This book challenges the notion that in Urabá, Colombia, the cause of the region's violent history and unruly contemporary condition is the absence of the state. Although the book takes this locally oft-repeated claim seriously, it demonstrates that Urabá is more than a case of Hobbesian political disorder. Through this exploration of war, paramilitary organizations, grassroots support and resistance, and drug-related violence, the book argues that Urabá, rather than existing in statelessness, has actually been an intense and persistent site of state-building projects. Indeed, these projects have thrust together an unlikely gathering of guerilla groups, drug-trafficking paramilitaries, military strategists, technocratic planners, local politicians, and development experts each seeking to give concrete coherence to the inherently unwieldy abstraction of “the state” in a space in which it supposedly does not exist. By untangling this odd mix, the book reveals how Colombia's violent conflicts have produced surprisingly coherent and resilient, if not at all benevolent, regimes of rule.

How do rebels give up arms and return to the political system that they once sought to overthrow? Policymakers often focus on incentives like cash and jobs to lure rebels away from extremism. From the rebels’ perspective, however, physical safety is more important than these livelihood options. Rebels quit extremist groups only when they know that they can disarm without getting killed in the process. This book shows that retiring Maoist rebels in India believe that they could lose their lives after they disarm, targeted either by enemies they made during their insurgent career or by their former comrades. However, the Indian state would lose nothing if it failed to keep its side of the bargain and protect disarmed rebels. This creates a problem of credible commitment, which, in the absence of institutional mechanisms, is addressed locally by informal exit networks that emerge from grassroots civic associations in the gray zones of state-insurgency interface. Maoist retirement is high in South India and low in the North due to emergence of two distinct types of exit networks in these two conflict locations. By showing that the type of exit network depends on local social bases of an insurgency and the ties of an insurgent organization to society, this book brings civil society into the study of insurgency in a theoretically coherent way.

No question has loomed larger in the American experience than the role of the South. This book examines how southern members of Congress shaped national public policy and American institutions from Reconstruction to the New Deal—and along the way remade the region and the nation in their own image. The central paradox of southern politics was how such a highly diverse region could be transformed into a coherent and unified bloc. This book shows how this unlikely transformation occurred in Congress, the institutional site where the South's representatives forged a new relationship with the rest of the nation. Drawing on an innovative theory of southern lawmaking, in-depth analyses of key historical sources, and congressional data, the book traces how southern legislators confronted the dilemma of needing federal investment while opposing interference with the South's racial hierarchy, a problem they navigated with mixed results before choosing to prioritize white supremacy above all else. The book reveals how southern members of Congress gradually won for themselves an unparalleled role in policymaking, and left all southerners—whites and blacks—disadvantaged to this day. At first, the successful defense of the South's capacity to govern race relations left southern political leaders locally empowered but marginalized nationally. With changing rules in Congress, however, southern representatives soon became strategically positioned to profoundly influence national affairs.

This chapter reconstructs the events of the revolution in Scotland, from the collapse of James VII’s authority in December 1688 to the meeting of the convention of estates in March 1689. Focusing particularly on Scottish localities, it argues that the revolution consisted of a patchwork of local crises and contests for office, but lacked strong and coherent national leadership. Nevertheless, four types of revolutionary activity can be distinguished: violent crowd demonstrations; local elections in reaction to James’s interventions in the royal burghs; the reading of Prince William of Orange’s Scottish Declaration of Reasons for his invasion and addressing the prince; participation in elections to the convention of estates.

By exploring the features of the most important annual religious festival at Hinglaj, chapter 6 reveals how one local community’s version of Hinduism became hegemonic and synonymous with the “real” or the “actual” tradition of the Goddess. Utilizing the author’s own extensive ethnographic material, it describes how the increasingly plural religious landscapes at Hinglaj has not led to a democratization of interpretation of the shrine’s various traditions but rather to the solidification of one set of narratives and practices favored by the Hinglaj Sheva Mandali. Thanks to the vast institutional network attached to the local temple committee—largely composed of Lasi Lohana group members—Lohana practices at the temple have been framed and disseminated in a way that suggests their association with broader notions of progress and education. This chapter furthermore engages with the ban of animal sacrifice (Hin. bali) at Hinglaj to demonstrate how this prohibition played a significant role for solidifying a coherent tradition at the shrine.

‘Jacobinism’ as perceived and experienced outside France varied between local contexts, the rich diversity of responses to the French Revolution reflecting the ideas, symbols and rhetoric emanating from France, but also pre-existing political and ideological trends, earlier attempts at reform, the specific structures of society and the scale of resistance to change. There were commonalities that included similarities in ideology, rhetoric, symbols and practices, but international Jacobinism was never a coherent ideology or political movement. ‘Jacobins’ outside France were, moreover, usually minorities and everywhere they felt the full force of reactions in defence of tradition and the conservative order. The varieties of ‘Jacobinism’ outside France nonetheless provided an important response to the widespread debates about the nature of freedom and political identity, the shape of which was being fervently disputed around the world.

La vergüenza como enfermedad puede entenderse como un lenguaje que expresa, de manera bastante coherente, algunas de las tensiones sociales resultadas de los intercambios cotidianos entre los pobladores de la comunidad chol de Río Grande, Chiapas. Estas tensiones se producen en la competencia por recursos escasos entre individuos desigualmente ubicados en el espacio social. De acuerdo a la etiología local, la vergüenza es el resultado de encuentros ríspidos o de conflictos interpersonales de los pobladores, es como la somatización de estos antagonismos. Las situaciones de vergüenza se atribuyen a envidias y chismes, a robos, engaños, ofensas y al cumplimiento de compromisos. Sin embargo, en la obra se sugiere un plano de interpretación diferente al local: la vergüenza es un lenguaje con que se refieren algunas contradicciones sociales -y no sólo personales- que se dan cotidianamente entre los pobladores de Río Grande.

The question what determines the referents/extensions of unicepts is the same as the question how their unitrackers are set up and tested for adequacy, a question that concerns, roughly, conceptual development. A unicept’s referent is what its unitracker is designed to track—its target. The central question of this chapter is how selection for same-tracking a target occurs, what kinds of selection mechanisms are involved. Certain inborn mechanisms and mechanisms derived from prior learning can determine how experience sets some targets for new unitrackers. An animal’s native reward system can also furnish targets for new procedural unitrackers. New kinds of substance and attribute unitrackers can also be tested through a kind of coherence. The laws of identity and noncontradiction work together as a confirming signal and an error signal during the development of substance and attribute unicepts, local coherence indicating distal correspondence.

This chapter explores the trends of corruption and neglect in the administration of the San Francisco pesthouse. Both city authorities and the public at large had considered the San Francisco pesthouse an unjust burden imposed on them, particularly since a fair number of the patients came from other parts of the state or abroad. Repeated official complaints, tinged with antipathy toward strangers and hatred of Chinese immigrants, sought to justify the policy of penury. Moreover, given California's failure to develop a coherent policy for medical segregation, responsibility and funding for a stigmatized facility like the San Francisco pesthouse remained subject to the whims of local politicians and businessmen. Hence, this chapter illustrates the challenges of achieving a proper political and economic balance during this period, attested by decades of seemingly erratic municipal decisions concerning pesthouse finances.

This chapter summarizes the volume's main ideas, a common thread of which is a renewed democratic politics, an ecological democracy. Each of the discourses analyzed in the text offers a reasonably comprehensive account of and orientation to environmental affairs at all levels, from the global to the local, and across different issue areas such as pollution, resource depletion, biodiversity, and climate change. Of the discourses surveyed, only Promethean discourse and ecological modernization provide any coherent analysis of what to do with the liberal capitalist economic order. The chapter considers how democratic pragmatism, sustainable development, ecological modernization, and green radicalism seem to provide more possibilities for learning. It also discusses several specific claims that can be made on behalf of deliberative democracy in an environmental context and concludes by arguing that ecological democracy should transcend the boundary between human social systems and natural systems.

This concluding chapter summarizes key themes and presents some final thoughts. The book has shown that the multiplicity of lived ʻAlawi experiences cannot be reduced to the sole question of religion or framed within a monolithic narrative of persecution; that the very attempt to outline a single coherent history of “the ʻAlawis” may indeed be misguided. The sources on which this study has drawn are considerably more accessible, and the social and administrative realities they reflect consistently more mundane and disjointed, than the discourse of the ʻAlawis' supposed exceptionalism would lead one to believe. Therefore, the challenge for historians of ʻAlawi society in Syria and elsewhere is not to use the specific events and structures these sources detail to merely add to the already existing metanarratives of religious oppression, Ottoman misrule, and national resistance but rather to come to a newer and more intricate understanding of that community, and its place in wider Middle Eastern society, by investigating the lives of individual ʻAlawi (and other) actors within the rich diversity of local contexts these sources reveal.

Starting off with the unique story of the Buddha and leisure park designed in rural Louisiana, the conclusion argues that despite many problems with large comparative projects Buddhist Studies, the amusement parks, memorials, museums, and gardens described in the book as a whole share many qualities. They generally lack formal, formidable, ritual, ecclesiastical, or sectarian boundaries. They make little sustained effort to be “authentic.” These sites emphasize display, performance, and juxtaposition and anachronistic mixing (not systematic reconstruction) of various Buddhist cultures, teachings, languages, objects, and symbols. This is important, because it provides us with a completely different image of contemporary Buddhism that emphasizes innovation and ecumenism instead of purity and authenticity. These sites present different Buddhist traditions, images, and aesthetic expressions as united but not uniform, collected but not concise—a gathering not a movement. By eschewing the local and authentic in favor of the timeless, ecumenical, and universal, they become difficult to categorize. They make visual statements for sure, even if they don’t attempt to create single messages or provide coherent teachings.

Esta metodología permite valorar y comparar la situación de riesgo de los ecosistemas, según criterios cuantitativos estandarizados, para por ejemplo hacer seguimiento de la efectividad de cumplimiento de acuerdos o políticas, o prever los riesgos e impactos de futuros proyectos de desarrollo. Aquí presentamos una primera evaluación nacional de los ecosistemas terrestres continentales de Colombia aplicando esta metodología, con el fin de aportar a la orientación de la planificación ambiental del país.

Abstract The call for science curriculum reform has been made over and over again for much of the twentieth century. Arguments have been made that the content of the curriculum is not appropriate for meeting the individual and social needs of people living in the modern world; that the curriculum has become overstuffed with topics and does not serve students especially well; and above all, that the curriculum does not generate the student learning it is expected to produce. The latest volume in a continuing series of publications from the AAAS designed to reform science education, Designs for Science Literacy presupposes that curriculum reform must be considerably more extensive and fundamental than the tinkering with individual courses and subjects that has been going on for decades. Designs deals with the critical issues involved in assembling sound instructional materials into a new, coherent K-12 whole. The book pays special attention to the need to link science-oriented studies to the arts and humanities, and also proposes how to align the curriculum with an established set of learning goals while preserving the American tradition of local responsibility for the curriculum itself. If fundamental curriculum reform is ever to occur, a new process for creating alternatives will have to be developed. Designs for Science Literacy provides the groundwork for such a process.

The post-1945 exile from East Central Europe was characterized by extreme ideological pluralism and political fragmentation, ranging from post-fascist to radical leftist streams. Given this initial diversity and the permanent reconfiguration due to the arrival of new waves, it remained an extremely variegated phenomenon with limited ideological coherence. However the specific exile experience produced a certain type of political thought offering a choice between interventionist, gradualist, or passivist stances. Whereas in the first post-war decades the exile’s main drive was to preserve the “authentic” cultural and political traditions, in the course of the 1960s and the 1970s they became the transmitters of the local dissident discourses. These developments validated the ideas of the best strategic minds in emigration arguing that it was the pressure from the domestic public and opposition, not the émigré groups or Western powers, which could become a main catalyst of democratization.

This book provides a more comprehensive, definitive, and rigorous treatment of proxy war. This book argues that proxy war can and should remain a useful and effective tool of foreign policy, but that such an endeavor demands better understanding and deliberation. Proxy war serves as a means of indirect intervention when conditions eclipse policies using direct or non-intervention. Indirect intervention, however, is not synonymous with proxy war. Rather, proxy war falls on the spectrum of indirect intervention and includes other options such as simply donating assistance to politically-motivated, local fighters or offering support to mercenary forces from outside the country. Building on this knowledge, policy makers and strategists can better judge how fixed and unchangeable conditions such as the presence of interstate competition, domestic politics, geography, and the characteristics of the international system influence proxy war. More importantly, this book explains the role of conditions that a state can alter or change to improve the utility and efficacy of proxy war—more or less, it provides a “how to” manual for conducting proxy war, should the policy be chosen. The ability to maintain a coherent policy (both internally and externally) and cultivate/maintain control over a proxy’s activities increase the chances that a proxy war policy contributes to the pursuit and attainment of national interests. The book provides a new look at proxy war using uncommon and unused cases to test the concepts presented.

Dictionary Poetics analyses book-length poems from a number of writers who have used particular editions of specific dictionaries to structure their work. Spanning most of the 20th century, this study investigates poems by Louis Zukofsky and George Oppen (two “Objectivist” writers of the late 1920s and early 1930s), Clark Coolidge and Tina Darragh (two “Language Poets” with books from the 1970s and 1980s, respectively), and Harryette Mullen (a post-Black-Arts writer who flourished in the 1990s). By reverse-engineering poems, this study sets the critical record straight on multiple counts. Moreover, reading these poems in tandem with their source texts puts paid to the notion that even the most abstract and fragmentary avant-garde poems are nonsensical, meaningless, or impenetrable. When read from the right perspective, passages that at first appear to be discontinuous, irrational, or hopelessly cryptic suddenly appear logically consistent, rationally structured, and thematically coherent. Indeed, beyond the particular arguments and local readings, Dictionary Poetics argues that the new ways of writing pioneered by the literary avant-garde invite new ways of reading commensurate with their modes of composition. Dictionary Poetics maps and articulates the material surfaces of poems, tracing the networks of signifiers that undergird the more familiar representational schemes with which conventional readings have been traditionally concerned. In the process, this book demonstrates that new ways of reading can yield significant interpretive payoffs, open otherwise unavailable critical insights into the formal and semantic structures of a composition and transform our understanding of literary texts at their most fundamental levels.

This chapter gives a rapid overview of the history of Roman public and private institutions, from their early beginning in the semi-legendary age of the kings to the later developments of the Imperial age. A turning point has been the passage from the kingdom to the republic and the new foundation of citizenship on family wealth, instead of the exclusiveness of clan and lineages. But still more important has been the approval of the written legislation of the XII Tables giving to all citizens a sufficient knowledge of the Roman legal body of consuetudinary laws. From that moment, Roman citizenship was identified with personal freedom and the rule of law. Following political and military success, between the end of IV and the first half of III century bce Rome was capable of imposing herself as the central power in Italy and the western Mediterranean. From that moment Roman hegemony was exercised on a growing number of cities and local populations, organized in the form of Roman of Latin colonies or as Roman municipia. Only in the last century bce were these different statutes unified with the grant of Roman citizenship to all Italians. In this same period the Roman civil law, which was applied to private litigants by the Roman praetors, had become a very complex and sophisticated system of rules. With the empire the system did not change abruptly, although the Princeps did concentrate in his hands the last power of the judiciary and became the unique source of new legislation. In that way, for the first time, the Roman legal system was founded on rational and coherent schemes, becoming a model, which Antiquity transmitted to the late medieval Europe.

Durante los años 2018 y 2019, en la Universidad Laica Eloy Alfaro de Manabí (ULEAM), se sucedieron por motivos diferentes, dos petitorios: el primero, por iniciativa de la Primera Dama de la Nación, quien solicitó que se realice la articulación entre diferentes instituciones estatales: Ministerio de Desarrollo Urbano y Vivienda (MIDUVI), Ministerio de Turismo (MINTUR) e Instituto Nacional de Patrimonio Cultural (INPC); con la finalidad de potenciar y convertir en un atractivo turístico nacional e internacional, a la comuna Pile del cantón Montecristi, en la provincia de Manabí. En segundo lugar, la comuna Sancán realizó un acercamiento con la ULEAM mediante su cooperativa ASESORALSANCÁN, para que ésta, en pleno ejercicio de su misión institucional, reflejada en la asistencia técnica a las comunidades más vulnerables de su área de influencia, realice un análisis de la situación, y elabore una propuesta que contribuya a la solución de la problemática presentada por los moradores de la comuna. Ancien régime France did not have a unified law. Legal relations of the people were governed by a disorganized amalgam of norms, including provincial and local customs (coutumes), elements of Roman law and canon law that together formed jus commune, royal edicts and ordinances, and judicial decisions, all coexisting with little apparent internal coherence. The multiplicity of laws and the fragmentation of jurisdiction were the defining features of the monarchical era. A key subject in European legal history is the metamorphosis of popular customs into customary law, which covered a broad spectrum of what we call today private law. This book sets forth the evolution of law in late medieval and early modern France, from the thirteenth through the end of the eighteenth century, with particular emphasis on the royal campaigns to record and reform customs in the sixteenth century. The codification of customs in the name of the king solidified the legislative authority of the crown, the essential element of the absolute monarchy. Achievements of French legal humanism brought French custom and Roman law together to lay the foundation for the French law. The Civil Code of 1804 was the culmination of these centuries of work. Juristic, political, and constitutional approaches to the early modern state allow an understanding of French history in a continuum.

One of the biggest movements in American Christianity, especially among younger Evangelicals, is a groundswell of interest in the Reformed tradition. In Reformed Resurgence, Vermurlen provides a comprehensive sociological account of this New Calvinist phenomenon—and what it entails for the broader Evangelical landscape in the United States. Vermurlen’s explanation of the Reformed resurgence develops a new theory for understanding how conservative religion can be strong and thriving in the hypermodern Western world. It is a paradigm using and expanding on strategic action field theory, a recent framework proposed for the study of movements and organizations but rarely applied to religion. This approach to religion moves beyond market dynamics and cultural happenstance and instead shows how religious strength can be fought for and won as the direct result of religious leaders’ strategic actions and conflicts. But the battle comes at a cost. In the same storyline by which conservative Calvinistic belief experiences a resurgence in its field, present-day American Evangelicalism has turned in on itself. Because a field-theoretic model of strength is premised upon an underlying current of disunity and conflict, it has baked into it a concomitant element of significant overall religious weakness. The vision of Evangelicalism in the United States, in the end, consists of pockets of subcultural and local strength within a broader framework of secularization as “cultural entropy,” as religious meanings and coherence fall apart.

Este libro es el resultado de una investigación realizada mediante registros, entrevistas e indagaciones sobre sitios culturales y artísticos, que nos posibilitó aproximarnos a una serie de espacios emergentes que le han otorgado a la ciudad de La Plata una impronta peculiar. En tal sentido, nos hemos propuesto como objetivo general revalorizar y dar visibilidad a numerosos lugares con el fin de contribuir al fortalecimiento de la identidad local. El desafío consistió en conocerlos, llevar a cabo reuniones con los gestores y los colaboradores, tomar fotografías, asistir a los eventos propuestos con el fin de vivenciar los espacios, dialogar con los artistas, elaborar fichas de cada sitio e interpretar el perfil de cada uno. Hemos empleado una metodología incluida en las perspectivas de investigaciones cualitativas a partir del relevamiento y el análisis de la bibliografía sobre arte contemporáneo, estudios culturales y sociología del arte para establecer categorías apropiadas. Asimismo, hemos realizado observaciones, entrevistas, recolección de datos y análisis de las diferentes exposiciones y curaduría, así como el abordaje de los discursos y el uso de dispositivos de difusión en diferentes medios, como las redes sociales, las revistas digitales y los encuentros de gestores. Nos hemos planteado caracterizar los espacios seleccionados, las prácticas artísticas y las formas de articulación entre lo artístico-cultural y lo político-social. Al mismo tiempo, hemos hecho un análisis de las variables para establecer categorías que permitieron la exploración de los espacios. Las motivaciones que nos llevaron a efectuar esta investigación aluden a la falta de trabajos minuciosos sobre el tema y su relación con las instituciones artísticas. Hemos pretendido aportar una visión ágil y coherente sobre la diversidad de las propuestas en los espacios artísticos autogestionados y los modos de vincularse con las instituciones en el entramado de las políticas culturales vigentes. Es preciso destacar que nuestra labor fue posible gracias a la cooperación y al testimonio de los gestores y los curadores independientes, quienes, con su aporte, contribuyeron a la elaboración de este libro.

Dissenters in the long nineteenth century believed that they were on the right side of history. This chapter argues that the involvement of evangelical Nonconformists in politics was primarily driven by a coherent worldview derived from a Congregationalist understanding of salvation and the gathered nature of the church. That favoured a preference for voluntarism and a commitment to religious equality for all. Although Whig governments responded to the rising electoral clout of Dissenters after 1832 by meeting Dissenting grievances, both they and the Conservatives retained an Erastian approach to church–state relations. This led to tension with both those Dissenters who favoured full separation between church and state, and with Evangelical Churchmen in Scotland, who affirmed the principle of an Established Church, but refused government interference in ministerial appointments. In 1843 this issue resulted in the Disruption of the Church of Scotland and the formation of a large Dissenting body north of the border, the Free Church. Dissenting militancy after mid-century was fostered by the numerical rise of Dissent, especially in cities, the foundation of influential liberal papers often edited by Dissenters such as Edward Miall, and the rise of municipal reforming movements in the Midlands headed by figures such as Joseph Chamberlain. Industrialization also boosted Dissenting political capacity by encouraging both employer paternalism and trades unionism, whose leaders and rank and file were Nonconformists. Ireland constituted an exception to this pattern. The rise of sectarianism owed less to Irish peculiarities than to the presence and concentration of a large Catholic population, such as also fostered anti-Catholicism in Britain, in for instance Lancashire. The politics of the Ultramontane Catholic Church combined with the experience of agrarian violence and sectarian strife to dispose Irish Protestant Dissenters against Home Rule. The 1906 election was the apogee of Dissent’s political power, installing a Presbyterian Prime Minister in Campbell-Bannerman who would give way in due course to the Congregationalist H.H. Asquith, but also ushering in conflicts over Ireland. Under Gladstone, the Liberal party and its Nonconformist supporters had been identified with the championship of oppressed nationalities. Even though Chamberlain and other leading Dissenting liberals such as Isabella Tod resisted the extension of that approach to Ireland after 1886, preferring local government reform to Home Rule, most Dissenting voters had remained loyal to Gladstone. Thanks to succeeding Unionist governments’ aggressive foreign policy, embrace of tariff reform, and 1902 Education Act, Dissenting voters had been keen to return to a Liberal government in 1906. That government’s collision with the House of Lords and loss of seats in the two elections of 1910 made it reliant on the Irish National Party and provoked the introduction in 1912 of a third Home Rule Bill. The paramilitary resistance of Ulster Dissenters to the Bill was far from unanimous but nonetheless drove a wedge between British Nonconformists who had concluded that religion was a private matter and would do business with Irish Constitutional Nationalists and Ulster Nonconformists, who had adopted what looked like a bigoted insistence that religion was a public affair and that the Union was their only preservative against ‘Rome Rule’. The declaration of war in 1914 and the consequent suspension of the election due in 1915 means it is impossible to know how Nonconformists might have dealt with this crisis. It was the end of an era.

What Happened to governance in Kashmir? studies the state of Jammu and Kashmir from the perspective of an ‘exceptional state’ rather than a ‘normal state’, a periphery on the margins of the centre, and thus shifts the focus from the central grid to the local arena. It contains a mass of information on what successive governments did to manage the conflicted state of Jammu and Kashmir. It identifies the various issues and problems the state has been confronted with since the transfer of power to ‘popular’ government in 1948 to 1989. The book makes a critical study of the engagement of Indian state and its clientele governments and patronage democracies with political instability to create ‘order’ in ‘durable disorder’. With having examined the different political, military, legal, economic, social, and cultural strategies, instruments and tactics employed by the state at different times to suit changing environments, this is the first work on post 1947 Kashmir which brings together many capital dimensions of state, politics, and governance in Kashmir under one cover. While critically delineating the doings of the governments, the book does not only provide flesh and blood to some existing narratives, it also modifies and even refutes some of the long held assumptions on the basis of hitherto unexamined evidence. All in all, the book illuminates the reader about the policies of Indian state towards Kashmir and the extent the successive governments have succeeded in winning the emotional integration of Kashmiris with the Indian Union. As Sheikh Abdullah was a central figure of Kashmir politics and governance, the readers will find a refreshingly new light on his governance when he was in power, and a most influential agency to mould the public opinion when he was out of state power. Similar revealing information on the other governments are documented for the first time. Having studied each government in its own right, we find the governance characterized by change in continuity. Indeed, governance in Kashmir does not constitute one single development. In essence it is a diachronic assemblage, a composite result of different systems each with its own internal or imposed coherence moving at different speeds—some are stable, some move slowly, and some wear themselves out more quickly depending on various forces and factors. What Happened to Governance in Kashmir? is a telling tale on the state of governance in Kashmir; the policies and strategies adopted by Indian state and the successive patronage governments to grapple with the multifarious problems of the state. Kashmir is an ailing state. It is the victim of colonialism and partition, which subverted its geographical centrality with serious economic implications besides making it a permanent conflict state causing immense human and material loss. Besides being claimed by India, Pakistan, and Kashmiris, it is also a rainbow state very difficult to manage with various ethno-regional and sub-regional nationalities at cross-purposes. Added to this, it is a dependent state. This book situates governance in its total milieu and examines the governance in the framework of challenge and response continuum. It unfolds how in a conflict state like Kashmir democracy and governance is always guided and controlled. This is the first comprehensive book on the post 1947 governance in Kashmir.
