Résumé :
Personality is often defined as the behaviour of individual animals that is consistent across contexts and over time. Personality traits may become unstable during stages of ontogeny from infancy to adulthood, especially during major periods of development such as around the time of sexual maturation. The personality of domesticated farm animals has links with productivity, health and welfare, but to our knowledge, no studies have investigated the development and stability of personality traits across developmental life stages in a mammalian farm animal species. Here, we describe the consistency of personality traits across ontogeny in dairy cattle from neonate to first lactation as an adult. The personality traits ‘bold’ and ‘exploratory’, as measured by behavioural responses to novelty, were highly consistent during the earlier (before and after weaning from milk) and later (after puberty to first lactation) rearing periods, but were not consistent across these rearing periods when puberty occurred. These findings indicate that personality changes in cattle around sexual maturation are probably owing to major physiological changes that are accelerated under typical management conditions at this time. This work contributes to the understanding of the ontogeny of behaviour in farm animals, especially how and why individuals differ in their behaviour.

Résumé :
The fetus is highly responsive to the level of glucocorticoids in the gestational environment. Perturbing glucocorticoids during fetal development could yield long-term consequences. Extending prior research about effects of prenatally exposed synthetic glucocorticoids (sGC) on brain structural development during childhood, we investigated functional brain correlates of cognitive conflict monitoring in term-born adolescents, who were prenatally exposed to sGC. Relative to the comparison group, behavioral response consistency (indexed by lower reaction time variability) and a brain correlate of conflict monitoring (the N2 event-related potential) were reduced in the sGC exposed group. Relatedly, source localization analyses showed that activations in the fronto-parietal network, most notably in the cingulate cortex and precuneus, were also attenuated in these adolescents. These regions are known to subserve conflict detection and response inhibition as well as top-down regulation of stress responses. Moreover, source activation in the anterior cingulate cortex correlated negatively with reaction time variability, whereas activation in the precuneus correlated positively with salivary cortisol reactivity to social stress in the sGC exposed group. Taken together, findings of this study indicate that prenatal exposure to sGC yields lasting impacts on the development of fronto-parietal brain functions during adolescence, affecting multiple facets of adaptive cognitive and behavioral control.

Résumé :
Reliably delivering high quality academic outcomes at scale is a significant challenge facing the education sector. The more rigorous bar set by the Common Core has deepened this challenge for school systems. During the Ed. L.D. residency, my strategic project focused on developing an English-Language Arts improvement strategy to drive immediate student growth during the current school year and simultaneously lay the foundation for consistent long-term success. My capstone explores the role and limitations of creating shared instructional infrastructure across schools as a mechanism for improvement, the importance of capacity building investments, and the implications for organizational design to ensure the quality of both. My residency provided me with ample opportunities to learn about the balance between centralization and autonomy, the importance of relational trust in garnering authentic feedback, the power of culture, and the need to align leadership approaches to context.

Tsvetkova, Galina Valeryevna. « An autonomous long-term fast reactor system and the principal design limitations of the concept ». Diss., Texas A&M University, 2003. http://hdl.handle.net/1969.1/36.

Texte intégral
Résumé :
The objectives of this dissertation were to find a principal domain of promising and technologically feasible reactor physics characteristics for a multi-purpose, modular-sized, lead-cooled, fast neutron spectrum reactor fueled with an advanced uranium-transuranic-nitride fuel and to determine the principal limitations for the design of an autonomous long-term multi-purpose fast reactor (ALM-FR) within the principal reactor physics characteristic domain. The objectives were accomplished by producing a conceptual design for an ALM-FR and by analysis of the potential ALM-FR performance characteristics. The ALM-FR design developed in this dissertation is based on the concept of a secure transportable autonomous reactor for hydrogen production (STAR-H2) and represents further refinement of the STAR-H2 concept towards an economical, proliferation-resistant, sustainable, multi-purpose nuclear energy system. The development of the ALM-FR design has been performed considering this reactor within the frame of the concept of a self-consistent nuclear energy system (SCNES) that satisfies virtually all of the requirements for future nuclear energy systems: efficient energy production, safety, self-feeding, non-proliferation, and radionuclide burning. The analysis takes into consideration a wide range of reactor design aspects including selection of technologically feasible fuels and structural materials, core configuration optimization, dynamics and safety of long-term operation on one fuel loading, and nuclear material non-proliferation. Plutonium and higher actinides are considered as essential components of an advanced fuel that maintains long-term operation. Flexibility of the ALM-FR with respect to fuel compositions is demonstrated acknowledging the principal limitations of the long-term burning of plutonium and higher actinides. To ensure consistency and accuracy, the modeling has been performed using state-of-the-art computer codes developed at Argonne National Laboratory. As a result of the computational analysis performed in this work, the ALM-FR design provides for the possibility of continuous operation during about 40 years on one fuel loading containing mixture of depleted uranium with plutonium and higher actinides. All reactor physics characteristics of the ALM-FR are kept within technological limits ensuring safety of ultra-long autonomous operation. The results obtained provide for identification of physical features of the ALM-FR that significantly influence flexibility of the design and its applications. The special emphasis is given to existing limitations on the utilization of higher actinides as a fuel component.

Résumé :
The desire to enhance and make ourselves better is not a new one and it has continued to intrigue throughout the ages. Individuals have continued to seek ways to improve and enhance their well-being for example through nutrition, physical exercise, education and so on. Crucial to this improvement of their well-being is improving their ability to remember. Hence, people interested in improving their well-being, are often interested in memory as well. The rationale being that memory is crucial to our well-being. The desire to improve one’s memory then is almost certainly as old as the desire to improve one’s well-being. Traditionally, people have used different means in an attempt to enhance their memories: for example in learning through storytelling, studying, and apprenticeship. In remembering through practices like mnemonics, repetition, singing, and drumming. In retaining, storing and consolidating memories through nutrition and stimulants like coffee to help keep awake; and by external aids like notepads and computers. In forgetting through rituals and rites. Recent scientific advances in biotechnology, nanotechnology, molecular biology, neuroscience, and information technologies, present a wide variety of technologies to enhance many different aspects of human functioning. Thus, some commentators have identified human enhancement as central and one of the most fascinating subject in bioethics in the last two decades. Within, this period, most of the commentators have addressed the Ethical, Social, Legal and Policy (ESLP) issues in human enhancements as a whole as opposed to specific enhancements. However, this is problematic and recently various commentators have found this to be deficient and called for a contextualized case-by-case analysis to human enhancements for example genetic enhancement, moral enhancement, and in my case memory enhancement (ME). The rationale being that the reasons for accepting/rejecting a particular enhancement vary depending on the enhancement itself. Given this enormous variation, moral and legal generalizations about all enhancement processes and technologies are unwise and they should instead be evaluated individually. Taking this as a point of departure, this research will focus specifically on making a case for ME and in doing so assessing the ESLP implications arising from ME. My analysis will draw on the already existing literature for and against enhancement, especially in part two of this thesis; but it will be novel in providing a much more in-depth analysis of ME. From this perspective, I will contribute to the ME debate through two reviews that address the question how we enhance the memory, and through four original papers discussed in part three of this thesis, where I examine and evaluate critically specific ESLP issues that arise with the use of ME. In the conclusion, I will amalgamate all my contribution to the ME debate and suggest the future direction for the ME debate.

Recently, the average age of people are increasing significantly. Moreover, the elder population is dramatically increasing due to the modification of social format. Therefore, the long-tern care has placed a premium. Most of all, the people’s minds are truly impact by the concept of “aging in place” this is why the organized institutions has become important that they are playing primary role to take care of elder people in the society. Consequently, the quality of care cannot be ignored and neglected in this field. This thesis explores the combination between the method of consistency of fuzzy preference relations and linguistic variable which not only reduces the times of paired comparison in traditional analytic hierarchy process (AHP) and improves the inconformity in evaluation process but also takes the subjective evaluators’ judgements into consideration. It utilizes this combination to unfold the quality function development and to export the priority of carrying out the improvement in nurse institutions’ long-term service quality so that it can provide the order of preferential perfection in quality. It aims to implement the service on the basis of a truly understanding of residents’ expectations when the operators offer their service in order to achieve a win-win situation between proper use of resources and the satisfaction of residents.

DI, FINA DARIO. « Multi-Target Tracking and Facial Attribute Estimation in Smart Environments ». Doctoral thesis, 2016. http://hdl.handle.net/2158/1029030.

Texte intégral
Résumé :
This dissertation presents a study on three different computer vision topics that have applications to smart environments. We first propose a solution to improve multi-target data association based on l1-regularized sparse basis expansions. The method aims to improve the data association process by addressing problems like occlusion and change of appearance. Experimental results show that, for the pure data association problem, our proposed approach achieves state-of-the-art results on standard benchmark datasets. Next, we extend our new data association approach with a novel technique based on a weighted version of sparse reconstruction that enforces long-term consistency in multi-target tracking. We introduce a two-phase approach that first performs local data association, and then periodically uses accumulated usage statistics in order to merge tracklets and enforce long-term, global consistency in tracks. The result is a complete, end-to-end tracking system that is able to reduce tracklet fragmentation and ID switches, and to improve the overall quality of tracking. Finally, we propose a method to jointly estimate face characteristics such as Gender, Age, Ethnicity and head pose. We develop a random forest based method based around a new splitting criterion for multi-objective estimation. Our system achieves results comparable to the state-of-the-art, and has the additional advantage of simultaneously estimating multiple facial characteristics using a single pool of image features rather than characteristic-specific ones.

Résumé :
This chapter explores the degree to which hedge funds’ performance is attributable to a self-declared style that broadly describes managers’ primary investment focus. Hedge funds’ self-declared styles and strategies are meant to be descriptive and to attract investor capital seeking exposure to that strategy and opportunity. Hedge fund strategies have evolved as managers uncover and exploit new opportunities. In practice, even when a majority of investor capital is dedicated to a primary strategy, managers complement a primary strategy with other positions in an attempt to earn positive returns. The freedom with which managers can operate regarding regulation and the breadth of financial instruments available make long-term and clear categorization of hedge fund styles difficult. Although research shows that many funds consistently deliver superior returns in a given style, many also deliver alpha, a positive return that is not attributable to any style or risk factor.

Résumé :
India is an exception to many so-called rules in social science. This chapter considers why accounts of long-term economic growth, which assume that either institutional quality or geography is a foundational driver of change, are confounded by India. Attention is directed instead to consistency of economic policymaking, competition between provinces, and the stability of underlying political settlements. The chapter also considers why India’s growth success has been so much less efficient at reducing extreme income poverty than is the case in most East Asian countries. Poverty reduction in the east and centre-north of India has been undercut by persistent underinvestment in state capacity and public services. It has also been harmed by systems of political calculation that made investments in security and growth seemingly unnecessary for incumbent re-election. This is now changing in areas not under Maoist control, but the legacies of persistent social exclusion cast a long shadow.

Résumé :
Well known for providing a thorough yet concise view of the natural history of psychiatric disorders, this popular text has been newly updated chapter by chapter in this seventh edition. As in previous editions, each chapter systematically covers the definition, historical background, epidemiology, clinical picture, natural history, complications, family studies, differential diagnosis, and clinical management of each disorder. Terminology has been updated for consistency with changes made in DSM-5. Recent epidemiological and neurobiological findings are provided, including the long-term course of mood disorders, genetics and neuroimaging of schizophrenia and mood and other disorders, cognitive changes in relation to depression and dementia, brain stimulation techniques, outcome studies of eating disorders, and epidemiology of substance use disorders. This edition reaffirms the importance of careful psychiatric diagnosis as the essential foundation for treatment decisions. No other text provides such a lucid, well-documented and critically sound overview of the major syndromes in psychiatry. Medical students, psychiatric residents, and other students will continue to find Psychiatric Diagnosis a unique guide to the field.

Résumé :
Central banks have increasingly used communication to guide market actors’ expectations of future rates of interest, inflation, and growth. However, aware of the pitfalls of (financial) central planning, central bankers until recently drew a line by restricting their monetary policy interventions to short-term interest rates. Longer-term rates, they argued, reflected decentralized knowledge and should be determined by market forces. By embracing forward guidance and quantitative easing (QE) to target long-term rates, central banks have crossed that line. While consistent with the post-1980s expansion of the temporal reach of monetary policy further into the future, these unconventional policies nevertheless mark a structural break—the return of hydraulic macroeconomic state agency, refashioned for a financialized economy. This chapter analyses the theoretical and practical reasoning behind this shift in the governability paradigm and examines the epistemic and reputational costs of modern central bank planning and the non-market setting of long-term bond prices.

Résumé :
The first description of cutaneous ulcerations consistent with systemic lupus erythematosus (SLE) has been attributed to Hippocrates. The term lupus first appeared in English literature in the tenth century. Until the nineteenth century, however, this term was used to describe different conditions. Osler first recognized that organ involvement may occur with or without skin involvement. With the discovery of LE cells and autoantibodies, the use of lupus murine models, and the recognition of familial aggregation and the importance of genetic factors, the pathogenesis of SLE started to be unravelled and allowed the definition of classification criteria. In parallel, the discovery of cortisone, the use of immunosuppressive drugs and antimalarials, the control of hypertension, and the availability of renal replacement therapy improved the prognosis of SLE from a 4-year survival of 51% to a 5-year survival >90%. Advances in genetics and targeted therapies will lead to better intermediate and long-term outcomes.

AbstractThis chapter focuses on the data science-based technologies for battery reutilization management, which is the third stage of battery full-lifespan and crucial for the sustainable development of batteries. Battery reutilization mainly includes battery echelon utilization (secondary utilization) and material recycling. During the long-term service of the battery in EVs, the consistency of the battery cell is enlarged and its health would deteriorate. Therefore, the batteries retired from EVs cannot be directly used for secondary utilization. It is necessary to evaluate the residual value of these batteries by using the historical data or the test data, and then sort and regroup them for safe secondary utilization.

Résumé :
AbstractThis chapter discusses the relations between care poverty and long-term care systems of different countries. Comparative evidence on care poverty is still very weak, as reliable international datasets that have large enough samples of older respondents with care needs are not available. The few existing Europe-wide studies suggest high rates of care poverty especially in Eastern and Southern European countries, the evidence regarding Southern Europe being less consistent, though. A handful of two-country studies exist, and they support the importance of formal home care provisions in reducing care poverty, and this conclusion is echoed in local and national studies. Well-coordinated and well-resourced universal formal care systems (e.g. Sweden) seem to be the most effective way to eradicate care poverty. On the other hand, American studies show that the Medicaid programme has in the United States played a major role in cutting down care poverty, being targeted at older people who are at the highest risk. In the absence of a universal long-term care system, a targeted system can thus be a good second choice: it will not fully eradicate care poverty, but it can still succeed at substantially alleviating it.

Résumé :
AbstractSocioeconomic studies on adaptation based on bottom-up approaches have been focusing mainly on local impacts of weather-related variations, thereby neglecting potential remote impacts. There is little knowledge about challenges that relate to the global and long-term character of climate change. By contrast, impact assessment studies using top-down approaches, such as multi-region, multi-sector computable general equilibrium (CGE) models, provide a consistent framework to capture potential remote impacts, which occur through cross-sectoral and cross-regional interactions. Here we present main findings of our economic impact assessments of climate change and adaption modelling. Furthermore, we discuss the challenges for incorporating adaptation measures and policies into macroeconomic models.

Résumé :
AbstractThe U.S. Army Corps of Engineers (USACE) is one of the world’s largest public engineering, design, and construction management agencies. The major Civil Works (CW) mission areas include navigation, flood risk management, hydropower, ecosystem restoration, coastal storm damage reduction, hydropower, water supply and recreation. To capture the regional economic benefits of water infrastructure and programs, the USACE Institute for Water Resources (IWR) developed the Regional ECONomic System (RECONS). RECONS estimates short-term and long-term economic activity resulting from federal investments within CW mission areas. Estimates of economic activity are measured as industry output, employment, labor income and value added and are provided for three levels of geography: local, state, and national. This information supports federal investment decisions and stakeholder communication. USACE’s navigation mission alone services 41 states. USACE operates and maintains 25,000 miles of waterways and 236 lock chambers for commerce. Short-term economic activity is attributed to federal spending on infrastructures and operations and maintenance (e.g., spending to replace a lock) while long-term economic activity is supported by infrastructure users (e.g., lock utilization by shippers). RECONS facilitates widespread application of input-output (I-O) analysis through a user-friendly, web-based simulation tool customized for CW mission areas. RECONS enables users to conduct valid and consistent economic impact analyses without the degree of knowledge required by comprehensive I-O models. As a result, over 200 USACE economists have used RECONS to conduct hundreds of analyses each year. This paper describes RECONS’ capabilities and applications, and its implications for federal decision-making regarding investments in inland navigation infrastructure.

Résumé :
A reliable long-term preservation technology is highly desired to provide “off-the-shelf” availability of various engineered tissues (ETs). Among the existing preservation techniques, cryopreservation, which is preserving biomaterials in the frozen state, remains the primary candidate for long-term storage of ETs. One of the most significant challenges in cryopreservation is the lack of consistency in maintaining the functionality of ETs [1]. Since the functionality is closely related to the microstructural integrity of extracellular matrix (ECM) and cellular viability, the ECM microstructure should be maintained as well as the viability of cells [2, 3].

Résumé :
Recently, unsupervised methods for monocular visual odometry (VO), with no need for quantities of expensive labeled ground truth, have attracted much attention. However, these methods are inadequate for long-term odometry task, due to the inherent limitation of only using monocular visual data and the inability to handle the error accumulation problem. By utilizing supplemental low-cost inertial measurements, and exploiting the multi-view geometric constraint and sequential constraint, an unsupervised visual-inertial odometry framework (UnVIO) is proposed in this paper. Our method is able to predict the per-frame depth map, as well as extracting and self-adaptively fusing visual-inertial motion features from image-IMU stream to achieve long-term odometry task. A novel sliding window optimization strategy, which consists of an intra-window and an inter-window optimization, is introduced for overcoming the error accumulation and scale ambiguity problem. The intra-window optimization restrains the geometric inferences within the window through checking the photometric consistency. And the inter-window optimization checks the 3D geometric consistency and trajectory consistency among predictions of separate windows. Extensive experiments have been conducted on KITTI and Malaga datasets to demonstrate the superiority of UnVIO over other state-of-the-art VO / VIO methods. The codes are open-source.

Dans IADC/SPE International Drilling Conference and Exhibition. SPE, 2022. http://dx.doi.org/10.2118/208718-ms.

Résumé :
Abstract Accurate, consistent, and frequent measurement of circulation fluid properties is essential for optimum well construction. A full mud check is conducted by mud engineers typically twice a day using equipment that is now many decades old, providing data that is often of questionable quality and reliability. Sporadic and inaccurate mud check information can be the cause of fluid-related non-productive time and increased drilling costs associated with e.g. wellbore instability, lost circulation, well control and hole cleaning problems. As an alternative to manual measurements, an AI-Enhanced Automated Mud Skid (AMS) is introduced here. The AMS digitalizes and automates mud measurements, monitoring, and reporting. The current design is able to provide more than 30 mud checks at elevated temperature during a 24-hour period. The AMS uses the data obtained from various inline sensors (i.e., Coriolis flowmeter, pressure and temperature sensors, oil-water cut analyzer, etc.) together with machine learning algorithms to report automated mud check results for water and oil-based drilling fluids. During a field trial in the Permian basin with an independent operator to evaluate the overall reliability and accuracy of the system, the unit provided real-time measurements of non-Newtonian YPL viscosity, rheological parameters (3, 6, 100, 200, 300 and 600 rpm readings), friction factor, critical Reynold's number, pressurized density, and oil-water ratio with temperature control up to 150°F. The system also provides remote equipment control, system cleaning, health monitoring, real-time read-out of mud properties, and the connection to a real-time hydraulics software for ECD calculation and drilling margin control. During the field trial, the unit performed more than 500 WBM tests at 120°F and 1000 OBM tests at 150°F with an average accuracy of 95% to estimate rheological properties, density, and oil/water ratio of drilling fluids. Overall operational reliability was calculated as 93% taking into account mechanical failures and lessons learned from the initial field trial phase. The AMS provided benefits by avoidance of excess chemical mud treatment and dilution, efficiency gain with increased ROP from improved hydraulics, decreased fluid-related non-productive time (NPT) and trouble cost, improved consistency and accuracy of drilling fluid measurements, and novel ways of working for the mud engineer. The technology described here opens the door to fully automated fluid monitoring, maintenance, and solids control in well construction operations. This was shown to benefit well construction efficiency (e.g., lowering drilling costs by better cuttings transport), quality, productivity (e.g., reducing reservoir impairment from unwanted solids), and safety (e.g., lowering the incidence of well control and lost circulation events due to better equivalent circulating density (ECD) management in narrow margin drilling environments).

Dans ASME 2010 13th International Conference on Environmental Remediation and Radioactive Waste Management. ASMEDC, 2010. http://dx.doi.org/10.1115/icem2010-40242.

Résumé :
The long-term safety of a geological repository for high-level radioactive waste (HLW) in Japan is achieved using a multi-barrier system, with emphasis on an engineered barrier system (EBS) consisting of bentonite-based buffer material and a steel overpack containing vitrified wastes. Providing a wide variety of technical options for repository operation, which can allow EBS construction under various repository conditions, is valuable for the volunteering approach to siting a HLW repository in Japan. In order to confirm technological applicability of candidate techniques and to evaluate compatibility in an operation system, full-scale tests of various remote-handling and-emplacement techniques for the EBS were conducted. The test results are summarized in the technical menu which is hierarchical structured database. Since the long-term performance of EBS is significantly influenced by remote handling and emplacement techniques for EBS, consistency of the operation technology must be evaluated from the view point of system standing. In this program, evaluation methodology was studied and several indexes, representing requirements for the repository operation and management, were identified. Indices include current technical availability, long-term safety of the resultant EBS, operational safety, engineering reliability, retrievability, etc., with expert assessment complementing a more quantitative evaluation.

Résumé :
We consider the problem of forecasting the future locations of pedestrians in an ego-centric view of a moving vehicle. Current CNNs or RNNs are flawed in capturing the high dynamics of motion between pedestrians and the ego-vehicle, and suffer from the massive parameter usages due to the inefficiency of learning long-term temporal dependencies. To address these issues, we propose an efficient multimodal transformer network that aggregates the trajectory and ego-vehicle speed variations at a coarse granularity and interacts with the optical flow in a fine-grained level to fill the vacancy of highly dynamic motion. Specifically, a coarse-grained fusion stage fuses the information between trajectory and ego-vehicle speed modalities to capture the general temporal consistency. Meanwhile, a fine-grained fusion stage merges the optical flow in the center area and pedestrian area, which compensates the highly dynamic motion of ego-vehicle and target pedestrian. Besides, the whole network is only attention-based that can efficiently model long-term sequences for better capturing the temporal variations. Our multimodal transformer is validated on the PIE and JAAD datasets and achieves state-of-the-art performance with the most light-weight model size. Leis, Sherry. Network scale fire atlas supports land management in national parks. Sous la direction de Tani Hubbard. National Park Service, novembre 2022. http://dx.doi.org/10.36967/2295133.

Résumé :
Long-term vegetation monitoring allows land managers to make treatment decisions based on data. Fire management is a commonly used approach to managing grasslands, but fire history in grasslands is challenging to record because of spatial and temporal scales and rapid ecosystem recovery. We built a seven-park fire occurrence record (fire atlas) using a geodatabase tool. Multiple sources for fire perimeters were vetted using a verification and editing process. The fire occurrence geodatabase was then used as the basis for an analysis that used buffering around monitoring site locations to determine burned status through time. The resulting products were beneficial for communicating with managers, administrators, and fire staff. Planning and education projects were also important uses of the information. Future efforts will focus on improving attribute consistency and relating vegetation trends to fire occurrence.

Résumé :
This paper explores Pakistan’s electricity supply crisis that lasted from 2007 to 2015, and the ensuing contention that shaped public discourse and political events in the country. During this period, which witnessed electricity outages of up to 14 hours per day, 456 incidents of contention took place, with just under 20 per cent escalating into some form of violence. Electricity became the number one political issue in the country and was integral in shaping the outcomes of the 2013 General Election. Following the election, public authorities undertook extensive investment to expand capacity and ensure consistency in supply while evading questions about affordability and sustainability. On the surface, this appears to be a case of extensive protest working towards shaping state responsiveness. And it is true that the state now sees supply as a non-negotiable aspect in the social contract with citizens. However, a range of factors contributed to the chronology and the selective, generation-focused nature of this response. On the other hand, citizen inclusion and participation in decision-making, and issues of affordability and sustainability, which impact vulnerable and disempowered groups the most, remain absent from the political and policy conversation around energy. This suggests that while protests were useful in generating a short-term response, their long-term legacy in empowerment related outcomes is less visible.

Résumé :
We test the neoclassical loanable funds model which postulates that, ceteris paribus, government borrowing increases the long-term rate of interest. The empirical literature exploring such a connection remains largely mixed. We clarify the conflicting results by deploying an ARDL model to decompose the relationship in the United States into long and short-run effects across multiple measures of the government deficit and long-term interest rate. We find a tendency for changes in the deficit to increase long-term interest rates in the short run but the effect is reversed in the long run. We argue that these results are consistent with John Maynard Keynes’ view of the long-term rate as being heavily influenced by monetary policy, central bank credibility and market convention.

Résumé :
This report shows that Latin America and the Caribbean faces critical policy challenges going forward. It must accelerate the digital transformation to allow businesses and consumers to adapt to a new normal and leverage pandemic recovery to create stronger economies, and also tackle long-standing barriers to adopting digital technologies and bridging digital divides. These have impeded sustained and equitable economic growth even before the pandemic struck. This crisis should be a wake-up call for governments, the private sector, civil society, and international development partners to come together and take concerted actions to advance on consistent, long-term, and sustainable e-commerce strategies that are at the forefront of national and regional productive development agendas. Just as digital solutions allowed countries to overcome the increased role of distance within the context of the pandemic in shaping consumption and business, they should also be harnessed to increase regional economic integration beyond this emergency situation.

Résumé :
This paper studies the effect of internal conflict on local fiscal capacity using evidence from Colombia’s political conflict in the mid-20th century, better known as La Violencia. Following a difference-in-differences strategy, I find that internal conflict has negative long-term consequences in local fiscal capacity. More precisely, municipalities affected by La Violencia experienced an average reduction of 10.3% in their tax revenue and a fall of 2.8 percentage points on their ratio of taxes to total revenue. Effects lasted for more than a decade and are only partially explained by a population and economic activity downturn. These results are consistent with previous evidence indicating a negative effect of violence on tax collection efficiency at the local level.

Résumé :
Long-term bird banding data were collected from 1996–2019 (except in 2008) to assess the New River riparian zone avian community in one location in New River Gorge National River (NERI). The NERI banding station has banded over 4,500 individuals over 10,700 net hours in the twenty-three years it has been in operation and has captured 80 different species. Total captures, capture rate, and total species have been declining annually over the study period. Species associated with early-successional/shrubland habitat also declined over the study period, which is consistent with regional trends during the same time frame. Species richness of habitat guilds did not change over the study period within specific major habitat types. Capture metrics of Louisiana Waterthrush, an obligate riparian species, did increase over the study period. Continued banding will further provide information to assist in local management and contribute to regional data.

Résumé :
As Latin America and the Caribbean bounce back from a sanitary crisis of historic proportions, the search is on for policies that can accelerate recovery while boosting long-term growth. In a scenario of tight fiscal constraints, trade and integration (T&I) policies seem to fit this description. There are particularly high expectations in some policy circles that the benefits of T&I policies will be boosted by an impending reorganization of global value chains. Yet little is known about the relevance, shape, and impacts of this reorganization. Will this lead to reshoring, nearshoring, or some slightly modified version of the status quo? Will this benefit the region? This paper takes a stab at answering these questions. It begins with a critical review of the most frequently cited drivers of the reorganization. This is then followed by an analytical exercise that uses the 20182019 US import tariff hike as a quasi-natural experiment. The results seem more consistent with modest trade and investment gains for the region, associated with incremental rather than major adjustments to global value chains. It concludes by arguing that whatever the future brings, minimizing trade and investment costs is likely to remain the regions dominant strategy.
