgets impact eldercare. Daily care work is complex and ethical dilemmas are constantly present for eldercare personnel. This project aims to a) identify situations that give rise to moral stress, b) study the relationship between moral stress and moral agency c) explore how moral agency can be fostered in eldercare. The argument underpinning this research project is that ethical dilemmas in the work cause moral stress among staff in eldercare. While much research on moral stress highlights the connection between moral stress and negative effects on health and wellbeing, our focus is on the possible connection between moral stress and moral agency. Moral agency encompasses cognitive capacity, feelings, skills, and actions. Methods/Design: This project has a systemic approach to eldercare and interprets eldercare as an advanced system where a range of different skills is required. Participatory action research (PAR) will be used as an overall methodology. Focus-groups and research circles will be conducted with care workers, first line manages and needs assessors. Discussion: An ongoing discussion on relevant knowledge production in research, stresses the importance of participation. This is expressed by concepts such as deliberative democracy, user participation, empowerment, collaboration, follow-up research and citizen dialogue. In our research project we refer to robust knowledge as relevant knowledge that is valid in the eyes of care workers, care municipal needs assessors and first line managers. As the research is performed in collaboration with these three vocational groups, local politicians, and trade unions in three municipalities as well as two educational settings, different sorts of knowledge will be present. This unique stand will show how moral agency, as a response to moral stress, can be the ground for social changes and improve quality of care.

Participatory budgeting is a mechanism which allows citizens to have their say on the expenditure of public funds. This is possible through the development of a common plan of the allocation of public money to specific infrastructural needs of a city. This paper addresses the concept of participatory budgeting, which is founded on the idea of democratic discussion and joint decision-making regarding the distribution of municipal funds. The prototype of public budget was a plock "fund of underbacks", that gave a chance to local organizations of receipt of financing for realization of the projects (2003 - 2005). The idea of guidance of city Plock pleased to power of Sopot, that in 2011, using the name "public budget" created the certain general procedural model of measure. Now she is used by over 80 cities, a few districts and provinces. The idea of public budget leans after maintenance of democratic discussion and acceptance of general decisions at distribution of municipal budget. It follows marks however, that principles of realization of discussions of public budgets are set from above. Important also that a project contains many limitations sufficiently. The habitant of this city can decide about that, what declared project must be financed from public resources, how also to give suggestion with bringing authorial project. The aim of the paper is to determine why – despite having all the necessary means – only less than 15% of citizens choose to take part in this initiative. Now does not have an exact answer for these questions. It is possible just to assume that subzero appearance arises out of: 1. To the shortage of information about beginning of initiative; 2. Ignorance about possibility to bring in requests of project, as well as that, to take participation as voting; 3. Knowledge not enough on a theme of idea of public discussions of budget; 4. Shortage of the personal interest by such type of positioning at all

Questions of increase in revenues of the budget of municipality remain actual throughout the entire period of carrying out the budgetary reform. To local authorities the legislation assigned more than 30 types of powers, thus only the part is really financed, for bigger it is not enough means. Municipal budgets lack the significant own income allowing to guarantee really financing of specific questions of local value. It forces to use other sources, including means of self-taxation of citizens. Self-taxation of citizens in the conditions of a lack of budgetary funds can become the real mechanism of partial financing of the most significant questions of local value for the population, especially in territories of rural settlements. In work practice of self-taxation, historical and modern experience of its application is discussed. Process of transformation of self-taxation in the second half of the 1920th years is considered. Results of researches of legislative regulation of self-taxation and its submission to tasks of a tax policy of the Soviet state are given. The statistical data characterizing experience of active realization of self-taxation in a number of regions of Russia at the present stage are widely submitted. The aspect of voluntariness of payment of contributions to the solution of questions of local value at the present stage is considered. The special attention is paid to need of the accurate formulation of a question, which is submitted for a referendum at making decision on self-taxation, and development of an economic justification of voluntary collecting. The main problems of introduction, application and fund raising of self-taxation of citizens in municipalities in modern economic conditions, and risks, which local governments need to consider at making decision about expediency of introduction of self-taxation of citizens of the subordinated territory, are systematized and considered. Authors believe that the part of the specified problems corresponds to legislative regulation of self-taxation of citizens at the federal level and consider expedient addition of certain articles of the Federal law "About the general principles of the organization of local government" with the relevant provisions, which accurately would define the legal nature of means of self-taxation of citizens.

The article is devoted to the problems and achievements of participatory budgeting as a new form of citizen participation in the regulation of the municipal budget. The current experience, features of implementation and prospects of development of participatory budgeting as a tool for solving urgent social problems taking into account the needs of citizens in cities on the example of Dnipropetrovsk region are analyzed. The research was conducted using the cartographic method and methods of geographical interpretation of the results of mathematical and statistical modeling. An attempt to make an assessment classification of the region's cities according to the sets of indicators (the amount of budgeting, project topics, citizen activity and the dynamics of the process and other) was made. The indicators were standardized and based on them, scores were calculated for each city. According to this the cities were combined into five groups that differ in the features, level and effectiveness of participatory budgeting. The dependence of the level of development of this process on the population of cities, transparency and openness of information and level of population involvement in the solution of urgent needs is established. In large cities the activity of citizens and the categories of proposed projects depend on the city districts functional features and there centrality / peripherality. The positive features of the implementation of participatory budgeting in the cities of Dnipropetrovsk region include the following: increasing the number of projects and the amount of their funding; significant positive changes in the level of amenities and infrastructure, the quality of educational services; strengthening the humanitarian policy development; increasing social activity of the population. In the region the most successful cities in participatory budget implementation are the largest cities Dnipro and Kryvyi Rih. The analysis of the participatory budgeting process revealed a number of general, regional and local problems of both methodological and technological nature. It is emphasized that the geographical aspect of the study of such a new social phenomenon as participatory budgeting in the cities of Ukraine is a relevant and promising scientific field.

La investigación tiene como objetivo determinar si los gobiernos municipales de la provincia de Santo Domingo de los Tsáchilas, Ecuador, como parte esencial de la administración pública elaboran el presupuesto anual de manera participativa, como lo determina la Constitución de la República, el Código Orgánico de Organización Territorial, Autonomía y Descentralización, Código Orgánico de planificación y Finanzas Públicas y el código orgánico de Participación Ciudadana. El desarrollo de la metodología se establece a través de un enfoque mixto, con una población de estudio en los cantones de Santo Domingo y La Concordia, se aplicaron 385 encuestas con un cuestionario estructurado y también semiestructurado a hombres y mujeres entre 18 y 69 años, se realizaron entrevistas a líderes de opinión tanto locales como nacionales; la técnica de observación, fue empleada en visitas a las zonas vulnerables, además se realizó una experimentación social. Dentro de los resultados, se evidencian las causas para el deficiente acceso a las necesidades prioritarias y las razones para que los recursos económicos que ingresan a la entidad municipal no son distribuidos de manera adecuada. Existe un marco legal propicio para que los gobiernos locales elaboren su presupuesto de forma participativa, de acuerdo a los datos obtenidos en la encuesta, existe carencia de un modelo de gestión simplificado. The objective of the investigation is to determine whether the municipal governments of the province of Santo Domingo de los Tsáchilas, Ecuador, as an essential part of the public administration, prepare the annual budget in a participatory manner, as determined by the Constitution of the Republic, the Organic Code of Territorial Organization, Autonomy and Decentralization, Organic Code of Planning and Public Finance and the Organic Code of Citizen Participation. The development of the methodology is established through a mixed approach, with a study population in the cantons of Santo Domingo and La Concordia, 385 surveys were applied with a structured and semi-structured questionnaire to men and women between 18 and 69 years old. interviews were conducted with local and national opinion leaders; The observation technique was used in visits to vulnerable areas, and a social experimentation was also carried out. Among the results, the causes for the deficient access to the priority needs and the reasons for the economic resources that enter the municipal entity are not distributed adequately. There is a favorable legal framework for local governments to prepare their budget in a participatory way, according to the data obtained in the survey, there is a lack of a simplified management model.

The sudden and intense migration that emerged as a result of the Syrian crisis in 2011 had significant effects on cities and municipalities in our country as well as in the world. Considering that the vast majority of Syrians currently live in urban areas, municipalities that have a significant proportion of Syrian immigrants compared to their resident population faced a challenge of delivering the same quality municipal services to more populations due to unexpected increase in the number of people waiting for service, but with the same budget, personnel, equipment and organizational structure. This situation negatively affects the quality of life in cities and threatens local sustainable development. The main idea of our study is to open the theoretical framework of the “active citizenship” model for discussion. The model is based on the idea that, active citizenship model is the most important resource to be mobilized in increasing the resilience of municipalities at the local level in the face of added urban issues such as mass migration and pandemic, and living together and a sustainable quality of life in cities. After making conceptual fixations in the study, answers will be sought to possible questions on how active citizens are involved in the political and social participation processes; their roles; why it is necessary to be an active citizen; how to establish an enabling environment for this to occur and what the duties of municipalities are in this context.

The main issues that have been addressed in the Costa Rican government’s policy for low-volume rural roads are discussed. As in most developing countries, providing good roads to support the growing demand for agricultural and tourism activities has been a great challenge, especially in times of important budget limitations. The Costa Rican experience is shared in the hope that it can prove useful in other countries, because its impact has not been limited to just providing better roads; it is also helping to motivate widespread citizen participation and to improve technical and organizational capabilities of the local governments. Because the majority of the rural roads are managed by local governments, whose administrative and technical capacity has been limited in the past, the central government, through the Ministry of Public Works and Transportation, has developed a comprehensive policy based on simple technology transfer programs and regulations for these organizations, while at the same time inducing a method of investment planning that requires organized citizen participation. The program, called Participative Road Conservation, has become the center of the government’s policy. Some of the highlights of the program are presented. The strategy of the program has been to give straightforward guidelines in organizational issues of road maintenance at the local government level (including the local road committees), basic technical standards to be followed, and planning methodologies. One of the fundamental principles of the program is the sharing of responsibilities for adequate road maintenance, including financial contributions, among the communities, the local government, and the central government. This policy for sustainable rural roads is making a change in the road maintenance culture of the country. It has required educational programs concerning the importance of roads, the correct way to build and maintain them, adequate control of the work, and so forth. Once the community is involved in planning and rehabilitating a road, it is more likely that the road will not be allowed to deteriorate again. Even children are involved in a program of school patrols. The financial reforms that have been made in Costa Rica to attend to the needs of the national and municipal road systems are also addressed.

Purpose – Public-private partnership (PPP) growth is often related to infrastructure development needs and public debt increase. Despite huge infrastructure (re)construction needs, the number of PPP projects in Croatia has been rather small so far. The purpose of this paper is to analyse the prospects for PPP projects development in Croatia in the near future. It is examined whether the stance of local authorities towards implementing PPP projects depends more on the necessity of developing infrastructure needs of local citizens or on the available funds for capital investments in local budgets, which are, after covering all operational expenditures, scarce. Design/methodology/approach – The Municipal Assemblies in European Local Governance (MAELG) survey data for Croatia are combined with available secondary data on local budgets’ revenues and expenditures in the period from 2008 to 2010 for the surveyed local government units. The differences between the answers of local representatives were tested for statistical significance by Pearson χ2 test, while ANOVA is used for testing statistical significance of budgetary data comparison. Some descriptive statistics’ results are also used. Apart from the quantitative data, qualitative research on PPPs, especially for fiscally constraint governments is used throughout the paper. Findings – The main findings of the paper are that most Croatian local units are severely fiscally constraint to implement any capital projects. Their public revenues are often reserved for covering operational expenditures only. Since local representatives are mostly affirmative towards private sector involvement in providing public services, there is a room for PPP projects in Croatia. Due to the fact that every PPP contract requires active participation of the public partner, two possible solutions are proposed: pooled financing with a possible option of project’ bonds issuance to institutional investors and engaging publicly owned assets into infrastructure projects’ development. Originality/value – The value of this paper is that it showed that there is little room for financing infrastructure development in Croatia if budgetary rules are followed straightforward. The paper aims to show fiscally constraint local governments a possible way for financing capital projects and rendering public services to their citizens. These solutions may also be applied in other indebted countries, especially if they own a significant portion of public assets.

The paper explains the principle of citizens’ participation in the budget process in the context of the general principles of the budget system of the Russian Federation. Today, this principle is implemented in our country through the procedure of public hearings. They are held annually when the budget law is being developed, or during the period when a report on its implementation is being drafted. The author of the article points out that in the legislation there are special principles of the budget process applicable to budget-procedural activities and activities of public entities. In author’s opinion, the principle of citizens’ participation in the budget process should take a special place in the list of special principles of the budget process. In practice, in particular, the principle of citizens’ participation in the budget process is implemented through the launch of initiative budgeting programs. This is especially noticeable at the regional and municipal levels. The article traces the idea that the principle of citizens’ participation in the budget process is currently not fully implemented. Therefore, it is necessary to consolidate the legal norms providing for this principle at the legislative level.

Достаточно новой формой практики муниципального управления в РФ становится партисипаторное бюджетирование, основанное на непосредственном участии граждан в местном самоуправлении. Целью исследования явилось изучение вовлеченности сельского населения в процессы управления сельскими территориями через механизм партисипаторного бюджетирования. Совершенствование системы управления сельским развитием на основе самоорганизации селян с активной гражданской позицией и партисипаторного бюджетирования является важнейшим фактором новой научной модели развития сельских территорий. Представлена диагностика состояния партисипаторного бюджетирования в России, 69 регионов реализуют проекты на основе этого механизма публичного управления общественными финансами, существуют многочисленные успешные практики вовлечения местных сообществ в управление территориальным развитием. Несмотря на то, что в 2019 г. по сравнению с 2014 г. количество реализованных проектов на селе увеличилось вдвое, относительно 2016 года оно уменьшилось почти на 40%. Выявлены ключевые факторы, сдерживающие развитие гражданского участия селян в управлении общественными финансами: недостаточный уровень институционального доверия сельского населения, высокая субсидированность и низкий уровень собственных доходов местных бюджетов, недостаточность компетенций органов местного самоуправления для подготовки инициативных проектов. Participatory budgeting, based on the direct participation of citizens in local selfgovernment, is becoming a fairly new form of municipal governance practice in the Russian Federation. The aim of the study was to study the involvement of the rural population in the management of rural areas through the mechanism of participatory budgeting. Improving the rural development management system based on the self-organization of villagers with an active civic position and participatory budgeting is the most important factor in the new scientific model for the development of rural areas. The diagnostics of the state of participatory budgeting in Russia is presented, 69 regions are implementing projects based on this mechanism of public management of public finances, there are numerous successful practices of involving local communities in the management of territorial development. Despite the fact that in 2019, compared to 2014, the number of implemented projects in rural areas doubled, compared to 2016 it decreased by almost 40%. The key factors hindering the development of civic participation of villagers in the management of public finances were identified: insufficient level of institutional trust of the rural population, high subsidies and low levels of local budgets' own revenues, insufficient competence of local governments to prepare initiative projects.

Municipal archives are among the memory institutions that can best contribute to the achievement of Goal 11 Sustainable Cities and Communities of the United Nations 2030 Agenda list of Sustainable Development Goals, contributing to the informed and critical participation of citizens in collective life. The aim of this article is to assess the practice of Portuguese municipal archives in promoting citizen participation. Based on a review of the literature and a survey sent to the eighteen municipal archives in the district capitals, as well as other municipal archives in the district, it is concluded that citizen participation is not,yet an instrument frequently developed by Portuguese archives, although some already have initiatives aimed at the direct participation of citizens.

This research explanation of governance and its problems in the participation of citizens in decision-making in the Municipality of San Martin de Porres through the rules and management and decision-making instruments which prevent it. The methodology there is a qualitative approach, system of relationships between governance and citizen participation. The results report that the management instruments prevent real citizen participation in a municipal mandate. In addition, a municipal mandate must be meticulous in making decisions in relation to the collaboration of the authorities and the civil community. In conclusion, there is no direct relationship between local government and citizen participation; this shows that there is no real governance.

Annotation. This scientific research addresses the issues of the functioning and development of public tax control, which is the most important component in the system of guarantees of both the system of constitutional principles (especially democracy and the participation of Russian citizens in the functioning of the public administration system), and the system of rights, freedoms, legitimate interests of individuals and legal entities in Russia. The necessity of incorporating the institution of public tax control into the Russian legal system is substantiated. The article examines various approaches to defining the concept of public tax control and substantiates its author's definition. The work analyzes modern problems that hinder the development of public tax control in Russia, including: the lack of enshrinement of this institution of civil society in the Constitution; not developing specific forms, methods and types of public tax control measures in the Russian scientific legal doctrine; the lack of real powers among subjects of public control to exercise effective public tax control; lack of specialized subjects of public control in this area; poor use of modern information and communication technologies by these entities in their activities; insufficient funding for their activities from state and municipal budgets; weak use of foreign positive experience in organizing and functioning of control of civil society in this area; the absence of specific measures of responsibility for counteracting the legitimate activities of representatives of subjects of public control in criminal and administrative legislation. The article develops and substantiates a system of measures to resolve these problems by: incorporating public tax control into the Constitution of Russia; its details in Russian legislation; expanding the powers of subjects of public control; creation of special entities in the field of public tax control, independent of tax authorities; using in their activities positive foreign experience in exercising public control in the field of tax legal relations; developing a system of federal programs to develop the organizational, technical and financial base of subjects of public control, increasing their use of modern digital technologies; tightening measures of criminal and administrative liability for opposing the legitimate activities of subjects of public tax control.

Citizen participation in police activities is an indispensable means of achieving the purpose of police administration and functions to increase the efficiency and legitimacy of police administration. In addition, the integrity of the police can be improved through citizen participation, and trust in police work can be increased. On the other hand, it acts as a corruption factor for the police and can undermine trust in the fairness of police activities. In the perspective of corruption, this study aims to derive fundamental problems through theoretical discussions on citizen participation and police corruption, and to present countermeasures considering the ambivalence of citizen participation in police activities. The method of citizen participation to prevent corruption can be designed with the operating structure from the perspective of opportunities to participate in police activities, qualifications of participants and their roles in the process of participation. First of all, the principle of participation in police activities, which can guarantee transparent procedures and fair opportunities, should be established and then operated in a way that secures diversity and expertise in each field. Next, it is important to define the qualifications of participants and their roles in the participation process. Depending on the type of citizen participation, a clear basis should be established with laws, autonomous laws, and internal regulations, and disclosed not only inside the police but also outside. In particular, establishing a clear basis for the role of citizens in the participation process can contribute to the substantialization of citizen participation in police activities and increase the reliability of police work.

In recent years, negative trends have been observed in Latvia in connection with society's reluctance to get involved in political processes and, therefore, also in state and local government administration. The number of voters who voted in the 2017 local government elections in the amount of 50.39% was assessed as an alarming indicator. In the municipal elections of 2021, when only 34.01% of eligible voters voted, the result causes alarm. The results of the elections and studies show that there is alienation of the population from the government and the current trust in the state administration is very low. Citizens do not believe that they can influence the development and management processes of the state and local governments. One of the reasons for distrust is the lack of feedback from the municipality or the inability or unwillingness of the municipality to solve the problems raised by the residents. The need to ensure public participation is defined in several regulatory acts of the Republic of Latvia. Residents' involvement is a long-term process, in which the prerequisite is the building of trust between the municipality and the residents. If citizens have the opportunity to determine how a part of the municipal budget will be spent, municipalities will promote democratic values and the opportunity to participate in the decision-making process. Participatory budget in local governments is one of the ways to try to bring citizens closer to local government. By 2025 in Latvia, it must be included in the municipal budget. The aim of the work is to find out the readiness of Latvian local governments to plan a participation budget in 2025 in the amount specified in the Law on Local Governments. The tasks of the work are to study the findings of various authors on public participation and the participatory budget, to analyse the normative documents on the participatory budget adopted in Latvia and to conduct a situational study of the experience of local governments and their readiness to implement a participatory budget by 2025. Methods used in the work - monographic method, analysis of various theoretical sources, regulatory acts, sociological research method - interview, - for finding out the opinion of experts and logically constructive method - for forming judgments and recommendations.

This paper contributes to the ongoing debates on the relationship between municipality size and non-electoral citizen participation at the local level. We use the data from Lithuania as a case of strongly consolidated local government structures. We discuss three main points. First, our focus is on the limited question of how municipality size affects the intensity of citizens’ non-electoral participation in local decision-making, taking into account citizens’ participatory capacities, contact with municipal authorities and local agents, and municipal performance evaluations. Second, we consider the specificity of the territorial rescaling policy agenda in Lithuania, which is characterised by the long-term direction of the territorial consolidation process. Third, representative population survey data serve as a reasonable platform for testing the hypothesis on the relationship between different citizen participatory practices and municipality size. We assumed that citizen perceptions of municipal problem-solving capacities, local government accessibility, and assessment of local government performance could vary in municipalities of different size. We also expected to find significant correlation between citizen assessment of municipal performance, local government accessibility (varying by local contact activity), and citizen perception of municipal problem-solving capacities by producing statistical clusters of citizen participatory capacity types. The limitations of quantitative statistical approaches constitute a barrier to explaining the subjective perceptions of local citizens hold about their non-electoral participatory behaviour. Our conclusions demonstrate that the perceived potential of non-electoral democratic participation capacities is relatively limited in both small and large Lithuanian municipalities. Nevertheless, the findings indicate that citizens in large municipalities are more likely to establish local contact activity and have better perceptions of municipal problem-solving capacities than those in small municipalities.

These writings evaluate citizen participation in the management of municipality of Guiglo in Côte d’Ivoire. To do this, we interviewed, using individual semi-structured interviews, resource persons in this locality. From these interviews, it appears that there is no form of citizen participation in the management of that local authority, outside the municipal elections. However, local elected officials use various strategies such as the presence of representatives of populations at regular sessions of municipal councils to pretend they associate third parties in the management of their city. This lack of citizen participation is, ever so slightly, causing the mismatch between insiders’ local development projects provided by these municipalities and the real aspirations of the beneficiaries.

This work tries to demonstrate that it is possible to apply a quantifiable evaluation criterion to citizen participation initiatives using the information available on municipal web portal. We begin with a literature review in order to define the concept of Citizen Participation and its role in local administration, along with determining the appropriate contents that should be available on municipal websites. Then we go on to design an indicator to measure level of citizen participation on the websites and the subsequent testing of the websites of various cities in the world in order to verify their validity. The results obtained show comparable quantitative values in spite of the cultural, geographic and legislative differences of the cities chosen.

Purpose Open data initiatives represent a critical pillar of smart cities’ strategies but remain insufficiently and poorly understood. This paper aims to advance a conceptualization of citizen participation and investigates its effect on open data use at the municipal level. Design/methodology/approach Based on 14 semi-structured interviews with citizens involved in open data projects within the city of Montréal (Canada), the paper develops a research model linking the multidimensional construct of citizen participation with initial use of open data in municipalities. Findings The study shows that citizen participation is a key contributor to the use of open data through four distinct categories of participation, namely, hands-on activities, greater responsibility, better communication and improved relations between citizens and the open data portal development team. While electronic government research often views open data implementation as a top-down project, the current study demonstrates that citizens are central to the success of open data initiatives and shows how their role can be effectively leveraged across various dimensions of participation. Originality/value This paper proposes a conceptualization of citizen participation on open data use at the municipal level. Citizen participation is a found to be a key contributor to the use of open data through four distinct categories of participation, namely, hands-on activities, greater responsibility, better communication and improved relations between citizens and the open data portal development team. This paper demonstrates the critical role of citizen participation in open government.

This study investigated how social media is used by a municipal government agency for communication of citizen coproduction initiatives, through social media content analysis of the government’s official Twitter account. This article identified that the dominant form of social media coproduction in the Bandung municipal government in Indonesia is government-to-citizen (G2C) interaction, focused primarily on informing and nudging (86.62%) citizens, as well as some limited elements of citizen-to-government (C2G) communication, such as citizen sourcing and citizen reporting (8.96%). The municipal government uses various visual tools on Twitter to disseminate G2C information and convey its messages. Regarding the phase of the service cycle, this study found that the majority of social media communications are related to co-assessment (52.26%) and co-designing (42.24%), with a limited number of tweets about co-delivery (3.25%). Based on these findings, this article discusses the shifting relationship between government and citizens brought on by the adoption of this social media platform in its service delivery arrangement.

Este artigo realiza um apanhado teórico sobre conceitos pertinentes ao tema, realizando inclusive o estudo da participação social na elaboração do PPA 2014-2017 do Município de Ijuí, Rio Grande do Sul. Para enriquecer a abordagem da pesquisa, foram aplicados questionários online, buscando identificar a relação entre os cidadãos ijuienses e Administração Pública municipal. Foi possível perceber a falta de interesse dos indivíduos em relação à participação em eventos destinados a discussões públicas sobre o processo de elaboração do orçamento municipal e, neste sentido, ao final deste estudo são realizadas proposições, que poderão auxiliar na construção de uma consciência coletiva acerca da relevância da participação social na construção dos instrumentos de planejamento e orçamento.Palavras-chave: Gestão Municipal. Citizen participation in city governance is essential to the democratic functioning of urban society. Local government is the level of government closest to residents, and it is here that many important decisions are taken that have a direct impact on residents' quality of life. The aim of this study is to analyze citizen involvement in municipal management in Zogbodomey. Data were collected through individual interviews with 350 people belonging to sociolinguistic groups. The population of Zogbodomey has a good understanding of the concept of participatory governance, highlighting citizen participation options, communication, and inclusion in the design of development action programs, mutual trust and legislation on citizen participation. For them, the idea of participation is an inclusive process for building and carrying out development actions. According to the respondents, participation offers a number of opportunities. The investigations showed that the public was partly aware of the wide range of opportunities for civic participation. These include community media, opinion forums, development associations, professional associations, etc., taking into account the traditional councils of chiefs, etc. It should also be noted that traditional chiefdoms are involved in community development in a number of ways.

The article is devoted to the study of issues of municipal legal regulation of participation financing. The concepts of “participatory financing”, “initiative budgeting”, “financing of initiative projects” are considered as identical. The main innovations in federal legislation on financing initiative projects are being investigated. The authors present the results of the analysis of the rule-making competence of sub-federal public legal entities in the field of regulating the practices of participatory financing and conclude that the main scope of such powers is justified for municipalities. To study the first experience of municipal legal regulation of participatory financing practices, municipal regulatory legal acts of the Siberian Federal District are analyzed. The analysis made it possible to identify two models of municipal legal regulation. The first is the adoption of a comprehensive act or several acts regulating certain issues of financing initiative projects. When choosing the second model, the municipalities differ in the number of such special acts and the subjects of their legal regulation. At the same time, it is noted that municipal legal acts regulate all the main issues necessary for the implementation of initiative projects, regardless of the chosen model of legal regulation. The disadvantage in this case is only excessive duplication of federal legislation. Along with the indicated models, legal acts are separately adopted in case of possible financing of initiative projects through inter-budgetary transfers from the budget of a constituent entity of the Russian Federation. The conclusion of the article contains conclusions about the need for further work on the development of legal regulation of participation financing practices, including in terms of regulating the principle of citizens’ participation in the budget process in the budget legislation of the Russian Federation.

Traditionally, food system governance has been executed at provincial, national, or supranational levels, but recently, there has been an increasing trend of local areas coordinating initiatives to influence their own food systems. They are distinguished by their focus on the principles of food democracy, especially in terms of citizen participation. Although initiatives to boost citizen collaboration in local food systems are on the rise, achieving active citizen involvement can prove challenging. This study aims to understand citizen engagement and participation in local food systems at the regional, municipal, or neighborhood levels. A narrative literature review was performed, covering academic and gray literature and using descriptive statistics and semi-inductive thematic analysis. The analysis identified five categories of local food system citizen participation programs, i.e., governance committees that include citizens, citizen working groups, participatory research, participatory workshops, and citizen forums and assemblies. The review highlighted factors that influence the operation and perceived success of citizen participation initiatives. Findings underscore the importance of creating citizen participation mechanisms that are inclusive, transparent, and adaptable. Proper organization and facilitation by a dedicated local organization ensure the success of citizen engagement initiatives. The identified categories and factors can guide policymakers in designing effective local food system initiatives that enhance meaningful citizen involvement.

New governance dynamics are pushing government and its agencies to explore and enhance participatory governance practices at all levels as well as developing and encouraging new partnerships with civil society organizations and other non-state actors. This arrangement however takes participation for granted and does not illustrate how and when it can be meaningful. This article was informed by a study that examined, in a comparative framework and in relation to the expectations created by theory, the extent to which citizen participation reciprocates into trust and transparency in Uganda and Thai municipal governments. Although citizen participation and empowerment are interrelated governance concepts, the study established considerable overlaps between the two. Empowering citizens to understand their stakes and leverage in the local governance processes, and how to make their voices count was concluded to be the missing link in Uganda and Thailand municipal governments. Moreover, without providing citizens with relevant and complete information in user-friendly formats, participation may remain a public display but in reality a surrogate for mere politics with little in terms of citizen trust and reciprocity

The study analyzes the relationship between governance and citizen satisfaction in three intermediate cities of Aija, Casma and Yungay (Ancash, Peru). In recent decades, the trend in these cities has been population growth in urban areas with signs of corruption. Context where governance is in charge of municipal or municipal authorities. The main purpose of the research was to determine the relationship between governance and citizen satisfaction, taking into account citizen participation, development in the educational field and citizens' expectations of governance with a view to the future. For this purpose, a correlational descriptive research was carried out with a quantitative approach. The sample consisted of 320 male and female villagers aged between 18 and 70 years. For data collection, the survey technique was used and the questionnaire was used as an instrument, which included 20 questions. The main findings are that the relationship between governance and citizen satisfaction is low. Similarly, citizen participation in public works is low, as well as attention to educational services is low. For this reason, the population has no greater expectations for the development of their peoples. Consequently, governance in the intermediate cities of Ancash needs to be modernized, reinvented and enable citizen participation in the planning and execution of public works in order to respond with relevance according to each specific reality.

During the late 1930s Los Angeles' public sphere was radically transformed through the actions of a little known citizens' organization which created and deployed a sophisticated surveillance apparatus to pursue reform of the city government. That group—CIVIC—labored to convince the voting public that municipal officials had provided police protection to organized gambling and prostitution operations in exchange for campaign contributions. In their efforts to dismantle an economic and political status quo, CIVIC operated both surreptitiously and in plain sight, all the while seeking the participation of the people of Los Angeles in what was publicized as a citizens' crusade to purge the city of its corrupt political and criminal leadership.

SYNOPSIS We examine whether unfunded public pension liabilities are associated with citizen oversight through legislative and electoral means in local governments. Our focus on municipal pension plans is timely and relevant, given the prevalence of underfunded pension plans and the GASB's recently issued statements on state and local pension reporting. Using a sample of 84 locally administered municipal defined benefit pension plans in 2009, we find evidence that the level of unfunded pension obligations is negatively associated with both provisions allowing direct citizen participation in the legislative process and electoral voter activism in the form of recent recall attempts. Overall, our empirical evidence is consistent with citizen oversight mechanisms playing an important role in the pension funding decisions of municipal governments. Proponents of e-government, e-governance, and e-participation are particularly excited about the inclusive and empowering nature of some of their recent platforms. Critics nevertheless remain skeptical about how empowering these technologies really are and to what extent they fruitfully contribute to direct democratic processes. This essay reviews online initiatives in two areas (citizen budgets and facilitating citizen lobbying practices) intended to enhance e-participation and e-government strategies in the United States and beyond. I suggest that although clear progress has been made in the innovation of e-governance and information and communication technologies with websites like LobbyForMe and online citizen’s budget initiatives, a long road lies ahead before any notable milestone can be acknowledged in respect to full-blown e-democracy.

Citizen participation is obligated in municipal planning but is often criticized because of its inadequate implementation. To increase the usefulness of citizen participation and the involvement of underrepresented groups, online participatory tools (OPTs) have attracted attention, in particular, on topics related to climate change. Although many OPTs have been developed and are becoming more widely used, assessments of their usefulness in real-world planning remain scarce. This study aimed to disentangle prospects and pitfalls of this still novel way of practicing citizen dialogue. Specifically, we apply criteria derived from related literatures to assess a mainstreamed OPT in Norrköping, Sweden. The CityPlanner™ tool was discussed with citizens and planners using focus group methodology and semi-structured individual interviews. Moreover, citizen contributions in four applications of the OPT were analyzed. The results reveal that the biggest challenges for citizen dialogues on planning in general and on climate change, in particular, appear not mainly rooted in the technical functions of the OPT. Rather, problems lie in (i) the lack of municipal strategy for citizen participation and in applying OPTs, (ii) a disparagement in citizens’ abilities to contribute to forming robust and sustainable cities, and (iii) in diverging views about the role of citizen contributions. This is reflected in how the OPT is used. While the examined OPT shows potential, the results indicate that visualized contexts for planning might be too scant to be entirely meaningful, and it lacks mechanisms for feedback. Not using the full potential of the OPT makes citizens less engaged and risks to adversely affect learning and citizens’ contributions to solving complex issues.

The objective of this study is to identify the fundamental determinants of citizen participation within the framework of the "Let's Take Control" initiative, implemented by the General Comptroller's Office of Manizales Municipality during 2020-2021, with a specific focus on fostering public participation in Fiscal Control. Utilizing a two-stage mixed-method methodology, the research encompasses surveys administered to citizen observers, municipal officials, and the general population, followed by a descriptive exploratory analysis. Subsequent to data collection, a series of statistical analyses is conducted, including chi-square and ANOVA tests, along with Ordinary Least Squares Linear Regression. Additionally, a Generalized Linear Model (GLM) is estimated. The findings unequivocally demonstrate a positive impact on citizen participation facilitated by the "Let's Take Control" strategy. Furthermore, positive correlations emerge between participation frequency and variables such as invitations to participation exercises, age groups of participants, and their socio-economic strata within events organized by the General Comptroller's Office of Manizales Municipality-Colombia.

Citizen participation in decision making is being promoted in many countries transitioning from centralized to decentralized governance. Despite their common underlying premise, participatory programs vary in scope and nature. This study investigates the outcomes of promoting citizen participation in decision making in the municipality of Kuçova (Albania) where participation did not emerge from the community but rather was promoted by municipal leaders. Findings suggest that a top-down approach to participation in tandem with a bottom-up approach can be promising in a context that lacks a tradition of democratic participation. We discuss the advantages and disadvantages of the participatory program and draw several conclusions for promoting participation in decision making in a context characterized by a strong legacy of centralized governance and distrustful relationships between the local elite and community members.

In both policy and research, civic engagement and citizen participation are concepts commonly used as important dimensions of social sustainability. However, as migration is a global phenomenon of huge magnitude and complexity, citizen participation is incomplete without considering the political and ethical concerns about immigrants being citizens or non-citizens, or ‘the others’. Although research on citizen participation has been a frequent topic in local government studies in Sweden, the inclusiveness and exclusiveness of terms used in the context of local political engagement, which are addressed in this article, has not received attention. This article examines the Swedish case by analyzing information provided by the Swedish Association of Local Authorities and by websites of all 290 municipalities as well terms used in selected research publications on local participation. Additionally, this article studies the effectiveness of municipal websites in providing information to their residents about how they can participate in local democracy. The results show that the term citizen is commonly and incorrectly used both by local authorities and the Association. The article concludes that the term citizen is a social construction of exclusiveness and the use of the term citizen should be avoided in political and civic engagement except for the limited topics that require formal citizenship.
