Résumé :
Abstract: The Ibadites were the Kharijite followers of ‘Abd Alla>h ibn Iba>d} al-Tami>mi>. This sect was recognized as the most moderate of the Kharijites. Because of their moderation, they established their political power under the leadership of ‘Abd al-Rah}ma>n ibn Rustam, the Persian. The Rustamids (160-296 AH / 776-909 AD) were monarchic dynasty. The succession was limited to the descendants of ‘Abd al-Rah}ma>n ibn Rustam. This policy related to government succession was incompatible with the Ibadite doctrine, i.e. everyone who had certain criteria could be selected to be a leader of Muslims, without privilege of particular lineage or ethnicity. According to behavioral approach, this political history shows that many political factors caused such Rustamid succession. The first, the comparison between the population of the Persians and the Berbers. The Berber population was larger than the Persian population and therefore the Berbers could remove the Persian ruler easily if he had broken the Islamic law. The second, the influence of Islamic governments around the Rustamids that performed the monarchic system. The third, the people of the Nafu>sah who had great influence on the Rustamid policy.

Bradford pear, Pyrus calleryana Decne., is well known as an ornamental plant for its flowers, leaf color in fall, and disease resistance, making it desirable as a street tree. In August and October of 2008, the aecial stage of Gymnosporangium sabinae (Dicks.) G. Winter was collected from leaves of P. calleryana in Farmington, MI (Oakland County). The one tree had foliage that was severely affected by the rust fungus. Using published descriptions of G. sabinae as the synonym of G. fuscum, type of the genus Gymnosporangium (1–4), the Michigan specimen was identified and confirmed by comparison with previously reported European and U.S. specimens (BPI 118736 and BPI 856578). The diagnostic characteristics of G. sabinae include: spermagonia epiphyllous; aecia hypophyllous, roestelioid, 3 to 6 mm high; peridium balanoid (acorn shaped), becoming elongated at maturity, pale yellow, sides opening with lateral slits but remaining attached at light brown, pointed apex; peridial cells elongated, 51 to 68 μm long, outer walls smooth, inner walls and side walls sparsely echinulate; aeciospores globose to broadly ellipsoid, somewhat angular, surface slightly coronate, 22 to 32 × 22 to 36 μm, walls orange, 3.5 to 5.5 μm thick. This species is distinguished from other species of Gymnosporangium on Pyrus by the balanoid (acorn-shaped) peridium and the late season maturation of the aecial stage (4). Telia and teliospores of G. sabinae are produced on the alternate host, various species of Juniperus sect. Sabinae, but were not observed in Michigan. The specimen from Michigan is deposited in the U.S. National Fungus Collections (BPI 878928). G. sabinae is widely distributed in Europe, extending to Asia and North Africa, but is rarely reported in North America. It was accidentally introduced into California in the aecial stage on P. communis L. and the telial stage on Juniperus chinensis L. (2), as well as introduced into Canada (British Columbia) (3,4). The only previous report of G. sabinae on P. calleryana is in Germany (1). G. sabinae is known to attack commercial pear and ornamental juniper plants in Europe, thus it seems important to prevent the further spread of this fungus in North America. References: (1) U. Braun.
Palavras-chave: Física do solo. Palhada. Sistema de plantas de cobertura. Biomass production and soil coverage by the crotalary and millette consortium and its influence on physical properties AbstractThe aim of this work was to evaluate the soil cover provided by crotalaria and millet intercropped in different proportions, as well as their effects on the physical quality of the soil. The installation of the experiment followed the randomized block design. The treatments consisted of crotalary (Crotalaria spectabilis) (CR) and millet (Pennisetum glaucum L.) (MI) intercropped in different sowing proportions, totaling 6 treatments: 100% CR (single crotalary); 80% CR + 20% MI; 60% CR + 40% MI; 40% CR + 60% MI; 20% CR + 80% MI; 100% MI (single millet), with 4 repetitions. The variables evaluated were dry biomass at 118 days after sowing, the percentage of soil cover and soil moisture at 30, 60, 90 and 120 days after plant management, the resistance to penetration up to 40 cm and soil density in the 0-10 layer. At 118 days after sowing the crotalary, the millet and their intercropping produced enough dry biomass to promote an average 77% soil cover until 120 days after plant management, however, they were unable to promote differences in the physical attributes of the soil. Résumé :
This paper reports the process outcomes of a randomized trial of a one-session Motivational Interviewing (MI) intervention conducted with youth (12–20 years) in a hospital emergency department (ED) while undergoing medical care for an injury. The interventions targeted six behaviors placing youths at high risk for injury. Those youth whose counselors perceived their readiness to increase between the start and end of the MI session were 4.5 times more likely to have improved their use of seat belts 6 months later compared with youth who were not perceived to have increased in readiness during the session.

Résumé :
The work of public safety personnel (PSP) is inherently moral; however, the ability of PSP to do what is good and right can be impeded and frustrated, leading to moral suffering. Left unresolved, moral suffering may develop into moral injury (MI) and potential psychological harm. The current study was designed to examine if MI is relevant to frontline public safety communicators, firefighters, and paramedics. Semi-structured interviews (n = 3) and focus groups (n = 3) were conducted with 19 participants (public safety communicators (n = 2); paramedics (n = 7); and firefighters (n = 10)). Interviews and focus groups were audio-recorded, transcribed, coded, and constantly compared in accordance with the grounded theory method. A conceptual theory of “frustrating moral expectations” emerged, with participants identifying three interrelated properties as being potentially morally injurious: chronic societal problems, impaired systems, and organizational quagmires. Participants navigated their moral frustrations through both integrative and disintegrative pathways, resulting in either needing to escape their moral suffering or transforming ontologically. The current study results support MI as a relevant concept for frontline PSP. Given the seriousness of PSP leaving their profession or committing suicide to escape moral suffering, the importance of the impact of MI on PSP and public safety organizations cannot be ignored or underestimated. Understanding the similarities and differences of morally injurious exposures of frontline PSP may be critical for determining mental health and resilience strategies that effectively protect PSP.

This thesis analyses whether participatory governance is an effective means for increas-ing local government accountability and for making local government spending more responsive to the needs of the poor in rural Guatemala. The first paper evaluates the scientific evidence on the impact of and the conditions for effective participatory gov-ernance. The second paper presents a new technique for calibrating qualitative interview data for fuzzy-set Qualitative Comparative Analysis (fsQCA). In a qualitative compara-tive analysis of ten rural Guatemalan municipalities the third paper examines how effec-tive participatory governance, competitive elections, and access to local media influence the allocation of local government spending. The fourth paper analyses the conditions for effective participatory governance with the same empirical method. The fifth paper presents a comparative case study of two municipalities and discusses policy options for implementing participatory governance in Guatemala. Overall, the papers’ findings show that effective participatory governance is sufficient for local government responsiveness in the study area when it is combined with competitive elections, because it increases voter information about local government performance. Yet, the findings also suggest that it will be difficult to implement participatory governance effectively in Guatemala due to the low degree of civil society organization, the low level of education of the population and the high level of poverty. The conclusion drawn from these findings is that effective participatory governance arrangements can make local governments more accountable and responsive, but that it will require much time and resources to implement them. Policy makers and donors should therefore also consider strengthening other information mechanisms, as well as existing accountability mechanisms, such as elected Municipal Councils.

Résumé :
Training in motivational interviewing (MI) has increasingly become more innovative. In this chapter, the authors review the necessary components and key requirements to learning MI. The chapter discusses the fundamental importance of feedback and coaching in the learning and practice processes. Complementary to the feedback, modeling from mentors is incredibly helpful in learning MI. The chapter emphasizes the approach of practicing MI mindfully, which requires focus and attunement toward rough areas and improvement. MI advances a skill set that draws on a certain conversational mindset and “heartset.” The authors review the stages in learning MI, which include adopting the spirit of motivational interviewing; using open-ended questions, affirmations, reflections and summarizations (OARS); encouraging “change talk”; allowing and accepting “sustain talk”; developing a change plan; consolidating commitment; and integrating MI with other modalities.

Résumé :
This work was motivated by the limitations of the existing Assistive and Augmentative Communication tools to help children with Cerebral Palsy who have Motor Impairments (CP-MI). A novel model was designed, developed, and evaluated in order to help CP-MI children. The proposed model monitors and detects in real time the critical expressions on the CP-MI children’s faces. Subsequently, the critical expression is sent to the caretaker either by an audio alarm or as an SMS message through the mobile phone. Multiple pilot tests on the developed prototype were performed with normal human prior to the evaluation with the CP-MI children. Later, 21 CP-MI children from a special education school were being invited to participate in the evaluation. The evaluation results and findings showed that the idea of adopting the facial expression as an alternate communication medium is workable for the CP-MI children.

Effective self-management, such as medical, emotional, and role management, is essential to optimizing health outcomes for people with chronic conditions. Although the need for self-management support in rehabilitation may be evident, it is not always clear what steps clinicians can take to enhance patient engagement in self-management. MI provides a set of skills and principles that guide clinicians to work in a collaborative relationship with their patients and promote self-management. MI spirit lays the foundation for self-management, helping clinicians share power and identify patient strengths. MI skills can facilitate self-management readiness by evoking the patient’s treatment priorities, values, and meaningful activities they aspire to return to. The four MI tasks guide clinicians in helping patients attain self-management skills. Case studies provide examples of how MI and self-management work together in rehabilitation.

Résumé :
Abstract This chapter presents the philosophical underpinnings of motivational interviewing (MI) and the values and spirit that arise from these philosophies. The spirit of MI is marked by acceptance: unconditional positive regard, withholding judgment, and supporting autonomy; compassion: being mindful of the burdens patients carry; empowerment: seeking understanding and recognition of persons’ perspectives motivations, and strengths; and partnership: not “to” but “with,” combining the expertise of the professional with the person’s expertise of themselves. Communication styles may be classified into directing, following, or guiding based on the relative balance of asking, listening, and informing. The guiding style helps avoid traps and pitfalls that undermine the therapeutic alliance and prevent progress. MI can be conceptualized as “refined guiding” in that it involves a purposeful conversation, to elicit the patient’s own arguments for change and engagement. MI is not a set of techniques but a way of being with patients, families, and team members.

This paper illustrates the cloud-based telemonitoring framework that implements healthcare automation system for myocardial infarction (MI) disease classification. For this purpose, the pathological feature of ECG signal such as elevated ST segment, inverted T wave, and pathological Q wave are extracted, and MI disease is detected by the rule-based rough set classifier. The information system involves pathological feature as an attribute and decision class. The degree of attributes dependency finds a smaller set of attributes and predicted the comprehensive decision rules. For MI decision, the ECG signal is shared with the respective cardiologist who analyses and prescribes the required medication to the first-aid professional through the cloud. The first-aid professional is notified accordingly to attend the patient immediately. To avoid the identity crisis, ECG signal is being watermarked and uploaded to the cloud in a compressed form. The proposed system reduces both data storage space and transmission bandwidth which facilitates accessibility to quality care in much reduced cost.

Empirical research that draws a framework on how the theory of MI could be incorporated in (learning) games is non-existent. Furthermore, the theory of MI fits well into the concept of individualization, as it distinguishes between individuals in terms of their abilities. In light of this, the chapter reports on the first evidence-based set of mappings between this theory and fundamental constructs of games known as mechanics. These mappings can be utilized by designers in the individualization paradigm of player-centered game design as guidelines on what mechanics to include in their design when targeting an audience with specific MI profiles. Such individualization can potentially positively affect the game experience of players while establishing the proper frame for affecting learning. As such, these mappings, available in form of a recommendation tool, act as guidelines on how to design (learning) games while considering the intelligences of the target audience.

Résumé :
Clearing of the airways in patients undergoing invasive mechanical ventilation (IMV) or non-invasive mechanical ventilation (NIMV) is a fundamental intervention that should be performed regularly, not only to avoid accumulation of secretions, but also to prevent the accumulation of secretions. One of the most relevant interventions in this type of patients is the use of the mechanical insufflator-exsufflator (MI-E), commonly known as cough assist. On the other hand, respiratory functional reeducation (RFR) involves a set of non-invasive procedures that allow the secretion to be released. The efficacy of the RFR associated with the use of MI-E presents gains resulting from this conjugation, namely when the person does not cooperate, when he/she shows a decrease in muscle strength or fails to present an effective cough. The integrative review of the literature has made evident the gains that exist for the person in intensive care, using MI-E associated with airway clearance, ventilation performance, airway permeability, decreased complications, and rate mortality.

Abstract The first section builds fundamental pitch and solfège skills with music organized by tone set (do-mi-sol, do-re-mi-sol, etc.), starting with three notes and gradually expanding by one new note at a time. Each unit includes folk songs, duets, stick notation and improvisation exercises. The content is inspired by Kodály Methodology, using simple songs as the foundation for pitch training. These songs are also paired by time signature so that they can be sung and played as duets. Each selection includes sequential instructions to transfer singing to playing the horn, including inner hearing, transposition, and polyphonic tasks. Variations are given so that exercises may be done independently or in parts with a second horn player.

Résumé :
Modulational instability (MI) refers to the growth of an initial weak perturbation at the expense of a plane wave in a dispersive or diffractive nonlinear medium [1]. In the context of optical fibers, temporal MI in the anomalous group-velocity dispersion (GVD) regime has been extensively studied in recent years for its potential application in high-repetition rate ultrashort pulse train generation [2] and ultrafast optical switching [3]. The domain of MI may be extended to the normal GVD regime by means of a feedback loop [4] or exploiting cross-phase modulation (XPM) [5,6]. In the latter case, the simultaneous presence of two copropagating beams can also lead to a more complex behaviour in comparison with the scalar case [7]. The aim of this paper is to give a quantitative understanding of the nonlinear dynamics (i.e. past the early stage of exponential sidebands growth) of MI induced by XPM between linearly polarized beams copropagating along the principal axes of a high-birefringence fiber, both weakly perturbed. At first, for the sake of clarity, we will recall the well known linear stability analysis of the system and then introduce a finite dimensional truncation leading to an intricate system of Ordinary Differential Equations (ODE’s). Finally, introducing some approximations supported by numerical results and physical considerations, we will obtain an exactly solvable set of ODE's, which is analogous to the one derived in [7] for a different initial condition.

<div class="section abstract"><div class="htmlview paragraph">Battery electric transit buses sold in Canada generally include a fuel-fired diesel auxiliary heater for cabin heating in cold weather. This report details a test project, performed in collaboration with OC Transpo, to capture and quantify the emissions from such a fuel-fired heater (FFH) installed on a New Flyer XE40 battery electric transit bus from OC Transpo’s fleet in Ottawa, Canada. The FFH was tested while the bus was both stationary and being driven on-road in cold conditions. The results include the emissions rates of carbon dioxide, carbon monoxide, nitrogen oxides, hydrocarbons and methane, and soot. Additionally, total particulate matter results were obtained during stationary testing. The results of stationary testing were compared to the California Air Resources Board and European Union standards for FFH emissions, even though these standards do not apply directly to buses operated outside of these jurisdictions. During stationary testing, average emissions of carbon monoxide and non-methane organic gases (hydrocarbons) were 0.069 g/mi and 0.035 g/mi, respectively, which are both within their respective regulated limits for FFH emissions in California. However, the California nitrogen oxide limit was exceeded during stationary testing with an average value of 0.337 g/mi. In addition, momentary exceedances of the concentration limits for carbon monoxide and hydrocarbons set in European Union Regulation 122 were detected during stationary testing, but these were very short-lived.</div></div>

Résumé :
Abstract Fatigue behavior of woven melt infiltrated (MI) SiC/SiC ceramic matrix composites (CMCs) was investigated under a tension-tension fatigue condition in a combustion environment. A special experimental facility is designed to subject the CMCs under simultaneous mechanical and combustion conditions which is more representative of some conditions experienced by the hot section components of a jet engine. The MI SiC/SiC ceramic matrix composites considered in this study consists of a SiC matrix densified with liquid Si infiltration, BN interphase and reinforced with two different fibers namely Hi-Nicalon type S and Tyranno SA fibers. A high velocity oxygen fuel (HVOF) gun is used to create the representative combustion condition and a horizontal hydraulic MTS machine to apply the mechanical loading. Several fatigue tests were conducted at different stress levels with a stress ratio of 0.1, frequency of 1 Hz and the specimen surface temperature at 1200 °C. Similar tests were conducted in an isothermal furnace condition at 1200°C for comparison. Electrical resistance (ER) was used to monitor the tests. A reduction in the fatigue life was observed for the two MI systems under combustion conditions in comparison to the isothermal furnace condition at the same applied stress level. This is attributed to the presence of harsh combustion environment present in the burner rig. Electrical resistance showed some promising results in monitoring the temperature and detecting damage in the specimen. Runout condition was set as 24 H (86400 cycles) in burner rig and 100 H (360000 cycles) in furnace environment. Specimens that achieved the runout condition were subsequently tested under monotonic tension testing at room temperature after cooldown to evaluate the residual properties. Residual strength results showed a significant strength reduction in both the furnace and burner rig environments. Post-test microscopy was conducted on the fracture surfaces and longitudinal polished sections of the failed specimens to understand the oxidation behavior and damage mechanisms.

Résumé :
The selective visual attention mechanism in the human visual system (HVS) restricts the amount of information to reach visual awareness for perceiving natural scenes, allowing near real-time information processing with limited computational capacity. This kind of selectivity acts as an ‘Information Bottleneck (IB)’, which seeks a trade-off between information compression and predictive accuracy. However, such information constraints are rarely explored in the attention mechanism for deep neural networks (DNNs). In this paper, we propose an IB-inspired spatial attention module for DNN structures built for visual recognition. The module takes as input an intermediate representation of the input image, and outputs a variational 2D attention map that minimizes the mutual information (MI) between the attention-modulated representation and the input, while maximizing the MI between the attention-modulated representation and the task label. To further restrict the information bypassed by the attention map, we quantize the continuous attention scores to a set of learnable anchor values during training. Extensive experiments show that the proposed IB-inspired spatial attention mechanism can yield attention maps that neatly highlight the regions of interest while suppressing backgrounds, and bootstrap standard DNN structures for visual recognition tasks (e.g., image classification, fine-grained recognition, cross-domain classification). The attention maps are interpretable for the decision making of the DNNs as verified in the experiments. Our code is available at this https URL.

Résumé :
Even though Finite Element Analysis (FEA) is considered to be an accurate static and dynamic simulation method, it is used only to verify the Mechanical Integrity (MI) of Steam Turbine (ST) blades, due to the time required to set up and perform a typical FEA. Furthermore, the complexity of the blade model results in convergence issues that further increase the analysis time, which can last several days. Instead, faster, lower order empirical tools with increased conservatism are preferred for the design phase. Based on parametric steam turbine blades definition, the Mechanical Integrity and Design Analysis Suite (MIDAS) provides a platform for rapid, fully-automated 3D model generation and FEA. The analysis applies simplified contact interactions on a fully structured mesh, aiming primarily for model convergence in a short time, whilst maintaining the required accuracy. In order to verify that, an extended comparison of MIDAS static and vibrational analysis results with the state-of-the-art FEA and experimental measurements is performed. Therefore, with MIDAS an accurate full FEA is completed within few minutes for each blade, speeding up the MI validation process and enabling its use at the design of every ST blade. Furthermore, the use of FEA contributes to an extended blade application envelope and optimised blade geometry. As a result, MIDAS presents several benefits to new and existing ST customers including increased operational flexibility, extended blade life, faster delivery of the ST cylinders at a lower acquisition cost and extended outage intervals.

The article discusses some statistical methods for identifying the syntagmatic properties of words. It explains the statistical notion 0f collocation and demonstrates the importance 0f this notion for theoretica1 and applied linguistics. Different measures of association (numbers that indicate the strength of the syntagmatic connection between the members of а collocation) such as MI-score, Т-score and logDice are described. It is emphasized that the term «measure of association» is not equivalent of the term ”frequency 0f co-occurrence”. Various corpus managers that take it possible to identify collocations with а given core word automatically are mentioned. It is pointed out that each of these managers has its advantages and disadvantages. By means of the CoCoCo corpus manager, the syntagmatic properties of Russian indefmite pronouns chto-to 'something' and koe-chto 'something' are analyzed. In conclusion, it is stated that the set of these pronouns' collocates their referential properties.

Résumé :
Abstract A Performance Enhancement Kit (PEK) is introduced to infuse the latest technology to MS5001PA fleet there-by existing customers benefit from increased output, extended inspection intervals, improved reliability, and operability. The kit includes advanced-technology combustion system with improved design of hot gas path (HGP) components. The components in the KIT are designed for either enhanced output of 6% or for an increased interval between repairs or increased ‘Mean Time Between Maintenance’ (MTBM) from 24khrs to 35khrs. Initially PEK was introduced as part of MS5001PA in 2016 for standard combustor. Present study shows its application to Dry Low NOx (DLN) combustion system without affecting Maintenance Interval (MI). PEK DLN configuration alters the combustion and in-turn the Stage 1 Nozzle inlet profile. High fidelity CFD computations were performed to evaluate impact of these altered profile on HGP components, especially the thermal distribution and its impact on durability. Adiabatic wall temperatures obtained from CFD were used in developing heat transfer and flow temperature in the flow path locations. These were used to perform thermo-structural assessment for HGP components using ‘Finite Element Analysis’ (FEA) tools. With this evaluation, durability of HGP components in terms of LCF, creep was thoroughly assessed to ensure part life is meeting MI. Detailed high-fidelity FEA shows that, creep, oxidation, and ‘Low Cycle Fatigue’ (LCF) meet the design requirements for both life extension as well as the power increase conditions with DLN combustor profile. To gain confidence, MS5001PA durability results were benchmarked with field experience of ‘Standard’ (STD) and DLN configuration which shows coherent results with Creep and LCF. This gives confidence in thermal profile which was developed for PEK STD and DLN configurations. Based on detailed thermo-structural assessment, the maintenance factor was set to 1. This paper presents the latest methodology used in CFD for aero flow prediction and high-fidelity Finite Element (FE) assessment used for durability prediction of HGP components.
