The doctor density is far worse in the country’s poorer states. India requires over 7.47 lakh more allopathic doctors to meet World Health Organization (WHO) prescribed norms for the doctor-population ratio.

Background. One of the major challenges in modern healthcare that is timely delivery of high-quality medical care to the population must be addressed. First of all, it requires effective staff management. The quantitative and structural imbalance of medical professionals is another common issue in modern healthcare. The current changes in staff management are primarily related to reshaping of responsibilities of medical personnel. In this context, we will discuss reshaping as the transfer of some responsibilities of medical personnel to non-medical one, which is expected to reduce the excessive physician workload. The purpose of this article is to study and analyze the existing positive practices and solutions in personnel management aimed at delegating tasks not related to health care delivery to non-medical personnel in medical organizations. Materials and methods. The authors conducted an expert interview with heads of medical organizations, doctors, heads of divisions and chiefs of departments of medical organizations in Moscow and Russian regions. Along with interviews, authors used SWOT analysis. Results. The conducted survey revealed potential transformation trends. According to expert opinion, the main transformations aimed at reshaping responsibilities of non-medical personnel are related to a set of functions such as work in call centers, implementation of telemedicine technologies, use of high-tech equipment and technologies for timely health care delivery. This study methods and findings can contribute to recommendations on job responsibilities of non-medical workers including the reduction of physicians workload. The results will be of interest to scientists, researchers, HR managers and health authorities engaged in the process of optimization and improvement of medical care provision.

The rigid structure of medical hierarchies within UK hospitals can become the source of dissatisfaction and conflict for medical personnel, the repercussions of which can be disastrous for patients and staff. The research reported herein presents the results of an investigation into the use of Virtual Reality (VR) simulation and conventional story-boarded techniques to empower medical personnel to challenge decisions they feel are inappropriate. Prototype applications were crafted from a selection of transcribed ‘challenge events’ acquired from an opportunistic sample of clinical staff. Data obtained from an initial investigation were used to establish attitudes toward challenging and evaluate the findings of the literature to generate research questions and objectives. Medical personnel who engaged with both media as part of an experimental phase assessed their viability as potential training resources to help foster the ability to challenge. Analysis of this experiment suggested that both techniques are viable tools in the delivery of decision-making training and could potentially deliver impact into other applications within healthcare. To increase the realism of the training material, the technologies should be presented in a format appropriate for those with limited ‘gaming’ experience and allow a credible level of interaction with the environment and characters.

Health care professionals play a pivotal role in contributing towards the sustainability of a healthy economy and the standard of quality health care. It is therefore important that organisations understand what influences the job satisfaction levels of health care professionals as it could have an impact on their motivational levels and ultimately the quality of health care that is provided. The aim of this study was to assess the levels of job satisfaction amongst health care professionals in a public hospital in the Eastern Cape. Research for this study included a literature review to define what job satisfaction is and to establish a theoretical foundation to identify the factors that influence job satisfaction. Various motivational theories were explored after which Herzberg’s two-factor theory was identified to serve as a theoretical basis for investigating the job content and organisational factors that influence job satisfaction. Selected demographic factors that could possibly influence levels of job satisfaction were also identified. An empirical study, consisting of a survey with a questionnaire as measuring instrument, was conducted amongst 146 health care professionals at a public hospital in the Eastern Cape. The purpose of the questionnaire was to determine the extent to which job content factors and organisational factors that were associated with job satisfaction were present in the jobs of health care professionals in state hospitals. In addition, the purpose was also to determine whether selected demographic variables had an influence on the responses provided to the factors that were associated with job satisfaction and the job satisfaction levels of the target group. The major findings of the study indicated that all job content and organisational factors had an influence on the job satisfaction levels of health care professionals in a public hospital. Three factors namely Achievement, Responsibility and Work itself were identified to have a significant positive influence on the job satisfaction levels. Relationships between the demographic variables and the job content and organisational factors were identified. Work itself, Responsibility and Achievement were the top three factors whilst leadership/supervision, Human Resource systems and policies and Remuneration and benefits were the bottom three factors in terms of presence in the organisation and influence on the job satisfaction levels of health care professionals. Safety aspects, work environment standards, availability of resources, remuneration and benefits were amongst the major concerns highlighted. The job content factors were identified to be overall more present than the organisational factors. Recommendations were suggested to address the areas of concern that were highlighted in this study in order to ensure high levels of job satisfaction amongst the health care professionals.

Scope: Burnout syndrome evaluation in Medical Oncology and Radiotherapy personnel. Method and material: This study has involved 50 persons employee in Medical Oncology and Radiotherapy Department, from all categories: 11 superiors personal (medical doctors, physicists, psychologist), 31 nurses, and 8 auxiliary personnel (stretcher-bearer). The following questionnaires were used: professional exhaustion level questionnaire (with 25 items), questionnaire for attitude and adaptation in stressed and difficulties situations, BRIEF COPE and SES scale. Results: After professional exhaustion level questionnaire for superior personnel, emotional exhaustion prevalence, followed by reduced personal achievement and an accentuated increasing of affecting grade after first year of activity, with a pick around 10 years of activity were revealed. For nurses, share of depersonalization is relative homogenous, in moderate - low limits. The results revealed that 56% of personnel from this study have risk for burnout syndrome developing, without any prevention methods and 12% has already burnout syndrome. Conclusions: In general, this syndrome is under-evaluated and under-diagnosed, and its incidence can be diminishing by using the techniques of stress resistance, psychological counseling, cresting a friendly and tolerant professional climate.

The role of health care personnel in any medical institution is particularly important. Staff as a resource is the most important and valuable capital that ensures the continuous and systemic functioning of the institution, its development in perspective. The competence and attitude of the employees determine the satisfaction of clients and patients and the outcome of treatment. Therefore, this is necessary for every medical institution to raise professional qualification and training of staff by raising their professional competence. High professionalism increases confidence of clients in medical personal and it manifests the best practice in a particular hospital. The professional development and a lifelong learning of healthcare professionals play a key role according to the requirements of the professional competence of medical personnel. Different EU countries apply different approaches and experience in determining the levels of professionalism in choosing criteria of assessment of quality of medical personnel. The aim of the study: is to explore and to analyse the existing procedures for assessing the professional competence of health care personnel. The methodology of the study: For the purpose of this study the authors have carried out a questionnaire with nurses aiming at evaluation of their professional competence. The results of the study: The authors of the study have analysed the requirement for the assessment of professional competence of health care staff in a hospital as well as data gained in the questionnaire and designed the competence model. The significance of the studyis to highlight the importance of raising competence of medical personnel.

Résumé :
The article deals with the stages of personnel planning, as well as forecasting methods. The characteristic features of forecasting methods and their types are analyzed. Considerable attention is paid to the stages of personnel planning. Based on the analysis, the author comes to the conclusion that personnel planning and forecasting is an integral part for any successful organization. It is worth noting that mathematical methods of planning will become more relevant than methods based on judgments.
