The collapse of the USSR became an epoch-making event in Russian and world history. The commemorative practices of studying the economic history of the late USSR imply using the country's archival heritage as the most important segment of the social memory and the basis for scientific research. The goal of the article is to introduce into scientific use archival materials of the Ministry of Economy and Forecasting of the USSR, stored in the Russian State Archive of the Economy. The Ministry existed from April to December 1991 and was functionally positioned as the successor of the USSR State Planning Committee. The fonds of the Ministry, apart from the traditional organizational and administrative documents, includes a document block of obvious research interest: these are the responses prepared within the Ministry to the instructions of the Cabinet of Ministers of the USSR. This archival material makes it possible to understand the view of the top leadership, represented by the Cabinet of Ministers of the USSR, on the economic situation in the country, its current problems, options for correcting the problem situations that had arisen, the vision of perspective, in this case tactical, in this most difficult period of national history. With a certain degree of convention, it is possible to identify such thematic lines in the documentary array as the preparation and implementation of state programmes, the state of certain sectors of the economy, the activities of specific enterprises, the economic situation in the regions, the issues of import / export of products and technologies, the situation with the currency fund of the country, external lending issues, social themes, elements of a market economy, etc. The paper considers documentary primary sources on the first four subjects.

The President receives assistance from the Ministry of Home Affairs (Kemendagri) in managing the Covid-19 distribution. The formulation of the issue is a means of establishing authority for the appointment of Task Force Officers for the Acceleration of Handling Corona Virus Disease 2019 (Covid-19) in accordance with Presidential Decree Number 7 of 2020 and Minister of Home Affairs Circular Letter Number 440/2622/SJ, as well as the Ministry of Home Affairs' attempts to remove barriers that Regional Leaders faced in carrying out the Acceleration Management of Corona Virus Disease 2019 (Covid-19) in DKI Jakarta. Using secondary data for descriptive analysis and qualitative deductive reasoning, the research method is juridical-normative. Research findings, analysis, and conclusions: The Ministry of Home Affairs' involvement in appointing Regional Leaders to delegate authority can hasten the management of the COVID-19 epidemic while still giving due consideration to the economic issue. Regional leaders be able to carry out plans that strike a balance between economic and health-related considerations as executors of regional government issues. Making Joint Decrees of the Ministers of Home Affairs and Finance Number 119/2813/SJ and Number 117/KMK.07/2020 focused on health, social assistance, and saving the economy in their respective regions, notably MSMEs, is being attempted.

In the centre of this essay is a tension that under certain circumstances may appear between various state actors involved in economic diplomacy. In the case of the Slovak economic diplomacy both the Ministry of Foreign and European Affairs and the Ministry of Economy are the main actors in external economic relations. The paper briefly describes the origins of the tension between them and the reconciliation process that took place in the 10 years since the last reform of Slovakia’s economic diplomacy. The crucial reconciling role of the Government’s advisory body, the Council on Export and Investment Promotion, co-chaired by the ministers of foreign affairs and economy, is explained within the presented descriptive case study inbureaucratic politics. The article contributes to the conceptual discourse on economic diplomacy, while extending the theoretical and empirical knowledge of the subject with regard to the behavior of its main power actors econand the tensions between them.

Russia's cooperation with international community in finding ways of addressing global energy security, serves its national interests on international arena. International Institute of Energy Policy and Diplomacy (IIEPD) was established at MGIMO University in February 2000, in accordance with the decision of the Academic Council of the 30 th of November 1999 and in the framework of an agreement with the International Academy of the fuel and energy complex. IIEPD combines two important aspects of foreign policy studies - energy and diplomacy. For the first time in Russia it launched a multi-level training in the field of energy diplomacy and geopolitics, and international energy cooperation. The immediate cause of the creation of IIEPD was an urgent demand on the part of major government agencies and leading oil, gas and energy companies for specialists with qualifications necessary to address the issues in the international energy cooperation and integration of the Russian fuel and energy sector in the world economy: - Energy Policy and Diplomacy; - International law; - World Economy and Finance; - International Management and Marketing. The idea of creation of the International Institute of Energy Policy and Diplomacy was supported by the State Duma and the Federation Council, the Ministry of Foreign Affairs, Ministry of Energy, Ministry of Education and Science, Ministry of Economic Development. The Supervisory Board is headed by the Minister of Foreign Affairs of Russia.

Last month finally brought good news for science in Spain. Newly elected prime minister Pedro Sánchez named Spanish astronaut and aeronautical engineer Pedro Duque as head of a new Ministry for Science, Innovation, and Universities. This will hopefully put Spanish research and development (R&D) back on the country's political agenda after two legislatures in which science languished under the Ministry of Economy. Given the minority position of the ruling party in both chambers of Congress, Duque will face extraordinary challenges to increase the budget. But the creation of this new ministry is an encouraging first step.

The objective of this research was to evaluate the articulated planning for the digital transformation, specifically of the Peruvian State Policy 35 [PE35], in the national policies (sectoral and multisectoral) of Peru. For this, the methodology was qualitative in approach, interpretive in design, and descriptive in level. The data came from the vertical alignment subchapters or annexes of the policies studied. The method was documentary analysis, instrumentalized by an analysis sheet. It was determined that only the Ministry of Agriculture and the Ministry of Defense were fully aligned with the digital transformation; that the Presidency of the Council of Ministers and the Ministry of Economy and Finance, only half; and that the Ministry of Production, the Ministry of Labor and Employment Promotion, the Ministry of Health, and others, did not even have a policy aligned with the PE35. It was concluded that there is a gap in the articulation of Peruvian national policies with the digital transformation, through the PE35.

Agricultural policy in the transition states of Central Eastern Europe is a very complex issue – ranging from privatisation of farm land, the establishment of agricultural markets to detailed questions of veterinary care, plant health and animal nutrition. Its main elements are the introduction of market liberalization, farm restructuring, privatisation, the reform of the sector and the creation of supporting market institutions and services.1 In this process central state agriculture administration plays a decisive role.

This paper is summing up the research of the author on Slovak agricultural administration between 2002 and 2004. This work was part of a DFG-funded research project on “Genesis, Organization and Efficiency of the central-state Ministerial Administration in Central and Eastern Europe”. The project was analysing the processes, results and efficiency of administrative structures at central-state level in Estonia, Poland and Slovakia with reference to public administration in the policy fields of agriculture and telecommunications. The paper is reflecting the situation in the sector and its administration at the beginning of 2004.

At first, an overview of the role of the agricultural sector in Slovak economy in the past and presence is provided (section I). Against this background, the development of the agricultural policy in the different periods since 1989 will be analysed, mainly what privatisation, accession to the EU and subsidy policy are concerned (section II). A detailed study of the developments in agricultural administration forms the next part of the paper (section III), i.e. the changes taking place in the ministry of agriculture and in the other institutions responsible for the implementation of agricultural policy. The role of interest groups in agriculture is briefly analysed (section IV). In the conclusions two different scenarios on the further development of Slovak agricultural administration will be deployed.

The use of ICT in government institutions of the Republic of Liberia has been around for decades though very few institutions implemented it most especially in the old fashion EDP- Electronic Data Processing systems where large departments were created for centralized data processing tasks. The Old fashion EDP proof very costly, less effective, difficult to manage which provides the basis of establishing a more effective, user friendly, collaborative oriented systems in the form of Electronic government. Though in most other government institutions there is less usage or appreciation of the roles ICT in government. Liberia, just emerging from a long 14 years of civil crisis which destroyed its entire human and technical infrastructure, lacks behind most of the African countries and the world at large in the wagon of implementing ICT and its related research With the continuous and ever important requirement for transparency and accountability in the public sector services, With ICT been a tool to assist efficiency and accountability in the public sector, the government of Liberia has embarked on the implementation of ICT projects in governance, though there is limited research work so far done in use of ICT in governance in Liberia. There has been very little known research in ICT or e-government with specific focus on Liberia, with one limited research done by UN in 2010. Though there are records of research on E-government of developing countries including Kenya, Ghana and post war Rwanda, etc. There are lessons learnt from these research works that will be of good input for the Liberia case as per similarities in challenges and obstacles of implementing e-government developing countries. This thesis research is in support of identifying obstacles, challenges, and benefits of transforming the public sector by introducing ICT. There are few known ICT projects in government including the Finance Ministry‘s IFMIS and ASYCUDA projects, the CSA Biometric systems which were evaluated, partly to ascertain government readiness for e-government. The investigation included some key government ministries. The research results using international approved methodologies identified the e-readiness level of the government of Liberia, with given challenges, obstacles and benefits. The findings of the research show that Liberia can successfully implement e-government if the identified obstacles are removed or minimized.
ICT and e-Government are closely linked, the subject of this thesis. ICT is a broad terminology encompassing all that include communication devices such as radio, television, satellite systems, cellular phones, computer equipment and accessories, network equipment and software etc. ICT is a useful tool that enables public agencies to change from routine-based, command-and- control organizations that are inwardly focused on administration to knowledge-based, networked, learning organizations that are externally focused on service (OECD 2005).

The problem of rent-seeking in China’s state-owned enterprises has worsened since the rapid increase in infrastructure investment, such as telecom and railway. State-owned enterprise reform in China has given licensing power to officials and executives without sufficient checks and balances. The Chinese government plans to introduce corporate governance structures and encourage private investment for the previously state-dominated industries, such as the railway industry, in the next decade. Yet these formalities cannot eradicate the political problem of corruption. This thesis will examine rent-seeking through the case studies of China Mobile’s former deputy general manager and Communist Party secretary Zhang Chunjiang’s patronage network in the value-added service industry and the Ministry of Railway’s ex-Minister Liu Zhijun’s patronage networks in the high speed railway project. Both central agents committed collective rent-seeking against the will of the principal through their subsidiaries.

This research project mainly focuses on the public financial accountability in the Ministry of Finance and Economic Planning for South Sudan. According to the Public Service Regulations, the government has a duty and responsibility to deliver services to its entire people. In other words, the government exists primarily for the welfare of the people, by creating public institutions to render services delivery and developmental programmes for the communities. There are no government institutions that can function without the provision of finance resources (money). The management of the finances is one of the most important and critical tasks of the government, which requires public financial accountability from the political role-players and public officials, concerned with the use of public money (to be accountable). However the level of service delivery that citizens have to expect depends mostly on standardized public financial accountability of public money (revenue income) by the role players, and public officials in the institutions as integral part of public financial management. Any organization that manages and reports on its finances mitigates the risk of finances, builds good quality and openness into its financial and non financial analyses, monitors the sustainability of benefits and reflects sound financial accountability. Public financial accountability is a specific field that intended to as a tool use for the economy, efficient and effective administration of public money for render of service delivery to the citizens and the developmental programmes for the better live condition or general welfare of the communities. The study was motivated by the issue of public financial accountability in the Ministry of Finance and Economic Planning for both, during the interim period of six years and after independence in, 2011 for the government of South Sudan which has influenced socio- economic concern, as a result many communities in South Sudan have no access to basic services delivery. Research instruments which solicited quantitative and qualitative data were used to collect information from a sample of management officials and administrative staffs within the Ministry of Finance and Economic Planning The research sought to identify the challenges faced and their causes and the ways of improving efficiency and effectiveness of public financial accountability in the ministry of finance and economic planning. The focus of public financial accountability is ranging from the stages of revenue collection, keeping/saving, treasury regulations, money transfer and budget expenditure, etc that can be achieved by transparency, financial reporting statements, control, and audit, as well as good ethical behavior for good performance in the public institutions, this is because maladministration practices of public finance have an impact in rendering of service delivery’s performance. This research focuses on the level of preparedness for accountability and financial accountability with regard to public financial management in the Ministry of Finance and Economic Planning. Particularly, it explored the laws, policies, procedures, rules and regulations governing implementation of public money, systems in place to oversee this process as well as the capacity of the role-players and public officials in this respective ministry. It further examined how finances have been used for the rendering of service delivery to the communities. In order to accomplish the objectives of this study, a literature study as well as empirical research was undertaken. For the empirical research, questionnaires as well as various types of interviews were used. For proportionate representation efficiency as well as cost effectiveness, the research used a sample of 26 respondents. These included 6 Financial Management Officers, 4 Directors General, 14 finance administrative Staffs, 1 Auditor-General, 1 Chair Person of Anti-Corruption Commission Exploratory statistics and methods were utilized to analyze the data collected so as to measure the reaction to the research questions and objectives under scrutiny. The research disclosed that the public financial accountability in the Ministry of Finance and Economic planning is a new approach that facilitates changes and growth by improving the ways of control public money. The study also found that the standardized laws, policies rules and regulations, and procedures for implementation for public financial accountability have been developed, but not implemented to achieve the stated goals. Also some other important documents are not yet developed. The findings attested to recommendations that, this research will help the policy makers to reformulate the policy; help the implementers or administrators the planners or the managers of the programmes to modify or adjust the programme; to help professionals or academician including those who may research in the area or field; it will help in filling gap in that particular academic dimension or field. The study made recommendations that, the public financial accountability must be improved in the ministry of finance and economic planning, through standardized policies and structures, procedures, transparent and accountable, financial reporting statements and control pertaining to public money. There is a great need for further research in this area of public financial management. This may not be restricted to the Ministry of Finance and Economic Planning only but to all other state ministries where the utilization of public money has already been established.

This dissertation assumes an explorative and descriptive approach rather than a comparative approach. It aims at offering the concept of Leadership Ethos (LE) and its inherent Critical Success Factors (CSFs) as a paradigm in the quest to secure organisational efficiency and effectiveness in public management, with a particular focus on the public policy implementation process. It begins by presenting the background to the study, providing relevant information about the problem and the methodology followed. It then introduces the context of the problem of the study, sketching the context of civil service leadership before the advent of democracy in the Republic of South Africa (RSA) and prior to independence in the Democratic Republic of the Congo (DRC). These two countries serve as the case study through the Department of Trade and Industry (DTI) and the National Ministry of Economy (ECONAT) respectively. This is followed by the presentation of the theoretical framework of the study, defined within the context of compliance-based and integrity-based approaches to leadership, resulting in discussions on leadership theories. This leads to an examination of public administration reforms (PARs) in the context of LE, illustrating how PARs have resulted in a change in organisational focus and culture of the public sector. The study examines relevant economic policies in the RSA and the DRC with a view to illustrate the effects of LE and its subsequent CSFs on performance in public management, in particular, with respect to the implementation of public policies. Data were then presented and analysed with the purpose of probing the understanding of LE and its inherent CSFs. It considers how LE enhances organisational efficiency, which in turn will enhance social transformation, by guaranteeing the successful implementation of economic policies. The study then presents a summary of the main findings in both case study research areas. In its conclusion, the study proposes recommendations towards a LE that contributes to more effective public policy implementation processes.

AbstractThe chapter describes a policy of the State of Israel with the aim to cope with construction and demolition waste (CDW) through recycling, to be further used as green products. It is aimed at supporting the national economy and the recovery of the open public spaces that became places for illegal landfills, impacting the natural environment. Two major tools are used to achieve these aims: the first is the circular economy (CE), instrumentally led by the Ministry of Economy, and the second is the regulatory framework led by the Ministry of Environmental Protection. Both have the capacities to cope with, and support, the national economy and the environment. We argue that the way to achieve the full integration between the circular economy and the legal framework has still a wide gap, although big changes and advancements have been made towards reaching a comprehensive policy. Both Ministries are aware that it is a long process to achieve real changes after many years of environmental neglect due mainly to conflictual politics, economic interests, lack of budget and other government priorities. The means to achieve that goal include the use of the circular economy principles for recycling CDW into green and reusable products, on the one hand, and empowering the responsibility and accountability of local municipalities through regulation, on the other.

AbstractLivestock sector is the backbone of Indian agriculture and plays a crucial role in the development of the rural economy. More than one-fifth (23%) of agricultural households with area less than 0.01 hectare reported livestock as their principal source of income (GoI Government of India (2014) Key indicators of situation of agricultural). Livestock is one of the fastest-growing sectors of Indian agriculture. While the share of overall agriculture and allied sectors in Gross Value Added (GVA) declined from 18.2% in 2014–15 to 17.8% in 2019–20, the share of livestock sector in GVA increased from 4.4% to 5.1% in the same period (GoI Government of India (2021) The economic survey (2020–21). Ministry of Finance. Government of India). Livestock sector accounts for 31% of the gross value of output in agriculture and allied sector (GVOA). Within livestock, milk is the biggest component with 20% share in GVOA. In fact, milk is the largest agriculture commodity in terms of value of output worth INR 772,705 crores in 2018–19 which was more than the value of cereals, pulses, oilseeds and sugarcane combined worth INR 623,462 crores (MoSPI. AbstractIn many developing and transitional economy countries there is a degree of confusion about who is responsible for what at the top of the organisation. In a ministry is it the minister who is responsible for the quality of operational management as well as for the development of policy and the strategy for the implementation of that policy or is it the top appointed official? Indeed in some countries there is no single top appointed official. This chapter explains that with the introduction of PFM/IC the organisational structure of a public organisation has to clarify the different responsibilities of elected and appointed officials. A clear leadership role has to exist to secure effective implementation of PFM/IC. The chapter explains that with the implementation of PFM/IC such is the range of operational management responsibilities that falls upon the top appointed official that it would be virtually impossible for an elected official to satisfactorily undertake all those responsibilities. It also compares the role of the top appointed official operating in a pre-PFM/IC environment with that applying in a post PFM/IC environment. An important feature of PFM/IC is the development of good corporate governance arrangements and the responsibility for securing the quality of corporate governance lies with the top appointed official.

AbstractSouth Korea sees artificial intelligence (AI) as central to its national vision, aiming to drive economic revitalization and bolster competitiveness. Backed by a history of state-led initiatives in technology and a robust information infrastructure, public support for AI and digitalization is widespread. The government's goal is to become an “AI powerhouse,” reflected in its national strategy likened to the “One Ring” from The Lord of the Rings, symbolizing a state-led technological utopia. Defense AI is integral to this vision, with the Ministry of National Defense focusing on modernizing the armed forces through AI integration. The government's approach emphasizes gradual development from recognition to decision intelligence, supported by establishing a National Defense AI Center and fostering a collaborative ecosystem. This strategy aims to break traditional defense procurement barriers and attract civilian talent from the information and communications technology (ICT) sector. Significant investment in AI development underscores this ambition. Efforts include integrating defense AI into surveillance, combat, and command and control systems, with plans for complex manned-unmanned combat systems and Joint All-Domain Command and Control Systems akin to US initiatives. South Korea also prioritizes education to nurture defense AI talent, collaborating with academic institutions and initiating specialized education programs. Military pilot units are designated to enhance human expertise in defense AI application, aligning with broader efforts to advance digital proficiency within the military. This study aims to analyze the Indonesian government’s social media as a follow-up to promote the tourism industry after the COVID-19 pandemic. This study used a Qualitative Data Analysis Software (QDAS) approach. The source of this research data was @Kemenparekraf, the Ministry of Tourism and Creative Economy’s official Twitter account. The research data analysis phase used the NvivoPlus12 software tools to present descriptive quantitative data. The results of data analysis showed that @Kemenparekraf social media had high activity in November with 181 tweets and at least 126 tweets in August. Each information on the Ministry of Tourism’s Twitter account was different, thus confirming that the Ministry of Tourism and Creative Economy’s account was active in providing information about tourism and the cultural wealth of Indonesia. Social media utilization was carried out through various promotions through hashtags. The results showed that the Ministry of Tourism and Creative Economy had three different hashtags with the highest percentage of hashtags #sobatparekraf with 249 tweets, #wonderfulindonesia with 149 tweets, and #bangkitbersamakemenparekraf with 80 tweets. The hashtag continues to be massively carried out to provide information related to the policies during the COVID-19 pandemic. Of the three hashtags, the highest one showed that the Ministry of Tourism and Creative Economic accounts’ content provided information about tourism and Indonesian culture, which is expected to provide more knowledge to the audience.

The report includes an analysis of the state, trends and prospects of beekeeping and its relationship with tourism in Bulgaria. Beekeeping is considered as a branch of agriculture from its inception after the Liberation to our time and dynamics of development. The report presents the resource base (traditions, condition, production and sale of honey). For the needs of the analysis, data from the NSI, the Ministry of Agriculture and Food, the associations of beekeepers, processors and traders of honey and bee products, the Ministry of Tourism and branch tourist organizations and a survey of the author were used. Beekeeping is presented in the relation as a resource for the development of apitourism (bee tourism), as a non-traditional attractive specialized species, supporting farmers through non-agricultural practices.

In the era of fossil fuel shortage and soaring oil prices under the condition of severe environmental problems we are facing now, an increasing need for sustainable development of new energy technology as a substitute of fossil fuel has become an issue of great concern throughout the world. Most of energy consumed in Korea, over 96%, is imported from foreign countries, especially Middle East. Korea is now ranked the 10th energy consumed country in the world. That is why we are interesting in hydrogen economy. As a result, hydrogen and fuel cell technology was selected as one of economic growth engines for next generation, and strongly supported by Korea government. Also, the government set Hydrogen Economy Policy in 2005. There are four R&D programs on hydrogen and fuel cell in Korea. Two of them are supported by MEST (Ministry of Education, Science and Technology) and others are funded by MKE (Ministry of Knowledge Economy). The hydrogen production technologies examined in Korea cover 3 main bases, fossil fuel, renewable energy including bio-hydrogen technology, and nuclear power. In October 2003, Korean government launched Hydrogen Energy R&D Center (HERC) as a member of the 21st Century Frontier R&D programs supported by the Ministry of Education, Science and Technology (MEST). The HERC has conducted research on the key technologies for the production, storage, and utilization of hydrogen energy for expediting realization of hydrogen economy based on renewable energy sources. The main purposes of this paper are to overview the current status of research programs conducted by Hydrogen Energy R&D Center based on the patent applications as well as research topics and to introduce specific achievements in each research program.

Abstract The regulation of Occupational Safety and Health (OSH) in Nigeria, which is currently seeing some progress in the formal sector, has been short of impressive in the informal sector of the economy. Con- sidering it is the role of every government to ensure that all sectors of the economy operate in a manner that guarantees and ensures the safety and well-being of its citizens, Article 4 of International Labour Organization (ILO) Convention No. 155- Occupational Safety and Health Convention was ratified by the Government of the Federal Republic of Nigeria (FRN) in 1994, which led to the development of a coherent National Policy on Occupational Safety and Health in 2006. This, inter alia, failed to address the informal sector; hence the Revised National Policy on OSH 2020 was introduced by the Govern- ment, through the office of the Honorable Minister of the Federal Ministry of Labour and Employment, as a framework for bridging the existing gap. In a bid to ensure the success of the Policy document, the Department of Occupational Safety and Health of the Federal Ministry of Labour and Employment was designated the Competent Authority by the Government. This paper takes a look at the stakeholders in the informal sector of the economy, focusing on the south- south part of Nigeria, and identifies some of the challenges hampering the effective implementation of Occupational Safety and Health systems needed for the promotion of safety and health at workplaces. It concludes by providing a practical tool that can be a guide for the policy users, especially in the in- formal sector of the Nigerian economy, in alignment with the second of the three determinants of the future of energy, as captured in the theme for NAICE 2021: "The Future of energy – a trilogy of de- terminants; Climate Change, Public Health, and the Global Oil Market".

The Republic of Moldova does not yet have a comprehensive gender budgeting framework in force. The Republic of Moldova legislative and policy framework for gender equality is expressed in Law no. 5 of 09.02.2006 on ensuring equal opportunities between women and men. Moldova’s Parliament and Ministry of Finances are responsible for its national budget cycle (planning and budgeting processes). Recently, the integration of the gender perspective was achieved in the Budget Circulars and the Methodological Set regarding the development, approval and amendment of the budget (Order of the Ministry of Finance no.209 from 2015), which was implemented for the 2022 budget. It is well known that gender budgeting can be applied to any type of budget system at all levels of government, be it central government level or regional and local government levels. Examining the factors that underline introducing gender budgeting at central government level is important because budgetary decisions on both revenue and expenditure are made at this level. Effective implementation of gender budgeting requires enabling factors: political commitment, technical capacity, disaggregated data etc. The purpose of this article is to examine the common elements needed to implement effective gender budgeting, as well as to answer how gender budgeting works in the Republic of Moldova.

The examination of government strategic documents and regulations reflects the challenge defining and managing higher education policy. Polish ministry responsible for higher education still cannot define the strategic goals and thus the ministry questions the possibility of implementing a coherent policy.

The RISE (Research on Improving Systems of Education) Programme political economy team focused on “adoption” (PET-A) examines the political conditions required to put learning at the center of an education system. This work stream has produced 12 historical case studies and three synthesis papers which draw on this rich material. This paper is part of the latter effort and offers a comparative analysis across five of the countries with RISE Country Research Teams (Ethiopia, Indonesia, Pakistan, Tanzania, and Vietnam), as well as additional case studies focusing on Chile and Peru. Building on the RISE systems framework (Pritchett, 2015), our political economy analysis incorporates issues of competing interests, power, and political strategy. We focus on the promoters and blockers of learning-oriented education reform and their respective powers and strategies to parse out the political contestations that are endemic to the reform processes that impact system coherence around learning. In this paper, we present a binding constraints framework to explore what a politics for learning might look like and examine areas of intervention that present critical bottlenecks impeding a country’s ability to deliver learning outcomes which, if addressed, pose the potential for large impact relative to other constraints. We draw upon the PET-A country case studies to include analysis of different factions and reform champions within government, including but not limited to the executive office (president/prime minister), Ministry of Finance, Ministry of Education, competing ministries, decentralized government levels, and local leaders. In doing, we elucidate how politics permeate nearly all accountability relationships in education systems and the likelihood that any given program will positively impact learning.

Rwanda’s economy is inextricably linked to its water supply, with agriculture employing nearly 70% of its population and making up half of the country’s export revenue. It aspire to become an upper-middle-income country by 2035, and a high-income country by 2050. But rising temperatures and more prolonged dry spells threaten crop production and strain water supply. Rwanda’s Vision 2050 policy details the country’s long-term goals and provides the planning blueprint to guide Rwanda’s development. But such growth, coupled with climate change, will profoundly affect its water supply and demands. Gaining a clearer understanding of the changing water supply and demand, as well as the nexus between water, energy, and food production, is critical to Rwanda’s success. The Water Resources Group (2030 WRG) is a public-private-civil society partnership hosted by the World Bank to help governments balance water security with longterm development and economic growth. The recently established Rwanda Water Resources Board (RWB), the Ministry of Agriculture and Animal Resources, and Ministry of Environment tasked the 2030 WRG in 2020 with performing a Hydro-Economic and Climate Change Analysis (HECCA), with the following directives: 1. Conduct a strategic assessment of the water sector that demonstrates how water and the economy are inter-linked; 2. Recommend concrete actions toward sustainable water resources management; and 3. Support a dialogue to identify and align joint initiatives among sectors, both public and private, towards sustainable water resources management, and enable long-term economic growth through 2050.

This technical note benchmarks Brazils Ministry of the Economy (ME) value chains and macroprocesses against relevant management models and practices used by ministries of finance, economy, or equivalent in selected Latin American and Organization for Economic Co-operation and Development (OECD) countries. This analysis, undertaken in the context of the creation of the ME by merging five former ministries, was intended to help identify gaps in current practices and propose recommendations for enhancing specific macroprocesses in Brazil. A team, including former ministers of finance and experts from these selected countries, participated in the technical analysis and discussions together with specialists from the Inter-American Development Bank. The findings show: (i) positive initial results after the merge in terms of policy coordination, coherence, and efficiency; (ii) recent policy reforms in line with OECD practices, some of which have just started to be implemented; and (iii) opportunities to continue enhancing management practices in selected macroprocesses.

This paper presents an estimation of the structural fiscal balance for Trinidad and Tobago, and discusses the current situation of the country in meeting the preconditions for the establishment of a structural fiscal balance target. The authors makes some recommendations, which include a budgeting process that is centralized in the ministry of finance and in which the political discussions is focused on the composition of spending and associated priorities, rather than on the level of spending. The level of total spending should be defined using a macroeconomic framework that provides a foundation for the projected structural fiscal revenue and the targeted structural fiscal balance. Other recommendations to improve the methods of fiscal policy involve deepening the transparency of fiscal data, including revenues, expenditure, debt, and contingent liabilities.

The objectives of improving competitiveness and reducing unemployment, in particular among the young and women, are a part of the economic and the political agenda of most Caribbean countries. Labor market institutions play a crucial role. This study analyzes six types of institutions: (i) labor legislation, related to collective bargaining and termination of contracts; (ii) minimum wages (iii) vocational training; (iv) industrial relations; (v) social dialogue, and (vi) the role of the Ministry of Labor, and proposes policies that could contribute to employment and competitiveness. The report adopts a political economy approach and puts forward a characterization of reforms in terms of their potential impact and viability. It concludes that the Caribbean countries have many assets and also some liabilities.

The standardization of PPP contracts in Korea has played a key role in establishing PPP institutional frameworks in the civil law system in which there must be legal and institutional safeguards for the long-term PPP contracts. The reliability of standardized contracts is secured due to the fact that the standardized PPP contract has been prepared by the statutory PPP agency under the approval of the Ministry of Economy and Finance, an influential ministry within the government. The standardization of PPP contracts has been of great utility for both the competent authorities and private partners. The standardized contract has streamlined negotiations. The private partner was able to trust in the major risk allocation declared through the standardized contract in handling land acquisition, construction completion, operation and demand, and termination. We found out through our survey that there are similarities between Korea and LAC countries in that most LAC countries have adopted the civil law system and the countries have developed similar payment types for PPP and risk allocation principles. The experience and lessons on standardized PPP contract in Korea can be of great utility to LAC countries.
