Résumé :
The phenomenon of the "Golput" occurs in each election fluctuation, sometimes up and down, sometimes influenced by various factors. This research uses the literature study method by summarizing some documentation related to Indonesia's phenomenon of abstentions. Factors that cause voters not to give their voting rights are political, ideological, and identity factors. But abstentions can also be influenced by an improperly organized election system. From the results of this study, someone behaves abstentions from the technical aspects due to voters' technical constraints. It prevents them from exercising their right to vote, for example, having other activities at the same time on election day so they cannot come to the voting place. Golput is a person's attachment to voting in the general election process based on psychological factors, sociological factors, and rational voter factors. On the political aspect, abstentions have reasons such as distrust of the party, and candidates do not believe in a better chance. Meanwhile, if viewed from one aspect, identity can see based on religion, education level, age, gender, etc. In terms of faith, a person decides to abstain because party is expected not to be elected as a candidate. For example, Christian tends not to choose a party that carries Islam, such as the Prosperous Justice Party (PKS), the United Development Party (PPP), and others. In contrast, most nationalist candidates or political parties are considered less representative to accommodate their aspirations. Then abstentions will be the final choice taken.

Does khulʿ result in ṭalāq (unilateral repudiation by a husband), or is it an entirely different form of divorce? Is khulʿ initiated by wives or by husbands? As we will explain below, the answer to all of these questions is “yes,” as khulʿ is all of these things.

One of the implementations of autonomy policy is fiscal decentralization. The State gives chance to every local government for improving its fiscal ability. Original Local Government Revenue (PAD) is fiscal potency owned local government to improve local government independence to promote welfare to society. To accelerate fiscal independence of local government equally, the central government sends transfer funds in the form of General Allocation Funds (DAU) which aims to comply local government expenditure that has not fulfilled. However, problems faced is local government expenditure management still much more affected by DAU rather than PAD. It indicates that local government still depends on central government to comply expenditure called flypaper effect. This research aims to analyze the effect of PAD and DAU on local government expenditure by identifying whether occurs flypaper on provincial government in Indonesia. The method used in this research is analysis regression of panel data with Generalized Least Square (GLS). Data used is panel data from 34 provinces in Indonesia between 2008-2017. Based on results estimation, PAD and DAU positively and significantly affect local government expenditure. However, the DAU more affects local government expenditure compared with PAD. This exhibits that flypaper effect phenomenon occurred on provincial government in Indonesia which local government expenditure response more affected by DAU than PAD. It is happening due to the provincial government still relies on central government to comply its expenditure illustrated with high DAU transfers. This research concludes that decentralization policy in Indonesia is not effective yet. Thus, the government needs to adjust decentralization policy in order to improve regional fiscal independence.

This study aims to confirm the flypaper effect phenomenon and the impact of the Covid-19 pandemic on local own-source revenue (LOR), general allocation fund (GAF), and local government financing on local government expenditure in Indonesia. The research used a quantitative method, while the sample was data on regional government budget (RGB) realization in 335 local governments in 2019 – 2020. The data were analyzed using Moderating Regression Analysis. The study found that there was a flypaper effect phenomenon that encouraged the local governments to use GAF, instead of LOR for their local expenditure. The GAF and local government expenditures were higher during the Covid-19 period. To overcome the flypaper effect phenomenon, the central government is advised to improve the GAF policy by setting priorities for its use. Local governments must encourage micro, small, and medium enterprises to help support LOR. This study proves there exists the phenomenon of the flypaper effect in developing countries that implement the presidential system (republic) and provide substantial empirical evidence on government spending policies during crisis and non-crisis (Covid-19).

Validity constitutes a field unto itself. This is because of the difficulty, and importance, of making research credible. Addressing validity in any study requires critical thought, but the issues magnify given the paradigmatic and methodological complexity of the qualitative “Big Tent.” As a field of inquiry that is defined in many ways by its undefinable, multifaceted nature, qualitative scholars have posed local standards while disrupting foundationalist-based validity conventions. Although this diverse response restrains the positivist impulse, the challenge for faculty appears through questions when teaching validity in qualitative research: Where to start? What to recommend? How to proceed? In answer, this article offers a validation process and pedagogical exercises focused on the “cover” of the tent—the essential characteristics of qualitative inquiry. The process allows for an initial, coherent approach toward teaching validity across paradigms while complementing the local validity discourse(s) in the field.

Model-based inquiry, inquiry-based learning, and phenomenon are all popular terms in K–12 science education right now. Science education in our public education system is rapidly changing due to the implementation of the Next Generation Science Standards (NGSS). These standards ask teachers to move away from direct instruction to having students develop their understanding of the natural world through guided-learning activities. Under NGSS, students are expected to develop this understanding through one of the main scientific practices, model building, which requires a complex, real-world phenomenon to drive the learning experience. Phenomena work best in the classroom when they apply to students’ lives and pique their interest. Finding such phenomena can be hard – especially finding ones that have not already been thoroughly explained on the internet. A great way to find a complex, real-world phenomenon that will interest students is to partner with a local research lab to bring part of their research project into the classroom. This article lays out a process for bringing a local research project into the classroom and designing NGSS-aligned curricula around this project to create a more authentic learning experience for high school students.

The surge of local climate policy is a puzzling political-economic phenomenon. Why have local policy-makers, incapable of mitigating global warming through individual emissions reductions, adopted ambitious policies while national governments refrain from action? I construct a game-theoretic model of two-level climate policy with incomplete information over political benefits. In equilibrium, the government selects a lax national regulation, and local policy-makers with private information on high local benefits choose more ambitious policies despite incentives to free ride. The analysis also suggests that even though local policy-makers prefer not to reveal information to the government, they must do so to pursue short-term political gains. Counterintuitively, new information can lead to more ambitious national regulation even if the government learns that the local political benefits are likely lower than expected. As an empirical application, I study the evolution of climate policies in the United States.

Abstract OBJECTIVE Causes of neurological deficits after arteriovenous malformation (AVM) radiosurgery, including hemorrhage, radiation injury, and delayed cyst formation, are described. CONCEPT Occlusive hyperemia has been described as a reason for neurological deterioration after AVM resection. Thrombosis of draining veins or dural sinuses is thought to cause postoperative bleeding or neurological deficits secondary to venous hypertension. In a similar manner, local hemodynamic changes can occur in the brain adjacent to an AVM after radiosurgery if venous outflow is obstructed. Two patients are presented whose cases demonstrate this phenomenon. CONCLUSION Patients can experience clinical worsening after AVM radiosurgery from premature thrombosis of draining veins. Local hemodynamic changes could explain why imaging changes thought to be radiation related occur more frequently after radiosurgery of AVMs than of tumors.

Asymmetric cost behavior took a new approach, starting in 2003, with the emergence of the Cost Stickiness Theory (CST) and, since it is something recent, there are still doubts regarding its application in the public sector. In this sense, this study aims to analyze the behavior of costs in local governments in Santa Catarina, from the cost stickiness perspective. This is an empirical, quantitative, and documentary study that uses the population of 295 municipalities in Santa Catarina during the 20-year period, whose transposition of the analysis model was adapted for the public sector. We grouped the costs in blocks, with the proposition of nine regression models with panel data, of which, eight corroborate the cost stickiness phenomenon. Still, the results indicate similarity with the flypaper phenomenon, typical of the public sector, which uses part of the recipe to calculate the asymmetry, in which of the three types of analyzes performed, the use of the recipe is linked to the one that resulted in the highest sticky. Finally, it offers subsidies for the application of CST to the public sector, even in the case of a typical phenomenon of for-profit entities, and concludes that, with the use of fractional revenue (as well as in the phenomenal flypaper) for local governments of Santa Catarina, the behavior of costs appears to be stickier.

Research background: Increasing number of national scientific studies related to business finance shows that the earnings management phenomenon as a legal apparatus of manipulation business profit plays a significant role in financial reports in conditions of Slovak economy. Slovakia belongs to Visegrad Four, group of very historically and developmentally close countries. That is why it is relevant to compare the issue of earnings manipulation it these countries’ context. Purpose of the article: The main purpose of the article is to confirm global approach to manipulation of earnings in the Visegrad Four’s enterprises and justify that managers incline to earnings management systematically in all analysed group not only at a local level in chosen country. Methods: This econometric investigation used the observations of earnings before interest, taxes, depreciation and amortization of 1,058 Slovak enterprises, 688 Czech enterprises, 1,376 Polish enterprises and 731 Hungarian enterprises. It was investigated nine-years period from 2010 to 2018. Non-parametric time series trend modelling was run by Mann-Kendall test and estimation of the slope of the trend by Sen’s method used a linear model. Findings & Value added: The article focused on nine-years development of earnings before interest, taxes, depreciation and amortization in the Visegrad Four’s enterprises. It was found out the systematic trend manipulation in all analysed countries. This fact highlighted that earnings management is not local phenomenon, but its development is globally preferred tool of business finance.

Lake Batur provides a perfect area for fisheries. one of the amazing products from lake Batur is Oreochromis mossambicus, or in the local language called Mujair. The fish has a high economic value for the community. However, in 2009, the villager claimed there was a sudden change in the water quality of Lake Batur. Many anglers often lose their fortune because of the sudden dead fish phenomenon. The lake water was no longer as safe as it used to be for both humans and fish. The local community accused sulphur as the cause of their unfortunate. Several studies have been conducted in Lake Batur every year and indicate several sulphur spots near Buahan Village that appear in January, April, or August. Entering July 2021, around 70 fish in floating net cages owned by farmers in the Lake Batur area died. The case in July 2021 was the worst in history. Research on floating net cells mentioned that the public could predict this mass death event to reduce the fishers’ future losses.

The influence of local oxide thinning (LOT) spots on the electrostatics of MOS capacitors was studied in this work. The capacitors are found to suffer from severe deep depletion (DD) above threshold once LOT spots that cause significant gate leakage are introduced, making them inapplicable for MOSFETs. With the help of simulation, we proposed the presence of a lateral electric field at the spot edge, which effectively drifts inversion charge toward the spot from its exterior, leading to severe depletion of inversion charge underneath the entire gate area. Capacitor size, spot size and spot thickness effects on the DD behavior were also investigated. This work demonstrates the high influence of LOT spots on device operations, as well as affirming the importance of oxide structural defect control.

This paper examines aspects of the social meaning of the parish boundary in Hanoverian England. The parish touched most people's lives through its role as a form of local government and as a significant landscape feature which defined a circuit of territory to which local people may have felt an allegiance. Evidence for the social meaning of boundaries is found in acts of boundary marking and related perambulation ceremonies and through written records, sometimes involving maps. The paper draws on a contrasting range of cases from a variety of counties with different landscape and settlement types in the century or so before the local government and administrative reforms of the 1830s – a time of significant change in central-local government relations. The paper evaluates the significance of the parish as principal repository of detailed information on its own boundaries in our period, with a premium placed on local knowledge, especially of the older parishioners. It is also suggested that acts of boundary recording could enhance a sense of parish consciousness and community.

ince 2010, the European Commission, through the Communication “Europe, No1 World Tourism Destination – A New Political Framework for Tourism in Europe”, has drawn the attention to the fact that local / urban tourism strategies should be essential to the way in which cities promote or limit the extension of tourism services; thus, the increase in the number of tourists in cities and the lack of local tourism policies can lead to negative pressures on the local (environmental, cultural and social) environment. In the research, we will analyze how the explosive economic growth trend of the analyzed region (in our case due to the massive absorption of European funds for urban infrastructure and for industrial development) has positively or negatively affected the tourism sector of the area. The objective of the research will be: identification of local officials with the elaboration and implementation of sustainable tourism policies related to sustainability and identification of specific factors of influence – local vision on sustainability, local action instruments and, implicitly, the tourist flow generated compared to the economic growth level of the region. From a methodological point of view, the research combines two levels of analysis: the comparative analysis of local economic development plans and strategies with local tourism policies as well as the comparative analysis of economic growth indicators of the region with the tourism indicators for the chosen period. A comparison between local development strategies and local tourism policies allows us to identify whether the growth of the tourist phenomenon in the region is a mere consequence of the development of the region or it is based on a strategic thinking of tourism development. The idea behind this research is based on the fact that other studies have demonstrated that the notion of sustainable tourism in major European cities remains out of the local political agenda, without discussing possible conflicts between urban tourism and negative externalities.

Context. We study biasing as a physical phenomenon by analysing geometrical and clustering properties of density fields of matter and galaxies. Aims. Our goal is to determine the bias function using a combination of geometrical and power spectrum analyses of simulated and real data. Methods. We apply an algorithm based on the local densities of particles, δ, to form simulated, biased models using particles with δ ≥ δ0. We calculate the bias function of model samples as functions of the particle-density limit δ0. We compare the biased models with Sloan Digital Sky Survey (SDSS) luminosity-limited samples of galaxies using the extended percolation method. We find density limits δ0 of biased models that correspond to luminosity-limited SDSS samples. Results. The power spectra of biased model samples allow estimation of the bias function b(> L) of galaxies of luminosity L. We find the estimated bias parameter of L* galaxies, b* = 1.85 ± 0.15. Conclusions. The absence of galaxy formation in low-density regions of the Universe is the dominant factor of the biasing phenomenon. The second-largest effect is the dependence of the bias function on the luminosity of galaxies. Variations in gravitational and physical processes during the formation and evolution of galaxies have the smallest influence on the bias function.

A study of the notch and frequency effects on fatigue life at high temperature is carried out using notched and unnotched plate specimens of SS 304 under stress-controlled testing conditions. Analysis of the σ-Nf results obtained at 600°C under fatigue and creep-fatigue conditions allowed the generalization of the σ-Nf-Kt relation proposed in an earlier study. Examinations of the experimental data with hold-time testing suggested that in these conditions, the frequency effect should be incorporated in the relationship. Results obtained from the modified relation are in agreement with the experimental data, within a factor of two. Finite element analysis was carried out to determine the state of stresses and strains at the notch root by simulating four creep-fatigue cycles. The computed results indicated that, under zero-to-tension cyclic loading with controlled nominal stress, the maximum local stress at the notch root relaxes; this results in a minimum local stress in compression, and as a consequence, the mean local stress is significantly reduced. The stress relaxation as well as the creep strain accumulation were found to occur only in the vicinity of the notch (within 0.75 mm). The numerical results concerning the local stress relaxation and the time-dependent strain accumulation are used to explain the notch-strengthening effect on life observed in the present study. Since the reformation era in 1998 through amendments to the 1945 Constitution, which began in 1999 to 2002, it has impacted Indonesia's state administration system's structure. The direct election system's opening in the election of the President and Vice President and the legislature to the local elections (Pilkada). Local elections (Pilkada) candidates are a package for local leaders, which fascinating to examine. In Article 18, paragraph (4) to the 1945 Constitution does not mention the Deputy local leaders, thus causing problems. When the Deputy local leaders authority is limited by the constitution, which has an impact on conflicts of authority between the local leaders and Deputy local leaders, which results in disrupted government services. This study aims to provide a solution to this phenomenon so that it finds two options, namely, first to retain the position of Deputy local leaders in the local elections with the complaint mechanism method and precise judgment of taxation, and secondly to be consistent with the state constitution, the local elections (Pilkada) is held without a Deputy local leaders candidate with his position replaced. by the local secretary.

The author examines the first stage of theoretical research of the concept of “local civilizations”. Nowadays this approach protects the right of non-Western communities to independently and authentically define their way of development. If non-Western macro-regions accept the understanding of civilization as a universal phenomenon, their development will be determined by Western experience. In case those non-Western regions (and Russia as well) are seen as distinctive civilizational formations, their right to determine the ideal social/state structures and future development for themselves is recognized. The stage of classical comprehension was overshadowed by the crisis of the imperial form of existence of large geopolitical spaces and was an attempt to formulate new foundations of their identities. The article reviews the ideas of N. Danilevsky, O. Spengler, A. Toynbee and P. Sorokin. The author also evaluates the heuristic potential of the methodological approaches by the scholars of the fundamental wave.

Conclusions: Collocation is the locating of private and public mental health sectors in a joint working relationship. In the context of increasing numbers of clients referred to a public Community Mental Health Service, a restricted ability to refer clients to other practitioners, a limited number of medical officer hours available and a new purpose built premises with spare rooms, the Service investigated and implemented a model of collocation. This in effect locates private and public psychiatrists together, working from the same premises. Collocation has been a modest local initiative increasing cooperation between the public and private sector and partially increasing consumer choice and private psychiatrist availability
