Résumé :
Abstract Large quantities of volatile radionuclides were released into the atmosphere after the Fukushima Daiichi Nuclear Power Station (FDNPS) accident in March 2011. An inventory of these radionuclides in seafloor sediments is important for evaluating their environmental behavior and effects on aquatic organisms. We developed a dedicated radiation survey device that can be installed on a multipurpose unmanned surface vehicle called the Intelligent Boat for Oceanological Survey from Hama-dori (i-BoSH). Both the i-BoSH and dedicated radiation survey device were developed by a local consortium to survey places of heavy damage from the accident. The radiation survey device can measure radioactivity in-situ and collect eight sediment samples. The device also contains sensors to measure the relative distance between the i-BoSH and the seafloor as well as other fundamental seawater information such as temperature. A comprehensive test that included in-situ radiation measurements in sediment and collection of sediment core samples was conducted offshore from a radiocesium-contaminated fishing port in Fukushima. Consequently, the effectiveness of this device was confirmed via a successful operation at 12 sampling points with two cruises from the fishing port. Good correlations were observed between the laboratory and field measurement results of the sampled sediment cores and the in-situ radiation survey, respectively. Successful application of this device is expected to go beyond environmental surveys around the FDNPS to more general radiation monitoring around nuclear facilities and longer post-accident periods.

Résumé :
Abstract. The purpose of the investigation was a survey of the modern complex index estimation of dairy cattle in the countries of the European Union and the USA and developing of own principal scheme of multipurpose evaluation of animals due to prior received data of economic useful traits. As a result of the research, significant differences were revealed both between the significance of the groups of traits and between the numbers of evaluated indicators in different countries. This shows the diversity of interests of breeders and farmers. The prior analysis of indicators of economic useful traits of Holstein Kholmogorskiy cattle in the farms of the Murmansk region allowed to determine main directions of animal selection and to develop the algorithm of animal evaluation by complex of economic useful trait indices. The developed algorithm of complex evaluation for dairy cattle includes four evaluation blocks – indices of reproductive ability, longevity, and milk production, and, separately, milk yield. We propose to evaluate reproductive abilities by direct indicators and indirect indicators, for example, take into account exterior traits, and predisposed to abortion and female disorders. The evaluation of longevity includes indices of the exterior, accounted also a predisposition to four main groups of disease – udder disease, female disorders, aborts, lame. The milk productivity evaluation includes traits of the milk quality composition, the property of the lactation curve and characteristics of the udder from the exterior and predispose to udder diseases. In total, it is proposed to calculate the multipurpose evaluation of animals by 23 traits, including all aspects of health and productive features of dairy cattle. The scientific novelty of the research is the use of a mixed model affecting various indicators of productivity and longevity for assessing the main economical useful traits in the developed algorithm. The developed assessment system will allow to comprehensively improve the herd taking into account the current state of dairy cattle breeding in the Murmansk region.

Résumé :
Background: In India, the genetic disease is a disregarded service element in the community health- protection system. This study aims to gauge the accessibility of services for treating genetic disorders and also to evaluate the practices on deterrence and management services in the district health system. Methods: A cross-sectional survey of selected health amenities from 454 medical officers (MO’s), 94 accredited social health activist (ASHAs) workers, 86 multipurpose health assistant-female (MPHA-F), 34 multipurpose health assistant-male (MPHA-M), 14 multipurpose health supervisors-female (MPHS-F), 10 multipurpose health supervisors-male (MPHS-M), 6 multipurpose health extension officer/ community health officer (MPHEO/CHO), 10 public health nurse (PHN), 45 lab technicians (LT’s) working in the government health sector and 254 in the private health sector, 409 nursing staff working in the government health sector and 995 in the private health sector, 15 primary health centers (PHC’s), 4 community health centers (CHC’s), 1 district government hospital (DGH), 3 referral hospitals (RH’s). From the side of private health institutions 25 corporate hospitals (CH’s), 3 medical colleges (MC’s), and 25 diagnostic laboratories (DL’s) were conducted. Results: The findings show that adequate staff was in place at more than 70% of health centers, but none of the staff have obtained any operative training on genetic disease management. The largest part of the DH’s had rudimentary infrastructural and diagnostic facilities. However, the greater part of the CHC’s and PHC’s had inadequate diagnostic facilities related to genetic disease management. Biochemical, molecular, and cytogenetic services were not available at PHC’s and CHC’s. DH’s, RH’s, and all selected medical colleges were found to have offered the basic Biochemical genetics units during the survey. In 24% of CH’s, the basic biochemical units are available and 32% (8 out of 25) of DL’s have the advanced biochemical genetics units by study. Molecular genetics units were found to be available in 28% (7 out of 25) of DL’s during the study. About 6 (24%) diagnostic centers of cytogenetic laboratories were located in the Visakhapatnam district under the private sector. Conclusion: The district health care infrastructure in India has a shortage of basic services to be provided for the genetic disorder. With some policy resolutions and facility strengthening, it is possible to provide advanced services for a genetic disorder in the district health system.

Résumé :
As an important geothermal resource, thermal mineral water has high resource efficiency and thermal energy efficiency. The aim of this study was to delineate prospective areas of thermal mineral water based on potential thermal mineral water sites and faults. Linear regression was used to process the temperature of 22 known thermal mineral water sites as dependent variables, and 54 indices of the lower soil of multipurpose regional geochemical surveys as independent variables, in the area of intermediate-acid intrusive rocks and sediment degeneration rocks on Hainan Island. Published data were quoted from the National Multi-Purpose Regional Geochemical Survey (Hainan Province, China). According to the regressive modelling of 2197 lower soil samples, 547 potential thermal mineral water sites were delineated after considering 4 factors—geological background, regional structure, interval of dependent variable’s predictive temperature, and boundary of independent variable’s contents—which were compared against 22 known thermal mineral water sites to choose the 2197 lower soil samples, based on the choice of prospective sites of thermal mineral water on Hainan Island. The results showed that the proportion of A1-level sites that were >70 °C constituted 11% of all A1-level prospective sites, reflecting the superiority of east–west or north–east directional regional faults in controlling the distribution of thermal mineral water. This study shows the indications of the multipurpose regional geochemical survey with regards to thermal mineral water, which is one of the most important tourist resources of Hainan Island.

Résumé :
Surveys of urban forests in the compact city environment of Hong Kong were initiated in 1985 and regularly updated thereafter. Roadside trees were evaluated first in a tree census and reported in this article followed by urban parks, public housing estates, and special habitats such as old stone walls or special specimens such as heritage trees. The survey method aimed at collecting comprehensive data to echo both tree conditions and tree–environmental interactions. Detailed information was gleaned, with the help of well-trained assistants, on tree sites, tree growing space, tree structure, and tree defects and disorders. A field record form was designed, pilot-tested, and refined to solicit responses to multiple choices or direct measurements to minimize subjectivity and errors in data recording and entry. The study also identified potential planting sites, registering suitability for tree growth, site characteristics, and dimensions. Data fields were designed to be quantitative or convertible to ordinal ranks to facilitate statistical analysis. Locations of trees and planting sites were marked on large-scale maps to permit spatial analysis. Besides statistical analysis, community ecology attributes and custom-designed indices were used to assess urban forest structure. The multipurpose method could be appropriately adjusted for use in other compact city areas.

Résumé :
The annual survey to collect data on the contact lens prescribing preferences of practitioners has continued for 12 years in Canada. Practitioners were surveyed for information on the first 10 patients they fitted with contact lenses immediately after receipt of said survey. A total of 121 completed surveys were returned, detailing contact lens fittings for 1,184 patients. Of the patients fitted with contact lenses, the results indicated that the majority were prescribed soft lenses. The preferred modality was monthly planned replacement and over 67 per cent of the soft lens fits were made of silicone hydrogel materials. Of the rigid lens fits, the majority were prescribed for daily wear, as the overnight use of rigid lenses appears to be mainly for orthokeratology. Practitioners are recommending multipurpose solutions for the majority of their soft lens patients (85.6%).

Empowerment of women is a comprehensive issue and it is a dynamic, multi-dimensional process which enables women to realize their full distinctiveness and power in all spheres of life. In order to achieve it, mobilization and organization of women into self-reliant groups is indispensable for gaining solidarity and strength and inducing collective actions in right time. Against this backdrop, the chapter is conducted through a questionnaire-based survey on the members from a representative sample of the women-run SHGs under the aegis of Sandeshkhali Large-Sized Multipurpose Co-Operative Societies (LAMPS), West Bengal Tribal Development Co-operative Corporation Ltd. (WBTDCC) under Backward Classes Welfare Department, Government of West Bengal in the backward class-dominated, economically backward, and naturally disadvantageous 13 Mouzas in two Blocks of Sandeshkhali of the Sunderbans area. It is revealed from the survey that, since joining the SHG movement, the economic condition, decision-making power relating to expenditure, status within the family and the society has increased favorably for the women members.

‘As an aid to diagnosis in ischaemic heart-disease’, Lancet editorialists wrote in 1966, coronary angiography ‘seems at present to offer little that cannot be more easily obtained by much simpler methods, such as good history-taking and electrocardiography’. Since its serendipitous origins at the Cleveland Clinic laboratory of Dr F. Mason Sones in 1958, selective coronary angiography has taken on central importance in the diagnosis of coronary artery disease and characterization of coronary anatomy prior to coronary artery bypass graft surgery. Performance has become simpler and safer, evolving from a brachial artery cut-down approach with stiff, large-calibre multipurpose catheters to percutaneous femoral, radial, and now ulnar approaches with softer, lower-profile catheters specially designed to atraumatically engage the coronary ostia.

Résumé :
Large diameter pipelines of 48” and 56” traverse the Ukraine. These pipelines are the life-line for the Russian gas transit to high demand European Union (EU) markets. The high economic impact to several European regions and the complicated legislation of these pipeline systems reduces the operators’ ability to change operating conditions to better suit in-line inspection. Ukrtransgaz requested a reliable and compact inspection tool able to negotiate 1.5D bends. Thirty degree (30°) mitre bends and demanding elevation changes in the range of 1500m (4921ft) also had to be considered. The high economic impact of the pipeline systems did not allow Ukrtransgaz to reduce the high flow speed of the gas, which is more than 10 m/s (22.2mph), during the inspection. In combination with the before-mentioned elevation profile, an inspection tool with active speed control was required. As part of the planned re-assessment survey, an XYZ mapping inspection relying on an inertial navigation system was also required. The inspection solutions provided by ROSEN were multipurpose tools providing MFL technology, an XYZ mapping module and active speed control in a single body. It will be discussed in this paper how the miniaturization of electronics and computer technology is not only a key point for small diameter tools, but also essential to meet the demanding targets of inspecting large diameter gas lines. Breaking with the paradigm, that large pipe provides enough internal space, was the basis in accomplishing the demands of the operator.

Résumé :
This paper outlines the development and manufacture of a new pipeline evaluation tool with the capability for multipurpose applications on various types of pipeline systems. Developed with financial assistance from the National Research Council, the new survey system provides pipeline companies access to a cost-effective in-direct integrity assessment process to assist with ensuring safe and reliable operation of their facilities. The technological options available to pipeline integrity assessment are extremely costly and/or considerably outdated. Until recently, external evaluation instrumentation had not been significantly modified since its inception in the mid-1980’s. Although there are inline inspection (ILI) tools or “smart pigs” available to assess the overall integrity of a pipeline, they are extremely expensive. The use of internal inspection tools is also restricted to only those pipelines of uniform diameter and which are modified to accommodate launching and receiving traps. The data from ILI logs does not include depth of cover or coating condition assessment, which are also critical in maintaining the integrity of a pipeline. The majority of small diameter pipelines, such as those in gathering systems, are typically not compatible with the internal inspection technique. The incentive for improving and modifying electromagnetic pipeline coating assessment equipment was based upon: • Customer demand for new pipeline maintenance technologies; • Aging infrastructure; • Increased regulation; • Higher facility throughput and less down time requirements. The new generation of instrumentation is still based upon electromagnetic theory while incorporating the latest in computer and digital technology. In comparison to its predecessors, the package is more accurate, efficient, dependable and robust for a variety of harsh field conditions. The equipment has the ability to reliably collect and evaluate substantial amounts of data in real-time through environmentally sensitive areas such as water crossings and regions of wildlife. Compatibility with industry standards was considered in the development of the associated software used for processing and managing the significant quantity of information collected. The software also offers compatibility with GPS (Global Positioning System) and sonar technologies. Geodetic co-ordinates and, if applicable, water depths are obtained simultaneously with all the associated pipeline survey data, providing permanent reference should future remedial action be required. With the collected data set, it is now possible to effectively monitor erosion effects and shifts in pipeline position through three-dimensional modeling of the pipeline corridor and water crossing.

Résumé :
The article presents selected results of the analysis of a sample of voluntary associations of municipalities, which was carried out in connection with the elaboration of the methodology of well-functioning associations by the Czech Ministry of the Interior. Multipurpose voluntary associations operating in a functional micro-region identical or similar to the ORP territory (territory of municipalities with extended power) were examined. The formal aspects of their functioning, managerial models, methods of communication, value aspects, etc. were examined. This article focuses on the first examined area, ie. the formal aspects of the functioning of associations. It is based on a formal analysis of the founding documents and articles of association, their comparison and assessment. The information was subsequently verified in the form of controlled interviews with representatives of the unions. The survey shows that the variability in the setting of organs and relationships within the bundles is not significant, it concerns only some roles and names (designations) of organs. I.e. all the associations examined showed the same similar features in terms of the division of tasks between the supreme and executive bodies. Partial differences were identified in the relationship between the highest and the executive body (within the scope of the tasks that were delegated), in the way of recruiting new members, and the sanction of the member community in case of non-fulfillment of obligations. The chairman always represents the association externally. He himself, or in cooperation with the secretary or his deputy (occasionally) participates in organizing the operation of the association. Associations seldom create bodies of working, initiating or control nature. Their position does not have to be regulated by the statutes. Subsequently, recommendations for the effective operation of the bundles are formulated. In the event that the chairman cannot devote himself to the activities of the association on a full-time basis, it is necessary for the successful operation of the union to appoint the position of manager or secretary.

Résumé :
The rapid change in climate conditions, and the present demand for political and commercial interest in the Arctic region will cause considerable implications on the environment, ecosystem, security, and on the social system in the region. Today, governments, scientists and researchers understand that there is a huge gap of knowledge in the Arctic region and this must be addressed prior to development of the region, or there will be devastating environmental consequences in the future. Existing studies concluded by various organizations including Lloyd’s of London, US Geological Survey and other institutes emphasize that in order to ensure sustainable development in the Arctic, it is important to close the existing gap of knowledge by obtaining accurate scientific data, and make available this data to scientists, researchers and policy makers, for them to take sound decisions on both Arctic challenges and future economic opportunities. The scientists understand that existing lack of knowledge is mainly due to insufficient information in the Arctic and the inability to obtain sufficient scientific data to understand the Arctic region in-depth. Main challenges will be, the vast area of the Arctic, inaccessibility to complex and remote areas, long cold dark winters and short summers, rapid changes of weather conditions etc. Presently, existing satellites provide extremely valuable scientific data, however scientists emphasize that this data would be further analyzed (due to inaccuracy) and collaborated with data on actual close observations, physical sea–ice samples, ice core samples, data from surface and bottom of the sea-ice, glacial ice etc. Collecting data from high altitudes using Unmanned Aerial Vehicles are not new to the Arctic region, and have been used for number of years. The AMAP, (Arctic Monitoring and Assessment Program Workshop), Oslo October, 2008, recommended that it is of great importance that scientists use unmanned aerial vehicles in the Arctic to obtain important environment measurements. Further, added to the AMAP work plan for 2011–2013, is to develop safety guidelines and cross-jurisdictional flight pilot projects, to demonstrate the use of unmanned aerial service (UAS) in the Arctic Environmental Monitoring Plan. The Canadian Government also completed the feasibility study to build a “High Arctic Research Station” in the high north to serve the entire world, for scientists to have an opportunity to share data and support the knowledge for researchers to conclude their investigations. The government is further considering purchasing, three large high-altitude Global Hawk drones for Arctic surveillance, and seeking small snowmobiles and remote control aircrafts to monitor the extreme complex landscape of the Arctic. At present, there is no method to obtain accurate surface and atmospheric data in complex and remote areas, and this requirement has become the highest priority and should be addressed urgently. In order to obtain sufficient accurate data from the Arctic surface and atmosphere, EQQUERA Inc. innovated, is designing and developing multipurpose, multifunctional SG EQQ Unmanned Aerial Vehicles that are able to access remote and complex areas in the Arctic, and operate in challengeable weather conditions such as cold long dark nights.

Résumé :
This paper describes the aerodynamic design and rig test of a radial inflow turbine having a rotor tip diameter of 4.58 inches. The single stage turbine was designed for use in the Sundstrand Power Systems (SPS) T-100 Multipurpose Small Power Unit (MPSPU). The T-100 is a small, single-shaft, simple-cycle gas turbine engine intended for airborne, vehicular, and ground based auxiliary power application. Nominal power output of the engine is 50 hp, with growth capability to 100 hp with minimal modification. Aggressive specific fuel consumption goals for the engine led to a demanding turbine efficiency target of 87% total to static, referred to exhaust diffuser exit, at an expansion ratio of 5.7:1 and a flow rate of 0.73 lb/s. Details of the design approach are given, together with test results from the turbodrive rig. The results include overall stage mapping and rotor exit surveys.

Résumé :
Abstract Drilling offshore requires debris removal operation to remove any debris or anomalies that have been highlighted or found during any previously remotely operated vehicle (ROV) operations or geophysical surveys for certain location before Rig approaches. It is important to maintain any subsea structure and its premises clear from any debris that may affect any upcoming operation hence, the structure stability and safety regardless of water depth, which considered as one of the limiting factors. Debris management is a major concern for all companies operate offshore rigs as offshore debris is responsible for many of the problems and much of the extra cost associated with extreme water depths. The offshore debris usually comes from trash, fishing gear, inadequate waste disposal and management, industrial activities, structure abrasion, construction and illegal dumping and other items lost off vessels or platforms at sea. This paper discusses procedures and tool systems developed to optimize the efficiencies and economics of debris removal. Issues pertinent to water depths, debris size, shape will be discussed, with the problems associated with removal of debris caused by human activates, aged structure, inadequate waste disposal, etc. The authors will outline techniques and procedures for removal of this debris and discuss a tool system that is a workable solution for these problems. This paper will focus on the use of a Multipurpose debris lifter to remove debris from areas within platform vicinity that have normally proven very difficult. The system has been shown to be effective in removing debris from problem areas.

Résumé :
A combined numerical/theoretical investigation of a moored floating structure response to incoming waves is presented. The floating structure consists of three bodies, equipped with fenders, joined by elastic cables. The system is also moored to the seabed with eight mooring lines. This corresponds to an actual configuration of a floating structure used as a multipurpose platform for hosting wind-turbines, aquaculture farms or wave-energy converters. The dynamic wave response is investigated with numerical simulations in regular and irregular waves, showing a good agreement with experiments in terms of time histories of pitch, heave and surge motions as well as of the mooring line forces. To highlight the dynamical behavior of this complex configuration, the proper orthogonal decomposition is used for extracting the principal modes by which the moored structure oscillates in waves giving further insights about the way waves excites the structure.

Résumé :
The beneficial use of dredged materials improves environmental outcomes while maximizing navigation benefits and minimizing costs, in accordance with the principles of the Engineering With Nature® (EWN) initiative. Yet, few studies document the long-term benefits of innovative dredged material management strategies or conduct comprehensive life-cycle analysis because of a combination of (1) short monitoring time frames and (2) the paucity of constructed projects that have reached ecological maturity. In response, we conducted an ecological functional and engineering benefit assessment of six historic (>40 years old) dredged material–supported habitat improvement projects where initial postconstruction beneficial use monitoring data was available. Conditions at natural reference locations were also documented to facilitate a comparison between natural and engineered landscape features. Results indicate the projects examined provide valuable habitat for a variety of species in addition to yielding a number of engineering (for example, shoreline protection) and other (for example, carbon storage) benefits. Our findings also suggest establishment of ecological success criteria should not overemphasize replicating reference conditions but remain focused on achieving specific ecological functions (that is, habitat and biogeochemical cycling) and engineering benefits (that is, storm surge reduction, navigation channel maintenance) achievable through project design and operational management.
